Obusinga Mumbere charged with ‘Treason’; as President Museveni is more and more similar to the ones he overthrew!

After 48 hours inside the dungeon of Nalufenya Prison, the Obusinga bwa Rwenzururu Charles Wesley Mumbere was appearing infront to Jinja Magistrate Court. Where the presiding judge on orders from above, had decided to put “treason” Charge on the man, who has lost his Royal Guards and his Palace in the matter of the recent weekend. With a bloodshed unleashed by the Special Force Command and Uganda People’s Defence Force.

The Rwenzori Kingdom in Kasese has gotten massive losses; the town of Kasese has seen a siege operation where the Army and Police had all intent of blazing the gates and storm the Palace without any consideration of life or mercy. The ones taken in as humiliated and with force. The king himself will be in costudy and in bracelets until 13th December as the case, which as procedure will be prolonged indefinitely and evidence will come forward in the working case of the Court. It have not produced anything yet other than the culprit, the others is at the Central Police Station of Kasese, the 140 guards who we are lucky not to be killed by the vicious army of the bloodthirsty soldiers.

We can all wonder what kind of message it sends, when eyewitnesses say that the weapons found in the palace are forged and the evidence placed there by the army who stormed the Palace after a brutal battle in Kabarole the day before. We can all question when the AIGP Andrew Felix Kaweesi saying that the king and his powers had built up and militia. While the first proof was an AK-47 and Pistol. That is less than President Museveni has besides his pillows at one of the Presidential locations across the Republic.

So I don’t trust the army or the Police that works in political and reality for the President, not for the security of the people, they will manufacture stories and make belief of any kind of reasoning and doubt beyond any mere fact to fix the outcome and tarnish the king. They got no other way to clear the air and clean their blood from their hands. Their already disregard for dialogue or touch with reality is what transpired into the bloodbath at the Palace in Kasese.

The one who happens to be in bracelets, Mumbere is the one needing safety by the state; he is the one that is sitting in the cell. The king with no Palace, no servants and no one to address his concern as the state can make anyone a terrorist and anyone can lose their freedom if it benefits the tyrant.

President Museveni has forgotten his people, his constitution and the reasons for his rebellion; if the rebellion was not anything else than an excuse all along for him to overthrow and gain all power. Something it seems by every day counting.

We can just wonder if the souls of Idi Amin and Milton Obote still roams the land and see their successor acts as vicious as they see, the liberator turned tyrant with swift force and with smiles and grins of allies in Libya and America. Now, the Libyan interference is gone, but the exported weaponry and battle training from the U.S. is still happening. These techniques are now used to get-rid of kingdom and their loyal subjects. With a force and authorities we did not think the masters of our day would ever be able to do, and that to their own. The own people, the own subjects and the citizens of its own country with no mercy and justification, therefore a manufactured court to save face for the killings just mere hours ago. Peace.

Uncovered: Not lacking leadership, but other reasons for the axing of Lt. Gen. Ondieki from UNMISS

“All the peacekeeping missions which have been established after 1992 are complex, multidimensional operations involving military, civilian police and civilian components. Their mandates are also very broad, covering a broad range of issues from traditional peacekeeping, to civilian protection to post-agreement peacebuilding” (International Policy Group, P: 14, 2016).

We have read, seen pictures and footage of the atrocities that happen in July 2016 in Juba as the SPLM/A and SPLM/A-IO went from each other in the stirring conflict in South Sudan, where the two leaders President Salva Kiir and Dr. Riek Machar has gone back to battlefield instead of dialogue. This happen as the Transitional Government of National Unity (TGNU) we’re about to be set-up and the peace-agreement we’re to be honoured by both parties.

Than the skirmishes and battles in the capital started, some of the action happens near the UN House of Juba and the Camp-site of Internally Displaced People together with the looting of the UN World Food Programme there as well. This was all evidence of the lacking management of the Kenyan Military Officer, but now there a report countering that argument for the sacking. It is worth dropping the knowledge to see if the Kenyan Government had it right to feel unjustifiable sacked from his position.  The man that had to fall on his sword was Lt. Gen. Johnson Ondieki.

Ban Ki Moon decision:

“The decision by the Secretary General was argued to have been made based on an independent investigative report conducted by the Danish Major-General Patrick Cammaert on the violence that had occurred in Juba from July 8 to 25 2016. However, after a careful investigation of the situation that surrounded the conflict, the independent report and its recommendations, and the systematic problems in the UNMISS framework, it is evident that the firing of Lieut-Gen Ondieki was not only unorthodox and a blatant violation of UN procedures, powers and processes, but was also an expedient political decision by the Secretary-General to turn the Kenyan soldier into a sacrificial lamb in order to appease and ward off pressures from some Permanent Members of the United Nations Security Council, mainly the United States of America and Britain” (International Policy Group, P: 12, 2016).

“Independent investigations into the Juba conflict have revealed a clear cover-up, with the USA mishandling the safety of its citizens and agents by not offering the proper protection when requested, leading to the violation in the Terrain compound. This investigative report on the circumstances leading to the removal and replacement of Lieut-Gen Ondieki as UNMSS force commander relied on a comprehensive review of official and non-official documents from the United Nations available on its website, UN documents on rules of engagement and procedures governing the code of conduct and dismissal procedures were consulted” (International Policy Group, P: 13, 2016).

Key Strategic lacking will to act on Commands:

“A UN investigation on the attack showed that it took UN peacekeepers more than 12 hours to intervene, despite being next to the camp. Moreover, the investigation found that the Indian contingent refused to deploy troops or heavy armor to the area of fighting to defend civilians; the Ethiopians slept through the entire incident; while the Rwandan contingent insisted on written approval before acting. Finally, it is only the Rwandan contingent that responded to the violence and protected civilians. The investigation committee recommended several changes to the mission. Whether the UN or UNMISS implemented the recommendations is remains unclear: What is clear is that no action was taken against the Force Commander, the SRSG, or any other senior mission staff” (International Policy Group, P: 17 ,2016).

“Pressure from the UNP5, especially members from USA and UK, made the SG to make the decision without taking into consideration the investigations or recommendations made. The evidence, points to a clear gross violation and misconduct by the Secretary General’s decision, which was not only discriminatory against Lieut-Gen Ondieki, but was also an expedient political decision violating UN procedures and regulations” (International Policy Group, P: 21 ,2016).

“Lieut-Gen Ondieki had no direct control of deployment or response of the troops who were in the areas, according the UNMISS commanding framework. According to the rules of engagement, Lieut-Gen Ondieki could only send an order to the lead commanders who were in Juba, but they did not accept it. Therefore, Ban Ki-moon’s dismissal of Lieut- Gen Ondieki is not only an error in judgment, it is also unjust discrimination and a gross violation of his rights” (International Policy Group, P: 23 ,2016).

Recommendations:

UN Reformed to Ensure Effectiveness: UN Missions in Africa need to be reformed because without fundamental restructuring, particularly to counter UNMISS structural and systemic dysfunction, similar crises are very likely to recur. These reforms are therefore a critical consideration that must feature in future UN mandated missions in Africa.

AMISS – African Mission in Southern Sudan: An Africa Mission in Southern Sudan should be formed to replace UNMISS. A UN and AU-mandated Africa Mission in Southern Sudan (AMISS) may be the best mechanism for peace operations today. Such a mechanism will be more responsive and better anticipate emerging trends and solutions therein and in line with the African Union’s maxim of “African solutions to African Problems” (International Policy Group, P: 38, 2016)

It seems that Lt. Gen. Ondieki we’re picked out because of lose procedures between the different nations and their brigades in the UNMISS operation in the Republic of South Sudan. Is also questionable that the Danish leader Løj pulls itself out before the internal investigations before the Military Leadership are investigated; therefore the blame fall all on the Kenyan Lt.Gen. Ondieki get the blame, instead on the one that we’re on the top who was Løj at the time. The procedures should have been in place and it seems to be easy to put the blame on the Kenyan General instead of trying to swallow pride and says that the UNMISS needs amends that even been asked for since 2011. Peace.

“Speaking to KFM, the Member of Parliament for Busongora County in Kasese district William Nzoghu said if the UPDF and Police had not attacked the Rwenzururu kingdom offices on Saturday, no one would have been killed” (KFM, 2016)

The Government are now internally working on their strategy to clear the air and clean their hands of the blood. The destruction of the Buhikira Royal Palace at Kasese, together with the arrests of 130 Royal Guards and killing dozens of Royal Guards. Together with the killings of the Police Officers and Soldiers that we’re in the shootout!

The hours of violence and killings, the dismay of Kasese and its kingdom is pivotal to where we are today. Today is the first day after three days of violence in the area, that in Kabarole and in Kasese. Where the Royal Guards has killed and also Security Operations that been instructed by the Major General Kainerugaba Muhoozi, the son of the President has been in charge of the operation. This been done with more thorough force than they did earlier in the year. The killings been systematic, what is hurtful isn’t that the Police are detaining a journalist; that is expected by them as they are internal part of the functioning party lead from the President.

What is demeaning to the situation is that the Special Forces Command is back in the Palace and with more force than earlier in the year. Where they together with Police detained 134 Royal Guards and killed 40 of them, while burning the Palace, detaining the King and Queen of Rwenzururu.

So on the first day of mourning and first day of recollection, as the dust from fires of the houses that is burned to ground. We can question why did this happen and why now? Why does the SFC under command of Maj. Gen. Muhoozi get allowed with order to “shoot to kill” civilians, Royal Guards and seal of a town in the midst of peace-time, while also undress servants of king and put them on display in the compound of the ruined palace. Why?

And why can they after 48 hours shoot in the air when the families of the all the fallen, the deceased and the affected by the assault of the Monarchy are not allowed to visit their dead and give them a burial. While the Uganda Police Force are planning their burials for the fallen Police Officers; the discontent and the disregard for the people of Kasese is clear and message is sent when this messages are spread.

What even hurts more when the serious Media Channel and International Broadcast blasts away a story of terrorist/separatist of the fictions state of Yiira, that Al-Jazeera sounds more like the ignorant Ofwono Opondo than a serious broadcaster and shows their sorry state of intelligence when that is what they report after the vicious and malicious attempts of cover-up from the government who went in with artillery, heavy machinery, to a Palace they emptied of weapons in April 2016, when the King himself after dialogue with the NRM gave the guns after the last skirmish. Oh, gee how these details get forgotten fast in the wind of brutal murders that occurred this weekend and we’re sanctioned from the man who we’re busy packing his yellow shirts and travelling to South Africa.

There are reports up to a total of 400 died during the weekend clashes between government security operatives towards the locals who either we’re connected with the kingdom or just by-passers. This numbers cannot be verified at this moment as there are so many uncertainties and also that the Security Operatives has done whatever they could to put the world in the shadow of their business this weekend. That is because they know they got something to hide, if it was legal and legit it would be an open bazaar, instead it’s a sealed of town where scores of dead bodies lying there all around the compound of the Palace.

While we are questioning the aftermath of this senseless skirmish of Maj. Brig. Muhoozi and his forces together with Police Force, the King himself is detained in the Nalufenya Prison in Jinja. The media in the area has gotten a gag-order because the intelligence and truth they don’t want out. As the Republic is not supposed to know what kind of activity that has been done on order by the President who left the building while it was being torn down and burned, together with the merciless killing.

And after the fact of the pictures of these guards, the burning of the palace as they are trying to hide the victims and ransacking of the it; together with the knowledge of the Royal Guards put into an Army Van and driven to the Kasese Hospital Mortuary where the families of the deceased is not allowed in. Proves that the SFC under Maj. Brig. Muhoozi has something untold as they rushed and attacked the kingdom with full force and fierce and merciless this time around. Because the Army has already killed fellow Royal Guards during the year, in Kasese and in the villages. So it shows that the Army and Central Government under President Museveni have problems with this practice of the Rwenzururu Kingdom. Instead of dialogue Museveni has as always during his long career and life, have faith in the gun over reason. Therefore he orders to kill and shoot the ones who happen to be Palace this weekend. KASESE: On Saturday 26 November 2016, the Uganda Police Force reported fights between guards from a western Uganda royal community and the Uganda Police in Kasese 345km (over 5hrs), west of the city of Kampala.

Today, Monday 28 November, the security agencies have the situation under control and calm is returning to the area. The rest of the country is very peaceful and is a safe place and destination to travel to.

The cause of these clashes is currently being investigated by the Police and other security teams.

We have confirmed that the Uganda Police Force and other security agencies are in Kasese to ensure the peace and safety of people and property. The safety and well-being of our guests, travelers, tourism businesses and their property is our first priority and we shall keep you updated on the situation in the area. Security Operatives given orders to “Shoot-to-Kill” in Kasese; Apparently they did!

The scorned, the killed and the burned around the Buhikira Royal Palace, the boda-boda’s sitting and the blood running from the men died by the vicious attacks from the Security Operatives, the Joint Operations from UPDF, UPF and Crime Preventers in Kasese, that sealed off the town, asked the civilians to flee the town and let the Operatives work in silence. The Kasese attack on the Royal Palace we’re supposed to happen without the concern of the people, the citizens of Rwenzori.

The Rwenzururu Kingdom of Kasese, Western Uganda, has been an issue since the NRM doesn’t have the footing there, they use all kind of ploy to play politics. The Rwenzori people are now in the firing line for not wanting to be in submission, the reintegrated kingdom of Rwenzururu under the Omusinga bwa Rwenzururu Charles Wesley Mumbere.

That hasn’t answered the prayers that President Museveni has for the splitting of the district to shuffle more ethnic troubles because he cannot control them with his payments or taxes in the area. What’s the rough numbers are the killings of 42 Royal Guards, around 15 Police Officers and certainly some soldiers. We can also wonder if this are real, but the Police so proud of their work showed the picture of the blasted gates of the Palace with the scorned of dead Royal Guards.

The pictures of dead by the roadside, in-front of the palace and elsewhere as the Security Operatives has been busy with destroying the kingdoms Palace; these pictures are vivid evidence of the state violence against their own. Against the sanctioned king that the President Museveni actually put back in place just a decade ago… now that he got issues with it. He burns it to the ground the only way he knows with bullets, tear-gas and machine-guns to silence the Kingdom’s representatives. This from a kingdom who has given away most weapons earlier in the year and has been attacked by the Flying Squad as well. The evident Joint Operation shows the attempt of getting rid of the Kingdom; maybe once and for all, but that is just talk for now.

We can question the reason for the killings, as the Police found one AK-47 and a Pistol at the Palace. Didn’t find anything else, but we’re able to kill over 40 royal guards and arrest 130 Royal Guards. This is the reality together with the un-named and others who might been hit in the cross-fire as the cameras and people we’re forced to leave the area during the besieged operation of the Security Operation during the weekend.

The numbers of dead shouldn’t matter, because each soul is much too many at this stage. The UPDF and UPF have this time around left no rock unturned, the word massacre seems righteous as the malicious killings and destruction of the palace shows the intent of President to sign of his rule. He will now rule with the guns, with extended fear and with the same powerful tyranny as his predecessor.

The UPDF have now stepped in the shadows of Idi Amin, the man Museveni proudly fought and also done the same former President Milton Obote who used Gen. Idi Amin to battle Mengo in 1966. This proves that Museveni are following all sort of past rituals of his predecessors, not only with rigging elections, but now killing and detaining royals.

When the Police and Army are ordered to “shoot and kill” civilians, settle scores with the people of Kasese district as the traditional burial grounds together with the palace has been burned and the Royal Guards either detained or killed. Proves the use of Crime Preventers to silence the town as well, as the towns people we’re evacuated while the process of killings we’re occurring there the aftermath of 48 hours of systematic violence ending in burning of unknown people and surely evidence of the viciousness that occurred at Palace. Some we’re even said to be burned alive inside palace unaccounted for at this moment. That proves the extent of murder that the Security Organization goes to at this point of time.

The time for the mourning and wondering why President Museveni sanctioned the “shoot to kill” of these people, the bloody murders, the tied on their hands left on the side of the road, the family members of the Rwenzururu Kingdom’s Royal Guards and the Security Organization that we’re ordered to kill them. Those men we’re all are just useful for the purpose of following the will of President and for that reason had to die during the last 48 hours. Clearly the vindictive acts of oppression, violence and senseless killings shouldn’t happen without anyone in charge getting repercussions, because the Kasese are a proof of what levels of tyrant Museveni is. Museveni is now a gangster who wear the hat of the Government and who assault the fellow peers into submission or by death if they don’t comply; because he does not follow any ordinary reasoning anymore.

The allies of Uganda, should ask themselves if they want to be involved in supporting and donating funds to this man who kills his own without any questions to prove a point and keep his honour, not to think of argument and own pity for their own. The President is now walking in the shoes of the ones that were in issue in the past. The American and British, all the other who now are behind and feeds this Government should question themselves, because the Army Training of the US is now used to terrorise the Ugandan People and their Monarchs for the sake of it.

We should mourn, but also remember the culprits behind the events that left the scorns of dead and destruction of the Royal Palace in Kasese. Peace.
