Yes. This is a long time coming. It had to be several of French Presidents before they took any responsibility and taking to account their role in the Genocide of 1994 in Rwanda. The French had invested and a close relationship with the current leadership at the time in Kigali. That jaded their will and their support for it. These folks did directly trade weapons and profit on the genocide.
The French have tried people who has been involved in the Genocide in Rwanda. France have acted as a big-brother, but not acted righteous towards its own ends. They have been the paternal nation and with the current Duclert Report. The current leadership in Paris should make reconciliation and redeem its stature in Kigali. That is only fair knowing what their actions did and did assist the atrocities in Rwanda.
First dropping one statement from France24 to show what they found and what has been written in 1999 about the same thing.
French Reports states known facts:
“The report tells of French decision-makers trapped in “post-colonial” thinking who supported the “racist, corrupt and violent” regime of Habyarimana as he faced a Tutsi rebellion which many considered was directed from English-speaking Uganda. Mitterrand “maintained a strong, personal and direct relationship with the Rwandan head of state”, it said” (France24 – ‘’Blind’ France bears responsibility on Rwanda genocide, historical commission reports’ 26.03.2021).
French Involvement before the Genocide:
“The leaders of France and Rwanda also had very close family ties Mitterand of France and Habyarimana were friends, but their sons, Jean Christophe Mitterand and Jean Pierre Habyarirnana, were not only closer friends, but that friendship was consolidated further by business dealings. The two camps used political power in their countries in order to boost and protect their respective economic interests. The Rwanda Re-view(2:3,1993) ran a letter from Mitterand to Habyarimana, a letter that was not only both personal and official, but also talked about the interests of France in Rwanda. There is also an indication that Jean C. Mitterand was one of the biggest arms dealer in Rwanda. It was there-fore in the interest of France that there should be use for the arms France was ready to supply to Rwanda, arms that eventually ended in the arms of the hands of the extremist killers” (Joan Kakwenzire and Dixon Kamukama – ‘The Path of a Genocide – The Rwandan Crisis from Uganda to Zaire’, P.83, 1999).
With these two pieces. You see they say the same thing. They are connected. The Kakwenzire and Kamukama is also showing the benefits of the relations between the Heads of State. That the sons also had a favourable relations. They wouldn’t have done what they did. If it wasn’t beneficial and had positive outcome. These folks wouldn’t have worked together like they did.
Both Kigali and Paris had close communication. They were even trading arms ahead of the genocide. Certainly knowing what was brewing and had some foresight into the violence that could erupt. Not like they were dumb or had no knowledge.
Just as they had already done this as well ahead of the genocide:
“1991; March 15: The French ambassador to Rwanda, Georges Martres, informed Juvénal Habyarimana that the French Presidency had decided to put a thirty-man DAMI (detachment of troops for military assistance and training) at the Rwandan authorities’ disposal *(Lanotte, 2007: 144). It was named DAMI-Panda and was originally intended to stay four months on location, but in fact it remained in Rwanda until December 1993 *(Lanotte, 2007: 145). This deployment was not publicized by the French political and military authorities, or by their Rwandan counterparts *(Lanotte, 2007: 148)” (Viret Emmanuel – ‘Rwanda – A Chronology (1867-1994)’ 01.03.2010, SciencePro.fr)
So with this all in mind. The Duclert Report only re-affirm what we already knew. They are only stating facts that been out there and they have finally “found” it out themselves. If they will take more accountability and actually reflect it. That is a whole different ball-game.
For some of us. We knew the French was directly involved and supported the regime who did their part in the genocide in 1994. Clearly, with that knowledge. The French could have acted differently and not participated in the exports of arms. However, they only saw money and friendship with the Heads of State. It was business and pleasure. Which in the end was helping the demise of so many innocent civilians.
Now is not the time for empty statements, but direct action of the French to act upon their own findings, which many of us already knew. Peace.
Youth, Ladies and Gentlemen
Today we commemorate the 26th Anniversary of the 1994 Genocide against the Tutsi in Rwanda (KWIBUKA26), under the theme: “Remember-Unite-Renew”.
This is the twelfth year since the African Union started the annual commemoration of the 1994 Genocide against the Tutsi in Rwanda. However, this year our commemoration activities have been limited due to the COVID-19 Pandemic. Although we will not be formally gathering at the African Union Commission for this event as usual, I encourage you to commemorate this day from wherever you are.
This annual commemoration affords us an opportunity to reflect, and continue the fight against genocide, its ideology, denial and impunity with a view to ensure that never again shall Africa experience such a heinous crime against humanity.
In this regard, I would like to pay tribute to the leadership and the people of Rwanda for consistently working towards “Never Again” and for emerging through resilience and unity from the terrible past and putting Rwanda on a development path that continues to inspire many countries on our continent and beyond.
Between April and July 1994, the world stood still in awe as more than a million people were killed in a space of one hundred days in Rwanda. As we remember the fallen mothers and fathers, brothers and sisters, sons and daughters in Rwanda, we should not be oblivious of the fact that genocide is always well planned, deliberately executed with impunity, yet genocide is also always followed by denial.
We should, therefore, redouble our efforts in fighting genocide ideology, its denial as well as impunity. If genocide ideology persists, its denial will continue unabated and impunity will reign. This task should not be the responsibility of the leadership and people of Rwanda alone. It is the collective responsibility of the African Union, Regional Economic Communities/regional mechanisms and all Member States, CSOs, the youth organisations, the women’s movement, Media and Academia. We should collectively combat genocide ideology, impunity and denial working hand-in-glove with the international community and all other stakeholders.
Fighting impunity should equally be at the heart of our collective efforts as AU member states as well as the international community by arresting, prosecuting or extraditing indicted fugitives. Last year at its 836th meeting held on 3rd April, the AU Peace and Security Council called upon countries to arrest, prosecute or extradite fugitives accused of genocide. It is imperative that countries move towards implementation of this decision.
This commemoration should remind us of a past never to be repeated. It should challenge us to deal with the present and the future in our efforts towards achieving peace, reconciliation, accountability, justice, social harmony, constructive management of diversity and the respect for and protection of human and peoples’ rights on the African Continent.
Our Commemoration of KWIBUKA26 this year assumes a special significance given the AU Theme for this year (2020) “Silencing the Guns: Creating Conducive Conditions for Africa’s Development”. I wish to seize this opportunity to call on all Africans to renew our commitment to promote peaceful and inclusive societies that will silence the guns for the attainment of socio-economic development and structural transformation and provide a firm foundation for building the Africa We Want and the Africa we Deserve.

Again and again, the UN Experts are getting validated sources of mineral exports, which are ending up in the hands of the Gold Refinery in Entebbe, Uganda and ending in Dubai, United Arab Emirates. These stories continues, as the National Resistance Movement (NRM) and President Museveni are taking advantage of the lack of authorities and control of the borders. That is why the Ugandan can get the illicit gold and earn fortunes of the trade.
They are forging documents and doing so by tricking customs and ways. To ensure, the gold goes from Bukavu to Entebbe into the hands of the AGR. The company, which happens to run by Gen. Salim Selah, the brother of the President. The State House of Uganda is earning fortunes on the illicit trade of gold and forging the gold sources even.

“In addition, the Group found that Ugandan authorities lacked a coherent policy to combat smuggling. The Group also found that Kampala-based gold exporters did not have an efficient system to avoid the contamination of their supply chains with illegally traded gold from the Democratic Republic of the Congo” (…) “In fact, documents concerning a supplier for AGR obtained by the Group show the risk of contamination of the supply chain with gold illegally sourced or traded from the Democratic Republic of the Congo. The supplier, a Congolese national based in Bukavu who provided AGR, in October 2018, with gold worth more than $3 million, travelled with an official document, delivered five months earlier, identifying his occupation as that of an electrician. The supplier declared to AGR that the gold was sourced from the United Republic of Tanzania. Initial investigations conducted by the Group suggested that the individual was used as a broker by many Bukavu-based gold smugglers” (UNSC, 2018).
We have seen these stories before, its still vital and important to show, yet more evidence of the illegal export and illicit trading of the Congolese gold through Ugandan exporters, which happens to be in connection with the President and his brother Gen. Selah. This is common knowledge, but has to be addressed. As the ownership of the AGR is known and also, how that implicates the State House.
This is just a few statements of what they do, but still enough to prove how they do it. As this is very fresh reports and just out from the UNSC and their experts. Peace.
United Nations Security Council (UNSC) – ‘Letter dated 18 December 2018 from the Group of Experts on the Democratic Republic of the Congo addressed to the President of the Security Council’ (31.12.2018)
“The conflict gold trade sustains ruthless armed groups such as the FDLR and Congolese army units that commit mass atrocities, sexual violence, and other human rights abuses against the population of eastern Congo. It is critical that actors in the international community, especially global banks that trade gold and the consumers of gold, know the origins of the precious metal they are buying. More importantly, governments and companies need to take action against the corporate networks that traffic conflict gold and move it into the global economy” (The Sentry, P: 20, 2018)
Just as the Global Witness Report of June 2017 named “Under Mined” and United Nations Security Council Report from June 2018 named “Final report of the Group of Experts on the Democratic Republic of the Congo”. Today, the Sentry launched today the report named “The Golden Laundromat”. They are all digging into the illegal and sinister gold trade of the Democratic Republic of Congo and the possible money laundering scheme of President Yoweri Kaguta Museveni and his brother Gen. Salim Selah. Who is both invested in this operation.
This report is again stating the fact and the reality with this trade. As the Sentry is proving new perspective to the matter. These being their analysis of the documentation of the operation and more into the Goetz business practices, which are vital for the export of these conflict minerals. They are showing the trail from the fields and mines in the DRC to the World Market.
Here is some quotes, which I think was worth taking a minute to digest:
“According to interviews conducted and documents obtained by The Sentry, there is a significant risk that AGR sources conflict gold from eastern Congo, and that it imports illegally exported artisanal gold mined in eastern Congo. In 2017, according to documents reviewed by The Sentry, AGR refined and exported 9.3 tons of gold, although the company says it exported 7.7 tons. Several people involved in the trade of Congolese gold with direct knowledge of AGR’s operations told The Sentry that the company sources gold from conflict-affected parts of eastern Congo. Two prominent gold smugglers in eastern Congo acknowledged they sold illegally mined and trafficked gold to AGR from 2016-18, which two South Kivu-based traders confirmed” (The Sentry, P: 8, 2018).
“Furthermore, there is at least reason to suspect that AGR buys gold. Trade insiders told The Sentry that AGR buys gold, and Goetz reportedly decides on the price paid to traders, as well as arranging terms and scheduling of payment. Ugandan export records indicate that AGR exports gold: it exported 9.3 tons of gold in 2017, although AGR says it exported 7.7 tons. Goetz’s original AGR project proposal sent to President Museveni in 2014 calls into question the company’s commitment to due diligence. In the document, Goetz, on behalf of Tony Goetz NV, states that AGR should attract gold from the region and that any gold traders who do not have official documents should be allowed to sell gold to AGR but pay a $500 penalty” (…) “From Uganda, AGR’s gold flows to other Goetz-controlled companies in Dubai. The DMCC was scheduled to audit another company in the Goetz network, Tony Goetz NV, in 2017, but no new audit report has been published. Despite the lack of an updated audit, Tony Goetz NV remains a Dubai Good Delivery (DGD) member today. It had passed the DMCC’s audit on responsible practices in 2015 based on its 2014 activities – before AGR was launched” (The Sentry, P: 13, 2018).
“According to documents reviewed by The Sentry, Goetz sought the intercession of President Museveni in 2014 in order to gain a 10-year tax break for AGR. Three years later, that became a reality when President Museveni announced a pending zero percent tax rate essentially benefitting only AGR. This, in turn, potentially relates to a fourth FATF AML red flag that is applicable to the Goetz network: registration of a trading company in a tax haven even though its business relates to another jurisdiction. While Uganda is not a traditional tax haven, as a practical matter, it presently serves as one for gold refining since Uganda changed its tax structures on gold to attract gold companies” (The Sentry, P: 17, 2018).
What we are seeing as some would be shocked, other would see the deliberate action of the President to support and earn of the illegal gold trade, also ensure the business in Uganda. That the DRC can be used and illegally export the gold, where the business-partner are acting on behalf of the President that has made the arrangement for the refinery in Uganda. This has been done, while also giving AGR a tax-holiday, so that the production will not be taxed and neither able to follow ordinary customs. That means the President and brother together with Goetz knows perfectly well what happens from the DRC to the World Market. They are earning fortunes on the illegal gold trade and is single-handed securing the profits because of it.
The Sentry has done great work collecting the documentation for this and proving their allegations. As others has done to of late. They have extended their work and shown more meat to the bones. Making it a juicy stake. That is showing the acts of violence and killings in the DRC are benefiting the Ugandan President to this day. He is earning wealth on the misery of the Kivu’s, as they by doing this trade keeping up the in-security there. So, that the illegal gold trade can persist… and linger on.
President Museveni knows this and blames the MONUSCO still for being there to long. But his reach and his hands are in the cookie jar. As it has been since he supported Laurent Kabila to overthrow Mobutu. Peace.
The Sentry – ‘The Golden Laundromat – The Conflict Gold Trade from Eastern Congo to the United States and Europe’ October 2018
There been many stories and lots of leaks of what happen in 1993-1994 in Rwanda. As the Genocide and the takeover of political power to Rwandan Patriotic Army (RPA) and the political arm Rwandan Patriotic Front (RPF). This is the army and the army, which today’s President Paul Kagame was leading.
Reading this report is heart-breaking. I am just dropping snippets of it, but it shows to what extent the RPA went to and why for the sake of perception the Kagame Regime doesn’t want these sort of reports out. Because this shows the evilness of them and not only the ones they we’re overcoming to gain power.
What is special about this Top Secret Document from 1st October 2003 was to collect evidence for the International Criminal Tribunal for Rwanda. What was special for the investigation and shows the signs of problems in the future, was the sources within Rwanda was fearing for their life and safety. Even the life of their parents.
The Investigation got a batch of documents from French Authorities concerning the “French Operation Turquoise” and also disappointing UNAMIR.
What this investigation was told by witnesses was there was made mass-graves by the RPA in the commune of Giti. Where they piled up wounded people on trucks and dumped them in graves there. Where the ones buried was from wasn’t known, and the perpetrators was not known at the time of the investigation.
By the knowledge of the investigation, there was known of three massacres in this commune. One in the 8th and 9th April, when the 101 battalion was in-charge and 300 civilians were killed. Between April to May, in the Commercial Center of the Giti, where the RPA thought the public was the Interahamwe, they gathered people in houses, threw grenades and shot them, which was on massacre site. In Mid-June, Sergeant Ndekwe gave order after crossing the Lake Muhazi, when the RPA ordered the woman and children to be gathered and after that ordered to shoot them.
Lt. Col. Kaberebe created a special team for killing in the area between Gabiro and Akagera National Park. This team was gathered from Rwamagana, Musha, Nygasambo, Rugendi, Kyeukiro and Masaka. This special team operated between May and August 1994, it is estimated that the team killed between 5 to 20 people per day. After that the team was moved to Kigali where they continued the killing.
One quote directly from the secret report: “Lt. Col. Ibingira stated that at the beginning of the genocide he did not kill civilians but once they arrived at Kiziguro-Byumba he found many Tutsi woman; children and old people that were killed by the enemy. He reported this to Gen. Kagame by radio. Kagame gave him the authorization to start killing the population in vengeance for the lead Tutsis”.
In Ruanda Commune, there was witnesses confessing about the crimes done by Major Sam Bigabiro. He wanted for instance sex with a pregnant Tutsi woman from Bagogwe, but she refused him. Another woman did as well. After that, he ordered the killing of 25 people.
In Musambire City of Musambire commune, Captain Jimmy Muyango Mwesige, Intelligence Officer of the 101 Battalion, had first ordered a screening of the population and aim to find Interhamwe. One group of the IO killed 350 persons by using plastic bags. They consisted in laying them down on the ground on their bellies. Tying their hands on the back and put a cord with slipknot at the neck. When doing this the aim of the IO: Eliminate the Hutu.
Major Alex Kagame: “He gave the order to Major Sewanyana to kill the civilians in Gitarama, insisting on the fact that the order came from Gen. Kagame”.
All of these stories are evident of the acts against humanity. That the Rwandan Patriotic Army (RPA) and General Kagame knew what they did against civilians. He has blamed the counter-party for all the violence and the genocide. However, this sort of report clarifies his vicious attacks and how he used his army against the civilians…
This sort of witnesses stories and reports should show the true colors of Kagame. That he is a blood-thirsty tyrant and he used the RPA by any means. These sort of reports shouldn’t have been kept from the public, but piece by piece should be revealed. Because this show who Kagame is and the whole RPF is. The ones that took power and never left. As conning as President Paul Kagame are, he will never outsmart the Chinese in their loans and agreements, especially when concerning their moneys and the planned extension of the Belt and Road Initiative (BRI). Before I show the naive relations that Kagame has with Xi Jinping on the visit. I will first show the statements made by Kagame as he is signing agreements and loans. Kagame is really risking natural resources and the infrastructure projects that the Chinese are supporting. If there is any default on loans or problematic to pay back. The Rwandan state will repay with the resources in the soil or within bound of the structures put in place. Therefore, Kagame shouldn’t think of himself as an equal with China, he should think of it as a borrower and find ways to secure repayments.
“I also want to say a few words from the heart. The growing relationship with China is based as much on mutual respect as on mutual interests. That is evident in your personal commitment to our continent, Mr. President” (…) “More generally, China relates to Africa as an equal. We see ourselves as a people on the road to prosperity. China’s actions demonstrate, that you see us in the same way. This is a revolutionary posture in world affairs, and it is more precious than money” Kagame stressed” (Abdur Rahman Alfa Shaban – ‘’China relates to Africa as an equal’ – Paul Kagame’ 23.07.2018 – Africa News).
When you see this, you wonder if the Rwandan President is naive or if he thinking that the Sri Lankan experiment of high loans and bad repayments cannot hit Kigali, like it hit Colombo. Not that I want this to happen to any state. I am as worried about this in Uganda and Kenya, as the loans to for instance Madaraka express, Karuma Hydroelectric Power project and Kampala-Entebbe Expressway. This has to be repaid to the Chinese at some point and with interest.
Kagame is foolish, if he thinks the Chinese will not expect a return on their investment, that is what they do.
Here what happen with the Chinese loans in Sri Lanka:
“Some Sri Lankan economists had privately told me in 2011 that their country will find it difficult to repay the massive loan of USD 8 billion at an interest rate of more than six per cent taken from China for modernising the Hambantota port and that it may ultimately have to convert these loans into equity. That warning came true on July 29, 2017 when Sri Lanka and China signed the Hambantota Port Concession Agreement. Soon after the Agreement was signed, China declared that the Hambantota port is a part of its Belt and Road Initiative (BRI). According to the agreement, China will pay USD 1.12 billion upfront in a debt-equity swap in the ratio of 70:30 approximately, with the China Merchant Port Holdings Company (CMPort) getting 69.55 per cent of the shares and the Sri Lanka Ports Authority (SLPA), a public sector organization, holding the remainder 30.45 per cent. After 10 years, SLPA can buy another 20 per cent of the shares, making the two companies equal partners” (…) “The conclusion of an agreement with China to manage the Hambantota port was seen as inevitable after the government buckled under Chinese pressure when the China Communication and Construction Co Ltd, which was building the port city, demanded USD 143 million as compensation for the stalling of the work. The Sri Lankan government was also compelled to renegotiate the Colombo Port city project last year, which had been suspended due to criticism about the Chinese ownership of 20 hectares of freehold land as well as controversy over the project’s possible negative environmental impact” (Smruti S. Pattanaik – ‘New Hambantota Port Deal: China Consolidates its Stakes in Sri Lanka’ 17.08.2017).
So if the Rwandan take the grants and loans for granted, they might be forced by the financial pressure from Beijing to give away either infrastructure or even make concession of some other vital resources. Because the Chinese expect some value for their money, they are not doing this for charity, but for development of themselves. Therefore, Kagame is not an equal and will not be an equal. I wish that was a serious thing, but the way the Chinese play these agreements. They are not playing around and doling out money for the hell of neither. Neither does anyone else, that is why usually with Western Aid the state expect bought from same source imports and also with strains of governance to get the funds. So, the Chinese does it their way. That is respected, however, the worry is what the aftermath is the for the ones that swallowed to much debt and cannot repay.
Will that happen to Rwanda?
Kagame shouldn’t see himself as an equal, but wonder how he does fit as a piece of the puzzle in the BRI project of the Chinese and how he can pay back with interests. Because that is the next step. The should also worry the neighbors who has borrowed heavily as well from the same They should all be careful and wonder what would happen. This is isn’t only for Kagame, but he was today speaking a bit to friendly to the Chinese.
As if he haven’t gotten the news of what happen in Sri Lanka and for everyone else, that should be warning. Peace.
