Today yet more is covering up as the story of failings of Mulago Hospital Complex, former Kings Hospital of Mulago, where the Uganda Cancer Instute or the Cancer Ward is supposed to be. There the only Cobalt-60 Machine for Chemotherapy have been down for over a month. The one they have was bought in 1995. Dr. Jackson Orem have given two statements that counter each other and the reality of the matter, is that this is just sad, and not funny; though it is systemic default as the government are busy with creating Anti-Porn Bill Committee, instead of healing fellow citizens.

The Ministry of Health Hon. Dr. Chris Baryomunsi has said in the Plenary Session in the Parliament that Aga Khan Hospital of Nairobi has offered for treatment of 400 cancer patients. So there will not be any patients who need treatment taken care of at Mulago, since the Uganda Cancer Institute has to wait for a new machine. Therefore the country does not a have the machinery for the treatment. That is sad enough to know at this point.

Then this comes up as well: “Mulago is operating the cancer machine illegally. The licence expired. Its Ugx 800,000 per year,” Parliament Watch quoted one of the council officials. “We could not give Mulago a new licence without addressing the safety measures we raised.” The official noted that Radiation workers in Mulago are not being monitored yet they are being exposed.“We visited Mulago in 2013 and we found out that the cancer machine was not in good conditions…We found out that the cancer machine in Mulago used to get stack. It had to be operated manually,” the official added” (Red Pepper, 2016).

So the story of the Cancer Machine at Mulago does not stop up or silently goes away as this is the neglect of the government, ministry and the economic regress that the NRM Regime have put in place. This is happening in the time-span that they have been ordering more Anti-Riot Police Cars, tear-gas, bullets, ammunition and bribes for fellow NRM Elite, than fixing and procuring a new machine for the Cancer Treatment at the Mulaga Hospial Complex. It saddens me, and the more we know, the bleaker the state of affairs in the matter it seems. The end-game is that certain 400 lucky patients get treatment in Nairobi. But that is not how is supposed to be in Steady Progress mantra, this here is Steady Regress. Peace.

So this proves there is illegal for a elected chairperson of Kampala to access the state of government facilities in his constituencies. That is just insane and stupid. But the arrogance and ignorance of the NRM Regime cannot be stated as the relics of foolishness towards the Opposition never stops. This here is one case, that it was an “Unlawful Assembly” for walking and taking a peep at the situtation of Mulago Hospital Complex and the Uganda Cancer Institute. That the Politicians are doing something unlawful by showing up at Government facilities proves the vast foolishness of the ruling party and their use of the Police to harrass the Opposition leaders and Opposition members.

He (Muhammed Ssegirinya) we’re arrested for nothing and detained for nothing, and will now have to answer for nothing. So the adjurned case should amount to nothing. But at the state of affairs it might end in “something” as they have planted a mustard seed of ignorance and a seed of Police State; that ends up with detaining and jailing people for trying to work for the peopel and the ones they represent while paying for do. The payment is going to court and answer for nothing. Also he would not have problem if he was associated or a made-man by the Don of the country, H.E. Museveni. Peace.

We are living in strange days there is a crime trying to understand the situation of where you are elected to be civil representative. A representative of people is supposed to as ignorant as Hon. Ofwono Opondo. Then you are okay in the state of Uganda. As the local Councilor of Kawempe was not allowed to enter the Uganda Cancer Institute at the Mulago Hospital Complex as the Daily Monitor confesses about it today!

The Arrest of Local Councilor of Kawempe:

“Mr Muhammed Ssegirinya (in red tie), the Lord Councillor elect Kawempe III trying to resist police from arresting him today at the gate which is the entrance to the cancer ward in Mulago. Mr Ssegirinya together with others tried to force themselves into the cancer ward where they wanted to have a look at the cancer machine that was bought by the government following the breakage of the old one. Mr Ssegirinya at first wanted to solicit for money from the public so as to purchase a new cancer machine but was told that government had bought one. In the process of entering the hospital, he was arrested by anti-riot police on instructions of Wandegeya police DPC Brian Ampaire” (Daily Monitor, 11.04.2016).

This here is a sorry state, it is the Abim Hospital and the Police Force standing by each hospital where the FDC Campaign Convoy was passing by and where the Amama Mbabazi was around in the country; as they we’re not allowed to the discuss the state of affairs.

The arrest of Muhammed Ssegirinya for trying to look at the situation and get witness reports to bring to council and give memo to fellow politicians about the Cancer Ward at Mulago Hospital Complex, should be brought into question. Why should the Anti-Riot Police intercept him for being around Mulago and what crime is it for a councilman to actually look at the governments facilities to secure funding and see the works of government, which he actually represent. Don Museveni is hand-ons and sends his made-man DPC Amapaire to get rid of opposition who is playing in his playground. Only him as a politician or gangster can arrive there and make sure that he facilitates it.

As there we’re reports earlier this month:

“Early last week, President Museveni quietly visited Mulago on Tuesday and Naguru referral hospitals on Wednesday morning. Unannounced and without his usual large security detail, the president visited the hospitals, talked to shocked patients and caused panic among the health officials whom he found in their customary lazing mode” (Kagingo, Sarah, 04.04.2016).

So the Don, the Kingpin can walk everywhere as he pleases; the ones that are not made or associates can be detained or silenced as his wish. That is because Don Museveni is the ruler, the man and the regent of the NRM Mafia can do as he pleases, while the other ones have to kiss the ring to gain access and ability to represent the people. In Uganda you represent first the Don, then the people. Peace.

Uganda Cancer Institute Planned Procurement of new Radio Theraphy Machine in 2013 for Mulago Hospital; Don Museveni have taken his rackeering a bit to far!

Uganda Cancer institute at mulago hospital has released a receipt indicating they made a procurement of the radiotherapy machine on the 28th of May 2013.

“Cancer patients receiving radiotherapy treatment at Mulago hospital may have to wait until next year when the new cobalt 60 radiation machine will be installed, after the old one broke down three weeks ago. According to Dr Jackson Orem, the director of Cancer Institute at Mulago hospital, it may be difficult to repair the radiotherapy machine, procured in 1995, to render efficient results” (EA BIZ INFO, 08.04.2016).

Let see what will happen, but surely this is public neglect from the NRM Regime who is more busy with buying a new private for the Don Museveni then having a government serving it’s people. The sadness of this state is that the Cancer patient is the loser and the families of them who needs this machine for health-recovery and treatment who can’t get to it; since the machine is broken down.

The rackeetering of the NRM Regime have gone to far, especially on a day knowningly that the NRM used to celebrate their “Double-Victory”  of the Rigged Election and the Supreme Court Verdict in favour of the Ruling Party and their Ruling Executive; who could not bother in all years of staying procure a new Cobolt 60 Teletheraphy Machine. Because that with unsettle his playground and rules as the Gangster he is. Peace.

“The United States Ambassador to Uganda has raised concern that government appears to be sacrificing the civil liberties of citizens rights at the altar of maintaining stability. Ambassador Deborah Malac who was addressing students from higher institutions of learning here in Kampala says the poor organization of the elections and detention of opposition politicians has dented Uganda’s democratic credentials. Herbert Zziwa has the details of that report” (NTV Uganda, 2016).

RESPONSE TO US AMBASSODOR MS. DEBORAH MALAC

The Uganda Government notes and takes strong exception to the continued unfair criticisms about its elections and human rights records by the US Ambassador Ms. Deborah Malac. We would like to briefly respond as follows;
The U.S. Government sponsored an election observer team under the Electoral Institute for Sustainable Democracy (EISD) in Africa, through the International Republican Institute (IRI) Washington D.C. This was led by former Zambian President Rupiah Banda, which issued a report giving credit to Uganda’s just concluded elections. We would like to advise Ambassador Deborah Malac to carefully read that report. Unless she is giving it a vote of no confidence, then she is at liberty to keep referring to and relying on the partisan and very shallow EU report.
lt is strange that Ambassador Malac doesn’t refer to the report her government commissioned. Secondly, she doesn’t acknowledge that late delivery of ballot materials was in only two out of 112 districts in Uganda. These were isolated incidents and indeed time was extended and all voters who wished to vote did cast their votes, and those votes were counted, tallied and added to final results.

Since the publication of the Uganda Presidential Election results, none of the observer groups has come with credible evidence to challenge the results posted by Electoral Commission. We therefore wish to ask them to either adduce evidence or keep their peace for good. Otherwise, we know that some groups in the US and EU, including diplomats accredited to Uganda, funded and are still funding opposition elements in Uganda to cause government change outside the constitutional framework but are disappointed this hasn’t been successful as yet.
The U.S., which uses raw power to project its influence and interests around the world, is the least competent to ask other nations for democratic accountability. Uganda’s democracy is progressing well and we are satisfied with both the pace and achievements registered so far.
