We are not victims of corruption.” IGG Beti Kamya urges civilians to report corruption cases, highlighting their victimhood instead of top government officials” (NTV Uganda, 02.06.2023).
I don’t know about you… but the Inspector General of Government (IGG) Beti Kamya frankness in regard to corruption or mismanagement of funds within the Ministry of Health is telling. The ability to not see how arrogant and entitled she where. Well, that is astonishing.
Kamya has gone far in this world. She has maybe not able to retain her seat as an MP in Parliament. Nevertheless, she has become a Minister for one term and the IGG after that. The President has appointed her and kept her in high regard. If he didn’t consider her or see any value in her loyalty. He would have dumped her as Senior Presidential Advisor or become a Residential District Commander (RDC) in a god-forsaken up-country district, which she would rarely visit and only be there during certain celebrations.
Alas, Kamya isn’t that wise or considerate. She is just showing what we knew, but she is saying the silent part out loud. We know that the “high above” needs a say in most things. Now we know his the ones issuing orders and being the guardian of the Medical Evacuations of Ministers, Members of Parliament (MPs) or the general elite. The ones who get treatment in India, United States of America or somewhere in Europe.
She said his a call away and get them on a plane. The IGG is practically telling the citizens how Oulanyah got the treatment in Seattle. The way we know others has been airlifted to Nairobi or further away too. The National Resistance Movement (NRM) takes care of its own, but doesn’t consider the rest.
We know the President isn’t a call away from the ones who works within the bounds of the gig-economy or the civil servants who can go months without pay. These have to die in the hospitals without additional help. However, if you are a part of the anointed elite and in high regard of the President. Then you can anticipate the services of the Uganda Airlines and get visa’s or medical passes to get treatment in the West. That’s what Kamya is saying she didn’t see anything wrong in it either.
The public shouldn’t be privy to it. We all know it happens, but it shows how bad it is. It isn’t like these things are new in the Republic either. However, it shows how the state has failed its own and how the President has spend on airlifting patients and pay for their services. This just shows how the Ministry of Health isn’t a concern or even a priority. That’s because the ones in-charge and the ones in the elite can easily get away and it’s one call away.
The President can just a word and a nod. Then he will give them a thumbs up and the sick patient is in the air. That’s not how these things are supposed to work. It shows that the elites, the NRM and the President has already given up on getting treatment at home. They are all just eagerly calling the President and getting it resolved. That’s easier than ensuring the proper people working in the fields, logistics around the medicine and the machinery for all sorts of treatment. No, that takes commitment and investment. It is easier to just fix a ride on a plane and call it a night. Peace.

Today, the Uganda Media Centre, State Minister of Helath Ruth Aceng, Minister for Housing Hon. Chris Baryomunsi and Gen. Elly Tumwiine has done their best to defend the state defense to the media. However, their defense of the state of Health Care needs to be dismissed. The other of the spin of what happened in Arua in August has to stop. As there are no one looking into the death and the tortured individuals, more spinning the blame on the civilians and not on the ones shooting live-bullets.
While that is a case, the Members of Parliament Hon. Francis Zaake and Hon. Robert Kyagulanyi aka Bobi Wine left the Republic for medical treatment in both United States and India. However, this is not new. Earlier this year Betty Nambooze after the Age Limit ruckus has had medical treatment in India. She is not alone. As I will show.
From the Ministry of Health Alone in 2017:
The State minister for Primary Health Care, Dr Joyce Moriku Kaducu because of food-poisoning last year, couldn’t get treatment in Uganda, so she flown to Aga Khan Hospital in Nairobi, Kenya. While Dr. Jane Ruth Aceng, the State Minister of Health left Uganda for her knee surgery in India.
Former MPs Died in 2017:
Last year, Annie Logiel MP for Moroto headed to Denmark for treatment for her brain tumor, but did not survive. In the same year, William Bejikukye Zinkuratire, who was poisoned after he was sworn-in as MP, later getting treatment several times in India, but as he got final treatment in Uganda, finally succumbed to the illness. Former MP Issa Kikungwe died last year of a brain-tumor, as medical team at Mulago couldn’t save him.
In 2018:
Earlier this year, former MP Ruth Alinyikira Owagage was to get life needed treatment at the Jinja Hospital. However, the lack of oxygen and treatment let her die at the premises.
So, when I hear Ruth Aceng and others saying the Health Care have the ability to treat Bobi Wine and Zaake. I have my doubts, as the State Minister’s of Health went abroad for their treatments last year. The Presidents daughters have traveled abroad to give birth even. Therefore, when the National Resistance Movement (NRM) says everything is fine and dandy. Why did the State Ministers for Health travel themselves for treatment last year? Shouldn’t they be the firsts to use the services they represents?
This is like the brewer not drinking the own made drink, but instead buys Coca-Cola. Your supposed to be proud of what you produce and sell, not the ones you buy wholesale. That is what the State Minister of Health is doing. They are not proud of their service delivery, when your traveling abroad yourself for medical healthcare. That is what they have done. That is why Aceng isn’t the right voice to defend it. She has traveled herself, if someone should understand Zaake and Bobi Wine, it her. Instead she is all defensive. Peace.
Today is the Local Government Elections in most places in the country except for the once that gets suspended because of wrong names on the ballots or the persons who are supposed be on the ballots. This time around the ballot-papers we’re delivered on time, everywhere actually and the polling agents was ready. There was also informed to be a public holiday so that there should be possible to show up, but this here is a silent demonstrations and a free-for-all after the sham of an election the 18th February.
Just as the main elections of the Executive and representatives in the Parliament, this here will be marred with malpractice and even rigged. Therefore the people have shunned the event and polls. As they don’t trust the Electoral Commission; I have lots and lots of issues from around the country, this here is not just an reaction to all those people who never got their say on the 18th February, but also all them who never got counted that day. Here are some reports.
From Kampala in the morning:
“Although polling materials were dispatched early enough by 6am, the poor turn up of voters has caused delays in starting of the voting exercise. At some polling stations in Nakawa and in Namirembe at Mengo primary polling station, Makarere and Kabale among others voting started after 7:40am with one or two voters occasionally showing up. The stipulated time to open the polls is 7am and closing time is 4pm. The Electoral Commission has done its part to deliver the materials on time and ensure their electoral agents are already stationed for duty” (Radiocity 97FM, 24.02.2016).
As the Electoral Commission stated on social media:
“Kyankwanzi District that elections for the District Chairperson have been suspended today” (EC, 24.02.2016).
The Observer wrote this:
“Voting material mixup: Wrong ballot papers sent to 6 sub counties in Bundibugyo in Busaru, Nyahuka, Bubugwanga, Ntoroto, Kasitu & Ntandi” (Observer, 24.02.2016).
Comboni Hospital Polling Station, Bushenyi
In Bushenyi:
The NRM continues to rig elections in the area as the NRM get the FDC Monitors of the elections is arrested, while the NRM starts to bribe the voters to vote for them. And stacks of money are taken to the sub-counties in the area as well. The NRM mobilisers are in the markets and buying the voters. This report from one of polling stations in the district: “Empty Polling Stations in Bushenyi, here at Comboni Hospital; people have refused to go to vote. Atleast 100 people have voted out of over 350 people who voted at this polling station last week”.
In Lungujja:
“Signed blank declaration forms have been discovered in Lungujja by Rubaga MP Elect Moses Kasibante. Chaos has ensues” (93.3. KFM, 24.02.2016).
In Kabale, Moroto and Katakwi:
“In Kabale, voter turn up is low, partly because the district chairperson is unopposed, our correspondent reports” (NBS TV, 24.02.2016). “9:53 LIVE: Our report David Ochieng in Tororo says voter turn out is still low. Voters are complaining about the Biometric Voter Verification” (NBS TV, 24.02.2016). Our reporter Mike Onyang says in Moroto, more locals have been seen at drinking joints than at many polling stations. Onyang says many voters he has spoken to in Moroto say they are fatigued and are still mourning the loss of ‘their’ candidates (NBS TV, 24.02.2016). Very low turn up in LC5 and LC5 councilor’s in Katakwi as the case in the rest of Uganda.
In Jinja:
“Voting for the district chairpersons and councillors is underway, but here in Jinja the voter turnout is significantly low as compared to the just concluded presidential and Members of Parliament election. All this, despite today being a public holiday” (89 Smart FM, 24.02.2016).
In Nebbi:
“Local government elections in most parts of the country have been characterized by low voter turn up compared to Presidential and parliamentary elections. For instance in Nebbi district at boma one polling station by 11:00am only 57 out of 500 voters had voted while boma two out of 142 only 37 had cast their vote” (Radio Paidha Ltd, 24.02.2016).
In Iganga:
There police and military are at the Polling Stations and the roads in the district.
In Kumi:
“Electoral Commission has postponed the polls for the Kumi District LC V chairperson, following the death of Charles Otaok, the Go Forward Candidate. Otaok died in a motor accident along the Mbale-Soroti highway, a fortnight ago. The Kumi District Returning Officer, Monicah Ngobi, said this morning that they received communication from the Electoral Commission headquarters in Kampala, to postpone the elections of the LC V chairperson until further notice” (RadioCity 97FM, 24.02.2016).
There been low voter turn-up in Entebbe, Gulu, Makindye, Lyantonde, Lwengo, Masaka, Sembabule, Mukono, and Kampala. In certain areas there are more Polling Officals then voters. Look forward to see how they will fix the results from this locals elections Seem that the country there is low-turn up as people seem to have lost faith in Eng. Dr. Badru M. Kiggundu and his Electoral Commission. Who decide for them and therefore they boycott this election to prove as a demonstrations against the regime! As with the other election on the 18th February there been people captured with pre-ticket ballots. There been silence and not much action since the announcement of the Presidential and Members of Parliament elections has been rigged and taken the public for granted. Therefore the result is low turn-up and showing the Electoral Commission.
Reports from Presidential Elections in Karamjoa and explains the 95% for President Museveni:
“In Karamoja the Electoral Commission District Registar has been beaten by the Special Forces command on the 17th February before making off with all the ballot boxes. He is currently paralyzed”.
Just as the low-voter turn-up the Local-Government does not need Dr. Kizza Besigy’s ballots it seems:
“Col dr Kizza Besigye has been blocked from leaving his Kasangati home. He planned to travel this morning to Rukungiri for local government elections. From the start of the week, Dr Besigye has been kept by police, inside his Kasangati home during the night, and in police cells during the day. Last night at around 10:30pm as he was being returned from police detention back to his home, Dr Besigye said he was tired of this routine, and that he would rather remain in police custody, than being enslaved inside his own house. Besigye on the other hand says he needs to prepare to legally challenge the presidential election results in courts of law, and has now less than 6 days to put together all the necessary evidence” (RadioCity 97FM, 24.02.2016). In the New Vision:“Kizza Besigye of FDC was earlier today denied chance to leave his home to go to Rukungiri to cast his vote in the local council polls by the area DPC, James Kawalya” (New Vision, 24.02.2016).
As the voters shun the election, Dr. Kizza Besigye still not allowed moving freely and under arrest on yet another day! The Electoral Commission will struggle to get more voters than the polling stations as the numbers should be small and the percentage of total voters should be very low. Close to 20% or even less many places, if it is more than it is pre-ticked for NRM candidates as that is the Modus Operandi of the NRM-Regime.
I want to say I understand the people and their demonstrations is vital and viable as the world is following Uganda and the people know about the non-sense re-election of President Museveni. As the opposition continues to be under pressure and harassment as seen by Dr. Kizza Besigye; Seen yesterday in Mbarara and Ibanda; now also in Bushenyi where they arrested FDC mobilisers today. Since it is for the ruling party the access and reason for it is not necessary as the fear and intimidation is what the NRM lives on, and not on vote-ability or accountability for their actions. Today I will talk about the Kampala Capital City Authoriy and Kampala Metropolitian Police… they doesn’t have it easy, because they have a painful history with a Mr. Erias Lukwago, he happen to be loved by the people. That kind of people is not the Police or the leaders of KCCA who is chosen by the NRM. Erias Lukwago is far from NRM and is a strong supporter and ally of Dr. Kizza Besigye and the FDC, even if he has been affiliated with Democratic Party (DP). Norbert Mao is now a part of Go-Forward Umbrella, so surely DP is not a strong unit. That is why that Erias Lukwago goes independent and the DP need a new candidate to run for the Mayor in Kampala. Let’s take a look what the Police done today in the Central Business District of Kampala. Take a look!
Erias Lukwago message this morning:

UPF bans the incumbent Lord Mayor of Kampala Erias Lukwago from having a 2nd Inaguraral rally in Nakasero claiming the venue is for small the rally and will disprut the trading at the Nakasero Market. It would also be inconvenient for the traffic passing by and should look for another venue to have the rally. Police Spokesperson Patrick Onyango said: “We have been informed that he intends to hold a rally at Nakasero market but it is illegal and will not be permitted. The venue is not suitable because it is a market in the city centre that attracts many people, which would paralyze business,”He also said: “the youth to desist from participating in the unlawful rally saying those arrested will be taken to the court of law”.
Even if the Police suspend the rally at Nakasero Market Park Yard the Erias Lukwago went there anyway despite to block this rally. There were also plans of Mulwana Team to escort them and support Erias Lukwago during his rally there. Today was the day that Erias Lukwago was supposed to introduce his manifesto for the 2016 Mayoral Election.
I am sure that Erias Lukwago is struggling because he is now running independently, but has support of the Forum for Democratic Change as becoming Mayor of Kampala again.
But the new Democratic Party Mayoral Candidate Issa Kikungwe launched his own campaign today as well, but that wasn’t stopped by the Police like Erias Lukwago rally, the Candidate Kikungwe held a rally in Kawempe.
While this has happen Daniel Kazibe known as Ragga Dee who has been voted to be the NRM Mayoral Candidate of Kampala has said this:
“am not pleased with how Bebe Cool has handled issues regarding the artist’s money from the President as some of the fellow artists on that project are still claiming for their shares. Have you accounted how much funds Bebe Cool spent for his wife’s maternity fees last week and he is currently in South Africa shooting a video? Bebe Cool should responsibly come out and account for the shares to his fellow artists because it’s officially confirmed that he received the funds from the president’s office”.
Bebe Cool retorted:
“I wonder why people always try to attack me, Ragga Dee said that I am greedy but the fact is, he is greedier than me. Let him not fool you that it’s him who got the Tubonge project, it’s me. I heard him saying that he took me to State House. I used to go to State House even when I was young and Museveni is like my uncle, so let him stop talking about what he doesn’t know, he may lose the elections”.
Ragge Dee wants to this if he wins the elections:
“I will first give musicians lessons on how to work together for a general cause and promote one love”.
Daniel Kazibe aka Ragga Dee held his first rally in town yesterday without making any fuzz or having any problems with the fuzz. There must be something behind that! Wait, yes it is, he is a NRM guy, and therefore he can as he pleases, while the others have to fight to the same. That is democracy right now in Uganda!
It seems okay for Mr Kikungwe who can hold his rally, because he is seen not as threat to the KCCA and NRM, or am I wrong? Or is it because there is now official not written law that it’s illegal to hold rallies in a Market in Kampala? Can the UPF and Kampala Metropolitan Police; please explain to a brother; why he is not really permitted? Can it be the most used law of 2015; no not the Tax-Evation laws! Nah it’s not cool enough! I am talking about the POMA, the famous and most used law by IGP Gen. Kale Kayihura! Public Order Management Act, I am sure that used to stop Lord Mayor Erias Lukwago? Because he creates chaos for his popularity in stark contrast to the NRM-Candidate or other Opposition figures. Right? Yes, I am right!
Even Asuman Kiyingi [of the NRM] the State Minister of Works said this during November about the Kampala Mayoral Elections:
“On this one I agree with Ragga Dee. You can’t do a wedding and then go for kwanjula. Or ask a class teacher to become a class prefect. How did we end up with a flag bearer for a position that we were not sure we needed. We should have spared our people the rancour and hussle of primaries if we planned a mayor elected from councillors. Just how far should we go to fix Erias Lukwago?”
For those who wonders why there is not an official endorsed Mayoral Candidate in Kampala from the FDC, that is because they has gone behind Erias Lukwago to show support for his candidature against the powerful NRM-Regime and also thanks for his loyalty towards Dr. Kizza Besigye which Lukwago has been behind since ‘Walk to Work’ riots in Kampala. So the sorry man in this tale is the Mayoral Candidate for FDC Miles Rwamiti Apuuli who will not be a man who you can vote for, since his candidacy has been pulled.
That means that the elections for Mayor will be Daniel Kazibe aka Ragga Dee (NRM), Erias Lukwago (Independent) and Issa Kikungwe (DP). The Police will be against Erias Lukwago which they have proven again, and again! And again, they hate that he stand against the Kampala Metropolitan Police and Kampala Capital City Authority, not to forget Jennifer Musisi thinks it easier to work without the annoying politicians, especially the likes of Lukwago who makes everything hard to put through, I think that is because he is one of them who wishes to have a loyal crony like Daniel Kazibe who can’t even hold his tongue and win a discussion with the numb-nuts of Bebe Cool, who dances like a fool on every stage for Mzee and his NRM. The money is good for them both while Issa and Erias will fight against the musician.
Backup History (recent) on Daniel Kazibe:
For those of you have forgotten part of his past. Had in 2014 his own Mercedes Benz impounded by the URA (Uganda Revenue Authority), the musician had at that time forgotten to pay tax. Therefore until he could pay the missing funds of Shs. 1,5 Million to pay URA before he get his car back again. Also in 2014 the same Ragga Dee was reported to be part of the campaign for National ID cards and eating a great chunk of that fund, the fund that got missing remember? Well, Ragga Dee who had now eaten a big chunk by the fund for the National ID cards advertisement; which never happened… That is not the end of the eating money from the Ministry of Internal Affairs, he was after this supposed to eat more money from it for making a recording which would be used to mesmerized the late Gen. Aronda Nyakarima. How much the whole tale cost the Tax Payer, will hopefully be released or found out. 2014 was a busy year for Daniel Kazibe.
Now we see how the UPF, Kampala Metropolitan Police and Electoral Commission work for making the campaign for Erias Lukwago as hard as possible. They are trying to stop it and make it harder than for other candidates trying to become mayor in Kampala. So this will continue because we all know the NRM-Regime and their “Freedom loving” Police, who is not “impartial” or “working against” any opposition member or party in general during these elections. No! No! No! They are not doing that… They are just showing care for the dangers that a rally of an opposition candidate will have at the Central parts of Kampala and will disturb business district of the City. Something that is dangerous to do… Wonder if it would be stopped if it was Daniel having a campaign rally at the same place? I don’t think so. Peace.
