Today, armed men tortured a civilian in the midst of Kampala!

The Ministry of Peace concerns itself with war, the Ministry of Truth with lies, the Ministry of Love with torture and the Ministry of Plenty with starvation. These contradictions are not accidental, nor do they result from from ordinary hypocrisy: they are deliberate exercises in doublethink”George Orwell (Published in 1984).

Today’s leaked video from Kampala, is the second time in a short time where either Security Forces or trained military men are using weapons to torture people. Last time it was CMI (Chieftaincy of Military Intelligence) Officers or ISO (Internal Security Organization) who was beating up soldiers in Bugiza on the 12th October 2018.

Now, today, there is another one video leaked, as the plain clothed men in broad daylight was hitting on a civilian with their weapons in the ribs. before they abducted him into the car. Clearly there is something sinister going as these men was allowed to do so. Just like the men in Bugiza who was Security Officials beating the suspects up in cars.

The report from the street is this:

During a broad daylight in Kampala city, Uganda near Theatre Labonita. First tortured and later driven away in a PSV vehicle registration No. UAF 325 S to unknown destination” (Aaron Ainomugisha, 18.10.2018).

There was plenty of witnesses of this crime done in the midst of Kampala. We don’t know which organization they comes from and why they picked this man up. This is mere violence, an expression of the lack of procedure or rights for the people. As the Security Officials can beat on you for no reason and take you to an unknown destination. When they can hit you like these gentlemen did with their weapons. Who knows what they will do to him in the car.

This sort of leaked video of the horrific scenes shows the blatant impunity that is happening in the Republic. That they were allowed to do this and it is terrifying that this is happening. This is a sign of free rampant display of possible state sanctioned violence. That not even the ending of the power of Boda Boda 2010 could stop. There are clearly more groups who are allowed and you can wonder where these people reside. As they we’re allowed to do this in the midst of Kampala.

That the security and the lack of respect of people’s value are evident. As this was mafia style of sanctioned violence, as they were beating on him and shown the people who was ruling. Before riding away in the Toyota Hiace type of car. Looking like any random taxi in the Old Taxi Park.

Therefore, this shows that the army, the police and the government are letting violence get out of hand. This is the second time within a week these sort of videos has leaked of security personnel violently attacking people in public. Who knows what happens behind closed doors. We known some of safe-houses and Nalufenya, but who knows what is hidden behind the surface.

What else sinister is going on to the enemies of the state and the ones who are in the way of the elite and the ruling regime. Peace.

Opinion: If the Cabinet scraps NMS and UNRA, what about the weird expenditures at the Presidential Affairs?

As the giant Cabinet of the Republic are planning to scrap Uganda National Roads Authority (UNRA) and National Medical Stores (NMS), that these are going back into their ministries. Because of how these two organizations has supposed wasted government funds and spending. The National Resistance Movement (NRM) knows the ordeal and the reasons for that, but they are instead scrapping the organizations, to keep the deals in-house and not as sole organization doing the operations as expert organizations for the government. That is why this will go back to Ministry of Works and Transport for UNRA and Ministry of Health for NMS. I have one more vital idea for the Cabinet members, but don’t expect them to so.

Today’s news:

The Cabinet has taken a decision to scrap Uganda National Roads Authority (UNRA) and National Medical Stores and transfer their mandate to the mother ministries to reduce wastage of resources. According to a source, the decision was taken in two meetings with the first held on August 20 and the last one on Monday last week. As these ideas are noble, but we know the reasons in itself. More direct control and cannot use the organizations as faults for the corrupt, graft and embezzlement anymore. The Cabinet are thinking this will stop this, but they are just making sure the deals and agreements made with tenders and buying, will be happening in-house and not by experts in the same regard as today. That is the real reaction to what is happening with this.

My advise would be find ways to merger and move responsibility from the Office of the President, State House and Office of the Prime Minister. As these could be moved to their representative ministries, as the Youth Livelihood Programme should end elsewhere. The budgets for the Residential District Commissioners are put under the President, this should be put Minister of Local Government and not under the President.

Like what does the budget of Internal Security Organization and External Security Organization lay under neath Office of the President, as this should be under the Ministry of Internal Affairs or Ministry of Foreign Affairs.

As well as all the development expenditure that is parts of the Office of the President and Office of the Prime Minister. Both of these should have been put under fitting expertise of certain ministries, as the Ministry of Agriculture, Ministry of Education and Sports, Ministry of Works and Transport and so on. As well, as the ones fitting Ministry of Internal Affairs and Ministry of Internal Affairs. All these ministries could have connected these projects under the State House, Office of the President and Office of the Prime Minister.

Like what does the Uganda AIDS Commission does under the Office of the President, shouldn’t this be under the Ministry of Health? Why does the Office of the Prime Minister have the Disaster Preparedness and not the Ministry of Internal Affairs or the Ministry of Local Government?

This is just what I wonder about, because, if the Cabinet is serious about scrapping UNRA and NMS, why are not the government looking into the weird expenditures at the Office of the Prime Minister, State House or even the Office of the President?

They should really ask and wonder. If they are not doing this as a political stunt, as we know how corrupt these enterprises are, but will it make a difference to cut out the middle-man? Peace.

Amnesty International Report of 1978 could have been rewritten for Museveni in 2018!

Today, I am just showing some quotes and small fragments of the Amnesty International Report from June 1978. This report of the atrocities of that time shouldn’t be repeated, but because of the bush-war should have been eradicated. Instead, the rulers and the regime are continuing their works. Maybe not as violent or to the extent, but there is still civilians dying so the National Resistance Movement (NRM) and President Yoweri Kaguta Museveni can continue to rule indefinitely.

The NRM today used the Presidential Guards or the Special Force Command to intimidate the public, as they were starting to demonstrate in Kamwokya, as Robert Kyagulanyi aka Bobi Wine was first blocked from leaving the Republic for medical treatment. He has later been allowed to leave, but Hon. Francis Zaake are still lingering in police custody at the hospital. Both of them after being tortured by the Security Officials. There was others who was hurt in the violence and torture by the authorities needs treatment.

The other fitting paradigm of the previous dictatorship under Idi Amin, was the use of Military Tribunals or Military Tribunals on civilians charged with treason. That has happen over time under President Museveni. Other similarities that is mentioned are the violent arrests and bundled into the back of the trucks of vehicles. That picture has been more and more common, as people are rioting and demonstrating. Therefore, there are more and more signs that the liberators are looking more like they predecessors.

Just read this quotes:

I don’t feel the need to address it again, As the state of affairs is like this. That the militarism of Museveni, could have its roots in the Amin and using same methods to intimidate and control the public. If he was a real freedom fighter and someone who fought for rule of law. Why use the same tactics and same means to silence critics and population in general. Because if they stood in the way of Amin, it would cost and President Museveni shows that it can be fatal in his rule too. Therefore, the world should know, that they supports same evils, but with just different flag at an another time.

The United Kingdom and United States, should be concerned that their arms and weapons are used against the public, as the state using the tricks of Amin. It is just ones of the fellows who toppled him, who later had his major movement in 1986 and stayed since. Instead of bringing new fresh ideas and actually changes of ways to govern. It is more of the same and the population deserves someone who represent them and actually be there for them. Not just use military force to prove you have the rights to rule. Peace.

The infuriating abuse of “Preventative Arrest” and “Inciting Violence” by the Authorities!

Let’s be clear, the misuse of certain laws and pattern of injustice have been rampant and grown over the years. If your an opposition leader and not in the good graces of the law. You will meet it and share custody with chicken thieves and common con-men. That is the nature of politics in Uganda. There are not a long level from driving a fancy SUV to be undetermined as a criminal politician in the Republic.

The usage of certain laws is staggering. The Penal Code and the Public Order Management Act (POMA). Recently, they have added to more things to equation that is getting on my nerve. They are misusing it and blatantly disregard of people’s way of expression. The POMA are used to silence possible demonstrations and political rallies the authorities doesn’t like, as the Anti-Besigye Act it is.

However, the National Resistance Movement (NRM) and the Security Operatives of the regime, have taken it up a notch with misuse of two other types of charges. I am not talking about treason, that has been used against the regarded rising stars of the opposition and the ones who light a spark within the community. Leaders who makes the President and his party looks like little begging children.

The one I first want to mention is the “Preventative Arrest”. The one used against leaders, activists and random people, who can suddenly be taken by the Security Organizations as Police, ISO, CMI, Special Force Command or soldiers. Because they have to take them for any sort of reason, as they can cause damage. They can damage a nerve in the head of the President or make his wife loose her cool. Who knows, but they are preventing something, as the Leopards Anus is afraid they might stir a hissy-fit and create ruckus in the middle of Nile Avenue. Who knows really right? Because anyone from everywhere can be charged with this one. Even a teacher spelling out the words M-P-I-G-S. Can be arrested for these reasons, as they are preventing further crimes.

I am sure they are using the Police Act of 1994 subsection 24. to justify the use of Preventative Arrests, which states that a Police Officer can arrest someone as a preventive action. However, that does not defend the usage of it, as the ones taken has not caused harm, made issues against human decency in a public space nor caused harm to kids or vulnerable people. Therefore, the Security Organizations should stop using this measure, unless they want to be an extended arm of the tyranny.

The second one I have to mention is the “Inciting Violence”, which goes to journalists, activists, TV-Shows, Members of Parliament, Opposition Leaders and anyone who has the capacity to bring more than people together in a crowded street. This is surely a charge that has been misused. The amounts must be at a level, where the fools becomes Einstein and the Police Officers can arrest anyone for this. If they are screaming “Besigye” or just being at a function as a leader. Than, your can be charged with this.

I am sure they are using the Penal Code of 1950 subsection 83 to justify the use of Inciting Violence. Where they use 83 (1), which says: “Any person who incites any other person to do an act of violence against any person by reason of his or her race, place of origin, political opinions, colour, creed or sex or office commits an offence and is liable on conviction to imprisonment for a term not exceeding fourteen years”. I am sure they are using the charge as someone who express their political opinion and does so in regard of the opposition and not the NRM.

That is why I am tired of this use. As they continue to misuse both of them. NRM are really using this combined with the Security Organization to control the public and stop the public from engaging politically.

The Authorities are making people criminal, they are making political active and leadership into con-men. Therefore, they are finding and pinning these charges on anyone who stands out or are active in the manner of opposition politics. If they are voices in rallies, demonstrations or even consultation meetings.

This is just showing how indifference and how they are misusing the power and blocking people from attending or being part of political landscape. Peace.

MPS for Presidential Affairs FY 2017/18 proving massive spending on Mzee!

The Ministerial Policy Statement on the Presidential Affairs for the Financial Year of 2017/2018. These are clear of the priorities in the Republic. The Republic are putting as much funds into the State House, which is Ushs. 245 bn and under the Office of Prime Minister in the Development Expenditure Ushs. 245 bn. So there are certain aspects of government priority that isn’t healthy, as both the Office of the President and the State House get Ush. 300 bn in total. But take look at the beautiful priorities of the National Resistance Movement!

Office of the President:

In the FY 2017/18, the total proposed allocation to Office of the President is Ushs 54.268 bn, reflecting a 2.8% increment against the FY 2016/17 approved budget” (GoU, P: 3,2017).

The Committee noted that four (4) districts of Kagadi, Kakumiro, Omoro and Rubanda came in place in FY 2016/2017. In the FY 2017/2018, Namisindwa, Pakwach, Butebo, Rukiga, Kyotera and Bunyangabo will come into operation. The Committee however noted that additional cost implication of Ushs. 2.63 bn to facilitate 10 RDCs is not within the MTEF ceiling of Office of the President in FY 2017/18. The Committee further observed that facilitation for RDCs to conduct effective monitoring of Government programs is underfunded to the tune of Ushs. 3.0 bn” (GoU, P: 4, 2017)

Internal Security Organization:

The Committee expressed concern without substantial facilitation to Internal Security Organisation, terrorists can successfully accomplish their interests of terrorism and insurgency activities and other forms of organized crimes including politically motivated ones without detection. This has in most cases resulted substantial spending in managing such acts” (GoU, P: 9, 2017).

State House:

In the FY 2017/18, the total proposed allocation to Vote 002 is Ushs 245.567 bn, reflecting a 4.6% reduction against the FY 2016/17 approved budget” (GoU, P: 12, 2017).

External Security Organization:

In the FY 2017/18, the total proposed allocation to Vote 159 is Ushs 31.343 bn, reflecting an increment of 16.4°10 against the FY 2016/17 approved budget largely on account of a 10 % budget cut on consumptive items” (GoU, P: 18, 2017).

Office of the Prime Minister:

The Committee noted that the policy on refugees in Uganda is lacking. The Committee was informed that Office of the Prime Minister is in the process of conducting consultations with stakeholders to validate the Draft Refugee Policy. The Committee observes that in absence of the refugee policy, citizens are not aware of the right places and right engagement for refuges. The Committee undertook on-spot assessment of communities hosting refugees in Adjumani, Yumbe and Kiryandongo Districts and noted that in some instances, refugees have too much freedom and are more privileged at the expense of nationals” (GoU, P: 29, 2017).

10.3.5 Lack of sustainable interventions for Disaster Preparedness

The Committee notes that Office of the Prime Minister has not made any efforts in putting in place sustainable interventions for Disaster Preparedness. In its oversight role, the Committee undertook a field visit to Nakasongola District, which is among the drought prone areas in the Country. The Committee was informed that during peak drought season, about 30 heads of cattle died per day and that the drought season occurs year in year out. The most painful thing to note is that Nakasongola District is surrounded by Lake Kyoga” (GoU, P: 29, 2017).

11.3 VOTE 003 – OFFICE OF THE PRIME MINISTER

(ii) Development Expenditure Ushs. 245,404,928,000 bn” (GoU, P: 32, 2017)

There are proof of enough lacking resources, lacking policies, even coming from the Office of the Prime Minister, that is the Ministry under Prime Minister Dr. Ruhakana Rugunda, the trusted appointee that was sought to fill the shoes of Amama Mbabazi. Therefore, the government are clearly not planning or having funds to keep the refugees in Uganda. There assistance is coming from donors, the Multi-National Organization and Non-Governmental Organization who apply needed help to the fleeing refugees in Northern Uganda.

We can also see the similar use of Development expenditure under the Office of the Prime Minister and the State House, which is Ushs. 245 bn. This is proving the misuse of funds on the State House, as the development expenditure should be more important than expensive water and all other projects under the State House. As well, as keeping the upkeep of the President. Even as under the Office of the President are alone getting Ushs. 118 bn. Therefore, the whole Presidential Affairs are really not a cheap ride for the Financial Year of 2017/2018.

The are really lot of spending on the President and Prime Minister’s portfolios, but still missing key policies to implement the spending. That is maybe why the State House needed supplementary budget before even getting the vote of the Ministerial Statement. If that isn’t bad planning or even misuse of State Reserves, than who knows! Parliament report on Nalufenya didn’t say much, but what it did say was important!

The 10th Parliament went on a visit to the Nalufenya detention facility on the 19th May 2017, that the Security Agencies in charge of the facility has made this sort environment and this allegations of torture there. Doesn’t come from the wind, but from the certain leaked photos and leaked information from former detainees at the facility. That is certainly the reason for the fear of ending in the dungeons of Nalufenya, as the report is clearly saying more than enough. Also, that the Police together with other security agencies worked to clean up the place and make sure the most hurt detainees was moved. If not the committee would have seen the real-deal. The manufactured story they tried to make, as the sudden massive move of detainees proves the state tries to cover-up their misgivings. Certainly, there are more untold, than told, but the indications are strong enough at this given time.

Nalufenya Detention Facility is a gazetted police station that has been in existence since independence and was initially gazetted for the population of Jinja because of high crime rates in the district” (…) “Nalufenya operates as a special police facility dedicated to handling “handling profile cases” where suspects are brought from any part of the country for investigation and interrogation” (…) “The Committee was informed by the officers (SSP Henry Mugumya) that the police in carrying out the “special operations” works jointly with other sister security agencies such as Internal Security Organization (ISO), External Security Organization (ESO), Chief of Military Intelligence (CMI) among others” (Parliament, P: 6, 2017).

From the inspections of the look of the lock up book/ register, the Committee found that within the course of one week, many detainees were transferred to Luzira Maximum Security Prison and other detention facilities. The Committee therefore, could not establish whether there had been overcrowding or not or whether those transferred had been tortured at the facility” (Parliament, P: 11, 2017).

The Committee observed that detainees at Nalufenya detention facility are held incommunicado. All inmates noted that since their detention, their families are not aware of their whereabouts. They were therefore concerned of the psychological torture of their families” (Parliament, P: 13, 2017).

The Committee is gravely concerned by the lack of coordination in the security agencies in executing arrests of suspects. It is apparent that owing to lack of coordination, the Police cannot always account for the cases of torture” (Parliament, P: 14, 2017).

The detainees seem to live under fear and there is a general fear of disclosure of information to any person. Hence, even when the detainees would want to disclose information, they are constrained” (Parliament, P: 14, 2017).

That the level of fear inside the facility, that the state and their security agencies are really using all methods to pour the power over the detainees. As they are locked away from the world and their families left in the dark. That the usual openness of this report is rare, even as the covering-up and clearing the shop before the Members of Parliament came for visit. Is clear by the Lock-Up book and other initial part of the report. Since the leaked pictures and intelligence from the Nalufenya detention facility, therefore hard to believe that there isn’t anything illegal or torture happening at the place. The Committee of the Parliament couldn’t prove, because the clear moving of detainees and the other factors was shuffled away for the visit. Also, the proof that the Police cannot account for the cases of torture, since it might be other security agencies behind the violence on inmates, might show there are not only possible, but more likely for it there.

So with the little said in the Parliament report, it says enough to know there are implications and problems underneath the surface that the State and their security agencies was covering up, as the level of fear, the level of unaccounted affairs from other agencies and also the sudden move of detainees, are as proof of it as it need to be. There been lot of work and preparation by the Police Force before the Members of Parliament showed-up, to make sure that they couldn’t verify or indicate the leaked information was real. Peace.
