The Ethiopian protests in the provinces end in ‘State of Emergency’ another way to oppress the Amhara and Oromo regions!

Just as the months of demonstrations in Amhara, Oromo and Ogaden regions the Ethiopian Government under the Tigray Central Government under Prime Ministre Hailemariam Desalegne has order a State of Emergency. This happens as several foreign businesses are either pulling out of the regions or feeling the fear of being burned down by protestors. The reality is that the Government have already set in the Agazi Squad of the Ethiopian National Defence Force (ENDF) under the Ethiopian People’s Revolution Democratic Front (EPRDF).

The Amhara demonstrations and Ogaden demonstrations has been in general peaceful, but with some reactions towards the government has given land to foreign companies instead of giving the needed support to the locals.

“A state of emergency  has been declared  because the situation posed a threat against the people of the country” Hailemariam said on state run tv” (Reuters, 09.10.2016).

State of Emergency:

“The Council of Ministers has declared a state of emergency that will be effective as of Saturday evening so as to deal with anti-peace elements that have allied with foreign forces and are jeopardizing the peace and security of the country,” the state Ethiopian Broadcasting Corporation announced Sunday morning” (FaroukFahima, 2016).

There has also been reported on Friday that both Dutch Flowering companies working in Oromia and Amhara are planning to shut-down production in the area. This being Esmeralda Farms, Africa Juice and other 11 companies has been or trying to close their operation in Ethiopia. Other businesses have been burned down by the demonstrators as they are feeding the government with tax monies and do it weakening the authorities. This company has also been reported being behind the land-grabs in the regions, something that are escalating the anger towards the Central Government and their policies towards the citizens.

Zewya Prison have been set a blazed by demonstrators as the government are using their army. There been heard of gun shootings as well.

There been reported that the TPLF are keeping their loyal henchman in Amhara, as the regional president Hon. Ato Gedu Andargachew are to stay in power. Even with all the problems and demonstrations he is still trusted by the Addis Ababa government.

The army and Agazi Sqaud have been reported being responsible for the killings amounting up to 700 people, because the #OromoProtests are violating the control and insecurity of the Central Government. The Oromo people are fighting for their justice as the Central Government are keeping them under control now with surveillance, army and curfew in the region. Since November 2015, the amount of fallen people during the Oromo Protest has been calculated to 2500. That is extreme numbers to die under protests in peace-time.

That is happening as the Army has also sent brigades to the Amhara region where towns has been attacked and taken over by the Agazi squad. They have had assassins on the roof tops of Bahar Dir and Gonder/Gondar.

There also been reports that the TPLF and the EPRDF has moved all ammunitions and heavy artillery to the Tigray district. As they have sent major armies that we’re reported a month ago or so to be in the levels of 25,000 soldiers to Amhara alone. That is not setting the levels of army presence in the Oromo region.

In Addis Ababa the roads are now blocked by the government as the locals and demonstrations are throwing rocks at the cars moving in the area.

This here proves the vital problems of the State of Emergency created by the Central Government as they are trying to kill their way into silencing the Amhara, Oromo and Ogaden, this is happening the same week as the Government supposed to celebrate a feet of having a new railway between Addis Ababa and Djibouti where the Chinese are operating and training Ethiopians to run it.

The Central Government are now using excessive force as they are not even happy with the martial laws set in regions, therefore added their repressive behaviour and killing squads of the Agazi Squad of the ENDF. The ENDF are there to stop the burning of foreign businesses, because that hurt the pocket of the controlling TPLF government.

There will be more, when the reports are coming, this is a worry and the world should care that the country that has the African Union and seemingly are in-charge of the  Intergovernmental Authority on Development (IGAD). So with that in mind the Government should care more for their citizens as their responsibility to be a example is now far-gone because of the ways the silencing and killings of their citizens are happening in Oromo and Amhara regions. They are continuing as the government are not only having issues in Ogaden, as they are acting questionable in Somali Region as well. Peace.

South Sudan: UN Falls Short During July Violence in Juba

UNITED NATIONS (Oct. 5, 2016)—The United Nations needs to ensure transparency and accountability for the inadequate response of its peacekeepers during the July crisis in Juba, Center for Civilians in Conflict (CIVIC) said in a report released today. For its part, the Security Council should immediately impose an arms embargo, both to help protect civilians from further harm and in response to the national government’s obstruction of the UN Mission in South Sudan (UNMISS).

The 84-page report, Under Fire: The July 2016 Violence in Juba and UN Response, documents how, during four days of intense fighting in Juba in July 2016, the parties to the conflict killed and injured civilians in displaced persons camps with indiscriminate gun and artillery fire. Government forces also broke into a hotel and apartment complex to brutally attack international and national aid workers, and, in the weeks following the crisis, raped South Sudanese women who went outside the displaced persons camps in search of food.

Much of the fighting occurred in close proximity to the main UNMISS bases, which were themselves hit by more than 200 rounds of likely indiscriminate fire. In that environment, the Mission’s defense of the 37,000 displaced persons sheltered on its bases was inconsistent, with some peacekeepers abandoning their posts during heavy fighting while other peacekeepers assisted civilians trying to enter the base perimeter. Outside the UN bases, the Mission’s protection was almost nonexistent, with devastating consequences for South Sudanese civilians and aid workers targeted by government forces.

“The UN peacekeeping mission faced a challenging environment during the July violence in Juba, but it underperformed in protecting civilians inside and outside its bases,” said Federico Borello, Executive Director at CIVIC. “To ensure that such problems are not repeated, it is critical that the UN be transparent about what went wrong and hold accountable any individuals or units that failed to live up to the Mission’s protection mandate.”

Many of the problems exposed during UNMISS’s response to the July violence are not new. In February 2016, government forces attacked the Malakal Protection of Civilians (POC) site, on which 47,000 displaced persons were sheltered. At least 30 civilians were killed and one-third of the camp was burned down. CIVIC’s investigation into that incident, as well as a UN Board of Inquiry (BOI), identified major failings. However, UN leadership refused to divulge which particular troops underperformed, and CIVIC’s new report also shows there was scant accountability, despite promises to repatriate units and specific officers.

In August, the UN Secretary-General appointed a Special Investigation to examine issues related to UNMISS’s response to the July violence in Juba. It is essential that the Special Investigation’s report be made public and lead to meaningful accountability for peacekeeping units as well as for individual civilian and military officials who underperformed, CIVIC said.

Although the Mission needs to perform better in protecting civilians under threat, many of its difficulties are compounded by the inadequate support it has received from the UN Security Council and UN leadership in New York. The crisis exposed major problems with medical care and evacuation; two peacekeepers died, including one who bled for 16 hours, after a UN position was hit by a rocket-propelled grenade and the Mission was unable to get them proper medical attention. During critical parts of the fighting, peacekeepers were also unable to stay in their sentry posts along the POC site perimeter, as they were not reinforced with bulletproof material.

For almost three years, the Mission has been repeatedly blocked, harassed, and, at times, even attacked by the parties to the conflict. Civilians throughout the country have also been targeted deliberately, including for killings, sexual violence, abductions, and the destruction of homes and crops. In response, the Security Council has issued numerous condemnations, but failed to take effective action.

“The Security Council has sat idly by as the parties to the conflict have repeatedly obstructed UNMISS’s movement and used weapons, including heavy weapons, against civilians,” Borello said. “It is time for the Council to finally implement an arms embargo.”

Under Fire is based on more than 100 interviews during two weeks of field research in Juba in August 2016 as well as on meetings and Skype interviews in Nairobi, Washington, DC, and New York in July and September 2016. CIVIC also sent a letter to UNMISS requesting official response to seven specific issues related to the July violence. The Mission’s written responses have been incorporated into the report.

Looming reports from South Sudan; the day after Machar’s war-cry!

As the Battle cry of the Dr. Riek Machar and SPLM-IO towards the SPLM/A in Juba from the Sudanese capital Khartoum. There are new reports that shows the movement on the ground as the loyalty to Machar comes in W. Equatoria, battles between forces  in Bentiu, Sudan warning SPLM-IO as using the Sudan as launching pad to oust Kiir Government, supposed bases of SPLM-IO in DRC/Nord-Kivu and Dr. Lam Akol has created his own rebel group!

Battle in Bentiu:

“Goc Machar, military spokesperson of the SPLA-IO faction in Unity State, told Radio Tamazuj that forces loyal to President Salva Kiir attacked their forces in Rubkona area yesterday morning. He pointed out that about three soldiers were killed from their side and several others injured in clashes. Goc claimed that they also killed dozens of government soldiers. Meanwhile, Weirial Puok, member of the armed opposition faction claimed that the government forces attacked their position near Bentiu town, but they were repulsed. He said yesterday. “There were clashes today after the government forces attacked our position near Bentiu, but our forces managed to repulse the attackers,” said Pouk” (Radio Tamazuj, 2016)

Western Equatoria the SPLM-IO won’t accept Gen. Taban Deng Gai as FVP:  

“The approval of the cantonment areas for Greater Equatorial region will never bring peace because Cantonment is not the real grievance that made us to go to the bush, and fight against the regime of SPLM under the leadership of Salva Kirr,” party reads the statement signed by Brigadier General John Sunday Martin, SPLA (IO) 3rd Brigade Commander, Division 9 based in Western Equatoria” (…) “We will neither accept any transitional Government without Dr. Riek Macher being part of it, nor accept cantonment areas in Greater Equatoria without Dr. Riek Macher being part to the Transition Government,” the statement declared” (Sudan Tribune, 2016).

More intelligence on battles between the parties:

There have been clashes in and around Morobo border town, but it has intensified on Monday morning when the government forces according to some people who left Morobo town heading to Kaya said the armed men have overrun the military garrison and have burnt all the buildings in Morobo military garrison” (…) “Further report said Morobo was captured at dawn by the heavily armed men, mostly believed to be the local youth who have taken up arms against the government after members of their families were either killed or arbitrarily being kept in detention by government security forces” (…) “In similar development, Amadi in Western Equatoria, is reported to have seen heavy fighting between government forces and unknown gunmen since last weekend. It is predicted that in a matter of days if not weeks before the armed men will capture it from the government forces according to the report coming from Amadi” (…) “Groups of armed men fighting in the area have predicted that government forces are now overstretched with no resources, they predicted that without fresh recruitment from Equatorian regions joining the Dinka-centric army, this has left the government in a very vulnerable and weak position; the government could no longer afford to send their exhausted and malnourished militias from Bahr el Ghazal to every corner to protect the Dinka interests” (Swaka, 2016).

Sudan won’t support SPLM-IO:

“Sudan is a key member of the tripartite committee set up by the regional block IGAD to follow up the implementation of South Sudan’s peace agreement” (…) “Sudan wouldn’t allow any armed opposition to be launched from its territory against South Sudan” (…) “Sudan’s top diplomat underscored his country’s keenness to achieve peace in South Sudan, saying peace can’t be achieved in the two Sudans unless it was achieved in the other country” (…) “He said that Sudan under the leadership of President Omer al-Bashir was the first country to recognize the independence of South Sudan, pointing to the joint history and interests between the two nations” (NewsAfricaNow, 2016).

Are the bases of SPLM-IO in North Kivu?

“The fear is that this presence was not explained by the government authority. We know that MONUSCO cannot be allowed to bring in foreign population on Congolese soil without the government’s agreement” (…) “As notables, it is our duty to warn. We just make a call for a general mobilization for greater vigilance in Walikale, Masisi and Nyiragongo and in Goma. This call is also addressed to the population that must require the government to repatriate these South Sudanese rebels in other African countries” (…) “We believe make a call to a sit-in outside the governorate of North Kivu Friday, September 30, 2016. We believe that the time is not well suited to receive these rebels among us” (…) “said focal point notables of North Kivu” (Actualite, 2016).

Is this Dr. Lam Akol’s new military outfit?

“Akol, according to a statement issued over the weekend, has named the new rebel group as National Democratic Movement (NDM) and said that his aim is to overthrow by all means the government of South Sudan under the leadership of President Salva Kiir” (…) “The National Democratic Movement was born to wage the struggle, together with others in the field, against the totalitarian, corrupt and ethnocentric regime in Juba that is bent on dragging our country into the abyss,” the statement reads in part” (Eagle.co.ug, 2016)

The stories keep piling with the reports. The Continuing bickering and constructive malfunctions of trying to institutionalize as the fragmented peace-agreement withers into thin air. The battles of Benitu, in Unity and other regions the bloodshed is happening. As the Government and rebels collide; the power-struggle of President Salva Kiir and former FVP Dr. Riek Machar continues with the price of the stability of a whole nation. With the cost of innocent civilians and their livelihoods! As so many as a 1,000,000 has fled the nation and that should mind-boggle the world and question to what extent society is destroyed to let this happen.

What make this more worrying aren’t only the battles between armies and soldiers. It’s the implications of the MONUSCO in the movement of Dr. Riek Machar to Sudan; how Sudan is trying to deflect and say “We are not accepting these rebels here, but still let Machar speak here”. While this is happening there are rumours and they might be true as certain borders are very open as the North Kivu might have a new rebel group or guerrilla in the name of SPLM/A-IO so they can move back and forth to South Sudan. This proves that Dr. Riek Machar goes back to the steps of the past as the rebels have gone to neighbour countries with bases there until they have weaken the government they want to overthrow. The same did even Mugabe, Kagame and Museveni back in the day. History is sometimes goes in cycle.

Though the President Salva Kiir does not only have to get rid of SPLM/A-IO also the new NDM that sounds like bad knockoff sounds-system, but surely Dr. Lam Akol are a serious fellow and wouldn’t do something like this without a general concern.

President Kiir has lots of work to do and has now a new civil war on his hand. Seems like the men are battling for supremacy again for the war-torn republic; the wars of Sudan and South Sudan continues as the SPLM-N are continuing to fight in Darfur, while SPLM-IO either has bases in North Kivu or in Sudan. Even as the South Sudan are having trouble with the SPLM-IO inside the borders where they show loyalty to Machar and not FVP Gen. Taban Deng Gai. This proves the volatile situation and how concerning the reports of today are.

This cannot be hidden under a stone. That is vital and sure that the innocent is suffering for the power; as the struggle of these two men who want to rule and be in power. Peace.

South Sudan: Machar’s War-Cry proves that the SPLM/A-IO making ready for a new Civil-War against SPLM/A or Kiir Government!

“We have been driven back to the bush,” James Gadet, a spokesman for Machar, told the AP on Saturday in a call from Nairobi, Kenya” (New Wires, 2016)

This is serious, this is sad and this is dangerous. The fleeing rebel have gone back to his safe haven in Khartoum where he we’re back-in-the-day when the SPLM/SPLA we’re fighting for liberation from the Khartoum government and free the South Sudan republic. So we’re full-circle with that.

Dr. Riek Machar just came back in late April 2016 and not before long. He wouldn’t return if he didn’t get his military arm into Juba. As much as the Peace Agreement we’re supposed to get the SPLA-IO into the SPLA or the ordinary army; there seemed to be no intention by either party to really make that happening. Just as the TGoNU government we’re fixed together with enough ministerial positions for both parties. So the parties we’re starting of the parliamentary actions. So that the government we’re not only supposed to follow Presidential Decree, but with parliamentary procedures as agreed upon in the Peace Agreement.

Dr. Riek Machar we’re fleeing after the Skirmishes in July where the returned fights between Gen. Salva Kiir’s bodyguards and the soldiers of Dr. Riek Machar.

This was mentioned of the skirmishes before Riek Machar fled the country:

“War started in South Sudan at 5:10pm and all Riek Machiar’s bodyguards killed.As we speak both Salva and Riek are held up at statehouse in Juba and general Paul Malong whos the chief of staff has deployed tanks surrounding statehouse and he’s believed that he’s the one that incited Salva’s bodyguards to kill all Riek’s bodyguards and even the mad Paul Malong ordered his soldiers to open fire at American CIA vehicle” (Taifa Takatifu-News, Opinon and Analysis, 08.07.2016).

After this one and the return of skirmishes in Juba, the battles continued in Wau in Western Bahr El Ghazal and the SPLA-IO closed the Kaya Road in Yei at the Morobo County. There we’re also battles between the armies in the Central Equatoria.

So when the battles between SPLM/A-IO and the SPLM/A continued the rebel leader Dr. Riek Machar fled the country. These happen while the battles happen in Juba and the rest of the county. So the place where he where fled we’re questioned.

Until MONUSCO spelt the beans:

On 17 August, at the request of the Government of the Democratic Republic of the Congo (DRC) and acting on humanitarian grounds, the UN Stabilization Mission in the DRC (MONUSCO) extracted the former Vice-President of South Sudan, Mr. Riek Machar, his wife and son along with 10 aides from a location inside the Garamba National Park, Haut Uélé province, in the north east of the DRC. Mr Machar had crossed into the DRC from South Sudan, accompanied by several hundred people, including armed elements and civilians” (…) “In total MONUSCO has handed over 117 individuals, including Riek Machar, his wife and son to the DRC authorities. Weapons have been removed from all those transported by MONUSCO” (MONUSCO, 2016).

Just as all this was happening the TGoNU under the leadership of President Salva Kiir went on and asked for Dr. Riek Machar to come back, but not for indefinite time. With that in mind the TGoNU appointed Gen. Taban Deng Gai to the First Vice-President and take the position of Machar. This has been over time established as the return of Machar we’re more unlikely. Even a battalion of 6000 soldiers deflected from SPLM/A-IO to the Juba Government. While the Maribor Garang de Maribor resigned from his ministerial post and turned back to Machar. There been deflection both ways and also different reasons for why people does so.

By late August the Khartoum government we’re saying they accepted the fleeing rebel into their capital as he was healing from wounds and we’re getting recuperating there in safety. Just in the same days the FVP Taban Deng Gai where in the Sudan Capital discussing the peace-agreement between the nations in bilateral talks while the South Sudanese Authorities we’re disappointed in the Sudanese for letting him stay there.

The new FVP Taban Deng said this in an interview 22. August in Khartoum:

Riek Machar did not comply with my advice when he arrived Juba. After he was sworn in, he chose to locate behind Jebel Kujur and continued the same practices that led to the outbreak of the last war in 2013. He is not aware of the things that might anger and please the president, which could influence the relationship between them. Choosing this isolated place after coming back sent the wrong message, suggesting that he was preparing a parallel army” (…) “We did not try to assassinate Riek. If I wanted to do so, I would have withdrawn his guards. He moved with a great force, which led to a clash between the parties. In my opinion, Riek planned to kill Salva Kiir because he moves with great guard force and Salva Kiir wanted to kill him. All his guards died and Salva Kiir assumed responsibility for returning Riek to his house and was concerned with this matter. He asked an officer named Marial to give him a ride to his house and told him literally, “I do not want Riek to be hurt” (…) “Angelina’s ambition to be the first lady led him to this situation. Machar has not looked back since 1991, when many people were killed. In 1997, he signed an agreement with al-Bashir and was not able to implement it, which led to splitting the Nuer into small groups fighting each other. There are problems with Machar’s behaviour – he did not learn a lesson from the previous events, especially with regard to Angelina’s ambition. I am sure the events of July 7 and 8, upon which Machar left Juba, were planned by Angelina who gives orders and says she is the defence minister” (Yam, 2016).

So when news broke about the recent outburst and plans of the SPLM/A-IO in Khartoum and the war-cry from Riek Machar, we all should know there are giant possibility of these men to fight each other with armies to secure supremacy instead of dialogue as the IGAD-Plus extraordinary meetings seems to be as fruitful to peace as the former Tanzanian President Benjamin Mpaka lead Inclusive Inter-Burundian effort. Nearly pointless as the Generals and their battalions are ready to fight over the spoils while the soils is not tilled and 1 million citizens has fled the scene and the United Nations forces are not capable to keep calm in the PoC camps. There are too many disastrous outcomes of the conflict and to many people hurt by it. This also leads to loss of food production and weaken efforts to build institutions and facilities to serve the public. Those who earn on this the suppliers of army equipment like the Canadian firm selling War Trucks to the SPLA and the others who serve it with loyalty and earning huge profits.

This is what Riek Machar was saying:

““wage a popular armed resistance against the authoritarian and racist regime of President Salva Kiir.” (News Wires, 2016).

If this wish get into the hands of the soldiers and they listen to Dr. Riek Machar than there are more bloodshed awaiting with the ones who just lost their lives recently. Not only with the current news of possible draught and loss of food production; has this resulted into hunger and civil war in republic? This has been a battle between the two leaders who wants to run the cash-strapped nation who has been blessed once in a while by the Troika, U.S., UK and Norway. FAO has told about possible hunger and less farming as the fleeing citizens and the ones inside camps instead of having their own farming. They fled because of army battles and insecurity. This reacts into the unstable yields and safety. That with the war-cry of yesterday doesn’t make the outcome of food security any better. With the amount of South Sudanese refugees in Ethiopia, Democratic Republic of Congo and Uganda; the Adjumani refugee camps has grown substantially over the recent months. This is happening while the international community is not pledging enough funds for the men and woman who has left everything behind because of the battle to run South Sudan continues.

The War-Cry yesterday is not bringing hope of dialogue as these men are continuing to show that it is easier to grab the AK-47 or order tanks than speaking of process and making institutions. The War-Cry of Dr. Riek Machar against President Salva Kiir shows the wish of power by the opposition and the extent he will go to take it. This is happening as the return are just briefly months since it happen and the Swearing into be a part of the TGoNU. So the time and work for the Peace Agreement must be seemed as a sham deal by either party. The works of the IGAD and Troika have been a dodged even before the ink got dry.

So now in September, not far away from April; we are returning to 2013 and new rounds of ammunition as the uncertainty of the battalions, armies and loyalties. The friction between who is SPLM/A together with who is SPLM/A-IO?

Together with the resurgence of the SPLM-N in Sudan in the Darfur conflict that lingers on without any kind of stop from rebels and government forces. The peace in the region is continuing to be a question of utopia and not a reality. The Generals cannot talk and apparently only shoot at each other.

This is not the end of battle between Kiir and Machar, they will not stop apparently to one flees or dies. They use force to silence each other. The dialogue and Peace Agreement are not worthy of the paper and time spent on making it. As the months from when it was conceived, to when it was started implemented and now to its end as the SPLM/A-IO is dismantling it with a cry of bush-war and calling counterparts a rogue regime. While the FVP Taban Deng Gai claims the wife of Machar is the one behind the recent skirmishes in Juba.

There the fickle situation turns bloody quickly already in 31st July I wrote “Worrying signs of a new Civil-War in South Sudan”. Now the words of wishing to create it come from Khartoum by Dr. Riek Machar. None of us should accept this as there are already to many people who has suffered in this power struggle. There are too many who has fled their homestead in fear of rebels and government soldiers taking advantage of the situation. The burning of homes, fields and killings of neighbors will continue with the war-cry of Machar. The ones who believes he wouldn’t act upon it, has not followed the man’s wish for power by any means. As much as Salva Kiir Mayardit has no plans to step down from the Presidency.

What we can now that the words and actions of July, the Ethiopians saying their borders are closing for Machar, that the little friends in diaspora is dwindling for SPLM/A-IO while the government of Kiir will have just defense war against Machar. While the U.S. might discuss a Arms Embargo, but to what effect it will have as long as Kiir has loyal support from President Yoweri Museveni in Uganda as long as he pays. Museveni has friends from Moscow to Washington if he needs arms equipment and training. Something Museveni has no problem to deliver as long as the payments are happening without the Parliament or the Central Government in Kampala really knows.

Machar doesn’t have that suction unless Omar Al-Bashir still wants to align himself with him as he let him be there to “heal”. What we can now that the peaceful nation building is getting further and further away as the heads are colliding in the bush and in words. We could hope for another outcome, but the Generals stay Generals and their knowledge of guns and ambush is greater than of process and procedure. That is the proof of the acts of these men and lost are the potential state-building of youngest nation in the world. Peace.
