
Kyadondo East By-Election: EC Letter to Apollo Kantinti – “Re: Supplementary Campaign Programme” (19.06.2017)



Bobi Wine: “In order not to cause a presidential embarrassment, we have agreed to hold our rally in Gayaza” (at Kiira Road Police Station after release, 27.06.2017),
Today is the final days of campaigns for the candidates of the Kyadondo By-Election in Wakiso District on the outskirts of Kampala. There is three main candidates as the DP Candidate pulled out in support of the FDC Apollo Kantinti, the ones previous election bid who got canceled by the courts. Therefore, he is running again to win his seat back. While the independent candidate Robert Kyagukanyi aka Bobi Wine, was blocked today from having his final rally at Szasa Grounds in Kasangati, because of Police interference his final rally will be in Gayaza town.
This proves the ability of the Police Force to threat the opposition candidates in favor of the ruling regime, as President Museveni comes to rally for the NRM Candidate Sitenda Ssebalu, who has buses upon buses with voter-tourism sponsored by the party. Because of the hesitation and importance of this election, they had to detain without charges the Independent Candidate Kyagukanyi at Kiira roads, until he found another venue for his final rally. President Museveni doesn’t like to pushed or dishonored, as the prospects of slap in-the-face of a new politician wasn’t in the cards.
So when they released after a done deal at the Kiira Police Station, Bobi Wine went-on to another venue, than the planned one in Kasangati, but has instead to be in Gayaza town. Proves the powers of intimidation and control of the NRM in favor of Sitenda Ssebalu and President Museveni. This is a-typical and Modus Operandi of the NRM regime. The ironies of it all, was that before President Museveni put his shovel into the By-Election, the Independent had followed procedure and warned about his campaign rally in Kasangati. This proves there is two classes of political classes in Uganda. Yet, again by the way!
“Bobi Wine has been arrested. He was meant to campaign in Kyadondo but police blocked him from accessing the grounds” (NTV Uganda, 27.06.2017).
As the final rallies are on, the Police presence is intense and at all venues. The Police are deployed at all venues to intimidate and silence opposition. There are many going from Kasangati to Gyaza as the rally shifted that way. Since the President Museveni and Ssebalu rally are held in Kasangati. Police has even interfered on the roads around Kasangati to get taxis to ferry people to the NRM rally. They really need their propaganda shots and the pride of the sensitized crowds in their favor. Since the NRM cannot win in a free and fair fight.
FDC Candidate was acting swift on arrest of Bobi Wine, stopped his rallying, went to Kiira Road and demanded the release of his competition. Apollo Kantinti didn’t do this because he had too, but proved his stance of vigilance as he as opposition has seen the cost of being so. Just by trying to figure out a way of making the NRM look better or alike it competitor.
The Communication Officer of NRM Rogers Mulindwa informed the public with this:
“NRM wishes to inform its supporters in Kyadondo East Constituency and the public at large that its Candidate Hon Sitenda Sebalu has this Tuesday afternoon been arrested by police on unclear circumstances. He was arrested together with the district NRM chairperson Hajji Abdu Kiyimba from Wampeewo playground, a second venue for today’s rallies. Police could not tell the motive behind this act but the party continues to seek a clear explanation. The venue was also later invaded by the FDC supporters rendering it impossible for our rally to take place. As an exemplary political party, we have therefore taken a decision to shift our rally to Sir Appolo Kaggwa Church of Uganda in order to avoid causing nasty scenes.We call upon our party members to remain calm and focus on the victory within our sight” (Mulindwa, 27.06.2017).
Pardon me, NRM, but this seems staged, since you arrest the Independent Candidate for campaigning in your area and than blaming FDC for having their campaign rally. This is all knowledge the Electoral Commission should have sanction on behalf of the candidates and accepted previous of the Election Road Map for the By-Election. Therefore, I am buying that the Police arrested Independent Candidate Bobi Wine for his rally in Kasangati, as President Museveni weighed in his support in the election, but that Sebalu suddenly behind bars. Seems more like play for the gallery. There is also reports that the lack of crowds around the NRM, they have not only ferried people from afar, but also closed near-by schools so the students has to attend the rallies of their candidate. A real disgrace of the NRM.
While the FDC leadership stands strong on their final rally for Apollo Kantinti where Ingrid Turinawe, Mugisha Muntu and Kizza Besigye shows up at their rally in Wampeewo. So the solidarity for their candidate is there. While Museveni needed the Police Force to clear Bobi Wine away from the venue and have control of the area, because he knew he doesn’t have the natural crowd support anymore. There are also reports of clashes in Wampeewo, as the NRM and FDC are both campaigning on the site. The FDC supporters even tell the NRM to leave the official grounds as it’s supposed to be FDC Official rally site. Certainly, the Electoral Commission has done something wrong, since both parties says there rallies are being hold there. Seems like the NRM will detain some FDC leaders and FDC supporters today, so they can hold their voter-tourism rally there. Since they have already pushed Bobi Wine to Gayaza town. Even if NRM Communication call them exemplary party, they should explain that to Bobi Wine’s supporters and barred rally, especially when all news are about the Wampeewo Play Ground rally for NRM, as the FDC are still already there. It wasn’t an invasion, they we’re already there!
So if there will be more detained opposition leaders, I wouldn’t be shocked, as this the NRM M.O. and that is what they do. Especially, since the President Museveni and his candidate for the district will arrive in the area and doesn’t want to have fair competition, certainly he will use the Police Force to get rid of the FDC in the area. Even if the FDC has followed protocol, as the Bobi Wine candidature also did in Kasangati earlier in the day. Peace.

I know I am born in 1985, but I am tired of the year of 1986 and the year National Resistance Army (NRA). The now National Resistance Movement (NRM) and President Yoweri Kaguta Museveni. The liberation movement that has run the republic since 1986. This war lasted from 1981 to 1986, the NRA went out of the Milton Obote II government after the illegitimate election of 1980s. Which from then on has been used as the scapegoat and the ones to put to blame for ever since.
The 1986 is the magical year that Museveni entered into supremacy. The Supreme kingpin and mastermind of all it. Sowing the mustard seed and creating a newer safer Republic. The one time the peasants was supposed to have their say in government and make the republic a democracy. The Republic of Uganda was going from strong-men and big-men to run the Republic. Instead, it has been now three decades with manufactured democracy in-line with the vision of Museveni.
President Museveni have used all techniques to fix election results, paying villagers and making new government forms to fit his paradigm. Instead of releasing his promises he has built elite around him that is loyal to his brown envelopes or public fearing his security organizations. This is a special coming from the man promises all the possible governance and government structures needed, if he got into power. Instead, he has done the opposite.
It was supposed to get into a middle-Income Country instead of the Less Developed Country, which is the state is in now. The LDC that Uganda now is because of the state of government that President Museveni has created around him. That can be seen with amounts of debt, the massive overspending on the State House and the pledges around the President. Government of Uganda, GoU have been built around Museveni, instead of institutions and procedures. Therefore, the state are following the orders of the President and his Presidential Handshakes.
That is why, every-time in a speech at any sort of occasion the President will mention 1986 and how the state used to be. As of today 1 out of 5 in the Republic or 21% are between 15 to 24 year old. And by 2016 there we’re only 2% who are older than 65 years old. Which means that the President are part of a minority age bracket. President Museveni 30 years old rule are older than many of the youths in the Republic. They should also wonder what is so special about the years they never we’re living and about governments they never lived under. There are big proportions of the population who cannot remember or has been apart of the first years of the NRA or the civil-war during the 1980s.
They would be like me, they would feel the same fatigue of the NRA and Museveni rule, the extension of the liberation from Obote and Amin. The ones that Museveni mention whenever he needs someone or somebody to blame. Certainly mention 1986. The 1986 that are the most important year since independence, therefore, the NRM Day, the 26th January 1986, liberation day. Instead of the Independence Day 9th October 1962. That one is not so often mentioned by the President, since he didn’t get them out of the British Empire and not be a British Protectorate anymore.
Still, the 9th October 1962 doesn’t seem to be important for Museveni, the 26th January 1986 is the most vital one. The one that sets the standard, the day that changed everything and gave him total access. Therefore, the celebration of 1986 is so key and be levied at any occasion, and at any speech. President Museveni praises his overthrow of Amin, Obote, Okello and Biniasa.
They all just had to be overthrown, he had to make coup d’etat and make folklore out of it. So his name can ring out and be praised. Let it be clear, the President sings 1986… 1986… 1986… like a jingle never stopping. Peace.

As the By-Election in Kyadondo East is hardening, the Democratic Party has already shuffled their candidate. As the three main candidates in the race is now as the National Resistance Movement candidate William Sitenda Sebalu who are endorsed by the NRM leadership in the race, the Forum for Democratic Change Dr. Apollo Katinti and independent candidate Robert Kyagulanyi Ssentamu aka Bobi Wine. It was in April 2017; the Courts of Appeal nullified and booted Dr. Katinti out of Parliament. This was after a petition of the runner-up in the February 18th 2016 General Election, which the NRM MP candidate Sebalu lost. Therefore, the current state of affairs and a new candidate who stirs up the waters in the Kyadondo East Constituency.
With this in mind, there been speculations as to the affiliation of Bobi Wine, as the FDC has their own candidate who has gone through the party nomination and gotten his candidacy there. Bobi Wine went solo to the Bad DP house Betty Nambooze and pledge for support. Later in the same week, he passed by his friend Dr. Kizza Besigye. Which is reason for the distance and support from the same man.
Dr. Kizza Besigye have long had the support of Bobi Wine, he even passed through the gates during his incarceration and house arrest after the General Election in 2016. This moment that still is fresh in mind and are being shared on social-media. Still, the pure support and recognition of the struggle has not been there. Bobi Wine has seen fellow musicians and even comrades taken to prison as the ballot boxes was open in February 2016. That will not be forgot. So the relationship between the People’s President and Ghetto President is well known.
What makes this election special is that it is at a seat that the FDC won and the NRM petition won over. Therefore, it is struggle to reignite and get it back. Even if a fellow cadre and a friend of Besigye is running. The FDC still, want to regain their slot in the 10th Parliament. This is not a slap in the face of disrespect to Bobi Wine. Bobi Wine who has followed politics from the sidelines and discussed it as an artist should understand that.
That NRM can gain the uncertain and the undivided ones are sure, as the internal squabble in opposition. Something that is mirage created between Bobi Wine and Besigye, which isn’t really there, as Besigye himself has said – no matter if the FDC candidate or the Independent Bobi Wine wins, they are in business.
That Bobi Wine wished he had is direct attention and his direct support is understandable. Who would like to have the strongest voice of reason and of devoted fighter for justice at their rallies! However, at this point, the mere point is that Besigye is bound by his party and his own creation, which is the FDC and its guidelines. This makes it impossible for him to not campaign for Katinti, the best for Besigye was if Katinti stepped down. Nevertheless, Katinti already was the flag-bearer and secondly he has already won the seat once.
By all means, it would be strange if Apollo didn’t want his seat back. That would be shocking and disarray, as the FDC flagbearer who campaign in 2015 and 2016, suddenly did not care. Even if a Besigye supporter and trusted ally went out left and suddenly joined politics. Like Bobi Wine has done.
Bobi Wine has discussed politics and been a starch support of Besigye, as he has spoken tireless against the NRM. That is an understatement. However, for Kyadondo East, the battle is not between Besigye and Museveni. Even though in all Ugandan elections the mere big-men are involved and pulling strings. Therefore, Bobi Wine would have enjoyed and felt appreciated if Besigye stood by his side. Instead, he is at the Katinti rallies and campaigns for him. But Katinti is the FDC flag-bearer so Ssentamu or Wine should understand that sentiment. If he does not than he is ready to be a politician and neither a real friend of Besigye.
Ssentamu or Wine if he would have Besigye in his rallies, he should have gone through the nomination procedure of the FDC. Where he had been one of the nomination and gotten pledges by the FDC members in Kyadondo East. Certainly, than it would have been justified that Besigye would have campaigned behind him. Alas, he is independent and running on his own accord. Therefore, Besigye cannot and should not. Especially, when Katinti has already won the constituency once.
That Bobi Wine wanted the grand support, get a head honcho behind him and have the affiliation is clear. If he would not want that, than he would not be serious about running. Therefore, that is just making sense of it all. As the roads to ballot box continues. If someone feels it is wrong of Besigye to stand behind Katinti, than you have misunderstood party policy and procedure. Not because Bobi Wine is a bad candidate for Besigye and his cadres. However, because he did not run it through the FDC party and therefore excluded himself.
Time will tell, if Bobi Wine is splitting the opposition vote, if the FDC can regain and reignite the voters, or if the NRM swoop it all through their ordinary rigging schemes. Since they usually do that. Unless this time they will watch and see if the opposition self-destruct in the battle for the Kyadondo East Constituency. Peace

“I was no longer seeing any reason to participate in the FDC because as a youth I saw that we were actively engaging in the full affairs of our party. But following your announcement I can assure you that we are back” – Moses Byamugisha
There are already speculation of the inner-party election in the opposition party of the Forum for Democratic Change (FDC). This coming in the year after the General Election. So the talk of who will become this is already in the making. Not like in the ruling regime, where the handpicked person of the President Museveni is handed the spot. The electoral map will during next month be released as well as the nomination papers will be released later as well. So who will go ahead for the Presidency in the FDC is still to come. But the Daily Monitor piece was missing someone, because they doesn’t take him serious yet. But take a look at the people by the people in DM!
“Three people have so far expressed interest in the Opposition Forum for Democratic Change party presidency as the term of the current president, Maj Gen Mugisha Muntu, expires on November 22.
Besides the incumbent, the other aspirants are FDC secretary general Nathan Nandala Mafabi and former Kumi County MP Patrick Amuriat Oboi. Addressing journalists at the party headquarters in Najjanankumbi yesterday, the party deputy spokesperson, Mr Paul Mwiru, noted that besides the three candidates, other FDC party members who are interested in vying for this position should prepare to pick their nomination forms” (Mukhaye, 2017).
So, the Daily Monitor expect the incumbent since 2012 Gen. Mugisha Muntu, and also Nathan Nandala Mafabi and Amuriat Oboi are running in this years race for Presidency. Why I am a little confused is why aren’t the paper also saying Moses Byamugisha? We can all expect that Gen. Muntu want to keep his position and lead the party further. Also, that Mafabi is hungry for more and also want to succeed. Oboi is more inner-party candidate with some swagger. Therefore, I was surprised that the Journalist from Daily Monitor didn’t mention Byamugisha!
Byamugisha has been the National Mobiliser in the FDC Youth League, during the recent campaign he did a lot of grassroots work where he worked to bail-out Youth Members who was detained without charges. He has also been a Dr. Kizza Besigye aide, so he knows the structures from the inside and worked within his means. Arrested he has been just by thinking to visit Besigye while under house-arrest, while addressing concern over the exiled FDC member Sam Mugumya and cases has ended himself in jail. Therefore, he knows the price of his political affiliation at this point.
So, when there was an official launch of his candidacy yesterday. You would expect a big media-house as the Monitor Group with their Daily Monitor, to be able to pick up the willing man’s bid for Presidency. Still, they didn’t but they should since his name will be visible and well known. Especially since he is Besigye aide who has been on the campaign trail with him. So there is something fishy when the DM doesn’t mention the brother. Like they have all the stakes at Gen. Muntu and Mafabi, because Oboi will get little or no traction unless he really has a heavy campaign. Time will only tell, but the DM should fess up and apologize for not mentioning the only man who has officially presided his bid. Even Muntu hasn’t said he would like to continue to be the Party President. Peace.

It is just one of these days when the President Yoweri Kaguta Museveni reveals that he wasn’t in favor of the Multi-Party Democracy, even if he claims to be elected and have credible elections abroad. It is always his vision and his perspective that matters, the others should just follow and listen to the high and mighty Musveni. No-one else has a vision like him and his party, which bow their knees, gets Presidential Handshakes and also kisses ring when they have too. That is something the Opposition MP’s doesn’t do, except for the “Good DPs” and the level-headed UPC MP’s. Still, he has something obvious to say today!
President Museveni addressing Bulago Primary School in Buyengo Sub-County in Jinja District:
“I am tired of wars. I want you to vote for pro-NRM members of parliament like our party flag-bearer, Mr Moses Walyomu.” (…) “I don’t want to go back to the bush to fight again. Don’t send me people who will disagree with me in parliament. I fought in 1986 and I am tired.” (…) “He said people who are not of his party fear to discuss with him matters that are pertinent to the development of the country. And for that to be avoided, he will need Members of Parliament who share his ideals and vision for the country” (…) “He threatened that should Kagoma voters vote for an opposition candidate, their wish for good roads and other crucial utilities such as power will be no more”(Kirunda, Nakato & Katabulawo, 2017)
He is clear, if you disagree, that means war, not negotiations or discussions to find a level middle-ground. Since it is only one-man with a vision in Uganda, and that is the President. The Wonderful Dictator who is on his 7th Term, not 5th, even if he is rigged in 5 times in row. There was still a decade that gets shaved off in the calculation. I will write that until my ending. Since he deserves to count all years from 1986 and not only from 1995. While we are on that. Under President Museveni, there wasn’t always Multi-Party Democracy.
Three years after the Coup d’etat:
“As already noted, the 1989 elections were held under strict anti-party rules since the NRM government had suspended all political party activities. Indeed, the Resistance Councils and Committees Elections Regulations, 1989, forbade all use of party symbols, sectarian appeals, and threats of force, the offer of food or drinks and the display of candidates’ posters. The absence of open campaigning made it impossible to discuss policies” (Bwana, 2009).
So as President Museveni forbade other parties and their political parties after taking power. He created together with the NRM/A a Movement System to control the local party politics and have structures that he could have oversight of from the State House. This was not a Multi-Party System. A special system that are now overturned into the Local Government system, still it is inherited by the RC system, that the party unleashed in the end of 1980s and tried for a long while. Explained by this Scottish student in 1993!
Importance of Movement System:
“Two statutes, the Resistance Councils and Committees Statutes 9 (1987) and the Resistance Committees’ Judicial Power Statute 1 (1988), codified and expanded the system of local Resistance Committees that had sustained the NRA in its war against the second Obote regime. The genesis of the Resistance Committee system can be traced to the Mayumba Kumi (or ‘Ten Houses’) experiment of the UNLF in the early 1980s, which in turn was linked with the Tanzanian Ujamaa philosophy (Oloka-Onyango, 1989; Baringo, n.d.).” (…) “The RC statutes divided each of Uganda’s 34 (now 38) districts into 5 administrative zones; village (or ward in towns and cities), parish, sub-county, county and districts” (…) “The extent to which the RC system offers the levels of popular participation claimed by the NRM/A also requires consideration. The RC Electoral system operated in 1987, 1989 and 1992 of direct elections only at RC1 level means that the population is excluded at every stage from choosing candidates for higher office. This limitation on direct popular participation in the RC system recurs at a higher level where the links between RC4/RC5 and the NRC and government ministries become rather uncertain. By 1992, there existed no power of recall for members of the NRC beyond elections day itself” (Smith, 1993).
With all this in mind, the tiredness of having opposition. It seems that the President is ready to control the Parliament, the Local Government and have only local cadres that are his. The ones that he knows he can bribe and have under his structure. That means he wants to back to late 1980s and early 1990s when the Movement System and Resistance Councils were the thing. Where the Ministry of Local Government could fire a Resistance Councilor or others, if they didn’t follow the direct orders of the President and his State House. This seems real now.
This seems like the thing, as he wants to take away development and public service if they doesn’t follow his orders in the By-Election in the Jinja District. That proves the lack of democratic values and wish to honor the ballot. But hey, he has for 30 years rigged himself in and made sure his cadres has gotten positions, why else would Gen. Kahinda Otafiire still be a Minister? Not because of his brilliant intellect, but for his loyal assets and following orders of the President.
That President Museveni wants to have men and woman who listens to him and doesn’t challenge him. Therefore, he is telling in Jinja District, that he didn’t go to war in 1986 to have people questioning his rule. His legacy now will not be that he re-released the Multi-Party System, neither that he Constitution delivered a fresh start, as his lingering time in power. Proves that he has gone backwards and become alike the men he overthrew. There isn’t anything different between Dr. Milton Obote distrust in Institutions and Political Affiliations, the only difference is the names and the times. The misuse of army and police to harass the opposition is not different either. The use of government resource in elections are also facilitated for the Movement to counter the opposition. Therefore, the wonderful dictator is alike predecessors, only difference is his ability to overstay!
President Museveni is tired, because he cannot understand that people still question him. That people still doesn’t believe in his vision. That is because he forgot to deliver, he didn’t care to deliver and wanted all along to control it all from the Okello House. There wasn’t with prompt and glory that the Multi-Party Democracy became law, it was two elections and amendment of the constitution that the President didn’t want to deliver. President Museveni wanted it all inside the Movement and the Resistance Councils, which he could assess and control. So now he had to allow other people create their own parties, where they have their own guidelines and programs, not his! They doesn’t have his vision. That is so tiring for him. Therefore, he now want to return back in time, to the Movement System and the Resistance Councils.
He wants total control and he says it, because he is tired of men and woman who doesn’t accept his vision. The vision of looting, dismantling and disorienting the citizens for the wealth of the Museveni family. The rest is history, as the value of currency, the added state debt, the lacking of transparency and patronage is extensive. Therefore, he doesn’t want it question of his state and his system. It is all what he created and made over the decades as the supreme executive. Certainly, the glory days and the days of hope is gone. Just like the days stalwart Besigye would help the old-man creating the Resistance Councils as well. Peace.

Joseph Szlavik and his lobby firm in Washington D.C. are using his close-connected network in the Senate and the House, to trade secrets and interference of knowledge from not so favorable sources. The Scribe Strategies and Advisors are have certainly no scruples in their dealings. As the vast funding from Republic’s and their leadership. Proves that he can bought by anyone who opens their check-book. There is no story he cannot open and abuse, to make sure that his company earns fortunes.
Therefore, be aware that certain connected journalists has been touched by this lobbyist like the Sioban O’Grady, who has had interviews interconnected on several occasions during the last year. As well as Kevin Kelley in Daily Nation, who has been used as tools for the agenda of the Lobbying firm.
Promotes the cause of CNDD-FDD:
This lobbying company has a long history in Burundi, as they have wanted to retain the company as far back on 12 December 2005, when Minister of External Relations and International Cooperation Antoinette Batungbwira wrote a credible praise and wanted to extend their work together.
The government of Burundi, had the funds and the ability to push their agenda in Washington D.C. during the 2015-2016 as their noble lobbyist Joseph Szlavik, signed his earnings to the proper American authorities. On 10th November 2015, the CNDD-FDD paid the lobbyist $ 59,980.00, as he was also paid on the 5th February 2016 $ 60,000.00 and on 25th April 2016 $ 92,230.00. Also, his fees continued as on the 8th August 2016 got $ 90,000.00 and 19th December 2016 the total salary $ 60,000.00.
The lobbyist has during the 2 year period earned astonishing $ 362,000.00!
The CNDD-FDD could afford to pay a man to spread their message and play after their tune in the congress and senate! This shows the power of the monies, as the lobbyist himself explained his position and what he did to earn this amount of money: “Registrant (Scribe Strategies & Advisors) counseled and advised the Government of Burundi on U.S. Policy and informed congressional and executive branch officials and staff and non-governmental organizations (NGOs) on development in Burundi, and promoted relations between the United States and Burundi. Promote the cause of the NRM:
The Government of Uganda and their Foreign Affairs has used the same man to pursuit their agenda in Washington D.C. as they paid the man on the 5th May 2016 $ 62,500.00. In 2015 they also paid him well for the help of spreading the message of Foreign Minster Kuteesa on the 24th June 2015 paid $ 55,200.00, also $ 69,800.00 on 7th August 2015 and on 9th December 2015 $ 64,535.11. The Government of Uganda totally paid the amount $ 250,000.00 to the lobbyist over 2 years!

That the company uses their reach and their messages as back in day, in 2015, when Scribe Strategies and Advisors, they used Kevin J. Kelley to write a piece in the Daily Nation:
“Mr Szlavik noted that his firm did have a contract about 10 years ago to lobby for Uganda in the US. In accordance with that deal, Mr Szlavik explained, Scribe sought to persuade the Bush administration to list the Lord’s Resistance Army and the Alliance of Democratic Forces as terrorist organisations. The US does designate the LRA and ADF in that way” (…) “Earlier this year, Mr Szlavik added, he discussed with Uganda’s ambassador in Washington the possibility of Scribe again doing lobbying work for Uganda in the United States. But no agreement has been made, Mr Szlavik said. “There’s no contract, no numbers, no payment,” he declared” (Kelley, 2015).
There should be discussion and counsel going on as just a brief month after the interview and article in the Daily Nation, the company earned about $ 60,000 paid by the Ugandan government. So the company knew all about it in 2015, but wanted to spin the news and their role.
The Company was more upfront about their role in spinning the news for Burundi, as the Scribe Lobbying firm in 2015, addressed matters close to the heart of government of Burundi and again, they used their fellow journalist in the Daily Nation:
“The allegations by Joseph Szlavik, head of Scribe Strategies & Advisors, followed reports of fighting between government troops and an unidentified armed group near Burundi’s border with Rwanda” (…) “Mr Szlavik noted in an interview with the Nation that the Burundian leader’s right to run for re-election had been affirmed in May by the country’s Constitutional Court” (…) “Western powers call for respect for the rule of law, and this was the ruling by the Constitutional Court of Burundi,” Mr Szlavik said” (Kelley, 2015).
So Szlavik, the man paid by the Government was clearly knowingly keeping it cool with Burundian authorities, not only spreading their agenda, but also their motives to keep power. Using the tools of legislation and not addressing the grievances of the people demonstrating at the time. Therefore, showing that the ones feeding him was more important than actual justice. That they also, this used the fellow friend in the Daily Nation, show’s how systematic the Scribe Strategies and Advisors work in the East African region.
This is just a quick look into the matter and not really digging deep into the polishing tricks of the company and their employees, as their staff and connections into the House and Senate in the United States was massive. The role to play and their reasoning as the paychecks from CNDD-FDD and NRM comes, they easily comply with the methods and needs from Bujumbura and Kampala. With no care of the implications and ramifications to the innocent in Burundi nor Uganda. Certainly, this is blood-money and I hope they are cursed. Peace.

Well, since the General Election of 2016, there been all sorts of play from the National Resistance Movement (NRM). Where the Opposition parties has either gotten ministerial posistions, EALA slots or even been detained. In ways of solidifying the NRM regime and their President for life – President Yoweri Museveni. Therefore the news that the NRM Secretary General Justine Lumumba wishes the Forum for Democratic Change (FDC) President Gen. Mugisha Muntu, shows there some foul play in the cards. The deck is usually sealed and this cannot be the party line, as the talks of succession is a stalemate as long as Museveni breathes on planet earth. But take a brief look at the quotes from the Secretary General Lumumba.
“Ms Justine Lumumba, who represented First Lady Janet Museveni at a belated Women’s Day celebrations for Ntungamo District at Rwenanura Primary School playground in Rweikiniro Sub-county, said: “Gen Muntu comes from this district, from Kitunga, I even know the village where he comes from, he is a sober man but he is walking with wrong company. Talk to him as his brothers that he comes back, if there are any grievances or anything that angered him, we can resolve it.” (…) “He is someone who can bring back the presidency here; he is such a good player in a bad team,” she added” (Rumanzi, 2017).
That Lumumba said the FDC was a bad team, was expected as she has that view of anyone who isn’t in the NRM Organization or the Movement. Therefore, that Gen. Muntu is around Lukwago and Besigye, means he is in a bad team. That Muntu is suddenly in the wrong company, means that he isn’t directly a part of the NRM. The right party and company is the NRM. That is if you get the deeper meaning of what NRM Secretary Lumumba was saying yesterday.
The good company is the 31 year old regime under President Museveni. It is not like the NRM has ever consider succession and using that as sweet gift to Gen. Muntu is most likely hogwash. As the Maj. Gen. Muhoozi Kainerubaga is most likely the next in line, if the President get his wish. Why else would he stop the Daily Monitor Press a few years back when the Gen. Sejusa tale leaked to the Press?
If the NRM would offer anything it would be a ministerial role, an ambassador and trading away the normative and legitimate leadership role of Gen. Muntu. Even if Gen. Muntu sometimes isn’t progressive, aggressively enough against the regime, who use all sorts of tricks to manipulate and control the Republic. Therefore this must been seen as a ploy to destabilize the FDC. As they hope the fraction and people loyal to Muntu would be swayed back to fold. Leave Besigye and the hardliners behind.
This would be typical way of offering a gift and then destroy the competition, as they know many of the FDC NEC and FDC leadership has no real need of either going back to the NRM or any wish to be back there. Since many of the FDC leaders has been former NRM, especially the ones who established the party and wanted a significant different party than the NRM.
So the Machiavellian approach by Secretary General Lumumba and the NRM, can be seen as a tactic to undermine the leader in the FDC; while offering and saying he would be fit to come after President Museveni. Like the NRM could offer anyone that, as the NRM couldn’t do that to their own like Amama Mbabazi or back-in-the-day Kizza Besigye. So why should Gen. Mugisha Muntu suddenly be good enough? Do the NRM think their citizens are generally stupid?
