What NRM’s #Steady Progress really is…

We all know that the election is going on and that NRM have a campaign slogan as such: “Steady Progress”. This is the time when NRM is telling in each district they visit about the 29 years of “steady progress”. Well, I will not, I am not NRM. And not a great fan of the NRM. As those of you who read my page/blog should understand by now. I will show another story of the #Steady Progress have been under the NRM and Yoweri Kaguta Museveni’s presidency.

#Steady Progress under the NRM-Regime is that there been violence and arresting the opposition leaders with different claims. And have rhetoric that attacks others then look into their own missteps. Especially when Mzee hear the reports of the violence were from NRM-Supporters together with the Police in an area (Ntungamo clashes for instance). There isn’t the first time the President Museveni spreads fear in the name of democracy and not the last. He can put his words into a leopard’s mouth and see if the animal bites.

#Steady Progress is to have close hospitals in the weekends and having no nurses at the referral hospital in the districts. #SteadyProgess is to suspend health workers after showing the terrible working condition of the Health Care facility.

#Steady Progress is to use the colonial law of preventative arrest when it fits the NRM-Regime and if it fits the new law Public Order Management Act then the Police will take care off or silence Political Opposition leader, Human Rights Activist or even random pedestrians.

#Steady Progress is that the police tells the world and journalist on how to conduct themselves and how to be a part of campaign convoys of the opposition leaders.

#Steady Progress is that the Police are interfering in Opposition leader’s rallies instead of securing them.

#Steady Progress is to give a higher pay-rise to the Electoral Commission chairman from 6 million shillings a month to 35 million shillings each month.

#Steady Progress is first to lose the money to sustain and make the National ID cards, and not give them to the citizens. Then later deliver this to the Internal Displaced People in the camps and also immigrants from neighbor countries then the initial voters and citizens of the country.

#Steady Progress is to have terrible roads in and around the villages. #Steady Progress is to finally have rail system working between Kampala – Namanve, but not for the rest of the country, and it had to happen right before the election.

#Steady Progress is to go into neighbor countries with the army without international mandate for securing the friends and caretakers of nations around to secure loyalty to the President of Uganda, not to secure Uganda.

#Steady Progress is to make the currency weaker and weaker. #Steady Progress is to make the Bank of Uganda a personal visa card for the government because of the new amendments to the Public Finance Bill of 2015.

#Steady Progress is to make the nomination of candidates for elections more expensive so only the ones that are friends and cronies of the President will be sure of having the funding and support to stay on as candidates.

#Steady Progress is to bankrupt the national airliner and still only have on international airport in the country, also to get British Airways to cancel their flights to Entebbe and stopping fly to it after the set date of contract with the Airport.

#Steady Progress is to have a chaotic internal elections with pre-ticked ballots, late ballot delivery, wrong names on the ballot, stealing the forms for final counting, winners jailed for misconduct, bribing voters in villages to vote for candidates, letting members of other parties vote in the internal ones, sole candidacy in many constituencies and also clear indication of rigged for loyal Mzee men and woman.

#Steady Progress is to land as hunting-grounds or for services rendered for the government either to the likes of Aga Khan or other foreigners, even trade of forests and mineral rich land, to get it pocketed while the Government of Uganda can.

#Steady Progress is to borrow more and more money to fund the aid deficit created by the “Anti-Gay-Bill” fiasco. That left a vacuum from foreign interest together with the strategic loss of partners to sustain their aid to the country and picking other feasible projects there.

#Steady Progress is give money to religious leaders to secure their congregation who their God has picked as leader and who their lord has anointed to the position.

#Steady Progress is to get a bigger government and more ministries so that all the ones closes and most loyal get a place in the central government.

#Steady Progress is to use more on private plans and military equipment then on basic school kits, school buildings or even medical supplies.

#Steady Progress is for the President to claim again and again that he is the only Mzee who can keep the country safe and keep control of the army.

#Steady Progress is to have old medicine or copy medication instead of having extra supplies through the NMS.

#Steady Progress is to have ghost-workers, ghost-voters, ghost-schools, ghost-roads or ghost-expenditure.

#Steady progress is to fire all of the UNRA workers and getting the funding for bigger projects through the World Bank cancelled.

#Steady Progress is to see that Uganda Human Rights Commission loses it funding from it’s donors.

#Steady Progress is to hire “Crime Preventers” as securing votes and create havoc in other candidate’s rallies to make sure that people stay loyal to the Mzee, and also ship them from NRM rally to NRM rally to make the party look more popular.

#Steady Progress is to have more and more car accidents on the bad roads, even lose the lives of more Members of Parliament due to bad roads in the districts.

#Steady Progress is for the rich and for the wealthy to take their family members or themselves to health facilities abroad to heal and prosper.

#Steady Progress is to borrow money on the future-oil monies and trade of the oil refinery from Russian state-owned company to buy military equipment.

#Steady Progress is to lose battalions and soldiers in Somalia and leave new recruits with little or no supply. The army in Somalia has to sell equipment for food and necessities; instead of fighting the terrorist group Al-Shabab.

#Steady Progress is that landslides after heavy rains and floods have no covering or security funds from the government nor any restrictions or helping agents to save lives on that matter.

#Steady Progress is given funds of 51 billion to the post-election violence for the Police and army for the “excuse” to secure the safety and peace in the country.

#Steady Progress is to tear down other candidates posters while sealing off and securing with Police force the incumbent presidential candidates ones on the walls.

Ready to Move with Sevo Music Campaign for 2016 P5

#Steady Progress is to use a tiny fortune to make a gig-song and have singers on the campaign trail.

#Steady Progress is to pay boda-boda men in town and villages to not drive to opposition rallies.

#Steady Progress is to have a rising inflation and devalue the currency before and after every election time, leading the results for more expensive fuel, food and living prices in general. 

#Steady Progress is to send SMS’s to everybody to tell them to VOTE MZEE, even if they don’t are NRM members or belongs with the Party, instead he sends to all Ugandans in the companies to gain support.

#Steady Progress is to pay boda-boda drivers to drive people to Mzee’s venues, give away t-shirts, give away free fuel, feed the public food and give money to the attendance of the crowd.

#Steady Progress is to use 500 billion shillings for campaigning for the presidential candidate, to give out handouts to loyal men and woman in the districts, cars to chiefs and other gifts of that nature to feed the loyal NRM people in up-country and the rest of the country.

#Steady Progress is to close off transmitter of radios who send messages opposing the NRM-Regime.

#Steady Progress is to deliver a campaign package of 20 million shillings to NRM Parliamentary candidates.

We can all see and this a gist of the actions and events leading up to the 29 years of #Steady Progress from Mzee and his NRM party. This was certainly not the things he fought for in the bush-war or the idea he sold at the time. It has surely changed. I could have displayed all the corruption cases, embezzlements and such, but as I said this gist of the actions from the NRM party and Mzee. We have not taken in account his foreign adventures and military actions, or all the people that have been left behind. Peace.

Fourth Day of Presidential Rallies in Uganda + Electoral Commission Rigging leaks

In which nation is it natural that the President who campaigns rides around in Personal Armored Carrier in Abletong. While Dr. Kizza Besigye had a special day on the road helping other traffic and vehicles to cross broken bridge in the Kanungu district. Later he held rallies in the area. Professor has turned into social media. Maureen Kyala continued to campaign in Jinja. Ben Binaro has even had a campaign and the first campaign day for Abed Bwainiko in Kairo and Budaka! Congrats, welcome to the race and Go-Forward was in Luweero today! And here are the details, also so side-notes. Not as sad as yesterday, though the ones caring for the economic future for Uganda should mourn. But let’s take a look!

Finally,‪the FDC has resumed the journey on the Kabare-Kanungu road after the cars were pushed across a broken bridge . Dr Besigye will be addressing a number of meetings in the district before the final rally in the afternoon. We shall overcome,some day (40 minutes later).

At Kihihi Town rally Dr. Kizza Besigye said this:

“”When this corrupt government is out of power next year in May, the tarmac road that started from Ntungamo and ended in Rukungiri will be extended up to here Kanungu and up to the boarder We have an elaborate policy alternative on building infrastructure like roads that facilitate free movement of persons,goods and services”.

Towards the Kanungu Town the crowds went in procession and meeting the FDC team in the town following the rallying team for party towards the venue where the rally supposed to happen. It will be where Dr. Kizza Besigye is about to have the final rally for the day. He had police escort into town when they finally arrived after struggling on the washed away roads.

In Abletong he drove with Personal Armored Carriers in the area to get to the venue in Abletong to have his rally! He needed the Army vehicles to get around and he has been in charge since 1986.

Joseph Mabirizi still claims that the Police have refuted his kidnap story; he has told NBS TV that he has no reason to lie and will not be shaken.

Maureen Faith Kyala held rallies in Kamuli today and later today in Jinja.

The Prof’s campaign:

Professor Baryamureeba has official suspended his campaign, but after a day he has taken it to social media. “Has refuted claims that he has quit the race. Barya says he had only paused his campaigns, citing security concerns but vows to continue with his ambitions for the presidency. He has appealed to the Electoral Commission to ensure that candidates, especially those who don’t enjoy the benefits that come with incumbency, are supported” (NBS TV Uganda).

Prof Baryamureeba said; “People are obsessed with public rallies. I know some people have become rally fans. They only contribute to 15 per cent of the voters yet less than 50 per cent of them actually vote. My concentration now is on the more than 70 per cent of the voters in villages and in gardens digging”.

“Benon Biraaro, is set to hold his first rally in Budaka. Delayed harmonisation, on his part, of his campaign programme set him four days behind” (NBS TV Uganda).

Abed Bwanika has held his campaign rallies in Kairo with a message of change. Also in the Budaka as well if you wondered where he was trying to hunt for votes.

Go-Forward Rally:

They had a rally that was stopped by the Police in the Wobulenzi and the crowds were cut off by the UPF. They even beat some of the crowds who were wearing Amama Mbabazi T-shirts. Surely the Police have learned a lot by the NRM-Regime in the area.

A move to Go-Forward from Dr. Kizza Besigye:

DP’s Brenda Nabukenya trounced NRM’s Rebecca Nalwanga.

But in this election, I saw FDC’s Kiiza Besigye working so tirelessly to see Nabukenya wins. He fronted the idea of having a one joint Opposition candidate and defended it so Fiercely that’s why his party did not bring any one to contest against her. He moved with her to the trenches of Luweero to canvass for votes. He left the tally Center at 3am after the returning Officer declared her the winner. I was really impressed by the kind of Support he extended to Brenda Nabukenya. Today, Hon Brenda is not for Besigye, She is decampaigning him, She is going Forwad. She Believes Rt. Hon. Amama Mbabazi is better than the man who made her (My sources say so).

She put announcements on the radio inviting all the people of Luwero to attend Hon. Amama Mbabazi’s Fourth Rally today.

NRM Primaries a little to Yellow? Sorry wange, it’s to Mellow!

Postpone NRM

Well after days of Primaries where I have showed details after details of practices of the NRM Electoral Commission and the actions on the ground. These primaries has been magnificent and that the proud professor Tanga Odoi doesn’t have the honor to tell the world that he didn’t have the capacity to deal with all of the voting stations, voting material and the excess of practices on the ground.

The National Resistance Movement who has run a country for 29 years ever since the year of 1986. Has held Internal-Elections to see who might represent them in the General-Election in 2016.

The surprise to people is how Ofwono Opondo spread the level of cost that was on the election 5, 5Billion shillings. That there was set up about 60, 000 voting stations. At the same time there been only registered 47 cars to the political party. The last straw today was that the NRM Register Office is set under the NRM Secretary General and not in the National Resistance Movement Electoral Commission. Therefore the governing body that is in charge of this spending and the amount of cars combined with initial areas that need material doesn’t sound like a something that easily could be questioned. Then they imported the Ballot-papers from Kenyan producers, surely as Dr. Odoi has said he wanted to secure that it wasn’t like in 2010 when people had ballot-papers in their houses and in their pockets. It still hasn’t been smooth.

Ballot-papers has missed candidates, Independent candidates has been on the NRM Ballot-Papers in certain districts, there has been missing slots like 7 boxes to tick and 8 candidates, the ballot papers has ended in the wrong district, there been ballot-boxes in prisons and in Central Police Stations before arriving to Polling Stations. There have even been missing candidates on the ballot-papers. So many wrongs are just the simple ballot-papers or the slips that the voters are supposed to decide their vote. More candidates has been taken with tens of thousands or just thousands of pre-ticket ballot-papers in their houses and cars.

On top of this is the massive arrests, the winning candidates that are still in jail,  pre-ticket ballot-papers ready made for some candidates and some have pre-filled ballot-boxes arriving at the polling-station. FDC Members could willy-nilly vote and at certain voting stations. There been districts where the police have taken people with fake Yellow-Membership-Cards. People been taken to custody for election violence and others for charges of rigging the elections. The last charge has been in many districts. There been specific candidates who has had mobilization teams to bribe voters in counties, certain has been incarcerated for doing so. Certain candidates have held voters on gun-point to make them take the right decision on who to vote for!  The Police has thrown tear-gas into the public to shut down demonstrations after postponing the elections in the county.

There have even been candidates whom have stormed tally-centers with security personnel and demanded all the people to get out. So they could clear the results. Even certain candidates has stolen the ballot-boxes after voting and ended up in jail. There been even candidates who couldn’t control the tally-center so the candidate actually took the declaration form and got caught, ended up also in jail.

For all of this there has even been talking that the Ghost of Amama Mbabazi is the one behind all of this. Isn’t that taking away the 80% satisfaction of Dr. Odoi?

There has been talk of moles into this election and IGP Kale Kayihura has said that the media should step off from being the media and foreign influence is making a lot of trouble. Well, the bribes are local, the mobilization teams are local, the candidates rides locally, the districts are run by local men, the NRM has decided who the wanted on the ballot, not moles or international influences so, IGP Kale Kayihura need yet another reality check!

There has been voting in done electronically on their cell-phone through the magical place of WhatsApp. There has been candidates going to markets and buying soldiers and police officers votes. Some people in this Internal-Election have been stopped from voting in the polling station even when they are registered. The police have even stopped mini-buses with shipped people from county to county to make the tally. There has been magistrates and candidates held temporary hostages by the public for a hot minute for trying to buy the electorate in the municipality.

This here is to set the issues in perspective. To show how the practices has been during this internal election. I will not bring more or less election results from the rest of the internal election of the NRM because the Daily Monitor, Elections.co.ug or other outlets does it better and with manpower and time I don’t have. But you should look over the big birds that are shot down and the changes of guards that has happen in the party. Dr. Tanga Odoi needs to be set straight for this. There was chaos in 2010, but this here hasn’t been a smooth eiter! There have been districts and counties with peace. But there been a lot of irregularities in this internal exercise.

Hope that Eng. Dr. Badru Kiggundu and the big Electoral Commission of the state can do a better job or maybe even hide the malfunctions better for the General Elections coming. Because Dr. Tanga Odoi is showing so much weakness in this, the NRM party as the ruling party is showing shady practices and rigging on a major scale. And if this is a pre-run and test before the coming one, then there will be a long walk in the wilderness and an even longer walk for free and fair elections in Uganda. Peace!

Disillusionment growing in Uganda’s ruling part NRM ahead of election next year (Youtube Clip)

“Uganda holds parliamentary and presidential elections in february or march next year and the political temperature is already rising. President Yoweri Museveni has led Uganda since 1986 and is widely expected to win another five-year term. Analysts however say disillusionment is growing in the ruling National Resistance Movement because of corruption and failing public services. The opposition regularly complains of vote fraud, an accusation dismissed by the government. Opposition presidential candidate Kizza Besigye was arrested earlier this month as he was headed for a rally in what his supporters call an escalating crackdown” (KTN NEWS).

Yet another day in the wilderness for Amama Mbabazi, the former weapon brother of Yoweri Kaguta Museveni who wishes to surpass him and become the president of the country from 2016. The reports saying even though Amama Mbabazi has sent in all the forms and letters recommended by the Electoral Commission, still the UPF harass the rally or consultation that was held on the Boma Ground.

Amama’s dream said in Seibei yesterday:

I have come here on a consultative tour because I have a dream of becoming a president of this country” (…)”Kaguta Museveni has served us as a country and we as NRM have done well for the last 30 years but you see you still have some serious problems like poor education, poor roads, hospitals and land grabbing” (…)”Some people are saying that I have never visited the Sebei region but this is the first area I visited after we captured power in 1986 and the whole stretch is a food basket. You have the capacity to grow enough wheat to meet the demand of Uganda but because of roads you cannot” (Kay, 2015).

The Secretary of the Electoral Commission Sam Rwakojo says: “Presidential aspirant can only hold consultative meetings but not public rallies” (…)”so what Amama Mbabazi is doing wrong” (…)”We advice presidential aspirants to carry out nation-wide consultations as provided by law not campaigning at rallies” (Insider, 2015).

“Angry residents did not only pull down President Museveni’s campaign posters off buildings and poles along Soroti streets but also dared security operatives in running battles following Police’s disruption of Amama Mbabazi’s rally today” (…)”Police was able to disperse the residents from the Sports Ground, they started pelting the officers with stones. The residents later regrouped and managed to cut off a team of about 30 Police officers at Soroti Sports Grounds and threatened to lynch them. The officers pleaded for their lives saying they were only following orders from above” (Kisakye, 2015).

“Huge numbers on the independence grounds (Soroti public gardens) will destroy the grass, which will cost the municipal spent large sums of money to grow”.

Fred Enage the Police Spokesman to the New Vision via Soundcloud reports today:

“The respective territorial commanders edicted and other DPCs to ensure that to police the numbers that are actually involved. If there are a hundred, if there are a thousand. What is important is that the venues are efficient to accommodate the supporters who are going to be consulted. Is it a clear place? Does it have the consent of the owner of the venue? If it is outside a town hall then we have to assure that it have time-limits to 7 am to 7 pm. If it is within the town hall then its continues” (Nsuguba, 2015).

Uganda’s Medium Term Debt Management Strategy for FY 2015/2015 – FY 2019/2020: What is it all about?

Here you will see what strategies and plans the Government of Uganda has made for their loans and debts. This is about how the Government will deal with it and how it can be done. The numbers tell what they can expect if they pick the certain ways of dealing with it. It shows what can happen and the shock scenarios are important.

This should be seen as important to follow especially with the growing debt and the rates that come with that. Therefore it will be something that should be monitored. From the sustainability of the ratio according the GDP should be something that also brings fear. Especially since this will have general effect on how the general economy will be hit with the down payments and strain the basic budgets of the government. There its a viable thing that should be well known by people, because this will have big importance until FY 2019/2020

“The Uganda Vision 2040 aspires to transform Uganda into a modern and prosperous society within 30 years through provision of adequate infrastructure, development of agriculture, human resources and services sectors, enlargement of markets, strengthening of the private sector and through industrialization” (…) “Implementation of the Uganda 2040 Vision will require substantial resources that will partly be garnered through the domestic and international borrowing. To ensure that our debt remain sustainable, such borrowing has to be carried out through a properly formulated Medium Term Debt Management Strategy (MTDS)” (MTDS, P: 4, 2015).

“The key aim for the MTDS2015 is to ascertain the cost and risk trade-off of financing the medium term fiscal deficit through borrowing while remaining mindful of our debt sustainability” (…) “To meet Government’s financing requirements at the minimum cost, subject to a prudent degree of risk; (ii) to ensure that the level of public debt remains sustainable, both in the medium and long term horizon while being mindful of future generations; and (iii) to promote the development of the domestic financial market (MTDS, P: 6, 2015).

Strategies:

  1. Traditional post debt relief approach of prioritizing concessional financing.
  2. A debut Euro-Bond: The Sovereign Bond Issuance which risks the cost and the trade-off of the International-Market and financing alternative.
  3. Non-Concessional borrowing and meeting with bilateral with commercial creditors negotiations.
  4. Reliance on Domestic-Financing establishing the cost and risk trade-offs, which risk less since it’s from the Domestic-Financial-Market.

From FY2006/2007 it was Domestic Debt and Outstanding(DoD) was US$1.47 billion. And in FY 2013/2014 had risen to US$4.3 billion (MTDS, P: 13, 2015).

External debt maturity for the ATM (Average Time for Maturity) was 18.9 Years. The plan is setting that the in 2.3 years will the ATM be 11.8 years.

Aggregrate Medium Term Debt Strategy:

The outlook for the 5.3% in FY 2014/2015 and is looking to reach 5.8% in FY 2015/2016. The plan forward is to attain an average 6.3% for the fiscal framework (MTDS, P: 17, 2015).

Government expenditure is on an average to be 20.9% of the GDP for the FY 2014/2015. In the 2015/2016 it is 21.7% of the GDP. The main expenditure for the budget is the infrastructure projects like the upgrading of Entebbe International Airport, Hydro Power projects and Albertine Regional Airport. The total cost for the projects is US$7.0 Billion. There is set to be 5% target for the inflation rate and the exchange rate is set for 12.1% in FY 2015/2016 and average for 2.4% the rest of the years for the medium term (MTDS P: 17-18).

Stylized Financing Instruments:

Two instruments:

i: International Development Association (IDA) has the interest 0.75% for the maturity of 38 years.

ii: African Development Fund (ADF) has the interest 0.75% with a maturity of 40 years.

iv: The concessional is with fixed rate loans with 23 years maturity and 6 year grace period. These terms comes from IDA-Blend, Kuwait Fund, Abu Dhabi Fund, UK-Export Credit Guarantee.

v: The fixed rate instrument on the Euro Bond which is priced on a ten-years US-Treasury interest rate.

vii: With Pure commercial loans is a instruments with a 7 years of maturity and with a 3 years grace period.

viii: One T-Bills is a domestic market debt instrument that has a maturity of 91 days, 181 days,  and 364 days.

ix: Four T-Bonds is a domestic market debt instrument that has a maturity of 2, 5, 10 and 15 years.

Four scenarios for the Market:

First Scenario: The first thing is possible currency depreciation – is that in the FY 2015/2016 can end up with 30% depreciation and will have to work to sustain that through to 2019/2020.

Second Scenario: A sharp off increase in domestic rates for 2015/2016 and at the Interest Rate will follow the baseline of the Foreign Currency.

Third Scenario: Domestic Interest Rate still set to be baseline assumption that we’re set. And that the denomination on the Foreign Currency following the instruments set for it.

Fourth Scenario: That the Decapitation of the UGX towards the US Dollar in the amount of 15%, that can lead to a shock in the domestic yield a curve for the 2015/2016.

Analysis of the strategies:

That the total debt-to-GDP from the current level of 28.6% by the end of June 2014, if the end of the time it might end up with 50% level by 2020. This is because of substantial projected increases the fiscal deficit. With the worst strategy the interest rate can go from 1.4% in June 2014 to become 4% in 2020 (MTDS, P: 24, 2015).

Corruption is always relevant – Shine a light on a few cases from this week.

In this last week there been big corruption cases that have unfolded in the media. The biggest ones are FIFA officials and that former PM of Italy has been sentenced to jail for three years. Both of those cases are well addressed by all major media. So I don’t need to blast them. This here is more or less known. Therefore I write my peace quickly because well, corruption has to be put a lid on. If not you have to address it in the sunshine and let those who steal money from the common man get time to send them to the law and get a just verdict. The pursuit for quick money will not stop. But as long as there are money and an opportunity for some to earn an extra shilling for very little work and make some money or get kickbacks for buying something while working for the government. Well, we as a public can’t accept that. So here are cases all from the mountains of Norway to the delta of Nigeria unto the public perception on road building in Peru. Enjoy!

Earlier this week in Norway a four former executives of the fertilizer company Yara was sentenced and judged in a corruption case. The time they will spend in jail is from 6 months to 3 years depending on how involved the executive was. This case is involving the corruption accusations that the company bribed officials in India and Libya (Økokrim, 2015).

In the U.S. on the 10th of July the former Governor of Virgina Robert F. McDonnell stood trial in court for his a weird connection with a Richmond business man. That the former governor helped the businessman while getting paid to clear his own monies issues. He was already gotten to court in September last year and sentenced to 2 years in jail (Zapotosky, 2015).

In China the Communist Party continues to charge people on corruption. The latest man who has allegedly been corrupt is Patrick Liu a senior executive in the internet company of AliBaba. He isn’t charged for the actions he has done as an executive at AliBaba, but where he used to when he worked at the Social Network site Tencent (SkyNews, 2015).

In the Netherlands there been indicted six civil servants from the police department and defense ministry for taking bribes while purchasing vehicles and trucks for the representative ministry and department. The bribes came as kickbacks and foreign trips on the supplier’s paycheck. The whole total of suspects in this case is 47. So there will be more information to come during the next months (DutchNews, 2015).

In Malawi the President Mutharika and his personal aide Ben Phiri are central in a huge corruption case. This case involves the statehouse deals between Central Medical Stores Trust and the contract valued at MK1.4 Billion to Malawi Pharmacy Limited (Kangwele, 2015).

In Nigeria the former leader of the Head of Service of the Federation (HOS) Mr. Steven Oronsaye was recently charged for involvement in an N2.1bn graft case while being the head of the civil service. A part of the money (N1.2bn) that was siphoned away from the civil service was sent through the company of Global Services Limited and 2 persons connected to the company were also in court. It is also alleged that that Oronsaye siphoned N6.2bn from the pension fund through fake contracts and supplies that never got delivered to the civil service. They will again go to court on Monday the 13th of July in the meanwhile they are detained (Ejike-Abuja, 2015).

In Peru meanwhile the government heads are expected to have been corrupted while building the highway between Peru and Brasil. 71% of people believe corruption was involved while building the Interoceanic highway. The three involved officials are Alejandro Toledo and Alan Garcia. Even President Ollanta Humala is expected to corrupt as well over the building of the road (Ojeda, 2015).
