As the sun yet another day set over the Kasangati Magistrate Court and the final ruling on the petition from the lawyers of Dr. Kizza Besigye and his house-arrest since mid-February right before Election Day. The Police had without any information or assurance of the stakeholders of his case.

As the people and supporters had gained around the court had also the IGP Kayihura and DPC Kawalya of Kasangati deployed more police force and mambas, as the Police Force was ready and determined to block any rally for Kizza Besigye and the FDC Presidential Candidate.

Even on the roads leading to his home from the Trading Centre the Police had set up blockades and block the people from getting from Kasangati TC to his home. As the Police has no interest of following the demands of releasing Besigye out of his long-deemed house-arrest.

This saga does not seem to end as the Police and government of Uganda has no interest of letting the People’s President free from Preventative Arrest and making his home, his home again and not a prision as it, STILL!

The People in the area lost their cool when they heard that the case had been sent to the High Court. Peace.

Fellow Ugandans,
Following Kiggundu’s fraudulent declaration of Museveni as winner of the 2016 Presidential elections, Uganda will never be the same again. The winner of the election was FDC’s Dr. Kizza Besigye. He is Uganda’s president elect. Museveni knows it too. That is why he has tried all he can to keep him under house arrest and to turn the streets into barracks, in order to intimidate the winners by creating a war like situation in some villages, towns and Kampala.

You have been asking “what next?”. You are right. Some of you think that the leadership is doing nothing about this situation. This is not correct. A lot is being done and the purpose of this communication is to let you know what is being done so that you can also find your own role to play in these developments. This is what is being done:

1. We are engaging our friends in neighboring countries of the East African Community, Africa in general, our friends in Europe, the United States, Asia and the Arab world to share with them the steps we are taking in protecting our victory and the presidency of Dr. Kizza Besigye, and to seek their support moral and diplomatic support. We have made good progress.

2. We are continuously assessing the capacity and deployment detail of Museveni’s security apparatus and working with our friends in the security establishment we have a sound idea of the capabilities on a half-day basis. We can confirm that Museveni’s security apparatus is in disarray, their morale is low, and units have been shuffled several times due to suspicion. You must have known that the Police and Army voted overwhelmingly for Dr. Besigye. The Special Forces Command which we had believed to be totally under Museveni’s control through his son Muhoozi, is no longer as homogeneously loyal. There is still some work to do there, especially since the SFC structure rests on Hima and Rwandan ethnicity. We know for a fact that there are already problems between the two groups.

3. We have also finalized mapping out the country into liberated zones where the bulk of the activities will be planned and piloted before rolling out countrywide. We have established control centers in all districts of Uganda. The responsibility of these centers is to develop the organizational infrastructure to service the new government headed by Dr. Besigye, which will be formally unveiled in May 2016 as the constitution stipulates. Arrangements for the swearing in of H.E. Col (rtd) Dr. Kizza Besigye have been finalized.

4. All efforts of our struggle at this stage are geared towards making it impossible for Museveni to fraudulently be sworn in as President in May. This we shall achieve, through your support and sacrifices.

5. We are finalizing negotiations with land lords in urban centers, market owners and managers not to collect rent from tenants for one month after we have established our authority. Landlords who will violate this one-month free accommodation agreement will be penalized accordingly. A one-month tax and licence holiday will be applied to Boda-Bodas, Taxi and Bus operators, traders and market vendors. We have completed negotiations with transporters to reciprocate by reducing transport fares for one month.

6. For university students, after we have established our authority,we will grant a fees-demand break for 30 days and a student who will have paid at least 50% of fees shall be allowed to sit for their examinations at any stage.

7. As incentive, once we have established our full authority, with your active participation, we shall reduce the cost of petrol, diesel and paraffin by 300 shillings a litre. This is also our way of appreciating the people of Uganda for the support they will have extended to the forces of change but also to compensate the losses that are going to be suffered in the coming days as we struggle, through peaceful means of civic nature, to establish the civilian authority led by Dr. Besigye.

8. Other such incentives are being considered for importers of essential commodities and other for other trades. We have also finalized negotiations with foodstuff and meat providers to reduce the prices for one month. For some of you are old enough to recall, (if you are not, ask who was old enough then); lowering of prices was done voluntarily in all sectors after the fall of Idi Amin in 1979 in the short period (68 days) of Yusuf Lule’s leadership which was rudely interrupted by the same forces that are tormenting Uganda today. So this is a practical revolutionary step we are undertaking.

9. Your responsibility is to be vigilant, cautious, and all the time active and united as forces of change. Be on the lookout for Museveni spies and zealous sympathizers who try to stand in our way and justly but decisively deal with them, on case by case basis.

10. In this difficult period, save all the money you can. Don’t be extravagant. Don’t frequent public places of entertainment unless it is absolutely necessary. Practice walking long distances on foot. Practice staying hungry even when you have some money to buy your lunch. Stock up on food and vital medicines that can last several weeks. Obtain a solar phone charger and affordable solar lights. As much as possible, don’t move at night unless it is absolutely necessary.

11. Don’t respond to invitation to meetings unless you have cross checked thoroughly and made sure that the invitation is genuine. Establish neighborhood security cells to protect yourselves from the so called crime preventers and other lawless regime functionaries. Don’t let anyone of you get arrested without a charge is spelled out by the arresting (police) officer. If any of you is arrested, inform the relevant persons immediately and ensure that if they have families, provide for their welfare, however small. Never abandon your colleagues in the struggle and their families.

12. This is the order you have been waiting for. You know the objective. Museveni must not swear in fraudulently in May, regardless of what the Supreme Court says. You know the time frame. You know who Uganda’s new president is. Your job is to make it happen. Methods will vary from place to place. This is not Besigye’s struggle. It is your own struggle. It is your vote that they tried to steal. You want your country back. You want a better life. You want to stop the corrupt and the arrogant from dominating you. You want to live in a democratic society that respects human rights. The ball is entirely in your court. Just do the right thing.

13. To protect our victory and to execute the mandate that was given to us by the people of Uganda, we are committed to pursuing peaceful alternatives. We sincerely hope that armed struggle won’t be necessary at this stage. However, should circumstances demand, we shall act decisively.

Kasangati Magistrate Court yesterday Ajured the case, today they put a Pro Bono day. That means that the officials say they work for free this, in the UK a Pro Bono is a volunteer act for the public good. From Wikipedia: “A judge may occasionally determine that the loser should compensate a winning pro bono counsel”. That is a compensation of a losing case so that they get counsel, but the court of Kasangati called it Pro Bono Day, meaning that they don’t need to work the case, but giving the lawyers of FDC and Dr. Kizza Besigye compensation as Pro Bono, for the common good. Though it is literally one thing, stalling of time…

As the Legal-Dictonary.theFreeDictonary states:

pro bono: adj. short for pro bono publico, Latin “for the public good,” legal work performed by lawyers without pay to help people with legal problems and limited or no funds, or provide legal assistance to organizations involved in social causes such as the environmental, consumers, minorities, youth, battered women and education organizations and charities”.

So if the Kasangati court would do the public some good, they woudn’t do what they did today, with stalling the case another day. Here is from the official!

“With the Court Of Appeal Justice, Remmy Kasule and Madam Ruth Ssebatindira at the Uganda Law Society probono day at the Railway Grounds this morning. It’s a day where members of the legal profession offer free legal counsel to the indegents and renew our commitment to uphold the values of eqity and social justice”.

So Yesterday the Kasangati Court said the government needed more time, today they have only volunteers and can’t address the case, a Pro Bono litteraly means, but the government has enough resources to keep the Police and Military Police around his house, his area and roadblocks from Kampala as we speak, and get everybody interviewed, filmed and recorded before entering the gates of Kasangati, as the House Arrest continues. That is acceptable in the state of Uganda, as President Museveni continues to linger in power and keeping innocent men in jail and house-arrest without charges or reason for the arrest. A continuation that has been steady since before Election Day on the 18th of February 2016 and seem to go on until the swearing-in at this point.

That being said as a reminder of the lawfulness of the Kasangati Court as they work with orders from above, not from following the law for preventative arrests or anything else, that specifies time for it and release of the prisoner, as they have never taken away that Colonial law as the Government of Uganda has the need for it, it seems. Peace.

Finally released, though 11 days without “charge” for carrying Candidates Declaration Results forms that says the Polls and votes from Poll Stations in the area. That Darius Tweyambe, the FDC Official in Rukungiri was detained for collection DR Forms, not inciting crime! That is what the Police Force in Uganda are doing and getting away with! Nobody is saying anything or addressing the matter.

Kasangati Court Adjured the case of Besigye till tomorrow as the Police needs more time to respond!

It is continuation of the Dr. Kizza Besigye’s siege and house-arrest in Kasangati, Wakiso district. The Police have held him under house arrest since right before the Election Day on the 18th February 2016.

Today the petition to Kasangati Court in Kasangati Trading Centre to free Besigye; early in the morning the judge of the court where they said the Defence had to file it in before 4pm today. The Court said they needed more time to respond to the filed petition to the court. The respondents in this case Police needed more time to respond. So the court is adjured to tomorrow.

“Mr. Daudi Mpanga, lawyer for Dr. Kizza Besigye informing press that Dr. Besigye’s case is now fixed for hearing, this Friday at Magistrate Court, Kasangati. The case was adjourned to Friday 18th March, 2016 to give the State more time to prepare its response” (FDC, 17.03.2016).

As this happen there has arrived more Police and Security guards around his home. There is already three roadblocks and set of police in the area. He is seemingly a great criminal now that he has filed a petition to the court to be released free from his preventative-arrest and get justice, as he went from being a presidential candidate into a house-arrested fellow without charges, which are still at that state to this day.

The Police of the area have used the time to stall a petition against the Presidential Election of 2016, as they have gone aggressively against the FDC. So this is a continuation of that and the result is that the authority continues with the unlawful behavior, as they use the Preventative-Arrest of Besigye and monitoring everybody in the area. So the time is ticking and the unjust behavior as the state keeps him on guard and under siege. The proud state of Uganda Police has drained down to this and President Museveni must be with his cattle smirking. Peace.

“The Forum for Democratic Change has resorted to prayers as the only way to force NRM’s Yoweri Museveni out of power. The opposition Party which started the weekly prayers at the office headquarters in Najjanakumbi hopes for a miraculous change of government. In a show of intense emotion, the party president Major General Mugisha Muntu broke down in tears as he prayed for an end to Police’s continued deployment at Dr Kiiza Besigye’s home in Kasangati. The prayers are part of the measures announced by the Party following their latest electoral setback” (NBS TV Uganda, 2016).

FDC Boycott continues and the NRM Officials attacks it!

There is something ironic about it all, the way the NRM should not care if the FDC calls a boycott. As they are supposed to be a minority, to be minor group of people, as the NRM is supposed to be the people’s party with 10 million members and be the giant liberations party.

Even President Museveni claimed this a little while ago:

“Without this organizational weakness, our vote should be around 65% for the President in this week’s vote.  Even then, that should not have been the vote we should have got given the work NRM has done, especially in the area of infrastructure (roads, electricity, schools, health centres, piped water, etc.) and also in the area of peace and security.  We should have got 80% in my opinion” (Museveni, 2016).

“Wearing black, ‘Black Thursday’, as a system of mourning, prayers for election loss and staying home,” Opondo cynically tweeted” (…)”The Uganda Media Centre boss said there is no harm if they (opposition) are peaceful and stay in their homes” (…)“Question is for how long will they stand?” (…)“Yet these businesses employ Ugandans and pay taxes to Ugandans,” he argued” (…)”According to Opondo, the boycott is exposing their (FDC’s) true colour of “a party that would strangulate businesses of people who don’t agree with it”(…)“Yet these businesses employ Ugandans and pay taxes to Ugandans,” he argued” (The Insider, 2016).

Today’s retaliation:

“Kayunga District NRM chairperson Moses Karangwa has warned district and sub-county leaders who subscribe to the ruling NRM party against awarding government contracts to Opposition supporters” (…)”We should strengthen our party. Many of our supporters are unemployed so all the tenders and contracts should be given to them because they have the capacity to run them,” Mr Karangwa said, adding: “I don’t want to hear that an FDC or DP supporter has been given a tender.” Mr Karangwa made the remarks at the weekend while addressing NRM leaders who contested on the party’s ticket” (Muzaale, 2016).

If the NRM and their President are supposed to be over 60% of the people, any kind of boycott should not be issue for the government or the authorities, especially when your leader and the countries leader thought he should have had 80% in the polls. So why are all of your NRM leaders and officials crying foul towards the FDC if you have this support, Mr President?

As Ofwono Opondo tries to cry a river for the business-men and the tax-money, well, I don’t know how you think Mr. Opondo, but a boycott is usually stopping using money on certain companies and things as a reaction to either their ethics or their codes of conduct. Like in history where people boycotted South African production during apartheid, not because the people boycotting the production wanted to hurt the innocent farmers, but not give tax money and using their funds to in-directly funding the machinery fueling the government who was behind the draconian laws.

So if you look at that, Mr. Opondo, the FDC does the same as they believe the tax-money going to the Ugandan Government goes into funding the anti-riot police, police or army who detain, arrest and shoots at them; while they trying to keep their operation and support their members of their opposition party. So your reasoning does not make clear sense, as if they wanted to use these businesses and shop there, the FDC supporters and FDC officials would make sure that the tax-money would not come to you or your advisories, as that give them cash money to hunt down FDC supporters, Officials and pay meals to the Police who keeps the FDC members detained. That is the reason for the boycott, and the tax-money is a reason, not to direct hurt the people working there, they are third-party who get issues because of the cause that the parties who boycotts are working for.

Example: As it not the clothes producers of H&M in Bangladesh who is the issue why people boycott H&M. The issue why people boycott H&M is because of their ways of producing their clothes and buys jeans from another chain or store. Mr. Opondo that gravity has never hit your head before has it?

Let me address NRM Secretary General Justine Kasule Lumumba who says that boycott continues to leave people to live in poverty and continuation of it. That makes it seem that it is majority who boycotts, and that the boycott cuts grand charges of the economy instead of being a tiny minority as the announced result claims. My second counter is that the NRM has had 30 years to create wealth, even before the Operation Wealth Creations, 10 Point Program and so on. So that a reaction from the opposition and their supporters shouldn’t do more damage to the economy than already level that the NRM and the NRM-Elite has created since 1986. So sorry, feel no sympathy with you reasoning for speaking about the boycott Mrs. Lumumba. You and Your NRM can actually work for the people and not feed yourself, than you get my sympathy.

And the last person addressing the boycott from the FDC is the Chairman of Kayunga district Moses Karangwa who now wants to boycott back. That is a valid argument, as the NRM has the right to boycott, but as a ruling party. This is a retaliation that actually has arms to hit back the FDC who has valid reasons for their boycott, while the NRM is the ruling party of 30 years and have machinery through the state and decides all the major agreements already. As seen with the non-transparent licenses of drilling oil in country. So that he wants to leave the opposition in vivid poverty and keep the cadre-policy instead of trying to open deals, is what we are seeing with this. While the FDC is an open boycott with a clear message, the message of Mr. Karangwa is more a reaction that supposed to leave all the money to the ruling party and ruling party officials. That makes the state even more inclusive and take more control, as he want to secure that if you’re not an NRM member or part of the NRM Local Councilor grant them contracts and their importers, not from opposition as that is weakening the NRM he claims.

Well, I would not say claiming that it would weakening the party, as they already run the country through the executive and get the money, the tax-payers money and the laws make the possibility for the NRM campaign team to run their campaigning during the pre-election period. So the contracts and the monies already targeted through local-government and state contracts are already going to companies that leave money for NRM officials. So the quotes and wishes from Mr. Karangwa are futile. Why does the party who already has the funding and have the money need to boycott anybody else? Or is Mr. Karangwa saying that NRM is poor and need funding? Peace.

A look into the Kasese Attacks; Government reasoning does not fit the Rwenzururu Kingdom or Rwenzori CSOs explaination; Gov. Forces seems acting maliciously to me

The actions of these Kasese Attacks seems suspicious to me. As it saddens me to know that so many people have lost their lives and that so many people have left their houses. The reports of the reactions from the attacks is that banana-fields have been cleared and houses been burnt down in Kasenyi Trading Centre in Buhobera Sub-County, therefore people have fled the area. With the continuation of the Police and the Army stay heavy deployed in the area.

Certainly the IGP Kayihura commented and claimed that “kirumamutima” youth was behind the attacks in the area. Another claim was that people wanting a Yiira Republic were behind the attacks and therefore the Police and Army went so fierce and aggressive to the citizens.

While a day before the clashes President Museveni happen to speak to fellow locals where President Museveni: “assured the delegation that if a Yiira Republic were ever to be created, it would never ever involve a single inch of Uganda” (Uganda Media Centre, 10.03.2016).

Yesterday the Rwenzori Fraternity said this was the reason: “The violence that erupted was purely post election violence that came out of a poorly managed electoral process” (…)”The so called Yiira state is a concoction that has no basis and founding among the Population in the region and we are equally perturbed by this malicious propaganda that has no basis but intended to taint and alienate us the people of the Rwenzori region from the Uganda that we have always belonged to and we treasure” (Rwenzori Fraternity, 14.03.2016) .

The first reports on the 11th March from 91.2 Crooze FM:

“Kakurungu says another attack this afternoon targeted Poilce patrol van in Bwesumbu sub county. He says investigations are ongoing, to establish the intention of the group.

Uganda People Defense Forces were backing Police to secure the area, after the declaration of results from LCIII elections.  Announcing some of the successful candidates, Kasese District Returning Officer, Lawrence Mbonigaba announced NRM’s John Musana Katura as Hima town council’s L.C III chairperson elect after winning his closet rival Tom Maate Wabukombi of FDC” (91.2 Crooze FM, 11.03.2016)

What happen on the Kasenyi on the 11th March?

““4 people shot dead following fresh clashes today afternoon between UPDF, police and residents of Kisenyi Town Council in Buhohera Sub-County, Kasese district. The dead are civilians. 2 UPDF soldiers were seriously injured while the area commissioner of police in charge of operations Opolot Jacob was shot and injured“ (NBS TV Uganda, 2016).

Who was shot on Friday the 11th March?

“Friday, security again shot dead four people in Kasenyi trading centre in Buhuhira sub-county after they allegedly attempted to disarm police officers. All the four killed were members of Rwenzururu kingdom royal guards, a non-combat force that guards the kingdom sites in Kasese” (The Observer, 11.03.2016).

What is weird for me is that President Museveni – Mr. Anti-Sectarianism and Anti-Tribalism comes days before and speaks about tribe to locals. Than days after local elections for councilors the Inspector of General Police says the reason for the violence is tribal. While the local CSO Rwenzori Fraternity and the Rwenzururu Kingdom spokesperson is clear that it is not tribal and want answers to why it is guards of the Kingdom who get pointed out and terminated.

While the Police and President Museveni even speaks about a Yira Republic, and the locals does not talk about it. It would be like President Museveni and IGP Kayihura would go to Lira and claim locals there after a brawl after vote rigging was local militias wanting to create at Nile Republic. Just like Joseph Kony of LRA wished to do in 1998, but people tend to forget that kind of thing, right?

So the claim from the IGP Kayihura is very strange and so is President Museveni come in hours before, when all reports looks like tension after the LCIII Councilors elections in Kasenyi Trading Centre and Hima Town. They came in heavy with the Army and Police, while the result seemed planned as it was the NRM who won in an area. Where the FDC has had an stronghold and the only area where all the MPs came from that party, even if had to violent after the tally on the 19th February.

So that this is continuation and surely the NRM and the Government would accept to lose face in the local elections as well. They had to be there and revenge the matter. That what it seems like as the UPDF and UPF knew exactly who they were going against and who they shot. As the men they shot were guards of the Rwenzururu King or Obusinga Bwa Rwenzururu. That is suspect actions from the Governmental security organization who blames youth who evens wants to create a new Republic called Yira. The thing about this it is just mentioned by Government Officials in 2014, 2015 and now 2016. Not from the local youths in Rwenzori or by the Rwenzururu Kingdom officials or anybody else, most likely from Government Officials, and not real intelligence on the claims. Just like the claims have been countered quickly by the CSO and the Kingdom yesterday, after the IGP Kayihura explanation of the violence in Kasenyi Trading Centre in Buhobera Sub-County.

This here is not the whole explanation and there is more to the story, but as long as there is targeting certain individuals who belong to a certain level of authority, even a cultural institution as the Rwenzururu Kingdom. That is entity for the people of Rwenzori and the Rwenzori sub-region. That even President Museveni has blessed and was there on the coronation of the king or Obusinga. So that the government security forces targeted a separate group of people and not killing on random or just stopping demonstrations; as demonstrations would mean all kind of people would be hurt and died by the shots fired from the army and police. That was not case it seems after the Kasese attacks.  There were two more people killed that day, as the Kingdom verified four people, while the total killed by the authorities was six. So there was two more and we don’t know their affiliation, but seems like the government had reason for four of them. Especially considering the mediation the day before and with the reactions the announcement of victory in local government elections, as the recent reactions to similar outcome in Bundibugyo, the army and police was more in action and ready to retaliate and address the public with force, as seen on the sad clips where they go in and not to settle or calming the public. Instead going in with intention to intimidate and take people down as they come with machine-guns, AK-47s and in it creating violence, not the story the IGP Kayihura has, that doesn’t fit the other stories. That is worth thinking about. This is not the answer and the whole story, but there is more behind the attack than the IGP want to tell, and there is more than the Kingdom is also saying, while the obvious that the announcement of the elections results that triggered it. Peace.
