Opinion: The next steps for Besigye and continued defiance against the Movement!

It’s not easy to give words of advice to the men and woman who are in the line of fire. But we cannot let the Movement and their spin-control run the mill. They are stealing and thieving with massive speed and impunity. They are trying to avoid the weakness of the economy, trying to find new ways of revamping the economy without too much state debt and without loving donor direct aid. They still have the military and equipment served from loyal allies in the United States, if that will happen under Trump and it has happen under Bush/Obama is not easy to know; certainly U.S. will still let other brigades do the dirt they don’t want to do themselves.

The ones who toll with the problems are Dr. Kizza Besigye and his Forum for Democratic Change (FDC), they work for a peaceful transition in Uganda from the militarized politics of the President Museveni’s Movement. So with this in mind, after a year of issues, a year of tribulations, arrests, detained and charges of treason against the government; the political change is still in the wind. Besigye had deserved a better start and a fresher place as he is still monitored and still has Police following all movement done by the man. The same with his party who cannot hold meetings and public consultations without police taking stereo equipment, arrests or intimidation of citizens who shows up or just happen to be around.

Besigye had started the Campaign of Defiance under the Election Road Map for the General Election of 2016. So in 2015 it was started and has been put under fire from the Resistance Movement, an ironic problem for a draconian and tyrant regime who cannot really be democratic as they tries to silence or get rid of the worst opponents. Besigye is only kept because of known place and international scrutiny of they try to attack him too much.

First Step – Defy with actions:

Besigye should continue and with more force, use more than just words and get the FDC to actually take a stronger stand against the ones that supports the regime. The Mafia regime or junta government, which he has described the Movement so many times. If FDC wants to be fair and wants to defy the Movement, they should suspend themselves first from Parliament. It is risky, but would be a grandeur position to take away the Shadow Government and the legitimacy of the current government.

Second Step – Defy with dialogue with other opposition:

Secondly the FDC should be in talks with Democratic Party and other smaller parties that are not involved directly in the Movement regime, as they can try to weaken and strengthen the other voices. As Besigye have already done with his friendship with Lord Mayor Erias Lukwago and Gen. David Sejusa. FDC needs to be connected with people of stature like Norbert Mao and others, who are real opposition to Museveni. Not talk to Jimmy Akena or others who just uses their parties as fronts of beacon of democracy, instead of actually challenging the Movement.

Third Step – Defy the Courts like IGP Kayihura:

Just as IGP Kale Kayihura defied his own court-orders, the same should Besigye himself start to do in 2017, to show that he doesn’t respect the unlawful character of the regime; as the peaceful acts of showing up for treason charge that continue running into oblivion. Time to just say it is a kangaroo court and is only doing it to silence his voice. Therefore not showing up and instead continue to travel around the country to meet and greet party officials and locals to prove the value of building institution over being a sole candidate in Museveni and the NRM.

Times is a wasting, it’s hard to do stuff when you’re behind bars or at court, it’s hard to always move when the Police Force and other Security Organizations follow your every step.

Fourth Step – Hurt the pocket of the Government:

Certainly the Defiance needs to be hurting the regime. Try to stop the foreign exchange rates, the taxation and the revenue of the Uganda Revenue Authority (URA), even the business that is inter-connected with the Movement. As much as it should stop the state owned businesses that is being used by the Movement. Museveni would hate that he couldn’t misuse the profits of needed businesses, the ones that are owned by investors who are supplying him funds to pay Special Force Command and other militarized outfits that keeps him as the Executive.

If the Besigye and his folks stood behind and hurt the pocket and legitimacy, not in words only, but also actions that could move the regime and also create a vacuum that Museveni and his movement couldn’t control. The ripple effect and the true hurt would be shown. Especially with the knowledge, that the Election already hurt the economy with massive effect. So if they continue pounding on it took out the cash out of the Museveni owned banks and stopped profits to companies that the Museveni clan partly own. Than the Movement and family would feel the pinch.

Defying the state institutions and the government procedures, stop respecting the Police and Courts, stop listening to the draconian laws and also stop the funding of taxes and funds to directly keep the Movement alive. Something that would really hurt Museveni and his elite; this would really make it hard for the Movement to continue to use Police Force and use the state to gain wealth.

Besigye can continue to talk peaceful transition and I respect that. This sort of acts is not easy. They are hard and costly. Many will be arrested, many more detained, more torture and more innocent dying, but there been so much over 30 years that the defiance campaign has to take it to the next level. Show disrespect, let the government lose its value and show the world that the ones behind Besigye don’t see Museveni as their President. Museveni is just a citizen, not an Executive, as he wasn’t really elected to be so; he coup d’état again when he got sworn-in on the 12th May of 2016.

Time for acts, not talk, time for really defying the government and use the power of the people. Time to use the popularity and risk being harassed, as if you don’t than the Police will continue as they do; business as usual and also target the FDC as much as possible without it costing much for the illegitimate government it is. The illegal detained and the illegal arrests cannot be sustained, as much as the house arrests and unlawful behaviour of the Police towards the FDC is unbearable. This is not militant; it is fighting for a just cause. The real freedom and liberty, not to talk about a real legitimate government who represent the citizens of Uganda! Not a government representing Museveni and only his vision. Peace.

Forum for Democratic Change Dr. Kizza Besigye is always on the NBSFrontline without showing up, just like his nemesis President Yoweri Kaguta Museveni. It’s always make me giggle when people says that Besigye lost four elections and isn’t a credible opposition. Well, to the pundits, the monitoring of Besigye by the Police Force and the harassment of Opposition is why Hon. Norbert Mao from the Democratic Party is also always sitting in the studio speaking his wisdom to the masses. Like it is forgotten the way he was stopped from running as MP in his district during the General Election in 2016. Short term memory is a tricky thing.

Let’s be clear. The Opposition in Uganda isn’t without faults or without deficiency. The Movement have clearly by all means meant for no other ruler than Museveni. Somebody who thinks otherwise is naïve or on the movements payroll. There are clear indications and fantastic results of every single election that massively gives an edge and popularity that even could give way for dead-people to vote for the moment when needed be. Because how is possible to have so many 100% votes and also 100% of all eligible voters in the polling stations. They all like magic shows up, even as the neither death nor sickness stopped anyone in the constituencies to show up and vote for their beloved President.

So that rare coincidence that a certain man, who lost his own credibility and has to clear his own house. Mwenda has been battling the FDC like he has done on Social Media for over 48 hours attacking Besigye with all cylinders, instead of seeing the inevitable. The continued attempts to alter the conversation and blatantly attack FDC for their role in the opposition is a meagre attempt to smear them, instead of asking why the Movement has made it like this!

It’s true that LoP Winnie Kiiza is a fish out of water running wild in dialogue with the President in Kasese, as the man behind the plot is walking scotch free threatening all reports and people asking questions as the decomposed bodies are in the soil. The families without loved ones and the Security Organization, their brigades walk like free-men controlling the district. As the king are behind bar as a common terrorist. So the FDC is the problem and not the Movement who has a militarized attitude of the Central Government itself.

So when Mwenda and other’s says that the FDC isn’t real opposition and really accountable because of the many attempts of Besigye at becoming the President. It’s just wondered how he can try to alter history in this way. That Mao is all smiles and giggles are also weird when his party are weaken and also instead of being a national party has turned more regional over the years.

Well, Honourable Opondo, tones doesn’t kill people, the guns of the army and Special Force Command can shoot people into silence and into submission. Just like the monies has done to the Electoral Commission who fixed the results together with the default rigging of leaving ballots behind in districts and all other issues during the Election Road Map of 2016. This is known knowledge still he uses sly tactics to sound smart and useful. Because the Hon. Opondo doesn’t know what defiance means or couldn’t care – he is resisting the knowledge as he only see brown envelopes and bowing his knee to his master Museveni.

The most insulting words of the day we’re demeaning Mwenda saying: “why replace a Museveni you know with a Museveni you don’t know”. Moment of Nostalgia, reminding myself of not being to rash, but this is an insult to Museveni and Besigye. Museveni is the kingpin! He has ruled with iron fist and brutally stomped on anyone with ambition. Sole candidate and unquestioned leader of the Movement; in the deluded mind an elected and team-building candidate in Besigye is the same as the other. That is disrespectful and a disgrace to them both.

Museveni is a militarized political juggernaut who doesn’t gives to crap about anyone’s existence except if his movement can capitalise or use it. Besigye has had dialogue and let the party he was part of creating having two clear fractions. There are no talks and no clear leadership under Museveni has and do controls the NRM Party, without question; whatever Hon. Opondo is just puppet hire to make Museveni look nice. But Mwenda are supposed to be Independent, but is more and more sounding like apologist for the Movement. Which isn’t a great look on the fellow commentator more like stressed phone-calling son of bitch who can’t stall the conversation.

So the insults of FDC should be done with tact, but that isn’t the way of the Movement, neither of any of the apologists if it is the AIGP Andrew Kaweesi, Army Spokesman Lt. Paddy Akunda and Uganda Media Centre leader Ofwono Opondo are all spreading the message of submission to the mighty and tries to do with all force, because their master will send the soldiers to the streets and social media blackouts; Museveni uses them if needed to silence the population in the media. Trying to spin the news and waves as needed be.

As now their tactic as their ways are not steady, their mediocre, even weaker than a twice used tea-bag of Mukwano tea. Bitter water with a little ounces of flavour, but you need to pounds of sugar to be able to drink it. The same is with the words of disarray from the Movement speakers. Don’t be fooled. Don’t buy the ticket to the gig.

Besigye is different, not because I say so, it’s because of the way he is and how he carry himself in the tribulations and the troubles, in the torture and in the massive amounts of arrest that is nearly all unaccounted for by the authorities, where most of them without reasons, without warrants and without charges that could stick in any court. Besigye has had turmoil before because of his stance against Museveni. Still, he continues and wanting to see good governance. It’s a just cause especially the wish for a peaceful transition without guns, coup d’état and without use of any sort of force.

That Besigye is a hot topic is understandable. When you have an unaccountable and walking ATM for President, the discussion about the accountability should be first and foremost be questioned to the one in charge and the one rigged to be there. As Besigye has never ruled or had the ability of the Executive. That has all been Museveni.

As Marie Matembe said so beautifully tonight: “There is no state in Uganda. State is equal to Museveni and Museveni is equal to the state” (NBS TV on NBSFrontline, 29.12.2016).

Opinion: The #NBSFrontline debate about Succession after President Museveni is premature; no matter whom it is!

#NBSFrontline is wasting all people’s time with discussing the succession of President Museveni and change from the ruling party National Resistance Movement (NRM). Well, even if the wife of Dr. Kizza Besigye is surely a viable candidate; the famous Oxfam leader Winnie Byanyima and her new quest for becoming a Presidential Candidate. That is a noble idea of a genuine and caring individual with an amazing track-record and spokesperson for the oppressed. Still, the talk of succession right now is premature.

The reason for the premature is that the process for anyone taking the reins from President Museveni is a closed door, a barricaded castle and sealed of courthouse. The President who has been in charge since 1986 hasn’t showed any real proof of wanting to stepdown. He has promised it twice, but that hasn’t mattered. Mzee has changed his mind and thought of the idea of not having the reserves of Bank of Uganda and gone back into the race, gone with guns and made sure the campaigns of his competitors has been a living hell. That he do best, also secure that the Electoral Commission is run by loyalist who will deliver the needed numbers to run the Parliament and the mandate to be a strong President.

Mzee hasn’t given any way to anybody you could ask the few left of the bush-war generation, the ones that are left and still around knows this is true. A man who sends army against his own after taking power, you know he isn’t giving up easy.

Mzee himself said this: “You see when you give them (civil population in the North and East) a good beating then those who are using them will no longer use them. Since the month of January (1987), we have given them much beating especially in Lira and Kitgum Districts. And in fact the week I left (for Yugoslavia) we had given them a good blow in Gulu District. So it is going to settle down”. (New Vision, January 19, 1987).

The years of election rigging, paying citizens small fees in the villages while being on the road, the years of promising grand project and not delivering should be reasons for the change of leadership. But the people should have created turmoil as the President has the army and the monies that are forged through his illegitimate government. Instead they let him steal the nation and smile over pennies. Therefore the President fears for his life after the years on the throne as the marble and treasury chest might be looted by the ones that he was in charge of or even the grandchildren of the men who died to get him in power.

As long as President Museveni is in charge he will not bow-down with grace. There wouldn’t be any mercy he played the rights for the citizens and justice for the people that had been under Dr. Milton Obote and Gen. Idi Amin Dada. Who both had been Presidents for a long time before him; Museveni went to the bush to get rid of them both and just took away the Presidency of Yusuf Lule because he could.

When a man who made relationship with both Libyans and Americans to get weapons and make sure the power got into his hands. Doesn’t really care to what extent he will do to keep it, he will play all sorts of political games and use the tactics of the former leaders, but try to do it better to gain himself. He might give way to somebody, but only so he can destroy their career and silence them.

So even if Winnie Byanyima decides to run what will be different between the former ones running against President Museveni? Museveni has eaten a spit out Dr. Olara Otunnu, Norbert Mao, Dr. Paul Ssemogerere, Amama Mbabazi and Dr. Kizza Besigye.

They have all run against him and caught his wrath, his tactics and his methods of oppression as he beats the drums at the opposition rallies with bullets, tear-gas and close the venues without any reason. The laws have been changed and amended to make it usually worse for the competition and make sure the President stays the President. Like the time to make a petition for the Presidential Election is really short, while the Presidential Candidate are by law even if struggled to get funds has to visit all district in the campaign. This is while the President takes helicopter and the others stresses through the rainy-season on washed mountain roads and districts. Something that is easily forgotten the laws and procedures are made to secure the President, not make sure the fellow or person that Ugandans want to be President is actually the President.

Because if the succession had been a thing then there wouldn’t be the idea of if somebody becomes too ambitious in the ruling regime and ruling party than they have been demoted by the President. Museveni has had a few Vice-Presidents, at the first period of his reign he didn’t have any until his first inner-party elections. After that the ones under him has been Hon. Samson Kisekka, Hon. Specioza Kazibwe and Hon. Prof. Gilbert Bukenya. As well as there been changes of Prime Ministers, because at this state the current President has had six of them.

The #NBSFrontline none of this came up in the discussion as the ones discussing it we’re into gender politics and the left-over, left-behind former party officials of the National Resistance Movement. Even the main contenders in the recent presidential race where former loyalist of the President, Besigye and Mbabazi has been vital and key persons in the Movement System as we know it.

We should just know that President Museveni has no plans to let anybody else than him have the throne, no other can rule than him. All of his game is for him to rule the nation and eat of the government plate. Peace.

DP Statement on current affairs Omoro Election, Kifeesi Police, Parliament Amendments and Police Reshuffle (23.08.2016)

Kampala August 23, 2016– The Elections for the Omoro District Woman MP will be held next week Monday 29th August 2016. We wish to retaliate that our Candidate Pamella Grace Lanyero is still a front runner in the race. We have finalized all efforts to protect the vote and this week we shall round up the campaigns with three Main Rallies. We shall with effect from tomorrow send our teams led by Members of Parliament; DP Whip Hon Ssewungu Joseph Gonzaga and the Women President Florence Namayanja. The Party President Norbert Mao will be the overall Field Commander. We have mapped the Constituency to the effect that the DP District Leaderships are to be deployed in respective sub-counties. This therefore puts a straight forward warning to all those with ill intensions of pandering in malpractices. The Kifeesi teams, crime preventers and police should therefore limit themselves only to the constitutional provisions pursuant to Electoral laws. We wish to participate in a free and fair process and we shall not be liable for any repercussions pursuant to contradicting the process.

We are also concerned about the proposal, which is part of several amendments proposed in the Constitution Amendment Bill 2016 and is spearheaded by the Nakifuma County MP to provide for an open term of office for Commissioners under the Electoral Commission. The Bill seeking to extend the term of office of the Commissioners from the current ten-year non-renewable term to an open in a guise to allow for the Commission to retain more experienced individuals to run it is a blunder. This move by all means serves interests of Government and the President in particular. The appointment and permanent retention in such a move is ploy of recycled inefficiency and reward for stealing a vote at a period when no one has trust in the Commission as the President’s employees. This is evidenced in rewarding Eng. Badru Kiggundu in his new appointment as in-charge of Karuma and Isimba Power Dams Construction for the job well done in the EC. We are aware that this is a pilot plot to pave way for Life Presidency and we ask the President and his team to put their hands off the destiny of Uganda.

The country received the news of the reshuffle of the former Police PRO Fred Enanga. It is never astonishing that the Police Spokesperson is reshuffled because we have seen many come and go. What is startling is how a one Fred Enanga is replaced by the cantankerous Andrew Felix Kaweesi. The move saves Fred Enanga from living a life with his foot perpetually in his mouth. The Party is convinced that this reshuffle at such a time is uncalled for, diversionary and a political move from the IGP to cover up his recent mess in the Police but worse still; the organized mob he aided to attack the Courts of Judicature. We wish to stand clearly and state that the appointment of Kaweesi as the Police image, whether in interim or utilitarian capacity is not welcome at all. The personality of the Spokesperson brings out the entire image of the institution and that cannot be Kaweesi. We have a track-record of him from the days when he was in charge of the Police training school in Masindi. All Police officers who were passed out during his time have messed up the institution and haven’t acted any different from Aron Baguma, Arinaitwe Bwana among others. These are the fruits of Kaweesi!

When he was appointed Kampala Metropolitan Zonal Police Commander, his rough, inhuman and deadly actions as an individual are still fresh in the minds of the people of Kampala and the Metropolitan. This was a bit covered up when he was transferred to head the Human Resource Department and AIGP Director of operations. We have for long known that this is the true image of the Police, but the appointment of a person of such calibre will leave all Ugandans weeping whenever he appears in the media to justify police positions. Whereas the entire institution is rotten, we are convinced there is a better rot than Kaweesi! As a Party, we task Kaweesi in his new capacity to parade IGP Kale Kayihura instead of parading lower officers such as the truck driver. The IGP is at large and he disobeyed Court Criminal Summons.

The Independent Electoral Commission and the AdvertisingStandards Authority of South Africa have been formally requestedto stop the Democratic Alliance from continuing to broadcast an election advertisement that seeks to hoodwink voters intobelieving that, were he alive today, the former President uTata Nelson Mandela would have considered voting for the DA.There is ample evidence that Madiba would never havesupported the DA. He was a lifelong member and leader of the ANC, who made it clear that the first thing he’d do on arriving inheaven would be to find the nearest ANC branch.The Mandela family is outraged at this abuse of its revered elder. We understand that, as a founding father of our nation and beloved president, there is a sense in which Madiba “belonged” to all South Africans. But his legacy is not for sale to political parties. Not to the DA, EFF, FF+ or any other party.For the DA to use his voice to try and convince South Africans to vote against the only political organisation he ever held dear is acrudely disrespectful distortion of history.

Over the past weekend, a DA election advertisement using thevoice of former President Nelson Mandela was brought to theattention of the Mandela family. The use of the former President’svoice was not approved by his family or the Nelson Mandela Foundation.
It is a matter of public record that uTata Mandela was alifelong member and leader of the ANC, and that he said the firstthing he’d do on getting to heaven would be to join the nearest ANC branch. Speaking of the DA’s predecessors, the NP and DP,President Mandela once said: “The NP and DP are engaged in adesperate struggle to out-compete each other in a race whichthey believe will be won by whoever convinces the white minoritythat they are the most reliable and best defenders of white privilege.” 
 
For the DA to use uTata’s voice against the ANC is a distortion offact and a distortion of history. It is unfair, unpalatable, unethicaland unacceptable.

Mzee have finally wiped out the opposition as he promised after the announced victory!

Let be clear, right after announced victory from the Electoral Commission and Eng. Dr. Badru Kiggundu, President Museveni said that he would wipe out the opposition and he has done it with passion and certainly soon done it as his duty. In a way to make sure that the Multi-Party system in the Nation is a flop.

The opportunities and the silver coined framed opposition figures in the Forum for Democratic Change are joining forces in the Shadow Cabinet to gain some estimated figures from the coffers of Parliament and play the parliamentary pawns that Mzee needs this term.

While the Uganda People’s Congress are busy trading their soul with NRM, as they are getting two slots in the 81 size cabinet of 2016-2021. The rest of UPC under Olara Otunnu are distancing and in general might even create another branch, and party that becomes a new profile, since they don’t want to be part of the NRM and Obote’s son selling of inheritance to Mzee.

Uganda Federal Alliance have also sold their fortunes for a Cabinet position and is therefore silenced by the Mzee, as she the leader of the party want to serve him and also be a part of his established court.

The hardliners of FDC are either lingering in jail, detained, house-arrested or kidnapped by security forces as the rest of the party are playing hide-and-seek close to Yusuf Lule Road in Kampala. So the party of FDC is even into the half who wants to continue the defiance of Dr. Kizza Besigye, and the ones that are settling for the silver-coins with the lingering blood on it.

The Grand question is: where is the Conservative Party of Ken Lukayamuzi? They are not to be seen, JEEMA are they still out there? Justice Forum and their men who even have been besieged by the Police during the days of officiating Mzee; the smaller parties are totally silent or at a non-approach. Democratic Party and Norbert Mao have addressed concern and the initial connection with the shoot-out in Gulu, while that was not true and government made conspiracy, and with the newly dispatched Amama Mbabazi, the party should be stronger, though their lingering nothingness, proves that the ability that Mzee have had since leaving for his swearing in,

The Police Force monitoring and detaining, silencing and attacking the opposition, together with trading with weaker minded opposition have made the stalemate livable, as the mentor and ticking problem of Besigye, is going from court to court, and addressing charges after charges and even treason, as IGP Kayihura are paying criminals to be witnesses and uses all means, and even most brain-dead police officers to lie in court; like he did in Kasangati Court of late; when the justice had to listen to the testimony of the Police Officer who was a former colonel, but never been to the army. So the truth is that, as long as he doesn’t have a voice, the men are walking around unsure of how behave towards the oppressive and militarized government of National Resistance Movement.

All of the Opposition parties are toothless right now, the Human Rights Organizations of Kampala are raided and nothing happens. People and activist are kidnapped, soldiers are being shot and killed in made up conspiracies, while colonels and sergeants are detained as well. The paranoia of the state combined with the militarized politics and police force are taken freedoms and taken all parts of the state. The Opposition is on life support… Who is out there to save it, as the big man Dr. Kizza Besigye is away and nobody else have the legitimacy or the charisma to fight the powers with peaceful means while Mzee uses every tactic in the book to destroy and conquer them. Something he has been successful with ever since election and the reaping results are happening now, as he 10th Parliament are soon in function and the government are soon departing into brown envelopes, as business is back to normal after a hectic year. I Grieve over the MPs Officiating knowing the fraudelent Election

Usually, me a Political living being would be giddy and happy knowing that people who have worked hard and wanting to represent their constituency, finally gained their justice and the opportunity to work as legislators and men and woman working for the common good in the Parliament and in an chamber that, an august hall where the Members of Parliament would create and make policies for a better tomorrow.

So when they are swearing-in Members of Parliament in Uganda, I should be happy, but I am not. I am just, eh! Let’s say I am mediocre, or full of fatigue as the Electoral Malpractices, the sham-election and rigged election of 2016 still lingers on, I don’t believe the results of any of the Members of Parliament, even with the few MPs from the Opposition, but the way the practices and the total pictures is so flawed that even FDC men there; is just to show the Donor Countries that we have Multi-Party Democracy through the ballot, but I don’t believe that is the real picture. Even Norbert Mao couldn’t contest this election in Gulu Municipality.

There are little to celebrate as the elections are so hectic and fraudulent, nothing I see as the pictures of these representatives swearing-in on the Constitution or Bible. The words and the distinct participation, the regress of democratic values, while the Ruling Regime even tried with opening of new districts clear the citizens and the constituencies to secure the new hand-picked men of the Executive. The men and woman who even went uncontested for the position of becoming an MP; that is just questionable, as the NRM Primaries was just full of flaws, no matter how much Dr. Tanga Odoi thinks he is an election king and grand master of controlling elections.

Certainly the whole picture is a smear of sadness and grim anticipations of the 10th Parliament. Usually it would be looking forward with some hope of real progress and sustainability of wise leadership to develop infrastructure, education, health care and all level of bureaucracies of the state; instead it’s with sadness of the strong grip of power by the Executive and his hands into all coffers of the government. There are no strings his fingers is not touching, none orders from above that is not directed from him. His words are now laws while the MPs are paid to secure his views or silenced by the payment structure instead of representing the Constituencies and being Nobel leaders of the land.

The Parliament and their MPs are not a force to be recognized, they are puppets dancing to the tune of the Executive and his war-chest. A war-chest he is using to dissolve and disperse the crowds to silence the opposition with house-arrest, phony charges, spying on political activity and creating special police forces that are monitoring the opposition without any care of laws or freedom of movement. The Executive does what he can to centralize the Power in his hands, while letting the loyalist amongst him being happy on breadcrumbs; while the Executive eats the whole Bakery.

The liability and guilt-ridden authorities that does what it can to be there and keep the other at bay, at any cost and even starting to get rid of the men and woman inside the Police Force who might have allegiance to the Opposition, as they did not accept the way the Former Presidential Candidate Dr. Kizza Besigye we’re able to get out of his home on the 11th May and have a Mock Swearing-In 24 hours before the Executive himself Sworn himself for the 7th term in Office.

“Besigye exchanged all the cloths and the helmet with the motor cyclist (Commonly known as Boda Boda) man. Immediately without wasting time, Besigye jumped on the bike and that’s how he managed to escape”.

The initial violence against the Opposition, the detaining, the sieged headquarters of Forum for Democratic Change, the raids against the rehearsal studio of Bobi Wine and the raid of JEEMA Forums headquarters in recent days. So the level of political freedom is dwindling, the FDC house-arrested MPs was only freed so they could be there and be parts of Swearing-in, not being really free.

Therefore today’s action at the Parliament doesn’t really matters to me, because of the state of affairs, the electoral laws and the war-chest of President Museveni. The way the Security Forces are used to silence the Opposition and the citizens are unbearable, the tear-gas and the live bullet towards fellow peers, is not justice as the civil disobedience should alter the actions of the government, not make it detain the ones that opposes it. This is the reasons, why people oppose this government, this Executive and the current Police State.

If the people and the government where in sync then the government would not need to deploy the army for the Swearing-In, would not need to deploy the army around the Election Day and would not need to use French Speaking Soldiers recently, as the Government would have trusted the people and the people would also trust their representatives in Government. This is natural beneficiary stations between the elected people and the people who are elected. But since the representatives are selected by the Executive instead of by the citizens that they are supposed to be; therefore the Executive uses the Army and Police to silence the ones that feels the representatives is not representing them.

Certainly, some of the MPs are proud of the Elections and finally made it after many tries, but the sham elections, would hope that they came into Parliament like FDC’s Francis Mwijuke who finally cracked into the Parliament. I wish people like him came into the Parliament without the questionable elections as then the legitimacy of his Honorable position. I would have congratulated him more for the honor, but he and the ones who have fought for become MPs had deserved to come there through a credible and fair election.

I don’t care what Hon. Jacob Oulanyah hoop’s and lies to get to his position again, as he had controversies into the ballots and other issues with his local Talley Offices and results. Others were in the same way, not everybody who was elected without contest like Hon. Sam Kuteesa. The others have to pay of their constituencies and use the NRM Village Fund and the 250k could not save the votes or the Local Councils who needed the money to clear the local pledges. There certainly too many issues with this election and violence to be happy about the Members of Parliament swearing-in.

It is not enough that Eng. Dr. Badru M. Kiggundu can announce whatever he wants and follow the Master, the Executive who is in control of the Electoral Commission, as he has appointed them and keeps them in order. Therefore the results are cooked in away the Executive wants them, instead of honoring the citizens and their votes. Therefore you saw on the Presidential Election that people showed up, but on the Local Councilors and Lord Mayor elections where the we’re less people showing up to the Polling Stations; shunning the ballots, because of the lack of transparency and value of their vote on the Election Day for the Presidential Election. The Electoral Commission together with the Authorities with their arrogance thought the people or the citizens would not mind the harassment or the violence from the Police towards the Opposition, they we’re wrong.

As we speak Dr. Kizza Besigye is sent from Moroto Government Prison and airlifted to the Luzira Prison. His second time treason charge as President Museveni cannot own up to his thieving and has to stifle the opposition by all means. Therefore he will blame the international community and others then looking into his own created problems. Henceforth he will deplete all outcomes and crash all institution to consolidate more power. That is also why on the same day Members of Parliament where sworn in, the UPDF had official promotions, which happen to be his son Brig. Muhoozi into Major General of Special Force Command of the Army or the Flying Squad. So the Executives works to secure all wings of Government are under the family, we will see Janet as Minister and other close connected NRM elites in the 10th Parliament as the NRM are more unsecure about their security.

The Army and Police will be more draconian towards the Opposition as the people are not behind the NRM or their Executive. Peace.

There been written a lot about the General Elections in Uganda of 2016, myself is guilty for doing so and with that in mind. I have read through the newly released Report of the European Union Election Observers Mission of 2016. That is worthy of taking what I see fit to broadcast and what the Europeans who went quick, took a safari and also spent some time at the Polling Stations. Here is what they said about the elections!

An important factor in what the EU thinks about the General Elections of 2016:

“Vital electoral reforms did not take place prior to the 2016 elections. Proposed amendments to the electoral legislation, compiled under the ‘Uganda Citizens Compact’, aimed at enabling the conduct of democratic elections, including to increase transparency in the appointment of the EC’s members, to restore presidential term limits and to improve parties’ financial accountability, were disregarded by the executive. Consequently, the legal framework contains gaps and ambiguities and therefore, in several instances, falls short of international principles for holding genuine democratic elections” (EU EOM, 2016).

BVVR Uganda 2016

Election Verification of Voters:

“The newly introduced voter registration system improved inclusiveness and accuracy of the voter register (VR). The final VR contained 15.277 million voters. However, establishing the cut-off date of 11 May 2015 for inclusion in the voter register disenfranchised approximately half million potential voters who turned 18 after this date” (EU EOM, 2016).

Lack of Transparency:

While legislation contains provisions on reporting and disclosure of political finance, these are neither followed by parties and candidates, nor enforced by the EC. This lack of transparency weakens the credibility of the elections” (EU EOM, 2016).

Maladministration of the vote:

“Voters showed remarkable determination on election day, waiting long hours to cast their ballots. The markedly late arrival of electoral material in certain areas marred an otherwise calm election day. The EC failed to address growing tensions among people deferred from voting. Instead, an imposing presence of police in the vicinity of polling stations was observed. Further shortcomings, such as unsealed ballot boxes in 20 per cent and compromised secrecy of vote in 11 per cent of polling stations visited, were observed by the EU EOM. Positively, party agents and domestic observers were mostly present in polling stations visited by the EU EOM” (EU EOM, 2016).

Talley Centre mishaps:

“In 85 per cent of the District Tally Centres (DTCs) observed, the printed sub-county results, broken down to polling station level, were not handed out or publicised. The Electronic Result and Transmission System, used to transmit the collated results from districts to the EC, did not contain key anti-fraud measures. In several districts, the electronic transfer did not take place; the results were brought to the EC by the district returning officer in person. The final tallying for these districts could not be observed, further undermining the integrity of the process” (EU EOM, 2016).

“The chairperson of the Commission expressed regret that he had nominated an opposition presidential candidate; made public remarks on a candidate’s family member, and on another occasion described him as not “exactly being a fountain of honour” (EU EOM, 2016).

Police intervene in the Election:

“On a number of occasions, opposition candidates, particularly from the FDC and TDA/Go Forward, were denied access to campaign venues, restricting their ability to campaign freely. The EU EOM received reports and observed extensive use of force by police, including teargas and assault rifles, to disperse crowds during Kizza Besigye’s and Amama Mbabazi’s rallies in Bukwo, Kasenge, and Ntungamo, among others.25 On 15 February, police detained Besigye twice, preventing him from addressing scheduled rallies in Central Kampala, and used teargas and live ammunition against his supporters, resulting in one death and several injuries” (EU EOM, 2016).

Government officials intervene in the Election:

The orchestrated use of state resources and personnel for campaign purposes was observed. Government officials took an active role in the NRM campaign, with several Resident District Commissioners and high-ranking security officials openly endorsing the candidacy of President Museveni and the NRM campaign. Thus, candidates’ equality of opportunity was not respected” (EU EOM, 2016).

Intimidation during the Election:

“In Bukwo district on 6 January, the police dispersed the campaign rally of FDC presidential candidate Besigye in Toriet Internally Displaced Persons (IDP) camp using teargas and assault rifles. Several senior FDC figures received minor injuries. The police stated that Besigye diverted from his planned route without justification and thus provoked acts of public disorder” (…)”On 25 January, the IGP stated that all critics who are simply ‘political opportunists’ can ‘go hang.’ On 27 January, he was also quoted saying ‘power shall not be handed over to the opposition to destabilise the peace the country has fought for.’ In a press release, the police later claimed that the media had misquoted the IGP” (…)”EU EOM observers received reports of intimidation of opposition and opposition supporters in Amuru, Bujenje, Buliisa, Gulu, Isingiro, Kamwenge, Kapchorwa, Kasese, Kiruhura, Kisoro, Lira, Masindi, Mbarara, Moroto, Mukono, Nakapiripirit, Nwoya, and Wakiso. Intimidation of voters was reported from Kiboga, Lira, Luweero, Moroto, Nakapiripirit and Sembabule districts” (EU EOM, 2016).

Bad rhetoric during the Election:

“On 9 October, the President was quoted as saying that anybody who attempts to oppose him will, ‘Be smashed completely and no trace of his remains will be found on the ground,’ and on 20 December that ‘The thugs who attacked NRM supporters in Ntungamo will pay dearly.’ NRM secretary general Justine Kasule Lumumba was quoted on Radio Simba on 25 January saying, ‘We shall shoot anyone who will come on the streets to demonstrate against vote rigging.’ On 1 February, the deputy RDC in Jinja was quoted saying: ‘Whoever will be found disrupting the February 18 elections in Jinja District will be shot dead.’” (EU EOM, 2016).

Campaign funding disclosure:

“The total amount of money jointly spent by presidential and parliamentary candidates is not independently calculated and verified. According to presidential candidate Amama Mbabazi, he funded his three billion UGX campaign from his personal funds and received no donations. Kizza Besigye disclosed that his expenses totalled one billion UGX, of which 96 million UGX were donations. Incumbent president Museveni’s campaign team refused to disclose the amount/value or sources of his campaign funds” (EU EOM, 2016).

Media Freedom during the Elections:

“The NRM, with more funds at its disposal, admits to frequently using paid-for pseudo-journalism to boost its visibility and enhance the reputation of both the party and its candidates. An edifying example of the system in place occurred in Rwenzori, where 17 outspoken journalists were compelled to attend the President’s briefing in Masindi state lodge. The President not only instructed journalists to campaign for the NRM at grassroots level, but also provided them with financial ‘facilitation’. Consequently, the line between advertisements and editorial content was blurred and the impartiality of information offered to the electorate was eroded” (…)”Hostile statements targeting outlets owned by the country’s largest commercial media house, Nation Media Group (NMG), were repeatedly made by the President and reiterated by the state’s top executives. This reverberated at the local level, with the RDCs and other state actors orchestrating measures that encourage self-censorship on issues that might be perceived as critical to the President or the government. Intimidating phone calls, “guidance meetings” for journalists and editors chaired by the law enforcement bodies, as well as requests to submit the radio’s programming to the RDC or local UCC representative prior to broadcasting were the most wide-spread measures applied to put media under pressure. The EU EOM received reports on such occurrences in 20 districts” (…)”On 24 January the President stated: “Monitor and NTV don’t know that there is a good, they just tell lies…. NTV is an enemy”. The President voiced a similar statement on 31 January. On 29 January the minister of Information and National Guidance: “There is no media house that can take the law in their hands…we definitely shall close them down”. The government/NRM spokesperson criticized media on 1 February. On 9 February owners and editors of all leading media houses were invited to the dinner hosted by the EC and the UCC where all were warned that UCC will “without a hesitation sanction the media outlets” (…)”Media monitoring findings correspond the parties’ and candidates’ assessment of the balance and quality of local radio coverage of their campaign. While 78 per cent of the NRM’s local leadership believes that media featured them fairly, the FDC’s assessment of radio’s impartiality is diametrically opposed, with 78 per cent of local party representatives listing examples of biased coverage. In 21 districts, opposition candidates were denied access to radio broadcasts or stations, and in 32 districts, biased coverage against FDC, Democratic Party (DP) or Go Forward was reported” (EU EOM, 2016).

Kampala 18.02.2016

Election Day:

“In at least four cases, the police used teargas to disperse voters at polling stations. Only shortly before the official closing of the polling stations at 4 PM did the EC chairman announce the three-hour extension of voting in Kampala and Wakiso district. This was poorly communicated to the polling staff in affected areas, and EU EOM observers reported polling stations being closed at first and only after some hesitation did the polling staff improvise and try to re-open voting sites” (…)”Unauthorised persons were present in eight per cent of polling stations observed, and in none of them did the presiding officer requested them to leave. Essential election material was missing in 12 per cent of polling stations observed. Typically, the missing material was seals, but in a small number of cases also ballot boxes, ballot papers in sufficient numbers and the voter register was not available” (…)”In one quarter of the polling stations, observers encountered voters being turned away for not being on the voter register. Such a high percentage of voters not being aware of the location of the polling station indicates the lack of voter information prior to the elections. Only in two per cent of the polling stations visited were voters deprived of voting without lawful grounds” (EU EOM, 2016).

Counting:

“In 37 per cent of polling stations observed, the Presiding Officer had difficulties completing the Declaration of Result Forms (DRF), and in almost half of the polling stations the filling in of the Accountability of Ballot Papers Form proved to be problematic. In 20 per cent of polling stations where closing was observed, the numbers in the DRFs did not reconcile. This can be attributed to malpractice, negligence and/or numerical errors. The latter two were widespread since there were neither provisions nor even proper guidelines on how to conduct the reconciliation at the polling station level. Moreover, after filling in all forms, the safety and integrity of the DRF was not ensured in 30 per cent of polling stations observed, as they were not put into the tamper-proof envelope as prescribed by EC instructions. Intimidation of polling staff during the counting was reported from four polling stations observed by the EU EOM observers. In 93 per cent of polling stations observed at closure, results were not posted outside the polling stations, as required by law. Nevertheless, party agents were given copies of the DRFs in 93 per cent of cases” (EU EOM, 2016).

Tallying:

“The ban on social media on mobile devices was not lifted for four consecutive days. The overall environment created by state actors during the final stages of the tallying of results curbed voters’ right to access to information as called for in Uganda’s international and regional commitments” (…)”Further constrains on the public’s access to information originated from the EC’s statement de facto prohibiting media to publicise results announced at the polling stations. Such live reports on results by polling station is a habitual and defining feature of Ugandan media’s election coverage as it enables each voter to independently verify the results in his or her polling station. With the FDC’s leadership being detained, the police surrounding Mbabazi’s home, and with critical media being effectively silenced, the EC held a monopoly over both the content of electoral results information and the pace of its disclosure” (EU EOM, 2016). “The results, however, did not contain data from 1,787 polling stations, affecting 43 districts, eight of them strongly” (EU EOM, 2016). The EC eventually updated the final result on 22 February, adding the results from 1,658 polling stations. The EC also nullified results from 129 polling stations in 34 districts due to various malpractices, including disruptions during voting and the number of votes cast exceeding 100 per cent of registered voters. However, the list of affected polling stations was not published, thus compromising the EC’s accountability” (…)”These were Jinja with 388 polling stations (PS) out of 399 missing, Rukungiri with 273 PS out of 276 missing, Kyenjojo with 277 PS out of 337 missing, Kabale 190 PS out of 478, Kampala with 162 PS out of 1,338, Wakiso 119 PS out of 1,359, Isingiro with 88 PS out of 385, and Ntungamo with 78 PS out of 432 missing. These eight districts account for 1,575 or 88.5 per cent of the missing PS” (EU EOM, 2016).

It is good to see that the Elections Observers is saying the same as so many other people have said about it. This here counters the words of Andrew Mwenda, Ofwono Opondo and President Museveni. The words that should stick to into President Museveni mind is this:

“Consequently, the legal framework contains gaps and ambiguities and therefore, in several instances, falls short of international principles for holding genuine democratic elections”.

Because he said this after the elections was over: “am glad that my people here have seen the mistake of listening to foreign meddlers.” (…) “If the international community has lost confidence in us, it is a compliment and it means we are right”.

So in his mind because the European Union now saying he is wrong and that the framework is co-operative with free and fair elections; then in the mind of President Museveni means we’re right. The President Museveni has now “won” the 7th Term and is ready for his 31 years of power. He is double the age of average aged Ugandan. So there is something missing and wished for. Therefore the ending of the tension and the presence of security outfits in nearby area. The Army and Police Force is close by and the ones that keep him in Power. Not the loyalty of the people or the legitimacy of the way he became the incumbent again! Peace.

P.S. Mr. Eduard Kukan I will be honest I had little faith in you and your mission as the fraudulent and praising foreign missions to express faith in the government they are funding through donor-aid and direct-budget funds. Therefore I thought that you would naturally say it was free and fair without hesitation. Because you went from Slovakia to go on Safari, drink some sodas and have matooki and be merry. But I am glad you did your job well, not because of your view, but because of sense observations and reports been told. That seems genuine as your concern for the maladministration and fraudulent elections you observed.
