Project abolish Article 102(b) is to extend the life-long Presidency of Museveni!

The National Resistance Movement and their henchmen are working hard to get this done in time. So their master and chief can continue to rule. The same they did when they abolished term limits in 2005. Before the 2006 General Election. The NRM and President Yoweri Kaguta Museveni have made this into a sport of how to make the Constitution of 1995, a useless work of art. They can soon be used as a toilet paper, since the legal value get lost when it is amended to fit one mans paradigm, instead of fitting the whole Republic of Uganda. Previous Constitutions has been abolished and changed with the one made in 1995, because the 1962 and 1967 for instance had serious flaws, they also either gave limited presidential powers in the 1962 and abolished kingdoms in the 1967, while making the President an Executive as well in 1967. Now they are planing to amend it just for one man, which is insane. And it just talk of one article in the whole law. It is this one!

Article 102: 102. Qualifications of the President.

A person is not qualified for election as President unless that person is—

a citizen of Uganda by birth;

not less than thirty-five years and not more than seventy-five years of age; and

a person qualified to be a member of Parliament” (Uganda Constitution of 1995),

It is the Article 102(b) “not less that thirty-five years and not more than seventy-five years of age”. This is the sentence and law that are planned to change. Since it doesn’t fit the aging body of President Museveni. The NRM are preoccupied with getting enough votes and finding the right code to change the one that is giving way to Museveni. The change isn’t the make the Republic better or governance better. It would be only because it fits the paradigm of Museveni. His life and his aging body.

This is not for betterment or making steady progress, this is so the NRM MPs and NRM Caucus, the review of the Constitution is only for the purpose of making the longevity of Museveni legal. So he doesn’t breach his own Constitution. Even it makes the Presidential parts and articles pointless. Make the law and the codes into perfect for him. Not making it wonderful for Ugandans, because this is making it so he can rule for life. This isn’t in solidarity or wishing to make a difference. Only because the President is soon 75 years old and he wishes to rule in old age like President Mugabe and others. That is the motivation. Nothing else, the rest is hogwash, bullshit and propaganda.

This will only benefit Museveni and the cronies who are loyal to him. No-one else… the only one benefiting is Museveni and his yellow party NRM. The abolishing of Presidential Age Limit isn’t for the greater good, it will not stop famine, higher inflation and battle unemployment. It will not create better development of agriculture or anything else. More or less making sure the State House and all the other powers will be Museveni to own. That is why he speaks of Ugandans and Ugandan values like he understands it all. Also, that he has to look into every single problem and sanctions provisions for the changes and who gets the needed help. No-one else matters since it has get the needed decision from the President.

President Museveni has a plan and that is to stay in power beyond his constitution for the second time. Changing it when needed be, there will clearly be happening because the Article 102 will be made for him. This has been talked about ages and now it will happen. If not before he turns 75 years old. The Gazetted Constitutional Amendment will give Life Presidency to Museveni!

That the Minister of Justice Kahinda Otafiire and Constitutional Affairs has The Uganda Gazette on the 8th June 2017, so the Constitutional Review Commission will look into needed changes in the 1995 Constitution, that was last amended in 2005, so that President Yoweri Kaguta Museveni could continue to run the Republic and make sure the National Resistance Movement (NRM). Still had the full-control of the state. This is how it has been today, since the two presidential terms got abolished in 2005, but now the age limit of the President is planned to scrapped to fit the age of President Museveni. So he can be the President until death.

President Museveni wasn’t a democratic demigod, instead he is the true President for Life, who doesn’t care about his own legacy and the state of affairs. This because the Republic are totally connected with him. Nothing else matter. This is the proof of the new Amendment, which most likely are made to be fitted his future. The future of a life presidency of Museveni. Nothing else, it is that simple. That a former revolutionary and liberator keeps now his republic captive.

He has captured the state and now keeps it hostage, he uses and spends the state reserves on his own, the crony capitalism, as the envelopes runs wild. There been reports earlier in June that the Members of Parliament to vote for a Constitutional Amendment would mean that they would cash-out Shs. 300 million. That means 426 MPs was elected and sworn-in after the General Election of 2016. That would mean in vast sum of Shs. 127bn. Which is more than the Presidential Donation budget in the Financial Year of 2017/18. And in the budget made for the Financial Year of 2017/18 he was given Shs. 70Bn, which means if the MPs are getting paid from the proposed Presidential Donations it would miss 56bn.

But, hey by then they already have new suits and shiny shoes fitting their brand-new SUVs granted on their Swearing-in as MP. Surely, the easy money as much all the other benefits for being representatives must be swell. The enrichment of becoming politician and representative in the 10th Parliament, if this means that the State House controls it and makes all the political organs as a vassal state. Because they just have to follow orders and comply. The Motion and the Bill might be written by Minister Otafiire, but he is only being a loyal subject of the President.

Since it isn’t the first time they tried to get the amendment of the 1995 Constitution and the changed one again in 2005. Therefore, the try in 2015 wasn’t successful, but now after recent election the MPs thinks it isn’t that striking the plan of the old-man. He just want to rule and without any consideration of the state, which is his vassal. They are just subordinate to his rule and all his subjects. Nothing else. It is so simple, the mere fact of the whole situation. Now if this law is enacted and becomes law, if they found a formula to make the Presidency owned by one man and continues to extend his powers. There aren’t any real state functions that matters, unless it gets his blessing and his provisions. They are all mere subjects, with titles and salaries, but not real ones, because they all just follows his whispers and his commands.

With the Life Presidency, the Vassal State under President Museveni will be official, not only mafia state, a despotic state, but a Vassal State, that is totally separated by the State House where all the powers reside and the decisions are made. Peace.

A look into how little the Wakiso Vote mattered to President Museveni in General Election 2016!

You would think on a day like this as the final rallies in Kyadondo East, which is part of Wakiso District, that the National Resistance Movement and the Police Force would bring peace. But they didn’t, they created chaos and moved independent candidates, as well as detaining them for interfering in their campaign rallies. This is the proof of vicious ruling regime and how the basic freedoms are limited for others, than the NRM elite and the President Yoweri Kaguta Museveni, rallying for his candidate in the district. But it seems strange that he cares, since with all due respect. He didn’t care about their votes in the General Election of 2016, as these areas have been a stronghold for opposition party Forum for Democratic Change and because Dr. Kizza Besigye reside in Kasangati, which is a vital part of Kyadondo East.

In Kampala and its adjacent districts, the Group observed voting delayed by as much as two to four hours and subsequently observed polling locations where voting was delayed by as much as six to nine hours. Anecdotally, in Kampala, there were several polling stations located within minutes of the premises of the Electoral Commission that did not receive voting materials on time” (…) “The voting hours were subsequently extended in Kampala. However, it appeared that this information was not extensively communicated, as voters and polling officials appeared confused and uncertain of the process. The EC announced that polling would continue in a number of constituencies in Wakiso and Kampala districts the following day. Turnout, however, was low on the second day – which was a working day – and it is possible that many potential voters decided not to attempt to vote, after having waited for many hours the previous day”(Commonwealth, P: 13-14, 2016).

Furthermore, eight teams across the country reported that polling stations could not open before 10 AM. A number of polling stations, notably in Kampala and Wakiso, had not opened within six hours. Significant delays and a lack of effective communication by the EC fuelled frustration and tensions among voters, with EU EOM observers and media reporting about large crowds protesting against being deprived of their right to cast the ballot. In at least four cases, the police used teargas to disperse voters at polling stations. Only shortly before the official closing of the polling stations at 4 PM did the EC chairman announce the three-hour extension of voting in Kampala and Wakiso district. This was poorly communicated to the polling staff in affected areas, and EU EOM observers reported polling stations being closed at first and only after some hesitation did the polling staff improvise and try to re-open voting sites” (EU, P: 29-30, 2016).

The EC failed to communicate and declare final results of presidential and parliamentary elections in a comprehensive, timely and transparent manner. The announcements of the presidential election’s preliminary results started while voting was still ongoing in parts of Kampala and Wakiso. The final results were declared within the legally binding 48-hour deadline, but they did not contain data from seven per cent of all polling stations, and therefore excluded some 675,000 votes cast. The EC delayed the publication of the final results broken down by polling station till 25 February and uploaded them on its website in a manner that did not allow for easy access or use. The EC also did not publish the scanned copies of the DRFs online although they were readily available in electronic format, thus further reducing voters’ access to information of public interest and in contravention of the principles outlined in the ICCPR” (EU, P: 3-4, 2016).

The 2016 Elections witnessed a number of violations of the right to vote, most notably due to late delivery of materials in Kampala and Wakiso districts, described by the Supreme Court as evidence of incompetence and gross inefficiency by the electoral management body. A number of potential voters we’re disenfranchised during the voting exercise, in particular persons who turned 18 between May 2015 and February 2016, detainees, including some pre-trial dententions and Ugandans in the diaspora” (FHRI, P: 25, 2016)

So both, the Commonwealth report, FHRI report and the European Union Observer Group saw the same vast indifference for the votes and voter turnout in Wakiso, the same was seen in capital, but that isn’t where the By-Election is happening now. This proves the lack of care and common sense as President Museveni drives Tuk-Tuk and talk of importance of electing people who serves him. He might say he wants to be challenged in Parliament, but everyone knows that is a lie. Therefore, he detained Bobi Wine earlier in the day and moved him to Gyaza town, so his presence could be in Kasangati and at Szasa Grounds. Not like he could be more ruthless, but surely he would rig these election like he did in 2016. Nothing new there, if the turnout would be meager and lack-lusting that would hurt the old-man. Since he cannot show 90-100% turnout, when there would be no lines of people showing up. Harder to rig just a bunch of paper compared to buck-load, which can be pre-ticket into ballot boxes and look legit. That is how they do, especially under President Museveni. The man who made himself a revolutionary by claiming UPC rigging in 1980s. Such a class-act the President, becoming worse than the ones he toppled! Peace.

Kampala’s BRT at this stage is a pipe-dream!

The Bus Rapid Transport system together with a Metropolitan Area Transport Authority (MATA), in the midst of the Kampala Capital City Authority (KCCA), Kampala City Hall and Ministry of Kampala. This are having different heads combined with the mastermind on the top President Yoweri Kaguta Museveni. Doesn’t matter what the ones in the parishes are considering, the Division Mayors, Lord Mayor Lukwago, KCCA Director Musisi or even State Minister Kamya. The one rubber-stamping the initiatives is and will be the President. Since he has his finger into everything.

That is why I have no faith in BRT. Even if it is stop the congestion, the lack of public transport in Kampala and problems of control of the Boda-Boda’s, the authority of the Taxi’s and the Specials. There are still significant issues to be reached. It doesn’t matter if they are banning or stopping certain transport options. As long as the ones working, are the taxis and boda-boda’s. These are the ones who has designated routes and travels with licensing for their routes. The Taxis are usually used Toyota Hiace imported from Japan, second-hand ones who was former bread-trucks, who are rebuilt to fit as many people as possible.

While a BRT means there will be heavy investments in stages, in divisions and in congested areas to fit the paradigm of buses. It isn’t barely putting buses on the road and assume the population will start taking it. The need for steady implementation of road structure, of bus-companies, of driving schools and of time-tables has to be put on order to make sense for the citizens to use it. Since it needs to be better than the transportation options that are today, like the taxis, boda-boda’s and specials. At this stage the Uganda Investment Authority (UIA) in their feasibility study estimates the needed funds to get it going at this point to be the staggering $612.06 Million. With today’s value of the Uganda Shillings it is about Shs. 2,193,883,999,999 UGX, in other terms over 2.1 trillion shillings. Which means one tenth of the Financial Year budget of 21 Trillion Shillings in FY 2017/2018. Just to put in perspective.

This infrastructure project of this size and ramification better make the roads of Kampala into bricks out of gold. Clear every single pothole and make sure the gravel grade more than standard. This project has been going on for ages without any movement or significant progress. Why I am writing about it, well there suddenly if it is true, some Chinese Investors who wants to touch the erratic transport system of Kampala. This are together with the Chinese Ambassador to Uganda, at the State House discussing investments into it. Therefore, the sudden move of actual fueled money into it. As the 2.1 Trillion shillings doesn’t grow on trees.

President Museveni stated this today:

The Kampala Metropolitan Rapid Bus Transport project is a necessity. We should not continue to have so many cars with limited capacity” (…) “The investor will construct 26 rapid bus stations, 420 stage shelters and an initial 400 buses with a carting capacity of 74 passengers” (Museveni, 18.06.2017).

With this unknown Chinese Investor, they are clearly indicating some infrastructure and some buses to put up. If this will see the light of day and will be honestly implemented, than there are start, but it takes time to find routes and needed ways to make it profitable, as there will also be lost oppertunities for the ones who used taxis, specials and boda-boda’s on these roads. That is if this isn’t a scheme and plot of manufacturing more monies through the state-house. Which wouldn’t be surprising knowing how the President often operate.

The BRT would be a bonus and strengthen the congestive traffic of Kampala, a needed one for more time working and less time stuck in traffic jams. It would be important for the citizens leaving the divisions and traveling across town to work. But the state haven’t been able in the recent years to pull it off. Maybe Chinese investments would help it and their involvement in it would see it moving. But it shouldn’t just be the President’s blessings over the investments. The KCCA, Ministry of Kampala and City Hall should all have a say and make reports on how to build it properly. As the UIA even states there have only been a feasibility-study. That is preparation for the solution, but not the white paper or even framework for the Divisions or Central Business District of Kampala to make the BRT a success. Right now it is dream, which most likely could turn into a nightmare before its shuttle.

NAMA Proposals in 2013 are even more costly: “The capital costs budgeted over the 15 year period were estimated to total some US$ 1.181 Billion”. That is the double of the estimates from UIA in 2017. Therefore, something has either been scaled down or the NAMA was considering more aspects in their plans, than the UIA has. But is not like the President today has delivered any paperwork or reveled any sort of information what sort of possible deal he done with the “the Investor”. He could be scapegoat or even a mirage for all we know. Because none is on the up and up.

Especially considering he had a meeting with them at the State House in Entebbe with none of the leadership of Kampala. The ones in Kampala will just later get the news of the building and investments, therefore has to figure out how to implement it and work-out the perks. Parts of me wonder if the President even has looked into the documentation and considered the needed partners in play. But that is just how the President operates. He just can build Rome on his own or Kampala for that matter. He has all the skills and the brown envelopes at his disposal. Peace.

Kampala City Power struggle continues!

The Kampala City and it’s local government structure is beaten to bits with the ideal of Ministry of Kampala. This with the appointed Beti Kamya. Kamya has her own tone and will-power. Therefore she has gone from the one of hardest critics of the regime, to getting appointed minister of Kampala. In the pay of Kampala, the are many actors. Some are entered through the ballots, like Councilors, Divisions Mayor and the Lord Mayor. Kamya sleeps bad just thinking about them, she has even problem with the vision of Kampala Capital City Authority (KCCA) own leadership like the other appointed Director Jennifer Musisi.

It isn’t strange it creating fatigue for the Minister, she has to deal with the leadership of these Division Mayors who feels like extras in Kampala are: Kasirye Nganda (Makindye), Ronald Balimwezo (Nakawa), Joyce Ssebugwawo (Rubaga), Emmanuel Sserunjogi (Kawempe) and Charles Musoke Sserunjogi (Kampala Central). All of this kind folks has offices and jurisdiction in their divisions. As well, as meeting with the Lord Mayor Erias Lukwago. So there are handful of people to agree or disagree with. In part, the City has many hands as the KCCA and the elected leadership are two pieces in the same pond. Than, the Ministry that is fixated on top are supposed to overrule it. Even though the Local Government should have a budget and some control. Not just being a ceremonial affair of handouts and ass-kissing on Entebbe Road. There should be more to it than that.

So when Kamya, the Minister who is having a bad day or hard time settling in is saying this:

Speaking on CBS FM morning talk show, parliament yaffe, which is moderated by Meddie Nsereko, Kamya said Musisi has lost direction. “Musisi has become a populist; you discuss something and then she rushes to leak it to the media. We meet every Monday; us the two ministers, the undersecretary, Musisi and her team. There is always an opportunity for her to ask anything she wants but when you bypass those channels and instead run to do your work from the media, then you’ve become a politician,” Kamya said. “That populism can’t take us anywhere; I don’t fight petty wars but what I don’t want is populism,” she added” (Lule, 2017).

Certainly, Kamya has gone tired of Musisi, surely like Musisi and former Minister Frank Tumwebaze went tired of Lukwago and impeached him. So they two could work alone and not have to deal with City Hall. Now one appointee wants to get rid of another. Strange that Presidential Advisor Singh Katongole hasn’t said anything. Since he should have the ears to ground and speak poetry at the State House. Surely, he might be busy with Mr. Mahogany at some party instead. What we do know is that Kamya, the minister wants to have all control and doesn’t want to have her decisions leaked to the media. I am sure that she thought she could clear the Park Yard market of Kampala without any fuzz. Kamya was so WRONG!

Maybe, Mr. Singh could have told her that, as the momentum of havoc upon poor traders doesn’t blink well. That isn’t populism, it is more that you honorable Kamya are a loyal crony of Museveni. Therefore, all your acts right now isn’t about justice or governance. More about control and you cannot handle that there are more hands taking decisions and making sure Kampala runs like it do. Clearly with all of those leaders, even Presidential Advisor and elected leadership. There are stirring troubles and strange it hasn’t been more. It is weird that the Division Mayors hasn’t been more outspoken and more direct about their issues. Since, Kamya likes to rule alone and have it all. But she is not alone in Kampala. She has to learn that, and that it isn’t only her words that are the final.

Be sure, she doesn’t want to hear that. If so, than there wouldn’t be a KCCA, City Hall, Division Posts and the Ministry running the same Kampala. Peace.

MPS 2017/2018 KCCA: A Political budget and a sorry state for the schools…

Honorable Beti Kamya have put forward the proposed budget for the Kampala Capital City Authority (KCCA) and it reveals certain aspects. For being such a loyal crony of President Museveni, Hon. Beti Kamya and Executive Director Jennifer Musisi are painting a bleak picture of the Capital City. Therefore, the reports from the leadership to the Parliament proves the initial mismanagement and the needed functions lacking resources. This is only in Kampala, just breath for a moment and think how it will be up-country! Just take a look!

For the FY 2017/18, KCCA budget is projected at UGX 337.39 Bn of which UGX 162.8 Bn is Government grants, UGX 20Bn is from Uganda Road Fund, UGX 31.79 Bn is for the FY 2017/18, KCCA budget is projected at UGX 337.39 Bn of which UGX” (KCCA, P: 5, 2017).

Political budget:

UGX 14.9 billion for Monthly emoluments for political leaders and their political assistant at Divisional and Authority level” (…) “ UGX 1.3 billion for Committee sitting allowances” (…) “UGX 103.4 million for payment of local council political leaders” (KCCA, P: 52, 2017).

Office advances:

The KCCA have put forward to the Town Clerks shs. 5 millions, to the Divison’s Mayor’s shs. 5 millions and the Deputy Mayor’s shs. 1,5 million, this is all office imprest, an imprest is an advance for government work. So the advance for office equipment comes for possibly service rendered (KCCA, P: 116, 2017).

Unfunded roads:

Over the last four years, KCCA with support from the Government of Uganda has invested heavily in improving the City Road network however, unfunded road works are estimated at over UGX 25.4 billion” (KCCA, P: 64, 2017).

Improvement of Schools:

KCCA inherited a total of 81 public primary schools many of which are dilapidated. The public schools accommodate a total of 67,700 children. Although efforts have been made to improve the conditions and facilities at some of the schools, many remain in a sorry state. The situation has also been compounded by the fact that KCCA does not have ownership of some of the land on which the schools are situated. KCCA requires UGX. 5 billion to reconstruct and upgrade 6 schools where title of ownership has been secured. These include; Kansanga P/S in Makindye (1200 pupils), Kisasi P/s in Kawempe (900 pupils), Kyagwe Rd P/s in Central (700 pupils and currently absorbing pupils from Nabagereka P/S), Bukasa P/S in Makindye (700 pupils), Mirembe P/S in Makindye (870 Pupils) and Kitebi P/S in Lubaga (2,100 pupils)” (KCCA, P: 64,2017).

This here says it all about the state of affairs in Kampala, there are planned expansions of roads and such, but that should be up to Kampala Express and Kampala Dispatch to discuss. Just joking, but the truth is that there is clearly a drainage problem and lots of the MPS is devoted to this, as much as the road construction as well. I just look at the total overall and what is most significant. Hope it gives you insights to how the new Minister and loyal crony Hon. Kamya thinks of the administration of the city. Peace.

Kahinda Otafiire is as blind as bat on the succession of President Museveni!

Why are you fighting President Museveni? What has he done to you? This man just have served his first year of the new term and you’re now talking about succession. Why are you looking for who will succeed him? Has he died? If we decided to reward him for a job well done, will you still talk about succession? We have numbers to in Parliament to…. Anyway that is not why I’m here. If we reward him for a job well done, will you commit “Suicide”? Remember where we were, how far we’re come… Justice centres, Electricity, water connections, what exactly do you want? Let’s be careful with the change we want” Kahinda Otafiire (NTV Uganda, 04.04.2017).

Let’s start first, we are fighting President Yoweri Kaguta Museveni and his clan who thinks they own Uganda, Secondly, who acts entitled on UBC, NBS and NTV as they did yesterday. The National Resistance Movement (NRM) have run the government since 1986. It is not like during the General Election 2016 was the first moment President Museveni entered the scene.

He has been a Defense Minster as far back as under President Dr. Milton Obote second term after they both got rid of dictator Idi Amin. This was written about his rise to rebellion in 1985: “Tito Okello, the commander of the army, reportedly met with his top officers during much of the day Saturday. Radio announcements appealed to rebel forces headed by former Defense Minister Yoweri Museveni, who has waged a long-running guerrilla war against the Obote government, to lay down their arms and join forces with the army officers” (…) “(United Press International reported from Stockholm that Museveni welcomed Obote’s overthrow but warned that his forces will have to be included in any solution to the nation’s ongoing state of crisis” (…) “(“The guerrilla force will be part of any solution,” he said on a Swedish radio broadcast. “If anyone tries to block that, we shall smash him, like that which smashed Obote.”)” (Powers, 2017).

So he again planned to bring down another government so he could be sure to gain power. That is a sentiment that he has kept. A reason why he still is in power and doesn’t want to let go. President Museveni believes he is the only one who can run the country, since he in the past was the man tricked the other big-men and the public to believe he was the best man. So when you listen to Gen. Kahinda Otafiire proves he still is in the 1980s state of mind, thinks that the world and Ugandans haven’t seen President Museveni during the three decades. The year between February 2016 to February 2017.

As another journalist wrote in 1985: “Friday, at his first press conference as the new prime minister, he cited his efforts “to build a Ugandan nation.” A key part of that effort is scheduled to begin today in Tanzania between the new military government and former defense minister Yoweri Museveni, leader of the National Resistance Army guerrilla group” (…) “On Friday, Muwanga referred to Museveni, whose participation in the new government is regarded as a key element in national reconciliation, as “a personal friend.” (…) “[Monday, reports from Uganda indicated that Museveni’s guerrillas were on the move — marching toward Masaka, the country’s third largest town, according to witnesses quoted by Reuter, and making other advances in the southwest of the country and north of Kampala, according to unofficial reports cited by The Associated Press.]” (Fitzgerald, 2017).

Even in 1985 as ever he proved his conning ways to use the position he had, while finding ways to spin his control from the others. Therefore, we all know that months later the NRA took charge and overthrow the new government post-Obote. It is sad that I have write about this again and recharge history, it is like Gen. Otafiire has a short memory. Surely, the blessings of being Minister when losing the Primary in the National Resistance Movement during the October 2015. He even went into the general elections in 2016 as an Independent Candidate, but the loyalty to Museveni gave him a place in the 10th Parliament. This official 5th Term of Museveni, which I have claimed that he is in his 7th term. Since he has ruled the Republic ever since 1986. I have giant issues with this being his first YEAR in charge. What about the years before 2016?

So in Kahinda Otafiire the years between 1986 and 2016 has vanished, so therefore, why debate the need for fresh blood? Well, the same rebel with one vision has run the game and rigged it for decades, that is why. I don’t know why that is so hard to understand, surely Muwanga, Ssemogerere, Otunnu, Besigye and Mbabazi feels that somebody else could run a government in Uganda. But Museveni feels the entitlement after the Bush War of the 1980s to run it for life. No-one else have sacrificed as much as him or deserves to run it more than him. Even, if that is not true.

The Ugandans shouldn’t care if Coca-Cola came out of the taps inside their buildings, if the President had provided them with free laptops and secured them all with government jobs. Still, it shouldn’t be natural for a brother to run a nation for 3 decades unopposed. Than, there are wrong with the governance and with the inner-party organization. But with the knowledge of the conning man that is the Museveni, it is not surprising to know that he has been the sole candidate for so long!

Gen. Otafiire are blind as bat, it is like he is completely blind and need surgery. If not he is not able to see well, that he needs to fix his glasses or his vision. If not he is unwilling to recognize the problems that is at hand. Since he is eating of the NRM and the government, he is again appointed by the President, even has he failed to get local support in his district and sub-county. However, Museveni knew that he would have loyal lap-dog in Parliament who would stay behind the President. Therefore, he gave him a Ministerial Post for his loyalty.

In return he will claim this obnoxious lies, the deceit and try to deceive the citizens with this sort of rhetoric. The NRA/M General wants to pull a ploy and try to devalue the terms that the President has had before. Like President Museveni, have run a Republic for decades, it is far from his first year as the Executive, as the President or the Commander-in-Chief!

NRM and Museveni has run the nation and not for the short period. There are all sorts of reasons for discussing the succession, it should have been from 1995 or latest 2000, as his time in charge has lingered for way to long. Therefore, the devolution of state institutions, importance of Okello House and the Presidential Handshakes become main factors in the regime.

So if you learned anything today, General Kahinda Otafiire is blind as a bat! Peace.

Uganda: FDC Party Officially welcomes dialogue between the FDC and the NRM (31.03.2017)

Opinion: Dear Swedes stick to IKEA, please forget the talks between Museveni and Besigye!

I don’t know if I should laugh or cry, but what sort of discussion should be from people who gave us IKEA, Volvo and tiny meatballs. We know that the Swedish needs to prove their worth in the world on other venues, than the Eurovision and hair-styles of Zlatan Ibrahamovic. Still, the recent of willingly sending Pro Bono people to mediate between the long serving, self reliance and thief in chief, the National Resistance Movement wizard, President Yoweri Kaguta Museveni and the Opposition leader, creator of Forum for Democratic Change (FDC) Dr. Kizza Besigye are supposed to talk between cups of tea and biscuits provided with Swedish hospitality.

The Swedish Government has confirmed that it has been approached and, has accepted, to mediate planned talks between President Museveni and former presidential candidate, Dr Kizza Besigye” (…) “The government of Sweden is involved in supporting and promoting dialogue in many parts of the world, as part of its policy of conflict prevention and support to peace processes. Sweden has been asked to facilitate a possible dialogue in Uganda,” Swedish Foreign ministry spokeswoman Katarina Byrenius Roslund, noted in reply to email inquiries from this newspaper. The “discussions are still at an early stage”, she noted, adding: “When there is concrete progress to communicate, we will do so” (…) “Ms Annika Söder, the Swedish state secretary, has been agreed on by the principals as the mediator for the expected talks. She flew into the country last week and held separate back-to-back meetings with the President and Dr Besigye on Thursday and Friday, respectively, in what knowledgeable sources described as “exploratory” (Butagira, 2017).

First and foremost, can the Swedes explain the content of tear-gas into public meetings, police blocking, detaining of FDC Youths, falsified charges against the FDC leadership, the Public Order Management Bill who is created to stop meeting of anyone else, than the loyal men of Museveni. How can there be talks between the parties?

Secondly, when every travel and meeting of FDC and Besigye is met with heavy police force, blocking of main roads and tear-gas when they congregate. What is there to discuss? What perimeter of Kasangati he is allowed to leave before it is an issue? What sort of ideas do the Swedes have in mind, except selling Volvo and SAAB to Uganda, instead of Isuzu and Toyota!

Seriously, that the Government of Sweden must either be blind or ill-minded if they think this will give way. If they know the history of Nairobi Talks of 1980s. When the National Resistance Army and the other parties gathered to iron out the differences. Than that was used to forge more way for the NRA agenda and silence the others with guns and ammo. Not generate peace without knowledge of Museveni landing on top. So this is in his blood and the blood that is shed for him to gain all power.

In July 1985, conflict between some Langi and Acholi soldiers led to the overthrow of the Obote regime. The coup, which brought General Tito Okello to power, shattered the military alliance between the Acholi and Langi and escalated ethnic violence. The Okello regime invited all fighting groups and political parties to join the military government. Every armed group and political party, with the exception of the NRA, joined the administration. The NRA, however, engaged the regime in protracted peace negotiations held in Nairobi. In December 1985, the Nairobi Agreement was signed under the chairmanship of President Moi of Kenya. However, the Agreement was never implemented and Museveni seized power on the 25th January 1986” (Global IDP Database, P: 18, 2004).

So will the Swedish buy into the mantra that everything can be reassembled and rebuilt? Since they want to forge a relationship between Besigye and Museveni. Museveni, who rather take up guns and get rid of opposition and vowed last year to destroy the opposition. Well, I am sure the Swedish we’re busy finding ways to export designer materials, than following the post-election dogma of Museveni. Since a man who only believes “he is the only man with a vision”. That is the man who is supposed to co-operate and negotiate with an advisory! Really?

A man who doesn’t want to talk about succession and doesn’t want to speak about his lingering in charge. A man who has run a country and nation since 1986, has nothing more to win or to gain by playing soft. If he does so and the Swedish is dumb enough to buy into the fake wood and think they get mahogany, than they will offer donor-funding and possible other prices for the so-called negotiations between the NRM and FDC. Even as the FDC Headquarter we’re a year ago a crime scene and many members and leaders we’re detained on manufactured charges.

There shouldn’t be these sort of talks at this point, if so, than the Swedish are legitimizing the thieving of Museveni and his NRM elite. Does the Swedish government want that on their plate? Is that the Swedish people’s prideful mission to support and trust in a corrupt and militarized government, while they at the same time is using Besigye as pawn?

The Swedish government, if they care should back-off, go home to Stockholm. Cut their aid and stop the talks. As they will only give more way to dictator and his clientele at the Okello House. There aren’t anything else to give.

Did the Swedish government do any research and care about the track-record of the Museveni regime? Have they seen how many mysterious deaths and men who has worked close who has either had to flee or been detained by his regime? Have the Swedish considered their implications in establishing legitimacy of the current leadership? Who doesn’t care if they bankrupt their country? While they are driving expensive cars on the State coffers?

Does the Swedish government need this win or this talks to gain international recognition, and not only sell IKEA furniture? Time to take the dozens pieces and assemble that the chairs in Umeå, and step away from Kampala.

Or do the Swedish government and their team no problem with losing their credibility for helping a fellow dictator? Peace.
