Opinion: These two ideas shouldn’t be thing in 2017: Goats for tuition fees and Jerrycan-Irrigation!

In the Republic of Uganda and Zimbabwe there are two issues that should not occur or need to happen, as the societies under Zimbabwean African National Union Patriotic Front (ZANU-PF) and National Resistance Movement (NRM), that President Robert Mugabe and President Yoweri Museveni has been the Executives for decades.

These two republics has both their issues concerning these gentleman, though not the same. Still, the republics has some dire needs. You know so, when President Museveni has to spread this message in the year of 2017:

I continue to encourage farmers to use drip irrigation. Even as we wait for government to roll out mass irrigation, farmers can irrigate their crops with basic tools like bottles. No one should let seedlings go to waste on claims of drought yet we are surrounded by water” (Yoweri Museveni, 16.04.2017).

The Jerrycan and bottle irrigation mantra in the land of steady progress, you can wonder and pound about the agriculture reforms that was about to happen when the NRM came into power. Where the wealth creation and the cash crops we’re supposed to change the economic landscape. Still, since the Movement ceased power in 1986, the same President as back-then has to spread the message of a drip-drop irrigation system based on bottles and jerrycans. Instead of modern agriculture, because of how he misused the state reserves and the donated aid. Therefore, the lacking facilitation of agriculture. So it is sad to know that the President Museveni has to propagandize the jerrycan irrigation system, like it is a fantastic invention and something that would really be a paradigm shift.

Than you have in Zimbabwe, the county of the Lancaster House Agreement, the ZANU-PF elite and the Bond-Notes, with a massive movement behind the voices of opposition, as well as the financial troubles under President Mugabe. Who has turned the Southern African breadbasket unto a food-import heaven as his land-reforms has destroyed the agricultural production as well as the economic climate. Therefore this news shouldn’t be a thing of 2017!

Parents who cannot raise tuition fees for children can offer livestock in lieu of payment or do chores for learning institutions, a Cabinet minister has said. The Sunday Mail understands that several State-run primary schools in Glen View, Harare have already adopted the arrangement. Primary and Secondary Education Minister Dr Lazarus Dokora told this paper last week, “Our schools have to be flexible and ensure those who do not have money to pay fees can work. For example, if there is a builder in the community, he/she must be given that opportunity to work as a form of payment of tuition fees” (…) “On the issue of livestock, the community has to arrange a market where everyone participates; from the school authorities, local leadership and parents themselves to avoid parents being duped” (Gwete, 2017).

So in the proud republic of Zimbabwe the Cabinet Minister Dr. Lazarus Dokora, says parents who doesn’t have enough cash to pay tuition fees can now pay in livestock or goats. We know by now that the faith in the Bond-Notes is abysmal, still that the Republic has such little cash flow; that can take animals as payments. Shows the neglect of the state, the little money circulation and the financial vows right now. If the financial market and the currency we’re in a better condition, than such massive amount of parents wouldn’t have to trade their goats and livestock so their kids can go to school.

That under President Mugabe, the citizens have to use their livestock and goats as trading tools, or even as currency because of the lack of stable financial policies. This shows the draconian state and what sort of government that is in charge. When they are more concerned about their Mercedes Benz’s than the population!

That the Zimbabwean people and citizens of the Republic run by Zanu-PF should feel betrayed by the lack of governance and care of the taxpayers funds. The Zimbabwean people should be in sorrow as even as their state is insufficient, it now has a plan not to only eat their monies, but also take their animals. So that the future of Zimbabwe can learn how to read and write, even type and some hopefully understanding better what it means to be a Statesmen. A Statesmen that cares about its constituent and their struggles, not just eat of it and leave them to rot. That is what the Zanu-PF elite does right now.

What we have have seen with these two stories is clear lack of policies and wish to intervene in the struggles of the citizens. We can see two governments, that is Zanu-PF and NRM, who clearly are both out-of-time and out-of-pocket as they scrap their best ideas to salvage some hope. The hope is that some can be duped by the idea and support the so-called progress. That it is progressive to take goats as currency to pay for tuition and the other revolutionary idea of using bottles and jerrycans to irrigate the dirt. That President Museveni and President Mugabe is over-due is proof with this. The milk is thick and nasty. The milk is not drinkable and if so you will vomit. The reality is that these men doesn’t see or doesn’t want to see.

They are eating of the plate and sells their propaganda, the own mindset of lies and deception, and it has been said so many times that the old-men believes. Even if it isn’t so. The manufactured reality and the destruction of the society, is the reasons for these tales, many factors involved, but the Presidents has been there through the stages. They have seen it all and created policies that has changed to this level of underdevelopment. If they really did care, than the countries would have looked different. If they would have created parliaments for serving cadres for the people and not their own bellies like right now. That is why many of them think these sort of policies are acceptable and even profess to them. Therefore, the republic’s are living in a state they doesn’t deserve and the citizens are used as pawns. Did President Museveni set-up Hon. Kabafunzaki for the three counts of corruption?

As it been told by the unraveling stories on the corruption scandal landing our way, is that Herbert Kabafunzaki went into a trap at the Serena Hotel, where everything was prepared, even the camera’s and the media was there at the arrival. As the Police Officers was the closely monitoring if he would eat the monies offered by the Aya Group. What makes me suspicious is two new revealed things, not the three counts but this.

Kabafunzaki charged on three counts of corruption for soliciting a Shs.15M bribe and directly accepting 5M bribe in exchange for clearing Mohammed Hamid from allegations of sexual harassment” (NTV Uganda, 11.04.2017).

So with the knowledge of the counts of corruption put on the State Minister Kabafunzaki, as he is lingering in Luzira Prison. This revelation in New Vision earlier if true, show’s that it is something missing right now: “He was allegedly arrested with an envelope containing the money by a combined team of Special Forces Command and Police at around 3pm” (…) “Hamid said President Yoweri Museveni was informed about the minister’s demand from which Police was tipped” (Lumu & Etukuri, 2017).

Three key aspects here, that should not be put under the rug. That the businessman himself, the one who needed to clear his charges of possible sexual assault tipped of the President. That means that the President himself called the Special Force Command, the group that has been run and become his Maj. Gen. Muhoozi unit inside the army and than also tipping the Police Force. This shows how little institutions and how little care there is inside the Security Organizations. That they follow the orders of the President blindly.

Secondly is that the mixed Special Force Command, army personnel are together with Police while arresting a fellow Minister and State Official. That they are there without warrants and for-warning. Thirdly, which are mysterious, that the Aya Group has the direct-line to the President. Also shows how license and business in general is operated in Uganda. That the foreign investors are directly in the loop of the President!

Counsel Kenneth Muhangi (Kabafunzaki’s lawyer) has presented three sureties as requested by court for Minister Kabafunzaki’s bail application. State prosecutor asks court for stringent bail terms including hefty amounts of money, passport & a land title. State prosecutor also wants Minister Kabafunzaki to report to court weekly if granted bail” (NBS TV Uganda, 11.04.2017).

So the Minister set for Luzira is really in a pickle and has a few hefty nuts to crack. This corruption scandal and Aya Group ordeal will be hard stain to wash off. Hon. Kabafunzaki can clearly look guilty and can be determined after the evidence to set so as well, but the idea that the President knew from Aya Group’s own Hamid, the man paying the bribe. Says something is wrong. Why would the one fixing the bribe and the payment of the Minister keep the President in the loop? Why? Secondly, why aren’t the Aya Group and Mohammed Hamid charged with trying to corrupt a fellow State Official?

His P.A. pleads guilty:

Brian Mugabo, the political assistant to Minister Herbert Kabafunzaki, pleads guilty of the charge of accepting a bribe of Shs5m from AYA brothers, on behalf of the minister and trying to make the minister escape punishment by throwing away the Brown envelop that contained the bribe” (Wesaka, Anthony – Daily Monitor, 11.04.2017).

So that the PA didn’t ask for guidance or even advice before the trial, as the Minister brought his set of lawyers, as the PA did say he was guilty of accomplice from the get-go. Makes the whole events seem stranger. Have the PA already made a plea-deal and made sure his future is set, as he did fix the set-up for the State Minister? Since the Personal Assistant usually keeps the diary and the other needed administrative tasks a Minister needs. Therefore, he knew what was happening at Serena Hotel and who he was meeting.

What still, doesn’t stop pumping in my chest, as the bets are off and the trials are really starting. Why did the Aya Group report to the President Museveni before the arrests and reveal the corrupt behavior of the Minister?

Because the counts shouldn’t only be on the State Minister and his PA, why isn’t their any case against the company who planned to alter the sexual assault case with him. Not that I want this minister free as the tapes and the revealed evidence to the public. There are many lose leads… there are many things leading one direction. But will the State House and the President say why they intervene and make arrangement for this too happen. That is how it looks and it is weird that these conclusions can come. Since a President should have better things to do, than to incriminate a fellow Parliamentarian… Peace.

Opinion: “Presidential Handshake” Vs “Bribe”; Why is one legal and the other illegal?

There are something serious malfunctioning in the National Resistance Movement (NRM), their whole operation and their idea of Government. The reason why is a Minister is now caught in the mix, though strange that he is in hot-water. Why do I say that? Since this is the government that has sanctioned the Presidential Handshake, the billing of profits from the Tax Case with Tullow Oil. So for me this is weird, that this one get illegal, while the other get rubber-stamped by the same government. Like a rabbit isn’t a rabbit, that these two is two of a kind. Take a quick look!

Days after the story of this accusation went public, police on Saturday arrested and detained three people including a State Minister, for allegedly receiving a Shs30 million bribe from the businessman” (…) “The police this afternoon arrested Hon. Herbert Kabafunzaki, the state minister for labour, employment and industrial relations who is also the MP Rukiga County in Kabale district. He is arrested together with Mr Brian Mugabo, a clearing agent. He was allegedly soliciting a bribe from the proprietor of Aya Group,” Mr Kayima said in a statement” (Monitor Team, 2017).

Can someone please tell me difference between Aya Group and Tullow Oil, certainly different types of businesses and also reach. That Tullow Oil got middlemen inside the Uganda Revenue Authority and got accepted through all forms of government before the corrupt arrangement of the Presidential Handshake, but why doesn’t Hon. Kabafunzaki get off the hook, when half of the civil service and the leadership involved in the handshake gets to kiss ass. There are something unjust about the whole case.

When contacted to confirm or deny president Museveni’s involvement in the arrest of the minister, Senior Presidential Press Secretary Don Wanyama said: “When the President said this is Kisanja Hakuna Mchezo this is what he meant. The message is clear, the fight against corruption has been taken to a new high and there are no sacred cows. Once you’re involved, you’ll be arrested irrespective of position. Corrupt government officials have been put on notice.” (Monitor Team, 2017).

It is ironic and strange to see the President involved in it and taking a strong stance on it, as he government and his officials are let’s say bluntly very corrupt. His former cronies like Gen. Jim Muhwezi and Amama Mbabazi was often on the list of most corrupt men in East Africa. Therefore, these words coming from Okello House is not really trustworthy, as the big business and decisions comes from the State House before they are sanctioned. So if the grand-corruption is appearing, than the President has said “Okay” and signed the agreement.

When we see stuff like this now, we know that if there are grand corruption or corrupt behavior it is either sanctioned by the State House or not accepted by the NRM cronies. Therefore, if they are arrested it is to make the world believe that the institutions works against this sort of economic transgression in society. For people like me this is not believable, that the NRM Regime cares, as the corruption scandals and the people walking free in mansions bigger than malls. So why should we mind?

Well, as long as the Presidential Handshakes are accepted and a way of giving illegal bonuses, which is a sort of corruption and eating of the state coffers. Why should this 30m shillings be an issue? Peace.

The Calvary blocks Opposition Food relief in Katakwi!

Jubilant reception as we arrived in Toroma, Katakwi District this morning. Situation quickly changed as police started attacking the people” – Dr. Kizza Besigye

You would think that under Presidency of Yoweri Museveni, that his Security Organization would show some sense, but there aren’t any common sense in the Uganda Police Force. As Inspectorate General of Police Kale Kayihura. This reports are coming from Katakwi town today, as the Police dispersed the public gatherings as the food relief from Forum for Democratic Change (FDC) was passing by the starving region.

This is something the government themselves wouldn’t have the capacity to do. They would let the people starve, with their Regional Police Commander (RDC) of Katakwi Francis Tumwesigye. The went all in with gun-shots, tear-gas and other violence as the FDC tried to do a good deed.

Lord Mayor of Kampala Erias Lukwago explains: “We have just wound up our visit to Teso Region. Despite the fact that police unleashed brutality and teargas to disperse peaceful and jubilant supporters, we managed to comb through various parts of Soroti and Katakwi. We handed over food relief to Bishop Obaikol, paid respect to the grave of the former Toroma MP and that of our fallen comrade, Counsel Okiring in Magoro” (Lukwago, 05.04.2017).

That a food relief in Toroma we’re delivered not only with the local Bishop Obaikol, but by the FDC leadership and leaders in the region, who has traveled in the region of late. The RDC Tumwesigye said earlier today: “No giving them food. Let them die of hunger”. How can such a person has a leadership role? What sort of government hires a person like this? The skirmishes from the Police Force have officially lead to five hurt people, the citizens who showed up to get fed.

That National Resistance Movement (NRM) government and the Honorable Minister of Disaster Preparedness Musa Ecweru have not delivered to the public, because of the FDC had prepared posho to the Toroma town, the Police to prove the point, the UPF even had to tear-gas and stop an 84 year old who went to the car of Dr. Kizza Besigye, so as he passes by the police went after the old man. This proves the little care the police has for the civilians.

You can wonder if the citizens matters to the police as they was even blocking Besigye from visiting the hospital to see to the ones who had to go to Toroma Health Centre. That the FDC leader was blocked to see the ones hurt by the police, when the food relief from FDC came into Toroma, Katakwi.

That the Police had to disperse and block a food relief proves how little they care and that the RDC would utter words and stop it. UPF and NRM proves that they doesn’t care and the world should take notice if the government cries. The FDC could have provided the posho to the citizens as an act of kindness, instead the police brutality will be remembered, not the gift from the opposition party!

Uganda: FDC Party Officially welcomes dialogue between the FDC and the NRM (31.03.2017)

Opinion: Dear Swedes stick to IKEA, please forget the talks between Museveni and Besigye!

I don’t know if I should laugh or cry, but what sort of discussion should be from people who gave us IKEA, Volvo and tiny meatballs. We know that the Swedish needs to prove their worth in the world on other venues, than the Eurovision and hair-styles of Zlatan Ibrahamovic. Still, the recent of willingly sending Pro Bono people to mediate between the long serving, self reliance and thief in chief, the National Resistance Movement wizard, President Yoweri Kaguta Museveni and the Opposition leader, creator of Forum for Democratic Change (FDC) Dr. Kizza Besigye are supposed to talk between cups of tea and biscuits provided with Swedish hospitality.

The Swedish Government has confirmed that it has been approached and, has accepted, to mediate planned talks between President Museveni and former presidential candidate, Dr Kizza Besigye” (…) “The government of Sweden is involved in supporting and promoting dialogue in many parts of the world, as part of its policy of conflict prevention and support to peace processes. Sweden has been asked to facilitate a possible dialogue in Uganda,” Swedish Foreign ministry spokeswoman Katarina Byrenius Roslund, noted in reply to email inquiries from this newspaper. The “discussions are still at an early stage”, she noted, adding: “When there is concrete progress to communicate, we will do so” (…) “Ms Annika Söder, the Swedish state secretary, has been agreed on by the principals as the mediator for the expected talks. She flew into the country last week and held separate back-to-back meetings with the President and Dr Besigye on Thursday and Friday, respectively, in what knowledgeable sources described as “exploratory” (Butagira, 2017).

First and foremost, can the Swedes explain the content of tear-gas into public meetings, police blocking, detaining of FDC Youths, falsified charges against the FDC leadership, the Public Order Management Bill who is created to stop meeting of anyone else, than the loyal men of Museveni. How can there be talks between the parties?

Secondly, when every travel and meeting of FDC and Besigye is met with heavy police force, blocking of main roads and tear-gas when they congregate. What is there to discuss? What perimeter of Kasangati he is allowed to leave before it is an issue? What sort of ideas do the Swedes have in mind, except selling Volvo and SAAB to Uganda, instead of Isuzu and Toyota!

Seriously, that the Government of Sweden must either be blind or ill-minded if they think this will give way. If they know the history of Nairobi Talks of 1980s. When the National Resistance Army and the other parties gathered to iron out the differences. Than that was used to forge more way for the NRA agenda and silence the others with guns and ammo. Not generate peace without knowledge of Museveni landing on top. So this is in his blood and the blood that is shed for him to gain all power.

The coup, which brought General Tito Okello to power, shattered the military alliance between the Acholi and Langi and escalated ethnic violence. The Okello regime invited all fighting groups and political parties to join the military government. Every armed group and political party, with the exception of the NRA, joined the administration. The NRA, however, engaged the regime in protracted peace negotiations held in Nairobi. In December 1985, the Nairobi Agreement was signed under the chairmanship of President Moi of Kenya. However, the Agreement was never implemented and Museveni seized power on the 25th January 1986” (Global IDP Database, P: 18, 2004).

So will the Swedish buy into the mantra that everything can be reassembled and rebuilt? Since they want to forge a relationship between Besigye and Museveni. Museveni, who rather take up guns and get rid of opposition and vowed last year to destroy the opposition. Well, I am sure the Swedish we’re busy finding ways to export designer materials, than following the post-election dogma of Museveni. Since a man who only believes “he is the only man with a vision”. That is the man who is supposed to co-operate and negotiate with an advisory! Really?

A man who doesn’t want to talk about succession and doesn’t want to speak about his lingering in charge. A man who has run a country and nation since 1986, has nothing more to win or to gain by playing soft. If he does so and the Swedish is dumb enough to buy into the fake wood and think they get mahogany, than they will offer donor-funding and possible other prices for the so-called negotiations between the NRM and FDC. Even as the FDC Headquarter we’re a year ago a crime scene and many members and leaders we’re detained on manufactured charges.

There shouldn’t be these sort of talks at this point, if so, than the Swedish are legitimizing the thieving of Museveni and his NRM elite. Does the Swedish government want that on their plate? Is that the Swedish people’s prideful mission to support and trust in a corrupt and militarized government, while they at the same time is using Besigye as pawn?

The Swedish government, if they care should back-off, go home to Stockholm. Cut their aid and stop the talks. As they will only give more way to dictator and his clientele at the Okello House. There aren’t anything else to give.

Did the Swedish government do any research and care about the track-record of the Museveni regime? Have they seen how many mysterious deaths and men who has worked close who has either had to flee or been detained by his regime? Have the Swedish considered their implications in establishing legitimacy of the current leadership? Who doesn’t care if they bankrupt their country? While they are driving expensive cars on the State coffers?

Does the Swedish government need this win or this talks to gain international recognition, and not only sell IKEA furniture? Time to take the dozens pieces and assemble that the chairs in Umeå, and step away from Kampala.

Or do the Swedish government and their team no problem with losing their credibility for helping a fellow dictator? Peace.

Opinion: UPFF seems like made-belief by the Calvary, as the NDA and SUN never reappeared!

Kaweesi Murder Probe: Police warns public against conspiracy theories and speculation, adds that such will slow down investigations” (…) “Police are investigating a group calling itself ‘Uganda Patriotic Freedom Fighters’ that claims to have murdered AIGP Kaweesi” (…) “The group posted on social media commending itself for a job well executed and blamed police for arresting innocent people” (NBS TV Uganda, 27.03.2017).

There been many rebel outfit of late who has taken claims of violence and robbing Police Stations, what is common is that that they come into light and fade into dust as quick as they came. These ones has all been parts of questionable acts and taken weapons and ammunition from the Police Force. Still, there has not been anyone who is caught for these crimes, neither has there been anyone taken to court. Therefore, I wonder about the newest who appeared this month!

In March 2016, the sun set on Uganda, and initially “We, Save Uganda Now” (SUN) that took responsibility for the attacks on Kapchorwa Police Station, where the former army commander ‘Mali Moto’ we’re running it. And ever since then they have not reappeared!

In June 2016, a new surfaced rebel outfit named National Democratic Alliance (NDA) attacked the Gulu Central Police station, as it was even stated by the Police Force that is was UPC Deputy Secretary Dan Odiya Oola, who was in charge. The NDA has not attacked anything else since the day in question.

Than there was the Rwenzururu Kingdoms Royal Guards and the “Kirumiramutima” (the Strong Hearted) that was a militia in the Rwenzori and Rwenzori Sub-Region. These ones created problems in the region after the election and supposed to done so since 2014. Still, the violence only appears when the Uganda People’s Defense Force (UPDF) arrives in Kasese, like last year in November, when the Flying Squad twice attacked the Buhikira Royal Palace in Kasese. It is easy to forget, but the problem of rebels appears when the Police and Army attacks innocent civilians in the region. That problem also disappear when the army leaves the region. Than the locals are preoccupied burying the dead.

So when I here that a new rebel outfit takes the responsibility for the assassination of the Assistance Inspectorate General of Police (AIGP) Andrew Felix Kaweesi, they we’re suddenly a group who claimed on social media called Uganda Patriotic Freedom Fighter (UPFF). They came out of dust and has no history, just like the groups who apparently was in charge of the assaults on the Kapchorwa and Gulu Police Stations during last year. The pattern are written in the sand.

The serious rebel outfits has been scattered and are now based on foreign territory, as Allied Defense Force (ADF) is based now in the Democratic Republic of Congo and Lord Resistance Army (LRA) who are in Central African Republic (C.A.R). So these are not something that is apparent problem for the security organizations or the Police Force.

So I have a hard time believing that a new outfit of rebels has that sophisticated and knowledge about top leadership inside the Police Force, that they get the knowledge of the Police Commanders house, road and about the time he leaves for his office. That the Rebel Outfit UPFF came into force and with actions all of sudden. It came from the moment of clarity as it usually do after the incident.

Just like rebel outfits came into action right after the Police Stations was assaulted in 2016. All of a sudden the ‘strong hearted’ rebelled in Rwenzori.

Now that Jospeh Ssonko, appear and claims responsibility days after the death of Kaweesi. As much as the new Police Spokesman today Asan Kasingye speaks these words and tries to explain the on-going investigation. Since the UPFF, SUN and NDA are all coming from the same source and sources are all quick and brief online. Still, their placement and quick relief of information comes and goes as quick as the government needs it.

Therefore, the government hopes people forget the other rebel outfits and leaders, as they dwindle in presence and importance. However, the dead and the families of the lost will still wonder what really happen, this are the losers of this political game, as the ones who ordered and got the AIGP Kaweesi assassinated. As well, as all the other speculations that opens up questions of this public display. That the Police Force and their leadership wants to peddle this sort of false narratives instead of dropping proper intelligence. This proves that the Police Force is rotten, as the government is lacking will of accountability and transparency. So if the Police Force and key leadership together with other Security Organizations had offered or created this sorts of violence. Than, the Republic would know that rebels and the other created stories, might just be hogwash.

That this is a possibility, that the Uganda Police Force, that the Army and the other agencies wishes to subdue and silence the public discourse as they comes with false information. This seems probable, as this is yet another group arriving to court without any invitation or knowledge of their origin and their leadership. Like the knowledge of the start of ADF and LRA are inescapable and accessible. But if you tries to get knowledge on UPFF, NDA or SUN, your have to invent the wheel and than take ride.

Joint statement on behalf of the Government of Uganda and UNHCR: ‘Breaking Point’ imminent: Government of Uganda, UNHCR say help for South Sudan refugee inflow urgently needed (23.03.2017)

This year alone, more than 172,000 South Sudanese refugees have fled to Uganda, with new arrivals in March averaging more than 2,800 daily.

GENEVA, Switzerland, March 23, 2017 – The Government of Uganda and UN High Commissioner for Refugees Filippo Grandi today jointly appealed to the international community for urgent and massive support for the thousands of South Sudan refugees who continue to arrive to Uganda every day, fleeing brutal conflict, compounded by the limited availability of food.

Uganda currently hosts more than 800,000 South Sudanese refugees. Among them are some 572,000 new arrivals who have poured into Uganda in desperate need of safety and help since 8 July 2016. With present rates of arrival, that figure will surpass a million before mid- 2017. This year alone, more than 172,000 South Sudanese refugees have fled to Uganda, with new arrivals in March averaging more than 2,800 daily.

“Uganda has continued to maintain open borders,” said Rt. Hon. Ruhakana Rugunda, Prime Minister of Uganda. “But this unprecedented mass influx is placing enormous strain on our public services and local infrastructure. We continue to welcome our neighbours in their time of need but we urgently need the international community to assist as the situation is becoming increasingly critical.”

“We are at breaking point. Uganda cannot handle Africa’s largest refugee crisis alone,” said UN High Commissioner for Refugees Filippo Grandi. “The lack of international attention to the suffering of the South Sudanese people is failing some of the most vulnerable people in the world when they most desperately need our help.”

Chronic and severe underfunding has reached a point where critical life-saving help risks becoming dangerously compromised. Transit and reception facilities are rapidly becoming overwhelmed. Significant challenges are being faced in providing refugees with adequate food rations, health and educational services, and sufficient clean water; a dire situation further compounded by the onset of heavy rains. Currently, UNHCR urgently needs more than a quarter of a billion US dollars to support South Sudanese refugees in Uganda in 2017.

Uganda’s approach to dealing with refugees has long been among the most progressive anywhere on the African continent. Upon receiving refugee status, refugees are provided with small areas of land in settlements integrated within the local host community; a pioneering approach that enhances social cohesion and allows both refugees and host communities to live together peacefully. In Uganda’s Mid and South-West, land for these settlements is provided by Government. In northern Uganda, where the vast majority of South Sudanese refugees are being hosted, the land has been donated by the local host community, an outstanding display of generosity towards people fleeing war and conflict.

As a result Uganda was chosen as a role model for pioneering a comprehensive approach to refugee protection that complements humanitarian responses with targeted development action, benefiting both refugees and the communities hosting them. This was adopted as part of the New York Declaration on Refugees and Migrants at the UN General Assembly last year, and is now also being rolled out in other displacement crises – offering hope to millions of refugees worldwide. However, in the face of severe underfunding and the fastest-growing refugee emergency in the world, Uganda’s ability to realise a model that allows refugees to thrive now risks being jeopardized – and the future of the new comprehensive refugee response framework thrown into question.

New Study Finds Worrying Climate Trend in Karamoja Over Last 35 Years (20.03.2017)

Released in Kampala today, the ‘Impacts of Climate Change on Food Security and Livelihoods in Karamoja’ found that temperatures have been rising in Karamoja over the last 35 years.

KAMPALA, Uganda, March 20, 2017 – A new study carried out by the Government of Uganda and its partners has found a new weather pattern that threatens to worsen food insecurity in the Karamoja region if no action is taken.

The study found that the average monthly rainfall in the region increased over the last 35 years and that the rainy season is now longer by two months. However, the rains – which now fall from around March to the end of the year – increasingly varied in volumes. This unpredictability was found to undermine agricultural production, thereby threatening to aggravate food insecurity in Karamoja.

Released in Kampala today, the ‘Impacts of Climate Change on Food Security and Livelihoods in Karamoja’ found that temperatures have been rising in Karamoja over the last 35 years.

The rising temperatures threaten to increase the frequency, intensity and duration of heat waves in the region, therefore reducing availability of water for crops and animals. This too undermines food security.

A large majority of people in Karamoja, particularly women, were not aware that changes to the climate had been taking place over decades, the study states. However, most of the people that had perceived changes to the climate had not taken any action to adapt, typically because they did not know how to do so. Where trees were planted as an adaptation measure, the sale of charcoal and firewood were also a common measure that people took in response to climate-related crop failure.

Sponsored by the Swedish Government, the study was carried out in 2016 by the Ministry of Water and Environment with support from the United Nations World Food Programme (WFP) and the CGIAR Consortium’s Research Programme on Climate Change, Agriculture and Food Security.

The Uganda Minister for Water and Environment, Sam Cheptoris, said today, “These are significant findings that threaten any hope for Uganda achieving its Vision 2040 and the Sustainable Development Goals (SDGs), if no immediate action is taken.”

Cheptoris said that his Ministry was already calling for a national and regional response, advocating for climate change sensitive approaches across all Government sectors, educating the population about climate change, and undertaking emissions profiles.

“Karamoja’s population is heavily dependent on rain-fed agriculture, which is highly vulnerable to climate change,” said El Khidir Daloum, WFP Country Director for Uganda. “However, little has been known previously about the impacts of climate change on food security, and in particular, the ability of households in the region to adapt.”

WFP hopes that the findings and recommendations of the study will contribute to efforts toward appropriate adaptation measures while helping to identify policies that will safeguard the most vulnerable communities in Karamoja.

The study recommended that the Government and its partners increase investments in water harvesting and agroforestry schemes, education of the people, improved access to climate change information and the cultivation of drought-resistant crop varieties.

Within the Ministry of Water and Environment, the study was carried out by the Climate Change Department and the Uganda National Meteorological Authority.
