Opinon: Museveni’s growing ‘royal’ court

As of today the Executive, the 7th Term of President Yoweri Kaguta Museveni that started now recently after a rigged election. There been selected 31 Ministers, 49 Minster of State and one Vice President. The total amount of honorable Ministers is 80! The one career that is resurrected as he is the ‘Minster for crocodiles’ Maj. Gen. Kahinda Otafiire, the man who lost NRM Primaries this last fall in 2015, and lost again in the General Election in 2016, still he was able to escape and be get brownie points for Mzee.

Hon. Betty Kamya who has defended and attacked Forum for Democratic Change (FDC) and Besigye through her campaign, have been also elevated as she run for the Uganda Federal Alliance (UFA), she took over the Minister for Kampala City after Hon. Frank Tumbewaze who is now the Minister for Information, ICT and Communication, a Ministerial Post; that the now gone MP Gen. Jim Muhwezi.

Well, the good news is that Dr. Chris Baryomusi went to the Ministry of State of Housing, went from Health Care, where he said it wasn’t a big deal with the missing Cobalt 60 Teletheraphy machine at Mulago Hospital and the Uganda Cancer Institute, as the Cancer Patients’ would die anyway… So there is some justice in his demoted state into state minister for Housing… the people who has sickness in Uganda should be giddy, but wished that he was out of Parliament as he was so despicable when the Health Care scandal of Mulago came to light!

Well, then there Hon. Simon Lodoko, who for some reason are Minister of State for Ethics and Integrity… who wanted to sack Dr. Stella Nyanzi after her naked crusade after unethical political motivated in April 2016 from Makerere University.

And you have the wonderful Al-Hajji Abdul Nadduli, the former NRM Vice-Chairmen for the Central Region, gotten the fantastic Ministerial Post that I hope to have one day in my own country; Minister Without Portefolio. He can chill and get the brown-envelope with Ministerial perks and be a secure vote in Parliament as he is a Minister in the Cabinet. If the man ever wants to do crap, and deliver a petition or notion in parliament, it will be a bonus, but he could just relax in Kabalagala or hang out at the ‘Chicken-In’ at Wandegeya.

Well, will not take on more Minister’s even if there more than in enough the Cabinet, as other die-hards and loyalist Gen. Henry Tukumunde aka Money Man of General Elections, got his corrupt hands into a ministry as well, together with other Musevenism ministers like Hon. Sam Kuteesa, Hon. Matia Kasaija, Hon. Adolf Mwesige, Hon. Irene Muloni, Hon. Dr. Elioda Tumwesigye, Hon. David Bhati, Hon. Sarah Ochient Opendi and Hon. Oryem Okello… that I can mention in haste, without caring for their ministries… 9 ministries and ministers, also the First Lady got a bigger role this time Hon. Janet Museveni, she was tired of the Karamoja and not enough funds to take from Northern Uganda Social Action Fund (NUSAF II)…

As for the ministers and amount of them, the Executive are hiring more loyal people around him, he want a giant royal court and be midlevel level, as he wants to be the king on the Iron Throne, with the AK-47 and have whispers from every corner as he wants to control all men of his kingdom. President Museveni, are hiring and hiring men who are loyal to him and men who went as independent, as they lost the NRM Primaries… but he still want them around as they are good people for him and will not sell him out, as long as they are kept fed. Take a look at the numbers!

Museveni currently has 116 advisors in the Office of the President; but the statement suggests this number is to rise to 121 this financial year. This is 39 more than the number of advisors the president had at the beginning of his fourth elective presidential term in 2011” (…)”For instance, after the March 2015 cabinet reshuffle, former Attorney General Peter Nyombi and former Finance, Planning and Economic Development Minister Maria Kiwanuka joined the long list of presidential advisors who are former ministers. Some of the former ministers who are advisors include Gerald Ssendaula, Ham Mulira Mukasa, Ezra Suruma, Namirembe Bitamazire, Beatrice Wabudeya and Gen Salim Saleh. Others are former prime ministers Kintu Musoke and Apolo Nsibambi, former vice president Specioza Wandira Kazibwe, Dr James Makumbi and Muhammed Mayanja who were ministers in the 1990s” (Kaaya, 2016).

This proves that men who are loyal and silent without going into opposition, can expect to get a unelected position by serving President Museveni, as he likes loyalty and knowledge that him paying them keeps them close, as he knows the fellows who are corrupted by him and wants his corrupted behavior gone, will not be close; they will be silenced. The strange news from today was this:

“A further scrutiny of the list also found that former envoys Francis Butagira and Ibrahim Mukiibi are also presidential advisors. Two of the listed 116 advisors such as Hajji Badru Wegulo and Besweri Mulondo are dead” (Kaaya, 2016).

2 men are dead that are currently on the Presidential Advisory list of Uganda, that is explanatory of level of scrutiny the governance of Central government needs, the need for restructure and need for change from the Musevenism that everything circles around him and his visions, as they are now so corrupted and so owned by own personal gain… instead they are now all indebted to Museveni, instead of trying to build better government and ministries that serves the people, the citizens, instead they serve Museveni and wants to be in his court and get his word. That is why they want to be hired, instead of actually making a genuine difference and using the state affairs and state ministries to show accountability for state funds and their pledges. They are instead there all to serve President Museveni, and that is not a healthy functioning state, the government is paying for the bloated ministries, ministers, members of parliament, and all the loyal men that President Museveni keeps in his court, as the numbers of men on the State House Payroll, is also staggering, but that is for another day! This is just the official hiring, not the ones that serving the MPs, Ministries and State Ministers… Peace.

PS: I wonder who eats on the dead-men’s salaries, because surely somebody is catching in on the paychecks of the fallen Museveni soldiers… Think about that for a minute.

Opinion: Who is really the “Empty Suit”? Who might it be the Empty Suit in the Ministry of Health Care or KCCA? As the recent unfolded operations of maladministration in the public view… henceforth somebody who is just nodding to the Executive for the brown envelope.

McNULTY: “West Baltimore is dying and you empty suits are running around to pin some politician’s pelt to the wall. Thought you was real police, brother” (The Wire Season 2, Episode 13).

There is in this day and age lots of appointed government officials, they work supposed to be diligent and with honour of the codes of their work, not work directly for the ones that appointed them. That cannot always be easy as the station and the position would not been opened or given to the person if the appointee didn’t give that extended hand or blessing for the job. When you have that situation you need a strong state and strict regulatory regime that counter the possible backhand and kickbacks to the ones that appointed them.

Why do I discuss this at this point? Because it is a vital part of our government regimes and is a question that can be asked in nearly all parts of the globe. As all jobs in the branches of government does not automatically goes to the most educated, relied on or the one person who has the most integrity in the position. Instead the man or woman who gets appointed is an “empty suit”.

What some of them might do?

“What typically saves the empty suit is the tenuous relation between what he or she does and any actual business results. This may be a function of the job he’s in: a staff post, with lots of power to nix others’ initiatives but no responsibility to make or sell anything. Or a pocket of avoirdupois in a still-too-fat corporate bureaucracy, the kind of position that causes underlings to scratch their heads and wonder, ”Gee, do we really need all these vice presidents?” Or the empty suit may have come up through a system that rotates fast- trackers through a new job every 18 months, even though the effects of his tenure don’t become evident for two to three years. He hardly had time to get any grounding in the work his people do, and he may have royally screwed up the few decisions he was compelled to make, but when the chickens come home to roost, he has flown. If somebody has the bad taste to try to assign responsibility, the suit can easily fuzz the matter over by suggesting that the blame rests with his successor or former subordinates” (Kiechel, 1989).

There certainly similar like the ones described in our time in every department, every corporation and every single institution we know of. This might be the Electoral Commission of Uganda and the Independent Electoral and Boundaries Commission of Kenya. As much as the regulatory chairs of the banking industry of Kenya must feel like empty suits these days as the confidence at that is low-key as well. The Chase Bank, The Imperial Bank and National Bank of Kenya have fallen from grace. The most likely selling of the Barclays Bank African Group might also make the fragile banking sector into more disarray as the leading regulators seems like the extra board-members instead of people who uses their position and chair with care and uses the mandate to make a difference and even square.

The situations are different when the appointed is not hired for their knowledge of their field, but the loyalty of the regime or government that is running in the country. The likes of Ministry of Health in Uganda for the moment where the hospitals are creaking and the machines are criss-crossing between life and death. Electricity and other cases of depleted. As the missing extra blood for surgery, the copy-medication and the loss of necessary equipment; that shows the lack of management and reasons for empty suits. The highest empty suit for the moment must be State Minister for Health Hon. Dr. Chris Baryomunsi who seems to be more concern with catching checks then doing his job at this point. This point comes with the correlation of Minster of Health Hon. Elioda Tumwesige and the State Minister for Primary Health Hon. Sarah Opendi Ochieng. One of the three must generate a valued pay-check and makes sure that the NMS delivers the Global Funded projects and the other government funded health care, but either Chris, Elioda or Sarah, one of them or more must be a hired “empty suit” as the three of them are put into ministerial position working for initially the same thing.

It is just like the same mess with the KCCA where you have KCCA Executive Director of Jennifer Musisi. You have Frank Tumbewaze who is both Minister of the Presidency and Kampala Affairs. Then you have the third person who got a mandate the Presidential Advisor for Kampala affairs Mr. Singh Katongole what he does is surely only him and the Executive of Uganda who knows, since his appointment in December 2015 his silence must mean a envelope and letting Hon. Tumbewaze and Hon. Musisi does what they like. To make it more hectic you have the actual people’s elected through the ballot who supposed to run the Kampala Capital City Lord Mayor Erias Lukwago. So you have hon. Musisi, Hon. Tumbewazi, Hon. Katongole and Lord Mayor Lukwago. All of them are supposed to central people in the running of administration and regulate the divisions of Kampala politically and create policies that builds and secure the functions of KCCA. That must be hectic one of these men and woman must be a empty suit. Unless Hon. Katongole who I haven’t heard a word from since appointment is an ear-to-the ground and talking or addressing letters directly to the Executive or Head of State as his role has still not been served. As the accountability of the NRM-Regime is not strong they prefer keeping people in the dark.  Hon. Tumbewaze seems more to be the ones who was appointed to turn opposition Lord Mayor on his knees and therefore also gotten a permanent Executive Director in Musisi to shut down the elected person. But the end-game is that one of them must be an “Empty Suit” as the basic needs cannot be that big, and one of them is catching the brown envelopes without doing anything.

There are certainly more empty suits in the system as I started with the appointed men who is not educated for the position, but are there for the loyalty not because of the office is needed or there for a general purpose. That is the same as extra board-members in a corporation who is hired to vote for the general consensus in the board, but not to generate profits in some sense. They are there because the Corporation and LLC need useful idiots to be paid to follow the remarks of the stakeholders and shareholders, not the common-sense of their position.

Appointment of Nat. Gov. Spokesmen Kenya

We can all question the value of these leaders and honourable men-or-woman in a representative or appointed position by the President for instance. The level of credible men and woman and the need for expertise in the government organisations, into the department and the civic care from the road-development to the health care facilities need men and woman who knows the trade. As long the men does what is needed for the President or for the Stakeholders. The ones that lose are the ordinary person, employee or civil servants as they will either work under them or have to pay them tax-money to keep them. As they have to be paid an envelope to be the empty-dress. The person who is an empty dress doesn’t become that for free. Somebody has to be charge to keep him there. Most likely it is me or you. We can just ask ourselves. Who of the appointed leaders in government is an empty suit? Who in the corporate world are the extras?

Byandala

Lastly, why does the Minister Without Portfolio. Hon. Abraham Byandala gets away and is not questioned by the opposition or anybody else. Why is this man the free-man the invisible creature in the parliament that does not have scruples? This since this position is the epitome of a Empty Suit. He is a MINISTER, but does not have an OFFICE, Department or a MINISTRY to run. Hon. Byandala can do as he pleases and still get paid. You cannot check his ministry or running government portfolio as it is non-existence from the get-go. The Government Official without any oversight and anything to initial control or say in other words the official Minister of Nothing (MoN). Hon. Byandala is running the Ministry of Nothing. The Minister of Hot-Air and the checking the chapattis’ in parliament is fresh enough for Hon. Oulanyah’s taste.

Well, what do you think? Are the somebody you feels are an Empty suit? Somebody you question or wonder if really have anything more than pay-check from the Tax-Payers money, but does not use it’s office or even delivers anything. Then that person might be an empty suit who just nods the head to the Executive and the general leadership without exercising power or determine the future of the government institution, department or ministry. Even if the person is really doing anything in the boardroom or a needed voter for the stakeholders; if it is only the needed majority to follow procedure then the scheme need a check or reform.

There will certainly be more stories and the existence of similar men and woman who can be described as “Empty Suits” and be stooges needed by any administration and corporations as they viciously need structure to control the citizens and the policies without questions from the inner-circle. Even if that means not procurement of needed medicines, fuel, transformers or building bridges to easier access the missing Okor Bridge in Kumi District: “This project was intended to connect Nyero and Mukongoro sub-counties in Kumi district” (MoFED, March 2015). A bridge that does not exist or is built by now so the sub-counties is not yet connect because of the altered situation and have to run long roads around the area than crossing straight over the river. So a project like this says there some empty suits as in 2009 as company was hired to build the river, by December 2012 the works by the river had stopped. Even if the departments to UNRA gave reports of progress of the project was last monitored in 2014 and by 2016 there not been done more to build the bridge since the monopoly of the Chinese Contractor have stifled the progression and in the end wasted government funds into a building a bridge who does not exist. Just like the Ministry of Nothing Hon. Byandala.

More on the Mulago Cancer Institute issues; the racketeering has new excuses!

This here would be spin-doctors spinning the doctors and showing the surface to the world and the expenditure of not procuring the necessary tools for the Health Care workers on the Kings Hospital of Mulago. That story seems to have legs and straight after the general election, so steady regress it is.

First Update:

Fellow Ugandans, let’s try to get facts right. The Cobalt-60 machine was bought. It is awaiting construction of the bunker(the room to house it). Earlier statements that there are no funds to purchase the machine did not come from us. What is at stake now is the construction of the bunker. You may wonder why this machine cannot be housed in the current space. This space was assessed by IAEA and found that it is not suitable to house the machine. However fundraising for another machine is a good idea. The procurement process for the bunker construction has already started. In the meantime, other machines such as HDR bracytherapy machine are under use and other services are still on going” (Uganda Cancer Institute, 10.04.2016).

Second Update:

Dr. Orem the director of Uganda Cancer Institute (UCI) has assured Ugandans that cancer treatment has not stopped but just one of the machines used in treatment of Cancer has stopped. Cancer treatment is done in combination. Cancer can be treated comprehensively. Our capacity has been deminished by a small percentage. Minister Tumwesigye says that the dead machine will only slow down treatment by 20 percent but cancer institute will be getting shs 41.billion next financial year from shs. 17bn. You dont just walk and buy the machine like a scanning machine” (Daily Monitor, 10.04.2016).

That alters the information from two days ago from the same doctor:

Cancer patients receiving radiotherapy treatment at Mulago hospital may have to wait until next year when the new cobalt 60 radiation machine will be installed, after the old one broke down three weeks ago. According to Dr Jackson Orem, the director of Cancer Institute at Mulago hospital, it may be difficult to repair the radiotherapy machine, procured in 1995, to render efficient results” (EA BIZ INFO, 08.04.2016).

From the MPS Ministry of Health Report 2013/2014:

“The Committee noted the tremendous work registered by the Uganda Cancer Institute. However, the Committee learnt that the genuine cost of cancer treatment – chemotherapy was not known to the majority of the people, including the patients, thereby creating space for unscrupulous people to cheat patients. The Committee was informed by the Director Uganda Cancer Institute that chemotherapy treatment was free of cost, except that patients were charged 30,000 for the bed per night” (MPS P: 52, August 2013).

In the Annual Health Sector Performance Report of 2012/2013 stated this:

“Remodeling existing facilities and completion of the construction and operationalization of the new cancer ward” (…)”The remodeling of TB was finalized to accommodate patients originally from the Lymphome Treatment Centre ward. Relocated and remodeling the Laboratory, the Solid Tumor Centre ward and set up a temporally kitchen. Continued with the construction of the six floors Cancer Ward and during this FY, Plumbing Electrical installation and fitting were completed” (Annual Health Sector Performance Report of 2012/2013 P: 49).

So somebody is not telling the whole story, if not they did and then they changed to fit with the Racket of Don Museveni, which leads the Government and appoint the Health Ministry. This here saga is not over. Certainly somebody has not done their duty and their job since the machinery at Mulago Hospital Complex is not yet there, and they are using broken down machinery from 1995. 20 Years of steady service and not much upgrades takes its toll on the equipment. The worst thing is the see the spin-doctors and the words coming out; how the Doctor Jackson Orem is changing his words within 60 hours. That says something about the power of the Ministry of Health, not about his character as a doctor and a civil servant. Peace.

Even when the Ugandan Gov. have the funds for health care and medicine; they still mismanage the funds or does not procure the necessary kits, staff or proof of use of the Global Funds; findings from the Audit Report of February of 2016 from The Global Funds!

There been reported how the Global Fund has gone through and report how the donor funds to Government of Uganda (GoU) and the Ministry of Health. As the Value for Money way of auditing and describing the state of the programs that has been funded by this donor funding; this is especially against the diseases like Tuberculosis, HIV/AIDS and Malaria. This is the situation of the funds and how it was used. This is interesting to see how the Government of Uganda has been coming to accountability and responsibility toward the procurement and accessing the monies, as they was not using the allocated funds or unaccounted for. There is questions for why certain projects are so slow in procurement and why there is too little of specialized kits in the National Medicine Stores (NMS) as they had budget for a dozen more than; when the audit was happening. That is a worrying sign. But look at the quotes from the Global Fund report from February 2016, and see what the important pieces from it are!

Aids Support

“The Global Fund support in Uganda:

Since its inception in Uganda in 2002, the Global Fund has signed a total of 20 grants amounting to USD 1 billion, USD 623 million of which had been disbursed to the country at the time of the audit” (…)”The grants are implemented by two Principal Recipients, The Ministry of Finance Planning and Economic Development and The AIDS Support Organization (TASO). The Ministry of Finance has delegated responsibilities with respect to implementation of the grants to the Ministry of Health” (…)”Approximately 90% of Global Fund grants to Uganda are spent on the procurement of medicines and health products. The Secretariat’s Pooled Procurement Mechanism procures all health commodities with the exception of tuberculosis drugs which are procured by the Global Drug Facility” (P: 4, 2016).

Ratings of the work:

The rating of the operations tells a story on how the services are delivered in the country. As the Programmatic and Performance where you can see the accuracy and support decision making to check the quality service, second part is the Financial and Fiduciary how to use the actual grants and check them in an effective manner, this two both the Programmatic and Performance, and the Financial and Fiduciary is handled in a Partial Plan to become Effective (P: 5, 2016).

The Health service and Products which is the ability of the supply chain, deliver services, account the quality assured medicines and health manners in timely manner; the second rated work is the Governance, Oversight and Management it is the quadrate and the effectiveness of the grants and implementations of the arrangements. These two parts is not run effective by the government (P: 5, 2016).

Executive Summary:

“The Global Fund has signed a total of 20 grants amounting to USD 1 billion, USD 623 million of which has been disbursed to the Republic of Uganda since 2002” (…) ”Approximately 90% of grant funds are spent on the procurement, storage and distribution of health commodities. The Global Fund’s Pooled Procurement Mechanism buys the majority of the medicines and health products on behalf of the country, which has significantly improved procurement timelines and reduced commodity prices” (…)”Uganda has made progress in the control and treatment of HIV, tuberculosis and malaria with a reduction in new infections and/or incidence. However, if unaddressed, pervasive stock-outs of key medicines at all levels will result in treatment disruption for patients. Seventy per cent of the 50 health facilities visited during the audit reported stock-outs of at least one critical medicine, with HIV drugs being the most affected of the three diseases” (…) ”Differences of USD 21.4 million were noted between book and actual stocks at the National Medical Stores for 15 commodity types procured by the government and the Global Fund. The audit could not apportion the variance between the government and the Global Fund since the stores’ inventory system does not segregate physical stocks by source” (…) ”16.5 million condoms that should have been distributed for free were sold through social marketing. The funds generated from the sales (USD 0.2 million) remain unaccounted for” (P: 6, 2016).

Executive Summary Part II:

“The country’s change of HIV treatment policy and scale up plans have increased the number of patients eligible for treatment without a corresponding increase in government funding. This will result in a treatment funding gap of at least USD 90 million in 2016 if not addressed.

Consequently, the Global Fund is ‘front-loading’ commodities planned for 2016/17 to 2015 to address medicine shortages” (…)”Twelve per cent out of the 50 facilities visited were performing HIV tests with expired test kits and, contrary to national guidelines, 14% of facilities visited did not perform confirmatory tests on clients diagnosed as HIV positive. This raises the risk of clients getting false HIV results” (…)”The Secretariat, in collaboration with the Ministry of Health, has introduced data quality assessments. Vacant positions are to be filled to address the data related issues. However, funding for tools, training and supervision remains a challenge” (…)”There was also weak management of advances with some remaining outstanding for over 20 months. Value added taxes amounting to USD 0.3 million had also not been refunded to the programs. The audit identified expenses for which there was not adequate supporting documentation, amounting to USD 3.9 million” (…)”While the country lacks adequate funding to cover key activities, it has a low absorption of the limited grant funds that are sent to the country. The OIG noted that only 46% of funds disbursed to the Ministry of Finance between January 2013 and June 2015 had been spent at the time of the audit” (P: 7, 2016).

Pervasive stock-outs:

“70% of the health facilities reported stock-outs of anti-retroviral medicines and HIV test kits of between three weeks and four months” (…)”68% of facilities reported stock outs of anti-malaria medicines and test kits in the previous six-month period” (…)”64% of the facilities reported stock-outs of TB medicines of between one week and three months” (P: 9, 2016).

Use of medicines to treat other diseases: The audit noted that 32% of the 50 facilities visited treated 1,254 Hepatitis B patients with anti-retroviral medicines. The quantification of anti-retroviral medicines does not take into consideration their use for the treatment for Hepatitis B patients. This has contributed to stock-outs of anti-retroviral medicines for HIV patients who are the primary target of these medicines” (P: 9, 2016).

Gaps in HIV counselling and testing practices:

“Twelve per cent out of the 50 facilities visited were performing HIV tests with expired test kits” (…)”Contrary to national guidelines, 14% of the facilities visited did not perform confirmatory tests on clients diagnosed as HIV positive” (P: 11, 2016).

Inadequate and ineffective condom procurement and distribution processes:

“Condoms that should have been received in country in 2011 were only received in late 2013 due to a protracted procurement processes” (…)”Contrary to the grant agreement, 16.5 million condoms that should have been distributed to users for free were provided to Marie Stopes Uganda, a contractor, by the Ministry of Health and sold through a social marketing mechanism” (P: 12, 2016).

Subsidized anti-malarial medicines not accessible and affordable:

“Consequently, medicines are sold above the recommended price that is UGX 5,000 and not UGX 3,500” (…)”there is no instituted mechanism to ensure that the subsidized medicines are distributed outside the big cities to malaria endemic areas” (P: 12, 2016). “Key positions budgeted for under the Global Fund grants also remained vacant: for example, 17 out of the 43 pharmacists and HIV, TB and malaria focal points for the regional performance monitoring teams were not at post during the audit” (P: 13, 2016).

Difference between what they have funded to get and what they had at NMS:

Between Global Fund commodities issued by national Medical Stores and received by health facilities: The National Medical Stores inventory system indicated that 3.7 million test kits had been issued to a facility, but the facility recorded a receipt of only 3,000 kits. While the National Medical Stores indicated that the variance amounting to USD 2.41 million may be due to errors in the inventory management system, this could not be verified by the OIG auditors. The variance also affects the closing quantities based on the inventory management system and actual stock at the national medical stores” (P: 14, 2016).

“In-country quality assurance of medicines: The National Drug Authority charges 2% (amounting to USD 3.8 million from January 2013 to June 2015)39 of the “free on board” value of medicines and pharmaceutical products for in-country quality assurance. Afterthought:

This here shows worrying signs as the Health Care and Global Funds is either not utilized or misused, understocked even when the NMS is supposed to have dozen of kits for instance. The amount of monies not allocated even when budget for. That is a normal issue for the Government of Uganda under the NRM-Regime.

Just like the condoms that was supposed to enter Uganda in 2011, arrived in 2013. That proves the ability of the government to stall the procurement even when they have donor-funding to get the necessities. One key issue is that health facilities are lacking the necessary medicines for the treatment of Tuberculosis, HIV/AIDS and Malaria. The planning for securing the allocations is also lacking, therefore the planning and allocations is missing even when the funding from Global Funds is there, showing that the transactions between the Government of Uganda, National Medical Stores(NMS) and the International Companies who make the kits and medicine. Another factor is the longstanding time the health facilities are without needed medications and that should be worrying for the Ministry of Health.

The worst thing about this is that people who need the treatment have to wait for it or not get it in time as the health care facilities do not have it. That is the thing that worries me while reading through it, seeing the person who needs the care and medicine not getting it. So the Government of Uganda, Ministry of Health and National Medical Store (NMS) has a decent job to do. Especially since the matter of making procurement procedure and facilitate together with the different parts of governments organizations to deliver to the patient at a facility or the pharmacy. Today has been a good day a Saturday with quotes and actions from the trails. There been some serious hazard of actions from the ruling party of NRM. But hat is understandable, that is the only thing they know. That’s why the others have to campaign with defiance and strength to overcome the ruling party. There is heavy campaigning. Though not reports from them all. Like the smaller candidates.

I got the most notable from the trio of Yoweri Kaguta Museveni, Dr. Kizza Besigye and Amama Mbabazi. Not squat on the rest today.  

Erias Lukwago: “It’s now interesting that 95% of KCCA NRM councilors have not returned at the primaries”.

NRM vice chairperson eastern region Capt. Micheal Mukula said this recently: “Jinja town will never be granted a city status while still in the hands of the opposition”.

Ibrahim Nganda Ssemujju – “I have a feeling that if Kayihura doesn’t like you; you may not be announced winner”.

Dr. Kizza Besigye on the trail: “We spent $760m to buy 6 fighter jets. We can get $360m to buy laptop for secondary students”.

Gen. Mugisha Muntu: “I don’t understand why the most marginalized districts overwhelmingly vote for NRM”.

Olara Otunu: “Museveni has used the dived and rule policy”.

Amama Mbarara 21.11.15

In Mbarara where Go-Forward and Amama Mbabazi are having an rally later today on this Saturday. The Police wasn’t happy about that so they has jailed two hundred (200) boda-boda drives, motorcycle taxis, so that there would be less transport from town to the venue where the former PM where holding his Presidential Rally later today. Also the day before the Campaign rally of Amama Mbabazi their posters was taken down and changed for the NRM-Posters. Surely this is clean business as usual for the NRM-Regime. After the rally and little or no pay from the promised chiefs to shun the Go-Forward Rally; they have no been running and chasing the local RDC Office “demanding payment for their service”.

While in Kakyeka at the Total there the ones who was travelling and refueling their motorcycles was paid by the NRM for fuel, but many just entered the Total with NRM-posters, but when they left the Gas-Station they just threw the NRM-Poster away.

In Bushenyi there been groups and teams who has had their duty to take down campaign material and posters of Go-Forward and Amama Mbabazi posters in the town. They have even been caught on tape explaining the plans on how to do so. And that is fair game?

In Mitooma District NRM Supporters was disrupting the event and venue for the Go-Forward and Amama Mbabazi. That was because this district was a Museveni District.

Next weeks planned Presidential Rally for the Go-Forward team at the Lira Golf Grounds. They have now been sealed down with Iron sheets. So that when the other candidates will have a venue in town they have to arrange it at smaller spots like Mayors Ground.

In Bududa there were 104 NRM members who deflected after the rally to the FDC camp.

So there we go; another day done and the trail continue at high speed. The Police is very active still and showing its face yet again. For those who wondered if the police would be a part of this election? They are and the one interesting are the reactions to the deal between NRM and UPC. How the leaders of UPC respond.
