NRM Primaries – Losers of this rigged elections plans to go independent!

Well, the spokesman of the party is strongly saying the party will be more united now then ever after this Internal Election. Surely when they all or so many has rigged themselves there. Surely they can all discuss the value of pre-ticket ballots and stuffed ballot boxes in the polling stations. That must be something that is discussed in the four day conference at Kololo right?

Just think of Opondo are talking to Odoi: “How can we do it even better in the 2016? The media and this social media people have spread our malfunctions to the world and this moles are tearing us apart! We got to do something!”

Well, that is made up, but you get the point right, and what worth has it to have politicians when none of them lives by the old saying: “Taxation without representation”. But now, do yourself a favor an take a look at this wonderful masterpiece called the aftermath of the NRM Primaries and some of the reports I have gotten today!

Ofwono Opondo said today: “NRM is going to be more united then ever”.

Abletong:

“Owino has said Wednesday’s NRM primary elections were marred by massive vote rigging and intimidation orchestrated by armed forces. Mr Owino, who described the deployment of armed forces as “nonsense,” alleged that the army engaged in intimidating people, especially supporters of Ms Otengo’s rival, Mr Samuel Okwir” (…)“When time came for collecting polling materials and results, the police and the soldiers did not allow us to go to the polling stations. Soldiers were using the vehicles belonging to the District Internal Security Officer, OC station and that of the town council,” Mr Owino told Daily Monitor” (…)”The district party registrar, Mr Isaac Odyang, said the election was free and fair though he acknowledged there were few soldiers and police deployed about 100 metres from the tallying centre” (Oketech, 2015).

Amudat:

Reports from the area is that NRM members has burned the cards in the area up to a thousand member cards been put into the fire. A NRM member in the area said this: “There was no free and fair election in Amudat. What was in Amudat was National Rigging Movement,”

Arua:
“I take the opportunity to thank friends, relatives, family, supporters and the entire Arua community for standing firm with me during NRM Primaries. Though we didn’t make it, we thank God for taking as through the exercise. Not all hope is lost and I still remain hopeful for 2021. I congratulate Hon Abiriga Ibrahim for making it” (Brian Godfrey Obiga).

Buduma South:

Hon. Oboth Oboth is planning court actions after the conduct of the primaries in the district, which he lost. He claims that it was extensive rigging.

Buduma North:

Hon. Fox Odoi alleged rigged for one of the candidates and one of the contestants of the petition has already had it dismissed.

Bujenje County:

Princess Kabakumba Masiko lost her place rumored that she will now join Go-Forward.

Bufumbira East – Kisoro District:

Eddie Kwizera who lost to James Nsaba Buturo, he plans to either join the FDC or Go-Forward.

Kabale:

Fred Ruhakana said this: “I have today quit the NRM. The Primaries were highly rigged in favor of the incumbent”.

Kanugu:

“Those who lost in recent NRM elections have rejected results that were announced on one of the radio stations in Kanungu district saying that announcement was unfound. Those who are against the recent release include James Kaberuka, Ahimbisibwe Gad Rugaju,Josephine Kasya, Muhumuza Frugency and Elizabeth Karungi. They claim that there was no transparency in tallying process, tallying of votes in Kinkiizi west was not done and selective harassment of agents by police”

“Brothers and sisters, lam petitioning NRM EC to repeat the exercise of holding NRM party primaries in Kyaddondo South. If not, l am declaring that l will stand on an independent ticket” (Ahmed Musaazi, 2015).

Katakwi District:

Jessica Alupo (Now Minister of Education and Sports) who lost her place in the Primaries are going to run as an independent this coming election.

Kibaale:

“Police fired tear gas at National Resistance Movement party supporters in Kisiita sub-county, Kibaale district who were protesting results of the recent primaries” (Tumusiime, 2015).

Kitgum:

An aspirant for Kitgum Woman MP NRM flag bearer, Ms Jane Achiro Opio, has said she will petition the party’s electoral commission, calling for fresh elections after her name was not printed as number one on the ballot paper as she had guided her supporters” (…)”Ms Achiro castigated the district NRM officials for allowing the elections to continue despite realising that Ms Achan’s name had been erroneously entered on the ballots for Kitgum Woman MP election” (…)”“I had told all my voters to tick the first aspirant on the ballot paper because all the names of aspirants are arranged in alphabetical order,” she said.

Ms Margret Lamwaka was declared the NRM flag bearer with 20,200 votes” (Okot & Komakeach, 2015).

Lira:

Omara Odung the Mayor of the town lost in the Primaries to his now councilor. Mawa says: “votes from tally center of railway where he comes from not counted”. The now former mayor says now he will go into the polls in 2016 as an independent.

Mbarara: Mayor Aspirant of Etaara!

“That is the first promise that Mugabe Robert Kakyebezi made to the town dwellers, once elected the next mayor of the soon to become city; that he would restore the largely defunct street lights” (…)”Kacebezi took advantage of the slanderous language of the incumbent Wilson Tumwiine which turned a lot of support away from him” (…)”He also ridiculed some of his contenders saying that they owned no single building in the town and thus were not fit to be elected mayor” (UGBlizz, 2015).

One of the ones who lost in Mbarara Municipality Dr. Medard Bitekyerezo who describes himself: “There will be no end to the troubles of states, or of humanity itself, till philosophers become kings in this world, or till those we now call kings and rulers really and truly become philosophers”. He says that after losing he will run as an independent.

Mbale Muncipality:

Umar Nangoli lost to John Weekesa Wabongo, who now threatens to join Go-Forward if justice doesn’t prevail.  

Mukono South:

Rev. Peter Bakaluba Mukasa lost and is saying that he will go independent.

Nambole:

“Money-Man, Tycoon, Kingmaker Hajji Hassan Basajabalaba has lost the NRM National Entrepreneurs League Chair to Rukaari. He will no longer sit on the NRM’s prized top decision making organ the CEC. He was defeated with a margin of 53 votes after he polled 230 as his ‘tormentor, Rukaari polled 283 votes”.

Rwampara Country:

Vincent Kyamadidi has claimed that there was no place to tick him off on the ballot-papers and as a result of this he will go as independent candidate in the district this coming election.

Okoro County – Zombo District:

Stanley Omwonya rigged the elections so diligently that out of the four sub-counties, he only won the one which is his home and he still won the election for the new constituency that was made and called Oraa out of Okoro.

Tororo West:

Sarah Opendi will run as independent.

Journalist shot during the Primaires:

“Enoch Matovu, a correspondent for a local television, NTV, in Mityana District was reportedly shot on the head while covering an incident of vote rigging during the NRM party elections at Bulera police station in Mityana district. He sustained a bullet injury on his head” (…)”Matovu told HRNJ-Uganda that he was covering the incident and never saw who shot at him in the scuffle, “I saw the local people opening the car and removing the ballot papers which they scattered around the police station, and that’s when I stopped understanding. I later discovered that I was admitted in Mityana Hospital.” Matovu narrated. Two unidentified men have so far been arrested and detained at Mityana police station, according to police” (…)”The scuffle ensued when an unidentified man turned up at a polling station near the police with ballot papers and could not ably explain where he got them. The local people became hostile and wanted to lynch him but he managed to escape and hid inside the police station. His car was broken into and the ballot papers scattered by the angry locals. Matovu is still undergoing treatment” (HRNJ-Uganda, 2015).

The President speaks a NRM Conference in Kololo Grounds in Kampala:

“NRM always follows the truth. All the problems we have had in the party primaries is because people are not following those principles. That is why you find people hiding ballot papers to vote more than once.That is why some people interfere with the register” (…)””Why should people steal votes when you are there. You should not allow it. Why should you beat a fellow Ugandan?” (…)”The NRM secretariat died when it was under my young brother Mbabazi.   The NRM garden had grown weeds” (…)”A member of NRM can ask, what will I benefit? Then you tell him what about peace, free education for the children, roads? And he says even FDC members benefit in that. UPC used to give their leaders sugar and left out others and that is why they are no longer in power” (Mulondo, 2015).

Sideline story: 

The Same day one of the men behind the book called ’99 Reasons why Museveni Must Go’ who released the book on Friday (30.10.2015) at the American Embassy was shortly after that detained by the police. The man I am speaking of was the gentleman of Muhamed Ssegirinya.

I know I have read and written so much on this NRM Primaries, that is because its sadly very entertaining and also the issues continues to pile up together with massive reports. Now we are getting a sour loser who knows that these elections are rigging parties, pre-ticket ballots or written wrong on the ballot-papers. The tale of the NRM Primaries of 2015 is in the name of Kenyan Ballot-Papers.

If they are more united after this then there more united in the way of rigging themselves into power and not giving in to the people, and letting the people find the ones they want to represent themselves. So with the NRM-Regime they will continue to live in the sense of Anti Taxation-with-representation, because that is something Museveni fears with a passion it seems. Peace.

NRM Primaries a little to Yellow? Sorry wange, it’s to Mellow!

Postpone NRM

Well after days of Primaries where I have showed details after details of practices of the NRM Electoral Commission and the actions on the ground. These primaries has been magnificent and that the proud professor Tanga Odoi doesn’t have the honor to tell the world that he didn’t have the capacity to deal with all of the voting stations, voting material and the excess of practices on the ground.

The National Resistance Movement who has run a country for 29 years ever since the year of 1986. Has held Internal-Elections to see who might represent them in the General-Election in 2016.

The surprise to people is how Ofwono Opondo spread the level of cost that was on the election 5, 5Billion shillings. That there was set up about 60, 000 voting stations. At the same time there been only registered 47 cars to the political party. The last straw today was that the NRM Register Office is set under the NRM Secretary General and not in the National Resistance Movement Electoral Commission. Therefore the governing body that is in charge of this spending and the amount of cars combined with initial areas that need material doesn’t sound like a something that easily could be questioned. Then they imported the Ballot-papers from Kenyan producers, surely as Dr. Odoi has said he wanted to secure that it wasn’t like in 2010 when people had ballot-papers in their houses and in their pockets. It still hasn’t been smooth.

Ballot-papers has missed candidates, Independent candidates has been on the NRM Ballot-Papers in certain districts, there has been missing slots like 7 boxes to tick and 8 candidates, the ballot papers has ended in the wrong district, there been ballot-boxes in prisons and in Central Police Stations before arriving to Polling Stations. There have even been missing candidates on the ballot-papers. So many wrongs are just the simple ballot-papers or the slips that the voters are supposed to decide their vote. More candidates has been taken with tens of thousands or just thousands of pre-ticket ballot-papers in their houses and cars.

On top of this is the massive arrests, the winning candidates that are still in jail,  pre-ticket ballot-papers ready made for some candidates and some have pre-filled ballot-boxes arriving at the polling-station. FDC Members could willy-nilly vote and at certain voting stations. There been districts where the police have taken people with fake Yellow-Membership-Cards. People been taken to custody for election violence and others for charges of rigging the elections. The last charge has been in many districts. There been specific candidates who has had mobilization teams to bribe voters in counties, certain has been incarcerated for doing so. Certain candidates have held voters on gun-point to make them take the right decision on who to vote for!  The Police has thrown tear-gas into the public to shut down demonstrations after postponing the elections in the county.

There have even been candidates whom have stormed tally-centers with security personnel and demanded all the people to get out. So they could clear the results. Even certain candidates has stolen the ballot-boxes after voting and ended up in jail. There been even candidates who couldn’t control the tally-center so the candidate actually took the declaration form and got caught, ended up also in jail.

For all of this there has even been talking that the Ghost of Amama Mbabazi is the one behind all of this. Isn’t that taking away the 80% satisfaction of Dr. Odoi?

There has been talk of moles into this election and IGP Kale Kayihura has said that the media should step off from being the media and foreign influence is making a lot of trouble. Well, the bribes are local, the mobilization teams are local, the candidates rides locally, the districts are run by local men, the NRM has decided who the wanted on the ballot, not moles or international influences so, IGP Kale Kayihura need yet another reality check!

There has been voting in done electronically on their cell-phone through the magical place of WhatsApp. There has been candidates going to markets and buying soldiers and police officers votes. Some people in this Internal-Election have been stopped from voting in the polling station even when they are registered. The police have even stopped mini-buses with shipped people from county to county to make the tally. There has been magistrates and candidates held temporary hostages by the public for a hot minute for trying to buy the electorate in the municipality.

This here is to set the issues in perspective. To show how the practices has been during this internal election. I will not bring more or less election results from the rest of the internal election of the NRM because the Daily Monitor, Elections.co.ug or other outlets does it better and with manpower and time I don’t have. But you should look over the big birds that are shot down and the changes of guards that has happen in the party. Dr. Tanga Odoi needs to be set straight for this. There was chaos in 2010, but this here hasn’t been a smooth eiter! There have been districts and counties with peace. But there been a lot of irregularities in this internal exercise.

Hope that Eng. Dr. Badru Kiggundu and the big Electoral Commission of the state can do a better job or maybe even hide the malfunctions better for the General Elections coming. Because Dr. Tanga Odoi is showing so much weakness in this, the NRM party as the ruling party is showing shady practices and rigging on a major scale. And if this is a pre-run and test before the coming one, then there will be a long walk in the wilderness and an even longer walk for free and fair elections in Uganda. Peace!

Kahinda Otafiire – Bush hero finally being bushwhacked

Reports on the elections that lead to the fall of Kahinda Otafiire lost his place as an MP aspirant for the General election in 2016. So he will not be the MP for the Ruhinda South-Mitooma District. He lost to another brother on the ballot who actually is in jail! But first I will address the person and few of his previous actions and issues that he has had in recent years in his position as a government official. So that if the public known all of this it’s a miracle that he is still been staying as a MP and representing this area for that long with all this stories. So hopefully the brother who is jailed and Aspirant for Ruhinda South – Mitooma District has more clean hands then Otafiire! Take a look.

Gen. Otafiire said this this summer:

I have been with President Museveni for more than 40 years and he has not sent me to my voters. How does he start sending you who have spent the shortest time with him?” (…)”You will be saved by your deeds because at the level of primaries, we are all equal and stopping someone from standing would send a bad signal to the people” (…)”Don’t forget that we have competitors in other political parties who are seeing whatever we are doing. Just identify your weaknesses and plan to be stronger rather than blocking other people who want to stand against you” (Zadock, 2015).

A week later he said:

“I don’t think I am stupid as I appear. With all due respect, you’re insulting my intelligence” (…)”I don’t remember writing that letter although it has a signature resembling mine” (…)”I know Kasango as an officer of court. The documents were signed by Justice John Keitirima, whom I know well. I had no reason to doubt” (Walubiri, 2015).

Some cool quotes from the brother:

“Tamale Mirundi should leave issues of the generals to the generals.” Commenting on Tamale’s verbal attack” (…)”I am 85kg, do you think I have become big because of corruption?” (…)”what was a wetland doing in the middle of a city?” questioning the Nakumatt vs Nema saga” (…)”Even Museveni knows I am fire” (…)”I don’t like this nonsense. That is my private life, it has nothing 2 do with my public life as Minister. Whether I am taking my family out or not is none of your business. You fellow can u concentrate on what concerns u and leave Otafiire’s family alone.” In response to Daily Monitor concerning his Christmas plans” (Ortega, 2013).

Nominated as one of the Most Corrupt of Ugandans in 2012 and he was awarded the spot of number 7:

“Taking advantage of his senior position in the elite network that effectively plundered diamonds, coltan, timber and Gold in eastern Congo, Otafiire set up lucrative business enterprises in the neighboring country and refused to pay taxes, as reveals the 2003 final report of the United Nations Panel of Experts on Illegal Exploitation of Natural Resources and Other Forms of Wealth of the Democratic Republic of the Congo:” (…)”Members of the Ugandan network are typically tax exempt. The Panel is in possession of documents showing that the network uses its control over the RCD-K/ML rebel administration to request tax exonerations for imports of high-value commodities. The granting of numerous tax exonerations to UPDF Colonel Otafiire between late 2001 and early 2002 is one of numerous cases. Not only did Colonel Otafiire benefit financially but, eventually, those exonerations forced local competitors out of markets in Bunia and Beni, leaving the petrol trade largely under the control of the network” (…)”Even in his own country, Uganda, Otafiire is routinely accused of abusing power. Fourteen years ago, he was dragged to a parliamentary probe committee for allegedly stealing copper rivets worth billions of shillings from an Asian businessman. In 2007, Kahinda Otafiire abused his office as minister of local government when he fraudulently allocated the Nakawa-Naguru estate redevelopment project to Opec Prime Properties Ltd, according to a 2008 report of the Inspector General of Government” (Sseremba, 2012).

1980s Luweero Triangle tricks:

“Obote put it more succinctly to Andrew Mwenda:” (…)”Maj. Gen. Kahinda Otafiire, for example, revealed that the National Resistance Army rebels used to wear UPC colours and then go into villages in Luwero and kill people in order to make the people think these were actions of the UPC government. Otafiire was boasting of the “tricks” NRA employed to win support in Luwero, but was also revealing the sinister side of Museveni and his insurgents… Each time there was a reported case of mistreatment of civilians by the army, we arrested those responsible and punished them severely” (Kalyegira, 2010).

Messy water of 2005:

“Maj. Gen. Kahinda Otafiire, the Minister for Water Lands and Environment, last month fixed the price of water in rural areas at Shs 10 per 20-litre jerry can” (…)”Until last month, prices varied from one area to another, depending on operational costs. Because costs differ, there is fear that a uniform tariff will jeopardise the operations of the water systems and lead to their collapse. This is because the companies can only continue running the water systems if there is a profit to make” (…)”However, Otafiire this week dismissed such fears, saying that the new water tariff aimed to make accessible it to every one. “It was a bad policy. I am the minister and I have changed it,” he said of attempts to develop a business model. “Water is not for commerce. If we can give free medicine, why not free water?” He said only two water schemes with electricity-powered systems would get government grants to subsidise their power expenses” (Kavuma, 2005).

Kenya Probe 2007:

“KENYAN police are investigating a possible link between Maj. Gen. Kahinda Otafiire to a large consignment of sugar currently impounded in Mombasa over tax evasion, but the Local Government minister has denied involvement in the racket” (…)”The huge consignment, worth about Shs 850 million was impounded at Mombasa seaport several months ago after authorities realised its destination papers had been falsified to avoid paying taxes due” (…)”If the racket succeeded, said Port CID Chief Mr John Nyanzwii, then the owners would have evaded the 100 per cent duty paid for imported sugar and the import duty due to the Uganda Revenue Authority. The sugar would have appeared to have originated from Kenya” (…)”Although police authorities in Mombasa had information that the Sugar belonged to Uganda’s local government minister, Maj. Gen. Kahinda Otafiire, he denied the allegations in a phone interview with Daily Monitor last week” (NFV Zone, 2007).

Car Crash in 2008

THE Minister of Water, Lands and Environment, Maj. Gen. Kahinda Otafiire, crashed his car on Saturday morning and drew a gun at a journalist who came to the accident scene.The incident took place on Kinawataka Road, off the Old Portbell Road at 2:30 a.m. Daily Monitor photo-journalist Mr Mike Odongkara was put at gunpoint by an angry Otafiire and manhandled by policemen who were called to the scene to rescue the minister” (Odangkara, 2008).

Threating to leave NRM in 2010:

“I might have to join another party. I won the elections but my name is not on the list [of party flag bearers released this week]. They are chasing me away. What do you want me to do?” (…)”“If you were in my shoes, what would you do?” (…)”You cannot petition someone who does not want you” (Kiggundu, 2010).

Shell case of 2012:

“Justice and Constitutional Affairs Minister Kahinda Otafiire yesterday failed to show up in court to explain his side of the story in a case in which petroleum giant Shell (U) Ltd sued him over alleged breach of contract“ (…)”Gen. Otafiire, through Benzina (U) Ltd, allegedly negotiated a land lease deal with Shell (U) but later failed to honour it” (…)”The petroleum company now wants a Shs1.2 billion refund for refusal to deliver land to it, which it says resulted in loss of business.” (Wersaka, 2012).

In 2013 Otafiire had issues in the parliament:

“Minister for Justice and Constitutional Affairs has been thrown out of Parliament for Government’s failure to appoint substantive DPP as Cases pile up and suspects spend longer time on remand without trial” (…)”Appearing before the parliamentary budget committee to present the DPP budgetary estimates for this financial year, MPs today ordered Major Gen Kahinda Otafiire out from Parliament accusing government of delaying the appointment of the substantive Director of Public Prosecutions (DPP)” (Investigator, 2013).

Shopping in 2014:

The Minister of Justice was shopping at the Joy Supermarket in Mbuya who is a city suburb on the outskirts of Kampala. After shopping in his trolley he came to the register where he asked the price for each of the picked items in the trolley. The whole shopping spree cost the minister 160, 000 shillings. He started first buy paying it with 50,000 bills. Before picking coins from another pocket there he started to count and used time to make a jam in the star while getting enough coins to pay the balance missing of 10, 000 in small change (Ugandadrone, 2014).

What happen in today’s NRM Primaries:

Retired Maj. Gen Kahinda Otafiire storms the tally center in company of security personnel for the Ruhiinda county polls and orders everybody out; and says they must leave everything inside in the hands of one of the security boys; Kahinda Otafiire came along while saying his votes have been rigged. The people and the officials are reportedly refusing to leave the centre.

Gen. Kahinda Otafiire is seriously being given a run for his money according to the pre-liminery report. Capt. Mugabe Dononzio Kahonda is leading with the difference of 4773.Mind you Kahonda did not vote because he is in the prison on allegations that he forged academic documents. Otafiire is also reported to fall behind Hosea Muhanguzi.

Kahinda Otafiire lost to Rtd. Cap. Kahoonda in Ruhiinda County while he is still incarcerated in prison.

Reasons for the fall of Otafiire:

“Gen. Kahinda lost because of his rejection for Mitooma not become a district. This resulted into the district chairman Benon Karyaija who is very popular to part ways with him and become arch enemies. The former Mitooma district NRM chairman Tito Nsigireho, district speaker silver Tumukuratire, finance secretary Bamusiime Muhwezi have all been against Otafiire since 2010 when they defeated him and Mitoma was granted district status from Bushenyi district. Still in Mitooma district, Thomas Tayebwa won in Ruhinda North with over 80%. He was contesting against one Musinguzi. Ruhinda North is a new constituency that was curved of Ruhinda this year” (Muhwezi, 2015).

If this wasn’t interesting then I don’t know; we can see that with the fix of somebody else as flag-bearer in the district, especially since the district was split of the districts in the area. Also with losing the loyalty of patrons in the area, that cost him a lot of votes. So I am sure that Mr. Otafiire can become Minister Without Portefolio or something in the 10th Parliament. Now we have seen that the future handpicked loyalist of the Party, not because the locals in Ruhinda want him anymore. Peace.

Disillusionment growing in Uganda’s ruling part NRM ahead of election next year (Youtube Clip)

“Uganda holds parliamentary and presidential elections in february or march next year and the political temperature is already rising. President Yoweri Museveni has led Uganda since 1986 and is widely expected to win another five-year term. Analysts however say disillusionment is growing in the ruling National Resistance Movement because of corruption and failing public services. The opposition regularly complains of vote fraud, an accusation dismissed by the government. Opposition presidential candidate Kizza Besigye was arrested earlier this month as he was headed for a rally in what his supporters call an escalating crackdown” (KTN NEWS).

TIC welcomes all efforts that are aimed at ensuring that the opposition in Uganda manages a SMART victory in the 2016 elections. We underline the word SMART, BECAUSE THIS VICTORY WILL NOT BE LIKE THE ONE YOU ARE USED TO.

We would like to give some advice though. Uganda’s political future cannot be left in the hands of these two respectable gentlemen and their ardent supporters.

There are so many well organized, experienced and well resourced political forces of Ugandans within Uganda and abroad. Let no one deceive themselves that political change will/can come unless these groups have been consulted in a concerted manner. Without a broad based input, whatever we imagine as possibilities might become nightmares.

Uganda’s political space is no longer a preserve of those who emerged from the Luwero bushes in 1986 and their allies. If it were the case, the matters at TDA would have been very simple to handle. What made them rather complicated, until we have to travel to Kenya and now London?

We just have to scratch a little deeper than we are doing right now.
This is the same call we made during the TDA days. We repeat it here in a different way.

The key to change is not where you wish it should be. It is where it really is. And we have to be SMART enough to find it, by first of all dropping all manner of arrogance of either individuals or political parties, organizations or pressure groups.
