
Uganda: Change of Dates of Birth for Public Officers (06.02.2017)




The Republic under the National Resistance Movement doesn’t create any dull moment. Uganda Revenue Authority staff Paul Ojiambo got UGX29.5m net for photocopying beyond official time. That was a part of the Presidential Handshake, since he copied the documents that contained information of the Tullow tax case.
As NTV Uganda put it:
“URA’s Paul Ojambo was paid UGX 29.5M for overtime photocopying of documents used during the oil court cases” (NTV Uganda, 08.02.2017).

Ojiambo- yes” (Parliament Watch, 08.02.2017).
Ojiambo also claimed this: “official says he served documents, raised assessments and kept documents confidentialy” (Parliament Watch, 08.02.2017). So the copying of documents is a job that deserves higher payment than usual, especially when they are kept secret. Ojiambo is the next Police Officer or Clerical worker for Central Intelligence Division in the Uganda Police Force.
Another civil servant from URA getting extra funds was Rose Adakuni who received UGX 29m because of the handshake; usually her yearly wage is UGX 2m monthly. With these to you can wonder how the spoils really got served around and to what point inside the Uganda Revenue Authority. She was doing the E-Mail management during the case; therefore she got a big pay-out when the case was over.
Third office worker who got UGX 29m Joseph Agulla as a Clerical Officer got his with his statement, not done anything special. Still, the Authority thought of him as worthy of big-bonus.
You should question the URA, when one person for copying document later than 17:00 got millions upon millions. This shows how rotten the system is and how they all eat of the government funds without any concern of the wasted monies. The trust in URA and spending of the taxes is not strengthening, as the governance in the URA isn’t trustworthy.
When people are getting bonuses for doing their duty as civil servants and given such massive funds, than you have the right to wonder and boggle your mind around the values that are given away from the Authority to their civil servants. The Movement really is careless with their spoils and internally giving away bribes to their own. Peace.

Last year, the UN agency received a $96.1 million in contributions for the Burundi situation, however, it was 53 per cent of the amount needed.
WASHINGTON D.C., United States of America, February 8, 2017 – Stalled peace talks in Burundi are forcing hundreds to flee every day seeking refuge in neighbouring countries, the United Nations refugee agency warned today, appealing for more support, particularly land to shelter for new arrivals and to ensure protection of children and prevention of sexual and gender-based violence.
According to the Office of the United Nations High Commissioner for Refugees (UNHCR), since April 2015, more than 384,000 Burundian refugees have fled to Tanzania (222,271), Rwanda (84,866), Uganda (about 44,000) and the Democratic Republic of the Congo (32,650) and its projections indicate that numbers will cross half-a-million by the end of the year.
“Without allocation of new land to extend capacity in existing camps or build new ones, these countries will struggle to provide sufficient shelter and life-saving services in the camp sites,” William Spindler, a UNHCR spokesperson, told the media at the regular bi-weekly press briefing in Geneva today.
“Camp facilities also need to be upgraded, including construction of more homes, schools, health centres and better drainage systems to lessen the risk of disease,” he added, noting that host countries have been generous with their support but more action is needed to avert a dangerous slide in standards and conditions.
UNHCR also appealed to donor nations to step up their assistance and funding.

[New York, 7 February 2017] The Special Adviser of the Secretary-General on the Prevention of Genocide, Adama Dieng, expressed grave concern at the continued level of violence in several areas of South Sudan. “President Salva Kiir has made a commitment to end the violence and bring about peace, yet we still see ongoing clashes, and the risk that mass atrocities will be committed remains ever-present,” said the Special Adviser. The peace process has yet to be accompanied by a complete cessation of hostilities, undermining the likelihood that the National Dialogue proposed by the Government will be seen as credible.
More than 52,000 South Sudanese fled to Uganda in January alone, coming primarily from areas in and around Yei, Morobo, Lainya and Kajo-Keji. Some 24,000 arrived between 25 and 31 January, of which 4,500 arrived in a single day, on 28 January. Many have given accounts of the killing of civilians, destruction of homes, sexual violence, and looting of livestock and property, and cite fear of arrest and torture.
The Special Adviser is particularly alarmed at the situation in Kajo-Keji, Central Equatoria, (south of Juba), where civilians have fled in fear of violence en masse. The access of the United Nations peacekeeping mission to and around Kajo-Keji has reportedly been restricted despite the serious security situation, as peacekeepers were initially blocked from accessing the area.
The freedom of movement of residents has also reportedly been limited. Some have reportedly been instructed to leave Kajo-Keji. Others who fled their homes and moved towards the border area between South Sudan and Uganda were reportedly intercepted by government forces. Those seeking refuge report using a number of informal border crossing points to enter Uganda, as armed groups are preventing the use of major roads, forcing them to travel through the bush often without access to food and water.
Various areas in the Equatorias, among other regions, have been similarly targeted, and some 20,000 people were displaced from Wau Shilluk in Upper Nile in the last week, following violence that left many without emergency health care, safe drinking water, food and shelter.
In November 2016, the Special Adviser drew attention to the dire situation in Yei River State, following his visit to Yei River town, where credible information suggested that a scorched earth campaign was underway, targeting suspected opposition members and civilian communities believed by authorities to be their supporters. He reported the expulsion of farmers from their land, looting of property and burning of villages, as well as brutal violence against civilians.
Despite extensive discussions in the United Nations Security Council in November and December 2016 on a proposal to impose an arms embargo on South Sudan and increase targeted sanctions, agreement was not reached on either proposal. In the meantime, weapons have continued to flow into the country.
In the margins of the January 2017 African Union Summit in Addis Ababa, Ethiopia, the African Union, the Intergovernmental Authority on Development, and the United Nations in a joint statement expressed their deep concerns over the continuing spread of fighting and risk of inter-communal violence escalating into mass atrocities. “If South Sudan is to achieve peace,” the Special Adviser affirmed, “all belligerents must urgently cease hostilities and invest in the peace process to settle their differences, before the territorial fragmentation and destruction of the social fabric of this young country become irreversible.”

The man behind the Presidential Handshake, President Yoweri Kaguta Museveni has outdone himself today, as the report of that his people shouldn’t be begging for money. Well, every time he travels with his liaisons and cronies he brings brown envelopes to dole around. Therefore it is refreshing to read this from the man who is the walking ATM. The man who buys loyalty has a problem that people begs him and his government for money. This is the same government that allocates and spends monies without any proof of where it was used. Just take a look!
President Museveni said on last Thursday:
“People should get out of poverty through labour but not begging. You cannot get out of chan (poverty) through kwayo (begging),” (…) “There is a cancer called Leukemia. Now when your body cannot make its own remo (blood), you depend on blood transfusion. They put in blood, after two weeks it is finished; they put in more blood, it is finished [again]. How can you go on like that?” (…) “So when you want to fight poverty through begging, it’s not a good idea. In fact when you try to get out of poverty through begging you spread poverty. Even the one who gives you also becomes poor” (Oketch, 2017).
Well, President Museveni knows his bit of poverty and how he earned his fortune. He got it through a rebellion and coup d’état against ruling regime. Since then he has ruled and made ways for himself to profit on the state coffers. The added debt on the state over the years and the donors leaving, therefore he suddenly doesn’t want the Republic to beg. Still, he walks with brown-envelope and gives them to the ones he sees fit. Then you shouldn’t wonder why the inflation and BoU has to borrow funds to keep up with the spending of the State House.
So the begging comes from Museveni’s own actions and how his government has operated over time, over three decades. Therefore, inevitably the public would be sucked into the ways as they see and follow the procedure, even if it isn’t written in stone. The Government has created their own monster. Today on the Tarehe Sita 36th Celebration Day in Apac at the Boma Grounds, the President gave another brown envelope of unknown value to the Apac Church of Uganda Mothers Union.
If Museveni was wanting to stop the begging culture, maybe there would be procedures and through meaningful ways of governance, where the applications and the filing through needed ministry and funds would have given Apac Church of Uganda Mothers Union could have gotten Membership support through a Ministry who has sufficient programs to deliver it through. Instead, it is all on the mercy of President and when he visits in goodwill. That is not building resilient and institutional practice to end begging.
So if Mzee want to stop begging for real and wants change, he has to steer the wind and use the wind so he knows where the winds blow. Instead he is a tornado who drops money where ever he turns and nobody can control that. Peace.

There are many budget posts in a National Budget, but as there are talk of lacking international support of the budget in the Republic of Uganda. The certainty is that even as the donors are fleeing the National Resistance Movement (NRM) and the President Museveni own way of saying he doesn’t need them. Still, I want to show the world collectively what the NRM government have donor sponsored projects through the National Budget, these are projects and development of infrastructure that the NRM needs to show something after over 30 years reign.
Like take Japan the donor funding to the Northern Uganda Farmer Livelihood Improvement Project in the next Financial Year gives to the project Ush. 31.33bn. also donate funds to is the Nakawa TVET Lead Project got Ush. 4.69bn. Japan also donates to Kampala Flyover Construction and Road Upgrading Project with Ush. 155.44bn.
World Bank itself is donating funds in different ways to two other projects, which is African Centeres of Excellence that got Ush. 13.36bn. and Albertine Region Sustainable Development got Ush. 9.35bn. On the other hand the Kingdom of Saudi Arabia donated to the Construction of 5 Regional Technical Institutes with funds of Ush. 6.98bn.
Belgium has also offered their donor funds into the Ugandan state through various projects, like the Program/Project Support to Improve the Quality of Teaching and Learning with Ush. 11.97bn. also the Rehabilitation of the National Teacher Training Centre Kaliro allocated Ush. 15.16bn, they also gave to Rehabilitation of the National Teacher Training Centre Muni funds of Ush. 15.16bn. another project that Belgium was behind is the Support to the Implementation of Skilling Uganda with Ush. 15.96bn.
The Democratic People’s Republic of China has donated to new development projects in Uganda, like they are donating to Industrial Substations Ush. 91.74bn. they also donated to Isimba Hydro Power Plant Ush. 407bn. and also Karuma Hydro Power Plant where they have pledged Ush. 1,305.07bn. or Ush. 1.3 trillion to that alone! The Chinese is also involved in Entebbe Airport Rehabilitation where they have funded Ush. 148.13bn. the pledged funds for Standard Gauge Railway will first come next Financial Year 2018/2019 and not this financial year.
African Union (AU) funds to the UPDF Peace Keeping Mission in Somalia with total Ush. 256.66bn. United Kingdom pledged funds to the Road Infrastructure for Delivery of First Oil with Ush. 252.63bn.
The pledged funds for Kampala-Jinja Highway are first for FY 2018/2019, but no official donor or loaner of funds. Therefore the estimated funds come from thin air. What is also relevant is to see that the Funds from Austria and Denmark has been suspended for different development projects. Still, which I haven’t mentioned is the funds from African Development Bank, also GAVI and Global Funds still gives to health care development, even with the knowledge of the rampant corrupt behaviour in the Ministry of Health.
Therefore if the NRM are contemplating that they are themselves giving these sorts of projects to the people, I hope the donors are putting up boards or signs in the entrance or hallways, even start of the roads where it says what sort of amount of funds they spent on it. So that President Museveni or any other crony can take all the credit, because the credit and the footing the bill to somebody else! Peace.

I haven’t been much focused on the budget for 2017/2018 because the more I know, the sadder I be for the citizens of Uganda. Since the revelations of the use of funds and allocations are usually not in sync. The allocations and maladministration is so rampant that the allocated funds are most likely spent on other projects than we’re they was anticipated to be. Either saves a Bank with owners tied to Museveni or to pay for gasoline for his Presidential Jet. Who knows right?
Well, we know that over the past few months and year President Yoweri Kaguta Museveni has attacked the hypocrisy and the West for interfering in his democracy. Mr. I-Am-Not-A-Civil-Servant, but I am your President. Since there are some questionable things in Uganda National Budget Framework Paper of December 2016. That are putting numbers for how they see fit for the government use of funds.

This numbers says a lot of the usual donor-friendly regime of Museveni, which has been since he was the new-breed of African leaders that was even praised by Bill Clinton during the 1990s. Therefore the revelation that over a year period the donor-funding to direct budget support is scrapped says something. That of 30 Trillion budget of 2017/2018 is only getting meagre sum of 33 billion. That is just a few Presidential Handshakes to loyal cronies an then they are spent!
President Museveni must really angered and made them tired of throwing monies at his regime since they are not as friendly with their taxpayers monies as before. I am sure they have another cause and another country that they are doling their budget aid funds to. Now they are not directed at the NRM or the Mzee who certainly eats more alone. Peace.
Earlier in November 2016, there we’re reports of movement from the M23 from Uganda into the Democratic Republic of Congo. As there we’re even clear violence from the rebels in December. Now that we in 2017 and another month gone, there are reports and official reports that Brigadier Sultani Makenga has fled his home and is on the move.
In mid-January the Ministry of Defence Minister Henry Okello Oryem in Uganda claimed there we’re little movement and they we’re still captured. Still, there we’re at the same time said to be 200 rebel soldiers moving across into the DRC.

Just as of yesterday when the news broke of fleeing Makenga and the raids of Police Stations in and around Kasese District and Rwenzori Sub-Region. As the raids we’re going after guns and bullets in these police stations. As Bwera Police Station we’re put on fire and they also burned down Luwero Town Council, therefore armed militants seems to be on the move.
There we’re reports in January from Nord-Kivu Governor Julien Paluku we’re writing of the movement of the M23 across the borders. Still, the reminiscent of past was not certain at that point. Because in the past the M23 has had sufficient weapons and training in Kisoro on the Ugandan border, where the UN had witness affidavits briefing the UNSC on the rebels. That was the Local Governor that broke the news and the FARDC and the Central Government in Kinshasa did not verify it. Therefore the intelligence between the Central and Local was different. Just as of now, there are indicated violence and attacks inside Uganda, but also news of escalation of M23 prescience of them in the DRC.
As it happen and news we’re out of M23, the DRC government and transitional government under “third term” President Joseph Kabila are running on it and keeping their power as they have to fight another militant group creating chaos in North and South Kivu’s. This is just a curious timing that the M23 just happen to come after the CENCO agreement and the new timeline for elections, elections where President Kabila cannot be a candidate with the current Constitution of the 3rd Republic.
It is just like a rabbit out of the hat, the M23 get guns and run-wild in Kasese and Rwenzori Sub-Regions, as the numbers of militants has differed from who is counting. Some said a 101 soldiers crossed the borders other said about 230. In mid-January the M23 we’re reported to take the village of Ishasha in Nord-Kivu. Reports in late-January we’re that FARDC lost two military helicopters in running battles in a town called Rushuru, also in Nord-Kivu, which is close to the Rwandan border. Therefore the insurgency could be from both Rwanda and Uganda as the attacks are happening close to the too nation at separate time.
Therefore the sudden resurgence of M23 and the message from Kinshasa seems so fitting and just. So all of a sudden the Elections have to be postponed again and give political mileage for Kabila. So he can be the hero who fights M23 again. We can question and should question why this is an issue that can destroy the elections when ADF-NALU and Mayi-Mayi are already causing issues in the provinces in the Kivu’s, as well as the FDLR that is still creating havoc. So M23 isn’t the only militants and rebels in the region.
That is why it is suspicious that the M23 are the sole reason for postponing the elections and ballots so there can be another government running the Republic. If there we’re other circumstances that we’re less fishy and without having the history of both M23 and the Kabila Regime, it might been substantial. Since it isn’t so and the actors and the politicians has played these ploys before we should question the reasoning and the effects of the violence.
The ones dying, the ones losing property and innocent suffering for the political games of the big-men in the region, that they uses rebels and militants to sufficiently steady their political life is demeaning. The M23 we’re as off the Nairobi Agreement deserters in Uganda. Some was also expected to come back and be contained in the DRC. Instead they are now returning with vile force, some are seen as thieves in the border regions, others are implicating that the M23 and UPDF is covering their tracks with burning of Police Stations and other facilities to make it seem like a fleeing insurgent force returning to Nord-Kivu.
We can certainly question the efforts and the timing, as it fits the time-frame and evidence Kabila needs to overstay in power without changing the laws. That has been the goal since long before the negotiations with CENCO or anybody else, it wasn’t like President Kabila we’re intent to stepdown. He even runs a transitional term before twice elected. Therefore that Kabila tries to succumb the rules and still being the President without any election. That is why the sudden launch of M23 into the Kivu’s of recent days and months. This story will not end, if so then the Kabila presidency would also have ended. Peace.
