AG Byaruhanga silence several Media Houses on their reporting of the Assassination of AIGP Kaweesi!

Yesterday Attorney General (AG) of Uganda William Byaruhanga decided to take many media houses to court, these are the Red Pepper, Chimp Media, The Ugandan and the Investigator! The ones not taken to court we’re New Vision Group or Monitor Group, so the biggest was not challenged. Still, there are massive charges against 4 media-houses or publications.

The order from the AG is this:

An interim order doth issue restraining the Respondents/Defendants by themselves or through their authorized agents/servants/ employees from publishing the contents or running any series on the investigation into the murder of AIGP Andrew Felix Kaweesi until further orders in this court, pending the disposal of main suit and main application” (Attorney General, 20.01.2017).

The Grounds for it:
“That the publications of the confidential internal correspondences amongst security agencies on the murder investigation of AIGP Andrew Felix Kaweesi in injurious to the ongoing investigations and is bound to jeopardize the Security in Uganda” (…) “That it is just equitable, right and fitting that the investigations into the murder of AIGP Andrew Felix Kaweesi be left unexposed to the public eye until an official report is published by the government” (…) “That the applicant has filed a suit seeking inter alia, a permanent injunction restraining the defendants from publishing any matter relating to the investigation efforts into the murder of AIGP Andrew Felix Kaweesi” (Attorney General, 20.04.2017).

So many media houses and media is muffled with because of the murder and assassination of the then AIGP Andrew Felix Kaweesi. That the Attorney General Byaruhanga are showing his loyalty to the NRM, this could be out of the Modus Operandi of Deputy Chief Justice Stephen Kavuma playbook. Instead, he chooses to take down internet publications and the ones spreading rumors quickly. Like the Red Pepper who has become better on their investigative reporting. That Chimp Media, the Ugandan And The Investigator are all internet and no paper edition.

That the Attorney General going against them, as they have no quarrel to question the Movement and the National Resistance Movement. Therefore, I am not surprised that they have picked out, as I cannot settle with the relief that the AG didn’t even question the Monitor or the Observer. Which, seem like a strange move and trying to silent opposition voices. Since none of the ones picking are really afraid of picking cherries from the grand issues in the Republic.

That the government and their Attorney General steps this far, can we ask ourselves for real now, is the government and the security organization hiding something? Are the Police Force and the Special Forces Command in the midst of the crime? Are the government themselves the sponsors of the crime?

Why cannot I ask that question, as the revelations put into the public sphere could answer the lingering questions, as the trust between the government, the police and the public isn’t really there. This together with the Police Brutality, therefore the initial questions arising is the faith in the process, but the lingering questions of who inside knows it all. Since the Police could itself turn against the AIGP Kaweesi.

If the AG had trusted the media, the internal investigation inside the security organization who is working on it and might even spread internal secrets to the press. The leaks are now supposed stopped in these publications as they are ordered by him to be silenced on this matter. The government fear their position and weakness. They must be weak and have some tokens of silver coins involved in the sudden death of Kaweesi. Why else would AG order this?

Would he have dared to do so if it wasn’t so? If he would have stopped investigation reporting into the supposed treason charges of opposition party leaders? That should have been stopped as they could have reveled state secrets, since they have supposed done vital crimes against the state to get the charge put on them. Still, that is decent and okay, no issues and just continue to spread the good news of treason. But thinking of digging deep into Kaweesi assassination and your silenced!

So we can by this order know that their something sinister going on and someone has paid the thirty coins of silver to the assassins before the fatal morning of Kaweesi. We are righteous to believe so, if not the digging into the killing wouldn’t be stopped. If the government didn’t fear the revelation of the media, than they wouldn’t have anything to hide. Peace.

Opinion: Hon. Nambooze is officially a “Bad DP” as the “Good DP” suspended her!

You purport to take a disciplinary action against Hon. Mp Bakireke Nambooze, a senior member of the party, without even according her the inalienable right to a fair hearing!!! I thought my brother, Hon. Norbert Mao, could do better than that!”Erias Lukwago (20.04.2017)

The Democratic Party of Uganda must be weak party at the moment, when DP Buganda Member of Parliament Betty Nambooze. She was today suspended from the party leadership and National Executive Committee. They took her place away and her seat in the DP NEC. You know the party is weak, when the DP Legal Sam Muyizi also left the meeting after she was suspended for three months.

That she was suspended for holding a Buganda Caucus meeting that was also stopped by the Police Force during March 2017. This just shows what sort of party the DP has become. They have a Minister in the giant Museveni cabinet, they got another loyal man to Museveni put into the EALA and Mao has himself professed to be talking to the President. Real proof that the DP isn’t really opposition, but nearly integrated into the NRM.

The DP under Norbet Mao are now not only in dialogue but working directly with the NRM. If they we’re then they would accept that Hon. Nambooze tried to visit Stella Nyanzi, that she tried to have principal politics and work out to fix the difference between Museveni’s claim for “Good DP” and “Bad DP”. Certainly, Nambooze must be “Bad DP” as the “Good DP” are suspending her. They have such little spines.

The DP under this current leadership should just fold themselves into the NRM and become a official branch under the NRM-O, why not just co-operate with NRM Secretary General Justine Lumumba, so their acts and their vision can be alike. Than the “Bad DP” can form their new party and become a real opposition. If not they can go into parties that are really against the NRM regime and their rule.

The DP is really bad, not “Bad DP”, it is tragic DP… the Party of Dr. Paul Ssemogerere has become this settled with the state and the NRM. That the President now can control the “Good DP” to such a move and take away the independence of the party. The initial result is the proof of the suspension of the place in the leadership.

This is not settling the issues within the DP, as her popularity isn’t going down, her popularity has been soaring. So today’s disciplinary committee was striking and certainly capable of voting in grandeur for her suspension. 22 for it and 1-2 absentee today at the vote.

The illegal assembly made by Nambooze! Apparently the Police had to engage!

What is striking is the words of Doreen Nyanjura on March 29 2017: “What exactly is wrong with Betty Nambooze calling for a consultative meeting in her area of jurisdiction, she is the Deputy President in charge of Buganda Region. DP in full is Democratic Party! The ‘Democratic Party’ can’t allow it’s leaders to hold meetings in their constituencies! N’way I should leave things of DP to DP” (Nyanjura, Doreen, 29.03.2017).

So the “Bad DP” did something bad, she convened a caucus meeting in her constituency. That a Buganda MP and Buganda Deputy President couldn’t hold a meeting to find a plan forward. So because of that move and the Police Force was also stopping it. Therefore, the people know now the real DP, the tragic DP and the not-so-democratic party under control of Norbert Mao.

Norbert Mao and his NEC is now no different than the NRM, they smells the same and acts alike. They are even working together, when they can. DP Mao are certainly settling for little trade that gives him little space, as his own MP’s cannot act without his blessing. If they try to act they have to do it on his command now. And Mao has to wait on Museveni as well…

This is the price for being a Good DP! Peace.

Opinion: Apparently, the Crime Preventers program has lost it’s value a year after the Presidential Campaigns!

Yesterday (19.04.2017), the internal memo was sent out the leadership of the Uganda Police Force, to the district leaders to get back the Police Uniforms and Uniform parts from the Crime Preventers. The Crime Preventers even got motorcycles in 2015. The Inspector General of Police Kale Kayihura have defended the program since 2015, as the political opposition inside Uganda has questioned the use of it.

That is natural, as the National Resistance Movement (NRM) and President Yoweri Museveni has used the Crime Preventers, they we’re important part of the campaigns and the use of fear during the campaigns between 2015-2016. They we’re usually at the rallies and also in the villages drumming up people for the President. By 2016 the numbers of Crime Preventers we’re about 65,000.

So after getting the amount of the unemployed youth, getting them trained and paying them for the loyalty to the state, they are now trying to disembark the giant project of Crime Preventers, since it cost to much and has to many people to take care off. The NRM cannot sustain the brigades of Crime Preventers, the youth who learned the Movement mantra and use of propaganda for two years. As the use of them was valuable in 2015 and 2016, in 2017 less, as the rallies and the opposition is easier to control.

The Police Force can easily monitor the Opposition in the non-election time, but during campaigns the strength of manpower is hurt, as the UPF cannot hire enough proper officers and train them, than it is healthy to use of the unemployed. The Unemployed can very easy just become Crime Preventers and then loyal to the NRM. That was the sufficient need and they could also intimidate the public and make sure they where loyal to the Movement.

So that today the start of dismantling the Crime Preventers and the stage of need is gone. They are not seen as so vital, as the NRM feels safe about their state of affairs. Since they don’t need the youth group who are trained by the Police to be Community Policing, the NRM needed them only to do so when the Opposition parties where campaigning, now they need to clear the unnecessary bills. That bill now is the Crime Preventers and they are approximately 65,000 civilized police.

The civilian trained police force that was the Crime Preventers and they we’re needed in the 2015 and 2016, but not now in the 2017, as the republic are cash-strapped and the economy isn’t booming. Therefore, the Police doesn’t need a big budget post, which is unnecessary. The unemployed youth we’re needed while campaigning and promising pledges, but in office again, they are just big bill. Report from the MoFPED shows the growing Ugandan debt by June 2016!

Again, the Ministry of Finance, Planning and Economic Development (MoFPED) dropped another report on the fiscal policies and the fiscal health of the economy in Uganda. The National Resistance Movement (NRM) have created this environment as the growing debt and growing interest payment comes with their planned debt rise. Still, the PriceWaterhouseCoopers spelled gloom earlier in the year, as this report was dropped on the MoFPED web page today. Even if the Report was spelled out in December 2016. It is if like the NRM didn’t want this to spelled out early. Since the numbers aren’t compelling of an arts piece, more issues… just take a look!

The stock of total public debt grew from US$ 7.2 billion at the end of June 2015 to US$ 8.4 billion in June 2016. This represents an increase from 30.6% of GDP to 33.8% over the two periods. The increase was largely on account of external debt, which grew from US$ 4.4 billion to US$ 5.2 billion over the period. Domestic debt increased from US$ 2.8 billion to US$ 3.2 billion” (MoFPED, P:V, 2016).

That the debt are growing quick, as the public debt grew with US$ 1.2 billion, that the percentage of GDP went up with 3,2%, the external debt rose with US$ 0.8 billion and the Domestic debt went up US$ 0.4 billion. All of these numbers show the amount of monies that the Government are adding on their debt, as the UNRA and the development projects are suspended by World Bank. So the Infrastructure development can be questioned as the growing debt, as the government must have other uses of the growing and scaled up debt. Since the transparency of the economy isn’t there and that the sanctioned bills comes from the State House. Just look at the growing interest rates as well.

Interest Payment as a percentage of GDP stood at 2.2% as at end June 2016, up from 1.9% as at June 2015. The increase is largely explained by interest payments on domestic debt, which grew from Shs 1,077 billion in FY2014/15 to 1,470 billion in FY2015/16. There was a significant increase in the weighted average interest rate of Government debt; from 5.9% to 6.5% in June 2015/16. This followed increases in the weighted interest rates for both domestic and external debt, from 13.6% to 15.3% for domestic debt and from 0.9% to 1.2% external debt. As interest rates increase, so do the debt service obligations of Government” (MoFPED, P: 4, 2016).

The difference between June 2015 and June 2016 the percentage has grown with 0.3%, the domestic interest rate grew with Shs. 0.393 billion. The Interest rate alone went up by percentage 0.6%, as the weighted interest rates went up 1.7%. The key sentence that the report wrote and I repeat: “As interest rates increase, so do the debt service obligations of Government”.

That idea isn’t only on the interest payment percentages are running higher, but as the debt goes up, the interests goes up. So the Debt Service Obligations are going up for the Government. This is a natural outcome, that the obligations for the state goes up with the amount of debt it rises. So the government can try to portray this is controlled, and to one extent it is under control. Still, the growth in this regard proves that the NRM regime are pilling up debt and increasing their debt, as well as interests. In the end this will make the state worse. Especially knowing that the energy dams have been built poorly and many of the expensive roads haven been fruitful. This is development that the growing debt is being used to…

So the NRM regime and the Ugandan government isn’t believable… the rise of debt and interests show’s the current state of affairs. Even if the percentage is after plan, the government still has to take charge and make sure they can pay back both the debt and interests. Peace.

Opinion: Maj. Gen. Elwelu shouldn’t be interviewed as he deserves ‘to be put on trial’!

A poor person is very dangerous. He can do anything to survive. We need to support projects such as Operation Wealth Creation and others that focus on the socio-economic development of this country,” Uganda People’s Defence Forces (UPDF) Commander of Land Forces, Maj Gen Peter Elwelu (Daily Monitor 17.04.2017).

Let me be clear, when Brig. Peter Elwelu  was a bit unknown his voice and opinion might have mattered to me, as then he would just be another fellow human being with an understanding of the world. But people like him, now after the crime, I cannot let him discuss state and government matters and not talk about what overshadows for me.

Brig. Elwelu or Maj. Gen. Elwelu now, is for me until proven innocent, a man who was in-charge of unlawful attacks on the Royal Palace in Kasese and the massacre of unknown amount of guards, police officers, civilians and others. So while the Obusinga bwa Rwenzururu Charles Wesley Mumbere is in house-arrest in Baganda. The army commander in charge of the operation, the one that killed innocent and burned the palace without any forewarning is looming the streets.

That the army man who was in-charge has since than been promoted, while the families of Kasese does not know the consequence and the reason for their death. Other than the salaries and that the state sanctioned the army to do this at one point. That the Kasese attacks and tragedy escalated quick is easy to understand, that it became is evident and that the army had to hide their crimes with even burning. Letting the dead decompose while the “evidence” of it all was collected. Since the knowledge of who ordered it and who wanted it come from up-high.

That Brig. Elwelu just followed orders might be true, still he completed and directed the mission, with bravado as the dead was dug into mass graves while the priests we’re praying for the lost souls. They should have also prayed for the soldiers who killed innocent men and woman on the compound in Kasese. That Brig. Elwelu made happen with his ordered and persistent attitude during these days of violence.

That Brig. Elwelu believes poor people can be dangerous is true, but his voice on the matter. Shouldn’t he important. As he has poor record of caring about how people has it and how people live. He had no issues with burning and killing in Kasese, he could do the same in Teso, Tooro and Busoga, why not?

I do not trust this man and I can surely not be alone. His voice shouldn’t have space in the Daily Monitor, as Brig. Elwelu suddenly deserves to be in the public sphere. Lets be clear he don’t! Not until he has answered and maybe cleared his name for his possible, and most likely crimes against humanity in Kasese in 2016! Peace.

Opinion: These two ideas shouldn’t be thing in 2017: Goats for tuition fees and Jerrycan-Irrigation!

In the Republic of Uganda and Zimbabwe there are two issues that should not occur or need to happen, as the societies under Zimbabwean African National Union Patriotic Front (ZANU-PF) and National Resistance Movement (NRM), that President Robert Mugabe and President Yoweri Museveni has been the Executives for decades.

These two republics has both their issues concerning these gentleman, though not the same. Still, the republics has some dire needs. You know so, when President Museveni has to spread this message in the year of 2017:

I continue to encourage farmers to use drip irrigation. Even as we wait for government to roll out mass irrigation, farmers can irrigate their crops with basic tools like bottles. No one should let seedlings go to waste on claims of drought yet we are surrounded by water” (Yoweri Museveni, 16.04.2017).

The Jerrycan and bottle irrigation mantra in the land of steady progress, you can wonder and pound about the agriculture reforms that was about to happen when the NRM came into power. Where the wealth creation and the cash crops we’re supposed to change the economic landscape. Still, since the Movement ceased power in 1986, the same President as back-then has to spread the message of a drip-drop irrigation system based on bottles and jerrycans. Instead of modern agriculture, because of how he misused the state reserves and the donated aid. Therefore, the lacking facilitation of agriculture. So it is sad to know that the President Museveni has to propagandize the jerrycan irrigation system, like it is a fantastic invention and something that would really be a paradigm shift.

Than you have in Zimbabwe, the county of the Lancaster House Agreement, the ZANU-PF elite and the Bond-Notes, with a massive movement behind the voices of opposition, as well as the financial troubles under President Mugabe. Who has turned the Southern African breadbasket unto a food-import heaven as his land-reforms has destroyed the agricultural production as well as the economic climate. Therefore this news shouldn’t be a thing of 2017!

Parents who cannot raise tuition fees for children can offer livestock in lieu of payment or do chores for learning institutions, a Cabinet minister has said. The Sunday Mail understands that several State-run primary schools in Glen View, Harare have already adopted the arrangement. Primary and Secondary Education Minister Dr Lazarus Dokora told this paper last week, “Our schools have to be flexible and ensure those who do not have money to pay fees can work. For example, if there is a builder in the community, he/she must be given that opportunity to work as a form of payment of tuition fees” (…) “On the issue of livestock, the community has to arrange a market where everyone participates; from the school authorities, local leadership and parents themselves to avoid parents being duped” (Gwete, 2017).

So in the proud republic of Zimbabwe the Cabinet Minister Dr. Lazarus Dokora, says parents who doesn’t have enough cash to pay tuition fees can now pay in livestock or goats. We know by now that the faith in the Bond-Notes is abysmal, still that the Republic has such little cash flow; that can take animals as payments. Shows the neglect of the state, the little money circulation and the financial vows right now. If the financial market and the currency we’re in a better condition, than such massive amount of parents wouldn’t have to trade their goats and livestock so their kids can go to school.

That under President Mugabe, the citizens have to use their livestock and goats as trading tools, or even as currency because of the lack of stable financial policies. This shows the draconian state and what sort of government that is in charge. When they are more concerned about their Mercedes Benz’s than the population!

That the Zimbabwean people and citizens of the Republic run by Zanu-PF should feel betrayed by the lack of governance and care of the taxpayers funds. The Zimbabwean people should be in sorrow as even as their state is insufficient, it now has a plan not to only eat their monies, but also take their animals. So that the future of Zimbabwe can learn how to read and write, even type and some hopefully understanding better what it means to be a Statesmen. A Statesmen that cares about its constituent and their struggles, not just eat of it and leave them to rot. That is what the Zanu-PF elite does right now.

What we have have seen with these two stories is clear lack of policies and wish to intervene in the struggles of the citizens. We can see two governments, that is Zanu-PF and NRM, who clearly are both out-of-time and out-of-pocket as they scrap their best ideas to salvage some hope. The hope is that some can be duped by the idea and support the so-called progress. That it is progressive to take goats as currency to pay for tuition and the other revolutionary idea of using bottles and jerrycans to irrigate the dirt. That President Museveni and President Mugabe is over-due is proof with this. The milk is thick and nasty. The milk is not drinkable and if so you will vomit. The reality is that these men doesn’t see or doesn’t want to see.

They are eating of the plate and sells their propaganda, the own mindset of lies and deception, and it has been said so many times that the old-men believes. Even if it isn’t so. The manufactured reality and the destruction of the society, is the reasons for these tales, many factors involved, but the Presidents has been there through the stages. They have seen it all and created policies that has changed to this level of underdevelopment. If they really did care, than the countries would have looked different. If they would have created parliaments for serving cadres for the people and not their own bellies like right now. That is why many of them think these sort of policies are acceptable and even profess to them. Therefore, the republic’s are living in a state they doesn’t deserve and the citizens are used as pawns.
