Burundi: President Nkurunziza plans to consolidate all power, by all means now!

That earlier this week that President Pierre Nkurunziza of Burundi, that made a decree where he started that the Constitution will be reviewed, in a way to make sure he can continue to stay in power. The CNDD-FDD has no plans of leaving any successor. As the reports of the repression and the centralized control of the state, is all in the hands of the President.

The Inter-Burundian Inclusive Dialogue, which former Tanzanian President Benjamin Mpaka is leading, has been told how to travel and who to contact. There many parties and many CSO/NGOs who hasn’t participated. Therefore, the dialogue has been flawed and made sure to fit the paradigm of Nkurunziza and his allies. Not to try to understand the oppression and the harassment of the opposition. Who either flees, are assassinated or kidnapped. There are so many Ex-FAB and former leaders of opposition parties who has been killed since 2015. This is clear motivation to consolidate power!

There is also revealed this week that a memo from 24th January 2017, that all exports from Burundi are taken extra funds directly to Nkurunziza. This being done that the exporters are paying 2600 BIF to the Burundian Central Bank, while the 1000 BIF goes directly to Nkurunziza and the rest goes to the Exporters after the currency are converted. So the exporters get 1600 BIF when converting, while the rest of the balance enters the pockets of Nkurunziza. Which, is such a wonderful way of doing transactions. Certainly, the foreign companies must feel they entertaining their totalitarian master for the resources and minerals, by doing this!

The Same government have had questions when the European Union didn’t want to pay the salaries of AMISOM brigades are paying their salaries and transferred funds through CECAD (COOPERATIVE D’EPARGNE ET DE CREDIT POUR L’AUTO-DEVELOPPEMENT). This as the FNDB (La Force de Défense Nationale du Burundi) or the National Defense Force of Burundi are paying their salaries through CECAD, which doesn’t making sense, other than it can be another scheme to sting the monies away from the soldiers who serve in Somalia on behalf of the FNDB and the CNDD-FDD. Therefore, the Burundian government clearly doesn’t care how they are misusing funds.

Just as this dossier proves the CECAD and AMISOM connection:

This triple “dossier NDONDEZA” has an unusual characteristic. While all the previous cases seem to be linked to the crackdown on the protests against the third term in office of President Pierre Nkurunziza or have not been clarified in their motives, this one is related to a mafia system and economic interests. Alexis NGABONZIZA used to manage a sort of “Banque Lambert“[2] and lent money to Burundian soldiers that want to pay bribes so as to be added on lists of participants in peacekeeping missions in Somalia and the Central African Republic (AMISOM and MINUSCA). The role of Alexis NGABONZIZA was even more important. Not only did he lend to the soldiers but he also would also transfer that money to the high ranked military authorities involved in this mafia through their “principal commissioner” and could make sure his clients were on the lists of selected candidates. Alexis NGABONZIZA disappeared when he had an appointment with Lea NZEYIMANA, “the commissioner”, at Army Headquarters. He disappeared at the same time as his sibling Ferdinand HAVYARIMANA who had accompanied him. Corporal-chef Jean NDAYIZEYE, an agent of the Presidential Guard BSPI[3], and a friend of Mr. Alexis NGABONZIZA, had paid a bribe to return to Somalia. He also disappeared while responding to an appointment with Léa NZEYIMANA at the Army Headquarters” (Ndondeza, 2017).

These are just three common outcomes and perspectives on the volatile crisis in Burundi, where they are lacking petrol and even foreign exchange, this is all because of the sanctioned importers of petrol is only two now. Which also, makes the arrangement from the state to cronies, instead of serving the public. But most of the business is to supply the President and his men with funds. If that is questioned, than they silence them.

Therefore, at this moment, the idea that the inclusive dialogue is worth anything in Burundi, is a pipe-dream, as even the ones working in the system can suddenly vanish or disappear. Just like the ones working for the scheme inside the CECAD and the salary system of the Army. This here is just another evidence of the Nkurunziza government who doesn’t care about governance or about their legitimacy. As they are reviewing the Constitution and the handpicked appointments are clearly working on the notion of giving way to the President. Just like Constitutional Court did when he did get the possibility to run for a third time. Now he is preparing a fourth term and at the same consolidating more power. Not trying to dialogue, as Mpaka and the EAC has seriously just looked away from all the transgressions and violations done in Burundi.

There isn’t any reports or revelations that proves that he cares about democracy or about justice. The justice is made for his will and his administration. This government clearly doesn’t care about 299 in the 2005 Constitution, “No procedure or revision may be retained if it infringes of the national unity, the cohesion of the Burundian People, the secularity of the State, the reconciliation, the democracy or integrity of the territory of the Republic”. These words and law apparently doesn’t mean anything to Nkurunziza, who could without any question appoint a commission to review the constitution.

With the frauds, the schemes, the kidnapping, the killings and the lacking interference in the Inter-Burundian dialogue, the state of affairs is dire and the world is looking away. They are giving faith in the EAC who is not pushing or trying to intervene. They are letting Benjamin Mpaka being told how to act and who to talk to. They are not giving him the tools or the will to pursuit an honest negotiations. As Nkrurunziza is clearly not interested in giving way or stepping down. President Nkurunziza will use his power, his army and his control to silence, or even make the opposition stop. Stop them by all means, the courts, the intimidation or even assassinate them.

The United Nations, their accords and the peacekeeping missions is flawed, powerless as Burundian authorities are using all means at their disposal to stay in power. Therefore, the world should listen to this: “Jérèmie Ngendakumana, spokesperson for the National Council for the Respect of Arusha Agreement (CNARED) says it is not the time the constitution has been amended. “Burundians are not calm and not ready for the amendment. They are gripped by fear following the murders observed on a daily basis, kidnapping cases, forced disappearances, arbitrary arrests,” says Ngendakumana” (…) “The former chairman of the ruling party says the amendment of the constitution aims at overriding the Arusha peace agreement. “Pierre Nkurunziza was elected for his first presidential term in 2005 thanks to the Arusha Agreement. Then, he wants to review the constitution with the main objective of remaining in the power,” he says” (…) “Tatien Sibomana, an opposition politician, says the CNDI report does not require action from Burundians but rather from members of the CNDD-FDD, to override the Arusha agreement. He says the opinions expressed in the CNDI report are nothing new. “All the opinions expressed were prepared by the ruling party in 2013, when the draft constitution law failed to be adopted in the National Assembly,” he says” (Uwimana, 2017).

This voices should be heard and taken notice of, these are the ones suffering and seeing the aggressive and totalitarian regime under President Nkurunziza. They see, what other can also see. That Nkurunziza are only trying to forge his power and find ways of getting rid of the ones who doesn’t want him there. Therefore, the dialogue and commission, together with all schemes is to facilitate and make the funds to stay in power. Not to make the Burundian republic developed. Peace.

Bukedea district: NRM Government neglect to another level, they are stealing from their starving citizens!

Once a government is committed to the principle of silencing the voice of opposition, it has only one way to go, and that is down the path of increasingly repressive measures, until it becomes a source of terror to all its citizens and creates a country where everyone lives in fear.”Harry Truman (Special Message to the Congress on the Internal Security of the United States, August 8, 1950).

Certainly, the National Resistance Movement and their government doesn’t seem to care how they look. None of their pledges or even written letters to the Local Government matters. Not even in the midst of famine and starvation. You would think that a government and their agencies had sense of keeping their promises to the ones who needs the most basic in life – as their plates are empty after droughts and bad governance. Therefore, the NRM has no sense, when the Bukedea district are reacting that their promised food relief is less; than promised from the Office of the Prime Minister (OPM) Dr. Ruhakana Ruganda and his department. Certainly, this is disrespecting the people and the citizens of Bukedea. Take a look!

Mike Okwii, the district secretary for health and social services wants the matter investigated expeditiously before they can distribute what they have received. “According to the letter signed by the commissioner of disaster and preparedness, Bukedea was supposed to get 800 bags of posho and 400 bags of beans. But the district has received only 400 bags of posho and 50 bags of beans, which is shocking. So for us at the district leadership, we have decided not to distribute this food. Not until when OPM delivers all the food items”, he said. Okwii confirmed that as of now, nobody has given them any response as to why the Office of the Prime Minister delivered consignments that have fewer supplies that what was declared. “Nobody has given us the right answer why they delivered less food compared to what is on the delivery note. The minister for Teso Affairs is going to follow the matter because you can imagine the minister came to Bukedea to allocate food to the sub-counties. Little did she know that she allocated food which is not even there”, he added (URN, 2017).

The reason for the disrespect is staggering as the reports of termites and insects to survive, proves the lacking governance and upkeep of institutions. Also, the agricultural sector has been left behind, as the irrigation and thinking of how use water in farming. Certainly, the food relief is a way of making sure the people eat while they wait for next season and possible time to start farming again. These in regions that has been hard hit and the government had been warned by FAO and FEWSNET, so these reports should have forewarned them.

Food is required besides the medication. If someone is sick, the first treatment is food; medicine works well on a well fed body,” said Dr. Chebitai” (New Vision, 2017). Therefore, with the knowledge that the state still has the capacity to not deliver what so needed and necessary is not only a theft, but taken food of the plates of those who starve. That the NRM has the audacity to this proves how they can easily neglect their citizens. Even taking away their first treatment, that is the level of disappointment, the ruling regime can to do their own. Peace.

South Sudan: Newly appointed SPLA Chief of General Staff: “My Priority is to stabilize the country” (13.05.2017)

Opinion: President Museveni is the wrong man for the job, he is not suited to mediate in South Sudan!

I have been allowed by President Salva Kiir to mediate the warring factions in South Sudan. I will use the IGAD monitoring report and work with the IGAD chairman, Ethiopias’ Prime Minister Hailemariam Desalgn to see that those who abuse the ceasefire are talked to,” the President said in a one to one meeting with Mr. Guterres at the sidelines of the International Conference on Somalia at Lancaster House in London” (Okello, 2017)

There are no possible good ending, even as the hyper-inflation marked with the Kenyan Central Bank (KCB) leaving South Sudan. The longstanding conflict and the ruin it has created, the million refugees, hundred thousands in refugee settlements and land in Northern Uganda. Therefore, the Ugandan Republic and the National Resistance Movement are involved in the conflict, even if they doesn’t have brigades on the ground.

President Yoweri Kaguta Museveni has sent in the past Uganda People’s Defense Force (UPDF) to sort out the issues of President Salva Kiir Mayardit and his Sudanese People’s Defence Movement/Army (SPLM/A). These was known and done without any international acceptance and made sure to stop the rebels under the leadership of Dr. Riek Machar and the Sudanese People’s Defence Movement/Army In-Opposition (SPLM/A-IO).

There been reports during this year that the UPDF have helped out with arms export to the SPLA and also helping with operations in Aboko and Bieh State to get technical assistance and also made sure they could use chemical warfare in state. This happen in mid-April 2017, not so long ago. The UPDF involvement is in clear violation and also supporting the government in war-crimes. This have been again paid secret agreements between President Kiir and President Museveni.

That these too men knows each other and has traded is well-known. President Museveni has been helping the cause of SPLM/A for so long, therefore, for some of us it was special when President Omar Al-Bashir showed up last May 2016 at his inauguration. Because President Bashir knows that Museveni helped the SPLM/A and has done for long while. This because President Museveni wants influence and also earn on arms export to the Republic.

With this knowledge, that he is partial and collaborating closely with the Kiir Government and SPLM/A. How will he impartial and be able to fix the amends, try to mediate and understand all the rebellions in South Sudan? The biggest is still SPLM/A-IO, but the others National Salvation Front (NSF) and National Democratic Movement (NDM) has been established during the recent year. There are others as well, both leaders leaving the SPLM/A-IO and SPLM/A. Therefore, the status and complex context are evident.

There illicit crimes appearing as civilians are fleeing, the man-made famine and loss of lives. The lacking structures and trust in the central government, combined with more guns and bullets, than healthy chickens. Therefore, this is land of warlords and not of peacemakers. The land where it easier to pick up the rifle, than discussing the issues and negotiations. The latest deal went down the drain in a massive attack on Juba and a fleeing Dr. Riek Machar to Democratic Republic of Congo, and later in exile in South Africa. There is also a base and important station of SPLM/A-IO in Nairobi, Kenya. As the Kenyan are also involved in the UNMISS mission in South Sudan.

This complex and condition of the state are not only fragile, but hold in the hands of Kiir. President Kiir who is known for getting help and buying support by President Museveni and his UPDF. So why should someone who hands over guns and technical arms to SPLM/A try to negotiate with all of the partners in the crisis? The supplier of the government and trading partner suddenly become friendly to all of the actors inside South Sudan?

I don’t have faith in the motives or initiative from President Museveni, he will together with President Kiir. Find ways of getting the rebels inside corridors or inside valleys where he can blast them into oblivion. He will find the weakness of the enemies of the President Kiir and then use the tools to deceive and try to seem peaceful, but that will back-fire with golden attack that will destroy them. That is what Museveni has done in the past. He first talks, than finds it and than uses the positions to gain more control.

If the bilateral talks between United Nations Security General Antonio Guterres will certify President Museveni to do the peace talk. Than he is naive or trying to forge relations so he looks wise. Neither, has others, if they want Museveni to really help out. Museveni only helps out if he can earn, get money and huge profits on the crisis. He will also use the South Sudanese refugees as pawns to get more donor money to the government. Not really help them out, they are needed pawns for the failing economy in Uganda.

President Museveni shouldn’t be considered or play parts of the negotiation and peace-talks in South Sudan. He is already invested and has been invested in the SPLM/A agenda as he wants the loyalty of President Kiir. In the regard, the international community should look for someone like Kofi Annan or even Thabo Mbeki, to try their magic wand to fix the crisis. President Museveni isn’t fit or the right man. He is only the right man if we want President Salva Kiir Mayardit to be armed to his teeth and annihilate the rebels. Peace.

Kagoma By-Election: Grand issues as heavy deployment seems to rig it all for the NRM!

The 11th May are the Polling Day of the Kagoma By-Election in the Jinja District. As there are unsettling reports and also proves that the National Resistance Movement (NRM) cannot win a sincere election. Since they are coming with a presence of mambas, armed police officers and all the gear to intimidate the public. As even during the campaigning, the President Yoweri Museveni said: “I am tired of wars. I want you to vote for pro-NRM members of parliament like our party flag-bearer, Mr Moses Walyomu.” (…) “I don’t want to go back to the bush to fight again. Don’t send me people who will disagree with me in parliament. I fought in 1986 and I am tired.”(Kirunda, Nakato & Katabulawo, 2017).

Arrested day before the ballot:

Sadiq Amin, the National Defense Secretary of the opposition Forum for Democratic Change-FDC party and seven others are in trouble for alleged electoral violence in the Kagoma parliamentary by-elections. The eight were picked up last evening from Buwenge town council ahead of the Kagoma County parliamentary by elections later today. Asuman Mugenyi, the Director of Police Operations, told journalists at Kagoma county headquarters last evening that Amin is wanted for masterminding violence in the just concluded Kamuli municipality MP by elections” (URN, 11.05.2017).

The Police has deployed heavy in the district and in the area. They have even arrested people around the voting stations, on the charges of violence. But there aren’t reports of people at the Hospitals. As there is only FDC leadership who has been detained the day before and know more people being charges. Seems like a day where the Police Force are intimidating the public to vote for the NRM candidate today.

Security has been beefed up in Jinja town as voters in Kagoma County constituency go to the polls to elect a new MP in today’s by-election . Busoga regional police commander Twishimwe Geofrey says the tension between two groups; supporters of Brandon Kintu, an Independent candidate, and Moses Walyomu of the NRM, were high and so far eight people have been arrested in connection to violence” (88 SMART FM, 11.05.2017).

Despite some polling station receiving voting material beyond the required time as well as reported cases of a pre-ticked ballot paper, heavy police deployment, the country’s election prefect maintains that nothing is amiss. According to the schedule, voting was supposed to begin at exactly 7am and close at 4pm” (…) “However not all polling centres kept that time. Some polling stations were also forced to suspend voting for hours after the biometric machines failed to function despite earlier assurance by the chairperson of the Electoral Commission (EC), Justice Simon Byabakama Mugenyi that everything was good to go. According to Mr James Otim, a resident of Budondo sub-county, it emerged that voting some at polling stations started late” (Ladu, Tausi & Okeya, 2017).

Byakika Voting was suspended for nearly two hours at Kiranga-Busoba Polling Station in Butagaya Sub County following the breakdown of election machines. Only 19 people had voted before the thumb-detecting machine stopped working. The station Presiding Officer Paul Kigenyi says the voting temporarily stopped around 8:30am. By 10:30am the E.C team led by one Samuel Kiyingi was still struggling to fix the machine. Voting resumed a few minutes later as voters expressed their anger” (City Beat Magazine, 11.05.2017).

So there been clear malpractice and also intimidation, as the FDC leadership has spent time behind bars, as the Kagoma By-Election was going-on. So if the result doesn’t end with victory for the NRM candidate, I would be shocked. All the cards are stacked against the independents as well as the FDC candidate. This is going on and the government sponsors the fear, in the midst of a by-election in the Jinja District. The clear evidence is already there, that before the tallying, the return forms and the party agents start to take charge over the ballots. This is just beginning of the electoral process, and the issues are here from the get-go. Peace.

Opinion: President Kiir risks a lot with firing King Malong!

Today, there we’re a shocking news from Juba. As the SPLM/A and the President Salva Kiir Mayardiit who ordered through Presidential decree to sack his Chief of General Staff in the SPLA. That means the Army chief has been sacked in midst of civil-war, as the rising rebellions not only of SPLM/A-IO, but all the other rebels who works to dismantle the government of the President. Therefore this should be not seen as strengthening the Central Government, but more how fragile the powers of the President is at the moment.

President Kiir has fired Lt. General Paul Malong Awan from his position as the Chief of General Staff of the national army SPLA. Through Presidential Decree number 77/2017 he appointed General James Ajongo Mawut as bus replacement. General James Ajongo has been promoted to the rank of 1st Lieutenant General and will assume office tomorrow. He served as the Deputy Chief of Staff in Charge of Administration under 1st Lt Gen. Paul Malong” (The National Courier, 09.05.2017).

SSNA reported this tonight:

Tension is very high here in Juba as soldiers loyal to President are deployed on Juba streets and plainclothes national security agents drive in and around the capital telling people to go inside their houses. The South Sudan News Agency has been told by a senior government official that any politician from Aweil community suspected of being a supporter of the sacked army General has been detained. The official added that nobody knows what will happen as factions of the SPLA loyal to Awan have also blocked roads leading to Awan’s residence, warning, “If he [Awan] refuses to surrender his power peacefully, then Juba could burn.” (SSNA, 09.05.2017).

Truly, the consequences of this move isn’t certain, the motives behind it, if it was giving away guns to Dinka’s, the rumors in late April of a coup against the President. The son of the General who used stashed away government monies in Las Vegas and buying luxurious cars. The reason of fear of rising star and capabilities as General, could also be play the President saw. As he has seen people rise and get ambitions. Therefore, the reason for the sacking isn’t certain, what this can end in, are unsure, but certainly not create more stability. Something the youngest Republic needs. The Sacking will only create more uncertainty as soldiers are loyal to him and maybe not to President Kiir. So who knows what these soldiers might do or whose orders that matters the most? Will they fall in line of Kiir or will they follow Gen. Malong? Will these become rebels or will they still be part of SPLA? 

How this plays out and what is President Kiir’s plan with this actions, that is only in his mind. We can only know that he appointed someone else from the same area. But not the knowledge of what intelligence and reasons for the sudden sacking. If it was for his threats to the Governors of States, who still was stationed in Juba, instead of the State Headquarters. It is not easily to know. What we do know is that this has created tensions in the capitol and the end-game will play out over the next few days. Peace.

Opinion: President Museveni said “I am tired” and want to indirectly reinstate the Movement System!

It is just one of these days when the President Yoweri Kaguta Museveni reveals that he wasn’t in favor of the Multi-Party Democracy, even if he claims to be elected and have credible elections abroad. It is always his vision and his perspective that matters, the others should just follow and listen to the high and mighty Musveni. No-one else has a vision like him and his party, which bow their knees, gets Presidential Handshakes and also kisses ring when they have too. That is something the Opposition MP’s doesn’t do, except for the “Good DPs” and the level-headed UPC MP’s. Still, he has something obvious to say today!

President Museveni addressing Bulago Primary School in Buyengo Sub-County in Jinja District:

I am tired of wars. I want you to vote for pro-NRM members of parliament like our party flag-bearer, Mr Moses Walyomu.” (…) “I don’t want to go back to the bush to fight again. Don’t send me people who will disagree with me in parliament. I fought in 1986 and I am tired.” (…) “He said people who are not of his party fear to discuss with him matters that are pertinent to the development of the country. And for that to be avoided, he will need Members of Parliament who share his ideals and vision for the country” (…) “He threatened that should Kagoma voters vote for an opposition candidate, their wish for good roads and other crucial utilities such as power will be no more”(Kirunda, Nakato & Katabulawo, 2017)

He is clear, if you disagree, that means war, not negotiations or discussions to find a level middle-ground. Since it is only one-man with a vision in Uganda, and that is the President. The Wonderful Dictator who is on his 7th Term, not 5th, even if he is rigged in 5 times in row. There was still a decade that gets shaved off in the calculation. I will write that until my ending. Since he deserves to count all years from 1986 and not only from 1995. While we are on that. Under President Museveni, there wasn’t always Multi-Party Democracy.

Three years after the Coup d’etat:

As already noted, the 1989 elections were held under strict anti-party rules since the NRM government had suspended all political party activities. Indeed, the Resistance Councils and Committees Elections Regulations, 1989, forbade all use of party symbols, sectarian appeals, and threats of force, the offer of food or drinks and the display of candidates’ posters. The absence of open campaigning made it impossible to discuss policies” (Bwana, 2009).

So as President Museveni forbade other parties and their political parties after taking power. He created together with the NRM/A a Movement System to control the local party politics and have structures that he could have oversight of from the State House. This was not a Multi-Party System. A special system that are now overturned into the Local Government system, still it is inherited by the RC system, that the party unleashed in the end of 1980s and tried for a long while. Explained by this Scottish student in 1993!

Importance of Movement System:

Two statutes, the Resistance Councils and Committees Statutes 9 (1987) and the Resistance Committees’ Judicial Power Statute 1 (1988), codified and expanded the system of local Resistance Committees that had sustained the NRA in its war against the second Obote regime. The genesis of the Resistance Committee system can be traced to the Mayumba Kumi (or ‘Ten Houses’) experiment of the UNLF in the early 1980s, which in turn was linked with the Tanzanian Ujamaa philosophy (Oloka-Onyango, 1989; Baringo, n.d.).” (…) “The RC statutes divided each of Uganda’s 34 (now 38) districts into 5 administrative zones; village (or ward in towns and cities), parish, sub-county, county and districts” (…) “The extent to which the RC system offers the levels of popular participation claimed by the NRM/A also requires consideration. The RC Electoral system operated in 1987, 1989 and 1992 of direct elections only at RC1 level means that the population is excluded at every stage from choosing candidates for higher office. This limitation on direct popular participation in the RC system recurs at a higher level where the links between RC4/RC5 and the NRC and government ministries become rather uncertain. By 1992, there existed no power of recall for members of the NRC beyond elections day itself” (Smith, 1993).

With all this in mind, the tiredness of having opposition. It seems that the President is ready to control the Parliament, the Local Government and have only local cadres that are his. The ones that he knows he can bribe and have under his structure. That means he wants to back to late 1980s and early 1990s when the Movement System and Resistance Councils were the thing. Where the Ministry of Local Government could fire a Resistance Councilor or others, if they didn’t follow the direct orders of the President and his State House. This seems real now.

This seems like the thing, as he wants to take away development and public service if they doesn’t follow his orders in the By-Election in the Jinja District. That proves the lack of democratic values and wish to honor the ballot. But hey, he has for 30 years rigged himself in and made sure his cadres has gotten positions, why else would Gen. Kahinda Otafiire still be a Minister? Not because of his brilliant intellect, but for his loyal assets and following orders of the President.

That President Museveni wants to have men and woman who listens to him and doesn’t challenge him. Therefore, he is telling in Jinja District, that he didn’t go to war in 1986 to have people questioning his rule. His legacy now will not be that he re-released the Multi-Party System, neither that he Constitution delivered a fresh start, as his lingering time in power. Proves that he has gone backwards and become alike the men he overthrew. There isn’t anything different between Dr. Milton Obote distrust in Institutions and Political Affiliations, the only difference is the names and the times. The misuse of army and police to harass the opposition is not different either. The use of government resource in elections are also facilitated for the Movement to counter the opposition. Therefore, the wonderful dictator is alike predecessors, only difference is his ability to overstay!

President Museveni is tired, because he cannot understand that people still question him. That people still doesn’t believe in his vision. That is because he forgot to deliver, he didn’t care to deliver and wanted all along to control it all from the Okello House. There wasn’t with prompt and glory that the Multi-Party Democracy became law, it was two elections and amendment of the constitution that the President didn’t want to deliver. President Museveni wanted it all inside the Movement and the Resistance Councils, which he could assess and control. So now he had to allow other people create their own parties, where they have their own guidelines and programs, not his! They doesn’t have his vision. That is so tiring for him. Therefore, he now want to return back in time, to the Movement System and the Resistance Councils.

He wants total control and he says it, because he is tired of men and woman who doesn’t accept his vision. The vision of looting, dismantling and disorienting the citizens for the wealth of the Museveni family. The rest is history, as the value of currency, the added state debt, the lacking of transparency and patronage is extensive. Therefore, he doesn’t want it question of his state and his system. It is all what he created and made over the decades as the supreme executive. Certainly, the glory days and the days of hope is gone. Just like the days stalwart Besigye would help the old-man creating the Resistance Councils as well. Peace.
