Resident District Commanders Re-Shuffle: A list of Honourable Mentions! (October Edition)

Again, there is shuffles within the Residential District Commanders, which not to long ago, he bitched about their uselessness, however, with that in mind. He still uses them and has them in his upkeep of his growing state apparatus, which he controls with an iron fist. Today, the list of the shuffles was released to the public. This changes was sanctioned by Bosco on the 30th September 2018, but is public now on the 3rd October 2018.

Former Tororo RDC Martin Oroch is moved from there to Budaka district, he is famous for saying this in July 2016: “He stressed that some of the students are in advanced stages of HIV/Aids so parents should not “waste their resources” on them. “I have heard about situations where parents have wasted resources to raise tuition and before completing university education, they [students] die. Parents should be aware of their children’ status before undertaking risks,” Mr Oroch said amid boos from parents and students” (Joseph Omollo – ‘Don’t take HIV-positive children to university – RDC’ 10.07.2016, Daily Monitor).

The Former Flying Squad Commandant Herbert Muhangi is now assigned as the RDC of Isingiro. Darius Nandinda continues as the RDC in Kabale, where his bodyguard earlier this year shot a civilian. Because of his loyal contribution through the election period, where his orders was to seal of a local radio station in 2015 and arrest panellist who differs from the stance of the government.

Lt. Joe Walusimbi is moved from Masaka and reassigned to Kasese district, one of the things done while his tenure in Masaka, was to close down the Mutesa 1 University after student riots in 2017. There has also been Taxi Strikes in 2017, as the local authorities has issued an illegal tax on them. Therefore, it is interesting times ahead for Kasese.

The former deputy RDC of Kasese Aminadabu Muhindo has been reassigned to Kiruhura district. This man is famous and infamous for working directly for the NRM Program, to an extent where he has warned radio presenters, parents to keep their properly for schools and engaging the army for the Kasese attacks on the Rwenzururu Kingdom. Therefore, this man will do whatever it takes to please the government. He is also a director and a board member for the Kilembe Investments Limited (K.I.L).

The former RDC of Kasese Maj. James Mwesigye have also gotten reassigned to Mbarara district. So the ones overseeing the Kasese skirmishes and clashes have been moved without any injury.

This are just a few on the massive list, but how easy it was to find weird and special events concerning this promoted individuals or re-assigned, is if the crimes or questionable behaviour would have demoted someone had been natural. Not be re-assigned to another district. Peace.

Bosco warns bureaucrats of sacking: They are his scapegoats for the lack of foreign investors!

President Yoweri Kaguta Musveni does not miss a beat; he skips on every track and sings his tune. He is never to blame and his patronage or his growing bureaucracy to blame. No, it is the ones that is hired to do the work, not the legislation, he passes through the Parliament, or from the State House even; no, it is the bad-boys in the offices, which are enforcing them. The big problem are the ones following the guidelines and following the rules, which the President has put up over time. Clearly, Bosco have forgotten that memo or these laws for that matter. It is his own words, and actions that tends to end up in scriptures that people has to follow. Not like they are blindly swallowing air at the offices, they are following the protocols and the rules of the day. Which have been implemented over the 32 years the President has resided over the main post of the nation.

“President Museveni warned lazy and bribe-taking bureaucrats to resign or risk being sacked. “We still have these lazy armchair officers at the different offices who continue to disturb our people; the investors. I will chase all these saboteurs,” he said. Therefore, Mr. President. You should look into the rules, the regulations and the laws that you have enacted, as the bureaucrats are following them and abiding them. They are making it slow, because the process you have built for them. If it was slim and easy laws to process and security check the investors, then the bureaucrats would do that, however, the NRM and you Mr. President has made it this way. They are most likely also giving you a Presidential Handshake to able to spend fortunes in the nation too. You know this and the state organizations knows too.

Instead of sending warnings of firing and calling them saboteurs, maybe, you should look into the laws, the regulations and use your NRM Caucus to implement changes that opens the gates for investors and also financial transactions in the country, as rigid it is today. That is why people are tending not to remit or sending funds, as the expenses for doing so is bananas. That is why you should use your powers for something good and not just order the army to solve crisis. But before you do that, maybe, just maybe, look into the plenty of laws that is enacted and active. Which are hampering foreign investors. That is if, you really care.

At this moment, you are just using the patronage, the cronyism you have created as a scapegoat. Not to make the state better or the financial climate either. Peace.

Bosco, it isn’t UTB fault Tourists sway away, its yours actually!

If it was a different world, the Republic of Uganda could have been a haven for tourists and tourism. Where the wealth could have been generated and also shown the magnificent republic, which it is. It being the beautiful Kabale, the green valleys of Ibanda, the National Parks, the historical town of Jinja or bursting bubble of Capital City of Kampala. That is just for starters. However, the ruining this image isn’t Uganda Tourism Board (UTB), that is what the National Resistance Movement has done with the use of the army to quell riots, to meet opposition politicians and even lack of possible political associations without being arrested. This are the memo’s that get to the tourists.

They know that insecurity, the extra-judicial killings and the lack of trust between the state and its citizens are getting the world on worry. That scares away citizens, as well as the hardships against the Forum for Democratic Change and their Defiance Campaign, while now also using the army every time Robert Kyagulanyi aka Bobi Wine. These sort of activity will not make the Republic more marketable. As people are worried if these sort of activity will interfering in their vacation hot-spots and make their peaceful existence turned into a war-zone with road-blocks, soldiers on posts and possible police brutality as they visit Mengo or even The Square in Kampala.

The president said Uganda has a lot of potential from its natural resources but there is a general lack of efficient marketing which falls directly under UTB. “The UTB has not been doing a good job, I don’t know why. If the President and Bosco wanted it to be great tourist destination, why has the roads and the transport infrastructure been not invested properly in, as these projects are big borrowing operations, where the money has gone into cronies pockets instead of road-quality. Neither has there been well thought of planning of transport between the regions or towns. As there is hectic ways of traveling for the ones who doesn’t know or cannot afford to use specials across the Republic. Therefore, the expensive transport across from Entebbe to a National Park is huge cost for anyone. It doesn’t help with posters by Clear Channel across Europe, if it cost a dozens of bobs to travel and plan to do so.

The UTB is not in-charge of insecurity and the state of affairs. It is not their campaigns or their motivations fault for the situation on the ground. That is all Bosco, as he is the head and has run the Nation for so long. He should take charge and take blame. That would be new for him, because he always blames and says other people are not doing their job.

First. Generate trust abroad, than the people might come. If they know its safe and reads more positive stories. But the tourists will not come there, if the Entebbe International Airport is known for being the place, where the opposition leaders are arrested and detained after arriving. That is what the world knows now. Bosco has ordered this and his trying to destroy opposition is known. The torture and the preventative arrests is known. That is why people fear Uganda. They know that Bosco is a vindictive President, without any other cause, than promoting himself.

That is why this isn’t UTB fault. It is the NRM and Bosco’s fault, who has played this all wrong. He has neither made it easier to be tourist or gained their trust. That is why they pick other destinations like Botswana or Kenya for similar activity and safaris. Peace.

Opinion: Ssekandi you should talk to your boss, because he is the one that creates the insecurity!

There is times for the ones in power to called upon their bullshit. This sort of comments is foolish. It is not like the opposition has the army or have the police at their beckoning-call. They are following orders from above high and the authorities run by the ruling regime. The way the soldiers and police officers acts towards the citizens are report-on and uploaded instantly to the social media. So, if the Police or the Army is acting out. The world will know, the foreign investors will know. Therefore, if the President and VP cares about this. Maybe, they shouldn’t crash any opposition meeting. Maybe not send their ill-disciplined security officers.

VP Edward Ssekandi are really using the tactic of warning the citizens, while they are the ones oppressed. It wasn’t them sending the army to Entebbe or ordering the Presidential Guards into Kamwokya, Kampala recently. No, that was from above and their acts in Mityana and elsewhere, just resembles the chaotic nation he speaks off.

GOMBA- Vice President Edward Kiwanuka Ssekandi has warned that the country risks losing a number of foreign investors if Ugandans don’t shun political violence and land conflicts.“Be cautious about the ugly scenes you’re creating in our country because investors can’t put their money in a chaotic nation. Peace and security are paramount in attracting investments and therefore, I wish to call upon all Ugandans to ensure peace wherever you’re to see miracles of these investors here,” he said” (Mbogo, 2018).

Maybe not speak of chaos, on the day your government order the soldiers and the police to make road-blocks all around Masaka, because Robert Kyagulanyi aka Bobi Wine travels from Kasangati to Masaka. Clearly, the NRM hasn’t gotten the memo from the big-man Ssekandi. Whose stretch of powers seems abysmal, as the Prime Minister has more of an office and voice within the Presidency.

While it is like that. Ssekandi should maybe think of what Bosco does and what orders he gives. As it is him whose most responsible for the acts of the Special Force Command and the Police, which is in-charge and the ones doing the torture. Doing the preventative arrests and whatnot else, which is creating chaos and problems. We know that the authorities just turned of the electricity, as Bobi Wine was addressing the nation from the United States. Therefore, the VP needs to address the State House. And not the citizens.

So, VP Ssekandi call-up Bosco, tell him to order the military back to the barracks and battlefields. Not be in public to intimidate and create chaos. Peace.

Opinion: If Bosco and NRM have a problem with foreign interference, than stop taking their money!

At this days, the National Resistance Movement (NRM), the peddlers of information and defense of the ill-advised activities of the Ugandan Government are now attack the Foreign Donors for interfering in internal affairs in the Republic. However, what would President Yoweri Kaguta Museveni and the NRM do without the donor funds and direct government support?

As every time there is a launch of government programs and development projects, it is mostly based on foreign currency and funds, which secure the needed services of the government. That is why if a road is built, if a bridge is fixed or even possible investments into oil industry. It all defines by the need of foreign investment and donations. As without these, the government wouldn’t be able to carry it, as they are drowning in debt and lack of fiscal financial funds to actually do it. That is why either United States, European Union or China is behind the support of various development projects and direct government funds.

However, if the Republic has an issue with the criticism from the EU after the Arua By-Election. Then first do yourself a favor. Stop taking their money and their government support. As they are the ones pledging these funds and therefore, they are not wanting to help a government that hurts and kills own citizens to stay in power. That is why the EU is reacting to the open-bazaar torturing and oppressive behavior of the NRM regime. Bosco and his henchmen might be mad that this is leaking and that this hurting their pride. Nevertheless, if they have an issue with the EU, take it in the diplomatic channels and also address it as political operatives. Instead, they are attacking the EU. They should be lucky that the EU isn’t suspending their funds and stops direct support. Because we have seen what that did to Uganda, when the World Bank suspended funds to Uganda National Roads Authority and stopped building roads for a while.

Therefore, if the Ugandan Government don’t want to be transparent or questioned for their behaviors by donors or even foreign powers. Stop taking their money and use their funds for needed government services. Stop taking the donations and loans, the fiscal supply from abroad and forget that there is no free money. There will be strings with taking the money from either Multi-National Organizations, the Breton-Woods Organizations and the other Aid Agencies. All of them have a mission and policies to follow, just like the state. So if the state they operate in breaches this, they have the rights to voice it out. As this is their money and they are using them in Kampala, instead of Mogadishu or Kathmandu.

That is why the NRM and Bosco has to get real, they are not donor darlings anymore, because the reality of the acts of this government is shown to the world. Not because of Bobi Wine, but because of what the NRM does. Their acts are shown and repeated, beating civilians, not taking care of their ill bodies or even making sure their rights as citizens are respected. Especially if they question the President and his party. That is a no-go.

Therefore, the NRM and Bosco have to decide, do they want to only take loans without any interference from China or do they want funds with strings from EU/USA? Does the NRM and Bosco want to make sure that they can pay-back the loans and interests to the Chinese? As they are not as forgiving as the Western Powers, as they did write-off loans in 1980s and early 1990s to Uganda. That should be remembered, but Museveni have become forgetful, unless it fits his continued existence and rule.

That is why the defenders of the government and party, should ask themselves, if it is so critical and important to be independent and sovereign, why take foreigners money anyway? Can you not operate without it? Then you are totally free and they can shut-up, as they are not contributing anyways. They can just be naysayers from abroad and their input will not have any force behind them. However, now, the Ugandan government should ask themselves?

Can you stop the donations, the loans and funding from all the stakeholders and be truly sovereign?

If so, than the power of the donors will be depleted and their reach will be less. However, as long as they are letting donors be key part of government programs and development projects, they are obliged to listen and follow some of the strings attached. Peace.

Museveni: He inherited the Republic in 1986, but in 2018, its his Civil Service!

President Yoweri Kaguta Museveni must have misspoke or said something that wasn’t particularly true on Friday 14th September 2018, when he was donating funds at NAADS in Kawempe, Kampala. I will show why I am claiming he is lying, because the Civil Service of 2018 is all his. This isn’t what he got from Milton Obote or Idi Amin Dada. True, some parts of the institutions and the protocols that is not revised is still there, but the people are there are most likely another generation, than when he came to power. In a country where the 48% of the public is between 0-14 years old, also 28% is between 25-65 years old. Lastly, only 2%, which is over 65 years old. That means, the ones that he inherited is in the range of the 2 % and most of them isn’t working anymore. As life expectency in the Republic is about 58 years old. When you been ruling for 32 years it is only the young part of the brigade that is still working and it should be very few that is inherited.

Claims he inherited Civil Service:

““I inherited thugs. These are your children that you put in the civil service and I found them there,”Museveni said in Kawempe on Friday afternoon. “Don’t blame me for corrupt civil servants. I inherited them from past governments. That is why I have hard time believing he inherited the Civil Service as it is, because most of them has only served his government and under his reign. As most of the citizens are born while he ruled. Therefore, the will be minority of civil servants that also served under Obote or Yusuf Lule. That is just a mere reality, that the President knows, but he has to blame the dead to give himself life. Just like a Dracula.

By statistics alone between 2012 and 2016, the whole civil service employed from 281,000 to 308,000, this is stats from the UBOS 2017 report ‘ STATISTICAL ABSTRACT’. In all margins of error, I doubt all advance aged people are working as civil servants, especially when only 60,000 of 2016 was working in Local Government for instance. That, is why I have hard time believing his Civil Service is inherited at this point. If we’re talking mid-1990s or 1980s. He could have gotten away with it, but this time.

All the Commissions, all the Ministries and all the created districts are all his creations, combined with the Universal Primary Education and all the other government organizations created since the inception of his rule. That is why President Museveni is lying, not only by the default of the age of the workforce in the civil service, but also in the state creation of organizations since 1986. If he uses history against the public. I will use basic math and common sense against him.

He didn’t inherit the civil service as it is in 2018. That is the civil service that is following his guidelines and his rules, they are enacted because of him and his legislation. This is all resembling the system and government he has promoted for three decades. The ones that was there in 1986 are most likely drinking waragin in a village somewhere, if not already dwelling in a grave. Therefore, it is sinister to say he inherited thugs in the civil service. When most of them is gone and the ones there is his grand-kids and the post-1986 generation. Peace.

If Bosco thought this Security Presser was reassuring, it wasn’t!

People say I’m a dictator but I don’t know how I dictate. I must be one of the best dictators in the world”Yoweri Kaguta Musveni (15.09.2018).

Today, speech or Press Conference on the 15th September 2018. That wasn’t following his intention or whatever reason he decided to hold this. Because President Museveni are really on the bounds and feels hurt by the pressure preceding because of the Post-Arua By-Election aftermath.

Of course, we knew that these items were growing in number. However, we did not anticipate that evil minded people would want to kutokooza (Runyankore ─ for something bad like a fly falling into one’s food or drink) this success story, to turn something good into an instrument of killing Ugandans” (Museveni, 15.09.2018).

This speech and this sort of affair today is more forged spin from the President. As he is trying to look better than he really is and people has seen it all before, but more like he has to because he knows Bobi Wine aka Robert Kyagulanyi are pressuring him from Washington D.C. The quotes and pledges are not trustworthy.

Not like he couldn’t help himself lying to the public:

The NRM is expert in using guns. There are few organisations in the world that can use guns as well as the UPDF but we never kill people extra-judicially” (Museveni, 15.09.2018).

As we know perfectly well, how the NRM, the Army (UPDF), the Special Force Command (SFC) and the Police Force (UPF) have been killing extra-judicially around the nation. In Arua there was the driver of Bobi Wine, in Mityana after and also in Rukungiri. That is just a few of the people the NRM and the soldiers has killed over the year, extra-judicially. What is new, is that the international media actually cares, as Abiriga, Kaweesi, Kirumira and the other big-shots have also been taken out without anyone charged for these assassinations. Together with the killings of woman in Entebbe and the Muslim Clerics. There are so many killings and so little results to show for, other than the intimidation and the usage of force against civilians have appeared without any consequences. That is the worry and the speech of Museveni today, haven’t changed that.

So after hearing stuff like that, that can so easily be debunked as a solid lie.

That is why I have hard time taking him seriously, as he thinks he can sugarcoat everything. As he can put a few numbers, a few name-calling and also speak ill of the opposition. Also, the continued pressure on the CCTV cameras that will solve everything, even more micro-management of the Security Operations in Uganda.

We can really see, that he is just trying to damage control, thinking this is wise. I don’t know whom of the Presidential Advisors or in-charge of his PR that thinks these recent speeches has spread his message. If has done it on his own, he has really shot himself in the foot. As the reality is that the trust in the authorities isn’t built in his speeches, but actual feeling of safety and also seeing less of the military intimidating presence in the streets. However, that is most likely not happening in the era of Museveni.

The man trying make people feel safe, was actually not long ago ordering sharp-shooters for the Members of Parliament, which they have recently said “no” too. Therefore, it is ironic that Museveni have been talking about amounts of cars, motorcycles and cellphones in his Republic, as well as the method of communication of the Police Officers. As the micro-management continues from the President.

Surely, if Bosco thinks these Pressers are wise, it is not. The President has to act differently, but most likely he will not. The Perfect Dictator will not deliver anything, he rather lie to the public and try to peddle it in his favor. However, people shouldn’t let that happen, as we know the Security Organizations are not working for the people, but for him. That is why he will not find out the reality of Arua or the extra-judicial killings. Because that might hurt him directly and his cronies. Peace.
