This week President Museveni sounded a stern warning at the Western powers over what he says is meddling in Uganda’s affairs. Let them go and run them. Uganda is ours. Nobody gives us orders here” – President Museveni at Kololo Independence Grounds Speech while celebrating the “Double Victory” on 9th April 2016.
Now that it is not long ago he told the world that Uganda was his playground and he could shot and kill opposition because they had no place in his country. From the same man and leader comes this. Let me ask the international community to react to violent behavior and the aggression this President shows his own county.
The racketeering of the NRM and their Executive has to stop at one point. That can happen when the funds dry up and the ammunition does come with the next boat. The American should stop with their alliance and their UPDF trainings. The Americans should do as they did with the MCC in Tanzania; suspend the projects and direct-donor aid to budget funding of the Ugandan Government.
The French should stop supporting the Government projects in Northern Uganda and cut their loans as they have promised to effect directly the RDC and the other loyal cronies of Northern Uganda. This does so the Capos of the Don get their monies and keeps eating. While the Japanese should stop supporting infrastructure projects together with the Chinese Foreign Ministry, while the CNOOC should terminate their contract with the Uganda Government. Total Oil firm of the French should suspend their operation until the government accept their blood-money. The Same with Heritage Oil for Britain so the UK Gov. should disband their direct government support and take away the incentive from UK to Uganda. The Norwegian Government should suspend the Oil for Development Program that have been a steady program since 2006. Because if you hurt it where it could become most important, then the Don Museveni might listen.
The European Union should to hurt the Foreign Exchange rate suspend the import of Robusta Coffee beans from Uganda, as the export of this is a major factor in the economic trade in the land-lock country. “A total of 271,941 bags of coffee valued at US$ 25.12 million were exported in February 2016 -Source UCDA report”. If you want to hit where it hurts, then you take away the foreign exchange and the foreign exports. This here could really hurt the government that does not want to have any interference or questions about their rule.
If the Donors and giving aid, would suspend or cut the services for the Peacekeepers, the same reaction that the Dutch did with the Burundian Peacekeepers in the AMISOM in Somalia. The same could be done by the American Government and EU as they are the major benefactors for the economic spending ground and facilitators for it.
It is not like I am for neo-colonialism, but when a totalitarian and gangster like Don Museveni complains about the US Mission questioning his oppressive behavior and European Union saying their opinion on the display of character showed during the Election and announcement of the results. Then it seems like he does not need any-more international legitimacy for his rule. Only their money and aid when it comes in handy too fuel money to a private plane, refurnishing the State Houses, buying new cars and more estates. Especially considering in FY 2013/2014 the donor assistance of the total budget was 21 % of it. Therefore the USAID, World Bank, IMF, DFID, European Commission, Irish Aid, NORAD and the other contributors should suspend that for the coming financial year of FY 2016/2017. To not hurt the citizens do this instead!
They should support the IDP camps and refugee camps in the Ugandan country through United Nations programs and organizations, build stronger relationship with NGOs in Uganda and forge good governance programs instead of supporting a government who is carrying out rigged election and embezzlement of government funds and international aid. Therefore progressive use of the tax-payers money from the Western Hemisphere, and if that is not working then, use it instead on local infrastructure projects to their own tax-payers.
Especially when a specialized report on Donor Aid to Ugandan Government says this:
“Budget support has not helped much in relation to cross sectoral dialogue. Some improvement was realized in education sector as dialogue with Ministry of Local Government and Ministry of Public Service improved. But this has not happened for the health sector” (…)”The power relations between bilaterals and Global Health Initiatives including PEPFER, Global Fund, GAVI, Stop Malaria etc shifted in favour of the latter who had no experience in the development of the budget support process and completely ignored to an apparent ineffectiveness” (…)”Budget support resulted in a greater commitment and quality of dialogue on PFM issues, especially after 2007 with the launch of FINMAP and JBSF. The influence of performance measures on sector dialogue declined from 2011/12, as the link with releases became less clear” (Joint Evaluation of Budget Support to Uganda – Final Report – 2015, P: 132).
This here proves the values of the Donor-Funding and the Budget Support from the International community to the Ugandan Government and the NRM-Regime. The NRM mafia under Don Museveni who says that the Ugandan authority do not want to have internal interference and foreign people questioning his playground. Therefore the authority and the Don want to rest things into peace he lets the people end up resting in peace. As he takes the Army and Police to detain the ones it needs and use draconian laws to oppress his own people.
Therefore with also the fraudulent election to keep the NRM mafia in order and also silence the opposition; as it even did yesterday the 9th March 2016 with the Military Police taking over the Nakivubo Settlement Primary School so the “Victory Celebration” that was supposed to be held there with Lord Mayor Lukwago and FDC Leader Besigye. This happen while the Crime Preventers, NRM Diehards and the new MPs we’re celebrating at Kololo Independence Grounds while costing the 1, 5 billion shillings. The racket also carries to pay their own and let the kingpin eat the money alone. As he has done since 1986 and the donor have continued to fund the budget support and give Don Museveni money to do his bidding.
Therefore I ask the governments to question if they want to deliver more money the NRM Mafia who uses monies to the army and police, squander away State House money on funding his campaign and also rumors of AMISOM contingent. There are certain numbers on his spending on military is staggering over the years. In between 2011 and end of term 2016 the taxpayers and donor-funding the total Shs. 6.617 trillion to the Army, Police and Intelligence Agencies. Of this in MPS in February 2015 into the portfolio of sophisticated military equipment there was the extended use of Shs. 470 billion, alone that year.
So with that knowledge and knowing the international donors should consider some reactions as he does not accept any interference not internal and not external. The Playground might be for the moment him, the Don Museveni has spoken of killing demonstrating citizens and opposition. The harassment of the ones that question the power of the kingpin!
That is when the international donors in the powers of US Mission in Kampala and their Amb. Malac recently; and also when the European Union does state the fact that the election was not free and fair. Therefore the Don Museveni feels betrayed as this has been loyal men who have given money to his government and not question his power or rule. Because they needed him to do their dirty-laundry and also have a steady ally in the East Africa; as the US have a relationship with Ethiopia and also Kenya, but have a longer engagement with the Ugandan Government, and now accepting the harassment of opposition as a price for some form of stability.
While the other donor-funding is not questioning other than expressing some have cut funding over the $12 Million that was going to Northern Uganda Development Fund (NUDF) in the 2012, that went lost to through the Prime Minister Amama Mbabazi. Also the Anti-Gay Bill had their reactions from UK, Norway and Dutch who cut parts of their aid. So now it is the time again, as the oppression, election fraud and the man who want to be the Don and acts like the Don of Uganda. The Godfather of Uganda has spoken. He does not want to be inference. So since he does not wish to have interference the international donors and bilateral organizations should offer him a hand with that.
The International donors and bilateral organizations should certainly suspend their direct budget support to the Ugandan Government. As they don’t wish to have any interference and can handle it all on their own. The money should instead spend on the Multi-National Organizations working in Uganda, as the OCHA, UNICEF and WFP as they will submit and carry out quick resolved matters in Internal Displaced Camps and around the borders through their projects. Since that will not have any other government questioning their actions, then the other governments should not help to fund their actions. Simple rhetorical assessment that banish the 20 % power of the funds that Don Museveni has at his disposal and use; when outsiders are such a pain, then the pain should leave Don Museveni alone and not support him.
So the Donors and Bilateral organizations should cut their aid and give less power to Don Museveni and his NRM Mafia who spends and eats alone; while his government does not have money to build health care, roads, schools or the other necessities in the Ugandan Society. But not with Foreign tax-payers money, when they get used on the expensive cars, lavish lifestyle, foreign health care and private planes for the Godfather. There is time to take action as the gangster will act as Don and not as a Statesman. Henceforth, when a player does not want question, but accept your money and not accountable for them; and when the player squander the money and expect to get away with it. Then the Player should lose the ability to get the money from you. The Don Museveni have already had long enough time to deliver and used enough of donor-funds without showing progress. Time to cross out the donor-funding to direct budget support; then Don Museveni does not need to be questioned. As the international community will not have put a stake and being stakeholders for certain parts of the budget. But when they step away, then Don Museveni can be the kingpin and the gangster he want to be in military fatigue and do as he want in his playground, without opposition who should just stay home; and also without foreigners questioning him. Then he can rule alone with the capos, underbosses and then be grand Don Museveni. Peace.

The Uganda People’s Defence Force (UPDF), previously the National Resistance Army, is the armed forces of Uganda. From 2007 to 2011, the International Institute for Strategic Studies has estimated the UPDF has a total strength of 40,000–45,000, and consists of Land Forces and an Air Wing.” (…)”After Uganda achieved independence in October 1962, British officers retained most high-level military commands. Ugandans in the rank and file claimed this policy blocked promotions and kept their salaries disproportionately low. These complaints eventually destabilized the armed forces, already weakened by ethnic divisions. Each post-independence regime expanded the size of the army, usually by recruiting from among people of one region or ethnic group, and each government employed military force to subdue political unrest” (Military Zone, 2016).
The United States reiterates its ongoing concerns with Uganda’s post-election environment, in which the government and its security forces persistently have violated the rights and freedoms of Ugandan citizens and the media.
The continued detention of opposition figures without legal justification, the ongoing harassment of opposition supporters, interference in legal challenges to the election results, and the intimidation of Uganda’s media are unacceptable activities in a free and democratic society. Recently proposed legislation to enhance the powers of the government to restrict media is an attempt to further limit the country’s political space.
The United States and Uganda have a long standing and strong partnership that has contributed to the stability and prosperity of the region. We are concerned that the Ugandan government’s recent actions could endanger the economic and political progress that has enabled our relationship to grow. We urge the government to take prompt action to reverse this troubling trend.

Here you can see that he did support the Bush family and the Vice-President in the 1980s, while he now in the Republican party Primaries in South Carolina is critizing the same people he is tornmenting; that is because he follows the winds of trends and popular vote; instead of standing something pivotal other than the love for himself. I know it is supposed to be celebration of 30 years of NRM rule in Uganda. I have discussed the economic situation and democratic deficit now and then. Today I write about something I have thought about for a long time and think is necessary to be told. Never enough as long as President Museveni is a leader and also President Kagame and the son-of Laurent, Joseph Kabila in Democratic Republic of Congo. There is a dark history in the way President Museveni took power in Uganda and right after. Here will not directly tell about the atrocities between the UNLA and NRA. There we’re massive breaches in the middle of the civil-war. This here will be snippets of histories from both former loyal men and documents that have been released recently that we’re not public before. They tell how Museveni ushered Kabila, used force to earn wealth for himself and Uganda, how he gave way to Kagame after he helped Museveni gain power in Uganda, And lastly a little story about the recent adventure of Museveni in South Sudan as loyalty to President Kiir. Some tricks doesn’t die easy, as long as he gain something with the use of arms and guns, President Museveni will take it. Take a look!
Gen David ‘Tinye’ Sejusa revealed this murders as ordered by Museveni:
“That after accusing Gen Kazini of sending money to elements of the SPLA, Museveni “ordered his execution by procuring the services of a 6ft 6in man to murder Kazini”. He went on to say: “Forget that trash of [Lydia] Draru. In case of Kazini, again some forex bureau, originally said to belong to Gen Kazini, but [which] actually belonged to a known relative of Museveni, was later to be used to pass the money for the payment of the executioners of Kazini, to the accounts of the assassins.” (…)”He said: “For those in the know, again Andrew Kayiira was said to possess money before he was gunned down by Museveni’s goons.” (Gombya 2013).
Human Rights Violations right after the Bush-War:
“NRA embarked on revenge against people from Acholi, Lango and Teso; and second, the collapse of discipline within the NRA coincided with insurgencies in the North and East. Both the NRA and thevarious armed groups in the areas continued to attack and kill civilians. As a matter of fact, the same strategies of gross violations of human rights the UNLA had used in the Luwero Triangle and West Nile are being used by the NRA in these areas. Hospitals, schools, churches, granaries and houses have been destroyed by the the NRA. The insurgents have likewise looted, raped and murdered people from their own home areas. (Otunnu, 1992).
Killings in 1993:
“There is no evidence that the Government sanctioned political killings in 1993. There were, however, reports of extrajudicial killings. For example, on June 21, police and internal security officials arrested four intelligence officers accused of murdering two prisoners in Iganga district on June 7. The case received considerable media attention. Two of the four accused officers were released without charge; the other two were being held in Makindye military prison without charge at year’s end” (U.S. Department of State, 1994).
Museveni support of Kagame:
“Despite Museveni consistence denials, Uganda has given the RPF military support since it began the civil war in 1990. Kagame, a Tutsi who headed Ugandan military intelligence before taking over the RPF, served closely with Museveni in Ugandan civil war” (EXDIS, 1994). Mr. Claver Kanyaryshoki reminiscing: “In September 1990, precociously on 11th September , a three party summer was organized between MOBUTU, HABAYARIMA and MUSEVENI to control the borders of his country and to avoid the invasion of other countries. On that occasion, they issued a declaration signed by the three heads of state that was meant to prevent the destabilization of a neighboring country from Uganda. As the threat became clearer despite all these efforts, president HABAYARIMA sent his foreign affairs minster to MUSEVENI on the 24th September to tell him that the attack was imminent. MUSVENI reiterated that these were rumors. He let HABAYARIMA know that: “he did not to lose single second of sleep thinking about an attack from Uganda, as this would never be the case as long as (MUSEVENI] would hold power”. Later on, MUSEVENI claimed later on the same day he met Fred RWEGEMA, after receiving the Rwandan Minister Casimir BIZIMUNGU. He said he calmed down the Rwandese. However, in fact his meeting with RWEGEMA was intended to put the finishing touches on the details of the invasion. MUSVENI was to attend A UN Summit on the rights of the child in New York. He knew he would not be around and wanted that he operations be carried out in his absence. By doing so, he would then pretend to be innocent or not aware of them. This is an old habit in Uganda. Even in October 1982 with Rwandese nationals were deported, President Milton OBOTE was by any chance away in Italy” (Unofficial OTP Translation, 2006).
Museveni fallout with Laurent Kabila because of business:
“At first, in 1997, Uganda seemed ready to tolerate many of Kabila’s shortcomings if the new president of the DRC would address bigger economic issues, such as US$2 billion road linking Uganda and Kisangani and the need to train police and anti-smuggling units. Both Rwanda and Uganda had hoped that by helping Kabila take power, they would ensure security on their borders and also benefit economically from North Kivu’s natural resources including minerals, gold and diamonds. By May 1997, Ugandan businessmen had jumped into the fray, selling everything from frozen chicken to plastic mugs to Congo. But Kabila had other plans. The Kisangani project also never materialized. This lack of interest on Kabila’s side to open up Congo to Uganda’s business interests was a critical blow to the relationship between Museveni and Kabila” (International Crisis Group, 1999). “Kabila was assassinated on 17 January 2001, the date set for commemorating the 40th anniversary of the death of Lumumba, whose successor he claimed to be. No light has ever been shed on this crime either” (Garreton, 2008).
The plundering under Museveni in 90s in the DRC:
“At the request of the panel, the Ugandan authorities provided extensive data, including production and export values for agricultural products such as coffee, cotton, tea and tobacco. In terms of minerals, the data also cover gold and coltan production and export figures” (…)”The gap between production and export could originate from the exploitation of the natural resources of the Democratic Republic of Congo” (…)”Ugandan gold export does not reflect this country’s production, levels but rather that some exports might be “leaking over the boarders” from the Democratic Republic of Congo. The central bank reported that, by September 1997, Uganda had exported gold valued $105 Million, compared with $60 million in 1996 and $23 Million in 1995” (…)”Second, the data from the Ugandan authorities are silent with regard to diamond production and export” (…)”These diamond exports are suspicious for many reasons: (a) Uganda have no known diamond production; (b) Diamond exports from Uganda are observed only in the last few years, coinciding surprisingly with the occupation of the eastern Democratic Republic of Congo” (…)” (c)” (…)”external observers on the need to control the rich diamond zone near Kisangani and Banalia” (UN, P: 19, 2001).
Museveni’s adventure in South Sudan:
“Observers question how deployment of Uganda’s army, the Ugandan People’s Defence Force (UPDF), in South Sudan is paid for and who profits from it. At the beginning of the war, when Juba’s fall to the insurgents was a possibility, some of South Sudan’s national reserves as well as senior politicians’ assets were sent to Uganda” (…)”8 A return to intense combat or a protracted war in Uganda’s areas of operation would raise the financial and operational costs of the deployment. I don’t think I just discuss this deep subject to much. The stories and history tells enough and also the sadness of what the Ugandan Army has done after NRA/NRM took power in Uganda. This here is tales and stories of the darkness and shadow of President Museveni. Not only economic destruction in Uganda to personal gain, or democratic deficit to keep himself in power, this here is how he lived by the guns to keep loyal leaders in the neighborhood and also gain riches while looting the DRC. In accordance with section 506A(a)(3)(B) of the African Growth and Opportunity Act, as amended (AGOA) (19 U.S.C. 2466a(a)(3)(B)), I am providing notification of my intent to terminate the designation of the Republic of Burundi (Burundi) as a beneficiary sub-Saharan African country under AGOA.
I am taking this step because I have determined that the Government of Burundi has not established or is not making continual progress toward establishing the rule of law and political pluralism, as required by the AGOA eligibility requirements outlined in section 104 of the AGOA (19 U.S.C. 3703). In particular, the continuing crackdown on opposition members, which has included assassinations, extra-judicial killings, arbitrary arrests, and torture, have worsened significantly during the election campaign that returned President Nkurunziza to power earlier this year. In addition, the Government of Burundi has blocked opposing parties from holding organizational meetings and campaigning throughout the electoral process. Police and armed youth militias with links to the ruling party have intimidated the opposition, contributing to nearly 200,000 refugees fleeing the country since April 2015. Accordingly, I intend to terminate the designation of Burundi as a beneficiary sub-Saharan African country under AGOA as of January 1, 2016.
