Press Statement: “Some African leaders to blame for conflicts” – Obasanjo

ADDIS ABABA, Ethiopia, March 21, 2016 – Some of Africa’s leaders are responsible for instability on the continent because they have failed to manage diversity in their societies, the former Nigerian President, General Olusegun Obasanjo, has said. By the same token, he noted, outside interference in Africa has been responsible for conflicts, citing the NATO air strikes in Libya in 2011 that led to the removal from power of Colonel Muammar Gaddafi.

“The repercussions are now being felt in Mali, Nigeria and the Sahel,” Gen. Obasanjo told a press conference on the upcoming Tana High-Level forum on Security in Africa (TanaForum.org) in Ethiopia. Asked whether African leaders were to blame for the conflicts on the continent, he said: “Yes and no.”

He said leaders were failing their people because they had not been able to prevent marginalisation in their societies, prevent injustice, reduce unemployment, reduce poverty, and that they had not embraced democracy and good governance.

The theme of this year’s Forum is Africa in the Global Security Agenda.

This is apt, given the continuing fallout from the NATO intervention in Libya, for which US President Barack Obama recently criticised the British and French governments for getting rid of Gaddafi without having plans in place for effective “follow-up”.

On the issue of African peacekeeping operations, he agreed that the lack of funding from African Union member states was a major setback for peace and security on the continent.

He said that when he was head of state, he was in charge of a high-level panel to search for alternative sources of funding for the AU, but this came to nothing.

He noted that when the AU was looking for funds to counter the Ebola virus in Sierra Leone, Liberia and Guinea, member states failed to provide the money. “The AU eventually had to turn to the private sector and it was able to raise $40 million,” said Gen. Obasanjo, who is Chairman of the Tana Forum.

He was critical of AU member states for not contributing to the AU’s general budget, adding, “I think this is down to the lack of political will.”

Gen. Obasanjo noted that Ebola and migration from Africa had security implications not just for the continent “because we now live in a global community whereby if something happens in Africa, it affects the rest of the world”.

This was why Africa had to take a serious look at its security infrastructure, what Africans could do themselves to deal with these issues, and what should be the continent’s role in formulating security policies globally.

The Deputy Chairman of the Forum, Professor Andreas Eshete of Ethiopia, said that Africa had to have not only a stronger voice in the global security architecture but also for its perspectives to be taken into account and incorporated into the global security agenda.

The 5th Tana High-Level Forum will take place on 16-17 April 2016 in Bahir Dar, Ethiopia. More than 150 participants are expected to attend, including current and former Heads of State and Government, high-ranking government officials, academics, civil society representatives, experts and policymakers from the AU, UN and other international institutions.

Lord Mayor Erias Lukwago talks to media after casting his vote (Youtube-Clip)

My take on it:

He talks after voting today, about his posistion and about his validity of the posistion as the Lord Mayor of Kampala. Being ceremonial and not head of the city. Also about the rule of law and that he doesn’t have an direct issue with President Museveni. This here is interesting and shows the character of Erias Lukwago. That must be the reason why he has such an impact in as a Mayoral Candidate and won the election in 2011. He has had effective campaign in the city, even with the issues and detaining him during the pre-election period. This here shows the value of keeping his head cold and going through the obsticals to become the Lord Mayor again. He desverves respect for his posistion and the platform he describes the importance of “Rule of Law”.  Respect the rule of law, policy of the programs and policies in Kampala that lays on the head of the City and the Lord Mayor of Kampala. Something President Museveni does not respect.

As the Personal problems between him and President Museveni, but the issue is that with Lord Mayor Lukwago; President Museveni does not have direct control of Kampala, he cannot live with that! He sucks with trusting people and giving away power… As we saw in the Presidential Election and Parliamentary election on the 18th February.

Press Release: Ugandan Youth Decide the next steps (23.02.2016)

The young people of Uganda comprise the majority, at over 78% of the total population and they overwhelmingly participated in this election. The voting exercise having been completed two days ago, as key stakeholders and bearers of the burden in all its manifests, we would like to share with all Ugandans and the international community our observations, conclusions and the way forward. The youth in Uganda, is facing a very uncertain future ranging from; having the highest unemployment rate of 83%, deteriorating the quality of education, corrupt credit schemes, abject poverty; and the desperation that is driving us to become, gamblers, prostitutes, economic refugees. slaves in the middle east, far east and other Asian countries.

All this is, as Yoweri Museveni put it in his book “WHAT IS AFRICA’s PROBLEM”, a consequence of, but not limited to; 30 years of poor leadership of the very author of the book who now believes Uganda is him, him is Uganda and that he doesn’t see anyone else capable of leading Uganda apart from him!

“Africa doesn’t need strongmen; it needs strong institutions”: Obama
Like President Barak Obama said while on his first official trip as president to the heart of Africa;
“Development depends upon good governance”.
“No person wants to live in a society where the rule of law gives way to the rule of brutality and bribery. “That is not a democracy, that is tyranny, and now is the time for it to end.”

Democracy and good governance are the ingredients which has been missing in Uganda, for far too long.
The 30 years’ revolutionary turned dictator who attained power by gun, rules by the gun and believes only the gun shall remove him from power legitimizes his rule and disguises dictatorship through sham elections.
A rigged election in favor of the incumbent implies our sufferings is not about to end, the National Resistance Movement (NRM) government has resorted to the mass arrest of the youth as a means to silence us. It is time for the young to claim their rights and lead this struggle. Uganda’s future, our future is in our hands. The young have the potentials to make this country work for each and every one of us.

Rejection of Feb 18th Election results.

Having widely observed this election and actively participated in voting in search for change from a tired brutal regime to democratic and good governance, we would like to distance ourselves from the final results that were declared by Kiggundu.
We reject these results in the strongest terms possible as they are not a true reflection of the will and wish Ugandan people said on 18th Feb 2016. We saw the deliberate delay, ballot boxes stuffed with pre-ticked ballot papers in favor of the incumbent and kidnap of tallying material and FDC party leaders from the FDC Party headquarters we will not allude to what happened any further.
The entire electoral process became a sham; it was rigged using intimidation of voters, imprisonment of opponents, sabotage of rallies, late delivery of election materials, delayed opening of election centers, vote falsification at undisclosed tally centers, and bribery, among other malpractices.
The European Union and Commonwealth preliminary reports are already out, were aired on 20th February 2016 and are available on the YouTube channel for you to see and confirm our concerns as Ugandans.

The Chairman of the Electoral Commission, Mr. Badru Kiggundu intentionally announced the false results in favor of the incumbent, Gen Yoweri Kaguta Museveni as the ‘winner’ of the election, on the 20th February 2016. This has been challenged by the main opposition candidate Col DR Kizza Besigye (rtd), the FDC party and the majority of Ugandans! They could have gone to demonstrate their protest but in Uganda, demonstrations are curtailed.

Continued arrests of party leaders.

We have observed the Uganda Police and Military police continue to insurmountable force in illegally arresting and detaining opposition party leaders, FDC party staffs, P10 volunteers, FDC party supporters and pressing no charges against them. We are aware that these are deliberate steps to curtail their freedoms of assembly, expression aimed at physically and illegally blocking all their efforts to seek court redress within the 10 working days required by law to contest this election.

We are calling upon all Ugandans, pro-democratic forces, and human rights activists to reject these actions with all constitutional means possible. We will not continue to look on as you illegally arrest FDC party leaders and members. It’s our constitutional right to stand against all illegalities and inhuman treatment. This should stop immediately and if you don’t stop we will take all measures to stop an illegal operation by the police.

Kizza Besigye Premises.

We would like in the strongest terms possible condemn the continued persecution, house detention, detention without trial of Presidential candidate Kizza Besigye. There is heavy deployment around his house and he can hardly make a step outside his door. This is unacceptable and is very unprecedented in our country. He is not only a Ugandan but a human rights activists as well as a presidential candidate. who deserves to enjoy his constitutional rights and a right to a dignifying treatment by the state. As key stakeholders in this country, we are asking the state not to taste our patience. You have done many unconstitutional things but we will not let you curtail the rights of RTD. Col DR. In the same spirit, we would like to condemn the Uganda police for the continued besieging of a legally registered political party FDC headquarters. The breaking of doors and vandalisation of FDC property by Uganda police. This was uncalled for.

International Community.

To the international community and observers. Will you look on as Uganda’s constitutional order is abused and Ugandans are raped of their dignity to vote for the leaders they want?
We commend you for raising your concerns about the flawed electoral process but actions speak louder than words. We are calling upon you to diligently continue observing the process and remain key watchdogs in this process but also take swift and drastic action that will restore the freedom of assembly, association and movement of Col Dr Kizza Besigye, members of his campaign task force the P10 vote protection volunteers and all the FDC party activists, so that the petition can be finalized and launched in the required time frame for the high court to handle, or impose targeted sanctions on the regime if they don’t comply.

Constitutional Mandate.

We believe in part that the supreme law of the land has been abrogated in accordance with chapter one of the 1995 constitution that states that:
1. The sovereignty of the people.
(1) All power belongs to the people who shall exercise their sovereignty in accordance with this Constitution.
(2) Without limiting the effect of clause (1) of this article, all authority in the State emanates from the people of Uganda; and the people shall be governed through their will and consent.

We believe that the current situation and the announcement of false results infringe on the will and consent of Ugandans. Yet the constitution further says that;

(4) The people shall express their will and consent on who shall govern them and how they should be governed, through regular, free and fair elections of their representatives or through a referendum.
We have all reasons and overwhelming evidence that is blatantly clear to all Ugandan and all election observers that the just concluded presidential elections were not free or fair and thus fell short of this constitutional mandate.

As such we have a constitutional duty enshrined in our constitution and these will be but our next steps until such a moment as instructed by this constitution and we quote;

3. Defense of the Constitution.
(4) All citizens of Uganda shall have the right and duty at all times—
(a) to defend this Constitution and, in particular, to resist any person or group of persons seeking to overthrow the established constitutional order; and
(b) to do all in their power to restore this Constitution after it has been suspended, overthrown, abrogated or amended contrary to its provisions.
(5) Any person or group of persons who, as required by clause (4) of
this article, resists the suspension, overthrow, abrogation or amendment of
this Constitution commits no offense.

1.We are giving the police 6 hours from now to stop trespassing and vacate the premises of Kizza Besigye or else we mobilize a demonstration at his home in our usual large numbers.

2. Respect Col Dr. Kizza Besigye’s freedom of movement, assembly, association and freedom of expression. He committed no crime to contest as president in this Election.

3. We are further asking you to leave FDC headquarters in peace with immediate effect.

4. We demand that the Electoral Commission must forthwith avail comprehensive lists of the over 3000 polling stations that were omitted from the final tally.

From now further business is not going to be as usual, we are going to assertively control our destinies in order to claim our future. There is no other person who will do it for us.

On 13 February 2016, (SWEDEN) SDPP, Chairman Mataan Ali Hassan strongly concern the Puntland rejects the efforts of international community over Somali election model and Mataan Ali strongly welcomed the efforts with three days UN envoy Micheal Keating and ambassadors from, Sweden, UK, USA, Kenya, Uganda, Ethiopia and IGAD with representatives AU, EU have taken meeting with the President of Punltand Abdiweli Mohamed Ali in Garowe.

SDPP, Chairman Mataan Ali Hassan on behalf the Somali Democracy of Political Party and Somali Diaspora, civil society living in Sweden call on the President of Punltand Abdiweli Mohamed Ali in Garowe, to accept the stakeholders result of National consultative forum in Mogadishu on the electoral model and efforts of International community over Somali election model.

We will continue our local and international levels consultations, dialogue and reconciliations with regional administration, Somali political parts and international partners on how to best advance Somalis stability democracy, good governance and security.

Donald Trump haven’t only made “Good Deals” he has failed exeptionally well; failures like in Scotland, Atlantic City, Airplane Company and Vodka; with this business-model, I doubt he will able to “make America Great again!”

Donald Trump the Reality TV Star who is famous for saying “You’re fired” and also for hosting a Miss Universe contest. He is not famous for being a politician and therefore I have not taken him seriously as Jon Steward on the Comedy Central bashed him on the day he announced his intention for running as President as he had a speech on the 16th June 2015 as a Republic Party Presidential Candidate.

He usually talks about how he can make good deals and do that in Government, I will show how he has done in the past to prove that he is not all good, and has earned money on government funding, fathers inheritance, and also destroying other people’s possibility to earn while smashing other people livelihood for his own benefit, as he has done in Scotland and Atlantic City.

I could have bashed him for his empty rhetoric and for not telling how to really make “America Great Again” as he is an empty suit with no moral fiber what-so-ever as he uses Immigration policy and spread fear  to the public to gain momentum and surge of the angry clue-less white rednecks; who couldn’t open a book or read a Foucault explanation on how “Governance” supposed to be. As he believes he can with he deals structure can fix everything. While I doubt it, as the structures and procedures will stifle him, as he is not an island at the White House and in the Senate and House of Representative in Congress; as he has to follow the guidelines of these outfits.

Something he can’t dictate as he does with his Trump Organization where all the Yes Men follow his every move; the same will not happen there as he cannot be the grand dictator and authoritarian leader who owns Capitol Hill, as it seems the “American Great Again” doesn’t have the pulse. But follows on the fear and not on political framework, unless Mr. Trump himself earns on the new taxation reforms, not for the public; as he is a rich man who doesn’t want to be more taxed. He wants to continue to have low tax on the rich and continue to have close to 30% tax on blue-collars and working-class, not the rich, or giant International Companies, as they have loop-holes and systems to get money to tax-heavens instead of paying tax directly in the United States. This is an international problem, but with the growing debt and less income, while having issues to pay to gain growth, there must be a way of getting the wheels rolling. But I don’t see that from Mr. Trump, rather from Bernie Sanders. That is just me. Let’s take a look at some of the bad-deals of Mr. Trump!

How he really earned his wealth:

“Trump was born in New York City in 1946, the son of real estate tycoon Fred Trump. Fred Trump’s business success not only provided Donald Trump with a posh youth of private schools and economic security but eventually blessed him with an inheritance worth an estimated $40 million to $200 million” (…)”In 1990, due to excessive leveraging, The Trump Organization revealed that it was $5 billion in debt ($8.8 billion by some estimates), with $1 billion personally guaranteed by Trump himself. The survival of the company was made possible only by a bailout pact agreed upon in August of that same year by some 70 banks, allowing Trump to defer on nearly $1 billion in debt, as well as to take out second and third mortgages on almost all of his properties” (…)”In 1995 Trump took Trump Hotels & Casino Resorts Inc. public and received a substantial financial boost from society and the Securities and Exchange Commission (SEC) regulations that enable the market to function. He initially sold 10 million shares at $14 per share and then in 1996 sold 13.25 million shares at $32.50 a share. This initial public offering granted Trump’s company a stability and legitimacy that would have been impossible without millions of people around the world trusting his organization and investing with the hope of shared success” (Lapham & Miller, 2012).

Scottish adventure as his bullies the land of inheritance:

Where he wanted to build a Golf Resort:

“The site comprises the Menie Estate an area of 452 hectares (ha) of estate policies, agricultural land, heath and dune. It is located between the A90 trunk road (A90T) and the sea about 14 km north of Aberdeen city centre, and 8 km from the northern limit of the city at the conference centre. The eastern boundary with the foreshore at the high water mark is approximately 4.2 km long, while the site narrows to the west so that the boundary with the trunk road is no more than 1.1 km. At its widest the site is about 2 km from east to west. Balmedie Country Park lies immediately to the south on the coast, while further to the west and south farmland separates the site from the village of Balmedie” (…)”The Menie Estate was most recently used for a combination of commercial shooting and some agriculture but now forms the operating base for the applicant company; Menie House is undergoing restoration as a residence. Since taking ownership Mr Trump has stopped both shooting and hunting on the land” (…)”Mr Trump has been concerned about the environmental effects of the development from the outset, although he acknowledged that he did not know the land was protected when he bought it” (…)”  A world class golf course also requires world class facilities. The clubhouse would be the nucleus of the development. The hotel would be a grand five star building that would complement the landscape in the same way that the hotels at Turnberry and Gleneagles do. The hotel and conference centre would attract golfers and non-golfers. Mr Trump believes that it would in itself be a major boost to the economy of the north east of Scotland”  (Scottish Government, 2008). That was back in 2008 and was in the recommended because of the economic prosperity in the area at the cost of the special sand-dunes that had an environmental unique place in European standard, but for the price of getting a world-class golf-course was the price the Government of Scotland accepted together with the Aberdeenshire Council” (Scottish Government 2008).

“Then, on 3 November 2008, the Scottish Government granted outline planning permission for the resort, subject to 46 conditions, indicating that ‘there was significant economic and social benefit to be gained from this project’ (Scottish Government 2008b). Again, the response to this decision was predictably polarised. Industry and tourism leaders declared that it demonstrated that the North-east, and Scotland more widely, was ‘open for business’ (Whitaker, 2008a); while environmentalists feared that it would set a ‘precedent which will undermine the whole protected-sites network in Scotland’ (Urquhart, 2008)” (…)”In May 2009, it emerged that Trump International, in preparing its detailed resort masterplan, had advised Aberdeenshire Council that it would be lodging further applications for outline planning permission, but for eight parcels of land not currently owned by the organisation. These included four private homes that Trump International was hoping to acquire through ‘amicable’ discussion. It also emerged, however, that Aberdeenshire Council had prepared a briefing note for councillors which raised the prospect of compulsory purchase orders being used to secure the land (Ross 2009), although Trump International insisted that this would only be pursued as an ‘absolute last resort’ (Urquhart 2009)” (…)”Eventually, in January 2011, Trump announced that he would not be seeking compulsory purchase orders for the residential properties; that he would effectively build his course around them. However, Trump also claimed that ‘we have consistently said that we have no interest in compulsory purchase and have never applied for it’ (Urquhart, 2011). This was despite the existence of a letter from early 2009, released under freedom of information, in which his legal representatives had clearly asked Aberdeenshire Council ‘to exercise its powers of compulsory purchase…to acquire the eight plots of land on behalf of TIGLE’. That letter has become widely available online (see, for example, Scottish Green Party, 2011)” (Baxter, 2014). “In 2013, the Scottish government approved plans for the installation of wind turbines off the Aberdeenshire coast – which would generate enough energy to power 68,000 homes. Trump soon claimed that having this windfarm near his golf course “would spoil the view”, and thus entered into a legal battle against the project. But this was a battle he would lose, leading Alex Salmond to call him “three times a loser” and argue that the legal process had potentially jeopardised “a vital £200 million boost for the economy of the North East of Scotland”. In response to Salmond’s comments, a Trump Organisation spokesman said the former first minister had an “overinflated ego” and that the Scottish government was embarking on a “dangerous experiment with wind energy” which was based on a “foolish, small-minded and parochial mentality”. This in spite of the fact that wind energy is now considered to be the cheapest energy technology available in the UK” (Sabio, 2015).

“There is nothing wrong with his golf courses, the problem is that Trump Turnberry is unlikely to ever get on The Open circuit. If Turnberry doesn’t get an Open, then that costs the Scottish economy £100m” (…)“I think the association with Trump is now net damaging to the Scottish economy.” (Schmid, 2016).

This here proves that all of his business is not a good deal as he has taken some of the special areas of Scotland, not followed his promise, stifled the locals and had issues the Government over their own development as the sufficient work with the Golf Course and area that Trump Organization had planned for the area, is not working as well as the Locals or Trump hoped for; as the development of the project never got into the stages that Trump promised.

“He said the bankruptcy was the result of external forces beyond his control, specifically an extremely bad economy in 1990. He said he had “the prerogative” to change his mind about using junk bonds in the financing” (…) “I didn’t want to have any personal liability, so I used junk bonds. I accept the blame for that, but I would do it again,” he said. But Trump vehemently denied that the deal represented a personal failing or affected his personal wealth” (…) “This was not personal. This was a corporate deal,” he said. “If you write this one, I’m suing you.” (Bandler, 2016).

The Times said Trump was on the hook for $900 million that year, and the Taj Mahal eventually filed for Chapter 11 bankruptcy. Trump lost about half of his interest in the casino, and had to sell his private yacht and plane to help pay his losses. His creditors even put him on a budget (of $5.4 million, so … not that bad of one)” (…)“Trump Plaza was the next to fall out of his control. How the Locals in Atlantic City feels about Trump:

Jim Whelan (D-Atlantic) said Trump’s legacy in the city is a “mixed one.” (…)”The notion that he was somehow responsible for the success that Atlantic City had is not accurate,” said Whelan (D-Atlantic), who was the city’s mayor in the 1990s. “Nor is he responsible for the problems we now have.” (…)”Whelan said Atlantic City already had casino gambling for several years when Trump arrived, adding: “It’s not like he was a pioneer.” (…)”Experts said Trump ran his casinos like other owners did — and stressed that he didn’t simply leave the city on his own terms. Though Trump’s casinos were hurt by the same factors as the others in Atlantic City — a sputtering economy and growing competition from neighboring states — and though other casino companies filed for bankruptcy over the years, his companies’ four bankruptcies are also more than any other in town” (Johnson, 2015).

“NEW YORK — The sky became the limit Thursday for real estate mogul Donald Trump with the maiden flights of his Trump Shuttle service – fashioned from the innovative Eastern shuttle — taking off after a fog delay” (…)”The inaugural voyages of the Trump Shuttle, with four newly painted airplanes bearing the developer’s name, were scheduled for 7 a.m. in New York, Washington and Boston. All were delayed at least 20 minutes by thick fog in New York and Boston” (…)”Trump purchased the shuttle for $365 million from strike-battered Eastern Airlines, which is owned by the Texas Air Corp. The deal was approved May 24 by a federal judge overseeing Eastern’s reorganization under Chapter 11 of the federal bankruptcy code” (…)”Trump hired some 1,000 workers, 800 of them former Eastern employees, for the new service, said Bruce Nobles, the shuttle’s president and chief operating officer” (…)”’People are really tired of being pushed around at Pan Am. Pan Am is not exactly one of the great stalwarts of the industry,’ Trump said. ‘We’ll have the safest, most beautiful planes in the air and we’ll have the best service.‘” (…)”Trump said he expected the fare to remain at $99, the same as Pan Am, but, ‘We’ll match any price on the market’” (Wolfhorst, 1989). Already in 1991: “USAir will retain the Trump Shuttle’s employees and has an “understanding” with its unions over the shuttle’s operations, Goldman said. He inherent and gained early on the property market after his father’s rise in the business in New York; he did not come with Oliver Twist lifestyle and suddenly by pure genius gain an economic rise. He tells the world he only make “Good Deals” then he must have a reactive memory, or a selective memory, this is not all of them, as this some of the big ones. And a reminder of the matter at hand; if he has plans of making America greater in this way then he will be a Machiavellian Lord who will do as he please without thinking consequence of the ordinary person or the effect of the policy/law. That should be stressed and thought about as the trickledown economics isn’t really a functional and the riches he gained wasn’t by rare luck, though he lived by the posh lifestyle by how he raised. He was raised rich and made himself even richer. There is a saying: “you need money to make money”. That is surely the tale of Mr. Trump. Not a good deal made his wealth, and if it wasn’t for the mercy of the state and the banks in 1990s he wouldn’t have been able to wealthy today. That is why he was positive to the Barrack Obama’s Stimulus Package to save the economy as it was similar to how his own businesses were saved. He could not hate something that saved his own skin. Even if he fear immigrants as his heritage is from Scottish roots and family coming from Europe back in the day. The irony is there and he is surely a strange clone in the elections in the United States. I have now on my page this described and showed something sinister of two candidates there, the first was Jeb Bush and now Donald Trump. I took the economic approach and not his human vision as it is ghastly and not worth spending my mind on or finding his terrible quotes as it is fear-mongering and not worth ink. Today the People’s President traversed the districts of Gomba and Butambala. The FDC Campaign convoy went to the districts and had rallies in towns and villages. Meeting the people and also saw the youth’s ability to produce, like they made their own type of gun. Also other activities that a certain Aspirant is having issues with affiliations and not sure if he is Go-Forward or FDC.

Butambala District 25.01.2016 FDC Campaign Rally

Butambala MP Aspirant Muwanga Kivumbi known to be Go Foward has faced it rough today as he tried to follow Kizza Besigye everywhere. Kizza Besigye campaigning in Butambala district; FDC supporters in the district kept on reminding him why; why he was a part of the Go-Forward and still tried to be hround Kizza Besigye. FDC has got a flag bearer by the names of Moses Kasule in Butambala!

At one point Kivumbe would plead to Kizza Besigye to tell our supporters to allow him seat on a platform. Besigye was a gentleman and later allowed him to address the audience. At the same time telling that FDC Flag-bearer in the district we’re Kasule. Kivumbi should explain to you where he belongs? Go-Forward or FDC? We know some of his colleagues have decided to move with FDC.

NRM couldn’t help to stifle the local transport and movement for crowds for the FDC in a bitch move. NRM and Mzee invited all the Boda-Boda drivers in Gomba District to come to the Kisozi on the day that FDC happen to have campaigns in the district. So noble of you Yoweri!

I will now go into certain governmental issues in Gomba District as the government issues haven’t always followed procedures for procurement and also done it unaccounted for. So there is questionable behavior from civil servants. Also delayed works in the district and that it still is understaffed. Take a look!

Hiring and signing public contracts unauthorized procurement:
“In eighteen (18) cases representing 36% of the sampled contracts with a total value of UGX 229,699,462/-, the audit team revealed that funds were certified by officers other than the Accounting Officer and without evidence of delegated authority” (PPDA, 2013).

Good Governance in Gomba district:
Unaccounted funds: “An amount of UGX.70,097,792 remained unaccounted for at the time of audit contrary to the regulations. Consequently, I was unable to confirm that the funds were utilized for the intended purposes” (OAG, 2015). Unaccountable advances: “a total of UGX.45,035,492 advanced to staff to execute council activities remained unaccounted by the close of the financial year” (OAG, 2015).

Delayed Staff house at Maddu:
“A contract was awarded to a private firm to construct a 3 unit two bed roomed staff house at Maddu HC IV under phase 1 which included substructure, roof, external walls, windows and external doors, internal walls and partitions, internal doors and internal finishing. The contract price was UGX.50,102,034 of which UGX.27,880,983(46%) had been paid at the time of audit. Although the contract completion date was 16th July 2014, inspection of this project in October 2014 revealed that the structure was not completed” (OAG, 2015).

Understaffed district:
“The District has a staff establishment of 419 positions. However, out of the 419 approved posts, only 256 posts were filled, leaving a balance of 163 posts vacant, representing 39% of the approved posts” (OAG, 2015).

I feel I owe you a great debt of gratitude for the spirited fight against all machinations designed to disenfranchise the people of Kampala. Much as government finally succumbed to intense public pressure to withdraw the obnoxious KCCA Amendment Bill, Ugandans are longing for that day the likes of Dr. Badru Kiggundu will be called to account for their reckless, and at times fraudulent, commissions and ommissions. My deepest sympathies go out to Isaac Kugonza, a DELTA TV reporter who sustained serious injuries in line of duty as he was filming the infamous police raid on my home. The most interesting dimension of the whole story, though, was the sagacious proposal that I should consider unseating Hon. Ruhindi from the Nakawa constituency. I must confess I enjoyed every bit of the spontaneous and captivating debate which spread like wild fire. It was such a humbling experience to me. All said and done, I wish to reiterate the unshakeable stand that my mind is focused on the mandate you entrusted to me, the mandate I have tenaciously and resiliently defended against all odds for the last five years . As we prepare to roll out a new programme for our campaign trail, I humbly appeal to you to remain firm and resolute on the struggle for good governance. FOR GOD AND MY COUNTY.
