Sudan: Resistance Committees in Khartoum State – Charter for the establishment of the People’s Authority (January 2022)

“Hemetti-led Rapid Support Forces (RSF) have already established strong cooperation with Wagner a private paramilitary force close to the Kremlin. The RSF leader, however, ambitions to get more Russian weapons for his militiamen. Moscow seeks to consolidate relations with the Sudanese military rulers and to convince them to implement a 25-year agreement to establish a logistical and technical support base on the Red Sea for the Russian Navy. Last December, Abdel Fattah al-Burhan Head of the Sovereign Council said the agreement, signed with the former regime, was still under review. But, al-Burhan expressed hope that its implementation would consolidate bilateral relations between the two countries” (Sudan Tribune – ‘Sudan’s Hemetti supports Russian recognition of separatist Ukrainian regions’ 24.02.2022).
Just as the warfare is happening in Europe. The Deputy Head of the Transitional Sovereign Council General Mohamed Hamdan Dagalo aka Hemeti or Hemetti visited Russia on the 23rd February as he also did support Russian actions towards Ukraine in the separatist regions. This shows that he treasures the Russian friendship and alliance. As they are trading partners and supplying arms to the Rapid Support Force in Sudan.
That the Sudanese leaders does this now. Shows their friendship and where they are seeking aid. As they know these are preoccupied with conflict elsewhere. Since they can get the needed arms support and aid, which differs any embargo or freezing of accounts. Alas, it is a way of sophisticated getting in and around other Western responses to usage of force against civilians and protesters against the military government in Sudan.
Hemeti is also strengthening his own power and ability. As the RSF will become stronger and have better arms in the near future. While they are ensure trading of illicit minerals and other exports, which secures the Transitional Sovereign Council funds. This is both helping Russia in the possible hits of sanctions from the West. As it has a trading partner and ability to export certain goods from Sudan. Therefore, what is being done here is a practical support of the war-effort in Europe by Sudanese government. That’s a decision, which both parties have done in this current time.
War-Lords prefers to talk and make agreements with other war-lords. The proof of that is with Hemeti and Putin. These two are alike, but from different continents. What Putin is doing to Ukraine. Hemeti has done his efforts within Sudan for years and especially Darfur. While trading arms to Tchad as well. Therefore, this isn’t new, but shows what sort of character Hemeti is.
This here shows the crude actions of both parties and why we cannot expect men like Hemeti will be helpful to a transition to a civilian government. As his in this to strengthen his own capabilities and forces.
So, Hemeti didn’t travel to Russia out of charity, but out of a beneficial interests of both parties. To trade and get arms. That gives him more power in Sudan. Peace.

• The formation of the field movement coordination committee is a duty that cannot be postponed.
• Preserving the unity of the resistance committees is of paramount importance.
• Resisting the deterioration of living life and the economic situation is a foreground battle.
• Stopping arrests and releasing detainees is the duty of the hour.
The Executive Office of the Forces of Freedom and Change held an extraordinary meeting to discuss the political situation, the economic collapse and its rapid developments today, Sunday, February 20, 2022 AD, at the National Umma Party House, Umma Party Sudan, and concluded the following:
1. The forces of the revolution are confronted by a delicate circumstance that calls for all the store of their wisdom and necessitates putting all differences aside, especially since all the forces of the revolution call for the establishment of a broad front with different descriptions of that front, its tasks and strength, but the reality of today requires the establishment of a committee or a coordinating center for the revolutionary field movement from all its components, to expand the social base of the movement, diversify its methods, and agree on daily tasks.
2. The resistance committees are a popular offspring of the glorious December revolution, and they cannot be endorsed for the benefit of any particular party. They represent the heart of the revolution and its pulse linked to the street. They also represent all categories of our honorable people, and we all have to support its unity and not expose it to disputes; Like what happened in the experience of the gathering of professionals, it is a barrier and an organizer for the efforts of millions of our people who are eager for democracy and civil rule.
3. The deterioration of living life and economic collapse is an issue that hits the doors of millions of families, and the forces of freedom and change will issue a detailed position on the policies of looting and impoverishment followed by the coup plotters, the status of the issue of living life, and the doubling of the prices of food, medicines, health services, water, electricity and cooking gas, which cannot be tolerated by large groups of the people, should be at the forefront of our daily work agenda and proposing various forms in neighborhoods, workplaces, housewives and all those affected by the Solidarity Front to combat the policies of the coup and looting of resources.
4. We condemn the arrest of Mr. Taha Othman Ishaq, a member of the Executive Office, which is a fabricated political arrest in criminal dress. We also call on the sons and daughters of our people at home and abroad to organize a comprehensive national campaign to release all detainees, who are more than 200 people, including more than 96 people in Soba prison, and to raise our voices in calling for the cessation of violence and torture, raising the banner of solidarity with the families of the detainees, and demanding the provision of food and medicine to the detainees, we urge jurists and human rights organizations to meet with Mr. Adama Deng, the expert and representative of the High Commissioner for Human Rights, who arrived in the country today and ask him to visit the detainees, work for their release, stop violence, torture and gross violations of human rights, and form an independent commission to investigate the murders committed after the coup.
The Executive Office deeply regrets that our country has returned to the state of international isolation that the glorious December revolution brought it out of. The deteriorating conditions of civilians in Darfur necessitated keeping Sudan under Resolution 2620.

Executive Office of the Forces of Freedom and Change

The masses of the free Sudanese people,
Greetings of friendship and struggle, mercy and forgiveness for the martyrs, a speedy recovery for the injured, and good promises to the missing and to the comrades arrested and detained in the cells of the security apparatus of the coup authority.
The honorable citizens of the city of Al-Abyad:
In continuation of the series of violations carried out by armed militias against the Sudanese people throughout the country in the cities, countryside and Al-Furqan, two days ago, an armed militia consisting of 9 individuals attempted an armed robbery on Al-Quba neighborhood and after the youth of the neighborhood confronted them, they were chased and live bullets were used, which resulted in the two young men, Abd al-Rahman Awad al-Hadrabi and Jamal Musa Muhammad being directly injured by live bullets, in front of their house, which resulted in fractures in (leg and knee) for the first, and he was taken to Al-Daman Hospital and from there to Khartoum, and a double fracture of the second in (the forearm) and he underwent an operation in Al-Daman Hospital, and these events were followed by a protest stand for the citizens in front of Al-Daman Hospital, demanding security.
We in the Sudanese Congress Party – Al-Obeid Branch hold the regular agencies and the state security committee fully responsible for this blatant assault on the lives of defenseless citizens by armed looting gangs and intimidating them. Putting radical solutions to the excessive security liquidity and armament inside the cities. This dangerous phenomenon has been resolved, and we wish a speedy recovery to the wounded and the wounded of the glorious December Revolution, and the shame and disgrace to the mercenaries.
We affirm our position rejecting such practices and violations that threaten the lives and security of citizens, and we will continue to express them forcefully and sternly and through various means. We also trust the will of the sons and daughters of the country to overthrow the fateful coup of October 25, and we will work with all the free and honorable people in order to restore the civil democratic transformation and the real change that meets the aspirations and dreams of the Sudanese people for a safe and dignified life and building a state of freedom, peace, justice, citizenship, law, and a homeland that embraces everyone.
And our pledge with the martyrs is to continue what they started and follow the path, and whoever walked on the path arrived.
The Sudanese revolution lived with a poisoned dagger in the necks of the coup d’état, the extinguishers, and the forces of the counter-revolution.

The Forces of Freedom and Change Leadership meets Volcker and discusses the issues of detainees and the inadequacy of the climate for any upcoming consultations.
The Forces of Freedom and Change met with the head of the UNITAMS delegation, Mr. Volker Peters, at the conclusion of the first round of consultations of the mission’s initiative regarding the restoration of the democratic path and civilian rule, and condemned and denounced the increasing campaign of arrests carried out by the coup authority against those involved in the peaceful movement activities of the resistance committees, professionals, political forces and all forces the revolution, and some of them were subjected to human rights violations and did not submit to fair legal and human rights procedures, such as Tupac and his companions and Dr. Muhannad Muhammad Hamid (Yao Yao) and the leaders of FFC, Mr. Khaled Omar Youssef and a. Wagdy Saleh and A. Muhammad al-Faki Suleiman, and the development of the repressive method during arrests using live bullets, chasing revolutionaries in internal streets, storming homes and terrorizing their residents, as happened last night for some members of the Bahri Resistance Committees. Detainees in the prisons of the coup regime, preventing them from communicating with their families and lawyers, not providing medicines and providing treatment to detainees with chronic, diseases, in addition to some news circulated about some detainees being subjected to torture, in addition to the continuation of the coup violence machine that leads to bloodshed and loss of life in Confronting peaceful processions.
The FFC reiterated their declared position that ending the revolutionary situation and agreeing on constitutional arrangements leading to the formation of a fully civilian transitional authority must be the main objective of the political process, that the United Nations mission intends to initiate. The mass movement with bloody repression, arrests, prosecutions, and other violations, suppression of freedom of expression, threatening newspapers to close down and persecution of honorable journalists, all of these practices confirm that the coup authority is continuing its authoritarian approach and does not want any political process to end the coup and restore legitimacy. Unless these brutal, repressive practices that violate the liberties and rights of citizens end, the coup regime condemns this process to death. And that is the realistic and objective testimony expected from the representative of the Secretary-General of the United Nations, as he invokes the values and principles of the United Nations organization and the mandate, assigned to him under Security Council Resolution 2524 the Forces of Freedom and Change call on all the forces of the revolution to prioritize the issues of arrest, arbitrary detention, and the failure to present detainees to fair trials, in addition to the poor health and living conditions inside the prisons of the putschists.

Honorable Bahri sons and daughters:
In continuation of the series of violations and arrests carried out by the coup authorities against the revolutionaries, yesterday, near Tahrir Square in Bahri, they arrested a number of revolutionaries with some of them being chased into neighborhoods and the use of live bullets while chasing them.
To the honorable:
What the coup authorities are doing in terms of killing, displacement and arrest confirms that these authorities are helpless, confused, and trembling from the will of the sons and daughters of the homeland for real change that meets the aspirations of the Sudanese people for a full democratic civil transformation.
We in the Sudanese Congress Party affirm our position rejecting such practices, which we will continue to express strongly and sternly and through our various revolutionary and professional sectors until the coup is overthrown and the civil democratic transition is restored to its right path.

“February 16, 2022 (KHARTOUM) – Commander of Land Forces in the Sudanese army Issam Karar said the military command has purged political elements to prevent military coups orchestrated by political parties. On February 14th, Abdel Fattah al-Burhan, Commander in Chief of the Sudanese army dismissed hundreds of military officers from the army. In an interview with Al-Hilal TV on February 15, Lt Gen Karar said there was a campaign by the political forces to tarnish the image of the Sudanese army and portray them as against democratic change in Sudan” (Sudan Tribune – ‘Sudan purged political elements in national army to prevent coup: general’ 17.02.2022).
The Transitional Military Council (TMC) and the coup-makers of 26th October 2021. Who just happens to be the two-time coup-makers in Sudan. Is saying they have arrested political leaders, civilian activists and union leaders of late, because these would make a new coup d’etat in Sudan. However, there is no proof of this.
The ones arrested and been detained in the recent days are Resistance Council activists, Union leaders and political leaders. These are for the ones continuing the revolution that started in December 2018 and it got hijacked by the Transitional Sovereign Council, which later was coup d’etat against in October 2021. Now months later over 80 civilians has died as a result of continues demonstrations against the government and the military control of the Khartoum regime.
Al-Burhan and Hemeti has all power. They are the faces of the Transitional Sovereign Council and all their promises are hallow. If they were sincere… they wouldn’t have challenged the previous weak and soft agreement with civilian stakeholders. These was betrayed in the recent coup d’etat and that’s why CLF Karar says this, because its in the times as well.
The force who has the ability to carry a coup is the ones who are in power in Sudan. It is not the Forces for Freedom and Change (FFC) or the Resistance Councils… neither the Unions in association of Sudan Professionals Association. The political parties in Sudanese Congress Party or National Umma Party wouldn’t be capable of it either.
The ones who could force a coup would be the army commanders and the allies of the TMC, which happens to be in the Sovereign Council at the moment. The civil society has the streets and can own them, but they don’t have the fire-power or a seat at the grand table. Therefore, the CLF isn’t sincere or even real about this. His just lying and we all know the truth.
The army commanders and the ones in power is the ones who can hold the nation hostage. The CLF knows this, but want the make the civilians even more powerful than they really are. That’s why this revolution and demonstrations has been going on for months and years on end now. The resilience and will power is there, but it shows who calls the shots. It isn’t the ones who are arrested or taken away by the security agencies. No, it’s the ones decreeing everything from the shiny tables of Khartoum.
Lt. Gen. Karar can sell this lie, but it doesn’t make it more true. They are just trying to make excuses and make it seems like a reasonable idea to arrest people for their political activity. These are political prisoners and prisoners of conscience. Because, the army and the TMC is using these reasons to keep them behind bars. While there is no proof of this….
The only ones who can make a third coup in a matter of years. Are one of the military commander within the ranks of the Sovereign Council and that should worry them more… than people who fights for a civilian representative government in the Republic. Peace.
