Opinion: Why isn’t the NRM and Museveni celebrating 11th April 1979?

It is special that the National Resistance Movement are celebrating the Independence Day on the 9^th October and the NRM on the 26^th January every year. The President is busy celebrating the end of the Obote II and the Independence from the British Empire, but something weird is up. Especially, considering how the President the National Resistance Army/Movement are so proud of being part of what toppled the Presidency of Idi Amin. They are still never celebrating an important day.

The NRM and Yoweri Kaguta Museveni haven’t in years been celebrating the 11^th April of 1979. It is like a day from the calender, that has vanished in thin air. The Independence of 9^th October 1962 is relevant. The victory over Obote II and the bush-war, the 26^th January 1986 is carved in stone. They got to celebrate it in lavish and nothing is speared in this manner.

However, the 11^th April is forgotten or is done on purpose. Because Milton Obote remembers Museveni’s way of liberating Uganda on that day: “ On 11 April, 1979 when Kampala fell to the Kikosi Maalum and TPDF, Museveni was in Fort Portal staying with Princess Elizabeth Bagaya in the Omukama’s Palace which the TPDF who had captured the Town never damaged at all. On that same day, the President of the UNLF and all his ministers who attended the Conference at which the UNLF was formed except Museveni were, like me, in Dar es Salaam” (…) “When the mobilisers and others left, Paulo Muwanga gave me what he and President Nyerere had discussed. Paulo reported that in the long meeting with President Nyerere, the President kept repeating and emphasising three points. The first was that 11 April, 1979 was a glorious day for him, the President and Milton Obote who had overthrown a most brutal dictator. The second was that he, the President, was very much pained that his “comrade” Milton Obote was not happy and the third was that he, the President, could not understand why his comrade Milton Obote was regarding Lule and the UNLF as anything other than flies falling on a carcass. Because, certainly if Amin’s rule was bad and Museveni was proud of taking part of the overthrow of him. The President of today would have celebrated this, but alas, it seems more to be part of his history, that he wants to erase and not speak so loud about. Since, his role in the overthrow of Amin wasn’t as successful nor as big as the President wants it to be. That is why, he cannot celebrate a military victory, where he was hanging out in Fort Portal, when someone else invaded Kampala. That is why the President celebrates the 26^th January and not 11^th April. Since, in January it was him entering Kampala, while in April it was someone else who did it.

That is maybe why it isn’t an important date to Museveni. His vanity and his lack of courage, that he has to rewrite history and make people forget of his mediocre role. Is the reason, why he doesn’t celebrate the victory over the Amin years. The brutality of Amin and the killings of Amin. As him as President didn’t get rid of him, but got rid of Obote II and others.

Certainly as a part of the newly transitional council, Museveni should take some credit and his participation from exile meant something. However, there are also evidence of his lacking resources and soldiers for the combat. But, the others saw the need for their and gave him a space in the National Consultative Council, interim government post-Amin.

That is why its weird for me, that he celebrates two other dates, which was ending of other people’s reign, but the President who usually credits himself as the saviour from dictatorships. Are not celebrating the one said to be the worst in time or his conscious playing tricks on him? As he feels guilty that he is acting as Amin and ordering killings in the same manner as he did?

Because, there got to be a reason, as this was a jubilant day and with celebrations in the streets of Kampala on the 11^th April 1979. Surely, the ones celebrating on the streets might not be living anymore. But the legacy and the history of that day is out there.

Darton reported on the 30^th April 1979: “ KAMPALA, Uganda — When Tanzanian soldiers and Ugandan exiles marched into Kampala on April 11, they found the carnage left by the institution.’ alized brutality of a state gone insane” (John Darton – ‘Idi Amin: A Savior Who Became The Creator of 8 Years of Horror’ 30.04.1979, New York Times).

With this in mind, the state should celebrate this. A ending of one tyrant, however the current one is maybe not so jolly about remembering his end. Since, that even remind him, that his day will come too? Peace.

FYI: If you calculate this year, 2019 is actually 40 years since it happen. A fourth decade since the Tanzanian army went in and invaded Uganda to free them from Amin’s rule. Still, it doesn’t seem to matter to Museveni. Just a footnote in the scheme of things.

President Museveni says: “he can get rid of Parliament,” so he wants to rule by military decree, then.

““Between 1971 and 1979 (Idi Amin dictatorship – Ed), there was no parliament…Don’t think that you are in heaven; do what took you there. You should know where the power of that parliament comes from… in fact, I can do away with that parliament,” Museveni, also a retired army general, is quoted to have said. “And we brought it [parliament] back, so do whatever you are doing knowing…” Museveni reportedly said” (Sadab Kitatta Kaaya – ‘Museveni: I can do away with parliament’ 05.09.2018, link: https://www.observer.ug/news/headlines/58601-museveni-i-can-do-away-with-parliament).

President Museveni have told the Members of Parliament, that he can abolish the Parliament, if he wants too. Museveni said on the 27^th August 2018 at Entebbe State House to the National Resistance Movement Caucus, that he can get rid of the Parliament and be the sole confined power in the Republic. He has said he can take it away and rule supreme.

If you thought that the man wasn’t serious, it took ages before ushered in Multi-Party elections, he took power in 1986, but the first election with that was in 2006. Therefore, he shown in the past, he only does “democratic” incentives, when he really has too. Not on his own merry, but by default.

Now, he says he can bring back military decrees and rule from up high, without any consideration of representatives of the people or MPs. As they are just questioning his reasoning and use of the military. This being in Arua and with the tortured MPs in question. That is why he is like this now. He wants to rule over the people without question, because he owns it.

In the same regard, people should stop paying taxes to him. Since he eats it anyways and shouldn’t care for paying OTT, VAT or anything as long as he don’t want to represent other than himself. He wants to be the kingpin, the almighty, who rules without questions. That is who is now. There isn’t anything he wants to control and if you question the military, than he brings the guns and suppress those ideas. That is why the Presidential Guards are in Kamwokya after arresting Bobi Wine. Because, he needs his sharp-shooters to send the message. That no one else has the power he does, because of the weapons, not because he has the support of the people in general.

That he now wants to talk like Amin and act like him, rule on military decree, shows how he lack fundamental understanding of all branches of state and how he wants to stifle it. He only opened up for things when it was beneficial, but now he wants to abolish it and take it away. He will soon wish back to Resistance Councils and the Movement System instead of the Multi-Party model, as that way he can monitor and control it in-house. That is who he is. However, will the people accept that in 2018?

This is not the same people as in 1986 or in 1996. This are doing this to people who never seen or touched the bush-war, the post-generation of that. He speaks of as it was his gift to give back parliament, soon he does the same with the kingdoms and whatever else he returned. As the pawns on his chess-set, as long as anyone obey it cool, but when they question him; your out of line!

Therefore, we now see how belittling and how hungry for the power the old man has. That he will even go to the levels of the ones he overthrow, just to prove a point. He already use the tactics of military courts, soldiers against civilians and torture like the ones before him. Now he wants to copy their military decree too. Soon there is no difference between him and the ones he liberated people from, its just like a mere façade and not reality. As he himself is as vindictive and horrific as them. Only he had more time using harm against people, then they ever could. Peace.

Amnesty International Report of 1978 could have been rewritten for Museveni in 2018!

Today, I am just showing some quotes and small fragments of the Amnesty International Report from June 1978. This report of the atrocities of that time shouldn’t be repeated, but because of the bush-war should have been eradicated. Instead, the rulers and the regime are continuing their works. Maybe not as violent or to the extent, but there is still civilians dying so the National Resistance Movement (NRM) and President Yoweri Kaguta Museveni can continue to rule indefinitely.

The NRM today used the Presidential Guards or the Special Force Command to intimidate the public, as they were starting to demonstrate in Kamwokya, as Robert Kyagulanyi aka Bobi Wine was first blocked from leaving the Republic for medical treatment. He has later been allowed to leave, but Hon. Francis Zaake are still lingering in police custody at the hospital. Both of them after being tortured by the Security Officials. There was others who was hurt in the violence and torture by the authorities needs treatment.

The other fitting paradigm of the previous dictatorship under Idi Amin, was the use of Military Tribunals or Military Tribunals on civilians charged with treason. That has happen over time under President Museveni. Other similarities that is mentioned are the violent arrests and bundled into the back of the trucks of vehicles. That picture has been more and more common, as people are rioting and demonstrating. Therefore, there are more and more signs that the liberators are looking more like they predecessors.

Just read this quotes:

“The effect of this structure of repression can be said without fear of exaggeration to have transformed the whole society in a short period of time into a ruthless military dictatorship marked by arbitrary arrest, torture, murder, the removal of virtually all fundamental human rights, the terrorization of the population, the turning of tens of thousands of Ugandans into refugees” (…) “Any security official is empowered to “use any force he may deem necessary” to arrest or prevent the escape of anyone suspected of kondo-ism (armed robbery, which carries the death penalty).3/ This supports a policy of “shooting to kill” on mere suspicion of kondo-ism, which is frequently used to justify arbitrary arrest or murder by security officers, whether in uniform or not. This was the case for example with the death of Makerere University student Paul Sserwanga” (…) “Military tribunals, originally confined to judging

I don’t feel the need to address it again, As the state of affairs is like this. That the militarism of Museveni, could have its roots in the Amin and using same methods to intimidate and control the public. If he was a real freedom fighter and someone who fought for rule of law. Why use the same tactics and same means to silence critics and population in general. Because if they stood in the way of Amin, it would cost and President Museveni shows that it can be fatal in his rule too. Therefore, the world should know, that they supports same evils, but with just different flag at an another time.

The United Kingdom and United States, should be concerned that their arms and weapons are used against the public, as the state using the tricks of Amin. It is just ones of the fellows who toppled him, who later had his major movement in 1986 and stayed since. Instead of bringing new fresh ideas and actually changes of ways to govern. It is more of the same and the population deserves someone who represent them and actually be there for them. Not just use military force to prove you have the rights to rule. Peace.

Chapter Four Uganda Statement: “First Anniversary of Kasese Killings: We Remember” (27.11.2017)

One year ago, more than 55 people – including at least 14 police officers – were killed in the Kasese clashes on November 26. A day later, the military and police forces launched a deadly assault on the Rwenzururu palace killing more than 100 civilians – including children.

One year later, we know more than 180 civilians were arrested and charged in court. However, no military or police officer has been charged for the killing of civilians. Families continue to narrate their ordeal of missing relatives and the palace remains cordoned off by security forces as a crime scene.

We call for an independent and impartial investigation into the role of security forces in the Kasese killings to deliver justice to the victims and their families.

Should President Museveni have requested the Scotland Yard to Investigate in the Kasese Clashes and Assassination of AIGP Kaweesi?

Just as President Yoweri Kaguta Museveni issued a request to the Scotland Yard on the 26th March 1987 to independently investigate the murder of Dr. Andrew Kayira who was murdered on 9th March 1987. The same could have happen on two other recent occasions in the Republic of Uganda. The National Resistance Movement and the President if they wanted the truth on important matters.

Like the massive scores of dead and innocent lives lost in the hours around the skirmishes in Kasese on the 26th November 2016. When the Buhikira Royal Palace was burned down and the lives lost in the fatal hours. At a time the Royal Guards defending the palace as the Police Forces and Special Forces Command we’re attacking the palace. While the Omubusinga bwa Rwenzururu Charles Wesley Mumbere we’re detained. The same was the different numbers of dead Royal Guards, Police Officers, Soldiers and civilians. This is all shown the capacity of the skirmishes done to one kingdom of late, since then the king has been in exile and the treason-charge has been hanging over him. Still, no report of the call for violence and neither a verified number of deceased. This all prove there was something sinister that happen at the Buhikira Royal Palace and a reason for the Security Organizations to burn down the Palace.

When you know this and if you are in government, you should look for the facts and dig deep so the souls who lost their lives are answered for. All of the innocent lives who suddenly was taken away in Kasese, should be answered for. The monarchy of Rwenzururu deserves answers for the demise of so many of their own. The families of the Police Officers and Soldiers deserves the same. If the President had the honor and cared about lives, he would have gotten an independent inquiry into the skirmishes and gotten an investigation report from an outside authority, just like he did when he started as President. He could have done like he did in 1987, but now 30 years later. He doesn’t care, it doesn’t cost him support and neither makes him weak. Therefore, doesn’t have to like in the past, when he needed to clean his hands. Now the overall power is in his hands and therefore can shuffle it away. Still, the ghosts and the remains will hunt the government. Since these are not really answered for. Unless, he request for the Scotland Yard to do a special investigation into the Kasese Clashes and the skirmish at the Buhikira Royal Palace.

The second incident that would need a look into is the sudden assassination of Assistant Inspector General of Police Andrew Felix Kaweesi. In the morning of 19th March 2017, when the AIGP Kaweesi was killed together with the bodyguard Corporal Kenneth Erau and driver Godfrey Mambewa. There been dozens of suspects and people detained. Even the kids of suspects has been behind bars. Many been interviewed on TV, but none has proven a story or even had a fair trial. As the suspects and killers who drove away on boda-boda’s from Kulambiro, Kampala on the 19th March 2017 is still in the wind. The proof of evidence and the killing of the high ranking officer. Can be put in question. As the sudden death of the AIG Kaweesi. Has to be put in question if the efforts of the Police or the State has been thorough enough. Since there are many leads, but nothing has been cleared. The assassins are walking scotch free. So the political assassination are left in the dark.

If the President had acted in the past on the Dr. Kayira murder, he would have asked for help from Scotland Yard on the investigation of AIGP Kaweesi. To settle the score and find the culprits behind it. Not only creating diversions and trying to deflect the case. Like it has been done by the aggression in Kasese in November 2016.

We could question why he didn’t ask for independent investigation help in both the Kasese Clashes and the AIGP Kaweesi assassination. Clearly, the truth would hurt the President and his leadership. Since that might implicate certain individuals around him and even himself. That can be put in question, because he had the ability in the past to contact and request help from Scotland Yard. Something he doesn’t do now. This wouldn’t be neocolonialism, more getting fresh eyes into the murders and death of civilians and high ranking members of Ugandan leadership. It should be important to reveal the truth and find the facts behind the deaths of all of them. Not hid it and try to silence it. Because that is how it seems with every day going without answers of what happen to these people. These cases are still not cleared or had their proper final findings. As long as it stays like that, the remains of these people are not respected. They have been violated, the same has their families and the state has to always answer for their lack of following their moral duty. The moral duty to find the culprits behind the killings. Opinion: Maj. Gen. Elwelu shouldn’t be interviewed as he deserves ‘to be put on trial’!

“A poor person is very dangerous. He can do anything to survive. We need to support projects such as Operation Wealth Creation and others that focus on the socio-economic development of this country,” Uganda People’s Defence Forces (UPDF) Commander of Land Forces, Maj Gen Peter Elwelu (Daily Monitor 17.04.2017).

Let me be clear, when Brig. Peter Elwelu  was a bit unknown his voice and opinion might have mattered to me, as then he would just be another fellow human being with an understanding of the world. But people like him, now after the crime, I cannot let him discuss state and government matters and not talk about what overshadows for me.

Brig. Elwelu or Maj. Gen. Elwelu now, is for me until proven innocent, a man who was in-charge of unlawful attacks on the Royal Palace in Kasese and the massacre of unknown amount of guards, police officers, civilians and others. So while the Obusinga bwa Rwenzururu Charles Wesley Mumbere is in house-arrest in Baganda. The army commander in charge of the operation, the one that killed innocent and burned the palace without any forewarning is looming the streets.

That the army man who was in-charge has since than been promoted, while the families of Kasese does not know the consequence and the reason for their death. Other than the salaries and that the state sanctioned the army to do this at one point. That the Kasese attacks and tragedy escalated quick is easy to understand, that it became is evident and that the army had to hide their crimes with even burning. Letting the dead decompose while the “evidence” of it all was collected. Since the knowledge of who ordered it and who wanted it come from up-high.

That Brig. Elwelu just followed orders might be true, still he completed and directed the mission, with bravado as the dead was dug into mass graves while the priests we’re praying for the lost souls. They should have also prayed for the soldiers who killed innocent men and woman on the compound in Kasese. That Brig. Elwelu made happen with his ordered and persistent attitude during these days of violence.

That Brig. Elwelu believes poor people can be dangerous is true, but his voice on the matter. Shouldn’t he important. As he has poor record of caring about how people has it and how people live. He had no issues with burning and killing in Kasese, he could do the same in Teso, Tooro and Busoga, why not?

I do not trust this man and I can surely not be alone. His voice shouldn’t have space in the Daily Monitor, as Brig. Elwelu suddenly deserves to be in the public sphere. Lets be clear he don’t! Not until he has answered and maybe cleared his name for his possible, and most likely crimes against humanity in Kasese in 2016! Peace.

Opinion: Why hasn’t there been any real investigation into the #KaseseAttacks?

There has now gone months since the Uganda People’s Defence Force, Special Forces Command and the Police Force on the 27^th November 2016 has skirmishes inside the Buhikira Royal Palace in Kasese. This we’re done again as the authorities have done in the past in Rwenzori and Rwenzori sub-region, as they have made the Rwenzururu Kingdom and their Ombusinga Bwa Rwenzururu Charles Wesley Mumbere a guerrilla leader for a unknown militia called the ‘stronghearted’ or the Kirumiramutima. If these allegation we’re true and the government had real investigation to all the acclaimed issues since 2014, than they would have charged someone before blasting and killing so many Royal Guards in November 2016.

The whole last skirmish was dim of justice and real security operation as the Brigadier Peter Elewu and Maj. Gen. Muhoozi Kainerugaba cavalry ran into the compound and did their disgraceful acts of vile violence and human rights violations. They killed and burned down the palace, they put graves with no names days after and wouldn’t let the families see the deceased, and they left behind trials of misconduct. Such, acts of killings that the world only see’s in time of war or even a civil-war. The state organizations and their security organizations are secretly about their acts.

If the State had been serious they hadn’t made the ones who were the targets of the gunfire and the burning the ones lingering in jail in and around Jinja. The same happen to the remaining royal guards also detained there. There wasn’t much grace or glory, as the king was at one point out for under an hour time before getting back inside prison. On the second time now he is exile in Kampala as the government doesn’t let him out of control and travel to his kingdom.

While this has happen the M23 has crossed from Ugandan territory to the Democratic Republic of Congo, as they have left the barracks and they have even been caught few of them in the Kasese District and Mbarara Region. There are prospects that could easily fix into a conspiracy as the insurgency and attacks on Rwenzururu Kingdom could be seen as shadow game for the release of the M23.

So, with the rumours that haven’t been verified as well, was French speaking army men at the Buhikira Royal Palace in Kasese. What are more worrying are the open questions, as of the verified numbers of dead between the army and police force. That was in the days after skirmishes. They we’re really not making sense as the amounts of dead after it all. With the loss of lives to all the royal guards, unknown civilians, police officers and so on. The State Figures still doesn’t make sense with the reports and spokespersons release in the army and police in the early days after.

The need for an investigation is clearly there, the army, police force and security organizations who acted vile in Kasese. The Rwenzururu Kingdom have been violated, the Rwenzori and Rwenzori Sub-Region has been used as a boxing bag by the NRM government. No visits from the President, the mediators or even the IGP Kale Kayihura have stopped it. As the army intervention have still let the government killings continue, as the post-election violence was created from the Special Force Command, maybe M23 and other operatives in the UPDF. That can be said, as their no clear investigation or intelligence that can be truthful, as the government tries to silence the truth. Their cherry of innocence is long good. If the NRM government really cared about their victims they wouldn’t defend the culprits, but the victims, the unknown and the unnamed dead who was assaulted and lost their life to early, as so many of the Royal Guards has done during the last year in the Rwenzururu kingdom. Omusinga bwa Rwenzururu Mumbere we’re arrested after a hot minute in freedom

The day that finally came after over a month in jail in Nalufenya Prision on the Treason Charges made on the trespasses he did early in 2016, the Omusinga bwa Rwenzururu we’re today in Jinja Court again answering his case and also having a bail hearing. Where the media was banned from the premises and the details is only what the government officials spread to the world. As usual the Media’s had to be outside and not allowed to enter it. Certainly if the Uganda Police Force could have their will they would have built barracks and roadblocks to Mbira forest to secure that not a living soul get intelligence on the outcome.

Still, the verdict came out that the King of Rwenzururu we’re allowed bail and could leave his prison state, but still not cleared on any indication of his charge been dropped. As he the King couldn’t go home, he could only stay in Kampala and areas inside the Baganda Kingdom. So his release was with precautions from the authorities. You thought the Police Force and National Resistance Movement we’re done with their humiliation of the king.

As he was free for a hot-minute, he was apprehended as he couldn’t even eat a rollex nor have a Nile brew in the streets of Kampala. Charles Wesley Mumbere who has been detained without any proceeding, only short court-hearings where the charges has been read, we’re again in the midst of the Police Force. The famous black-van, the Besigye-Torture vehicle came into the picture.

With the knowledge of having a bail on UGX 100 million shilling in the Jinja Magistrate Court, there shouldn’t be any reason to detain him again and take him to an unknown location unless the government want to silence the one who is the biggest eye-witness to the killings of late November that we’re sanctioned to the army and police officers stationed in Kasese. The Kasese clashes that even has a verified letter sent to the International Criminal Court. The ICC that Mzee hates because he is afraid that he will be next in line.

Omusinga bwa Rwenzururu is the victim that is taken hostage and taken with impunity from the authorities, as the killers and the ones that did the crime walks. The UPDF and the men who we’re carrying guns and besieging the Royal Palace deserves to be apprehended, not a king who has humiliated and disgraced by courts, police officers and the government who has detracted from their peaceful ways. If they ever had it… Peace.
