The Police say the Boycott from “FDC is Illegal!” The Police use their holy grail POMA, and that some actually stay home in solidarity with Besigye today; Actual shop-keepers get arrested for closing their store in Rukungiri today!

Today it is first Thursday when many people stay home in solidarity to Dr. Kizza Besigye’s house arrest and the stealing of the votes on 18th Feburary 2016. The Police can’t handle that people are staying home and not talking. They can’t gather evidence and find out who really is opposition to harass. Therefore the CP of the Police said this to the media! And he had to use Public Order Management Act (POMA) the bill who is more used in Uganda then the Constitution to give the Police right to whatever they want.

“These demonstrations are deemed illegal because they are not authorized by Police as required under the Public Order Management Act, due to the potential of culminating into riots across the city; including arson, looting of properties, destruction and vandalism, and violent clashes between Police and rock throwing protesters. It is on record during the last such unlawful protests that several businesses reported damage, buildings destroyed, vehicles vandalized and injuries sustained,” says Fred Enanga, the police spokesperson” (Afunah, 2016).

That not going to work is illegal and not authorized from the Police is amazing. That the Police can state that you are making arson and potentially destroying property by not going to work is flamboyant at best.

Eyewitness: “Time check. 9:00 am I am at home i mean staying at home. The thought rung in my mind..go out and access the situation and find out the public response towards call for stay at home. Here i took a 5 minute walk to Kitintale taxi stage. This is one of the busiest stages in Kampala”

And if the police has issues with black or blue t-shirts while walking to work, it proves their partisanship and really, really foolish to demolish this way of showing their agony in public. The Police might not gotten a petition or form filled in with the planned demonstration, but the issue is that if they had filled it in, they would not been accepted. They have themselves aggressively preventative arrests of FDC and GO-Forward activists/officials/agents. Therefore the initial activities from the Police is not giving justice, but securing the Presidency and the elite of NRM. Not caring about democratic actions as they have sieged the home of Dr. Kizza Besigye since before the Election Day, the way the Police has attacked the Najjankumbi Headquarter have been raided twice. So if the Police expected that the FDC would comply with their rules now, it would be strange as they themselves has no regards for laws or regulations as they attack the FDC and Go-Forward by any means since the 18th of February.

The Demonstration of the FDC and their supporters is peaceful defiance and defying the institutions and businesses that supply funding to the NRM-Regime. They do not say that people should stay home if they fear of losing their job! It is a demonstration of character as they will defy the regime by peaceful means. The destruction and vandalism is more the way of the Police and Army as they hurt and kill. While the FDC want to wear a shirt and stop using MTN. If that is hard for Police to understand, I understand that as they have shown that they only understand violence, as they create it or harass the public. The Police cannot harass the public if they stay in their own home. They are allowed not to listen to Bebe Cool or Dr. Jose Chameleone or anybody else who supported President Museveni during his campaigning. They can listen to Bobi Wine or Lucky Dube if they want to, with that should cause tension. As much as staying home is a way of showing disaffection, if you couldn’t do that; than the public could do that through clothing as a sign of defying the regime; both of them are is soft and peaceful ways of demonstrations, not making the violence and creating vandalism.

So Uganda Police I do not know what you do in your homes if that is violent or vandalism, but that is up to you, and if the public is wearing something dangerous by wearing blue or black. Than you should start to wear that yourself since the Police are often the most dangerous, as you throw tear-gas, live-bullets and other aggressive behavior towards the people. And telling people that they are breaking the “Public Order” by staying home or even wearing some other clothing is just unserious, even if the FDC and the FDC NEC didn’t send a form displaying the articles and decisions to demonstrate peacefully in the country.

The actions of Rukungiri where shops have been closed in solidarity of the FDC and “Free My vote” campaign; the shop owners are now being arrested and detained by the Police;  So the Police have now lawful power to tell if the stores can be open and closed. By the assumption of the public display arresting Mr. Batuma and Mr. Sonko of Sonko Electronics in Rukungiri who has been arrested today after their store been closed. The FDC has been informed that UPF is looking out for business-owners that closed their businesses voluntarily. Is this the proud state of Police and NRM-Regime that you order businesses to be open or be detained by government forces? Is that parts of President Museveni’s pledges and speaking of peace during the pre-election period. As nobody could create violence or unrest in the country as long as he was President, the old man with hat and his security organizations has gone to far, when they take the men who lay down the work in solidarity for a cause and then detaining them, while looking for the other ones.

The people do this without creating any of the violence and vandalism. Even if a government car got burnt by the Electoral Commission offices in Kampala, compared to the violence you created when Dr. Kizza Besigye was crossing town to go to the Makerere rally on the 15th February 2016, this here has been nothing. I am sure the Police will blame it on the opposition, even if it was the Police themselves blazing the car, even if it was just a disgruntled employee of the Electoral Commission, who hadn’t gotten his/hers pay-check.

So if the Police struggle with the sit-home demonstrations and the clothing to show allegiance with opposition, with boycotting NRM and showing public disobedience. That should be allowed and not be questioned. Peace.

“Police has maintained it won’t hesitate arresting opposition leader Col Kiiza Besigye if he insists causing commotion in the city center. This is in response to the preventive arrest that police applied on him this morning when he insisted that he was driving to the city center with out notifying the police. Police publicist says this was un-called for and this forced the police to arrest him” (WBS TV, 2016).

To give you a feeling on how the Police will act this coming week and weekend when the FDC has again planned to have public meetings in the Eastern Uganda like in Bugiri, Mbale and Tororo. First what FDC themselves has said and what the UPF spokesman Enaga said. Nothing that is said is surprising. We can expect more tear-gas, more FDC people jailed and even convoys with troubles during the next days. Especially with the words that is coming from Mr. Enaga. So there is still only one person who is allowed to run a campaign and he is enjoying the sun and state-visit in Algeria right now!

The FDC Spokesman Ibrahim Ssemujju Nganda said this on a press conference on Monday:

“This week we will be going to Bugiri, we will also go to Tororo on the same day and wind up with Mbale. We will go to open offices and speak to our FDC supporters in those areas” (Walswa, 2015).

CP Fred Enaga said this at a press conference today:

“We are already aware of broths and conspiracies, but we are committing to promote rule of law, peace and stability. We want to warn this unpatriotic Ugandans that which mix politics with our nations security. That such anarchy an act of recklessness, by suffocating the media and the public with falsehoods will actually be failed their political mileage. You cannot achieve any political mileage by triggering violence and chaos” (NBS Sunset, 2015).

CP Fred Enaga said this also:

“If FDC continues with their planned meeting in Bugiri they will have given us work to do. Then we will know if they are following their own laws or Uganda’s laws. Their meetings have not been cleared by Electoral Commission” (Walswa, 2015).

Calling the other parties UNPATRIOTIC shows how you already giving the other parties their place on the map. That their only one party who is truly PATRIOTIC. NRM and its flag-bearer are allowed to start campaigning and travelling around the country. This while FDC is unlawful and will have more trouble with the UPF. We also see that the opposition is being said to spread falsehood to the media, because of their dire situation they are in. I am sure we are soon seeing Dr. Kizza Besigye is soon under either House Arrest or at a Police Station in Wakiso District or Kampala Metropolitan because of the need for a “Preventative Arrest” and the same with other candidates in the party. It has to be under a blue moon before the Government of Uganda actually keeps the truth about a Multi-Party Democracy, right now it’s a sham!

The Multi-Party system in Uganda is for the moment like this. The NRM is the Ruling party with the hands and control all the institutions. The men who are leading government run business and organization is loyal cronies of the NRM elite. The other parties has a few seats in the Parliament, but not meaning they have any essential power and the independent seats there is just for show and could in general just be another NRM candidate. The FDC, DP, JEEMA, UFA, UPC and CP is just for show when Yoweri Kaguta Museveni needs to prove to the world that he open the system for more than the NRM. But initially the rest of the time, they are just a hazzle and meddlers that are as Fred Enaga acutally said today: “Unpatriotic”. This shows the difference between NRM and the rest as he concerns. Also what the Police is thinking and why they are doing what they can to shut down opposition parties when they try to campaign.

DP had issues this week in Luweero and FDC made demonstrations in Mbabara after the chaotic weekend earlier in October. That still proves how the Police is systematically working to keep the elite and NRM-Regime in order. Not to open for a real Multi-Party system with free and fair elections. This is why I am worried about the next days planned events from the FDC and how it will transpire and evolve. Hope that nobody gets hurt and the police doesn’t shot anybody this days. Peace.

Yet another day in the wilderness for Amama Mbabazi, the former weapon brother of Yoweri Kaguta Museveni who wishes to surpass him and become the president of the country from 2016. The reports saying even though Amama Mbabazi has sent in all the forms and letters recommended by the Electoral Commission, still the UPF harass the rally or consultation that was held on the Boma Ground.

“It gives me great pleasure to be here with you today. I have come here on a consultative tour because I have a dream of becoming a president of this country” (…)”Kaguta Museveni has served us as a country and we as NRM have done well for the last 30 years but you see you still have some serious problems like poor education, poor roads, hospitals and land grabbing” (…)”Some people are saying that I have never visited the Sebei region but this is the first area I visited after we captured power in 1986 and the whole stretch is a food basket. You have the capacity to grow enough wheat to meet the demand of Uganda but because of roads you cannot” (Kay, 2015).

The Secretary of the Electoral Commission Sam Rwakojo says: “Presidential aspirant can only hold consultative meetings but not public rallies” (…)”so what Amama Mbabazi is doing wrong” (…)”We advice presidential aspirants to carry out nation-wide consultations as provided by law not campaigning at rallies” (Insider, 2015).

“Angry residents did not only pull down President Museveni’s campaign posters off buildings and poles along Soroti streets but also dared security operatives in running battles following Police’s disruption of Amama Mbabazi’s rally today” (…)”Police was able to disperse the residents from the Sports Ground, they started pelting the officers with stones. The residents later regrouped and managed to cut off a team of about 30 Police officers at Soroti Sports Grounds and threatened to lynch them. The officers pleaded for their lives saying they were only following orders from above” (Kisakye, 2015).

Reason given by Gen. Kale Kayihura:

“Huge numbers on the independence grounds (Soroti public gardens) will destroy the grass, which will cost the municipal spent large sums of money to grow”.

Fred Enage the Police Spokesman to the New Vision via Soundcloud reports today:

“The respective territorial commanders edicted and other DPCs to ensure that to police the numbers that are actually involved. If there are a hundred, if there are a thousand. What is important is that the venues are efficient to accommodate the supporters who are going to be consulted. Is it a clear place? Does it have the consent of the owner of the venue? If it is outside a town hall then we have to assure that it have time-limits to 7 am to 7 pm. If it is within the town hall then its continues” (Nsuguba, 2015).

The Inspector General of Police has with immediate effect transferred and appointed three (3) Senior Police Officers in a mini-reshuffle:

1.Assistant Inspector General of Police (AIGP) Kaweesi Andrew who was appointed as the Director Human Resource Development that is responsible for the development of training programs in the Force. He meanwhile continues as Chairman, Training Committee of the Police Council and his immediate task is to establish the Senior Command and Staff College as well as build the structure and accreditation of training institutions in the Force. In addition, he must plan for systematic career development of each and every officer in the UPF in close cooperation with the Director, Human Resource Administration.

2.Commissioner of Police Haruna is transferred from KMP and appointed Director Operations.

3.Commissioner of Police Namanya Benjamin is transferred from Police Headquarters, Naguru and appointed Commander, KMP. His immediate task is to ensure that there is effective deployment of patrols, especially between 5 p.m and 9 a.m in the morning based on our community policing model. The transfers that are normal and regular, take immediate effect, and are also based on service exigencies and competence. We congratulate the appointed officers and wish them success in their new postings.

UPF: Police guaranteees safety and security of the tourism industry

PRESS STATEMENT

1.    The Police and its sister security agencies have boosted security in the Western districts of Kasese, Bundibugyo and Ntoroko following the tragic events surrounding the ethnic and cultural conflicts in the area.
2.    The area that comprises the Mountain Rwenzori National Park has very significant Safari attractions that have drawn an increase in the number of visitors in the area.
3.     This is to therefore, inform all domestic and international tourists that the combined forces of the Uganda Peoples Defence Force (UPDF) and the Uganda Police (UPF) successfully countered the attackers who were linked to the Rwenzururu Kingdom and arrested several of whom it arraigned before the courts of Law.
4.    Apparently, calm has been fully restored in the area and recreation centers opened by the Government in the districts of Bundibugyo and Kasese that has led to the recovery of several guns and ammunitions as well as accommodating people seeking shelter and protection. The local leaders and elders managing these centers have taken the lead for the immediate restoration of calm by dialoguing and engaging the locals and all other stakeholders in the area to solve the current issues.
5.    The deployment of appropriate Police and Military assets and supporting infrastructure has created safety for visitors selecting the Rwenzori region as a holiday destination. The Tourism Police that is tasked with the primary mandate of ensuring the safety and security of both international and domestic tourists, tourist attractions and facilities in Uganda is fully deployed covering all facilities in and around both the Queen Elizabeth and Mountain Rwenzori National Parks.
6.    The Police therefore, urges the public and all tour companies to resume their operations in the area and benefit from the security infrastructure in the area.

Updates: Rwenzururu Kingdom on the events in Kasese and Bundibugyo skirmishes

Fred Enaga the Police Spokesman confirmed that 113 people are accused and arrested in connection with Bundibugyo and Kasese (SMSMedia, 2014).

The Top officials from the Rwenzururu Kingdom who is in police custody:

–          Premier Minister Noah Nzaghale

–          Deputy Premier Yeremiya Mutooro

–          Chairperson of Rwenzururu Youth Wing: Erisinana Mberamu

–          Minister of Tourism: Yoramu Mulema

–          The chairperson of Rwenzururu War Veterans

–          Chief of Omusinga(king) on Security

Fred Enaga commentes: “All the files of the suspects are in their advanced stage and awaiting the advice of the Director for Public Prosecution (DPP). They will be arraigned in court today (Friday) or early next week on charges of treason and concealing treason”(…)”They have all recorded statements indicating that they had a hand in the attacks”(…)”But if our investigations reveal that he (Omusinga Mumbere) was also involved in the attacks, then the law will take its course”(…)”two more people, including the minister of information and another person who allegedly helped the attackers to procure a witchdoctor from Democratic Republic of Congo have been arrested and detained at Kasese Central police station” (SMSMedia, 2014).

More information from the Police:

Police say they have recovered 10 guns, 9 magazines and tear gas canisters stolen from them during the attack in Bundibugyo district on Saturday (UgandaRadioNetwork, 2014).

Polly Namaye says: “that police has not under any circumstance attempted to summon or arrest the king” (…)” however does not rule out the possibility of summoning the king in connection with the recent attacks on the Rwenzori region that claimed over 90 people” (…)” that the kingdom Prime Minister Noah Nzaghale, and two other kingdom officials are still under police custody” (KFM, 2014).

Some News and reports, which I  cannot say the completed source line, but still interesting in the matters of things:

The Group fighting in the Rwenzori region has accused the government of misleading the people on the cause of fighting.

The Group says they are fighting a full scale war against the regime and have released the following numbers from recent fighting:

1 -In the first attack on Mubende police barracks, 9 policemen were killed and 42 guns captured. No causality on the attackers.

2 -The attack on Bundibujo army barracks, 214 guns,17 Machines and ammunition were taken, 192 soldiers were killed, attackers suffered 3 causalities.

3 -At Ntoroko 4 Soldiers were killed, guns taken

4 -At Kaso and weighbridge a total of 24 guns were taken and Three Soldiers killed.

According to the message from this Group, they described Museveni statement on the conflict as a meandering mind of a tired and deranged man.
