
UPDF Press Statement on Gen. Kale Kayihura (13.06.2018)



There are something strange going-on in the Republic, the former Inspector General of Police Gen. Edward Kale Kayihura is being haunted by the authorities. The fall from grace is magnificent. It isn’t a year ago since he was awarded an award by President Yoweri Kaguta Museveni and not even a year ago since he was reappointed as the IGP. That after already serving as the IGP since 2005. However, the bucked stopped in March 2018 as the President sacked the former loyal cadre.
Today, the total has appeared, the former loyalists and kingpin, the man who has followed all orders from above is now being searched for by the Police and Military in Lyantonde. We can just wonder what sparked this and what he knows. It is just weird, just as the fall of Abdullah Kiatta of Boda Boda 2010. The fall of Kayihura is sudden out of nowhere.
The Bean Weevil surely has to fly, it has to get enough wings and get away from the Leopard. The leopard is hunting for his prey. I would expect a gazelle or buffalo, but maybe the leopard aren’t that hungry anymore.
We can certainly see that loyalty within the National Resistance Movement (NRM) isn’t worth it. As soon as your used up, get ready to be deemed criminal. The cadre who followed orders and did the needed deeds of the movement is now ready to thrown away like garbage. Because outlaws and criminals, like petty thieves. This being the former IGP of the Republic, who had the role for 13 years and was in the ear of the President. Surely, that should pay-off, instead he loses everything as soon as the title is taken away. That must hurt his pride.
He went from being regarded and respected, hated too, but also a man whose orders meant something. His choices and his appointments meant a lot for the ones who was selected by Kayihura. Now the same people are haunting him. They are hunting him and that is blessed by Leopard.
The leopard doesn’t care, he is just ready for his prey. He is ready to take the bean weevil down. The reports are the Special Force Command of Gen. Muhoozi Kainerugaba, the Presidents Guards, who has arrested him and being detained at the Seniors Officers Mess in Kololo, Kampala (NBS TV, 12.06.2018). Clearly, he must be stunned to be captured there. What the police did in Lyantonde. Who knows, but they we’re out looking for insects. So maybe they catch a few ratchet grasshoppers on the way. So that Kayihura doesn’t feel so lonely. Today, on the 13 June 2018, there are verified reports that Kayihura is now summoned to the CDF David Rubakuba Muhoozi. So there is still uncertainty, but that he is trouble, that is for sure.
What we know by now, is that the leopard has no mercy and not even to his own. He will not leave the wounds open and leave the ones leaving the fold, without some sort of retribution. No one crosses him without being touched. This is the fall, the mighty, mighty fall. Mount Everest and down to Sea-Level.
The Leopards Anus has now taken the Bean Weevil, what is the next move? What will you do now and for what reason will you use? Is he threat? Has he kidnapped the soul of the President? What did Kayihura do?
We can only await, but surely he will not be a cadre anymore, he will be a common criminal in the hands of the authorities. The state has taken by the presidential guards. There is no turning back now. The Bean Weevil are lucky if he can escape his fate now. Peace.

Trust me, under the National Resistance Movement (NRM) and with President Yoweri Kaguta Museveni. Nothing will be seen as foolish, nothing will seen as bonkers, every single possible way of securing the people will now appear. If that is registering all cars, lorries, tanks, motorcycles and bikes. Nothing will be left behind, even thongs will have special registry within the Ministry of Ethics and Integrity. We can just await that, all to stop the assassins from killing someone.
We can await that if the president is serious, there should be some CCTV put-up everywhere. They should be able to keep up with moving traffic, even help the metropolitan police to keep up with traffic violations. However, that will not happen. President Museveni has promised this in the past, but haven’t had the capacity.
The President did today say he would ban hoodies and such on motorcycle drivers, also get the drivers to have helmets, which is visible in the night and numbered. I don’t think the clue is in the hoodies, as much as it is in thongs. It is that someone will drive unregistered and unlicensed motorcycle, than carry guns to blast someone into oblivion. That happen to Kaweesi and Abiriga. The hoodie wasn’t the issue, it is that the police haven’t the proper registers for guns or for the gangs who carries illegal firearm. That is why the gangs and mafias get to continue their unlicensed business.
The issues isn’t to register, to uniform all the drivers of that and also get specialized headgear. Also ban hoodies and let the smile of the driver be seen in middle of the night. It is the NRM and the President who haven’t been responsible or accountable. They should have reacted before and considered what is lacking, instead of creating issues to a whole transporting industry.
This is the same that happen after Kaweesi, when the NRM relaunched the registration of Sim-Cards and harassment of civilians, they had to go through long routes, before the final registration of the Sim-Cards. The Telecommunications companies followed suit and the citizens too, until they got the replacement of the Sim-Cards. The whole situation created by state was hectic and chaotic.
President Museveni, wants every single person driving motorcycles to be visible and registered now, because the second time of killers driving that. Instead of getting his police and intelligence officers actually following the gangs and the possible criminals. That is unlikely at this point, they seem more preoccupied with monitoring Besigye, than catching killers and thieves. The Security Organizations and Presidents should be ashamed by themselves.
The new Security Guidelines for Motorcycles are really going stupid. It is going foolish, becoming nonsense. Nothing is left behind… the President will soon make sure your register ball-pens and the ink-pens, because you can kill someone with that too. Should he do that too? Because that is the next level? When he is already talking about GPS monitoring of Motorcycles and also uniforming the drivers. What else is left?
That is why this is overzealous and to another level. That is why I expect thongs and underwear to marked, secured and GPS on. So the Dictator can follow everyone around and what they do. Since everyone driving motorcycles is an issue and last year everyone with a cellphone. He continues with stupid countermeasures. Instead of actually letting his Security Organization fix the situation. Giving them way and looking into the crimes committed. Peace.

In advance of the Rukungiri By-Election in April 2018, the National Resistance Movement and President Yoweri Kaguta Museveni was giving away a lot of free stuff to the constituents. That was in favor of securing their candidate in the by-election that was held on the 31st May 2018 and the final verdict came on the 1st June 2018. That the Forum for Democratic Change MP Candidate won. Now we are in the midst of June, the date is 11th June 2018 and the state have addressed their concerns now.
Now in the midst of all this. The NRM and Museveni has now impounded the Boda Boda’s they gave to the public. They offered a 1000 boda boda’s to the Rukungiri District. We are surely soon seeing the lorries and the wood-machines also being pounded by the state. Because they didn’t deserve this stuff, when the ruling regime lost the battle in Rukungiri.
We are now seeing how belittling and how foolish these bribes are, they are only acceptable when the NRM wins. They will not touch it and the NRM are now revenging their loss. They are taking back their gifts. Who takes away gifts anyways? How the NRM defend this?
I am not in favor of these gifts. Instead of delivering service delivery and securing funds for government projects. This is one-time gifts which is not sustainable or for the goodness of the community. However, when they are already given to the district and the public. It is disgusting to take it back. Would you take away the roses your giving to your wife? Would you dare to take the candy given to a small child?
That is why this is disgusting and horrific. If the state cared about theses citizens they would keep the gifts and not impound it. Are they clearing the accounts of the SACCO’s and NAADs too? What else are they up to since the NRM is revenging the voters of Rukungiri.

The NRM are acting like an ex-girlfriend wanting their gifts back. They gave nice gifts to the boyfriend, but now demanding them back, because he wasn’t good enough. That is the truth. The NRM is acting like whiny little bitch. Not like a responsible party, the gifts and the bribes is not sustainable. However, it is such a charade when your impounding the gifts given a month ago. How little do you respect the rights of voting for who your favoring?
This is sour and bitter, weak and such a bitch move. Peace.

There is an upcoming Bugiri By-Election on the 10th July 2018, this is the new district with a new MPs and councilors. However, this will be focused on the MP election, which has been heated even long before the polls. Like it was been discussion and hard words hit either way. The Opposition has attacked each other and also shown disdain as the FDC are having a candidate and also JEEMA. Therefore, some people are saying they are splitting the vote. But if the candidates are good, then that shouldn’t matter. NRM, FDC and JEEMA fights for the same slot in Parliament.
The Candidates for this By-Election is National Resistance Movement (NRM) John Francis Oketcho, Forum for Democratic Change (FDC) Eunice Namatende and Justice Forum (JEEMA) Asuman Basalirwa. Therefore, there are three candidates, they are competing for the same possible office. This shouldn’t be shocking, as the Democratic Party (DP) and the Uganda People’s Congress (UPC) could in theory have fielded a candidate in this race. Even independents could run in it. So it is not a major crisis that its three candidates. Are the state of affairs so weak, that the opposition only feels safe if they field one candidate in every district?
There are many who is worried about fielding two opposition candidates, especially when many are standing behind JEEMA President Basalirwa, the UPC are standing behind him, Bobi Wine has endorsed him and parts of the rallies. There have been negotiations between JEEMA and FDC for a joint candidate. However, that stranded and the JEEMA team has attacked the FDC. Even went after Dr. Kizza Besigye, just like they did when he campaigned for the FDC candidate in Kyadondo East By-Election. So, we have seen this before. This is trying to tarnish FDC for their work and struggle.
To defend Besigye here is easy, as he has on both occasions just stood behind his party. It is natural, would Museveni rally behind any other party candidate? Both have been part or key person behind establishing their parties. Mao has helped other party candidates, but that is when their party doesn’t field anyone to be the flag-bearer like he did with Amama Mbabazi for President in 2016.
When people complain about the one candidate standing for this place, remember they already scrapped former Leader of Opposition in Parliament Wafula Oguttu. He is not just a random FDC leader and former MP. He was fielded for the slot in 2016. Therefore, Basalirwa should be Namatende is put forward now. That he is so bitter on FDC shows more signs of desperation, than of strength. That Bobi Wine wants the parties to prioritize is natural, but has already used his card and endorsed someone. The FDC has had talks with JEEMA without succeeding. Bobi Wine is also independent, so has not a structure to support or someone else to answer. That does the ones who has parties behind them. That is why it is more hard for a Party President not stand as an MP. Because that is the highest rank except for President. That is why James Akena stood as MP and Norbert Mao tried get in time before the 2016 without succeeding. So if Basalirwa didn’t stand he would show weakness to his party and no one wants that.
So please, just let it be. Let the challenge the NRM as two big opportunities for the Bugiri By-Election. Just like there were two possible candidate to pick from in Kyadondo East, there will be two in Bugiri. If the public want to go for them, then they should vote and stand-by as the counting appears. The NRM will use their tricks. But if they want justice and a fair candidate to elected. All of the parties should rally and be sure to get people behind their candidate. That Basalirwa is black-balling the FDC is just to post his narrative. Instead of seeing that the FDC tried to have talks at all. There is nothing automatic about that. Already Basalirwa have already gotten rid of Oguttu.
The ones blaming all on FDC should understand, that its all up to the parties itself to resolve this. Just like it is understandable that a party want their President to be an MP. There is nothing automatic about that, just ask Mao whose residing at home and waiting from reports from other DP MPs. Surely, Basalirwa want to be in Parliament and not at home.
That is why I say this, work for you cause and your candidate. The throwing shades between JEEMA and FDC will not further the fight against the NRM. Unless JEEMA wants to be a bitter rival who favorable to NRM, as they stood behind the TDC Presidential Candidate in 2016. If that is the case, the voting should be simple. Everyone is entitled to their opinion. However, the FDC has the same right to field their candidate as anyone, but the failed negotiations here is a blunder from both. If they don’t believe Basalirwa can beat the NRM candidate, unless he is alone. That is not a sign of strength, but weakness.
So please, Basalirwa, stop be bitter and spread your political agenda. Do that together with Bobi Wine. That is fine. Just as Besigye and other top officials from FDC support their candidate. That is all natural. But expect the NRM to come with funds and the military like they always do. So, be alert and woke, guard the voters if you believe you have the strength to conquer the NRM. We haven’t heard much about the NRM candidate. Because Basalirwa and the candidacy of Namatende has been so hostile. When it has no reason to be so, unless JEEMA have so little message to spread to the people of Bugiri. Peace.

I wonder how many types of government institutions does President Yoweri Kaguta Museveni needs to investigate, report and check-upon one the White Collar Crime called Corruption. I am boggled if this has even passed his mind. Because you have the Uganda Police Force, Public Procurement And Disposal of Public Assets Authority (PPDA), Office of Attorney General (OAG) and Inspectorate of Government (IGG). All of these institutions should be capable of battling this issue.
Therefore, I know the National Resistance Movement (NRM) are out of touch and not in order. When he is extending and mushrooming the state even more. The President has clearly lost his touch. How many agencies does the President needs to combat corruption?
“President Museveni made the announcement during his 2018 State of the Nation address to parliament in Kampala today. The unit will be led by Mr. James Tweheyo, Ms. Martha Asiimwe and Sister Akiror. President Museveni said the members of the unit have been directed to provide their phone numbers to the public. The public will be encouraged to report any corruption cases that come to their attention to the unit. While making the announcement, President Museveni turned on the office of the IGG and accused it of incompetence” (Agaba, 2018)
That this new Unit, the Corruption Committee will be another one. Even as the PPDA has mandate concerning procurement of the state and review it. The IGG are reporting and looking into the state resources and use of funds. The Attorney General are also overlooking and another branch who is fixated on usage of state resources and funds. The Police Force against indict, prosecute and make sure the prosecution of the people caught up in corruption. Therefore, to extend into a Corruption Committee is obnoxious. This is in the same regard as last years proposal of Presidential Handshake Committee, this is just make provisions to legalize it and clean-the-slate as you may.
That this Unit is cronies and other people close to the President. This is handpicked personnel and not hardliners. They will follow the lead of the President. I doubt they will dig any deeper, than any of the organizations that is there. If you already have the UPF, PPDA, IGG and OAG, what is the need for a separate committee? Except for adding a few more paychecks to some lovable cronies. It is amazing and foolish.
If the President thinks he is fooling anyone. That is just mere ignorant people who are already far up his leopards anus. Because we all know, this is just fooling the public. If you already have all the other government bodies, why are you extending yet another hand? Are you trying to make the state like Octopuses and have dozens of legs on a giant head. The head being the President and the rest being his loyal minions, which is the legs. That is how it is perceived.
I do not buy it that the Republic needs another body to fight corruption. If the will for fighting it was there. Then the state would have used one of the several bodies it already has. Now it is just extending another branch and another leg on the octopus. Thinking no one will mind.
Here ye, here ye, yo you fool, you are just a tool and this is not cool. I thought Mr. President that you learned this school. Peace.

Today was a day activists and especially Dr. Stella Nyanzi had a Woman’s March in Kampala. Going to the Inspector General of Police John Martins Okoth Ochola at the Police Headquarters to demonstrate with coffins to show the ignorance and the lack of care for all the kidnappings of woman in the Republic. Clearly, the Police Force was acting it is has done before. Instead of going into dialogue with the protesters. They went into warfare and skirmishes. As this little group was whisked away and the house of the IGP was shielded like a fortress with Police Officer in Anti-Riot Gear.
Some called this the Woman’s March, other in the slogan of Woman Lives Matters. 7 Activists was taken today, even some whose part of Chapter Four Uganda. Who also was protesting today. This shows that the National Resistance Movement (NRM) proves they are not there for freedom, liberty or even freedom of speech. As they are not allowed to speak up against the kidnappings.
All these activists was arrested with unlawful assembly and left on bond after being arrested earlier in the day. This was not at the same place as the demonstration. They were all taken to Jinja Road Police Station. That is typical of how these police officers works, as they usually does the same. To take the leaders from the protests and marches, even political rallies and drop them off further away. So the rest of leadership has to leave the premises and try to get them out on bond. As simplistic tactic to disperse the protesters.
They we’re peacefully walking to the Police Headquarters to deliver a letter and the police went all out. With all their gear and massive spark of outrage. They went into this with peaceful means. They came with coffins and a letter. To prove their point of the fragile lives, that is taken away and that the rampant kidnappings. This is happening a year after the deaths of woman in and around Entebbe. Which still is left unresolved, as the matter is on print. There is so many cases so many lives taken by the criminals and left played around.
That is the insecurity the NRM was supposed to fight and create. Instead it has gotten worse with time. The proof of with the rampant kidnappings and the deaths of innocent civilians. That is what it all boils down too. The demeaning way people are losing their lives, innocent woman who are just disappearing like garbage. When they are equals, citizens who has rights to justice and rule of law. Who are supposed to be protected and secured by the Police and other Security Organizations. The lack of that create a vacuum and the need for protest comes.
The need for organizing marches and question the powers for their lack of care becomes needed. Because the state isn’t answering to the plights of these people. They are left alone until they vanish, goes away and never returns. Used as pawns and used as bargaining chips to get a pay-off. That is what is happening. Peace.

Dear Janet Museveni!
I am writing to you again, because of your statements to the Ugandan parents who isn’t apparently feeding their kids. Because this is epidemic and systemic default from your mans long-term government and his lack of integrity and also lack of building resilient institutions. Because all has to go through your husband, Yoweri. Therefore, he can write a letter and reappoint people your firing. Since he is the head, not only of the household, but also the Republic.
However, that is knowledge you already knew, Janet. That is why this is insulting, what you said in a Press Briefing today:

I find it selfish of you to single people out and to put everyone in one bracket. When you know the state of the budget, the misuse of government funds, the lack of funds for salaries for civil servants and teachers. The own ministry your running is controlling dozens upon dozens of depleted schools and lack of accountability. Therefore, you should be careful addressing others. When your not the perfect princess you want to be.
Janet, it is the government fault, that there are lack of jobs, lack of opportunities for the graduates from college and university and all the other compromised situations that your government is in control off. You should fix government, before blaming the poor for lack structure and lack of giving way. This belittling the poor, because you have the State House and all the riches of the world. Your entitled to be queen, while others struggle from hand to mouth. Not like the ones who are poor is deciding they don’t want to give food to their kids. But they have no option, because of the systems your government put in place or didn’t care about. Your reckless behavior, your vultures and your thieves are the reason for this poverty.
You Janet and the whole royal cabinet. Should look into yourselves, all your activities and all your policies, all the transactions and all the unaccountable funds and ask yourself. Did you do enough? Did you? Did you really do enough?

When one your watch there is 8 million Ugandans who cannot afford three meals a day, that is your fault and your mistake. That isn’t only the parents. Some parents are bad and do bad with the money. But I doubt that 8 million are drinking, getting boozed up beyond intelligence and getting pedicure. Lets that be clear. Unless, the NRM has configured the stats on that too.
This is disgraceful, that you did this and mocked this people. Instead of figuring out ways of making it better for 8 million Ugandans. You are lecturing them and blaming them, calling them alcoholics and wasting money on luxurious items. That is by the way rich coming from you, as your administration is overspending on the State House and on your family. The wealth and the funds which is around the President is enormous and vast.
Mrs. Janet, there are so much you can do with your power and influence, but you have decided not to care. Your acting as a lecturer, but your actions are lacking any moral substance. If you did care and if your husband cared. There wouldn’t be 8 million in poverty and lacking three meals a day in the Republic. Your family and your husband has had three decades to fix this. Apparently, you haven’t tried.
8 millions are not alcoholics. That is impossible.
Step your game up. Act within reason and be rational. Not demean them, because your responsible, not only for the Ministry of Education and Sports, but for what your bed-mate is doing too.

President Yoweri Kaguta Museveni cannot accept rejection, neither defeat, he never has. That is in his veins, he cannot accept being beaten, even when he used all the tricks in his book, paying out funds, using the police and military to intimidate. Still his party the National Resistance Movement (NRM) lost in the 31st May Rukungiri By-Election to the Forum for Democratic Change (FDC) candidate for the Woman-MP seat.
What I have to say, is that Museveni always blames everyone else. If the taxes isn’t good enough or made with provision, which handle the reality of the day, it is either Uganda Revenue Authority fault of the Ministry of Planning, Finance and Economic Development (MoPFED). Because it couldn’t be his fault, it never is.
If the lack of organization between all security organizations is never his fault. It is not Museveni who has appointed and given the ISO, ESO, UPF and UPDF the mandates they have. No no, it is the generals who lacks their duty and the police officers whose not educated enough. Not that the state hasn’t sufficient protocol or budgets to actually do their jobs. That is another issue.
It is never Museveni’s fault when there is a new Cholera Outbreak or the health care system is failing. No no, that is the local government, who doesn’t have a dime to buy a cookie, but him in his private plane cannot be blamed. That the hospitals lacks equipment, medicine and even ability to pay their electricity bills. However, that is not to blame Museveni. No everything is fine and dandy, as long as his ministers in the Health Ministry can fly to India for treatment. Don’t blame Museveni, he hasn’t done anything wrong.
If the roads are full of potholes and you have to ride like a drunk on a straight road ahead. It isn’t Museveni’s fault. It is always Uganda National Roads Authority, Local Governments Councils and the developers whose tenders was given by the central government. The deals and arrangement is never Museveni’s fault, even when he allows the likes of Dott Services to continue their forgeries and mockery of road development.
It is never Museveni’s fault, when the education system is becoming a tragic stink. That he hasn’t invested in salaries, in the buildings or equipment to the students. Not able to secure lunch meals for the kids either. Teachers working to jobs, having gardens and boda-boda businesses on the side, as the teachers salaries are not paying enough on the low-level. But that is not your fault, because the State House, Office of Prime Minister and such is eating such a load of the yearly budget. Still, the Ministry of Education and lack of governance. Can only be the principals and others, but not you. No no.
So the list could go on. It is never Museveni’s fault, the Gods knows that. He is innocent, he is never guilty. Museveni is the Saint of Uganda, the greatest man ever to grace the hills and valleys of Uganda. No can ever be on the level of Museveni. He is the grandest king and his holiness, he is the one whose never done a fly anything. He cannot do mistakes.
Just like the pope in the Catholic Church has the teaching of Papal infallibility, where in general the pope cannot fail. It is a misconception, however, the idea is fitting. As Musveni are clearly never able to fall or do wrong. He got a gift like that, if it was so. Why isn’t the golden gates already popping by at the State House of Entebbe? Why isn’t Uganda industrialized and Modernized in the perfect vision of Museveni?
He has had 32 years to do it and still haven’t achieved it. Time to take the cross and carry it. Peace.
