When the State House and President Yoweri Kaguta Museveni launches “Expose Corruption Campaign” the man is initially exposing himself. All tides and waters goes to the shores of the State House. The deals, kickbacks and envelopes have an origin of the “high above”. There is no major corruption scandal without some touches from the head of state.

Ministers can run big schemes, Gen. Salim Selah can do whatever, businessmen can launch their businesses as long as there some sort of arrangement. That is what is happening. Everyone knows it, but the President can act like its not a big deal.

While the biggest corruption scandals has gone down without any proper litigation and arrests. This being Ministers who has made fake tenders and waste public funds. That has made roads expensive, medicine vanish and made procurement of cars into national corruption scandals. While, the Prime Ministers, Ministers and associates are all involved in it.

That is why this “expose corruption” is a farce. The President is doing this as a publicity stunt ahead of the polls and the campaign season. However, he has started numerous of organizations and entities to beat corruption. Nevertheless, there is always some shillings who disappear and goes missing.

Just think about this, he calls himself a insect and a bloodsucker too. A leach and a parasite … that is not a way you should describe fellow human beings. However, Museveni have done this plenty of times. Because, he cannot help himself.

President Museveni have used all tricks of the trade. Made dozens of laws, government institutions, but they are all pointless as they are never aiming at the big-fish. The biggest fish being himself. The National Resistance Movement (NRM) will never target itself, but blame others for it.

That is just his common tactic. He has used this trick before and this campaign will not change anything. It is a publicity stunt… and will not change a thing. Peace.

Opinion: Museveni ask his new ministers to desist from himself…

I call upon all ministers and public servants to desist from engaging in any form of corruption. Corruption by any government officials is a great betrayal to Ugandans who are desperately yearning for service delivery. I implore the general public to embrace this fight and report the crooked officials with evidence, as opposed to rumours and we will take action” (Yoweri Kaguta Museveni, 13.01.2020).

President Yoweri Kaguta Museveni, the President since 1986, whose now richer than God, but came into power with little or nothing. Therefore, he knows what he did to get there. He knows the implicated scandals, the grand corruption and often noticed missing funds in the headlines in the Republic.

That is why these sorts of desisting from corruption Telling the Ministers and the Public from stopping it. Meaning it should stop and get all evidence on plenty of high ranking officials in this government. Get the evidence of state owned enterprises and authorities. There are plenty of officials who would easily be implicated and connected with government tenders and whatnot.

There is enough ghosts, over-inflated state contracts and some-what. Therefore, days like today. Feels futile. The state has created a lot of mechanisms, a lot of organizations fighting corruption. Still, the big-men, the men sanctioned by the State House and the secretive investment deals are overshadowing the supposed battle against corruption.

When there is lack of transparency from the top. There will be less from the bottom too. There is no reason for changes, when everyone is eating and the ones with influence of the State House. They got an ability to get kickbacks, suits, graft and so-on. This is not news, but a reality.

The NRA historicals can steal land, take property and easily, therefore have other perks too. The NRM knows this and let them go. If your big enough and has the blessing, you can eat UNRA funds, eat NSSF funds and GAVI Funds with no costs or damages. You get to build a mansion and own business, on stolen funds.

That is why statements like today is worthless. Not believable. He has the Public Procurement And Disposal of Public Assets Authority (PPDA), Financial Intelligence Authority (FIA), State House Anti-Corruption Unit, Inspectorate of Government (IGG) and Auditor General (AG). Nevertheless, the big-fish is not getting caught. You have the Police Force and the Judiciary too. Still, all of these cooks cannot make a decent meal. Its a bland mix of watery soup, not even a good broth.

That is why President Museveni. We have to see you fight yourself. Not walk, not talk, but battle your own shadow and that’s not happening. Because, your not a cartoon character, but a self-styled President for Life. Peace.

Opinion: Did the Anti-Corruption Unit at the State House overtake the IGG?

Irene Mulyagonja, the fourth Inspector General of General (IGG), who was appointed to this position in 2012. Are now six years later appointed to Courts of Appeals as a judge. A position she used to have since 2008, when she appointed as a High Court judge back-then. Therefore, she’s returning to her field of work after 7 years in “absence”.

What is clear is that the IGG has lost the mantle, haven’t been as focused or had the pivotal role as it could have had. However, that is not her fault. The state has established a new Anti-Corruption Unit in the State House. The IGG, had already competition with the Financial Intelligence Authority (FIA), the Public Procurement and Disposal of Public Assets Authority (PPDA) and the Uganda Investment Authority (UIA). Combined with the Office of the Attorney General (OAG), the Judiciary and the law-enforcement in general. Therefore, in the field of anti-corruption, there is a bit many chefs to compete with.

So, as an IGG she’s become more of a ghost. But that is because, well, the state has funded and created the State House initiative, which have put the others on the back-burner. Not like they have any prominence or reckoning of late. I cannot even remember a substantial report from either of the authorities in ages. That revealed something substantial or even investigated state owned enterprises nor the government tenders. Its been so little or nothing.

With this in mind, maybe it was a gift from the President to appoint her to the Courts of Appeals. So, she can use her skills, her experience and her knowledge to good use. Since it was wasted at the IGG.

We can hope this is greener pastures, maybe even a relief. Since, the hopelessness and the diverted fight against corruption must be boring. When the ones and cases are directed to the State House and not to the other authorities. Even if their mandate, their mission and their government position is more bearing in law and in print, than the one suddenly created last year.

Well, good luck at a new venture Irene Mulyagonja. We have to see who will be the fifth IGG and who will be the ghost in the machine. Because the role of the IGG has diminished with time. We can just wonder, why they bother even having it at this point and time? Peace.

Opinion: If this isn’t your war Bosco, maybe you should just retire?

Today, was the day of yet another into the bunch of Anti Corruption and Financial Monitoring Authorities within the Republic. This time its a fixed Unit at the State House. That is why it is ironic, that Mr. President doesn’t say it is his fight. That his fight was in the 1980s and not now. That his done with fighting, but are just watching it all. That is not true, as he is usually implicated in it all. If you look thought the scandals, he is either involved or allowing the culprits to get away. That is just the way it is.

That is why I have no faith in a new Unit in a Republic with the IGG, OAG, PPDA, FIA, UPF, The Judiciary and new State House Anti Corruption Unit with a telephone number to call. All of these bodies are supposed to stop it and expose the graft, expose the corruption, however, that is not the wish of the President. Because in the end, that would show his sins. Sins the President is not supposed to have, but does have. We know this and not just mere hearsay. Since there been plenty of scandals since he started his reign in 1986. But hey, will not go into that, because that is doctorate or a book in itself. As the National Resistance Movement (NRM) have been implicated and created it time and time again. There is just new Government Organizations and new names, but the similar scheme, different company tender or another government facility where the culprits close to the President or even himself was eating.

With all of this, Museveni, knows perfectly well. That is why he says stuff like this. Acts the way he does. He is cleaning his hands, while he knows the dirt of his sins will not go off. As he never plans to confess or come clean. That means he will humble himself and show the world his con. The President has lived on the Long-Con.

Therefore, Museveni saying this isn’t his war. Is saying it is not for him to clean up his mess. Which is pretty insulting to all intelligence. As he is the Executive, he is the President and the Government itself. The President could have shown character and been bold, instead he is cleaning his hands or trying to.

The President is trying to fool the public, but ends up fooling himself. As he looks like a schmuck. That is evident with his words combined with years of action. He can blindfold the Movement people and the ones imprinted with his propaganda, but the reality is different.

Bosco can speak hard, but if he cared, he wouldn’t have let all of these activities happening around him or the cronies. All of which is known, but he is thinking the rouse works. However, it doesn’t because people knows it all so perfectly well. That is why people are mocking and playing around with the new Unit. No one believes it.

The President can play around and toy around like King. However, he is still a fool, saying this isn’t his war. Not so strange, when he is the General ordering everyone around and doesn’t want jump on the sword. The President doesn’t want to be credited or charged for the own crimes, but wants fool the rest of world. Even when he has so many authorities to do the job. They cannot do it, because you order them around. We know it, but you will not say it. I have to say it: “You don’t have the heart”.

Secondly, if this isn’t your war, you should retire. As they have to clean up from your mess. Your issues and the chaotic mess you have created. Peace.

So today President Museveni has asked Ugandans to listen to him as he announces new measures against corruption. What a joke! After 32 years of empty promises, he is promising yet again!

How can we depend on the man who created the mess to clean it up?

How can a man who has created and presided over one of the worst corrupt systems talk about fighting corruption? How can a man, who goes around bribing citizens with sacks of public funds purport to fight corruption? How can a man, who was only last week linked to receiving a bribe of $500,000 in a United States federal court, say anything about fighting corruption? What can a man who has established, nurtured and supported political and economic corruption talk about combating corruption? A man who bribes MPs to pass decadent laws? A man who only two weeks ago admitted while in Kenya, that he bribes Ugandans, so as not to lose votes? A man who treats our nation’s treasury as if it’s his own purse? A man who treats Uganda’s natural resources as his own?

It is because of that corrupt system that hospitals have no drugs. That schools are rotting. That the levels of unemployment are sickening. That we have no public transport. That our infrastructural projects are inflated, costing many more times than they do in other countries, and yet we end up with shoddy works. That our nation suffers and bleeds.

If corruption in Uganda is a baby, President Museveni is its midwife. If it is a football game, he is a striker. If it is a song, he is the producer. If it is a building, he is the chief architect. And yes, if it is a plant, he is that fertile soil that has enabled it grow, blossom and flourish! He has appointed, reappointed, and elevated the corrupt and most compromised people in public office, and protected them.

Mr. President, you have no moral authority to say anything about fighting corruption. You are not just part of the problem- you are the biggest stumbling block in any effort to rid this country of corruption, patronage and abuse of public funds.

Opinion: How many authorities does Bosco need to fight himself and corruption?

Today is the day, that the State House is launching the Anti Corruption Unit, which will be based at the State House. This is a State House project and meaning that it is officiated and controlled directly by the President and the Office of the President. That means that President Yoweri Kaguta Museveni are pulling the strings.

What is strange about it all, is that there are already plenty of government organizations working against corruption, first and foremost the Law Enforcement of the Police Force. Second, it is the Judiciary. Third, its the Office of the Attorney General (OAG). Fourth, the Inspector General of Government (IGG), fifth the Financial Intelligence Authority (FIA) and sixth the Public Procurement and Disposal of Public Assets Authority (PPDA). A sideshow that could accomplish and also recognized as organization who could inform the other authorities is the Uganda Investment Authority (UIA), that is if they cared about illicit funds.

Well, when we know, the Republic has already, the UPF, Judiciary, OAG, IGG, FIA and the PPDA. They should all have the capacity to fight the corruption if the President and the state cared. There shouldn’t be a need for an another State House – Anti Corruption Unit, which we can ask about mandate and does it go into the ones that is already there?

Because, what will be the different between what the IGG or OAG are reporting to the Judiciary/Police Force? Will there be a different between what the FIA and PPDA are reporting about?

There are already so many chefs, but so little mandate or lack of institutionalizing, as the President haven’t given any of these the space or the ability to do their work. If they had, then the State House wouldn’t stop the OAG or IGG reports, as they have to be leaked or insiders has done it to destroy other big-men’s career.

I have little faith in the Anti Corruption Unit, from the same man that solicit deals from foreign investors and get the cash through customs without any questions at Entebbe Airport. Not like that man, will not continue to get Kickbacks or Presidential Handshakes for that matter.

He will clearly silence the arrangement done to facilitate deals at the State House. That is why the Unit will be an in-house thing. Who knows what it will do, other than take down smaller cases, but they will not go after the Untouchables. As the plenty of organizations isn’t doing today. They are even leaving the big-men behind and letting them go. You can steal a road from UNRA, but if your part of the cronies, they will let you go.

Therefore, this is a PR Ploy, another scheme and another way of getting more people involved. But not deliver anything significant, because then they have to take family members of the President, even the President answering for grand-corruption, that he himself has done. Peace.
