Uganda Police Force: Police Investigations Cross Boarder Shooting (25.05.2019)

On the 30th April 2019, the news of the arrest of Callixte Nsabimana, aka Sankara became public. As he was awaiting trial of his involvement in armed rebellion against the state. This was done from July 2018 under the outfit of the Mouvement Rwandais pour le Changement Democratique (M.R.C.D) or Rwandan Movement For Democratic Change (M.R.C.D), which he came from the National Forces of Liberation (FNL) part of this. Another rebel-group that has had and currently have military operations in the Democratic Republic of Congo.
All of this is now on trial, as the former Rebel is answering for his crimes. What is striking, is how openly he is claiming that Ugandan authorities helped them out. There was even promises of more from the CMI. This is clearly stating the facts of covert operations done and the meetings reported on earlier in the year, that the Ugandan authorities held meetings with DRC rebels to topple and cause havoc in Rwanda. This information comes directly from one of the parties, as the secrecy is now out.
“Terror suspect Callixte Nsabimana today appeared before Kacyiru Primary Court where he was charged with 16 terror-related crimes. The suspect pleaded guilty to all the charges but told court he only ordered attacks on security organs and not civilians” (…) “Nsabimana is now addressing court, starts by explaining circumstances under which the terror outfit to which he was leader attacked civilians in Southern Province last year. Nsabimana: We had given FNL specific instructions that whatever operation they launch, it should be about destroying bridges, ambush military cars, attack sector, district, police and military camps. When I was arrested and showed evidence of what had happened. I was shocked to see that six people were killed and most were women. After I saw the evidence, I made a decision that I would not to hide anything about FNL. I did not give them instructions to kill civilians and I take responsibility of my part in it. I would like to apologise to the President, the injured, the families of the ones that passed away and to Rwandans in general. From today on wards, I am done with FLN and whatever else they may do is on them not me. I have been working with people from the Intelligence in Burundi but to be specific, the government and military was not involved. They we’re not aware of our clandestine operations. We have met Ugandan military officials. There was a scheduled meeting with Brig. Gen Kandiho but on the day of the meeting, he had an emergency so he sent a Colonel. We requested for military and diplomatic support from Uganda and we got a positive answer. By the time of my arrest, our delegation was in the process of going back to Uganda to collect on the promise made by Chieftaincy of Military Intelligence. I apologise for the things I have done. I know the benefits of not making court go through a long unnecessary trial because most of my crimes are so damning and the evidence is overwhelming” (The New Times Rwanda, 23.05.2019).
I am not shocked or surprised that he would state this, that there been interest and that there been movement, where the Ugandan authorities have supported rebels in the Democratic Republic of Congo. Is long well-known, as well, as there been knowledge of groups from Rwanda doing the same. So, its not like any of the states or their head of states is innocent on this matter.
What is more striking is the way its been said and documented, that the former rebel is saying this directly and without codes. His pinpointing directly at Kampala and CMI. Where he is even stating names to the Rwandan Court. That is what is more shocking, that he isn’t keeping it in, but revealing it to the public. What is also rare, is that the Rwandan Newspaper is stating what the Rwandan authorities at one point didn’t want to say. That they were attacked last year by the M.R.C.D. but now as they are weak and lost one of their leaders. They can reveal that matter too.
Surely, this is not an accident, but a mere reflection of the backroom, the shady underworld of the rebels and their arrangements with the various states. So that they can operate and even thrive. That is why, at one point, Sankara said he would topple Kagame. Something, he didn’t do, but instead will spend time behind bars for trying to do so.
There is surely more to this, as the group and outfit is still there. Just as the remains of the groups that it was combined off. What we only know, is the lingering questions, what was they about to collect and what was offered in the meetings? Not to talk about, how was they planning this and to what extent? Because, there is more underlying questions, which have been left unanswered. Except, that they might never tell, because its only the “high above” who knows that. Peace.

In July 2018, the news of a new rebel group against Paul Kagame surfaced with rebels from all sorts of fractions combined their forces and made the Mouvement Rwandais pour le Changement Democratique (M.R.C.D) or Rwandan Movement For Democratic Change. This has at later date proclaimed that they have taken over land in Rwanda, which has never been verified. However, the same state has no trouble announcing the arrest of one of the key players in the movement. Today its now know, that Sankara is in custody of the authorities after rebelling against the Kigali based Government.
Sankara joined the MRCD as the one behind the Rwandese Revolutionary Movement (RRM), alas the strength of his work is surely not as powerful as his statements. Since, he is today on of the latest catches of the state. They are clearly celebrating the loss of one of the cadres, which will now suffer in custody of the state, as his proven enemy of the state and the President.
“Rwandan dissident Callixte Nsabimana, aka Sankara, has been confirmed to be in Rwanda Investigation Bureau (RIB) custody, pending his criminal trial. Nsabimana has been wanted over several offenses committed on Rwandan territory, including the formation of an irregular armed group, complicity in committing terrorist acts, conspiracy, and incitement to commit terrorist acts, abduction, murder, and looting. RIB announces that Nsabimana’s case file will be submitted to the National Public Prosecution Authority in accordance with Rwandan criminal procedure law” (The New Times, Rwanda; 30.04.2019).
We have to see if the same state is able to catch the other people behind the group, which is former ex-FDLR Generals, the Conseil National pour le Renouveau et la Democratie (CNRD)-Ubwiyunge, Laurent Ndagijimana aka Wilson Irategeka. Whose location and existence is unknown. Since, these sort of operations are appearing the shadow-world and not the ones that is done in broad-daylight. Therefore, who knows how they captured Sankara.
However, they have done some co-operations or the rebel thought the could get away with it. Because of his stance against the President. This is not the ending, but the rebels are feeling the wrath of the state. The ones captured and taken in the Democratic Republic of Congo during the last few months. An now the infamous Sankara is in custody too. Peace.

On the 3rd April 2019 there was two Americans kidnapped at the Queen Elizabeth National Park. There been speculations about whose behind it and who claimed the ransom for the disappearance of them. The information is still not clear, as both the Security Agencies are keeping information close to their chest. But also, the willingness of adversaries to spell the beans of ill-will of the other party.
As the Uganda-Rwandan tensions continues. That is why I will show supposed intelligence from both Virunga Post and Command1Post, which both are based respectfully in Rwandan and Ugandan hemisphere. They are clear indication of what the different parties believes, plus Daily Monitor explanation of what happened, but we don’t have the whole story.
Here is what we have for now.
“How it Happened: “On Tuesday, at around 5.30pm, Mr Natukunda says he received phone calls from people in the national park informing him that tourists had been abducted. On further inquiry, Mr Natukunda says he was told that about four people in a vehicle had gone on a game drive around Edward Flats (flat area close to Lake Edward) not far from to the Uganda-DR Congo border had been abducted. “I was told by camp (lodge) operators that this was a family of two elderly parents and their daughter; that they had gone to the park without informing the administration of the camp and had no armed escorts,” Mr Natukunda said. He says the normal practice is that tourists go on game drives with armed rangers and guides. “That (driving unaccompanied) was a mistake because going on game drive without security is not the usual practice,” Mr Natukunda stresses. The kidnappers took with them Ms Kimberly and their guide, but left behind her parents, Mr Julius Martin and his wife Barbel. Mr Natukunda speculates that the kidnappers might have decided they did not want to move long distances in the jungles with elderly people, who have limited physical energy, but that their decision could have been informed by a desire to leave the parents behind so that they mobilise the ransom money” (Tumushabe & Kinene, 2019)
Ugandan Unverified information:
“The Rwandans are said to have been travelling in three mini-buses registration numbers UBD 338V, UBA 841D, and UBE 325P. Some did not have clear travel documents, raising suspicion. The regional police commander Rwenzori East Vincent Mwesigye refused to disclose the identities of detained. Mwesigye said their arrest was now a bigger issue that could be handled at senior level. “There is no comment I can give you at the moment,” Mwesigye said. Journalists could hardly be allowed to enter the police station to interview some of the suspects” (Command1Post, 2019)
Rwandan Unverified information:
“Sources who intimated to us revealed a deliberate plan by CMI, which has specifically been cited in facilitating Rwandans to join a rebel outfit in the Democratic Republic of Congo, to train as they continue to prepare to attack and destabilize Rwanda. The recruits are channeled through Uganda with facilitation of CMI to join training bases in DRC, as established by a UN Mapping Report in December last year. “In trying to analyze this scenario, one should not look further than the Kikagati incident where in 2017, a similar number was arrested on the Tanzanian border with Uganda headed for the same training camps,” a source said on condition of anonymity” (…) “Our source further said that by trying to gag the local police that arrested the group, and blocking the media from seeing the suspects, they are deliberately avoiding the Kikagati debacle that was a smack in the face of CMI. Because of the attention the group got, the authorities in Uganda were forced to process them through courts but the case was later bungled and the suspects reportedly released. “The less the world knows about the group, the better for them,” said the source” (Muhumuza, 2019).
We can see that there is conflicting stories, but one thing that combines the two spheres of information. That the Rwandan are claiming to keep it low-key for the sake of the world, while the Ugandan doesn’t want to disclose to much. Which is a nice combo.
However, in this sense, the Security Agencies says this is to be dealt with at the Senior Level, while they are trying to cover-up the connections to groups silently supported by the Ugandan government to destabilize Rwanda. Alas, we don’t know this, because this information is not put into the public.
The states are clearly using their platforms to strike against each other. In this instance, we cannot know what is true or not. Because, the stories aren’t adding up. While the US Tourists is caught in the cross-fire.
Time will tell, what is the real deal, but we are seeing the parties are playing shadow-games with each other. Who knows what is truth at this point, because they are both playing with fire. Peace.

On ReliefWeb today, there was released a United Nations Security Council Report dated back to the 12th March 2019. What is vital about this report, is that what has been in the press and not been verified. Is not clearly stated in the print and reports of the United Nations. That is a very tough bargain, as the UNSC shouldn’t release reports, which is false or not verified by either its witnesses, its experts or its investigators. This is no in concern with the armed groups that is crossing into the Democratic Republic of Congo (DRC) from Uganda and Rwanda.
There been reports about the FDLR and Rwanda National Congress crossing into Uganda in December 2018, until now it hasn’t been verified. The UN is not saying why they crossed into the the DRC or where they came from, but the arrests and extradition was served to Rwanda. That is why, the previous reported stories in connections seems more likeable. We can wonder, why the UN didn’t verify the meetings in Kisoro, Uganda too, as it was in connection with the arrests being made in the DRC.
Alas, there are more, which is striking, because the language is dense, but still settling the score between the DRC towards the Uganda/Rwanda, who both are known for conning in the neighbour republic. They are stating it directly in this report, without no shadow of a doubt.
“On 15 December, FARDC arrested the spokesperson and deputy head of intelligence of the Forces démocratiques de libération du Rwanda (FDLR), and media sources reported their extradition to Rwanda in January. While the extradition and repatriation of disarmed FDLR combatants weakened the group, FDLR remained active. On 16 and 17 December, seven FARDC soldiers were reportedly killed in two separate attacks by suspected FDLR rebels. Military operations in December and January against an FDLR splinter group, Conseil national pour le renouveau et la démocratie-Ubwiyunge, forced the latter to abandon positions in North Kivu and move into South Kivu” (UN, 2019).
“Participants called for continued cooperation among the Democratic Republic of the Congo, Rwanda and Uganda to complete the repatriation of disarmed FDLR combatants and their dependants from the eastern Democratic Republic of the Congo and of former M23 combatants and dependants from Rwanda and Uganda” (UN, 2019).
“In furtherance of the second national commitment, namely, to “consolidate State authority, particularly in eastern Democratic Republic of the Congo, including to prevent armed groups from destabilizing neighbouring countries”, Congolese authorities closed FDLR transit camps in the east in November 2018 and repatriated 1,634 disarmed FDLR combatants and dependants, some of whom were previously detained, pursuant to a bilateral agreement with Rwanda” (UN, 2019).
“ During its fourth meeting, held on 24 January in Nairobi, the follow-up mechanism adopted a timetable for screening and sensitization missions to Uganda and Rwanda, to advance the repatriation of former M23 members, as well as a mission to Rwanda to monitor the reintegration of former FDLR combatants and their dependants. From 15 to 22 February, representatives of my Special Envoy, together with representatives of the Governments of the Democratic Republic of the Congo, Rwanda and Uganda, the Expanded Joint Verification Mission and MONUSCO, visited camps hosting former M23 members in Rwanda and Uganda. Previously, from 11 to 13 February, the Office of my Special Envoy and the International Conference on the Great Lakes Region had conducted an assessment visit to the headquarters of the follow-up mechanism on ADF, located in Kasese, Uganda. While the Democratic Republic of the Congo has deployed a representative to serve on the mechanism, the delayed contribution of personnel by participating States and logistical challenges continue to hamper the operations of the follow-up mechanism” (UN, 2019).
It is really significant that it comes within the paradigm of the tenseness between Rwanda and Uganda. That the UNSC releases this report this way, that its showing the FDLR, M23 among others. Which has gotten support from Uganda/Rwanda in the past, while doing their deeds in Eastern Congo. We can clearly wonder, why they verify it now and has this report for the Secretary-General of the UN.
Because, that means the UN is taking the situation seriously and needs to see action. As the destabilizing neighbours are continuing to persist in the region, as well as it didn’t state. Cross over into themselves and create issues there. Like the MRCD or parts of the ex-FDLR are doing together with the RNC.
It is really significant what was compiled in this, by all means the connections and even the stated wording of it. That the states even hamper with the operations of the follow-up mechanism. Shows, there is clear intent from the parties, to continue to destabilizing the DRC.
Surely, someone will torn by this report. Peace.

United Nations Security Council – ‘Implementation of the Peace, Security and Cooperation Framework for the Democratic Republic of the Congo and the Region – Report of the Secretary-General’ (12.03.2019)

“Greetings from the people of Uganda and from myself. I am writing to let you know that by accident, I, at last, had a meeting with a Rwandan who admitted to being a member of the group you told me about – Rwanda National Congress (RNC)” – Yoweri Kaguta Museveni letter to Paul Kagame on the 10th March 2019
I am sure there was an accident that got him into the Bush-War in the 1980s, the Electoral Commission filled the wrong form and left Milton Obote at the helm by accident. They should have just given the throne to Yoweri Kaguta Museveni at once.
Another accident was him actually winning the war by the Luweero method, he never thought it would be successful. However, it worked by him duping the Baganda and promising them streets of gold. The only thing shining in the faces is having a symbolic kingdom and eating matooke.
This is the old accidents, it is time for some fresher ones. There are accidents that the President are meeting people in his State House and that his brother Salim Selah is investing in questionable business enterprises. That is just what life gives you.
Even if that means that the state is accidentally giving away passports and making rebels working against Kigali. That is just an accident too. Just like it is an accident of having meetings with the same rebels, offering weapons, crossing borders of Kisoro into the Democratic Republic of Congo and suddenly seeing the beneficiary people behind this group getting extradited after such meetings. Is so accidental.
Other random accidents are that the Gold Refinery in Uganda are producing tons more than the Republic can produce, but cannot verify its sources. Even as the porous borders to the DRC are never in question and that is just an accident too. Just like the illegal logging of wood from rainforest, ends up as toilet paper in the same republic. That is just what life gives Jajja and his businessmen, I suppose.
There are surely plenty more accident beholding the emperor and his cronies at Entebbe and beyond. Certainly, his holding accidental meetings with arms-deals trading weapons to South Sudan, offering help to Nkurunziza in Burundi and who knows elsewhere. It is all accidents happening anyway. We can never know, if it has a purpose, it is like driving over to many potholes. Sooner or later, the tires gives way and you fall astray.
That is just the way Mzee governs, especially, if you believes his recent leaked letter to New Vision. I don’t believe that, but accidents rarely happens alone. So, who knows, if he will have an accident tomorrow happening to him. Peace.
