In the Teso Region they are eating termites to survive the famine!

There are something deeply wrong, so sincerely wrong when the citizens doesn’t get needed food relief and have to eat termites and insects to survive. This is the state of the famine now in Teso Region, in Katakwi, Amuria, Bukedea and Kaberamaido district.

Mr Robert Okitoi, the Amuria District council chairperson, said “The situation is bad, people are now eating termites. I think the government should just declare a state of emergency for the regions of Teso, Karamoja and Lango.” (NTV Uganda, 01.06.2017). On the 26th April 2017 the Parliament has passed a motion to declare ‘State of Emergency’ in Uganda, but the President and the State House has not done anything about it.

Still, a local farmer wrote a piece to the Chimp Reports that has some valuable assessments:

The current hunger in Teso has largely been attributed to drought, while this assertion may hold some truths; there is increasingly evidence that the Ministry of Teso Affairs has not done its part. Hunger in Teso is as a result of both internal and external factors. For many years, the region has been experiencing declining productivity and this was recently worsened by drought. For districts like Ngora, Bukedia and Kumi, land fragmentation has heavily affected productivity” (…) “Clearly besides drought, Teso food systems are in a crisis and our expectation was that the Ministry of Teso affairs working with other stakeholders would work to address this problem. Our view is that hunger should be among the ‘affairs’ that Ministry of Teso Affairs should be engaged in.Agriculture remains a major livelihood for our people in Teso and therefore we require urgent response from Ministry of Teso Affairs on its plans to help our people get out of the current hunger crisis”(Akorikin, 2017).

This here proves that the drought is just the last piece of the straw in a bigger problem, that even the State Ministry has not been in-charge and had the oversight of the Teso Region. There are lacking the support they need. Still, the government still have done something now and then. Like this one relief to Kaberamaido district: “Kaberamaido district has finally received 12, 000 kilograms of relief food from government valued at Shillings 33 million. Kaberamaido is among the districts battling a severe food crisis resulting from crop failure due to prolonged drought. The most affected areas in the district are Ochero, Bululu, Kobulubulu, Kaberamaido, and Apapai sub counties. With over 5,000 households facing starvation representing about half of the total population in the district, the 12,000 kilograms of flour delivered is far from solving the food crisis” (Odongo, 2017). That means on the 30th April 2017, the government delivered 12.000kgs of flour that is estimated to be 231,000 citizens in the district alone. Therefore, you don’t have to be rocket scientist to know that this food relief to the one district isn’t enough…

The minister for Relief and Disaster Preparedness, Hilary Onek, has offered a bit of advice to the hunger-stricken; stop selling the little food you have left. Onek said the weather has become so unreliable for Ugandans to hold on to the little hope for better yields. “They should consider family needs first before selling all the food. Districts like Lira had a lot of food but it [food] was sold to traders from Kenya, South Sudan and even Rwanda because people want money,” he said in an interview. Asked whether government would consider banning the sale of food to outsiders, Onek said they wouldn’t, in the spirit of the East African Community. “That is not an option we will consider; we only want people to behave responsibly to take care of their family needs before they sell all the food,” he said” (UMDF, 2017).

So now the Minister Onek gives advice to the impoverished citizens, so that they are careful with their food stocks, as the relief of the districts are not up-to par. Therefore, that they didn’t stock the extra foods and now they tell the families to take of it. The government could have used their resources and built food-stocks, instead of living hand to mouth. The small-time farmers in the Teso-Region certainly, needs more than fear of selling what they don’t have, they need support and food relief.

The state also has to facilitate the farmers, not in Operation Wealth Creation or Jerry-Can irrigation, but real projects, storage of food-stocks and recreate farmers Co-Ops in the districts and sub-counties to collectively earn and work together to get better yields and also productivity in general. But that isn’t a scheme and way the National Resistance Movement can corrupt or thieve the funds from. Therefore, that will not happen and is the reason why the similar institutions are gone during the decades of President Museveni.

The Teso Region and these district needs help, the man-made famine together with the drought that has worsen it. So the Government has to charge and actually make a difference, not just thieve monies away from Kampala. Peace.

The Calvary tried to block “My Life, My Land” Campaign rally in Semuto Town in Nakaseke District!

In Nakaseke District. The Uganda Police Force have been preoccupied with blocking meetings with Dr. Kizza Besigye and the Forum for Democratic Change, as their national campaigns continues. As this was happening when they we’re traveling to Semuto, where the Party and FDC leadership held rallies. While the Police Force and District Police Commander Justus Asiimwe were prepared with roadblocks around the town and also police officers in the town center. There we’re also Armored Personnel Carriers (APC). The Police did what they could do to block. But when he did enter the town and held the rally for “My land, My life campaign.

Certainly, the FDC have been holding campaigns in Mubende and Luweero where they have recently met the same hostile Police Force, as they are all trying to silence and stop the gatherings. As the people shows up when the People’s President and his FDC comes to town.

Yesterday the AIGP Asan Kasingye issued this statement relating to the public meetings of the FDC: “We wish to appeal to the members of the public to desist from attending their unlawful assemblies and to ignore the messages of incitement and disobedience from the above members of the party” (Uganda Police Force, 05.05.2017).

So the Police Force are calling it an unlawful assembly in Nakaseke District, this will not be last place that the FDC and their campaign team will meet hostile security forces. This is because the Police Force has decided to silence and stop the opposition party from campaigning for their cause. This was written by Erias Lukwago: “I would like to extend my heartfelt gratitude to the people of Nakaseke District for their firm stance and resilience in the face of brutality and mayhem unleashed by the Police in Ssemuto town this afternoon” (Erias Lukwago, 06.05.2017).

So the intimidation and harassment continues and the FDC are under-fire where they go, where the police are following, monitoring and blocking where Besigye goes. Instead of stopping violent crime and the insecurity that appears on this sort of activity.

While the Red Repper reported this:

Police unleash all the might on Besigye in Luweero Triangle as criminals ravage the city and entire country. Three businessmen were murdered last week in Masaka. Hardware tycoon kidnapped and murdered in Bushenyi this week. Two more kidnappings were reported yesterday in Mbarara and Bushenyi districts. Two businessmen were in past three weeks shot dead in Makindye, a Kampala suburb” (Red Pepper Uganda, 06.05.2017).

So there are certainly mismanagement in the Police Force, they are more keen on being involved in politics, than actually fighting crime and solving them. Since there seem to be problems that the Police has to solve, but isn’t fit to carry out. The reports from Red Pepper is really worrying. Doesn’t seem like the Police are occupied with that, more with if the FDC are campaigning or having public meetings, which should be seen as misuse of the public resources. Peace.

Ugandan economy could get Oil-Shocks due to external factors, recent BoU report claims!

Surprise, surprise the Bank of Uganda (BoU) has made a working paper on the possible consequences of the oil price, the oil exports and the oil imports on the Ugandan economy. This didn’t exceed my expectation of a report or paper, but said enough to clearly anticipate changes in the economy with the coming export. Even as the BoU called the domestic oil production in embryonic stages, which means the real impact will come when it is closer petroleum production the GDP and CPI feel more impact of the oil prices and the volumes exported from the Lake Albert Basin.

That the Ugandan State and the Republic of Uganda, should know that the fresh foreign exchange and currency into the economy, as the domestic parts of petroleum is not having big impact on the economy! Still, the export can change it as the oil prices and change the consumer price index for instance. Take a look!

One such shock that is a source of major concern and risks to monetary policy-making in Uganda is the oil shock. To our knowledge, the effects of oil shocks in Uganda, to date, have not yet been analyzed. The objective of this paper therefore, is to analyze the nature and importance of oil shocks to Uganda’s economy in a dynamic framework” (Nyanzi & Bwire, P: 4, 2017).

According to the Uganda’s Ministry of Energy and Mineral Development (2012), oil provides about 10 percent of Uganda’s energy requirements – the rest is sourced from the small and underdeveloped and unreliable electricity sub-sector and the cheap biomass energy. The oil sector was also deregulated in 1994, under the broad structural reforms implemented by the Government of Uganda, which effectively eliminated oil prices subsidies. Uganda is endowed with commercially-viable oil reserves, but domestic oil production is in embryonic stages. Consequently, all of the oil-energy needs of the country are satisfied by imports” (Nyanzi & Bwire, P: 8, 2017).

The results of the variance decomposition in regard to oil shock are not entirely unexpected, given the structure of Uganda’s economy. Oil and its products constitute 8 percent of total intermediate consumption and 10 percent of energy requirements. In addition, oil is crucial to electricity supply in Uganda because hydro-electricity is unreliable and insufficient. This implies little or no substitutability of oil with hydro-electric energy in production in case of adverse oil shock, which could justify the long-run 20 percent variance in output due to oil shocks. Regarding consumer prices, the small percentage of variance in consumer prices due to oil shocks is justified by the small weight of oil in the CPI basket. Oil constitutes about 1 percent in the 2009/10 rebased CPI basket, of which 0.8 percent is oil for personal transportation and 0.2 percent a source of liquefied energy at home. These numbers are not surprising given that over 75 percent of the population live in rural areas and depend mainly on wood and charcoal as a source of energy, and that rates of car ownership are generally low. Moreover, the main source of short-run volatility in the Uganda CPI is weather-related factors affecting food prices. This leaves the bulk of fluctuations in the core consumer prices (Comprising over 80 percent) explained by demand” (Nyanzi & Bwire, P: 18, 2017).

Oil shocks are transmitted through the supply channel, as a shock that increases the international price of oil leads to opposite movements in real output and consumer prices in Uganda” (Nyanzi & Bwire, P: 19, 2017).

It is hard to say how it could impact and how the petroleum production and exports will change the economy, how the prices and the inflation, as the measure of how much the price of the crude-oil will be at the given time. That the government has secret agreements with oil companies and also agreements with other to build the crude-oil pipeline that goes to Tanzania. Therefore, the reaction in the economy is not yet known, but with the background and knowledge of the how it is now. Most likely a real output and change in consumer prices in Uganda.

That will be an oil-shock no-one can be prepared for. Unless the Government and Parliament created legislation and policies who might soften the change of the economy. Therefore, with this in mind, the National Resistance Movement, the State House and the President Museveni have work to do. That is if they consider the implication the petroleum production and exports will have on inflation, currency value and consumer prices index as well. This report should open some eyes into it, but it should not be surprising. Peace.

The Calvary’s villain Kayihura gets a renewed contract to harass and intimidate the public until 2020!

Again and again, the cronies and loyal head honcho’s are usually put in order so that the Wonderful Dictator has his check and balances in order. So that the Republic is following his drum and his vision. The man who follows the orders of President Yoweri Kaguta Museveni and his ruling regime. The National Resistance Movement (NRM) have not used the Police Force only to fight crime, but more to intimidate the political opponents and the media.

Therefore that his contract was renewed until 2020 wasn’t unexpected, as Museveni wants a loyal man in charge of the Police, to do his dirty-work and stand on the front-line taking all the heat. That is what the Police Spokesperson does and what the IGP Kayihura does. Even with the backlog of cases going far back into history and pending treason charges on high-profile individuals like Obusingwa bwa Rwenzururu Charles Wesley Mumbere and Dr. Kizza Besigye. He still gets renewed without anything else to show, that he at least kept the Opposition more silent and has in his time killed of demonstrations!

So the IGP Kayihura, the ruthless man who leads the Police Force, who has embezzled funds and is as mafia as it can be, are now in charge for longer. While murders, abductions and threats are getting more common. As con-men and thieves are continuing rooming, as the state fails on its duty. While the Army and President has supreme power over them all. So he can use the relationship and the knowledge of how Kayihura uses the Police Force to misspend monies to gain fortunes. Therefore, because of the knowledge of the ICT scandal and others proves that those allocated maladministration is pay-off for the loyalty between them. A conniving man as the President, needs to hang around similar crowds and people, who also wants to eat of the State Reserves, if there is a self-righteous individual, than he might whistle-blow and show the secrets in public. None of these fellas like that!

A little history to why he became appointed IGP in the first place:

The appointment last month of Maj-Gen Kale Kaihura as IGP has been met with some indignation. A man seen as a military hardliner close to State House, Kaihura has long been a Museveni assistant, either commanding operations in Congo or Sudan, in the Revenue Authority, or acting as Chief Political Commissar for the army. Opposition politicians believe the army is being sent to the police to help the regime rig the 2006 elections. But they say that the government is breaking the law in the creation of shadow forces. Part of the reason for the ongoing expansion of the police force ahead of the 2006 elections are the inadequacies noted in the last presidential and parliamentary elections. At the time, it was reported that the police force was only about 15,000 strong. This number was expected to man 17,000 polling stations at the time. The Parliamentary Report on election violence in the 2001 polls said the disparity was used as an excuse for bringing other armed forces into the elections” (Kaiza, 2005).

I am sure no-one else has gotten the ill-educated police force to detain more Opposition and civil activist than the Police Force under IGP Kayihura. He must have had wet-dreams on the day the Public Order Management Act came into effect, it gave him so much more powers than the colonial laws or even the Penal Code! Man, nobody has interpreted and founds ways of getting people detained for being part of political activity. While he himself has been the shadow and the proud leader at NRM festivities. Like the Police Force are only for them and not for public safety.

The IGP have used force, violence against civilians and hit on public when in need. They have tear-gassed so many and imported anti-riot gear for massive amount funds. While the schools are in a sorry state and the hospitals lack medicines. You know that his department and agency is important in the NRM regime and under President Museveni.

IGP Kayihura is a key figure and the man who has no quarrel to silence the media nor the opposition. He can let killers go loose, let public violators and others roam the streets. This has been proven with the tactical training of thousands of Crime Preventers who has gone far intimidate and harass the public. This together are together with the small-gangs vicious attempt of justice, that turns into public display of injustice.

Like the story of the Investigator Ronald Leonard Egesa:

Yesterday, as I drove along Bombo Rd to go and attend a family engagement, I was kidnapped by overzealous operatives purportedly working on behalf of the Police leadership. They blindfolded me, drove my car away and detained me in a house that I suspect to be in Naguru or Muyenga” (…) “After midnight, a bulky figure only referred to as ‘afande’ appeared to interrogate me. In our exchange, he was pushing me to tell them who is using me and other journalists to fight Gen. Kale Kayihura and the Police. I politely asked him to go through my phone contacts and call log. After this, he simply remarked that it seems things are complicated. He stepped out, worked his phone and came back to ask if I wanted to leave. It was 1 am and I could not trust my captors to safely deliver me to town in the dead of the night. I asked to be released in the morning after 7 am” (…) “’Safe’ houses are back. Panda Gari might slowly be returning. The philosopher said that ‘there is nothing new under the sun’ I know very many comrades, distinguished officers and men who are now ashamed to be serving in the current Uganda Police Force” (The Investigator, 02.05.2017).

So this is the Police Force that has returned under IGP Kayihura and President Museveni. This sort of affairs and brigades that uncontrolled and does their own justice, which in turns edges the tyranny, as the journalists and opposition members are under-fire because of them. The Police are impartial and used as a tool of oppression. Both Museveni and Kayihura knows it. Therefore, Museveni pay back for the loyalty, even as the Public is tired of Kayihura and his own understanding of justice.

The serving and trust to the Police isn’t there, they are coming spawning to eat of the ones they pass by, with orders and bills for the ones who are near. Making minor offenses into murder if they could. The Police Force and Police Command wants to control the public, not keep them safe, but monitor the elements that are issues to the State House. The knowledge of the intelligence gathering and the tapping of the citizens. Together with all sort tricks and illegal activity around Kasangeti and around the other opposition parties. So the Police Force are not there for the people, but for the President, alone!

So was it surprising the man who is doing the dirty work for Museveni and done it for so, long would get to do it longer? Well, I am not surprised about it all. What would be more surprising if the President and hired someone honest and who would secure true safety, but that is Museveni’s goal anyway?

Museveni’s goal is to have power and keep power by every means necessary and at total price, even destroying all civilian life and civil society, as journalism and opposition, also other who questions the powers of the government as NGO’s who has been robbed and destroyed. Without anyone taken to court or charged for the petty theft. That is the Uganda under the National Resistance Movement (NRM)… the steady progress of safe houses, abduction of people who questions the powers to be and the others who are near people of opposition. Might get hit by sticks, live-bullets and tear-gas, because the Police is for the NRM and not for the Public Safety. That is the paradigm under Museveni and Kayihura, as he has extended his contract, don’t expect them to change quick. As the volatile state of affairs isn’t quitting shortly, as the wonderful dictator needs people to respect his authority and not his just hands. Peace.

The Wonderful Dictator Museveni says to his starving citizens: “that they are eating their state services!”

A dictator who is elected 5 times. That must be a wonderful dictator. That must be a special one” – President Yoweri Kaguta Museveni (Al Jazeera Interview on the Talk to Al Jazeera, 29.04.2017).

First of President Museveni isn’t in his 5th Term, rewriting the history as they have deleted the coup d’etat in 1986 as well, as the period into the first election of 1996. Therefore, he has decade most people tries to forget, where he was “unelected” and power-grabbing. If you then count on the time and such, the right amount of terms would be that he is currently in his 7th !

Well, enough of the sadness of how many terms the 31 year long ruling and wonderful dictator has, today he had to cast his spell on the Labor Day and show his fury of his lazy citizens. Not that he is that hardworking himself, as he eats of the plate himself and empty the state reserves to buy private planes. But that is another discussion!

Therefore, here is the key parts of the speech that is important for me to discuss!

On the issue of the shortage of food in some areas that hit us last season, my advice is to use relief very carefully for two reasons. The first reason is that relief can kuremaza (disorient) our people away from production to, instead, get in the habit of waiting for relief. Secondly, Ugandans should know that when we are eating relief food, we should know that we are chewing a road, a school or a health centre. Therefore, relief should only be for the really unavoidable situations. It should not be used by politicians for cheap popularity or frivolously (let us take the government food since it is available) or even for corruption by government officials (get the food for selling claiming that it is for relief). Finally, I would like to say that work is the only way to get people out of poverty. I, therefore, urge all Ugandans to develop a positive attitude to work. The NRM government will continue to provide an enabling environment for establishing businesses and creation of employment” (Museveni, 2017).

That he has problem that people are asking and needing food relief is beyond me. Secondly calling them disoriented because of the lacking yields, the burning fire of the sun and the result of the El Nino. But that is just me. That the State and Government could have made sure the rainwater was saved and have more structure so they wasn’t starving in the first place. But then again, Mr. President is never at fault, always casting blame on someone else. Therefore, the citizens is to blame for lacking rains and yields, and also lacking government policies and will to implement some sort agency that support the farmers.

The popularity he speaks of it the ones that want the President to act and declare an emergency, as the volatile and dire situation, as so many people in the hurt districts are eating less a meal a day! Still, he claims people are trading and selling the food without giving it away for relief. Like they sometimes do with clothes, the secondhand rule that some is given, but other is traded away for profits on the secondhand markets. If it was so, shouldn’t the president set his standard and authority to stop this men and woman from thieving the food from the ones in need? I guess he is lazy and disoriented, eating of the licensed roads and royalties of oil prospects instead of really feeding the ones in need.

This isn’t about poverty itself, it is the core mismanagement of his 7th term government, the lack of institution and the lack agricultural oversight, as the jerrycans into prosperity is a lie. That the starvation and famine is about attitude and not about lacking government oversight. If it was the latter and not the first, he was to blame; since he is the kingpin on the top and should have acted before the famine occur, but that had happen if he was legitimate leader. Nevertheless, he is self-made, self-righteous, individual who doesn’t care how ruthless and inconsiderate he is. This wasn’t words uttered for the betterment of the Republic of Uganda, it was to wash to hands of his sins and walk away from the problems. That because the famine and the food insecurity was made of lazy Ugandans and not because of drought…

Well, the wonderful dictator has hands in the state reserves and dislike that he cannot expand his ranch as much usual, pay of his daughters travels expenses or Lady Janet luxurious footwear. Who knows where all the confidential funds go, but certainly not drip-drop/bottle irrigation scheme. Certainly, this President isn’t worried about district roads, which is nearly impossible to travel through in Abletong on anywhere else for that matter. So when he says that the public is eating of roads and other infrastructure projects when they are starving during droughts and famines. Shows little mercy, this little despot with no empathy… it is gone with all the souls he has captured and stolen their future from by staying in power, I guess.

That President Museveni trying to put a spell on the people for trying to survive in hard-times, in times of tribulations and drought, as the state as struggling to give them a decent food relief. The man in charge is saying they are the reason for lacking roads and infrastructure projects because of that! Than, he also says the ones who stands firm in Parliament, asking for him to humble himself and stand down. To beg for mercy and help, to gain extra support and tell that he has mismanaged the Republic with a “State of Emergency” proves true leadership. They want their leader to take responsibility!

If he was truly elected 5 times, wouldn’t he offer more to the ones that he needed their support? Alas, it isn’t so, because he knows he rigs and put fear into the public… instead of having their real support and getting their votes. If he had so, he might have showed some flair and said he would help them because it was his duty. Not that the people are eating of the infrastructure budget.

Me translating so anyone really understand what he is understating in his speech today:“You lazy bastards are eating of government money because you are starving, you should be able to dig roots and eat rats, not eat of the state reserves. The sun didn’t burn that hard and you didn’t collect enough water with your bare hands. While I am driving 30 cars convoys and flying overseas to be a VIP. How dare you insult these foreign investors by eating my road money, aye?”. That is what you can take from the speech of this wonderful President and wonderful dictator Museveni! Peace.

Presidential Handshake: It’s now revealed that the President is trying to pin someone to “fall on one’s sword”!

The continued exhausting of the Presidential handshake shows the true form of the bribe. Even as the President himself, tries to clean his hands and pin-point more people. He still did sanction it directly from the Uganda Revenue Authority and onto the vast civil servants and loyal cronies, as a bribe and brown envelope of joy. Even if the stories keep coming and more people being implicated, the reality is that this shows that the whole system is rotten.

The maladministration and clearly not caring about state reserves comes to the public court. The Public know knows that the President and his State House, are only trying to find a scapegoat and a perfect victim, to save face and look good, without taking down somebody who knows to much. They know that to many people has gotten ill-earned millions in envelopes because of this Presidential Handshake. That the probe would have questions to the President was most likely, and we could anticipate that someone else would fall on their sword. If they will do it voluntarily and might do it with force from the State House.

Oxford Dictionary states about “Fall on one’s sword”:

Assume responsibility or blame on behalf of other people, especially by resigning from a position.

he heroically fell on his sword, insisting that it was his decision’ (Oxford Dictionary).

So when you read part of the piece in the Daily Monitor today, you see how the President tries to wash his hands of sin and put blame on the Ministers and others. So he will talk to the culprit and make sure that he falls on his sword for him.

Museveni pinning people down for the handshake:

Bugweri County MP Abdu Katuntu,who is leading the inquiry by the Committee on Commissions, Statutory Authorities and State Enterprises(Cosase), confirmed at a press briefing on Friday that Mr Museveni wants the Committee to ensure that the missing money is accounted for. “The President said he was not aware [that Shs5b is unaccounted for] and he was happy that we were going to follow it up. He reiterated his commitment to accountability and he said any monies spent from the public coffer should be accounted for. He encouraged us to have this money accounted for by the Justice Ministry Accounting Officer [Solicitor General],”Mr Katuntu said. Mr Katuntu revealed that the Solicitor General will be cross-examined again over the whereabouts of the Shs5b before a report is compiled mapping out his fate. During the ingoing inquiry, Mr Atoke failed to give conclusive accountability for the money. During the course of the two meetings, Mr Museveni also singled out former Energy Minister Syda Bbumba for inserting a clause in the Production Sharing Agreement that allowed Tullow a $157m tax waiver for an out of court settlement involving Tullow. The signing of a PSA to exempt Tullow from $157m was done by Ms Bbumba without the knowledge of the President, Mr Katuntu confirmed. “The President said he was not aware of that exemption. The President agreed with us that the exemption was illegal because the then Minister did not have power to exempt payment of tax. We informed the President that we are following up this matter and we will have a conversation with Syda Bbumba,”Mr Katuntu said” (Arinaitwe, 2017).

Now that Honorable Syda Bbumba is the one to blame now, not the ones applying for it or the ones who gained the ill-willed state coffer monies. Not long ago, it was revealed to come from the wrong account, directly from URA and not State House. Now it is a Minister Bbumba who acted without consistent legal procedure, nor talked with the authorities before the money went on its merry. Certainly the other part of what happen this mid-week reveals certain aspects worth noting!

Asking for favors:

According to our sources, as soon as the president ended his testimony, some MPs took turns to speak privately with him. According to multiple sources familiar with the Entebbe meeting, Katuntu effectively contained the MPs during the committee’s official business session at State House but when that ended, MPs went on rampage. “After the meeting, the president invited us for a group photo and this is when the MPs started [whispering],” said an MP who attended the meeting. This MP singled out Beatrice Anywar (Kitgum Municipality), Hood Katuramu (PWDs Western) and Vincent Woboya (Budadiri East) as some of the MPs that approached Museveni with requests for favours. This was after they saw the committee vice chairperson Anita Among whisper to Museveni. Anywar reportedly invited the president to attend her thanksgiving next month in Kitgum. “She has not been attending the committee meetings. In fact, we didn’t go with her on [Wednesday]. I think her coming on the second day was purposely to see Museveni, not [to be part of] the probe,” one MP said” (Kaaya, 2017).

So the system is rigged and he isn’t only looking for someone to take the blame for the Presidential Handshake, he also sees who are loyal to him if they get favors. Similar to the Handshake. They wants and requests favors from the President, because he has done so in the past. And most likely do it again, that is the way he keeps the cronyism alive and the Movement booming. If he stops paying and delivering brown-envelopes to political affiliates he will lose his base and his MP’s. But because of this Presidential Handshake he has to play smart and look like he cares about fighting corruption, even though his State House is thriving on it.

That this would take such long time isn’t surprising as they are trying to find one who can take the blame, without to much cost and lose of face value to the hierarchy and the State House. Nevertheless, the bribe is still a bribe, even if they try to color it differently, there isn’t a gray-area to put it into. The reality is still the same. That certain elements now this week ask for favors from the President proves the handouts and the handshakes are a systemic and institutionalized affairs at the State House.

The issue with the Presidential Handshake is more of a gimmick as the state tries to find the one who will take the charge and eat, so that the President can say: “See there my Ugandan people, I work against corruption”. But the next day, another MP will pop by Entebbe or Nakasero and ask for favor, an envelope or even a handshake. So that they can be bought into submission, which is the given state and the system that President Museveni believes in. Peace.

Al Jazeera’s interview undress Mzee’s so-called Democracy!

Again, President Yoweri Katuga Museveni tried use the trick of democracy, as the ballots and the Electoral Commission, didn’t cook the numbers like a drunk cafeteria staffer and tried to sell it Michelin Star Restaurant. Mr. President has try to sell it other numb-sculls than me, but I am not his target audience.

Let me address one thing Al-Jazeera did wrong, they called him a five time term President, as off his elections. Certainly, the Media House are forgiven for giving way to the propaganda arm of the Movement and their rewriting of history. But there is decade when he wasn’t elected and postponed elections. Sort of the same trick President Joseph Kabila tries to pull of in Democratic Republic of Congo. Well, that is another story for another day. What Al-Jazeera does is to erase the years between 1986 to 1996. Since he wasn’t elected nor had an election, as the rebel and two time General going in and getting rid of the ones on the throne. That is easy to forget as the time past and most of his citizens are born since the 1990s.

Well, before more comments. Look at this interview and the comments of the long-term dictator and ruler of the Republic of Uganda.

Museveni: Have you heard of something called democracy? Democracy means you elect the people you like. We had elections about one year ago and my party won 62 percent of the vote. That does not show that the people of Uganda are fed up of our party because they have voted for us five times.

Al Jazeera: According to some reports, you have demanded to be given the right to choose the next leader of Uganda. You were unsuccessful.

Museveni: No. I cannot demand that. The people are there. The people have been electing me, in spite of Al Jazeera.

Al Jazeera: Are you going to run for another term?

Museveni: We follow our Constitution.

Al Jazeera: There are reports that you are about to change the Constitution so that you can run for another term. Is that going to happen?

Museveni: I cannot change the Constitution because I do not have that power.

Al Jazeera: Reports also say that you are now preparing your own son, who is now highly elevated in the army and he’s your special adviser on certain issues. Your wife is also a minister – she sits next to you on the cabinet. Reports are you are preparing one of the two to become the next president of Uganda. What do you say to this?

Museveni: Why should I prepare them? The people of Uganda will choose the one they want.

Al Jazeera: People in your family are very close to you right now, closer than anybody else. There are reports that you are focusing on your own relatives and this is nepotism – giving them higher seats in the government. Isn’t that nepotism, Mr President?

Museveni: That’s not nepotism. The few members of my family that are involved, I involve on their own merit. My wife, against my advice, stood for election and had the biggest majority in the whole country – because the population appreciate what I have done(Talk to Al Jazeera, 2017).

I wonder if President Museveni feels that as a sole candidate and NRM Flag-Bearer for three decades, that he knows there hasn’t been any suggestion of other people running the country. Why are Dr. Kizza Besigye, Dr. Olara Otunnu, Dr. Paul Ssemogerere and Amama Mbabazi never became Presidents after you? Certainly one of them could have been legitimate presidents and de facto leaders as well. Not only you Mr. President of a so-called democracy? But hey, you took the grip of the nation by the gun and never let-go!

He speaks about electing him, if he means he puts up elections and than makes sure rigging it and using the military to spread fear in the villages; than he would be closer to the actual fact. The time when he was popular have gone, as the pictures only today in the villages when Besigye rode around the whole village turned-up to the car of the opposition leader. Something that wouldn’t occur on the watch of the President, as people more fear him and the security forces around him.

That President Museveni speaks of respecting the constitution, he has already pigeon-hold it to fit the paradigm of longevity of himself. If someone we’re up to change the age-limit on the Presidency, it wouldn’t be out of his character to drop of a few suits to the MP’s and have a summit at Kyankwanzi where the subject came and the Movement would celebrate in the progress the party has made. So the use of democracy and constitution is just fronts to look uptight, when the reality is much more bleak.

Let’s be clear if the Ugandans really could choose, it wouldn’t be you, you are already old milk that is not drinkable. The fatigue and disguise of so-called democracy doesn’t work anymore, the gig is up Mr. President. The evidence is right there, on the kangaroo court, the post-election violence and the disappearance of governance from the Central Governance. It is all circled around you and not the institutions of the government. If so there wouldn’t be given food to district who doesn’t need so and the districts getting who needs so are not getting enough. Just as the proof of the food relief in Lira, Abletong and Dokolo this weekend.

The first lady and Minister for Karamoja says she will not be seeking re-election as MP for Ruhama County in the 2016 elections. In a statement to her constituents, Mrs. Museveni said she had reached the decision after a lot of thinking and prayer. She asked that her constituents to understand her and accept her message within grace” (NTV Uganda, 22. May 2015).

So how Mrs. Janet Museveni is on merit and was elected to her role as Minister in his cabinet, is not only violation of her place, but he directly lied to Al-Jazeera, but calling Uganda a Democracy and calling himself elected by the people is a forgery. President Museveni knows it and the world does to. The rigging and the pre-ticked ballots is known by the ones googling away. The history on how he changed the constitution in the past is there too. Not like it is not well known. The ignorant are the ones who doesn’t know.

That President Museveni uses the Flying Squad or Special Forces Command to kill and get of rid of dissidents isn’t a rumor or a mirage, it is mere fact of sadness of overstepping powers. As the ones with detaining dissidents and opposition voices like Stella Nyanzi, but also others. Therefore, keep in mind that Uganda isn’t democratic. That President Museveni is on his 7th Term, not on his 5th that is National Resistance Movement rewriting of history and the world has swallowed it! Peace.

Up-North: 5,400kgs rice supposed to feed 879,000 people!

This morning, H.E. Yoweri Kaguta Museveni commissioned Dokolo water supply system. (National Water and Sewerage Corporation – NWSC) – 8th March 2017

I don’t know about you but this story should horrify you, as the concern of the citizens is clearly lacking, as their food insecurity is not well taken care off. The Ugandan Government clearly has maladministration or lacking resources, or only funds to Presidential Handshakes and the Presidential Jet. Because the districts of Lira, Dokolo and Alebtong isn’t getting their needs fulfilled. Just take a look!

Government has delivered 5,400kgs of rice as relief for vulnerable communities faced with food shortage in Lango sub region” (…) “The relief supplies were delivered to Lira, Dokolo and Alebtong districts on Thursday evening. Each district will receive 1,800 kilograms of rice in the distribution. Lira district secretary for production Anthony Ojuka says the supplies will be distributed to extremely vulnerable families comprising of widows, persons living with HIV/Aids and the elderly, among others” (URN, 2017).

To put the whole food delivery and relief supplies into context!

Lira district: The Water Supply Atlas claims in Lira District that it lives about 442,128 people there (Water Uganda, 2017). The Water Supply Atlas claims in Dokolo District it lives about 196,591 people in the district (Water Uganda, 2017). The same Water Supply Atlas claims in Abletong District to be living there about 241,596 people (Water Uganda, 2017). A rough estimate would say that in these three district there are living about 879,000 people!!!

Out of the rice donated, let’s do some math:

Out of the 5,400kgs supposed to be divided on 879,000 people is equal to 0,00614kg per person. So it means measly 0,006kg rice each. That is not even a handful a piece. People are already struggling to eat and the sum of food is insane. If they would deliver anything serious, it should be tons upon tons.

Each district we’re getting 1,800kgs rice is really depressing, especially thinking of the amount of people living there. Just think about it 1,800kgs rice to be shared in Lira district on 442 thousand people, 1800kgs to the amound of 196 thousand people in Dokolo district, 1800kgs shared on 241 thousand people in Abletong district!

There is something seriously wrong with the math-squad of the NRM and their willing people to deliver this sort of relief. Therefore, the first relief to Lira district we’re more sincere: “On March 31, Lira received 25 tonnes of food supplies which was distributed to those in dire need of food” (URN, 2017). That is something fruitful and profound from the government. Still, a month ago, but proves some willingness to make the people survive. Since in Lira District there are 442,128 people and seriously 1,800kgs rice cannot be sustainable, that is measly meals for kingpins of the NRM leadership in Lira town, but not for the whole district even. The same can be said abot the Dokolo District and the Abletong distict!

This is a meager attempt of food relief, if they want to serious with the 879,000 living in this area, they better come with tons of rice and food supplies, that would last and would give more than a handful to chosen few. The NRM cannot be proud of this attempt of needed relief here. Better man-up and ask for State of Emergency, as the NRM cannot have enough funds or manpower to relieve the district in dire need food. Szlavik represents a Shady Company of Men: Polishing the image of Nkurunziza and Museveni!

Joseph Szlavik and his lobby firm in Washington D.C. are using his close-connected network in the Senate and the House, to trade secrets and interference of knowledge from not so favorable sources. The Scribe Strategies and Advisors are have certainly no scruples in their dealings. As the vast funding from Republic’s and their leadership. Proves that he can bought by anyone who opens their check-book. There is no story he cannot open and abuse, to make sure that his company earns fortunes.

Therefore, be aware that certain connected journalists has been touched by this lobbyist like the Sioban O’Grady, who has had interviews interconnected on several occasions during the last year. As well as Kevin Kelley in Daily Nation, who has been used as tools for the agenda of the Lobbying firm.

Promotes the cause of CNDD-FDD:

This lobbying company has a long history in Burundi, as they have wanted to retain the company as far back on 12 December 2005, when Minister of External Relations and International Cooperation Antoinette Batungbwira wrote a credible praise and wanted to extend their work together.

The government of Burundi, had the funds and the ability to push their agenda in Washington D.C. during the 2015-2016 as their noble lobbyist Joseph Szlavik, signed his earnings to the proper American authorities. On 10th November 2015, the CNDD-FDD paid the lobbyist $ 59,980.00, as he was also paid on the 5th February 2016 $ 60,000.00 and on 25th April 2016 $ 92,230.00. Also, his fees continued as on the 8th August 2016 got $ 90,000.00 and 19th December 2016 the total salary $ 60,000.00.

The lobbyist has during the 2 year period earned astonishing $ 362,000.00!

The CNDD-FDD could afford to pay a man to spread their message and play after their tune in the congress and senate! This shows the power of the monies, as the lobbyist himself explained his position and what he did to earn this amount of money: “Registrant (Scribe Strategies & Advisors) counseled and advised the Government of Burundi on U.S. Policy and informed congressional and executive branch officials and staff and non-governmental organizations (NGOs) on development in Burundi, and promoted relations between the United States and Burundi. Registrant provided public relations support and strategies to the Government of Burundi” (13.04.2017 – NSD/FARA Registration Unit).

Registrant (Scribe Strategies & Advisors) arranged for Foreign Minister Alain Nyamitwe to speak at the Atlantic Council on June 22, 2015 and on the VOA’s “Straight Talk Africa” on June 23, 2015, and Newsmax TV on June 24, 2015, about recent political developments in Burundi; arranged for presidential spokesman Willy Nyamitwe to speak to the Atlantic Council on January 22, 2016, and on the VOA’s “Straight Talk Africa” on January 20, 2016, and on France24 TV on January 21, 2016, all of the topic of the recent developments in Burundi” (03.03.2016 – NSD/FARA Registration Unit).

Promote the cause of the NRM:

The Government of Uganda and their Foreign Affairs has used the same man to pursuit their agenda in Washington D.C. as they paid the man on the 5th May 2016 $ 62,500.00. In 2015 they also paid him well for the help of spreading the message of Foreign Minster Kuteesa on the 24th June 2015 paid $ 55,200.00, also $ 69,800.00 on 7th August 2015 and on 9th December 2015 $ 64,535.11. The Government of Uganda totally paid the amount $ 250,000.00 to the lobbyist over 2 years!

Registrant (Scribe Strategies & Advisors) arranged for Foreign Minister Sam Kuteesa to appear on Voice of America program. “Straight Talk Africa” September 16, 2015; the topic was Kutesa’s tenure as President of the United States General Assembly; also arranged for Kutesa to speak at the Atlantic Council on September 15, 2015, on the same topic” (03.03.2016 – NSD/FARA Registration Unit).

That the company uses their reach and their messages as back in day, in 2015, when Scribe Strategies and Advisors, they used Kevin J. Kelley to write a piece in the Daily Nation:

Mr Szlavik noted that his firm did have a contract about 10 years ago to lobby for Uganda in the US. In accordance with that deal, Mr Szlavik explained, Scribe sought to persuade the Bush administration to list the Lord’s Resistance Army and the Alliance of Democratic Forces as terrorist organisations. The US does designate the LRA and ADF in that way” (…) “Earlier this year, Mr Szlavik added, he discussed with Uganda’s ambassador in Washington the possibility of Scribe again doing lobbying work for Uganda in the United States. But no agreement has been made, Mr Szlavik said. “There’s no contract, no numbers, no payment,” he declared” (Kelley, 2015).

There should be discussion and counsel going on as just a brief month after the interview and article in the Daily Nation, the company earned about $ 60,000 paid by the Ugandan government. So the company knew all about it in 2015, but wanted to spin the news and their role.

The Company was more upfront about their role in spinning the news for Burundi, as the Scribe Lobbying firm in 2015, addressed matters close to the heart of government of Burundi and again, they used their fellow journalist in the Daily Nation:

The allegations by Joseph Szlavik, head of Scribe Strategies & Advisors, followed reports of fighting between government troops and an unidentified armed group near Burundi’s border with Rwanda” (…) “Mr Szlavik noted in an interview with the Nation that the Burundian leader’s right to run for re-election had been affirmed in May by the country’s Constitutional Court” (…) “Western powers call for respect for the rule of law, and this was the ruling by the Constitutional Court of Burundi,” Mr Szlavik said” (Kelley, 2015).

So Szlavik, the man paid by the Government was clearly knowingly keeping it cool with Burundian authorities, not only spreading their agenda, but also their motives to keep power. Using the tools of legislation and not addressing the grievances of the people demonstrating at the time. Therefore, showing that the ones feeding him was more important than actual justice. That they also, this used the fellow friend in the Daily Nation, show’s how systematic the Scribe Strategies and Advisors work in the East African region.

This is just a quick look into the matter and not really digging deep into the polishing tricks of the company and their employees, as their staff and connections into the House and Senate in the United States was massive. The role to play and their reasoning as the paychecks from CNDD-FDD and NRM comes, they easily comply with the methods and needs from Bujumbura and Kampala. With no care of the implications and ramifications to the innocent in Burundi nor Uganda. Certainly, this is blood-money and I hope they are cursed. Peace.
