Trick or Treat: Presidential Handshake gone wrong!

Today, is a day that doesn’t stop to startle, the day doesn’t stop giving. The reports from the Republic are a bit to much. Still, the continued probe into the 6 billion Ugandan shillings has continued. I would never believe it would amount to anything. For the first time in a while, the President has said he did a mistake, but it wasn’t I did something wrong with the State Resources and the Taxes. No I took the money from the wrong account and then gave it away to the civil servants and movement cronies. Take a look!

Shs. 6 Billion was a mistake and the President want to give a refund!

President Yoweri Museveni has told the Members of Parliament investigating the Shs 6bn Presidential Handshake that he is ready to refund the money” (…) “The president was quoted as saying his original thinking was to “say thank you to our patriotic civil servants who against all odds managed to make us get what was due to us from the known international giants.” The president added that the flouting the rules by the government officials was not his making, although he agreed to take responsibility on their behalf and make sure the money is returned from where it was picked” (…) “It was unanimously agreed during the committee session at State House that picking the presidential handshake money from the Uganda Revenue Authority was a mistake. The money should have been sourced from State House budget that caters for all expenses of the President” (…) “We realized it was wrong for the presidential handshake (Shs 6bn) to come from URA instead of State House or President’s office,” another source who attended the session said” (NTV Newsnight, 26.04.2017).

The Movement and the government leader, the executive and the President are clearly trying to clean his hands. Since it was from the wrong accounts, that the Presidential Handshake was taken from the Uganda Revenue Authority, as they we’re the receiving end of the tax-case with the Heritage and Tullow Oil Corporation. These case and probe the republic have been through and through, even Andrew Mwenda defended the handshake.

What is sad and supposed to be the saving grace for the President, that if he gave the civil servants and the ones involved in it and getting compensated for their work. The handshake was by his purpose just a fair gift for the work. As the ones in URA working copying paper and picking up the phone in the office for the state. So even if they mask the audit of the budget as of where the money came from, the civil servants still get their monies.

If the money we’re directed from the State House or from URA, it is still from the State Coffers, the only difference is the ending numbers on the slips. That it really wasn’t his making, but we have seen the letter that was accepted and the citizens seen the acts. If not they have read the lines and comments of the Handshake.

Even if the President said this should have been expenses directly from him and not from the URA. It is still uncommon and not something that should occur. That the President blames his fellow co-workers and the institutions around him. Presidential Handshake no matter where it comes from is still an act of graft, a bribe or a misuse of government funds. The gift from the President is still brown-envelopes without proper procedure, not basic salaries or natural bonuses. If it was so, then there wouldn’t have been such a probe into the handshake.

An act of corruption if it comes on a unicorn from the State House or from the blessed souls of the Uganda Revenue Authority, doesn’t sanction the act differently. If the letterhead of the bribe to the civil servants for their work, doesn’t salvage the Presidential Handshake. It just shows the disregard President Museveni has. He thinks it would be different it was directly donated from him and if he signs of the same amount to URA from the State House. Surely, that amount must come from the budgeted “confidential” State House funds, as the knowledge of how it is use are only for the President to know.

I can reassure the world that a unicorn was not flying around the Okello House this night and will not happen tomorrow morning either, a bribe is still a bribe. You can try to change the fact, but the money was still transacted without the proper procedure and without the justification. Even if the President says so, it is still misuse of the state coffers and given taxpayers funds to cronies, nothing else! Peace.

10th Parliament pass a Motion urging President Museveni to declare “State of Emergency” concerning the Food Insecurity!

Prime Minister Rukana Rugunda in Parliament as the motion went to the plenary: “There are hospitals that have no drugs” (Parliament Watch, 26.04.2017)

Today the 10th Parliament passed a motion made by Hon. Monica Amonding (Kumi District), Hon. Felix Ogong Okot (Dokolo South) and Hon. Silas Aogon (Kumi Municipality). They urged the President to declare the Republic are in a “State of Emergency”. This would be done over the famine and influx of refugees, that the Ugandan Republic would naturally both struggle with. As the Government have not functioning structures to fulfill the disasters at this rate, neither the over a 1 million of South Sudanese refugees.

The Minister can be quoted in the motion saying this:

WHEREAS objective XXII of the National Objectives and Directive Principles of State Policy states that the State shall take appropriate steps to encourage people to grow and store adequate food, establish national food reserve and encourage and promote proper nutrition through mass education and other appropriate means in order to build a health state;” (…) “AND WHEREAS OBJECTIVE XIII urges the State to institute effective machinery for dealing with any hazard or disaster arising out of natural calamities or any situation resulting in displacing of the people or serious disruption of their normal life;” (…) “NOTHING THAT Article 110 (1) (b) provides that the President may in consultation with cabinet, by a proclamation, declare that a state of emergency exists in Uganda or any parts of Uganda if he satisfied that the security of economic life of the Country or a part of the Country is threatened by natural disaster” (…) “FURTHER NOTHING THAT most parts of Uganda has this year suffered prolonged drought and famine which has not allowed people to plant on time, while what has already have been planted have dried up and has not yielded any fruits;” (…) “NOTHING THAT the prolonged drought has become a big threat to the lives of both people and animals since Uganda largely depends on agriculture for both food and income;” (…) “REALIZING THAT as a result of this drought and famine, a number of people have been taken ill and others have died of starvation;” (…) “COGNISANT THAT food insecurity has escalated and it’s believed to be the major reason behind the wave of criminal activities which has swept the country and caused mayhem through the country, since people are desperate to get what to feed on;” (…) “AWARE THAT Members of Parliament have on several occasions alerted government of the looming dangers that the Country faces it stringent measures are not put in place to arrest the level of famine in the country” (…) “NOW THEREFORE this motion if moved urging – The President to declare a state of emergency in the country to address the food insecurity” (Motion for a Resolution of Parliament Urging the President to Declare A State of Emergency to address the Alarming Food Insecurity in the Country, 26.04.2017 – Uganda Parliament).

That the MP’s Amonding, Okot and Aogon are doing this in good faith, as they have fate that the President and his cronies will address the Food Insecurity and take care of the citizens. That the President who not to long ago, claimed there we’re no famine in Uganda. There are clearly lacking of food and the reports of the dire situation in many districts are clearly not encouraging. The bleak situation have not changed.

That the State and have significant works to do, not only to declare, but facilitate and make sure the famine struck areas get funding, secondly get food delivery to patch up the hurt. Than the education and useful technique’s for farmers and citizens to take of the water in the seasons, then to reuse it when the dry-seasons are coming. This is certainly something that the citizens know and the state as well. So the government, departments, agencies and the local government should have measures and plans to tackle the famine and the high levels of food insecurity. Also, look to their donors and multi-national organizations that they have gotten help from in the past to support extra in the time of need.

This can be done if the President Yoweri Museveni, actually cries out for help and that he can have the guts to say: “…I have managed the country for 3 decades, the famines was worse under Obote and Amin, but now for the first time as President, I have to say, I have not done my duty, neither has the Movement. We are living in troubling times, the government was not prepared for El Nino and neither was the peasant farmers and villagers. The NRM, I the President as the Ugandan, will now declare State of Emergency. We are not at fault, the climate change and weather is the reason for this….”. If he would have uttered words like this, because I don’t expect the old man with the hat, to ask for forgiveness or say he is at fault. Still, if he proves that the Republic are in trouble and say it to the world. It should be understood.

The FAO, FEWSNET and other has established it and warned for months, while the Republic and the State didn’t act upon it. They we’re lacking procedures and ways of allocating funds for food delivery and steady organization to give relief to the starving citizens. Therefore, the need for declaration is great way of showing to the world and get donations to direct aid on it. But to build structures and disaster relief should have been made by the Ministry for Relief and Disaster Preparedness and the State Minister Musa Francis Ecweru. That Department or Ministry should have the mandate and the needed funds to commit to help the citizens who are barley having one meal day or two, depending on which hurt district it is about right now.

That the MP’s are now tabling and urging the President to act upon it and to declare a Stat of Emergency because of the concern of the agricultural output and the food insecurity. The State could have acted earlier, they could have pledged to this and been upfront, as they have added their own tally with massive flood of refugees combined with drought. The world would have reacted or we could have hoped they had reacted to it, that the United Nations World Food Programme (WFP) and others could have made efforts to salvage the dire situation. The food insecurity is high and the state has to act. Peace.

Apparently, Mzee needs counsel from 163 appointed individuals!

It is just one of these days that the souring networks of brown-enveloped friendly figures in Uganda gets to level that is certainly, only one thing, and one thing only: “Bonkers”. That the Republic of Uganda, has such a giant cabinet already, should be a warning sign, but now with the extended Presidential Advisors, the levels of cronyism, isn’t funny, but a sincere apology to anyone who thought President Yoweri Kaguta Museveni cared about Steady Progress. The progression, apparently, meaning him giving favors and creating jobs for loyalty.

“The move is in keeping with the president’s tradition of shoring up the numbers of his presidential advisors after every election cycle or cabinet reshuffle. However, the request, which would raise the number of presidential advisors from 145 to 163, has met strong opposition from members of Parliament. According to the 2017/18 ministerial policy statement for the Presidency, the appointment of the 18 presidential advisors will push the wage budget for the advisors up by Shs 28.5bn. By the time he was sworn-in last year for his fifth elective presidential term, Museveni had 141 advisors. He drafted in four former ministers who lost the February 2016 elections. The 18 new advisors will be appointed on ministerial terms, joining another 12 who were previously appointed on similar terms” (Kaaya, 2017).

If progression only means massive amount of cronies put into his sphere of influence, than the Republic should be booming. With the patronage and the extended surplus civil servants with portfolios, that does not even know the agencies beneath or the toil of their reach. That the Presidential Advisors are former MPs, former Permanent Secretaries or just people who has an old promise from the old man with the hat. Who knows really?

Certainly, he should be the most enlighten president and the one who should have the most balanced approach to the state, if all of the Presidential Advisors was educated professionals in their respected fields. Well, we know it is not so, or cannot be so, since he has not appointed 145 specialists. Rather it being cronies who are there for their paycheck and their brown envelope before returning home for their daily bread.

President Museveni is either a genius or gone bonkers. Why? Well, if he is wise, than it is because let all of his advisors spit poetry of knowledge into his earholes and that in-depth understand of the subject are understood by the old man, before his decisions are made. I doubt it is so, more like his own arrogance and struggle to find suitable positions for his cronies. He creates more positions instead of building institutions or departments, even agencies who actually are technical and advance. Because why bother? They might undermine the intelligence of the President and his merry counsel.

That President Museveni has no quarrel or any issues concerning this growing amount of advisors is mere a reflection of his patronage and wish to control. Not to listen or gain knowledge, if so the 145 already appointed should or could give the man a moment or two with brilliance. Neither is happening and the status quo, is that this sort is mismanagement and waste of state resources is only to keep the loyal subjects close to Museveni, not to build a better state. Peace.

NRM’s oppressive behavior is the reason why the FDC had to give the citizens of Katakwi a silent food relief this weekend!

During the weekend the Forum for Democratic Change wanted to continue with their food relief program in Katakwi, the region that has been hit by famine and by drought. Therefore earlier in April the FDC sent a team and maize flour, that was on the 5th April of 2017. This was blocked by the Uganda Police Force and the Regional Police Commander Francis Tumwesigye. Take a look!

So on the 22nd April 2017 the FDC went through with it:

FDC officials secretly distribute food relief in Toroma County, Katakwi, after earlier being barred by police Earlier this month, the FDC team, led by Dr. Kizza Besigye were blocked from giving out the food to vulnerable persons who include child headed families, the elderly and persons with disabilities who are hard-hit by the famine that has ravaged the sub-counties of Toroma, Magoro ,Omodoi and Kapujan. However, yesterday the FDC officials resorted to giving out the food secretly with each parish receiving bags of maize flour and beans for the households in the county. This time, Katakwi’s Resident District Commissioner Ambrose Tumwesigye said FDC should have first sought permission from his office to distribute the food” (NTV Uganda, 22.04.2017).

Minister of Disaster Preparedness Musa Ecweru have had the whole month to deliver the State organized food relief to their own citizens, earlier him together with the Police shut-down the food relief. The FDC tried to the citizens something good. While the loyalty of the Police, RPC Tumwesigye and RDC Tumwesigye, are both prepared to stop the opposition.

That the FDC had to decide to do it secretly says more about the state of affairs, than of the will of going against the state. That the National Resistance Movement and the local state officials haven’t been positive before.

So even the State Minister Musa Ecweru had to apologize to the residents of Katakwi:

All willing humanitarian agencies or parties have the right to distribute food, if they consult with the line ministry, the Ministry for Relief and Disaster Preparedness,” Mr Ecweru explained. He added that FDC will be allowed to distribute food if they make arrangements with the Ministry for Relief and Disaster Preparedness in order to avoid duplication” (…) “The chairperson Teso Parliamentary Group, Mr Patrick Okabe, also at the weekend, condemned the actions of police to deny the people of Toroma County food, saying: “Teso Parliamentary Group stands firm with the people of Teso in this trying moment.” (NTV Newsnight, 11.04.2017).

So if the FDC had consulted directly with the minster and the regional leadership. Still, I doubt they would allow it, as the NRM hasn’t really been positive to anything involving the opposition parties, unless they are the “Good DP”. So the FDC would no matter what they do, get blocked and stopped, with tear-gas and get people into hospital treatment. Even if the RDC Tumwesigye had been informed or RPC Tumwesigye had been told, I doubt they would have said: “Yes be kind, just do it”.

Since the NRM and their government forces haven’t really showed any finesse in those matters. So that the FDC had to yesterday and this weekend do it in silence, because of their lacking faith in the government entities. That the RDC and RPC would stifle the efforts of the FDC. We can know how the oppressive behavior of the security forces towards the FDC, when they are doing food relief in silence and in the dark in Katakwi. As the last time the violence and disruption of it, destroyed the willing to help the drought hit region.

That the government doesn’t themselves show that they are grateful and the considerate effort of the FDC. Therefore, the reality that the Government says: “please just tell and we will allow” isn’t truthful or sincere. If it was so, then the FDC would have done it and pleased the government. Still, the reality of it is, that the NRM tries what it can to silence the FDC and their leadership. By any means possible, even when citizens who starve are blocked because of the giver. Shows the ice-cold hearts and the oppressive acts of the ruling regime. Peace.

Opinion: Gen. Muntu wished back to NRM by Lumumba, is this another sign of disarming the opposition?

Well,  since the General Election of 2016, there been all sorts of play from the National Resistance Movement (NRM). Where the Opposition parties has either gotten ministerial posistions, EALA slots or even been detained. In ways of solidifying the NRM regime and their President for life – President Yoweri Museveni. Therefore the news that the NRM Secretary General Justine Lumumba wishes the Forum for Democratic Change (FDC) President Gen. Mugisha Muntu, shows there some foul play in the cards. The deck is usually sealed and this cannot be the party line, as the talks of succession is a stalemate as long as Museveni breathes on planet earth. But take a brief look at the quotes from the Secretary General Lumumba.  

“Ms Justine Lumumba, who represented First Lady Janet Museveni at a belated Women’s Day celebrations for Ntungamo District at Rwenanura Primary School playground in Rweikiniro Sub-county, said: “Gen Muntu comes from this district, from Kitunga, I even know the village where he comes from, he is a sober man but he is walking with wrong company. Talk to him as his brothers that he comes back, if there are any grievances or anything that angered him, we can resolve it.” (…) “He is someone who can bring back the presidency here; he is such a good player in a bad team,” she added” (Rumanzi, 2017).

That Lumumba said the FDC was a bad team, was expected as she has that view of anyone who isn’t in the NRM Organization or the Movement. Therefore, that Gen. Muntu is around Lukwago and Besigye, means he is in a bad team. That Muntu is suddenly in the wrong company, means that he isn’t directly a part of the NRM. The right party and company is the NRM. That is if you get the deeper meaning of what NRM Secretary Lumumba was saying yesterday.

The good company is the 31 year old regime under President Museveni. It is not like the NRM has ever consider succession and using that as sweet gift to Gen. Muntu is most likely hogwash. As the Maj. Gen. Muhoozi Kainerubaga is most likely the next in line, if the President get his wish. Why else would he stop the Daily Monitor Press a few years back when the Gen. Sejusa tale leaked to the Press?

If the NRM would offer anything it would be a ministerial role, an ambassador and trading away the normative and legitimate leadership role of Gen. Muntu. Even if Gen. Muntu sometimes isn’t progressive, aggressively enough against the regime, who use all sorts of tricks to manipulate and control the Republic. Therefore this must been seen as a ploy to destabilize the FDC. As they hope the fraction and people loyal to Muntu would be swayed back to fold. Leave Besigye and the hardliners behind.

This would be typical way of offering a gift and then destroy the competition, as they know many of the FDC NEC and FDC leadership has no real need of either going back to the NRM or any wish to be back there. Since many of the FDC leaders has been former NRM, especially the ones who established the party and wanted a significant different party than the NRM.

So the Machiavellian approach by Secretary General Lumumba and the NRM, can be seen as a tactic to undermine the leader in the FDC; while offering and saying he would be fit to come after President Museveni. Like the NRM could offer anyone that, as the NRM couldn’t do that to their own like Amama Mbabazi or back-in-the-day Kizza Besigye. So why should Gen. Mugisha Muntu suddenly be good enough? Do the NRM think their citizens are generally stupid?

Kizza Besigye Easter Message (14.04.2017)

CCEDU claims the “electoral process was compromised” during the Kamuli By-Election!

The recent by election in Kamuli district has gotten a lot of flack for their evident ways of transgression against honoring the ballot and liberty of all parties to take part. Especially the Forum for Democratic Change (FDC), as the National Resistance Movement (NRM) won the race, but the reality is that the win cannot be seen as honorable one, as the Kamuli District was more than one place found evidence of questionable behavior of the state.

80% of Election Day officials had arrived at the polling stations by 6:30am, only 20% had not. It is important for polling day officials to arrive on time because then the polls start on time” (CCEDU, 2017). When the CCEDU finds out that 20% of the Officials not showing up at the polling stations, show the lack of integrity and wish to really care for the voters. Like there are not really any justification to explain the lacking tolerance of the voters, when the persons who are checking and securing the ballots doesn’t show up on time. When one in 5 doesn’t care for showing up when the polls start.

“77% of observers reported no intimidation, harassment or violence during voting against any other persons, but 3% observers reported intimidation of election officials, party agents and observers and 13% reported intimidation against voters” (CCEDU, 2017). That there was reports of this and the police force was involved was clear by many reports, not only by the FDC. THe intimidation was found by 13%, which is a giant group of voters. As one in 10 was intimidated during the election, something that shouldn’t need to happen as the ballots should be able to be casted in peace. The 3% of intimidation of election officials, party agents and observers, is also to much and proves the irregularities of these polling.

“ The unauthorized persons inside polling stations during counting and closing, 68% observers reported they saw the police, 3% saw the army and 37% saw no one” (…) “97% of Observers reported that there was no intimidation, harassment or violence during counting, but 3% reported intimidation of electoral officials and 3% intimidation of party agents” (CCEDU, 2017). That most of the observers saw the Police and the Army was not unexpected, as the reports of intimidation stems from that.  But that there even was intimidation of any kind during the counting proves that the system is not fair.

Main conclusions from CCEDU:

“CCEDU observers recorded a number of malpractices that were orchestrated by supporters of FDC and the NRM. At about 12:00pm there were allegations of voter bribery, by an agent of Hajjati Wetongola at St Mark Primary School. The election was also characterized by incidents of violence and a voter wanting to vote in the name of another person. However, our Observer at Kyabazinga Senior Secondary Polling Station, was able to notice the anomaly and raised it with the authorities, who arrested the young man before he would vote as John Mawanga. All these issues mean the quality of  the electoral process was compromised. CCEDU was also concerned about the high number of unauthorized persons within the polling stations and noted that quiet a number of people were denied a chance to vote. The Kamuli by-election registered a voter turn-out of 51%. On the whole, the general management of the process was commendable with all polling stations commencing voting before 8:00am. It is also commendable that increasingly, more party agents are observing the electoral processes from beginning to end. Party agents have the ability to promote the integrity of electoral processes by raising a red flag on electoral ills” (CCEDU, 2017).
So a compromised electoral process isn’t what the Kamuli District deserves, neither the voters, as the incidents from both FDC and NRM in this sort of affair wasn’t justified, even as the Ruling Party was the Main denominator together with the Security Organizations, like the Police and Special Forces Command. That shouldn’t be needed during an election, when the public should expect something else. They should expect that the government facilitate the election without any intimidation and any sort of acts against the FDC. They shouldn’t have to go this far for a victory, but they did, because they do not know how to win without using force. Peace.  

Kamuli By-Election filled with excesive Police and Voter bribery!

The Kamuli by-election today has been marred with Police being besides men who give away 2,000 shillings to the ones going to the polls. The Police Force has created chaos in and around the Polling stations as the voters are targeted to be bribed, as well as the National Resistance Movement (NRM) has even at some polling stations tried to campaign at the booth.

The proof of neglect of honest campaigning came after the Forum for Democratic Change (FDC) candidate Proscovia Salaamu-Musumba we’re arrested right after she cast her vote. This is the proof of how malicious and little caring about the justice and honoring the ballot.

Because the Police Force has already been on the tail and securing the NRM cars driving around and giving away bribes to the public. Also Hon. Francis Gonahasa and Kasiono Waddiri has also been arrested by the Police during the election in the district. So the Police are really targeting the FDC and their leaders. As they are claiming and seeming justified voting bribery that is going on.

Just as of yesterday, the NRM and the Police was clearly making sure the result would go in their favor as the Armed Personnel Vehicles of the Police came in the numbers of 16. To make sure the district would be controlled by the NRM. So if Rehema Wetangola wins this race, it is not on her merit, but on the rigging machinery of the NRM.

The reason for today’s exercise:
“The President was addressing NRM supporters yesterday as he campaigned for the NRM’s flag bearer, Hajat Rehema Watongola at Kamuli district headquarters in Kamuli Municipa Parliamentary by-elections. The by-election followed the nullification of Rehema Watongola’s 2016 victory on the premise of lack of academic qualifications by the Court of Appeal. In a petition filed by FDC’s Salaamu Musumba, court heard that Watongola did not possess the required minimum qualification to contest for a parliamentary seat” (Museveni Neera, 11.04.2017).

So even if the Courts says the NRM candidate does have the qualification needed by law, she is still running for the second time on the same merit, as her new qualification has been showed to world as her husbands education. Therefore, the rigging is already administrative and not only by buying the ballots in the sub-counties of Kamuli. The NRM cannot at this stage win an honest election it seems.

The reality is that the car of the FDC candidate was also thrown stone on. So the NRM has done everything in their power to undermine the opposition candidate and her candidacy, as the election has been marred with issues, instead of being peaceful exercise. All of these reports proves that the NRM has no interest in the will of the people, but more the will of the Police. Peace.  

Did President Museveni set-up Hon. Kabafunzaki for the three counts of corruption?

It is the responsiblity of every human to know their actions and the consequences of their actions and to ask questions and to question things when they are wrong.”Michael Moore

As it been told by the unraveling stories on the corruption scandal landing our way, is that Herbert Kabafunzaki went into a trap at the Serena Hotel, where everything was prepared, even the camera’s and the media was there at the arrival. As the Police Officers was the closely monitoring if he would eat the monies offered by the Aya Group. What makes me suspicious is two new revealed things, not the three counts but this.

Kabafunzaki charged on three counts of corruption for soliciting a Shs.15M bribe and directly accepting 5M bribe in exchange for clearing Mohammed Hamid from allegations of sexual harassment” (NTV Uganda, 11.04.2017).

So with the knowledge of the counts of corruption put on the State Minister Kabafunzaki, as he is lingering in Luzira Prison. This revelation in New Vision earlier if true, show’s that it is something missing right now: “He was allegedly arrested with an envelope containing the money by a combined team of Special Forces Command and Police at around 3pm” (…) “Hamid said President Yoweri Museveni was informed about the minister’s demand from which Police was tipped” (Lumu & Etukuri, 2017).

Three key aspects here, that should not be put under the rug. That the businessman himself, the one who needed to clear his charges of possible sexual assault tipped of the President. That means that the President himself called the Special Force Command, the group that has been run and become his Maj. Gen. Muhoozi unit inside the army and than also tipping the Police Force. This shows how little institutions and how little care there is inside the Security Organizations. That they follow the orders of the President blindly.

Secondly is that the mixed Special Force Command, army personnel are together with Police while arresting a fellow Minister and State Official. That they are there without warrants and for-warning. Thirdly, which are mysterious, that the Aya Group has the direct-line to the President. Also shows how license and business in general is operated in Uganda. That the foreign investors are directly in the loop of the President!

Counsel Kenneth Muhangi (Kabafunzaki’s lawyer) has presented three sureties as requested by court for Minister Kabafunzaki’s bail application. State prosecutor asks court for stringent bail terms including hefty amounts of money, passport & a land title. State prosecutor also wants Minister Kabafunzaki to report to court weekly if granted bail” (NBS TV Uganda, 11.04.2017).

So the Minister set for Luzira is really in a pickle and has a few hefty nuts to crack. This corruption scandal and Aya Group ordeal will be hard stain to wash off. Hon. Kabafunzaki can clearly look guilty and can be determined after the evidence to set so as well, but the idea that the President knew from Aya Group’s own Hamid, the man paying the bribe. Says something is wrong. Why would the one fixing the bribe and the payment of the Minister keep the President in the loop? Why? Secondly, why aren’t the Aya Group and Mohammed Hamid charged with trying to corrupt a fellow State Official?

His P.A. pleads guilty:

Brian Mugabo, the political assistant to Minister Herbert Kabafunzaki, pleads guilty of the charge of accepting a bribe of Shs5m from AYA brothers, on behalf of the minister and trying to make the minister escape punishment by throwing away the Brown envelop that contained the bribe” (Wesaka, Anthony – Daily Monitor, 11.04.2017).

So that the PA didn’t ask for guidance or even advice before the trial, as the Minister brought his set of lawyers, as the PA did say he was guilty of accomplice from the get-go. Makes the whole events seem stranger. Have the PA already made a plea-deal and made sure his future is set, as he did fix the set-up for the State Minister? Since the Personal Assistant usually keeps the diary and the other needed administrative tasks a Minister needs. Therefore, he knew what was happening at Serena Hotel and who he was meeting.

What still, doesn’t stop pumping in my chest, as the bets are off and the trials are really starting. Why did the Aya Group report to the President Museveni before the arrests and reveal the corrupt behavior of the Minister?

Because the counts shouldn’t only be on the State Minister and his PA, why isn’t their any case against the company who planned to alter the sexual assault case with him. Not that I want this minister free as the tapes and the revealed evidence to the public. There are many lose leads… there are many things leading one direction. But will the State House and the President say why they intervene and make arrangement for this too happen. That is how it looks and it is weird that these conclusions can come. Since a President should have better things to do, than to incriminate a fellow Parliamentarian… Peace.

Opinion: The Leopards Anus was apparently wrongfully offended by some Buttocks!

Apparently the Leopards Anus is mad or crazy, or his ordered to be offended by the civil servant, the lecturer at Makerere Dr. Stella Nyanzi, as the First Lady Janet Museveni has ordered her husband who speed dialed Inspector General of Police Kale Kayihura, so the case could move forward and the charges could be put. Therefore, the Police is a useful tool for the State House and the Presidential couple, who cannot manage to live with vocal voices anymore. They so fragile and pale leaders who are charging citizens for writing “buttocks”.

But in not to long ago, the President himself on the Mbale State Lodge in December 2015 said this: “If you go and put your finger in the anus of a leopard. You are in trouble, you are in trouble. Ho! Ho! I cant believe how people could do so. NRM?, you attack NRM people in Uganda here?! If it is in South Sudan or Kenya, yes we may have some problems. But in Uganda here?! Where do go? Where do you go?! So there will be no problem here. Those people made a big mistake, those individuals and those children are going to regret. And whoever sent them will also regret if we come with evidence we shall go for him or her – the one who said ‘you go and beat them’”.

So when he call himself the Leopards Anus, why charge an academic person for buttocks!

Dr. Stella Nyanzi Particular of the Offence was this: “Stella Nyanzi on the 28th January 2017 at the Kampala District or thereabout used a computer to post on her facebook page “Stella Nyanzi” wherein she made a suggestion or proposal referring His Excellency Yoweri Kaguta Museveni amongst others “a Pair of Buttocks” which Suggestion/Proposal is obscene or Indecent” (Uganda Police Force – CID Headquarters – E/79/2017 – 23.03.2017).

The yellow movement are like minions of Museveni now, following orders blindly and using the Police to silent the dissidents to levels that are obscene. That the NRM and Museveni cannot handle to be questioned by a Makerere lecturer is insane, but also the state of affairs. The fragile little minister and his first family who cannot handle buttocks.

They have with age become weak at heart and soft as statues on pedestals, as they cannot be moved or touched, because if you do so. They might break and go into a million pieces. That the President and his First Lady is so fragile, that a word means ass and meaning the behind makes someone a criminal. Proves how little value their government and their rule is. That the NRM and their President cannot manage to be described as a buttocks, but calls himself as a big-man the “Leopards Anus”. Proves the double standard and the double legality, as buttocks is seen as obscene, but the Anus is OKAY.

The little man in charge of Uganda and his wife doesn’t have courage or strength anymore. They should be farmers and under the banana-trees, not run a republic when a buttocks comment is to much to handle. These leaders just control and micro-manage, nor actually run it. That President Museveni has to charge Dr. Nyanzi over that, show’s how tiny his mind is and how marginal understanding of criticism are.

Well, David Barry has a point, because the reason why Dr. Nyanzi is in a situation is like this because the President is used to ass kissers who praise all his activities. Therefore, that he was pushing forward with the charge on “buttocks” proves that he has lost touch with reality. That President Museveni and his family are now ruining the republic. Not that this is news, but the effects of his measures now doesn’t makes sense. That his government structure or policies are now so draconian.

That the man who called himself Leopard Anus should have more serious charges against a citizen if he was offended. Surely, the other opposition like Beti Kamya even said he had no heart. I don’t know what is more offensive, been called heartless or an ass. An ass is subjective that your doing dirt, but if you have no heart, than your not caring or careless in your acts as a person. Nevertheless, Kamya is a State Minister and Dr. Nyanzi is behind bars until mid of April. Since justice is optional in Uganda.

The Leopards Anus has spoken, the fragile little President at the Okello State House, cannot even manage without getting hurt by some bum fun and some backhanded slaps. That he feels that he is taken from behind and cornered. Such from a freedom fighter and a revolutionary Marxist. So I hate too, wait I love to be use the words of Ricky Gervais, even if your offended, doesn’t mean your right Mr. President. It just mean your wrong for the unjust reasons. That the injustice you are selling to the tribes and the Republic is now manifested with the charge on Dr. Nyanzi. Peace.
