UK, Somalia, Italy and Ethiopia bring together international partners in support of Somalia’s security, political and economic reforms on 27 September 2018.
LONDON, United Kingdom, September 27, 2018 – Today the UK, Somalia, Italy and Ethiopia brought together international partners in support of Somalia’s security, political and economic reforms.
Minister for Africa Harriett Baldwin co-hosted the meeting at the UN General Assembly in New York, with Foreign Minister Ahmed Isse Awad of Somalia, State Minister Hirut Zemene of Ethiopia and Enzo Moavero Milanesi, Minister of Foreign Affairs and International Cooperation of Italy. Alongside senior government representatives, UN Secretary General Antonio Guterres, AU Peace and Security Commissioner Chergui and Neven Mimica, EU Commissioner for International Cooperation and Development attended.
Minister Baldwin praised the bravery and positive impact of African Union Mission in Somalia (AMISOM) troops and the Somali forces who are fighting against Al Shabaab and restoring stability to the country. She emphasised the importance of a successful transition of responsibility for Somalia’s security to its own forces. A rushed withdrawal, without sustainable and predictable funding in place, would jeopardise the fragile progress made over recent years.
During her visit to Kenya (30 August 2018), the Prime Minister announced over £7m of additional funding to support AMISOM’s work. She called on the international community to join the UK in providing additional funding to AMISOM to ensure it was sufficiently funded to deliver a successful security transition.
Minister Harriett Baldwin said:
“Somalia has a real chance for a better future. One that allows its people to flourish, provides no space for terrorist groups, and contributes to regional stability. Helping to build that future must be a truly international effort. Today I am calling on Somalia’s friends to contribute to ensure sustainable funding for AMISOM.”
Somalia’s Minister for Foreign Affairs and International Cooperation, His Excellency Ahmed Isse Awad said:
“The Federal Government of Somalia remains committed to implementing the key political, economic and security reforms that will help Somalia emerge from the many difficult years it has experienced. The support of the international community has been vital to Somalia thus far. We look forward to continued engagement and support with our international partners as we advance our reform agenda and the transfer of responsibility for Somalia’s security from AMISOM to Somali security forces.”
Today’s meeting also discussed Somalia’s wider state-building efforts, including recent progress on political and economic reforms.
The UK is a leading partner for Somalia, and the second largest bilateral donor. This financial year, the UK will provide approximately £313m of support to Somalia, contributing to the country’s stability and helping to make a tangible difference to the lives of its poorest and most vulnerable people.
During her recent visit to Kenya, Prime Minister May announced additional funding for Somalia. Over £25m will support Somalia’s efforts to build a stable and democratic political system, including future one-person-one-vote elections. Further funding of over £60m will provide lifesaving food, clean water and medicine, along with support to find stable jobs, to help over a million people cope with and recover from the impact of conflict and drought.
The National Intelligence and Security Agency (NISA), which has 2600 officers under their command. This leaked memo is from the 17th September 2018 under the subject of ‘Subject: Dismantling Agency under pretext of reform”. This is happening as the sway of power and support goes from the Western Donors into Qatar. As the NISA are dismantled and the officers are moved to the Somali National Army and Somali National Police Force.
What was special was that the NISA had counter assassins of 373 in plain clothes that is official moved to the Police Custodial Corps. With this in mind, this shows what the NISA was planned to do. Not only to monitor and gather intelligence, but directly take out Al-Shabaab. What was also revealing, is that Fahad Yasin are using the NISA Headquarters with Sudanese Intelligence Officials, that was there and secretly trained there. This as Fahad Yasin we’re meeting with Qatari Officials earlier in September. Before, the plan to dismantle the NISA.
The public should be aware, as this is trained officers whose some might fall off and has to find other positions, others are moved to other units and hopefully embedded there. Therefore, the officers if moved smoothly between the security organizations, the NISA officers will find a new home and new objectives. As they are working differently from what they did and the training of them. We better see what reports happens on the 200 officers from NISA that is on training in Djibouti or if they will be called back to become a part of the Police Force.
This is clearly, yet another move, that shows how Villa Somalia is blindly following the donors and not thinking of the future. As they are more occupied with securing foreign funding for the operations, than actually building institutions, as this one should have been priority, as if they wanted to gather intelligence and secure the citizens …. then Villa Somalia would have secured the NISA to support the Police and National Army, as they would be doing different security activity. Especially knowing that NISA was training and having people working as assassins.
We just have to see how this goes and what else Fahad Yasin are up too. Peace.
I have hard time taking Somali Prime Minister Hassan Ali Kheire or Khayre seriously, when concerning foreign mediation in Somali affairs. As that has been the ordeal for so long, not that I don’t want the Federal Government of Somalia to be sovereign and work on its own. However, with the recent International Stakeholders Conferences in Europe like in London and in Brussels in 2018. There is clearly this, plus the United Arab Emirates, Turkey and Saudi Arabian interference in Somali Affairs. While also United States and United Nations are also directly involved, either with arms/drones or with governance. This being UNSOM or AMISOM who are clearly active and vital for security in Somalia.
The PM states for no need for foreign mediation after several states are saying no to work directly with FGS and Kheire/Farmaajo after they are tired of no grip of what they see as their grievances towards Mogadishu and Villa Somalia.
Therefore, this is statement the PM had:
“Mr Khayre, however, asserted that the days of Somali leaders seeking foreign mediation on internal issues were over. He reiterated that all differences should be sorted out through compromises. “We welcome that all grievances are cleared through dialogue and compromises, considering the interest of the Somali people,” said Mr Khayre” (…) ““We cannot accept people saying that Mogadishu’s security was unreliable,” Mr Khayre stressed. “This is the Somali capital. A city in which we have all invested and stands as a symbol of our sovereignty,” he added” (ABDULKADIR KHALIF – ‘Somali PM rejects foreign mediation in internal affairs’ 17.09.2018).
I feel the PM is not the right man for this message, as the FGS truly need the AMISOM and UNSOM to operate, as well as the foreign funding of the government. Even if the Somali people are the best with Mobile Money and remittance to their own. It is still at the levels of foreign donations that is running the government. As well, as Farmaajo was recently hanging out in Beijing for participating in the Belt and Road Initiative (BRI). Because the International involvement is always welcomed with projects and with donations, that is why even the state of Puntland had to write a statement when the Germans pulled out from a road project now in September. Therefore, Kheire, knows this perfectly well, but still acts like its a nation without any interference.
Kheire wants to be the big-man and wants the FGS to be vital and important, but right now it needs to show progress and value. As the states saying its stopped, is because they are tired of the shows and none actions. Therefore, an internal mediation isn’t believable as he cannot send the Somali National Army to silence these ones this time. This time Kheire might need it, as the states might not settle with just meeting the President and the Prime Minister. They need to show more flex and that they are seriously addressing their concerns, not only for safety, but the other measures that are in question. As the FGS seems more like a floating balloon, than steady government institutions.
Kheire should feel this too, as he has been traveling between all stakeholders and partners, except for when he is settling the score and undermining the Lower House of late. Therefore, this sort of speech and talk is more swagger, than the reality on the ground. If he was that sovereign, he wouldn’t need the Brussels and the London Stakeholders Conferences within the calendar year. Alas, that is is the case. Therefore, he should follow the asked outside mediation and secure wishes of the states, which has stopped to directly co-operate with Villa Somalia.
The PM has to act up and be humble, show humility and even some grace, but who knows if he has it in him. Peace.
Today, the Somali President Mohamed Abdullahi Farmaajo and Prime Minister Hassan Ali Kheire have now their biggest hurdle in their political career. As the leaders of the regional states of Jubaland, Puntland, South West and Hishabelle have officially suspended their working relationship with the Federal Government of Somalia or Villa Somalia. This meaning, their states and the federation are separating for various of reasons.
This is not the Somaliland, which has for a long time tried to become independent and worked for that, even launched own currency and has held elections. This are the 5 states of Jubaland, Puntland, South West and Hishabelle. This happens as the Federal Government have not done what it has promised for the regional states, as they have not shared intelligence, neither revenue or prepared enough national security.
After the leadership of the states has suspended the co-operation with the Federal Government, the President has called in for a meeting in the National Security Council. We can wonder if this is to see if their statement is a political bargain or a real deal. Because if they come into the NSC, they are still in co-operation with the FGS. This meeting is supposed to be scheduled at the 17th and 18th September 2018. That is in 9 days. The ones showing up will be vital for the Federal Government of Mogadishu.
This is happening, as the President have had yet another meeting abroad of International interests and diplomacy in Asmara, Eritrea. This was a Joint Declaration between Eritrea, Ethiopia and Somalia. Which was a positive step, but what does it matter if the inner-circle are crumbling. The Villa Somalia are more embattled within, than with outside forces as the President have been preoccupied with United Arab Emirates, Saudi Arabia and Turkey interference, as well as the EU and UN Secretary General Michael Keating involvement in political structures of the Federal Government. Who is busy politicking as he can.
What do have to question and wonder about, what is the final consequences of the released statement of the joint 5 states ceasing to work with Villa Somalia?
This is not small fry and battling over supremacy, but tiredness of the lackluster support from Villa Somalia, whose more concerned about the international stakeholders than the turnover and not enough co-operation. That is why today is important to see the reality.
This haven’t been the writing on the wall, but a proof of something dire, that the Villa Somalia have to find new ways to deliver to the Regional States, as the Federal Government are not an island, but a giant machinery working for all the states. They are not there to serve the international interests, but the states in the Federal Government.
Are we seeing the beginning of the end of the Federal Republic of Somalia and Villa Somalia. If they are not planning to invade these states with the Somali National Army or the AMISOM brigades, but that will not make the co-operation easier. The President shouldn’t just call in a NSC in 9 days, but actually try to ask forgiveness and ask what the FGS can do, that it hasn’t done for the 5 states, which has ceased their work with Villa Somalia. That would be bold and prove that the President knows what he is up to and awaiting orders from stakeholders before he moves. Peace.
The Cambridge Dictionary defines “taking the lid off” as: “to cause something bad that was previously kept secret to be known by the public” (Cambridge Dictionary, Cambridge University Press). A writer like Thomas L. Friedman in the New York times should know this perfectly well, as he used this term in his column ‘ Opinion Can I Ruin Your Dinner Party?’ published on the 7th August 2018. This is the reason for why I writing this. Because of two paragraphs that needs to be addressed, I will first let his words speak, before showing what the EU says about the matter. As a European, the American writer doesn’t make sense.
The key part was:
“Toppling Qaddafi without building a new order may go down as the single dumbest action the NATO alliance ever took. It took the lid off Africa, leading to some 600,000 asylum seekers and illegal migrants flocking to Italy’s shores in recent years, with 300,000 staying there and the rest filtering into other E.U. countries. This has created wrangles within the bloc over who should absorb how many migrants and has spawned nationalist-populist backlashes in almost every E.U. country” (Thomas L. Friedman – ‘Opinion Can I Ruin Your Dinner Party?’ 07.08.2018 link: https://www.nytimes.com/2018/08/07/opinion/can-i-ruin-your-dinner-party.html).
I don’t know in which world Friedman is residing, but the words of the EU, Zelesa and MPC are clearly not opening any jars of uncertainty. Yes, there been a growing amount of illegal and non-asylum seekers through the United Nations or Bilateral Organizations, which they have come from War-Zones as in the past. As the EU Member States takes their quota of refugees and asylum-seekers as a global task of helping people in need, as that cannot happen where they are or they are living in temporary shelters awaiting hopefully a helpful nation to become their guardian. However, no else is saying it is NATO fault or even the fall Qaddafi, which is the reason for crossing across the Mediterranean sea. There is more porous borders as well as the conflict in the Sahel Region that has continued. These are all reasons for the transport of refugees from the rest of the Sub-Saharan Africa. However, there was never a lid to be taken of the continent.
The EU Science Hub states:
“Between 2008 and 2016, the total annual number of African migrants remained stable. However, legal immigration was declining in this period, while the number of irregular arrivals and asylum claims of Africans increased. Irregular arrivals of Africans via the Mediterranean started to decline again in 2017.In Europe, the majority of African immigrants come from North Africa, with most people making the move to reunite with family members already settled in a European country” (EU Science Hub – ‘New perspectives on African migration’ 01.07.2018 link: https://ec.europa.eu/jrc/en/news/new-perspectives-african-migration).
EU Project opened more nations for Immigration:
“Clearly, African immigration to Europe was marked by increasing diversification both in the number of countries sending and receiving the immigrants. Particularly remarkable was the emergence of the southern European countries, principally Italy, Portugal, and Spain, themselves longstanding emigration countries, as immigration countries. This was as much a product of the improving economic fortunes in these countries and their integration into the prosperity and political sphere of Western Europe as it was of mounting immigration pressures on their borders to the east and the south. Enclosed in a new European transnational space, new identities of ethnicity and citizenship began to emerge that entailed creating both symbolic and material borders to keep away or distinguish the immigrants. The Europeanization of these countries and the rebordering of the Mediterranean that it implied required the separation and stigmatization ofimmigrants from the global South (Suarez-Navaz, 1997; Royo, 2005)” (Paul Tiyambe Zeleza – ‘Africa ‘s Contemporary Global Migrations: Patterns, Perils, and Possibilities’ P: 39, June 2010).
Migration Profile – Libya:
“Despite Libya being, first and foremost, a country of immigration, the deterioration of immigrants’ conditions in the country has also made it an important country for transit migration and particularly for the many migrants trying to reach Malta and the Italian Isle of Lampedusa As to emigration patterns, Libya has never recorded significant outward migration flows. However, during the 2011 unrest, there was an upsurge of Libyan nationals fleeing the country. According, though, to the authorities in neighbouring countries, the great majority are believed to already have returned to Libya” (…) “To conclude, two considerations can be made about the impact of the Libyan crisis on international migration movements. On the one hand, Sub Saharan nationals were without any doubt the people most at risk, both in Libya and at the borders (where repatriation activities led to an impasse). On the other hand, the capacity of neighbouring African countries to manage the crisis in terms of the reception of migrants was remarkable. (IOM, 2012)” (Migration Policy Center – ‘MPC – MIGRATION PROFILE Libya, June 2013).
As we can really see, is that what Friedman is saying is wrong. The African Migration to Europe has lasted long. That is not new and has usually followed to the previous Colonizers of the ones migrating. However, with the change of he European Union, has changed that pattern, but not opened up something. The Libyan Crisis and fall of Qaddafi have had is effect. However, the results by the EU and the IOM are stating not as bad as previously stated. Also that the “illegal” are rising, but less of the direct asylum-seekers, meaning their means and ways has changed, but the end-game are more of the same. They are still fleeing from crisis and wars in Sub-Saharan Africa, but they doing so by the shores of Northern Africa crossing into EU Countries.
So, the taking the lid off by invading and deposing Qaddafi seems like far-fetched. That is a lie, also a relic of the past, as Friedman sounds like they opened a box with a box-opener. This was simply done with getting rid of one dictator. He seems like that is the reason for the whole transit in Libya, not the whole conflict within the continent and neither the true nature of it all. As people are doing whatever they can to get shelter and hope for the future, because the International Community isn’t reacting or caring about the oppression in their nations. They are forgotten and know they will not get help, as the Western Powers are boasting these leaders who oppress and then people want to flee from these shores.
No lid was taken, it was never a lid there to begin with? Are there a lid that was opened so that United States could have space for all the slaves in the past? Or is there a lid taken of the brain of Trump? We all, the rest of the world really want to know.

“ICC is a bunch of useless people” – President Yoweri Kaguta Museveni on the 12th May 2016.
It is like certain leaders doesn’t learn from their behavior and attitude. At the same moment, they are forgetting the sentiment and what that been said in the past. A man or a President like Museveni has said anything between the moon and Lake Albert. However, the European Union doesn’t need to condemn this activity, they need to show force and show character. The statement made by them yesterday concerning the International Criminal Court (ICC) and the non-arrest of Sudanese President Al-Bashir. Instead of being released could have been scrapped. They should have known that he doesn’t care about the ICC.
First show the statement made by EU, before more statement of how Museveni feels about the legal international entity. Look!
“Based on the information we received, on 5-7 July President Omar Al-Bashir visited Djibouti and Uganda” (…) “The European Union and its Member States regret that Djibouti and Uganda, both States Parties to the Rome Statute of the International Criminal Court (ICC), did not comply with their obligations under international law and as State Parties to the ICC and did not surrender President Al-Bashir to the Court.” (The European Council – ‘Declaration by the High Representative on behalf of the EU on President Al-Bashir’s visits to Djibouti and Uganda’ 09.07.2018).
Just as you seen the EU is regretting that the National Resistance Movement (NRM) and the President Museveni didn’t deliver President Al-Bashir after his visit in Entebbe for the Peace Summit for South Sudan there. The EU are clearly forgetful, because Museveni isn’t friendly to the ICC anymore.
At the Inauguration of Uhuru Kenyatta, the extract of the speech on the 9th April 2013:
“Furthermore, I want to salute the Kenyan voters on one other issue – the rejection of the blackmail by the International Criminal Court (ICC) and those who seek to abuse this institution for their own agenda. I was one of those that supported the ICC because I abhor impunity. However, the usual opinionated and arrogant actors using their careless analysis have distorted the purpose of that institution. They are now using it to install leaders of their choice in Africa and eliminate the ones they do not like” (Yoweri Kaguta Museveni, 09.03.2013).
On the 52nd Independence Day celebration speech at Kololo on the 10th October 2014:
“For International Criminal Court to handle them as just legal matters, demonstrates their level of shallowness. My view is that, at the next summit, African countries should review their membership to the ICC treaty” (Yoweri Kaguta Museveni, 10.10.2014).
At Televised Presidential Candidate Debate on the 14th February 2016, the President said this:
“A founding signatory of the Rome Statute, on ICC: Yes we should be out of the ICC. ICC is not serious. It is partisan. There are so many people who should have been tried if they were serious. The way to go is to have our own African Criminal Court. Trying to work with ICC was a mistake” (Yoweri Kaguta Museveni, 14.02.2016).
President Museveni have not liked the ICC in recent years. The President really despise the ICC now. He has not shown any concern or care for it. He call it a mistake and also that they are blackmailing the African Nations. That is why, the EU should have figured it out. If anyone is on the ICC list or wanted for arrest. It is not like Museveni will respect it, he hates the ICC and what it does. He has shown that.
The administrators and secretaries in Brussels should know this, they should have records, even remember that the Ambassadors of EU walked out on the inauguration ceremony in 2016. The statements from 2013 unto 2016 are alone telling the story. Certainly, he has the same sentiment in 2018. He is an old man, not a miracle worker.
President Museveni doesn’t give a fig about the ICC and what they say. Neither does he fear the EU, as they need him to keep the refugees from spawning to shores of Europe. So he can say what he like and not fear for retribution. The EU knows this and therefore, will not push Museveni to comply to the provisions of the ICC. He doesn’t have to fear it or respect it even. Al-Bashir is a friend of Museveni at this point. Peace.
