My letter to Jean-Claude Juncker on the proposed EU Army!

Dear Jean Claude Juncker, the President of European Union Commission and former Prime Minister Luxembourg; you had a moment of glory or you might thought so honourable Jean-Claude.

I am just a member of EFTA by default as a Norwegian citizens and since my country isn’t a Member State; I’m sure in your opinion my opinions doesn’t exists because the ones that matters are the citizens inside the Union. Still, I want to write to you as citizen of the world and worried about you Napoleon complex and hereditary idea of stronger federalism of Europe. This happens in the same week the underlings of you doesn’t’ want to be accountable in the European Parliament; this are the Member States who has Members of European Parliament (MEPs). So with this in mind are these the men and woman who should be responsible for deciding warfare in the name of the Europeans when we can’t know how much they spend on the taxpayer’s funds while representing their states in the Union?

Well, I know I am trading waters now and sound a bit strange, but the hesitation on the matter is the inaccurate faith you have in the EU and their institutions. The general European is not there with you as the disregard for the daily life of European feels estranged from the boulevards of Brussels where you are stationed unless you commute from Luxembourg. That is not for me to judge. What I will more judge is the idea of a European Army!

European Army is setting the precedence that the 28 Member State’s will comply and accept to donate and keep the strengthen defence and military upkeep through the Union. That is also to connect the defence budgets and the military equipment production stronger in the EU. That must be put into the calculation. Not only keep a solidified borders as the Commissioners fear the Islamic Terrorism and the refugee crisis to the levels that Europe needs a bigger and wider army. That is controlled by the unaccountable MEPs and EU Head of States, the Consilium that will order this giant army.

A unknown giant army that will base by the 28 member states and put a prerogative of the federal state controlled by Brussels, as they already have issued currency, bills and now a Army. So the missing piece for you is the army and king. Honourable Jean-Claude you are acting with spite and fear if you enforcing the idea of an European Union Army and Defence. That is not the sign of peace or collaboration Europe needs. Especially with the ways that Cyprus and Greece economy has been liberated and sold to foreign investors while the taxations are slimming even more with the policies from the Central Institutions of the EU.

With those acts of spite and diligent betrayal of common sense in the banking industry of Greece and Cyprus; not even saving but bailing out with the whole-sale of nations. That coming with effect of the Brexit recently, you want the unaccountable MEPs to run an Army from Brussels. Do you know how insulting that is the European people and citizens, Jean-Claude?

Can’t you just take control of the Eurovision Song Contest or something; make sure the trade-laws and negotiations between Member States are following the guidelines of the Brussels accords. The Union you currently abide to is a currency-union, free-movements of people and goods and ‘universal’ policies that they have to follow no matter which country you live in. In that sense an army is needed, but that gives powers to Union and something Europe not seen before.

We have had the NATO that many of the current members of Union are obliged to serve and follow the codes of the agreement. As much as the European States has co-operated in military unifications it’s been training and peace-operations that many of the Member States has participated in.

If you think it is healthy to have a giant army directed from Brussels than the powers of the Union is more giant multi-national state, federalism and centralized in Belgium than people might express wishes for. Europeans want their states to have power and keen that their representatives have power and accountability within their domain; if the Brussels thinks it is good idea to take the guns and ammunitions from Madrid, Prague, Vienna and Copenhagen. Than they will have to ask what their own armies are supposed to do? How are the pecking orders of the EU General and Danish General? Are the orders from Brussels trumping the ones of Stockholm?

An European Army is the answer to fatigue and gesture of complex gravitas as the European Member States deserves their sovereign and rights to defend themselves within the military alliances and military benefits the nations. If the EU thinks it is wise to counter this and control it centrally than they can initially take over all powers and make a EU Police. Then all of the law’s and orders will controlled by the Brussels under the new federal jurisdiction of EU Commission and the Consilium. That in the end will be voted over by the unaccountable MEPs in EU Parliament. So they can decide if the army need to invade or guard Gibraltar or Guernsey from the Pirate Bay.

Let’s be clear Jean-Claude Juncker, the one man in Europe with clearly a Napoleon complex! It’s time to whine down and take a beer. It is time to render the times of not-so much peace in Europe and wonder what the EU has lost. What powers the EU has taken in times of Peace and less hostility. What kind of powers the centralized Brussels decrees are burdening the towns and villages of Europe that you never will put your foot in Mr. Jean-Claude.

The Army you propose to counter foreign invaders is absurd and worrying. The EU Army will only be beneficiary for a un-elected aristocrats who will use it to silence criticism and the citizens who disobey the command of Brussels. It will not be a defence organization that can be sustainable to keep greater powers out. This army will only cause frictions and be a power that can be used in Neo-Colonial affairs for the former European Empires to control their former colonies. This will not be an army for peace; it will create more bloodshed in the names of spoiled rich EU observers and their elites. Is that what you want Jean-Claude?

Your EU Army will not be a tool for peace, but for rivers of blood, for loss of lives and loved ones. For the concern of foreign dignitaries and their allies; this create a hatched hiccup of world order and the destination unknown as the EU Parliament who will obey the command of their leaders will send their citizens to wars for resources at one point or another as recessions and market-crash’s happen once in-while. It is just a matter of time before a legit war intervention becomes an excuse to export needed minerals to Europe. That is what the Army will be for right, Jean-Claude?

You should first implement the Federalism fully before pledging the idea and dream of multi-national army those bounds of future conquests and current problems as they want to have fortified walls and gates of Europe. If the EU Commissioners start to think of the EU as Rome Empire than he has also lost the plot as the twist and turns of the vague Union; if he wants the weak Union to grow stronger there needs more trust between Berlin, Prague and other capitals nota army to silence the ones who disobey. Does he want to be emperor… new royal lord of Europe instead of a possible statesmen; the greed of a man who forgot the principals and dynamic of Europe as he sits in the bureaucracies of Brussels. Peace.

Opinion: MEP’s arrogance over accountability for their expenses shows the lack of integrity from Brussels!

It comes this day and times when giant organizations, Multi-National Organization that are having the oversight of most of the European Nations under the Umbrella of European Union, where the elected men from each nation represent the values of each nation in the European Parliament. In this perspective the European Union and the European Parliament should be more open and more transparent. This they should think about, especially in a time where the Parties and People grow tired of the arrogance of Brussels and the bureaucracy made in the Belgian capital.

So when the news coming out that the Members of the European Parliament (MEP) doesn’t have the guts or heart to put it into paperwork to show the citizens through the media their benefits for representing the Member States. MEP is lucky to be there and represent the nations of the Union. They should be giddy for the accessibility for representing people and with the low turnout to the elections the marginal rate of the population caring about their seats. They should honour that minority even more. Instead they are showing arrogance. They are showing blistering ignorance for justice and accountability. Why should all the citizens pay taxes and show their income to the states. As they can be searched for online by all citizens, but the ones representing them in the European Parliament cannot show their salaries and benefits? Seriously are you that high on the pedestal that you cannot absorb the injustice by keeping that at bay?

You MEP are a public servant if you represent the Pirate Party, UKIP or any kind of Green Party who has seats in the Parliament. All of you represent the European citizens and their member states. You are there on behest of the European People and the Member State you come from. You are not of noble blood or royal family. You are elected by the people in rigid ballot election in your home country.

If the MEPs we serious about representing their citizens they would have no trouble disclosing this information as the citizens are the ones that in the end are paying their salaries through the taxes. MEPs are not above the citizens they are there on the behalf of them. Still, when they get defensive and take it court for something that should be natural for them to do!  

The MEPs has to respect the people as they are in the hands of the people. They are not there for the EU Commission or EU Parliament President; they are there for the German, Dutch, Spaniards, Portuguese, and Italian etc. The Citizens have the right to know their bills and their pay for representing them.

If the MEPs wants to be representing them than it is time to show them what they think their worth and how much the citizens of Europe has to raise to keep the upkeep of the European Parliament. The arrogance and ignorance of their duty has to stop. If they want to be taken serious and justify their role in Europe and decide to make changes in the best interest of the continent; not like now when it seem it is more a personal pride to get there and stay there than actually work for the greater good. If so can please the EU Commission just whine down the Parliament and only the Consilium or the European Council that has the Head of State from the Member States who could just make all decisions instead of the Representatives in the unaccountable and not trustworthy Parliament in Brussels; is that what the MEPs trying to do or want us to believe?

If so, good riddance we will not miss you and your accountability, as you cannot even open up about how much we facilitate for your time sitting in Belgium for all of Europe. Is that so much trouble are you so much compensated that you are worried about the backlash that you will look like a greedy Scrooge instead of a Public Servants as you are expected to be? Is the plane tickets and paid allowances together with the salaries too big to defend?

If so than you should fix that as you have the legal and opportunity to take back the high pay and allowances as you are the one behind the legal framework and representatives. That is if you have heart and not just greed to compensate with fortunes for working for the commons.

MEPs you are disgusting if you think you can eat taxpayer’s money without accountability. You are like dictators and authoritarian leaders who disrespect their commoners while you are the ruling regime on the hill and let everybody in slopes; the ones who gets the shade and rainwater has to pay for the MEPs for their luxury. MEPs are in service for the ones in slopes of the hill, even if they run everything from the top of it. They could not have the Parliament if it weren’t for citizens. MEPs should humbly beg for forgiveness and be accountable. With taking this to court you are officially a disgrace to democracy and to the people of Europe.

Members of European Parliament shouldn’t fear showing their expenses, they secretariat and whatever else they can bill on the taxpayer’s. MEPs show disrespect and doesn’t deserve the honour of being honourable when they cannot even show how much money the use. The Euros they use to facilitate their days in Brussels. MEPs shouldn’t act like Kings and Queens; they are ordinary men and woman elected to represent citizens not Lords and Royals of old!

Time to be accountable and transparent; you can’t be that than you shouldn’t represent anyone else than yourself. Peace.  

The President’s black book chapter 2: The close tie between the GoU and M23; giving instantly amnesty to the guerilla; which make it seem more likely that it was a proxy war for the government

There isn’t often I have gone through so many United Nations documents to pile up information about one single militias or guerilla force in the DRC. This is because I have had a suspicious feeling about the connection to the government of Uganda, as they have been busy before in the Democratic Republic of Congo, as they have done with their partners in Kigali, President Kagame and Government of Rwanda. As we will see here, this is the facts that the UN have claimed by their eye-witnesses, Amama Mbabazi is the man who has defended the Government of Uganda, he had to come with a threat towards the United Nations to silent this. Therefore you haven’t heard much about it…

As this will go first by year it is published, first you can read the defense of the Government of Uganda, then the evidence brought by the United Nations different committees and institutions from the “the Expert Group” and so on. This is interesting reading and should give you insights to a world the Rwandan and Ugandan government does not want the world to question, as much as they don’t want the questions come about the killing of Laurent Kabila… as that question the manner of how they brought a new regime in the Democratic Republic of Congo, this here is newer and fresher, close to today, as it then is more evidence that the UN has collected, and has pictured in their archives. Therefore take a look and hope it opens your mind.

Part of Uganda Government defense against the allegation made by Amama Mbabazi:
“About the same time, H.E. Joseph Kabila, President of DRC, contacted President Museveni and explicitly requested him to intervene and facilitate dialogue between M23 and DRC Government. In accordance with article 23(2) of the Pact on Security, Stability and Development in the Great Lakes Region, President Museveni convened four Extra-Ordinary Summits of the International Conference of the Great Lakes Region (ICGLR) on the security situation in Eastern DRC, three of which were hosted in Kampala using Uganda’s own resources” (…)”The UN must sort out the malignancy against Uganda by bringing out the truth about Uganda’s role in the current Regional efforts” (…)”In light of the above, withdrawing from Somalia, CAR, etc., becomes inevitable so that we keep watch on the DRC territory donated to the terrorists by the DRC Government and the United Nations” (Mbabazi, 2012).

5th Extraordinary Summit of the International Conference on the Great Lakes Region declaration on M23 and violence in DRC:
“Gravely concerned about the advance and capture of the city of Goma and the town of Sake in Kivu Province, of the DRC, by the M23 rebel movement in spite of the directive of the previous Summits of ICGLR to cease hostilities and remain in positions they occupied in July 2012” (…)”HEREBY DECIDE AS FOLLOWS:” (…)”MONUSCO to occupy and provide security in the neutral zone between Goma and the new areas occupied by M23” (…)”This process shall be supervised by Chiefs of Defence of Rwanda, DRC and led by the Chief of Defence Forces of Uganda, with the participation of other Chiefs of Defence Staff from other member states”(ICGLR, 2012).

First piece of evidence:
“The report also accuses Uganda of backing the M23, providing troops and ammunition for specific military operations” (P: 5, Gil, 2012).

Government of Uganda Support of M23:
“Senior Government of Uganda (GoU) officals have also provided support to M23 in the form of direct troop reinforcement in DRC territory, weapons deliveries, technical assistance, joint planning, political advice, and facilitation of external relations, Units of Ugandan People’s Defence Force (UPDF) and Rwandan Defence Force (RDF) jointly supported M23 in a series of attacks in July 2012 to take over the major town in Rutshuru territory, and the Forces Armees de la RDC (FARDC) base of Rumanbago” (P: 2, 2012). “Uganda’s more subtle support to M23 allowed the rebel group’s political branch to operate from within Kampala and boost its external relations” (P: 4, 2012). “UPDF Commanders sent troops and weapons to reinforce specific M23 operations and assisted in the M23’s recruitment and weapons procurement efforts in Uganda. Ugandan officials equally endorsed a “laissez-faire” policy authorizing local military and civil authorities to cooperate with M23 out of their personal ties to the RDF or the rebels” (UN, P: 9, 2012).

Weapons delivery to M23 from Uganda:
“Former M23 soldiers stated that UPDF officers based in Kisoro have been supplying M23 with small quantiles of weapons. One former M23 soldier said he hadaccompanied Makenga to Kisoro on three occasions at the beginning of July 2012” (…)”A former M23 soldier stated that UPDF commanders brought heavy weapons including 12,7 mm machine guns to the hill overlook Bunagana, on the Ugandan side of the border, in order to reinforce M23 during the attack, and subsequently left them with the rebels after they took the town” (…)”Two former RDF officers, two FARDC officers, one M23 cadre and one former M23 soldier stated that two trucks transported weapons and ammunition to Bunagana prior to the attacks on Rutshuru and Kiwanja. According to one FARDC officer, the two trucks mainly contained RPG-7 grenade launchers and machines guns” (UN, P: 11-12, 2012).

More on the connection with GoU:
“Four Ugandan officials, an FARDC officer based in Bunagana, border agents as well as a former CNDP politician told the group that the Jomba Groupment chief based in Bunagana, Vincent Mwambutsa, regularly travels to Kisoro to organize recruitment and financial contributions for M23 with the Resident District Commander (RDC) of Kisoro, Milton Bazanye, his ally Willbaforce Nkundizana and local UPDF officers. One former M23 soldier confirmed that the rebels recruited 28 Ugandan civillians in Kisoro. A Ugandan official in Kisoro personally witnessed the UPDF taking recruits to the border” (UN, P: 12, 2012).

Ugandan known leaders and personalities involved in support of M23:
“A UPDF officer, a Ugandan leader, an M23 cadre, politicians, intelligence sources, a Kampala based diplomat and several businessmen stated that Gen. Salim Selah has been principal responsible for UPDF support of M23” (…)”A Ugandan Civil Society member, two M23 cadres and a Ugandan counter-intelligence report also affirmed that UPDF Western Division commander, General Patrick Kankiriho, has overseen military support to M23, including providing orders to Mukasa” (…)”Three Ugandan officials stated that in May and July 2012, General Kayihura held meetings with the rebels at Kisoro” (UN, P: 13, 2012).

Ugandan trading with illegal DRC gold:
“The Group estimates that 98 percent of the gold produced in DRC is smuggled out of the country, and that nearly all of the gold traded in Uganda – the main transit country for Congolese gold – is illegally exported from DRC. As a result, the governments of DRC and Uganda are losing millions of dollars annually in tax revenue, and tolerating a system that is financing armed groups in DRC” (UN, P: 1, 2013).

One Connection between M23 and Uganda:
“The Ugandan army spokesperson stated that the former M23 “are not prisoners; they are soldiers running away from a war so we are receiving them and helping them because it is our responsibility.”28 He also compared the reception of M23 to what Uganda had done in 2012 when a Congolese army battalion had fled into Ugandan territory following fighting with the M23. President Museveni later indicated that he would not hand over Makenga to Congolese authorities and compared protecting him to the same support he gave Laurent Kabila against Mobutu in 1996” (…)”After being disarmed and registered at a Ugandan army facility in Kisoro on 13 November 2013, most of the former M23 fighters were transferred to the Bihanga military training center near Kasese” (…)”According to latest reports, Makenga and Kaina remain under Ugandan surveillance, while other former M23 officers and political leaders are reportedly able to move freely in Uganda” (SSPC, P:4-5, 2014).

Ugandan implications:
“Uganda, it is important to note, has received relatively little reprimand despite its implication in supporting M23. Its contribution of roughly one third of peacekeeping troops to the high-priority AMISOM mission, and threat to withdraw those troops in response to the GoE’s allegations, is likely a major factor in that lack of attention” (Jackson, 2013).

Findings from the M23 declaration:
“Recalling its declaration at Kampala, Uganda, on the 5th November 2013 that it had renounced rebellion and requested its ex-combatants to prepare for the process of disbarment, demobilization and social reintegration” (…)”Declares as follows: End of rebellion. M23 confirms it has renounced its rebellion. Amnesty: The M23 accepts that to benefit from the amnesty, each member of M23 shall be required to make a personal commitment in writing to refrain from the use of weapons or from participating in an insurgency movement to ensure success of any demand. Transitional security arrangements: The M23 commits itself to comply with and implement the transitional security arrangements, the details of which will be defined by the proposed Annex A as adjusted to reflect the changed situation on the ground, including the fact that some members of M23 fled to Uganda where they were received” (…)”M23 members reserve the right to change its name and become a political party accordance with the constitution and laws of DRC” (M23, 2013).

Risky move of amnesty to M23 member and combatants:
“The FIB’s impact was twofold. Most obviously, it had a military role, both in supporting the Congolese military (Forces Armées de la République Démocratique du Congo, or FARDC) and in taking the fight directly to the M23, deploying sophisticated technology such as South African attack helicopters. But perhaps more importantly, it changed the dynamics of regional politics. In raising the political stakes for the M23 and its putative backers, particularly Rwanda, it forced them into a choice between allowing the group to be defeated or – in essence – declaring open war on the SADC. The result is that the east of the DRC, for the first time in many years, is no longer held hostage by rebel groups with significant links to neighbouring governments, though these undoubtedly remain. It was a high-risk move, and one that could have led the region back into inter-state conflict. But M23’s backers instead chose to disengage, allowing the group to fragment, signing a series of agreements known as the Nairobi Declaration in December 2013. Though it has not faded entirely – former M23 combatants, many of whom are currently in Uganda and Rwanda, represent a latent threat of re-mobilization that urgently needs to be addressed – the group is no longer able to directly shape events in eastern DRC” (Shepard, 2014).

The situation of M23 by August 2015:

“At this stage, the amnesty provision and the repatriation process of the reportedly over 1,400 ex-M23 combatants which fled to Uganda and Rwanda in 2013 are amongst the most contentious. To date, only 182 ex-M23 combatants have been repatriated from Uganda to the DRC, while 13 have been repatriated from Rwanda. According to Ugandan sources, as of 4 August, 817 ex-M23 combatants are cantoned at the Bihanga Military Camp. About 327 residents of the camp have deserted, with no clarity on their whereabouts, 14 are admitted in hospital, 25 departed on sick leaveand are yet to return, 4 are deceased. The presence of hundreds of ex-M23 and are yet to return, 4 are deceased. The presence of hundreds of ex-M23 combatants in Rwanda and Uganda remains a serious source of concern for the GoDRC and the host authorities in Uganda and Rwanda. Yet, despite several attempts by the GoDRC to expedite the repatriation of the ex-M23 combatants, in line with the Nairobi Declarations and relevant decisions of the ICGLR Summits, there has been no progress in this process due to lack of even focus in the implementation of the Nairobi Declarations” (UN, 2015).

Afterthought:

As we can see there is a connection and the deflection from Government of Uganda (GoU) is expected, but if I had showed the riches gained by the imported gold from the areas that M23 took, would have showed the value for supporting the army as the common sense for the cooperation and support directly from the GoU.

He might have called President Kabila and told he would work on the matter and have the discussions in Kampala as a way of swaying away from the fact that they are behind and servicing the M23. We can see that and knowing that they gave arms, training, army men from the UPDF and even technical training. The pictures of the arms with Ugandan origin after the retreat and stop of violence from M23 should be proof enough of their involvement into the matter, what is worse is the witnesses claiming that certain big men in the government has supported and set things in order to fix the problems that M23 had at one point. That is something that we all should consider, as Salim Selah has been involved in a lot of shady arrangement in DRC before and has only backed away from the “Wonga Coup” to deliver arms to Thatcher’s son. Rest of the time he has done transport arrangements and fixing the army to keep Uganda in parts of DRC when needed. So the stories of him being involved would not be a shock in any way.

The suspect issue is how easy they could stay in Uganda, cross the borders and even get personnel and recruit in border areas. As this suspect connection together with the history of using military force from Uganda to get wealth out of the DRC. As they did in the late 1990s and in the beginning of 2000s; they haven’t just cooperated with the world to fight together will alliances to force away LRA and ADF-NALU. That is not the whole story, though the Government of Uganda won’t it to seem that way, as a way to clean their hands from the mud they have been swimming in. Takes a lot more than a shower to get the dirt off, you smell me?

The EU has been supporting Burundi in its efforts to entrench democracy since the Arusha Agreements put an end to years of civil war and lay the foundations for a new era. This year’s legislative and presidential elections are a key step in the democratic process of Burundi.  Following an invitation, I decided to deploy an EU Election Observation Mission (EOM), led by the Chief Observer David Martin, Member of the European Parliament, in order to contribute to a transparent, peaceful, credible and fair process that would give confidence to the political actors and electorate, and would ensure acceptance of the outcome.  To reach that objective, some minimal conditions need to be in place. Unfortunately, the Chief Observer, whose team has been on the ground for more than a month, has reported to me that the election process continues to be seriously marred by restrictions on independent media, excessive use of force against demonstrators, a climate of intimidation for opposition parties and civil society and lack of confidence in the election authorities.

In these circumstances the EU EOM cannot fulfil its role and I have therefore decided, in agreement with the Chief Observer David Martin, to suspend it.  All parties should engage in good faith in a dialogue to restore the necessary conditions for democratic elections and, primarily, the government of Burundi should reach out to all domestic stakeholders by restoring confidence through concrete measures. If the necessary political will exits, the dialogue facilitated by the Special Envoy of the UN Secretary General, Said Djinnit, can still provide a forum to reach these objectives and meet the expectations of the people of Burundi.  I also look forward to the deliberations of the upcoming EAC Summit to which the AU has been invited to participate.

The EU remains strongly engaged and committed to supporting the democratic development of Burundi in cooperation with regional partners, and I stand ready to swiftly re-start the EOM should acceptable conditions for the conduct of democratic elections be agreed by domestic stakeholders.
