There been written a lot about the General Elections in Uganda of 2016, myself is guilty for doing so and with that in mind. I have read through the newly released Report of the European Union Election Observers Mission of 2016. That is worthy of taking what I see fit to broadcast and what the Europeans who went quick, took a safari and also spent some time at the Polling Stations. Here is what they said about the elections!

An important factor in what the EU thinks about the General Elections of 2016:

“Vital electoral reforms did not take place prior to the 2016 elections. Proposed amendments to the electoral legislation, compiled under the ‘Uganda Citizens Compact’, aimed at enabling the conduct of democratic elections, including to increase transparency in the appointment of the EC’s members, to restore presidential term limits and to improve parties’ financial accountability, were disregarded by the executive. Consequently, the legal framework contains gaps and ambiguities and therefore, in several instances, falls short of international principles for holding genuine democratic elections” (EU EOM, 2016).

BVVR Uganda 2016

Election Verification of Voters:

“The newly introduced voter registration system improved inclusiveness and accuracy of the voter register (VR). The final VR contained 15.277 million voters. However, establishing the cut-off date of 11 May 2015 for inclusion in the voter register disenfranchised approximately half million potential voters who turned 18 after this date” (EU EOM, 2016).

Lack of Transparency:

While legislation contains provisions on reporting and disclosure of political finance, these are neither followed by parties and candidates, nor enforced by the EC. This lack of transparency weakens the credibility of the elections” (EU EOM, 2016).

Maladministration of the vote:

“Voters showed remarkable determination on election day, waiting long hours to cast their ballots. The markedly late arrival of electoral material in certain areas marred an otherwise calm election day. The EC failed to address growing tensions among people deferred from voting. Instead, an imposing presence of police in the vicinity of polling stations was observed. Further shortcomings, such as unsealed ballot boxes in 20 per cent and compromised secrecy of vote in 11 per cent of polling stations visited, were observed by the EU EOM. Positively, party agents and domestic observers were mostly present in polling stations visited by the EU EOM” (EU EOM, 2016).

Talley Centre mishaps:

“In 85 per cent of the District Tally Centres (DTCs) observed, the printed sub-county results, broken down to polling station level, were not handed out or publicised. The Electronic Result and Transmission System, used to transmit the collated results from districts to the EC, did not contain key anti-fraud measures. In several districts, the electronic transfer did not take place; the results were brought to the EC by the district returning officer in person. The final tallying for these districts could not be observed, further undermining the integrity of the process” (EU EOM, 2016).

“The chairperson of the Commission expressed regret that he had nominated an opposition presidential candidate; made public remarks on a candidate’s family member, and on another occasion described him as not “exactly being a fountain of honour” (EU EOM, 2016).

Police intervene in the Election:

“On a number of occasions, opposition candidates, particularly from the FDC and TDA/Go Forward, were denied access to campaign venues, restricting their ability to campaign freely. The EU EOM received reports and observed extensive use of force by police, including teargas and assault rifles, to disperse crowds during Kizza Besigye’s and Amama Mbabazi’s rallies in Bukwo, Kasenge, and Ntungamo, among others.25 On 15 February, police detained Besigye twice, preventing him from addressing scheduled rallies in Central Kampala, and used teargas and live ammunition against his supporters, resulting in one death and several injuries” (EU EOM, 2016).

Government officials intervene in the Election:

The orchestrated use of state resources and personnel for campaign purposes was observed. Government officials took an active role in the NRM campaign, with several Resident District Commissioners and high-ranking security officials openly endorsing the candidacy of President Museveni and the NRM campaign. Thus, candidates’ equality of opportunity was not respected” (EU EOM, 2016).

Intimidation during the Election:

“In Bukwo district on 6 January, the police dispersed the campaign rally of FDC presidential candidate Besigye in Toriet Internally Displaced Persons (IDP) camp using teargas and assault rifles. Several senior FDC figures received minor injuries. The police stated that Besigye diverted from his planned route without justification and thus provoked acts of public disorder” (…)”On 25 January, the IGP stated that all critics who are simply ‘political opportunists’ can ‘go hang.’ On 27 January, he was also quoted saying ‘power shall not be handed over to the opposition to destabilise the peace the country has fought for.’ In a press release, the police later claimed that the media had misquoted the IGP” (…)”EU EOM observers received reports of intimidation of opposition and opposition supporters in Amuru, Bujenje, Buliisa, Gulu, Isingiro, Kamwenge, Kapchorwa, Kasese, Kiruhura, Kisoro, Lira, Masindi, Mbarara, Moroto, Mukono, Nakapiripirit, Nwoya, and Wakiso. Intimidation of voters was reported from Kiboga, Lira, Luweero, Moroto, Nakapiripirit and Sembabule districts” (EU EOM, 2016).

Bad rhetoric during the Election:

“On 9 October, the President was quoted as saying that anybody who attempts to oppose him will, ‘Be smashed completely and no trace of his remains will be found on the ground,’ and on 20 December that ‘The thugs who attacked NRM supporters in Ntungamo will pay dearly.’ NRM secretary general Justine Kasule Lumumba was quoted on Radio Simba on 25 January saying, ‘We shall shoot anyone who will come on the streets to demonstrate against vote rigging.’ On 1 February, the deputy RDC in Jinja was quoted saying: ‘Whoever will be found disrupting the February 18 elections in Jinja District will be shot dead.’” (EU EOM, 2016).

Campaign funding disclosure:

“The total amount of money jointly spent by presidential and parliamentary candidates is not independently calculated and verified. According to presidential candidate Amama Mbabazi, he funded his three billion UGX campaign from his personal funds and received no donations. Kizza Besigye disclosed that his expenses totalled one billion UGX, of which 96 million UGX were donations. Incumbent president Museveni’s campaign team refused to disclose the amount/value or sources of his campaign funds” (EU EOM, 2016).

Media Freedom during the Elections:

“The NRM, with more funds at its disposal, admits to frequently using paid-for pseudo-journalism to boost its visibility and enhance the reputation of both the party and its candidates. An edifying example of the system in place occurred in Rwenzori, where 17 outspoken journalists were compelled to attend the President’s briefing in Masindi state lodge. The President not only instructed journalists to campaign for the NRM at grassroots level, but also provided them with financial ‘facilitation’. Consequently, the line between advertisements and editorial content was blurred and the impartiality of information offered to the electorate was eroded” (…)”Hostile statements targeting outlets owned by the country’s largest commercial media house, Nation Media Group (NMG), were repeatedly made by the President and reiterated by the state’s top executives. This reverberated at the local level, with the RDCs and other state actors orchestrating measures that encourage self-censorship on issues that might be perceived as critical to the President or the government. Intimidating phone calls, “guidance meetings” for journalists and editors chaired by the law enforcement bodies, as well as requests to submit the radio’s programming to the RDC or local UCC representative prior to broadcasting were the most wide-spread measures applied to put media under pressure. The EU EOM received reports on such occurrences in 20 districts” (…)”On 24 January the President stated: “Monitor and NTV don’t know that there is a good, they just tell lies…. NTV is an enemy”. The President voiced a similar statement on 31 January. On 29 January the minister of Information and National Guidance: “There is no media house that can take the law in their hands…we definitely shall close them down”. The government/NRM spokesperson criticized media on 1 February. On 9 February owners and editors of all leading media houses were invited to the dinner hosted by the EC and the UCC where all were warned that UCC will “without a hesitation sanction the media outlets” (…)”Media monitoring findings correspond the parties’ and candidates’ assessment of the balance and quality of local radio coverage of their campaign. While 78 per cent of the NRM’s local leadership believes that media featured them fairly, the FDC’s assessment of radio’s impartiality is diametrically opposed, with 78 per cent of local party representatives listing examples of biased coverage. In 21 districts, opposition candidates were denied access to radio broadcasts or stations, and in 32 districts, biased coverage against FDC, Democratic Party (DP) or Go Forward was reported” (EU EOM, 2016).

Kampala 18.02.2016

Election Day:

“In at least four cases, the police used teargas to disperse voters at polling stations. Only shortly before the official closing of the polling stations at 4 PM did the EC chairman announce the three-hour extension of voting in Kampala and Wakiso district. This was poorly communicated to the polling staff in affected areas, and EU EOM observers reported polling stations being closed at first and only after some hesitation did the polling staff improvise and try to re-open voting sites” (…)”Unauthorised persons were present in eight per cent of polling stations observed, and in none of them did the presiding officer requested them to leave. Essential election material was missing in 12 per cent of polling stations observed. Typically, the missing material was seals, but in a small number of cases also ballot boxes, ballot papers in sufficient numbers and the voter register was not available” (…)”In one quarter of the polling stations, observers encountered voters being turned away for not being on the voter register. Such a high percentage of voters not being aware of the location of the polling station indicates the lack of voter information prior to the elections. Only in two per cent of the polling stations visited were voters deprived of voting without lawful grounds” (EU EOM, 2016).

Counting:

“In 37 per cent of polling stations observed, the Presiding Officer had difficulties completing the Declaration of Result Forms (DRF), and in almost half of the polling stations the filling in of the Accountability of Ballot Papers Form proved to be problematic. In 20 per cent of polling stations where closing was observed, the numbers in the DRFs did not reconcile. This can be attributed to malpractice, negligence and/or numerical errors. The latter two were widespread since there were neither provisions nor even proper guidelines on how to conduct the reconciliation at the polling station level. Moreover, after filling in all forms, the safety and integrity of the DRF was not ensured in 30 per cent of polling stations observed, as they were not put into the tamper-proof envelope as prescribed by EC instructions. Intimidation of polling staff during the counting was reported from four polling stations observed by the EU EOM observers. In 93 per cent of polling stations observed at closure, results were not posted outside the polling stations, as required by law. Nevertheless, party agents were given copies of the DRFs in 93 per cent of cases” (EU EOM, 2016).

Tallying:

“The ban on social media on mobile devices was not lifted for four consecutive days. The overall environment created by state actors during the final stages of the tallying of results curbed voters’ right to access to information as called for in Uganda’s international and regional commitments” (…)”Further constrains on the public’s access to information originated from the EC’s statement de facto prohibiting media to publicise results announced at the polling stations. Such live reports on results by polling station is a habitual and defining feature of Ugandan media’s election coverage as it enables each voter to independently verify the results in his or her polling station. With the FDC’s leadership being detained, the police surrounding Mbabazi’s home, and with critical media being effectively silenced, the EC held a monopoly over both the content of electoral results information and the pace of its disclosure” (EU EOM, 2016). “The results, however, did not contain data from 1,787 polling stations, affecting 43 districts, eight of them strongly” (EU EOM, 2016). The EC eventually updated the final result on 22 February, adding the results from 1,658 polling stations. The EC also nullified results from 129 polling stations in 34 districts due to various malpractices, including disruptions during voting and the number of votes cast exceeding 100 per cent of registered voters. However, the list of affected polling stations was not published, thus compromising the EC’s accountability” (…)”These were Jinja with 388 polling stations (PS) out of 399 missing, Rukungiri with 273 PS out of 276 missing, Kyenjojo with 277 PS out of 337 missing, Kabale 190 PS out of 478, Kampala with 162 PS out of 1,338, Wakiso 119 PS out of 1,359, Isingiro with 88 PS out of 385, and Ntungamo with 78 PS out of 432 missing. These eight districts account for 1,575 or 88.5 per cent of the missing PS” (EU EOM, 2016).

It is good to see that the Elections Observers is saying the same as so many other people have said about it. This here counters the words of Andrew Mwenda, Ofwono Opondo and President Museveni. The words that should stick to into President Museveni mind is this:

“Consequently, the legal framework contains gaps and ambiguities and therefore, in several instances, falls short of international principles for holding genuine democratic elections”.

Because he said this after the elections was over: “am glad that my people here have seen the mistake of listening to foreign meddlers.” (…) “If the international community has lost confidence in us, it is a compliment and it means we are right”.

So in his mind because the European Union now saying he is wrong and that the framework is co-operative with free and fair elections; then in the mind of President Museveni means we’re right. The President Museveni has now “won” the 7th Term and is ready for his 31 years of power. He is double the age of average aged Ugandan. So there is something missing and wished for. Therefore the ending of the tension and the presence of security outfits in nearby area. The Army and Police Force is close by and the ones that keep him in Power. Not the loyalty of the people or the legitimacy of the way he became the incumbent again! Peace.

Mr. Eduard Kukan I will be honest I had little faith in you and your mission as the fraudulent and praising foreign missions to express faith in the government they are funding through donor-aid and direct-budget funds. Therefore I thought that you would naturally say it was free and fair without hesitation. Because you went from Slovakia to go on Safari, drink some sodas and have matooki and be merry. But I am glad you did your job well, not because of your view, but because of sense observations and reports been told. That seems genuine as your concern for the maladministration and fraudulent elections you observed.

Let me ride on the Western Hemisphere for it’s care for the LGBT people in Uganda while letting all kind of other oppressive behaviour happen without any cost or any repercussion. I am sorry to all you western government officials that support the LGBT case. They are all people equal under God. Just as you and me. I have nothing against the LGBT cause or that the LGBT men and woman deserves to screw they want to screw. But distinguish that from the matter at hand. I will discuss the real Equal freedom and justice; that means a governing system that is for Besigye or Mwenda; not just for Mwenda and Opondo, but not for Turinawe.

So let me address you clearly as the National Resistance Movement and their ruling regime under President Museveni have become more and more draconian. The rules of law have lesser value as the regime is more inherent corrupted with the arms, tear-gas and anti-riot Police then actual democratic values. So when you have a system where the Militarized Police Force, Militarized Politics and Army Programs into the Civil Society then the guns are controlling all parts of arenas that the society should lead. So that the Western Hemisphere and international community turns a blind eye to that proves the double standard.

So there are issues with these laws as the LGBT is in this narrative a minority in Uganda. A minority of many, but why complain and make issues with that one minority when the general population is oppressed by a militarized regime? Is that because the NRA of USA is so powerful that a gun-loving president (Former NRA turned NRM) in Africa is cool and flashing AK-47 in Rwenzori is amazing, but him creating bad laws against a minority is overboard.

That a country of 39 million citizens had one Cobalt 60 Teletheraphy Machine at Uganda Cancer Institute (UCI) broke down at Mulaga Hospital Kampala two weeks ago or so. While there about 17,000 Cancer sick that need treatment, but there none for them in the country. The international world isn’t doing much. Instead the rich Aga Khan and his Aga Khan Hospital offers 400 patients treatment in Nairobi, Kenya, so there are no opportunity in Uganda. That does not create a stir, which is another minority of people who are sick and in dire need of treatment. That is the same country that has mismanaged international funding to the health care through the Global Funds has been squandered away. The same health care system has X-Ray Machine broken down in Butabika Hospital and other meagre resources and machines at Hospitals that are decaying around the country. So it is okay that President Museveni and the NRM neglect the sick and dying.

The same with up-country Primary Schools where the walls are thin and rain-water flows in and the bricks are shredded. Where the payments of teachers are always late and underfunded as the rate has not gone up for years even with the steady levels of the neglect while the donor-funding and programs towards schools since UPE launch that was ushered in 1996. But the now steady report of dwindling county schools and the standard of facilities seem to be planned. As it is district by district, not a one place issue and more broad issue amongst the country. This is just an issue that matters for the kid’s education and their platform for their future. But the Western media and the Western donors will not put this on blast.

That the Police Force is so involved into politics embedded in the ways that they follows the oppositions, close down their consultations meetings and rallies. The Police Force follows and tag’s the opposition leaders. The Police Force detains opposition members and stop opposition celebrations even when the opposition complies with draconian laws of the state. That is not an issue that creates havoc. This oppressive behaviour from the Police Force towards the Opposition can happen without any clear questions or stop of funding them from abroad.

So the issues are bigger then the “Anti-Gay” bill as the nation is built around the President and his elite. This happens while the rest of people might get detained without questions and without charges. Therefore I feel it is wrong that the international organizations and international media focus alone on this issue. As that is a drop in the sea. The Corruption, the bribes, the embezzlement and the ruin of government institutions should be more in focus and sustain a healthy living for the citizens. The framework of the lawful society is far away. With the current Police State and the current arrest of democracy is more haste to fix.

EU Out of Politics Pre-Election Period

To reinstate the issue of the bill from 2014 is to deflect the grand issues and the mortality of the current affairs. The ways that people are muffled and silenced in general should be more worrying. The way the army and Police are used as strict tools of oppression and the Parliament writing off more and more money to them instead of being representatives of the citizens. That is where the focus should be. Especially since the donor-funding is 20% of the direct donor budget funding of Government of Uganda. That the NRM will spend on the State House, the farm of the President, new Private Plane and cars, not on the services of government that is expected.

So if the Parliament of Uganda under Rebecca Kadaga puts this up again, then it’s in a way to put all the issues to the side. To give space for the NRM to work with that in silence as the bill will create havoc, but give way for all the activity of the government. So you have been warned of the non-sense and should look at the major issues that make a difference for all of society, not just a minority. Peace.

Hvorfor ministre bør høre og ta til seg vitenskap; ikke klippe og lime etter eget befinnende; en Minister skal tjene sitt departement og borgerne, ikke sin egne ideologiske oppfatning eller parti; da kan ministeren gå tilbake til Stortingsbenken!

NRK Valg

Det har den siste tiden gått en storm rundt Statsråd eller Minister Lishaug etter sine holdninger og bruk av vitenskap. Jeg skal ikke fokusere på henne direkte fordi jeg vil ikke bruke min tid på politikere som ikke ser mennesker, men som bare ser problemer. Det er derfor jeg vil ikke ta saken som omhandler Minister Sandberg som ikke har brukt vitenskaplige resultater rundt lakseproduksjonen.

Et departement som har en statsråd eller minister skal innenfor sitt fagfelt og sin del av statsforvaltningen tjene folket med de tjenester og lovverk som gjør dette til en “usynlig” del av hverdagen. Ettersom regelverket og lovverket til departementet skal revideres og gjøres nyttig for samfunnet idag. Derfor når en reviderer lovverk og statsapparatet, eller byråkratiet, så må dette skje sakte og rolig, fordi alle grunnlag og alle aktører som er involvert skal få sitt innspill inn for å gjøre best mulig avgjørelse for departementet og statsråden. Dette gjøres også ved å ha eksterne rådgivere, forskere og konsulenter.

At en skal helhetsvurderinger da gjelder det å utføre dette med aktsomhet og sikkerhet. En statsråd kan sin egne politiske mening og sin egen ideologisk tankegang. Dette har alle personer rett til å ha, men som Minister og Statsråd gjør at at de valg en tar, er større enn en selv. Om statsråden vil ha en brødskjeve med brunost og makrell-i-tomat, så er det greit, det er statsrådens eget personlig valg om hva statsråden synes er best. Men, om statsråden skal velge å ratifisere sofistikert regelverk fra den Europeiske Union (EU) eller de Forente Nasjoner (UN) så må dette bli gjort i sammenheng med gjeldene regelverk, grunnlov og også med støtte fra Stortinget. Statsråden kan ikke bare sette igang uten å spørre en sjel. Det handler om etiske og rammene rundt å være en minister. Personen kunne velge pålegg på skjeva uten å spørre, men om du skal forandre departementet så trenger enn rådføring og grunnlag for alternativet som blir brukt.

Et departement og minister er ikke der for en egen fortjeneste. Selv om Ministeren kan gjøre det for ens karrière, grunnen til at en er en del av statsapparatet skal også være for å tjene staten og representere folket. Dette gjør at de valg som gjøres som minister og representant i Stortinget, bør ikke være bare en ideologisk eller parti-politisk avgjørelse, men i tanken for at det skal være for å forbedre Norge. Det samme er det for Departementet som en Minister eller Statsråd styrer.

Å lede ett departement er ikke som å være i private næringsliv. For i det private næringsliv gjelder det å bruke reguleringer, næringsgrunnlag og skape mer profitt for butikken/kjeden eller konsernet. Når en leder i næringslivet tar avgjørelser for å levere best mulig for sine aksjeeiere og for å tjene mer penger på forretningene som blir gjort.
Det en gjør når man leder ett departement er å tjene denne og skape bedre muligheter, lede til en bedre stat og for alle borgere av denne staten. Departementet er der for å gjøre det enten bedre å drive industri og skape forutsetninger for at industrien skal skape flere jobber og bedre produkter enn de produsere i Danmark og Sverige. Det vil være som en minister for Næringslivet ikke ser til at det har vært vitenskaplig grunnlag for bruken av Stevia i drikkevarer eller mat istedenfor sukker. Hvis det var rapporter og forskning som sa at Stevia var mer kreftfremkallende enn sigaretter. Da hadde man forventet at Ministeren for Næringsmiddel departementet og Helse Ministeren hadde gjort noe for å stoppe bruken av Stevia av produkter og import av produkter som inneholder Stevia. Da ville vi gått tilbake til bruke sukker og andre lignende søtnings-middel istedenfor Stevia. Jeg sier ikke at Stevia er Kreftfremkallende, dette er bare et eksempel, nøkkelordene er  “hvis det var”.

Det er dette vi forventer av våres departement og Minister som vi har. At de bruker vitenskapelige fakta og rapporter for å bedre statsapparatet, lytte til direktorater og andre aktører som jobber ved de fagfelt som det angår. Samtidig ikke bruke sin første og beste argument eller vurdering for å gjøre arbeidsdagen for ministeren lettere. Fordi å være minister eller statsråd skal ikke være en enkel jobb.

En Statsråd skal både representere departementet, være en representant for folket og også for sitt parti. Det er mange hatter og ett hode. Til tider vil det være vanskelig å vite hvilken som gjelder for den rollen en minister har. Det som er essensen for valg som en statsråd skal ta, er at den skal tas etter råd og etter redegjørelse før en tar en beslutting. Det skal ikke tas like lett som middagen, skal vi ha torsk eller laks i kveld? Den skal tas med tanke på alle aktører, borgere og gjeldene lovverk for den avgjørelsen som gjøres. Det skal ikke være en hurtig og kjapt valg. Fordi da kan svekke lovverket, svekke reguleringsgrunnlaget for staten og for de det angår.

Kommunereform

For om en Minister skal ta ett valg og reformere eller gjøre noe nytt. Så bør det kunne bevises at det vil skape resultat eller være der for bedre statsforvaltningen. Det er akkurat som jeg er tvilende til at kommune sammenslåingene eller regions sammensettingen virkelig vil være en god økonomisk grunnlag for. Siden det vil kutte veldig få jobber og skape nye konsulent jobber i mellom tiden, fordi å skape nye grenser, nye stor-kommuner og reformere inter-kommunale samarbeid vil være en gull-gruve for konsulent selskaper og andre en del andre, men vil bruke en stor pengesekk for å omgjøre strukturen som er i dag. Spesielt om en legger til tvang mellom kommuner, mulig bygging av nye kommunale bygninger som rådhus og også finne nye løsninger på kommunale råd som er satt idag. Det som ei heller ikke blir diskutert om dette er lengden mellom borgerne og kommunen. En stor-kommune vil gjøre at avstanden mellom kommunenes representanter og borgerne større, dermed også lengre fra kommunale løsninger til de det angår. Dette kan skape et vakuum mellom kommunens innbyggere og rådhuset til kommunenes folkevalgte.

Det er derfor en minister eller statsråd skal ikke bare ta valg på måfå eller konsekvent uten direkte kunne argumentere med forskning eller redegjørelse fordi om en tar feil valg. Så kan dette bli en kostbar affære som også vil være en langsiktig avgjørelse som skaper konsekvenser for borgerne. Akkurat som NAV reformen der en gjorde om statsforvaltningen og tok Aetat, Trygdeetaten og Kommunale Sosialtjenesten inn i en enhet NAV. Det har sakte, men sikkert gått bedre, men i lang tid så det ut som en dårlig reform for de fleste borgere. Man kan fortsatt sette i tvil om det bedret tjenestene for borgerne. Det er derfor vi må ha statsråder som bruker skikkelig grunnlag og gjerne vitenskaplig begrunnet, da vil også reguleringen, loven og reformen som statsråden vil da kanskje ta; vil være bedre for både statsforvaltningen og for statsråden. Siden den vil da gi et bedre tilbud, et bedre samfunn og staten vil da kunne være der for borgerne og ikke for politikerne.

Det en statsråd ikke skal gjøre er å bruke bare sitt eget befinnende og sin egne ideologi. Da kan statsråden eller ministeren gå tilbake til stortingsbenken å være i opposisjon, siden som minister skal en være en akseptabel og leder for ett rådførende organ. Der en skal levere til borgerne innenfor fagfeltet. Hvis en statsråd eller departementet ikke skal lytte til fagfolk eller forskere, så kan en likeså legge ned departementene.

I og med at man legger ned departementene så trenger en ikke lenger heller å ha redegjørelse, komiteer som er satt for å skape grunnlag for lovforslag, man trenger heller ikke rapporter som skaper et annet grunnlag for avgjørelsen som blir tatt. Man kan også legge til side prosedyrer og regelverk, siden man da er helt fri til å ta avgjørelser uten å tenke konsekvenser eller det som egentlig gjelder allerede. Det er slik en kan begynne å tenke om vitenskap og rapporter ikke skal tas inn i grunnlaget for det statsråden gjør.

Vi vil ikke ha et samfunn der de som representerer oss, ikke gjør et grundig forarbeid og har brukt de andre kloke hodene og hendene inn i avgjørelsene som blir gjort. Da bygger man hus på sandgrunn istedenfor på fjell. Det kan ende med at sanden får huset til synke veldig fort, mens huset på fjell vil stå i vær og vind.

Så jeg håper at våres ministere og statsråder tar til seg all kunnskap. Slik at de kan ta best mulig avgjørelse for sine reguleringer, lover og sine reformer. Ikke bare politiske ideologiske grunnlag, men også være det en Minister eller statsråd som i følge latin etymologi betyr å ‘tjener’. Da vil de si å tjene noe, og dette gjelder å tjene departementet og folket, ikke sin egen karrière. Da en skal tenke på å valgt inn i neste valg, men å gjøre reformer og lover som skal gjelde for neste generasjon av borgere. Peace.

Now that it is not long ago he told the world that Uganda was his playground and he could shot and kill opposition because they had no place in his country. From the same man and leader comes this. Let me ask the international community to react to violent behavior and the aggression this President shows his own county.

The racketeering of the NRM and their Executive has to stop at one point. That can happen when the funds dry up and the ammunition does come with the next boat. The American should stop with their alliance and their UPDF trainings. The Americans should do as they did with the MCC in Tanzania; suspend the projects and direct-donor aid to budget funding of the Ugandan Government.

The French should stop supporting the Government projects in Northern Uganda and cut their loans as they have promised to effect directly the RDC and the other loyal cronies of Northern Uganda. This does so the Capos of the Don get their monies and keeps eating. While the Japanese should stop supporting infrastructure projects together with the Chinese Foreign Ministry, while the CNOOC should terminate their contract with the Uganda Government. Total Oil firm of the French should suspend their operation until the government accept their blood-money. The Same with Heritage Oil for Britain so the UK Gov. should disband their direct government support and take away the incentive from UK to Uganda. The Norwegian Government should suspend the Oil for Development Program that have been a steady program since 2006. Because if you hurt it where it could become most important, then the Don Museveni might listen.

The European Union should to hurt the Foreign Exchange rate suspend the import of Robusta Coffee beans from Uganda, as the export of this is a major factor in the economic trade in the land-lock country. “A total of 271,941 bags of coffee valued at US$ 25.12 million were exported in February 2016 -Source UCDA report”. If you want to hit where it hurts, then you take away the foreign exchange and the foreign exports. This here could really hurt the government that does not want to have any interference or questions about their rule.

If the Donors and giving aid, would suspend or cut the services for the Peacekeepers, the same reaction that the Dutch did with the Burundian Peacekeepers in the AMISOM in Somalia. The same could be done by the American Government and EU as they are the major benefactors for the economic spending ground and facilitators for it.

It is not like I am for neo-colonialism, but when a totalitarian and gangster like Don Museveni complains about the US Mission questioning his oppressive behavior and European Union saying their opinion on the display of character showed during the Election and announcement of the results. Then it seems like he does not need any-more international legitimacy for his rule. Only their money and aid when it comes in handy too fuel money to a private plane, refurnishing the State Houses, buying new cars and more estates. Especially considering in FY 2013/2014 the donor assistance of the total budget was 21 % of it. Therefore the USAID, World Bank, IMF, DFID, European Commission, Irish Aid, NORAD and the other contributors should suspend that for the coming financial year of FY 2016/2017. To not hurt the citizens do this instead!

They should support the IDP camps and refugee camps in the Ugandan country through United Nations programs and organizations, build stronger relationship with NGOs in Uganda and forge good governance programs instead of supporting a government who is carrying out rigged election and embezzlement of government funds and international aid. Therefore progressive use of the tax-payers money from the Western Hemisphere, and if that is not working then, use it instead on local infrastructure projects to their own tax-payers.

Some improvement was realized in education sector as dialogue with Ministry of Local Government and Ministry of Public Service improved. This here proves the values of the Donor-Funding and the Budget Support from the International community to the Ugandan Government and the NRM-Regime. The NRM mafia under Don Museveni who says that the Ugandan authority do not want to have internal interference and foreign people questioning his playground. Therefore the authority and the Don want to rest things into peace he lets the people end up resting in peace. As he takes the Army and Police to detain the ones it needs and use draconian laws to oppress his own people.

Therefore with also the fraudulent election to keep the NRM mafia in order and also silence the opposition; as it even did yesterday the 9th March 2016 with the Military Police taking over the Nakivubo Settlement Primary School so the “Victory Celebration” that was supposed to be held there with Lord Mayor Lukwago and FDC Leader Besigye. This happen while the Crime Preventers, NRM Diehards and the new MPs we’re celebrating at Kololo Independence Grounds while costing the 1, 5 billion shillings. As he has done since 1986 and the donor have continued to fund the budget support and give Don Museveni money to do his bidding.

Therefore I ask the governments to question if they want to deliver more money the NRM Mafia who uses monies to the army and police, squander away State House money on funding his campaign and also rumors of AMISOM contingent. There are certain numbers on his spending on military is staggering over the years. In between 2011 and end of term 2016 the taxpayers and donor-funding the total Shs. 6.617 trillion to the Army, Police and Intelligence Agencies. Of this in MPS in February 2015 into the portfolio of sophisticated military equipment there was the extended use of Shs. 470 billion, alone that year.

So with that knowledge and knowing the international donors should consider some reactions as he does not accept any interference not internal and not external. The Playground might be for the moment him, the Don Museveni has spoken of killing demonstrating citizens and opposition. The harassment of the ones that question the power of the kingpin!

That is when the international donors in the powers of US Mission in Kampala and their Amb. Malac recently; and also when the European Union does state the fact that the election was not free and fair. Therefore the Don Museveni feels betrayed as this has been loyal men who have given money to his government and not question his power or rule. Because they needed him to do their dirty-laundry and also have a steady ally in the East Africa; as the US have a relationship with Ethiopia and also Kenya, but have a longer engagement with the Ugandan Government, and now accepting the harassment of opposition as a price for some form of stability.

While the other donor-funding is not questioning other than expressing some have cut funding over the $12 Million that was going to Northern Uganda Development Fund (NUDF) in the 2012, that went lost to through the Prime Minister Amama Mbabazi. Also the Anti-Gay Bill had their reactions from UK, Norway and Dutch who cut parts of their aid. So now it is the time again, as the oppression, election fraud and the man who want to be the Don and acts like the Don of Uganda. The Godfather of Uganda has spoken. He does not want to be inference. So since he does not wish to have interference the international donors and bilateral organizations should offer him a hand with that.

The International donors and bilateral organizations should certainly suspend their direct budget support to the Ugandan Government. As they don’t wish to have any interference and can handle it all on their own. The money should instead spend on the Multi-National Organizations working in Uganda, as the OCHA, UNICEF and WFP as they will submit and carry out quick resolved matters in Internal Displaced Camps and around the borders through their projects. Since that will not have any other government questioning their actions, then the other governments should not help to fund their actions. Simple rhetorical assessment that banish the 20 % power of the funds that Don Museveni has at his disposal and use; when outsiders are such a pain, then the pain should leave Don Museveni alone and not support him.

There is time to take action as the gangster will act as Don and not as a Statesman. Henceforth, when a player does not want question, but accept your money and not accountable for them; and when the player squander the money and expect to get away with it. Then the Player should lose the ability to get the money from you. The Don Museveni have already had long enough time to deliver and used enough of donor-funds without showing progress. Time to cross out the donor-funding to direct budget support; then Don Museveni does not need to be questioned. As the international community will not have put a stake and being stakeholders for certain parts of the budget. But when they step away, then Don Museveni can be the kingpin and the gangster he want to be in military fatigue and do as he want in his playground, without opposition who should just stay home; and also without foreigners questioning him. Then he can rule alone with the capos, underbosses and then be grand Don Museveni. Peace.

RESPONSE TO US AMBASSODOR MS. DEBORAH MALAC

The Uganda Government notes and takes strong exception to the continued unfair criticisms about its elections and human rights records by the US Ambassador Ms. Deborah Malac. We would like to briefly respond as follows;
The U.S. Government sponsored an election observer team under the Electoral Institute for Sustainable Democracy (EISD) in Africa, through the International Republican Institute (IRI) Washington D.C. This was led by former Zambian President Rupiah Banda, which issued a report giving credit to Uganda’s just concluded elections. We would like to advise Ambassador Deborah Malac to carefully read that report. Unless she is giving it a vote of no confidence, then she is at liberty to keep referring to and relying on the partisan and very shallow EU report.
lt is strange that Ambassador Malac doesn’t refer to the report her government commissioned. Secondly, she doesn’t acknowledge that late delivery of ballot materials was in only two out of 112 districts in Uganda. These were isolated incidents and indeed time was extended and all voters who wished to vote did cast their votes, and those votes were counted, tallied and added to final results.

Since the publication of the Uganda Presidential Election results, none of the observer groups has come with credible evidence to challenge the results posted by Electoral Commission. We therefore wish to ask them to either adduce evidence or keep their peace for good. Otherwise, we know that some groups in the US and EU, including diplomats accredited to Uganda, funded and are still funding opposition elements in Uganda to cause government change outside the constitutional framework but are disappointed this hasn’t been successful as yet.
The U.S., which uses raw power to project its influence and interests around the world, is the least competent to ask other nations for democratic accountability. Uganda’s democracy is progressing well and we are satisfied with both the pace and achievements registered so far.

Supreme Court dismissial of the Election Petition No. 1. of Amama Mbabazi; As expected they would validate the votes for Mzee

Chief Justice (CJ) Bart Katureebe: “1st respondent (Museveni) was validly elected. This petition is dismissed. We make no orders for costs”.

It is not that I wanted to say this, but I had as little faith in the Ugandan Supreme Court as much the two dancing dolphins cares about Shakespeare or as much Donald Trump cares about his own integrity. Not much.

On the 30th March there been rumors and speculated that the Supreme Court Justices happened to visit the Entebbe Statehouse, the day before the Final Grand Judgement of the First Election Petition and the only one on the matter. Seems strange right? The day before in the middle of the process that the Supreme Court Judges ferries to the Executive or the President Museveni’s State House, Who happens to be the respondent or Defendant for the Electoral Process, is shipping the men to his hollow chambers the day before. Surely not for cooling chat with his loyal men, but securing the Power of his ruling power.

The Court case is supposed to be dismissed on the grounds of not valid evidence of bribing, pre-ticketing the ballots, re-writing the Candidates DR Forms from the Polling Stations, the later arrival of Polling Material, Discontinued or even dismissal of large amount of voters in Wakiso or Kampala, none of these evidence are credible or just mere rumors; barely mere speculations that cannot be the narrative of an election said to be credible by the East African Community (EAC), Common Market for Eastern and Southern Africa (COMESA) and Intergovernmental Authority on Development (IGAD) who them all said they we’re “free and fair”; and since all of them came to that conclusion it has to be true!

As I have been listening to the Chief Justice Bart Katureebe, my thoughts of yesterday were actually true. They have only given in on some demands, but have no plans of annulment of the Presidential Elections, as the affidavits was usually not taken in and the statements of the incumbent was the ones that we’re valid. The blatant lies of the Public Officials not campaigning for the Executive, but on their own capacity seems to be another way of cleaning their hands instead of looking into it. For instance of Frank Tumbewaze was not the campaigning on his own accord, but to be there to spread the news of the NRM.

The whole Supreme Court had not seen evidence or reasons for the annulment of the Presidential Election and therefore handing the announcement of President Museveni his seventh term. I know it is officially his fifth, but that is another lie that the NRM-Regime. The Declaration of the Supreme Court dismissed the case. We can now the Electoral Commission has been validate and the justices have been served for the Executive, but not respecting the people and the actual votes.

I will discuss more when the Supreme Court Documents are actually leaked to the public and discuss the so called missing evidence and the reasons for the validating the elections. Proves that the visit at Entebbe State House have given way for the Court Justices or Judges to oversee the compliance of evidence.

Besigye Amama

Hon. Amama Mbabazi the Presidential Candidate have now gone through the same dismissial in the Supreme Court as Dr. Kizza Besigye twice had gotten dismissed. That the Chief Justice talks about Substantial or sufficient amounts of voters not respected their ballots.

So the NRM have maybe won through total intimidation and thieving the election as the Executive is making himself ready for the sworn-in-ceremony together with the loyal presidents from abroad. While the will only be hired crowds and guns on the street; not a legitimate celebration; as there hasn’t been any good public relation between the opposition and the continuation of the ruling-party.

The Executive proves he does not care about the integrity and honoring of the public will. As the Police have taken the opposition hostage and taken their votes away; now together with the Supreme Court ruling and dismissing of the elections. There been to many Electoral Frauds, the Supreme Court does not see merits, because their payed puppets of the ruling regime, and those who thought they would give a different verdict; have lived in an alternative world where the dancing dolphins rules the world. Something it is not.

There will be more to come… as I myself can read the documents and the affidavits, and the unproved allegations have been dismissed by the court; therefore the Court Ruling have dismissed the people and their will, the case for court as long as the NRM-Regime and their Electoral laws are there, they are mended and tailor-made for the Executive. Press Statement: Somali Leaders Agree On New Policing Model (28.03.2016)

Nairobi, 28 March 2016 A four-day Consultative Conference on Police Reform in Somalia held last week in Nairobi endorsed a New Policing Model and a refreshed Heegan Plan for the development of the Somalia Federal State Police.

The Federal Minister of Internal Security Abdirizak Omar Mohamed attended the conference along with the ministers responsible for policing in Puntland, Jubbaland, the Interim South West Administration, the Galmudug Interim Administration and the Banadir, Hiiraan and Middle Shabelle regions.

Conference participants adopted the New Policing Model that contains federal and state-level components that will report to their respective federal and state-level ministries of internal security. Each component will be responsible for recruitment and training of police personnel.

Somali Police

The Police Commissioner of the UN Assistance Mission in Somalia (UNSOM), Christoph Buik, welcomed the discussions and expressed confidence that Somali leaders will agree on a suitable policing model. “I hope that in the end we will have a common agreement on how the police will look like under the federal principles in Somalia in the future” Police Commissioner Buik noted.

Participants also agreed to incorporate the New Policing Model in a refreshed Heegan Plan, and the federal, regional and state-level ministers of internal security will meet in Kismaayo for follow-up discussions.

The refreshed Heegan Plan will be an inclusive long-term strategic planning document for the period 2017-2025. “I insisted that we are given space to deliberate. As you can see, it is only Somalis who are discussing what kind of policing model they want to come up with,” the Federal Minister of Internal Security said.

African Union Commission Police Coordinator for Peace Support Operations, Crowd Chirenje, said establishing an efficient police force was extremely important, since officers are the face of government in the eyes of the public.

Strengthening the Somali Police is one of the key goals for providing improved safety and security to the local population. A preliminary round of technical discussions was held on the New Policing Model in September 2015, and last week’s conference advanced these discussions by involving ministers directly responsible for police reform.

Under the Somalia Joint Rule of Law Programme, UNSOM and UN agencies have aligned their support in accordance with Somalia’s policing priorities.

The consultative conference was facilitated by the United Nations Development Programme, UNSOM and the African Union Mission in Somalia with the support from the European Union.

Fellow Ugandans,
Following Kiggundu’s fraudulent declaration of Museveni as winner of the 2016 Presidential elections, Uganda will never be the same again. The winner of the election was FDC’s Dr. Kizza Besigye. He is Uganda’s president elect. Museveni knows it too. That is why he has tried all he can to keep him under house arrest and to turn the streets into barracks, in order to intimidate the winners by creating a war like situation in some villages, towns and Kampala.

You have been asking “what next?”. You are right. Some of you think that the leadership is doing nothing about this situation. This is not correct. A lot is being done and the purpose of this communication is to let you know what is being done so that you can also find your own role to play in these developments. This is what is being done:

1. We are engaging our friends in neighboring countries of the East African Community, Africa in general, our friends in Europe, the United States, Asia and the Arab world to share with them the steps we are taking in protecting our victory and the presidency of Dr. Kizza Besigye, and to seek their support moral and diplomatic support. We have made good progress.

2. We are continuously assessing the capacity and deployment detail of Museveni’s security apparatus and working with our friends in the security establishment we have a sound idea of the capabilities on a half-day basis. We can confirm that Museveni’s security apparatus is in disarray, their morale is low, and units have been shuffled several times due to suspicion. You must have known that the Police and Army voted overwhelmingly for Dr. Besigye. The Special Forces Command which we had believed to be totally under Museveni’s control through his son Muhoozi, is no longer as homogeneously loyal. There is still some work to do there, especially since the SFC structure rests on Hima and Rwandan ethnicity. We know for a fact that there are already problems between the two groups.

3. We have also finalized mapping out the country into liberated zones where the bulk of the activities will be planned and piloted before rolling out countrywide. We have established control centers in all districts of Uganda. The responsibility of these centers is to develop the organizational infrastructure to service the new government headed by Dr. Besigye, which will be formally unveiled in May 2016 as the constitution stipulates. Arrangements for the swearing in of H.E. Col (rtd) Dr. Kizza Besigye have been finalized.

4. All efforts of our struggle at this stage are geared towards making it impossible for Museveni to fraudulently be sworn in as President in May. This we shall achieve, through your support and sacrifices.

5. We are finalizing negotiations with land lords in urban centers, market owners and managers not to collect rent from tenants for one month after we have established our authority. Landlords who will violate this one-month free accommodation agreement will be penalized accordingly. A one-month tax and licence holiday will be applied to Boda-Bodas, Taxi and Bus operators, traders and market vendors. We have completed negotiations with transporters to reciprocate by reducing transport fares for one month.

6. For university students, after we have established our authority,we will grant a fees-demand break for 30 days and a student who will have paid at least 50% of fees shall be allowed to sit for their examinations at any stage.

7. As incentive, once we have established our full authority, with your active participation, we shall reduce the cost of petrol, diesel and paraffin by 300 shillings a litre. This is also our way of appreciating the people of Uganda for the support they will have extended to the forces of change but also to compensate the losses that are going to be suffered in the coming days as we struggle, through peaceful means of civic nature, to establish the civilian authority led by Dr. Besigye.

8. Other such incentives are being considered for importers of essential commodities and other for other trades. We have also finalized negotiations with foodstuff and meat providers to reduce the prices for one month. For some of you are old enough to recall, (if you are not, ask who was old enough then); lowering of prices was done voluntarily in all sectors after the fall of Idi Amin in 1979 in the short period (68 days) of Yusuf Lule’s leadership which was rudely interrupted by the same forces that are tormenting Uganda today. So this is a practical revolutionary step we are undertaking.

9. Your responsibility is to be vigilant, cautious, and all the time active and united as forces of change. Be on the lookout for Museveni spies and zealous sympathizers who try to stand in our way and justly but decisively deal with them, on case by case basis.

10. In this difficult period, save all the money you can. Don’t be extravagant. Don’t frequent public places of entertainment unless it is absolutely necessary. Practice walking long distances on foot. Practice staying hungry even when you have some money to buy your lunch. Stock up on food and vital medicines that can last several weeks. Obtain a solar phone charger and affordable solar lights. As much as possible, don’t move at night unless it is absolutely necessary.

11. Don’t respond to invitation to meetings unless you have cross checked thoroughly and made sure that the invitation is genuine. Establish neighborhood security cells to protect yourselves from the so called crime preventers and other lawless regime functionaries. Don’t let anyone of you get arrested without a charge is spelled out by the arresting (police) officer. If any of you is arrested, inform the relevant persons immediately and ensure that if they have families, provide for their welfare, however small. Never abandon your colleagues in the struggle and their families.

12. This is the order you have been waiting for. You know the objective. Museveni must not swear in fraudulently in May, regardless of what the Supreme Court says. You know the time frame. You know who Uganda’s new president is. Your job is to make it happen. Methods will vary from place to place. This is not Besigye’s struggle. It is your own struggle. It is your vote that they tried to steal. You want your country back. You want a better life. You want to stop the corrupt and the arrogant from dominating you. 13. To protect our victory and to execute the mandate that was given to us by the people of Uganda, we are committed to pursuing peaceful alternatives. We sincerely hope that armed struggle won’t be necessary at this stage. However, should circumstances demand, we shall act decisively.
