







“I resigned from State House Uganda, because there were so many powerful people and power centers, and for example the sons and sons-in-law of first family would bring in some foreign businessmen and despite being my duty to clear them, i could not say anything.” – Amalie Kyambadde (On Face Off on NBS TV Uganda, 12.03.2017).
Hon. Kyambadde who is now her second term as Member of Parliament for Mawokota North County in Mpigi District after she left or resigned her position Private Presidential Secretary at the State House, she had the PPS position from 2001 to 2010. Therefore, you see that she went to be elected as MP, instead of working in the State House.
This is very interesting as she knows the perks and working ethics of State House, as she spent nearly a decade in the State House and worked closely with the President. So the knowledge of how it works, she knows perfectly well. As the speculated issues inside the State House came out to the public in 2015:
“The wars in State House, an insider told us, “were always there but they came out in the open when Amelia (Kyambadde, the Trade minister), left State House.” (…) “The source said Ms Kyambadde exerted considerable authority over the presidential palace, hardly allowing internal wrangles to burst open into the public domain” (Mukiibi Sserungjogi & Okuda, 2015).
So there have been revealed things before, but today what she said on NBS have been sort of common knowledge, as the pictures of Hamis Kiggundu, Ruparelia Sundir and others who certainly has conducted their business transactions from the State House with deals between them. The development and acceptance of big-business happens directly inside the state. As well as the decrees and licence to do business, so the words of Hon. Kyambadde extend this idea and verifies what has been commonly known, but not yet said by former internal workers at this capacity.
That she also shows the turn-over of family business inside the State House, their own ideas bringing their connections to the State House, shows the allegiance of state is within the family and not with the procedures of the state. That can be said by the negotiations that even happened a few years ago:
“Byabagambi, who attended the meeting at State House, as did officials from CHEC and the Ugandan attorney general, has accused the MPs of receiving bribes from CCECC to frustrate the project; two of the MPs held a press conference on Monday to deny the accusations and to accuse the government of overpaying CHEC” (Rogers, 2014). So the Chinese investors and entrepreneurs had direct meetings at the State House, so the Attorney General and the MP who oversaw the Standard Gauge Railway project at the time. So the ties all connect to the State House.
In 2011 the State House had made another deal as report back in 2013:
“The Auditor General’s report for the year ending June 2012 notes that there was unfair treatment of bidders ahead of the Presidential swearing in Ceremony in May 2011 where one bidder was dropped for no particular reason” (…) “This was despite the fact that other bidders such as Country Safaris were considered to have the same problem as Africa One Tours and Travel because they could not meet the specifications of the required manufacturers” (…) “In their response, State House officials stated that they had been given a short period within which to prepare for the swearing-in ceremony yet they did not have a set date and there was no money for the function” (Athumani, 2013). So back in 2011, it wasn’t the ministries task to hire and secure the cars for the President, but State House officials. This shows the controlling aspects of the State House, not only the business being decided inside the State House.
This is just some proof of some of the business activity that happens at the State House, surely more than meet the eye and that has been reported about. Certainly, the Museveni family and kin has done more business there than we can ever know. However, there will only be indications until more is revealed or if the leaks from the State House, as it haven’t been controlled as much as it was under Hon. Kyambadde. Peace.

“Fury, angst and despair as hundreds are evicted from Park yard market. The once vibrant market is now a sea of rubble. Is it high time such rickety structures left the city center or is KCCA impinging on the core rights of the masses? Only responses in well-written English will be tolerated” (The Kampala Sun, 27.02.2017).
The traditional market of trade between small vendors and their costumer’s are under fire, not really burning, but still they are stopped. Honourable Beti Kamya, the Minister for Kampala has decreed closure of markets and such, as well as KCCA has unleashed a permit that stops others. Therefore two markets are eaten by a pivot from the State with Minister Kamya and the Kampala Capital City Authority (KCCA) under the leadership of Dr. Jennifer Musisi, who has taken power over the Owino Market. While both ladies are working against vendors and the Lord Mayor Erias Lukwago , who doesn’t believe in this sort of decree without any procedure in either Authority or at the local councils. Therefore the sanctioned rule should go through the Mayor and also the KCCA. Something, the decree didn’t as it was served from the hand of Minister Kamya without any consideration of the rest of the leadership and government structure of the capital of Kampala. That was something that was bound to happen… though the innocent part is he vendors who are under-fire by the State Minister who doesn’t see their turmoil or trouble at all.
“Security has sealed off Nakivubo park-yard market before the ’30 days’ ultimatum given to vendors by Minister Beti Kamya to vacate elapses. Last week, the minister issued a directive ordering vendors at the Park Yard market to vacate citing lack of enough toilets which was a health threat. Lord Mayor Erias Lukwago said Minister Beti Kamya was ‘just politicking’ over the market since she didn’t have an alternative for the vendors. Some vendors have vowed not to leave the market until they are killed” (NBS Television, 27.02.2017).
“Mayhem masterminded by state agencies!!!! How could Police organise goons to lynch and/or harm KCCA elected leaders and MPS in course of executing our duties in the city centre!?.. Mr. Kayihura and Madam Betty Kamya, what motivated you to put our lives in harm’s way?. Our visit to park yard market was lawful as it was sanctioned by a resolution of the Authority that convened this morning. You invade the market on a Sunday night, cordon off the entire place without a court warrant or hoarding permit from KCCA, and then unleash terror on the business community and learders?. Terrible!!!” (Lord Mayor Erias Lukwago, 27.02.2017).

Owino Market has been closed because of the issue with DFCU bank that the vendors there in total owns the bank Shs. 4.8bn. Therefore this is a current issue with bankers, but the strange act is that the Police sealed off the market and even destroyed the old vendors’ places, like they want to trade it off and get rid-off the old small-time vendors who have kept stalls there. Today the market was officially sealed off, with the police cars and metal fences by the authorities.
So know we know that the DFCU who just bought Crane Bank after it was under care-taking by the Bank of Uganda. So the funds used to by Crane Bank has to earned back, because DFCU needs profits, as they are even use their newly found wealth to take away the possibility for one of the most popular markets in Kampala. You can wonder who is investing directly and who else has greased the wheels of the minister.
The pictures of football stadium that was planned back in 2013 has resurfaced with pictures of investor together with President Yoweri Museveni that must have sparked the opportunity to pay for the sanction land and given permission to destroy the vendors place to trade goods, which has been a popular market.
If there are other unions of vendors who is struggling with debt like the Owino, expect the bank to erase the place, fill it with investors who knocks on the State House doors and gives permission to crash the place, fill it with fancy malls that won’t be affordable for other than ones on top of Nakasero Hill or Bugolobi, the rest of Kampala cannot afford even soda inside the new furnished extravagant building. The same will happen around this project where the bank DFCU and State has shaken each other’s hand, given envelopes and made sure to get a go ahead.

Because of this they have even gone further, they we’re given 30 days to vacate the premises on the 7th February 2017 after a decree made by Minister Beti Kamya, so by my rare calculation they should be taken away by the 9th March 2017. So that the State together with the Police was invading the premises last night and this morning; that being 26th and 27th February they did it instead.
So the state of Uganda doesn’t need to be transparent or accountable, as long as they have possible to gain monies into the state coffers and getting vouched from the state house. Rule of law doesn’t matter as long as Mzee says “do it” or “yes”. That what seems to have happen, the vendors and traders loses their ground because of investors has spoken at the state house. Shows the matter of how involved the state house is in all business deals in Uganda. That shows if you have strawmen to send to the state house, the police and the local authorities to work for the corporation. So that the locals or others with “debt” or lacking “titles” can be evicted, that seems like way the legitimize their acts towards the ones who has had the land in the past.
The same happens in Owino or at the Park Yard marked. There are no mercy, only eviction so that a football stadium and other futuristic building appearing there, because President Museveni said it was okay. Peace.

He has been the shadow and the loyal subject under the National Resistance Movement and as one of the men has followed President Museveni for decades, until his demise and his lost position of both Secretary General of the NRM-O and the Prime Minister post. Before that he had been a minister and also a long-serving member of the Movement.
Amama Mbabazi went from being the next in line to being an outcast. He tried to become the flag-bearer and presidential candidate in the Movement, but they wouldn’t relieve or give way for anyone else then three decades running president. So he was left out of the party, even as his membership still was there. Still, with that the The Democratic Alliance (TDA) allowed him and Gilbert Bukenya to stand as Presidential Candidates. Mbabazi achieved it with fielding the opposition parties and get Besigye to abandon the Opposition alliance. Therefore there was to major opposition candidates against Museveni. Both of them former allies and close knit in the Movement.
Besigye was the offensive and strong candidate, the man who gained the people and got the crowds that showed his popularity. Mbabazi started strong, but didn’t have the same amounts, but Besigye had been running many times before against Museveni, Mbabazi was a first time against his former boss. Mbabazi got to taste tear-gas, lose his allies, get supporters detained and even getting harassed by the police force for holding preliminary rallies. The reality of the code of conduct that the Movement has had for decades was something now the Mbabazi – Go Forward got to taste.
The sour and bitter taste of getting on the side-line of the Movement, getting their treatment and their recognition, the only attempt of some peaceful transition and smear of democratic behaviour was letting the Election Petition from the Amama Mbabazi legal team getting accepted even as it entered the Constitutional Court close to 30 minutes over the deadline. The rest was well rigged and malnourished to fix Museveni another term. Keep up, business as usual.
Mbabazi has after the election had meetings with the President, with many suggestions and wondering how come. I don’t really pound on that, as he was even pragmatic at the Presidential Debates of still being member of the Movement, while still running as an own flag-bearer in the TDA/Go-Forward outfit. Therefore I had giant issues that he run as an opposition, but still was a member of the ruling party. That doesn’t make sense and doesn’t seem reasonable.
So the NRM member was running on Opposition ticket. Seems foolish right that Norbert Mao and others accepted that request and dignified his approach? But, when darkness has been running for so long, a leaf of hope can resurrect a forest? Well, Amama Mbabazi didn’t run circles around Museveni. He just tangoed and made sure to make a good public figure.
His approach was more use cool designs, try to be a populist politician and hope he took some of the crowds of long-serving opposition. He really didn’t reinvent much or even sell his story strong, because who remember what sort of campaign the Go Gorward Group and allies did run on? I do not remember a single thing of what he did really stand for or what was his grand mission?
Mbabazi went underground or silent, nearly a visible character or public figure, as he wants a relief of public dedication behind him. Still, the rumoured visit or meetings with Museveni, proves that Mbabazi really never left, but was more of staged paradigm. You can wonder if he will have the same fate as Bukenya, suddenly be offered a senior position inside the NRM-O?

So that he can be compensated and silenced, not telling stories of old or even scorns the world with the realities of the inner-workings of the Movement. Since he is still paid by the Movement, he will not talk or disobey the President. Even if Museveni did scalp his ambition, and his dream of achieving, the executive position of Uganda. Certainly, the TDA was not built or had the machinery to conquer the movement-based Electoral Commission, neither was the quickly built organization around the Go Forward. Mbabazi wasn’t prepared with party apparatus to counter the Movement. The FDC had 10 years of building a party, Go Forward was months old and not allowed to hold preliminary meetings.
Mbabazi’s attempt was flawed, but dire as the proof of the invalid execution of NRM-O and Museveni who doesn’t care, because he is the only man with a vision. Mbabazi didn’t have his vision, since Mbabazi is Mbabazi and not Museveni. That is simplistic, but still a fact.
Mbabazi as long as he is a NRM-O member, an insider who is partly outcast, because of his wish of higher public office and that he wanted to take his masters place. President Museveni would not accept to lose his place and be succeeded. Succession has never been in the works of the NRM-O or the ruling regime, so that Amama Mbabazi thought he would exchange the current leader was failing from the beginning. The reason behind why Besigye had to start on his own on the outside of the Movement; the same Mbabazi was doing.
So what is up next is in the vision of Mbabazi and if he want to risk his lavish house, as he lost one of his cars as his place in parliament went away after the election. What else of Parliamentary perks he has lost is certainly a few. Other investments or ownership is only known by him and the movement, as Mbabazi wasn’t the most frugal MP. Mbabazi was known for his corrupt and grafting ability while being in power. So his wealth is built on agreements and his close-knitted community while being inside the Movement. Therefore he must know a lot that Museveni doesn’t want out. Therefore as long he is silent, he doesn’t have to fear, but if he would talk or release the intelligence, even if he would drop knowledge on certain older scandals, he could damage the Movement more.
Still, with his membership and dialogue with Museveni. Show’s that Mbabazi even though not official part of the leadership anymore in the ruling regime. Isn’t totally out of the picture or out of the elite, he is just silent relief.
So what do you think Mbabazi is up to and scheming? Is he done as political figure or will he brought into the NRM-O again? Peace.

There are running battles between the shadows of the Movement and the Forum for Democratic Change has been going on for a while. This has happen as Secretary General Nathan Nandala-Mafabi wrote this in the EALA Nomination letter to the 10th Parliament wrote: “These clearly spell out the positions of the Ruling Party and the Official Opposition Party in the multiparty democracy. In regard to numerical strength. EAC Treaty is also clear on multiparty democracy”.
So now that the FDC is the official opposition party and not the winner of the General Election 2016, even though the rigging master Eng. Dr. Badru M. Kiggundu of the Electoral Commission and the deputy chief justice Stephen Kavuma had to ban the campaign of defiance, that was the Presidential Candidate Dr. Kizza Besigye who run hard against the ruling party and the ruling regime of President Yoweri Kaguta Museveni and his National Resistance Movement.
So with that in context, the months after has been smeared with irregularities and malfunctions as the NRM and their Police has targeted FDC with full force. This they did with detaining members and leaders without court order, house-arrests, blocking of the headquarters and all sorts of other injustices done with an ordinary fashion of contempt of the constitution and law. These have been done as the 10th Parliament was sworn-in and the President was busy having dignitaries from Turkey and South Korea.

Now that 2017 has arrived and ever since December 2016 the Independent Magazine editor and founder Andrew Mwenda has gone all wild on social media. At the same time TVO has disgraced him and his magazine. The graceful attempts have not been there as the words have addressed each other in fashions that would be in bars and not all in public. So Mwenda are using all tricks with his connections as he even seemingly has traded his popularity and his work ethic for goods from the ruling regime. Because he has gone from being a fierce critic of the Movement and now he defends them.
With this in mind Mwenda has attracted and attacked with more and more staunch words, even as he becoming a laughing stock and a wild-card. Even if he would have pieces of truth, the spin and the propaganda fashion of it all is spoiling facts that might be there. Just like Uganda Media Centre and Hon. Ofwono Opondo spills the beans and defends the Movement with all means. Though his entitled way of sounding more like a NRM Spokesperson than a man who is government spokesperson is showing the transgression of the party itself; just like the NRM inner party election for the EALA done over two days there.
This is still not an issue in nation of Uganda and under the rule President Museveni, which want to be legitimate by every mean possible. Therefore he uses the media and false stories on NTV Uganda where the Party Constitution of FDC is in question. As NTV Uganda wrote yesterday:
“A plan to amend the constitution of Uganda’s main opposition party, the Forum for Democratic Change could cause a huge rift among its members if it goes through. The plan is to change clauses in the constitution to allow former FDC leaders another go at the helm of the party. According to the movers, many of FDC’s past leaders have been rendered useless to the party and yet they still have a lot to offer.” (NTV Uganda, 08.02.2017). However, as the story unfolded the FDC leadership debunked the story, Besigye said he would never run as a candidate under that or heard about it. TVO came out saying it was Mwenda who was the source and Hon. Francis Mwijukye wrote this about the farce:
“ Am told that there was a confusing story on NTV last evening about ammending the FDC constitution. Will be hosted on NTV Uganda 8.00 to 8.30am today morning. Let me go and make it clear. I think I was misquoted” (…) ”We were asked about the future of former FDC leaders and party founders. All I said was that I would support an inclusion in the party constitution of a party organ to deal with a council of Elders whose sole role would be to advise where necessary and for institutional memory. There was nothing like allowing former leaders to compete for top FDC positions in the party asked to me. Otherwise I can’t support that amendment” (Mwijukye, 08.02.2017).
When the higher echelons from the FDC are addressing the matter nearly simultaneously with the clip of the story aired, there are clear indications of malpractices in the standard. The NTV surely did this for political purposes. Just as there we’re reports that NTVs Sheila Nduhukire did directly celebrate with the NRM Party when they had done their EALA Primary Elections at the State House. Certainly the media and media houses are getting to close to the ruling regime.
We can just expect that government fuel illegitimate stories in their portrayal to demoralize and legitimize their own existence in power. Because they cannot do it by their own merit anymore, that gravy train left the station long time ago. They will use all means to establish and make the blatant ignorance of Mwenda and use their connections in NTV Uganda to portray the FDC as wolfs or even better wolf in sheep’s clothing.
The NRM and the Movement cannot sell the truth at this point, because that will undress their own existence and their own established fanfare of just cause. The probable cause that has left long time ago, the decades of bribes, thieving and misgivings has now caught up with them. The rigging and ill-forced ways are now what entitles people and therefore EALA elections are ugly instead of silent shows of democratic balloting. The NRM has to use the media and spin to make their biggest threat FDC into a shambolic affair of political charade. Since they have the ability themselves to make itself look unwise.
So the spins and the lies of deception will continue to fluster from the NRM and their media hawks, but still the truth will shine in the end. Peace.


“Kampala Lord Mayor Erias Lukwago will not be paid his salary arrears worth UGX560m or any other related benefits between November 2013 to May 2016. In a letter signed by Minister for Kampala Beti Kamya, Erias Lukwago‘s emoluments can only be ‘addressed after Court of Appeal and Supreme Court have conclusively determined whether he was lawfully impeached from office or not'” (NBS TV Uganda, 03.01.2017).

The Campaign of Defiance is dead, because the compliance has sunk the ship of Defiance that we’re ushered in with the Presidential Campaign of 2015/2016 of Forum for Democratic Change (FDC) and for the Presidential Candidate Dr. Kizza Besigye. The rigged and fraudulent election went down, the President since 1986 President Yoweri Museveni triggered election victory with 100% in dozens of districts and acted vicious in others; that are known opposition strongholds like Kampala, Wakiso and others. Therefore the FDC and Besigye should have and could have grievances on the methods of suppression of the votes.
Besigye’s campaign of defiance was a grand idea in the darkness of an oppressive regime under the National Resistance Movement. The NRM has for decades and during previous elections used public funds, used the state and security organizations to spread fear instead of free and fair election. As well as hiring fellow cronies in the Electoral Commission that we’re working directly on orders for the Movement instead of securing the popular vote, as well as using the Police Force and the Army to show where the loyalty should be, also gifts of soaps, food and small fees to take part of rallies in the districts. This has been NRMs way of spreading loyalty and fear mixed together.
So the Defiance campaign was a good idea, to defy the rigged system and state apparatus that has eaten the whole plate and only follows orders of loyal cronies of Museveni. That in itself was genuine and straight-forward plan from Besigye, only if more of the citizens and the party he was apart of really believed in it. As with time the defying plans has been silenced, the fighting the machine and corrupt behaviour of the state has turned silent.

The FDC and the defiance after the failing Election Petition of the Go-Forward and Amama Mbabazi in Supreme Court, the FDC and Besigye hasn’t had the levels of defiance in them or tried to defy the structures that validates the regime. The FDC has turned into compliance as the swearing-in of Museveni happen and the Members of Parliament we’re sworn-in after the fraudulent election. It was topped when certain MPs went into Shadow-Parliament and legitimized the Movement.
So with this the FDC themselves did comply with Museveni and his fellow cronies instead of defying the ruler. They went into the chambers made sure they got paid and later trying to follow the lead of Besigye isn’t believable. That the same men and woman who easily take the small-change at the Parliament and later goes to FDC Prayers is playing to games.
The Short-Con is the Shadow-Cabinet and validating the rule of Museveni to make sure their pockets are filled and that their MPs respectability is fixed so their families and friends are secured. But with this they are forgetting the long-term damage to be parts of Movements skin-democracy.
The Long-Con is that with the sharing parts of the skin-democracy and playing the game of the freedom fighters while not really working the cause. So the long-con is some of the FDC leadership roles right now, only patching the hurt, but not trying to rebuild.

The Defiance Campaign was about defying the Movement… something that the FDC didn’t do, which is complicated and also lacking of moral support from the FDC while he was serving time in Moroto and Luzira. They might show up to gates of the prison and even say publicly that they condemn the Police Force actions against the democratic and rights to assemble as an opposition party.
So the plan of Defiance wasn’t supposed to be one-man band, Besigye wasn’t supposed to carry it on his own. Besigye weren’t alone as we could see youths, P-10 Groups and FDC-Diaspora we’re supportive efforts. You had and still have Lord Mayor Erias Lukwago and Gen. David Sejusa. Still, they have very few others who have been under fire at the same level without trading their souls, there is Ingrid Turinawe and Doreen Nyanjura has fought battles without much to gain.
That the silence in general should be worrying as the Police Force are continuing to battle with Besigye, his house is still besieged and the man is monitored every movement. If he breaks the barrier and creates public excitement, than it’s straight into detention or police brutality cases towards the crowds that surge the man.
Besigye should be free, the country should be free, but the silence isn’t saving anything. The silence has settled the defiance campaign and the mentality of the defiance agenda. They didn’t build momentum enough to stop the daily life and hurt the business of the movement. The defiance didn’t stop the Uganda Revenue Authority (URA) from collecting VAT or stop exports of fuel. The Defiance didn’t stop the UPDF from getting new recruits or any other possible monetary deficiency the campaign could do. Just like the shops stopping trading as the shop-keepers we’re even detained for doing so, because it hurt the taxation and trade that the Movement needs to run their merry-go-round of graft and embezzlement of public funds.
The Defiance could have worked if the FDC and Besigye had gotten the momentum and had the public will behind them, not the half-ready pile of work, sort of like the way the Police Force in Uganda picks up intelligence as they see fit in forged police case. The FDC could have used the anger and frustration of the public, the citizens who feel used.
So the May Protest this year we’re starting of profound messages that the citizens we’re on the road of pressing the government. So much we’re ready as they remembered the recent thieving of their future from the Movement yet again, the wounds we’re fresh. Still the army had been in the streets, the Police Force we’re targeting the opposition and also civil society offices we’re attacked.

The people shouldn’t be silenced as the Christmas season are in line, the FDC cannot carry this alone, not that all of them wanted the defiance; they wanted the easy compliance life of the pseudo-opposition instead of a fighting defying organization that could get rid of the militarized movement that been running it since the 1980s. That should be KEY. That should be the goal of the FDC; instead many went into legitimizing it.
So the silenced is understandable, Besigye and his trials cannot be of only him and it isn’t, but it is many who has given in and went back to business-as-usual. Besigye could have more support from the FDC NEC, but he hasn’t. They don’t have the backbone and the wish to succeed. They gave in when it was going against the grain. They we’re risking it all and couldn’t. While Besigye is again under a “treason” charge as others who are questioning the Movement; the others are walking free and without any Court Orders in their name.
It’s not like the man who took the power by the gun want to leave silent or let it go easy, he fought a brutal bush-war. Now he has a big-army and guerrillas of M23, Museveni got allies of USA and Russia dropping arms in his favour so he can suppress his people. Citizens can fight this, but they cannot only rely on Besigye. Besigye only has power if the people are behind him. If the people are working with to dismantle the regime, but the silent obedient citizens are changing an illegitimate regime. Civil disobedience and systematic effort to discontinue the regime would be true defying the Movement. Instead the silence is what is running the tides as 2017 are coming around the corner. Peace.

Another day, another empty charge, another time Dr. Kizza Besigye detained for no other reason that he is home and breathing. Like the crimes of the Forum for Democratic Charge ever has amounted to anything, because it’s all political and controlled from above. The Police in-charge knows this and uses all kind of spin-control to make it look otherwise, because they think the citizens of the Republic of Uganda is blatantly stupid and ignorant like their leadership.
