Kampala is a political mess: That is not Musisi’s fault!

That the political map and the organization in and around Kampala is frustrating. Is because there is first the Kampala Capital City Authority, who is a legal administration and Executive Director Jennifer Musisi. The Second there is the elected City Hall with the Lord Mayor Erias Lukwago and the Divisions and Wards. Thirdly is the Ministry of Kampala and the State Minister Beti Kamya. Fourthly is the Members of Parliament representing the Capital City itself and the fifth the Presidential Advisor for Kampala Singh Katangole. Plus you have the added interference of the State House and the President, who micro-manage everywhere and especially in the Capital.

When you see this and the stages, you knew Jennifer Musisi had a hard job. Surely it was easier when she and the Minister Frank Tumwebaze impeached the Lord Mayor in 2013. So, they settled the score and one less item to pass through. Because you don’t need to be a wise-guy to understand there are to many cooks and to many procedures to do anything in Kampala.

You don’t only has the elected from the Wards to the Lord Mayor, the ones elected in Parliament with their reasons and wants of change. The KCCA has their jurisdiction, the City Hall has their, the Ministry orders people around and the Presidential advisor says whatever he says to the President, who suddenly intervenes as well. That is why I have always been worried about Kampala.

The hierarchy and the political landmines are everywhere. There are no leeway, as the monitoring and the checks and balances comes into question. The KCCA answers to the Ministry and orders the City Hall. The City Hall is ordered by both the KCCA and Ministry, while the City Hall is trying to have a saying in the KCCA and the Ministry, without getting anywhere. As they are both acting as the City Hall is a symbolic enterprise. Instead of having elected leadership to make changes, the President has appointed the KCCA and the Ministry to try to evaporate the City Hall. To some extent they have managed that.

We know that even the Division Mayors have wondered what their tasks are, as they have little or less to do. As well, as the Lord Mayor are feeling override by the KCCA. The KCCA was established to counter the opposition and get in their way. Combined with the Ministry of Kampala, they are never giving space and when the State House orders the Minister. The whole chaos are happening. Like the kicking out of vendors from Owino Park Yard. This was done by the will of State House on decree by the Minister and met with hostile reception from the Lord Mayor. This is a sign of a messed up system and not of building a better Kampala.

There are too many cooks and for a reason. The President wanted to ensure the value of the elected leadership get as low as possible, while his loyal minions will overcome them. That is seemingly working, but must be tiring and Musisi gave up battling with the Ministry, State House and City Hall. That is unforgiving job, but she carried it and did what the President wanted her to do. The only thing she didn’t manage was to usher Ragga Dee in as Lord Mayor. Peace.

KCCA Executive Director Jennifer Musisi Resignation Letter to President Museveni (15.10.2018)

Opinion: It is Bosco’s own business deals that is the reason for the sorry state of Owino Market!

The way to wealth is as plain as the way to market. It depends chiefly on two words, industry and frugality: that is, waste neither time nor money, but make the best use of both. Without industry and frugality nothing will do, and with them everything.”Benjamin Franklin

You can go back to 2013, when Ham Enterprises pitched the Nakivubo Stadium to takeover for the vendors at Owino Market or the Park Yard. Therefore, the actions of President Yoweri Kaguta Musveni calling out people is outrageous. As Bosco is forgetting his own business-deals and agreements that directly interfered with the Kampala Capital City Authority (KCCA) and City Hall. All of these had to comply, as the buy-outs of the vendors and the lack of possible movements, the building of the Stadium has made issues since 2013 and boiled over in 2017. When the KCCA and the Ministry of Kampala Beti Kamya issued an order to throw them out.

That is why the sorry state of the area. This should be knowledge for the micro-managing President. However, he acts like it as a blank slate and he has no involvement, when the agreement between Ham Enterprises and the state, happen at the State House and he was signing the documents, ordering the Ministry, KCCA and take it out of the hands of the City Hall. So, it is really insincere what he was saying yesterday.

The government is working out modalities of retrieving these market titles from the rich and hand ownership back to vendors. Kampala Capital City Authority will help oversee management of these markets. Whereas I commend traders in Owino and Nakasero markets for working hard to create wealth through their Saccos and responding to our NRM call, I am unimpressed by the poor state of the Old Taxi Park. I am told this is partly due to the leadership wrangles among the taxi park stakeholders facilitated by opposition leaders in the city. Stop electing selfish leaders who only care about their salaries. However, we shall fix this matter” (Yoweri Kaguta Museveni, 05.10.2018).

That we can really see, thanks to all the propaganda and the pictures of yesterday, that the 2013 deal and changes of the Park Yard haven’t finished yet. As the President was most likely there to check his investments and his trade-offs. That is why he was bothered of the slow progress, as the planned stadium are still not done and there has gone 5 years. This is one year after the market and vendors was moved by decree of the appointed Minister Kamya.

The President is mad that Lord Mayor Erias Lukwago is a selfish leader, when in general, the deals done in Kampala and Owino is his. Meaning the President is selfish, not Lukwago who has fought for the vendors. That is the ironies, but also the reality. That is why the 32 years and going Executive, is forgetting his privilege and use of power. Ham Enterprise is surely working, but slowly, the stadium is in the building process and surely why he visited and complained, as he expected it to be done yesterday. So his investment could grow proper yields, like his farms. However, that is not how it works with urban development, especially when you need spaces for malls and other vendors, who was kicked out.

Would he ever fix their issues, the bad loans in the DFCU bank, which the vendors had in 2017? No, he wouldn’t care or carry them as their livelihood is at stake? But that isn’t the cup of tea that this President carries. Peace.

Opinion: Mbidde hopes people are so forgetful!

The folding his hands like “birdman” is Mbidde on the NRM Celebration of their 31st year in Masindi (January 2017).

This is not a written defense of Abed Bwanika, I have always found his ways weird and suspicious, as he turns up to Presidential Elections for a non-existent party, which amount of members and representatives are not really rewarding any politician who has been part of it for so long. If he was serious about it and had a plan, he wouldn’t walk around like he is hungry everyday and do what he does.

However, he moves in all sorts of circles, even joined the Democratic Party Reunion in Masaka on the 28th September 2018. Where many opposition leaders from various parties showed up in solidarity for the DP Party.

While that was happening, Fred Mukasa Mbidde have really spread the word and called Bwanika a Bosco mole in the opposition yesterday. As he claims Bwanika does his bidding and his works to participate and report to Bosco. That wouldn’t surprise anyone.

But, Mbidde shouldn’t speak so loud, as he did whatever he could to please Bosco in 2017, as he couldn’t win inside the DP or in the Masaka Municipality MP elections in 2016, as Mathias Mpuuga won over him. Mbidde have even threaten him too and promised to challenge him again in 2021. That is maybe why he is vocal now, to act out to have a place possibly by then.

However, people shouldn’t trust Mbidde, he would marry the enemy if that fits his narrative and his needs. As he even kicked it at the 31st Celebration of the National Resistance Movement in Masindi on the 26th January 2017. That was done so he showed Bosco loyalty. Just so he could be on the ticket for the Ugandan delegation to the 3rd Assembly of the East African Legislative Assembly (EALA).

With the knowledge of that, as he himself has a cozy relationship with the NRM and Bosco. That for his own need of a meal-ticket. Because Mbidde wouldn’t have the EALA spot if he wasn’t a “Good DP”. Therefore, he shouldn’t be the first to throw a stone at Bwanika. Yest, Bwanika is a character that is hard to trust, because of his activity and his sudden rise, whenever it is needed. But is gone in the wind, the next movement.

Mbidde might be true, but people have the right to ask about him too, as Mbidde has done deals all the way back to 2010 for Norbert Mao with the NRM. Therefore, the reason for him being the “Good DP”. He should maybe not be the biggest voices of moles, as he has questionable relationship with ruling regime and Bosco. As he has made deals to twice be parts of the EALA in Arusha. Peace.

Makerere University Professor Nawangwe letter to Lord Mayor Erias Lukwago: “Re: Unacceptable Conduct of KCCA representative to Makerere University Council” (28.09.2018)

Bobi Wine detained briefly at Kasangati Police Station, before “escorted” home!

Just like clockwork, the Police arrested Robert Kyagulanyi aka Bobi Wine as he arrived at Entebbe International Airport. As they have used Armoured Personal Vehicle (APC) and a convoy to pass Entebbe Expressway and cross Greater Kampala into Wakiso District into Kasangati.

The reaction this has created is that the seizing of his rights and violations of his freedom is eminent. In the same fashion as the Police has done for years to Besigye. Therefore, the ones who knows this Police Force and orders from above. Knows, that is why the President is at home, monitoring and listening to the affairs. As yet another citizens are arrested, because of the popularity and the message he sends. Which is in sharp contrast to Bosco’s leadership right now. As the youth are now on the road-sides and bulging around Kasangati Police Station. Clearly, the rise of Bobi Wine. Wasn’t anticipated by the President and his cronies.

Just as always too, Kasangati is where the Presidential Guards aka Special Force Command is residing and guarding the men. Erias Lukwago have today been under house arrest and not allowed to leave his home. Surely, the same has appeared with another Kasangati resident Besigye. Whom the Police have not taken, meaning they have closed his gates.

After being detained for an hour or so at the Police Station. The Police finally let him go and are hours later after coming to Uganda, in his home. Surely, this home will be besieged by the Police and Special Force Command, as they normally does to their opponents. The ones who doesn’t fear Bosco. Usually get special treatment with arrests, detentions and forged up charges. Just like Bobi Wine is getting these days.

This is saga will not stop, as long as the state is oppressing him and the people who are supporting him. Because the army cannot keep pushing in the streets and occupy their own territory, that will just be war-zone and not liveable. Peace.

KCCA Press Statement on the cancellation of Kampala City Festival (12.09.2018)

Being on bail is not free: Bobi Wine and Arua 33 are still in legal limbo!

Today, was yet another turn in the long road to freedom for the people who fights the dictatorship of Yoweri Kaguta Museveni. The ones celebrating today’s verdict in Gulu Magistrate Court. Are prematurely celebrating. Today wasn’t a victory or a minor leap.

Today, is just like yesterday. Maybe, not in the sense that the Members of Parliament is behind bars. Neither all the activists or any or the Arua 33 are directly behind bars. Still, their trials are coming up, the court filings will continue and they will have to go bail hearings.

People might don’t want to hear that sober opinion, but a bail or bond. Means, that the ones on this will have to show up to hearings and remand the person, as the supposed trial and sentencing are supposed to happen. This sort of political trials we have seen before with Gen. Moses Ali and Dr. Kizza Besigye. Where the state are prolonging the trials, the injunctions and discovery face, as the so called production of evidence are supposed to happen.

That the Members of Parliament: Robert Kyagulanyi, Kassiano Wadri, Mubarak Munyangwa. Francis Zaake, Paul Mwiru and Michael Mabikke. All of them is not out of the trouble, as the legal trouble might be gone, as there been celebration of the release of the gentlemen. I hate to destroy the party, but its not.

The journey to freedom is far from over, as there are 5 persons in Kampala arrested for printing t-shirts and gear with free Bobi Wine slogans. This is the same happen when they were printing Besigye t-shirts. Therefore, the limited freedom is still there. As the MPs are out on conditions and awaiting trials, they are awaiting possible sentencing and more questioning from the authorities. Even as the state has shown recklessness, as the lawyers of Bobi Wine from Netherlands was “person non-grata” today.

We have to continue the fight. The journey is just starting. No time to celebrate, the wounds have to mend, but the reality is that these men are not free. The state is a mere instrument of the President to control and silence his opponents.

If that isn’t evident for your eyes, than your blind to the evils happening in the shadows and behind closed doors. Peace.

Speaker Kadaga letter to President Museveni: “Re: Urgent Action to Arrest, Arraign and try the Security Officers who participated in the torture of Members of Parliament and civilians, following the Arua Municipality By Elections in August 2018 (27.08.2018)

A stray-bullet for your thoughts!

You don’t need no gun control, you know what you need? We need some bullet control. Men, we need to control the bullets, that’s right. I think all bullets should cost five thousand dollars… five thousand dollars per bullet… You know why? Cause if a bullet cost five thousand dollars there would be no more innocent bystanders.”Chris Rock

There is time to recollect our minds and be washed away in the blunders of the past. There are enough issues to grasp. It isn’t just a mere, free the Members of the Parliament, Free the Arua 33 and the activists taken by the authorities. Also the continued purge on the ones in and around Robert Kyagulanyi aka Bobi Wine. All of the MPs deserves to remembered, as their lack of freedom, needs to be addressed, this is for Kassiano Wadri, Francis Zaake, Mubarak Munyangwa and Gerald Karuhanga. All of these as mentioned are still bound by the state for various of charges and because the President can do this.

What we need is to look at the stray-bullets too. The ones that isn’t hitting the targets directly, but are still killing. The reality where the state is really attacking the possibility to gather as the Joint Communique from the Security Organizations even banned protests and demonstrations. Even if the ones bringing the violence and the killing is the state. They are the ones with the live-ammunition and the ones who are in-charge of it. Therefore, the ones dying during and after the demonstrations are most likely casualties or targets done by the state.

That is why the unfortunate deaths of innocent citizens are showing the lack of care. Just as much as the state are arresting people without warrants, charges or keeping them detained for months before even putting them to trial. That is what the state does to its political prisoners. This shows the lack of mercy and lack of procedure. If not they are scrapping following certain laws, because they are not part of the National Resistance Movement (NRM), therefore, deserves another set of rules of law.

That is why we should worry of all the stray-shots, even if that is a spin. As the soldiers, the Special Force Command and other outfits are really trying to intimidate and show the world that the Ugandan lives are not valued by the state. They are just someone they are randomly hit. They are acting like the soldiers are not trained and just pulling the trigger purposeless.

That is what bothers me, is the narrative they are spinning with this. That they are just killing people incidentally. That is insulting to the families of the deceased. The Authorities are really just saying, that the shot was done accidental. So, if that was really the case, why are there lacking open investigations into the usage of bullets by the state?

Because, the state has promised to investigate into the torture and damage done on journalists, but will they look into the killings and use of guns? Or is that just something they do, because they can? There is no consequence for the state to use stray-bullets on people?

That is why the authorities and the state has to stop use of live-bullets when engaging with citizens. There should be other ways of dealing with protesters that doesn’t turn fatal. That should be a “no-no”. But in the mind of Museveni and his kind, it is a “go-go”.

Stop, the stray-bullets narrative has to die, because a soldier and trained military personnel actually AIMS! Peace.
