Sometimes I wish I was naïve, blond-dumb and totally stupid. Sometimes I wish I did grasp the movements in politics and was not allergic to bullshit; not that it is shocking that the European Union walking away from Museveni because of ICC statement from Museveni. While they are still wishing to have a cordial cooperation between the Europeans and Ugandan Government, as that what they said today in the Chimps Reports. That was a sad read… and silence hit the room!

President Yoweri Kaguta Museveni, and was honoured to witness the full swearing-in ceremony with other invited guests” (…)”The EU Head of Delegation left the ceremony after the official swearing-in, due to the observed non-cooperation with the International Criminal Court, and for that reason only” (…)”The EU Delegation takes this opportunity to reaffirm its close partnership with the Government and people of the Republic of Uganda” (Mugume, 2016).

Well, the short term memory of these European diplomates who either works directly for Total E&P who is steady waiting for the suspended case at the International Centre for Settlement and Investment Disputes under the World Bank, as it was suspended recently; latest was that the case was suspended and will be considered again when all parties are savvy and that happens on the 18th August 2016; if not when Hon. What’s His Face is selected by President Museveni to run the Ministry of Energy and Mineral Development. But that is then, and must be the priority of having a cordial relationship with Uganda.

As they have all forgotten what the European Union Election Observers Mission found out and should have shunned the Swearing-In ceremony if any of the words in the report was worth typing:

“Vital electoral reforms did not take place prior to the 2016 elections. Proposed amendments to the electoral legislation, compiled under the ‘Uganda Citizens Compact’, aimed at enabling the conduct of democratic elections, including to increase transparency in the appointment of the EC’s members, to restore presidential term limits and to improve parties’ financial accountability, were disregarded by the executive. Consequently, the legal framework contains gaps and ambiguities and therefore, in several instances, falls short of international principles for holding genuine democratic election” (…)”While legislation contains provisions on reporting and disclosure of political finance, these are neither followed by parties and candidates, nor enforced by the EC. This lack of transparency weakens the credibility of the elections” (…) “Consequently, the legal framework contains gaps and ambiguities and therefore, in several instances, falls short of international principles for holding genuine democratic elections” (EU EOM, 2016).

So, the works of Eduardo Kukan seems to be in vain or only done so he could get a Splash and write a report, while the European Diplomates could go back to busy as normal, only with scrutiny of the ICC comment and trying to leave the election behind. As they now are wanting to this and forgetting their own credible and just had an election that falls short of international principles for holding genuine democratic elections; but that is not important for the European diplomates, because February 2016, is so far away from May 2016. It’s like a life-time in European time and in diplomatic pressure time, as it is such a fuzz to ask for justice and credible elections when you are a donor country and giving aid to the Government of Uganda. It is like President Museveni is right, foreign diplomates and Western diplomates doesn’t have heart to really do scrutiny, unless it is LGBTQ or they we’re detaining white journalists.

These White Zombies who are in it to win it, even if faking it to make it or something like that. What the European Union gains at the moment except for being hypocrites and short-term memory and not having any character, other than weak as sass. Soulless bastards from Europe with no swag and honor of fellow brethren and just throwing the works of even other EU personnel who made time and effort to scrutinize the whole affair of an election and you show up, to the man who held not a genuine election and lack of transparency to reaffirm you partnership with that guy. Are you serious, where do you European Union diplomates stand? Either you are dancing on sea-waves smoking some pot in a shisha or your totally dead-inside, henceforth a Zombie diplomat with no character as you are only there for business of the European nations and not to really stand for anything politically. As the walking away is not really doing anything then looking like kids who didn’t get to play with the cool-kids at the birthday-party; so congrats European Diplomates, you have yet again done a splendid job in Uganda.

President Museveni of his Seventh Term looks through you, I a pundit shoots you down and others are calling it theatrics and a stunt with no real value; which I hate to say is true as weak tea need a load of sugar to be tolerable to drink. Time for the European Union to either step-on or step-off as they can’t one day say that the Government of Uganda is cheating their elections, then weeks after wanting to reaffirm relationship with that cheating government; that is not real and shows that the EU Diplomates are only empty suits, zombies with no values and could easily be changed with some Boris Johnson assholes or another numbskull from Amsterdam instead of the ones that are parts of the EU Delegation to Uganda. As these men does not care about European Union Election Observers Mission and cares more about certain known values, as they are funding AMISOM and other missions that Ugandan Government carries out, so that EU doesn’t need to send armies to certain areas on the African continent. Why can’t these Zombies just say that, instead of acting so porous and wage, like cracker on the end of the table instead of hard as rock; they could act as men, but that is not diplomatic in the eyes of the European Union, I guess? Peace.

The Oppression of the Opposition in Uganda; continues with vile force from the Calvary!

Today on the 8th May of 2016 there is continued oppression of the Forum of Democratic Change as their Defiance Campaign continues!

FDC Mobiliser Ingrid Turinawe have been followed by the Police, and also been monitored by them. She first drove out of their home as they then stalked after her. Ingrid then drove down to Gayaza Trading Centre as the Police followed her. She was arrested around Kyetume Road in Gayaza as the Police surrounded her and have arrested her there.

Wafula Oguttu

He is not arrested by he has been monitored and followed in the recent days by the Police, the FDC leader Wafula Oguttu. The Police have been spying on his movement and not given him peace. As of last evening they even drove around his gate at 10:00 AM on a Saturday evening!

In Entebbe the Express Football Club coach Alex Gitta Mulibanga was arrested on the 5th May as the demonstrations was happening. Yesterday the Police continued his detaining him (7th May), but now put him behind bars at Kigo Prision.

As the levels of arrests in Rukungiri yesterday; there been reported that 20 FDC activists was arrested and charged with terrorism at local courts without evidence or any affidavit as the authorities wanted to silence the Political Party in the area. Today as a reaction to actions of the Police Force towards the local Political activist, have entered into anger. There are now reports of the Burning of the Electoral Commission offices in Rukungiri. The media is not allowed to see the offices as the Police are denying entrance to the area where the office is. So the media cannot verify it…

It’s also been said from the official media that all the Presidential Candidates was invited to the Swearing-In of President Museveni at Kololo on the 12th May. But here was the answer from Dr. Kizza Besigye on the matter:

“I haven’t received the invitation yet but if receive it, it will go directly to the nearest dust bin. I will not attend a fake function”.

So the Opposition are still under fire as the Ruling National Resistance Movement is not delivering them peace or taking care of the citizens instead making them criminals for their peaceful assembly and their civil disobedience. Therefore we can feel the tension that is created between civil society and the Police Force, who has all the violence and powers to apprehend fellow citizens as shown in recent days.

Let me clear this is my view and not a general view as there might be seen as fellow counterparts have the same. There is hard to have peace, a general peace and neutral peace when fellow citizens are made enemies. You can’t have in a territory both enemies and neutrals. That doesn’t work, as the enemies of the state will be hunted down at one point. Something that happens as the National Security values will counter to bring down the enemies.

When you have come to the Point as you have made the Opposition to the worst enemies in country and therefore want’s to crush them. In a nation where the Ruling Party set the standard and have the rights first, the Human rights will be the norm. As the newest law that strengthen the government power instead of giving more back to the citizens. Citizens get quicker behind bars for nothing with the new laws; also with keeping the old laws from Colonial times gives the Police possibility to Preventative arrests and even detain without court order within 24 hours. Something that the Opposition parties have felt time and time again.

The initial ones that are saying that the National Security goes before the Human Rights are the ruling elite who earn the money by running the system. The Ruling Elite does not want to the system to change as they earn massive profits on it. Why change something that is currently working right? Well, is it? When you have to prosecute and make fellow citizens criminals, opposition members, opposition leaders from Councilors to Members of Parliament, that happens without questions and that is not a healthy society.

This way of working is making the opposition criminal and their activity criminal. That the society nearly or bravely saying assembles them for prayers are illegal says something of what that rule of law in the country. And it is illegal since it is a part of Defiance Campaign of the FDC that is by Interim Order of 29th April 2016 by Deputy Justice Stephen Kavuma.

So that a National Political Party from the Opposition should not be enemy of the state; as they come with peaceful demonstration and disobedience. President Museveni has used guns and fear to keep himself in power. Together with buying alliances and paying to silence the ones who is hungry. Not everybody can be paid for silence as Bishops and Jimmy Akena of the UPC. Therefore he makes the ones enemies as he did with Dr. Milton Obote and Tito Okello. He has done the same with others and people have eaten it up, but now he shows that his colors are the same.

The National Security of the country is now meaning that the President is secure and his ruling elite. Not that the Security of the nation and all citizens of the country. If it was so then that would be different and would make a difference.

Human rights as free movement, demonstrations and free speech shouldn’t be so hard for the National Resistance Movement, but if they we’re a legitimate ruling party they wouldn’t had an issue it with it. They wouldn’t have used the Police to detain peaceful demonstrators in the streets around an Opposition Party Headquarters in Kampala. The Police Force wouldn’t have put the regulatory of who could enter the premises or not. Even detaining fellow staff of the Headquarters… if that is not flabbergasting and boggles your mind then you don’t know to what extent the NRM Regime goes.

The National Security aspect isn’t for securing the safety for the citizens, it is for securing the riches for the elite and their businesses. As they earn monies over fist and have to keep it that way, even meaning that that they earn money on embezzling the government funds here and there. But that is not a value worth to consider. As the human rights and the justice for all men is not considered, only considered when it matters for the NRM elite. That should be a worry for the media, for the state and for the citizens.

Dr. Kizza Besigye and his new house-arrest is not biggest breach of human rights, it is just the epitome of how the government does not care about human rights, justice or rule of law. He is illegally detained by the Police Force as he is a criminal for defending his belief and the judgement of Electoral Commission that was fixed to fit the Ruling Party. So he couldn’t even counter the announcement made by the EC this time around because of the harassment of the opposition from the Police. The reason why Opondo and Museveni have sounded like wounded dogs while defending the announcement and victory. Even the double victory after the Supreme Court ruling on the Election Petition! They did not sound like proud winners, more like they knew what they did and wanted to clean their hands from the dirt.

As said the Human Rights at this point should come first, as the Government and Police Force is used to target fellow citizens, tax-payers who pays money to the Members of Parliament who doesn’t in the near future pay tax. That is not justice or free society. That is “man eats man Society” of late Julius Nyerere. Cord Statement: On Free and Fair Elections (26.04.2016)

Free, fair and regular elections are the enduring foundations of every democratic state, not just as episodic events, but as an integral part and societal infrastructure of civilized nations. Africa is now replete with nation states that hold regular elections but many are yet to achieve the distinction of being democratic states where human rights, the rule of law and good governance are respected. Where liberty reigns not in doses but as a way of life.

Everything must be done in every nation, including Kenya, to ensure that citizens have the freedom to exercise their political rights based on universal suffrage and in an election that makes every citizen and every vote count.

The jury is not out anymore. It is now an uncontroverted fact that Jubilee did not win the presidential elections in 2013 but were declared victorious through a conspiracy hatched by IEBC, elements in the Supreme Court and the security agencies. The misuse and abuse of technologies, the illegal recognition of a multiplicity registers of voters and the bias of the IEBC (sanctioned by the Supreme Court) was the path followed to handover power to the current administration. The police and NIS played the role of a rogue cop and a robot soldier controlled by the security barons and operatives in the office of the President and the military.

IEBC is now irredeemably tainted with scandals (chickengate and all). The Supreme Court is collapsing under the weight of corruption allegations. And the police with its infamy of lack of independence has no place in the present constitutional arrangement. CORD therefore declares that there is no proper electoral infrastructure for holding a free and fair elections in 2017.

The referendum and OKOA Kenya Bill proposed amendments to the Constitution to address the legal and institutional reforms that would be necessary to resolve controversy in the electoral law, the independence and impartiality of the police, the judiciary and IEBC. Those who are howling at us for not using legal and constitutional means to remove the IEBC forget that CORD was using the mechanism provided by Article 257 of the Constitution of Kenya.

By a stroke of the pen IEBC frustrated a valid constitutional process by falsely claiming that CORD did not attain the threshold of one million signatures of registered voters. We know that Jubilee has been living in mortal fear of a referendum. The administration has used the threat of prosecution of the Chairman of IEBC and his colleagues to secure decisions to be made in their favour by IEBC.

In Iceland a Prime Minister has resigned recently from office not through a vote of no confidence but by hearing the voice of the people when his name appeared in the Panama Papers. Public outrage was enough to trigger his removal from office. And Jubilee cannot lecture us on legality and validity of process. Mumo Matemu and other Commissioners of EACC were simply hounded out of office through intimidation, harassment and arm-twisting.

The whole of last year we urged the Government to embrace  dialogue as an appropriate and peaceful way of dealing with all issues of national concern that included insecurity; more revenue to counties; questions around ethnicity and nepotism; land; and elections. All was turned down with arrogance and chest thumping.

Yesterday a lawful attempt by CORD to have a peaceful engagement with IEBC on the basis of Articles 37 and 38 of the Constitution was violently brought down through police brutality. Many of our people were hurt. Jubilee has brought back the imperial presidency and state terror as a means of control and running an autocratic administration. We are not impressed. We condemn the state for going back to the dark days of one party state, social injustice and political oppression. We shall not allow it.

All sovereign power belongs to the people of Kenya. We, the People, are sovereign. If the state makes an attempt to establish or run the government otherwise than in compliance with the Constitution, we, the people, shall resist. If the administration chooses not to listen to us and run government by unconstitutional means, we, the people, shall exercise our sovereign power directly in accordance with the Constitution of Kenya.

On Tuesday 2nd May 2016 at 10.00 am we call upon all Kenyans to assemble at the Anniversary Towers for a date with IEBC. Subsequntly, we shall assemble at the Anniversary Towers every Monday.

The meeting will be replicated in all major towns and centres in the country to tell the IEBC, time is up, time to go. All meetings outside Nairobi will be held at the IEBC offices with emphasis on Nairobi, Mombasa, Garissa, Machakos, Nakuru, Eldoret, Kakamega, Kisii, Busia, Bungoma, Narok, Lodwar, Meru, Isiolo, Nyeri and Kitale. Kenya cannot and will not conduct any other general election under the IEBC as presently constituted.

Opinion: Who is really the “Empty Suit”? Who might it be the Empty Suit in the Ministry of Health Care or KCCA? As the recent unfolded operations of maladministration in the public view… henceforth somebody who is just nodding to the Executive for the brown envelope.

McNULTY: “West Baltimore is dying and you empty suits are running around to pin some politician’s pelt to the wall. Thought you was real police, brother” (The Wire Season 2, Episode 13).

There is in this day and age lots of appointed government officials, they work supposed to be diligent and with honour of the codes of their work, not work directly for the ones that appointed them. That cannot always be easy as the station and the position would not been opened or given to the person if the appointee didn’t give that extended hand or blessing for the job. When you have that situation you need a strong state and strict regulatory regime that counter the possible backhand and kickbacks to the ones that appointed them.

Why do I discuss this at this point? Because it is a vital part of our government regimes and is a question that can be asked in nearly all parts of the globe. As all jobs in the branches of government does not automatically goes to the most educated, relied on or the one person who has the most integrity in the position. Instead the man or woman who gets appointed is an “empty suit”.

What some of them might do?

“What typically saves the empty suit is the tenuous relation between what he or she does and any actual business results. This may be a function of the job he’s in: a staff post, with lots of power to nix others’ initiatives but no responsibility to make or sell anything. Or a pocket of avoirdupois in a still-too-fat corporate bureaucracy, the kind of position that causes underlings to scratch their heads and wonder, ”Gee, do we really need all these vice presidents?” Or the empty suit may have come up through a system that rotates fast- trackers through a new job every 18 months, even though the effects of his tenure don’t become evident for two to three years. He hardly had time to get any grounding in the work his people do, and he may have royally screwed up the few decisions he was compelled to make, but when the chickens come home to roost, he has flown. If somebody has the bad taste to try to assign responsibility, the suit can easily fuzz the matter over by suggesting that the blame rests with his successor or former subordinates” (Kiechel, 1989).

There certainly similar like the ones described in our time in every department, every corporation and every single institution we know of. This might be the Electoral Commission of Uganda and the Independent Electoral and Boundaries Commission of Kenya. As much as the regulatory chairs of the banking industry of Kenya must feel like empty suits these days as the confidence at that is low-key as well. The Chase Bank, The Imperial Bank and National Bank of Kenya have fallen from grace. The most likely selling of the Barclays Bank African Group might also make the fragile banking sector into more disarray as the leading regulators seems like the extra board-members instead of people who uses their position and chair with care and uses the mandate to make a difference and even square.

The situations are different when the appointed is not hired for their knowledge of their field, but the loyalty of the regime or government that is running in the country. The likes of Ministry of Health in Uganda for the moment where the hospitals are creaking and the machines are criss-crossing between life and death. Electricity and other cases of depleted. As the missing extra blood for surgery, the copy-medication and the loss of necessary equipment; that shows the lack of management and reasons for empty suits. The highest empty suit for the moment must be State Minister for Health Hon. Dr. Chris Baryomunsi who seems to be more concern with catching checks then doing his job at this point. This point comes with the correlation of Minster of Health Hon. Elioda Tumwesige and the State Minister for Primary Health Hon. Sarah Opendi Ochieng. One of the three must generate a valued pay-check and makes sure that the NMS delivers the Global Funded projects and the other government funded health care, but either Chris, Elioda or Sarah, one of them or more must be a hired “empty suit” as the three of them are put into ministerial position working for initially the same thing.

It is just like the same mess with the KCCA where you have KCCA Executive Director of Jennifer Musisi. You have Frank Tumbewaze who is both Minister of the Presidency and Kampala Affairs. Then you have the third person who got a mandate the Presidential Advisor for Kampala affairs Mr. Singh Katongole what he does is surely only him and the Executive of Uganda who knows, since his appointment in December 2015 his silence must mean a envelope and letting Hon. Tumbewaze and Hon. Musisi does what they like. To make it more hectic you have the actual people’s elected through the ballot who supposed to run the Kampala Capital City Lord Mayor Erias Lukwago. So you have hon. Musisi, Hon. Tumbewazi, Hon. Katongole and Lord Mayor Lukwago. All of them are supposed to central people in the running of administration and regulate the divisions of Kampala politically and create policies that builds and secure the functions of KCCA. That must be hectic one of these men and woman must be a empty suit. Unless Hon. Katongole who I haven’t heard a word from since appointment is an ear-to-the ground and talking or addressing letters directly to the Executive or Head of State as his role has still not been served. As the accountability of the NRM-Regime is not strong they prefer keeping people in the dark.  Hon. Tumbewaze seems more to be the ones who was appointed to turn opposition Lord Mayor on his knees and therefore also gotten a permanent Executive Director in Musisi to shut down the elected person. But the end-game is that one of them must be an “Empty Suit” as the basic needs cannot be that big, and one of them is catching the brown envelopes without doing anything.

There are certainly more empty suits in the system as I started with the appointed men who is not educated for the position, but are there for the loyalty not because of the office is needed or there for a general purpose. That is the same as extra board-members in a corporation who is hired to vote for the general consensus in the board, but not to generate profits in some sense. They are there because the Corporation and LLC need useful idiots to be paid to follow the remarks of the stakeholders and shareholders, not the common-sense of their position.

Appointment of Nat. Gov. Spokesmen Kenya

We can all question the value of these leaders and honourable men-or-woman in a representative or appointed position by the President for instance. The level of credible men and woman and the need for expertise in the government organisations, into the department and the civic care from the road-development to the health care facilities need men and woman who knows the trade. As long the men does what is needed for the President or for the Stakeholders. The ones that lose are the ordinary person, employee or civil servants as they will either work under them or have to pay them tax-money to keep them. As they have to be paid an envelope to be the empty-dress. The person who is an empty dress doesn’t become that for free. Somebody has to be charge to keep him there. Most likely it is me or you. We can just ask ourselves. Who of the appointed leaders in government is an empty suit? Who in the corporate world are the extras?

Lastly, why does the Minister Without Portfolio. Hon. Abraham Byandala gets away and is not questioned by the opposition or anybody else. Why is this man the free-man the invisible creature in the parliament that does not have scruples? This since this position is the epitome of a Empty Suit. He is a MINISTER, but does not have an OFFICE, Department or a MINISTRY to run. Hon. Byandala can do as he pleases and still get paid. You cannot check his ministry or running government portfolio as it is non-existence from the get-go. The Government Official without any oversight and anything to initial control or say in other words the official Minister of Nothing (MoN). Hon. Byandala is running the Ministry of Nothing. The Minister of Hot-Air and the checking the chapattis’ in parliament is fresh enough for Hon. Oulanyah’s taste.

Well, what do you think? Are the somebody you feels are an Empty suit? Somebody you question or wonder if really have anything more than pay-check from the Tax-Payers money, but does not use it’s office or even delivers anything. Then that person might be an empty suit who just nods the head to the Executive and the general leadership without exercising power or determine the future of the government institution, department or ministry. Even if the person is really doing anything in the boardroom or a needed voter for the stakeholders; if it is only the needed majority to follow procedure then the scheme need a check or reform.

There will certainly be more stories and the existence of similar men and woman who can be described as “Empty Suits” and be stooges needed by any administration and corporations as they viciously need structure to control the citizens and the policies without questions from the inner-circle. Even if that means not procurement of needed medicines, fuel, transformers or building bridges to easier access the missing Okor Bridge in Kumi District: “This project was intended to connect Nyero and Mukongoro sub-counties in Kumi district” (MoFED, March 2015). A bridge that does not exist or is built by now so the sub-counties is not yet connect because of the altered situation and have to run long roads around the area than crossing straight over the river. So a project like this says there some empty suits as in 2009 as company was hired to build the river, by December 2012 the works by the river had stopped. Even if the departments to UNRA gave reports of progress of the project was last monitored in 2014 and by 2016 there not been done more to build the bridge since the monopoly of the Chinese Contractor have stifled the progression and in the end wasted government funds into a building a bridge who does not exist. Just like the Ministry of Nothing Hon. Byandala.

“Police in Kenya’s capital, Nairobi, fired tear gas into a crowd of opposition leaders and supporters who were marching to demand the dissolution of the country’s electoral commission ahead of next year’s election. Over the weekend, Odinga and other leading politicians demanded the disbandment of the Independent Electoral Boundaries Commission (IEBC), and vowed to storm its offices to eject its commissioners. Mr Odinga rejected the 2013 election result that brought President Uhuru Kenyatta into power, alleging massive fraud” (NBS TV Uganda, 2016).

Erias Lukwago Statement today on the Matter: 

Addressing the press at my home earlier in the day. I reject in totality any suggestion, whether made in good faith or not, that I should halt all the arrangements for resuming my duties at City Hall until I have subscribed to a new oath in May. I need not labour so much to explain the current legal status, for it’s known by all and sundry that the purported impeachment was declared null and void by Justice Lydia Mugambe on 28th March 2014. The Attorney General never appealed against the said decision and, consequently, the interim order of stay of execution issued by Justice Kavuma lapsed upon expiry of the 21 days from 1st April 2014. Following the Solicitor General’s warped opinion that the 21 days were frozen by the Supreme Court direction of 21st August 2014, we elected to seek for a clarification and guidance from Justice Kavuma, and the Registrar, Court of Appeal, H.W Nizeimana Deo assured us that they will issue a statement on the matter before close of business today. As law abiding citizens, we have opted to patiently wait for the same before taking any other step. I will furnish you with all the developments as they emerge, and will give you details tonight on 88.8 CBS fm from 8.00pm. For God and My Country.

Hon. Jim Muwezi talks about justifying the house-arrest of Besigye; that personal freedom loses towards a state’s stability; I differ on those opinions; while he has totally forgotten the invitations from … to the Election Observers Mission.

When you’re losing a bar-fight and thinking that another beer, will give you extra strength and power to sufficiently hit the high and almighty bastard; that is the reasoning tactics of the Minster Jim Muhwezi today, the minister of Information and National Guidance!

Today Hon. Jim Muhwezi talked out on the FDC on the Breakfast Show on the NTV. Here is what he uttered today!  

 “When Kizza Besigye moves, he is followed by people, some of whom are potential criminals who want to loot. Police has a duty to stop that” (…)”“He [Besigye] is not under arrest. He is being regulated. He is free. Didn’t he go to church? Kizza Besigye is being treated as a security threat. Police can stop you from committing a crime. They are diverting people’s attention from work. I find it strange that FDC is asking people to stay home. Very few people are following this. Well, this here is not easy to subtle and kindly as he claims ordinary Ugandans are criminals for being supporters of Dr. Kizza Besigye, since the crowds and showing up at every town was big and many of the locals. Hon. Muhwezi follows the IGP Kayihura guideline, which Besigye is not under arrest: claiming the few hours going to All-Saints is the proof. I am sorry Hon. Muhwezi you’re soon getting three roadblocks to your home, getting a visiting book to sign in your entire guest, having police-officers outside your home for 40 days and not calling it a house-arrest. Then I and you can have an honest conversation. Even though the IGP Kayihura lies and you do as well, does not make it a truth!

Later you say the personal freedoms cannot be granted if it is fear of security and anarchical actions. The logic is flawed as your master and you’re Executive; your boss and the man you admire with all of your being Mr. Muhwezi. Hon. Muhwezi is defending a Preventative Arrest without any evidence that it has made an impact or given the country more secure. Law and Order means detaining people without having charges in sake of security, for me it sounds as making people criminal before they have even done a crime Hon. Muhwezi; is that the Information and National Guidance you will be remembered for?

Hon. Muhwezi it is ironic and fun to me how the NRM officials and NRM MPs and NRM Spokesmen have issues with the FDC Boycott. Why it’s ironic? If you are the grand-slam winners of the elections and have the majority then the boycott would not matter and wouldn’t be on your lips, right? Since it is, then it is hurting society and the general moral as it is way of peacefully reacting to the thieving of the election and acts of violence from the Security Forces and Police Force for the general public.

Then the last point on the Petition squabble, I did address this also with the CP Fred Enaga right after. It is special how the NRM people and Uganda Police sound like they have programmed to address and reasoning the same. Must be the 50 shades of ballot-stealing they are learning at Kyankwanzi retreat. It is hard to discuss this with rational sense that Dr. Kizza Besigye could go to court, he was under house-arrest, his fellow Party-Officials was not allowed to meet, the ones with DR Forms from the Polling Stations met at Gun-Point from the Police and also detained by the same Police; also the besieged FDC headquarter of Najjankumbi and twice raided since the Election Day. Therefore the assessment of easily walking with evidence and precedence to the Supreme Court is flawed one. If the NRM party had the aggravated assaults from the Police Force against their operations then their Executive would have gone back to his guns and taken the “Freedom, Liberty and Justice” for himself, but you know that right, Hon. Muhwezi?

On International Actors during the Elections:

“Uganda’s internal matters” (…)”observers are not in our constitution and we don’t know why they were here” (Gorilla Express, 2016).

Well, you’re a minister of information, but it is the country who get request and takes the Observers Mission sometimes as a way of creating credibility for the election or securing funding for the government as the precedence of the reign of the rule of power is by the ballot box and an election. Just as the Commonwealth accepted the rigged the election of 1980 was to get a positive government that the United Kingdom and the United Kingdom investment could trust, therefore the Election Observers from Commonwealth in the 1980s was there to give credibility to the Obote II Government. You who are man who has been in government for so long should know this?

Your right an election is an internal matter! But that does not make them righteous to do them wrongly, the reason is to respect the ballot and the wishes of the citizens. That is an internal matter and matter of government, to have the representatives and the leaders the people decided to vote for and get in power. Not for the one handpicked by the Electoral Commission or the NRM-O. So the internal matter can be questioned by the people following and outsiders as we can see that the Government does not respect the internal matter of respecting your population and the citizens in general. Complete disregard for the will of the people when the rigged election has appeared and the announcement takes away the will and power of the ballot.

Wasn’t that why President Museveni had MoU on the Election Observation Mission in December 2015! But that is forgotten in your mind Hon. Muhwezi? The EAC Election Observers Mission came on invitation from the Electoral Commission, which is also forgotten? The Commonwealth Election Observation Mission happens after an invitation directly from the Government of Uganda, so certainly the GoU and the Electoral Commission; they have asked them to come! That is why they were there and observed the elections, apparently. But as a NRM Ministry of Information and National Guidance, your work is to make people forget certain facts to fit into the vision of the only man with a vision, isn’t that right Hon. Muhwezi?

I did the other destroy the words of Hon. Opondo, but you Hon. Muhwezi was much easier and with more delight. Hope you get to read these words and respect them as a advisory, because it could have been less humble and been more disgraceful as you called the men and woman who follow Besigye criminals, which is a low-point and a common disregard to common sense; why? Because the men majority of the men and woman following Besigye is citizens, tax-payers and the “average” Ugandan! Peace.

Well, Hon. Muhwezi you’re speaking so biased I am sorry for you. There is not easy to take you seriously. That is because when I sent a question to mail the NRM Party Online Page, I was sent directly to your Ministry of Information and National Guidance; promised an answer within 24 hours in mid-February, and by today; still no answer on a single question.

Press Statement on the Post Election Environment in the in Rwenzori Region (29.02.2016)

Rwenzori Consortium for Civic Competence (RWECO) & the members: Kali, Good Hope Foundation for Rural Development, Ride Africa and RICNET ere accredited as election observers during the Presidential and Parliamentary  on 18th Feb, 2016 & local council elections on 24th Feb. 2016. RWECO and her members deployed a team of 150 as short term observers and long term observers in Bundibugyo, Ntoroko, Kabarole, Kyenjojo, Kyegegwa, Kamwenge and Kasese districts of Western Uganda. RWECO also deployed online platform where comments from observers were remitted through  SMS and plotted on  http://hrcp.or.ug/main. From 17th Feb, to 28th Feb, 2016, 164 messages were verified and viewed on the online platform. We commend the Electoral commission that accredited RWECO and her members during the elections.

However, as Ruwenzori region based observers, we note with concern the post -election violence that ensured during and after the elections on 18th and 24th Feb. 2016.  RWECO condemns the post- election violence that were reported  between   18th -19th  Feb, 2016 at Kasese district Electoral Commission tally center at Kasese district Multi-purpose Hall, located in Nyakasanga, Kasese-Fort Portal Road.  RWECO also condemns the post- election violence that was observed and reported in Bundibugyo District between 24th -27th Feb, 2016 after the election of district chairpersons and district councilors. These acts are either driven by personal egos and not accepting the outcome of the elections. Uganda is a democratic country for which we embrace both national and international standards of election observations and democratic processes for which citizens should welcome the out- come of the electoral process.

We wish therefore to state that:

  1. All acts of post- election violence be condemned by all actors and Uganda Police take the necessary steps to ensure that peace prevails  in the region and country at large;
  2. RWECO and her members also appeals to the candidates who lost the elections to use peaceful and lawful means to address their demands not by inciting  violence in the community;
  3. We also appeal to all stakeholders including, Police, state organs, Religious leaders, Cultural leaders and the media to join hands and give the citizens a message of hope that beyond elections, there is a life to live;
  4. Police bring the perpetrators of post- election violence to face the law of the land.
