Uganda: Adm72/01 – Final Preparations for Parliamentary and Local Government Councils Elections in Newly-Created Districts (25.08.2016)

Pursuant to the Intelligence reports of alleged resurgence of criminal activities in Migingo Island, and in the spirit of ensuring peace and security in the Island as had earlier been agreed in a meeting held in Kampala, Uganda on 23rd August 2011, and following a directive contained in the Joint Ministerial Communiqué signed on 26th July 2011 at Nairobi Kenya, there was a joint visit to the Island by Chiefs of Police from the two countries on 17th August, 2016.
The Uganda delegation was led by General Kale Kayihura, the Inspector General of Police, while the Kenya delegation was led by Mr. Joseph Boinnet, the Inspector General of Police.
The two delegations held two meetings, one of which was held at Migingo Island, while the other meeting was held at Muhuru Bay, Migori County.
Both meetings were held in cordial atmosphere, and in attendance in the meeting at Migingo Island also were the local community leaders.
The meeting agreed to constitute a Joint Task Force of technical personal from the two sides to review specific areas of the Standard Operating Procedure (SOP) to enhance security at Migingo Island that include 1. Deployment 2. Joint Operations 3. Arms Control 4. Communication 5. Crime Management 6. Community Policing.
The meeting noted the need to enhance border security beyond Migingo Island to cover the entire borderline from North to South in order to address the contemporary trans – national crime.
The meeting recommended the following
1. That police officers deployed at the island should enforce the law without favor or discrimination as to the nationality of the offender.
2. That the fishing community should recognize the territorial boundaries and adhere to the law of the respective countries.
3. The Police Officers in liaison with the local leaders should ensure that all residents in the island are registered to avoid infiltration by criminals.
4. To review the composition of either force on the island to include Marine Police.
5. That the maximum number of police officers to be deployed should not exceed 12 at any one time.
6. That the security officers as and when need arises, may evacuate the patients to the nearest health facilities in emergency cases.
7. That the Kenya Police add an organic weapon. I.e. one light machine gun commensurate to the weapons with the counterparts.
8. Optimal use of the existing frameworks like the border security committees and the Joint Permanent Commission (JPC) agreements.
9. The joint survey team should expedite the survey process and produce the required report.
Allegations contained in the intelligence report are conclusively investigate

Kampala August 23, 2016– The Elections for the Omoro District Woman MP will be held next week Monday 29th August 2016. We wish to retaliate that our Candidate Pamella Grace Lanyero is still a front runner in the race. We have finalized all efforts to protect the vote and this week we shall round up the campaigns with three Main Rallies. We shall with effect from tomorrow send our teams led by Members of Parliament; DP Whip Hon Ssewungu Joseph Gonzaga and the Women President Florence Namayanja. The Party President Norbert Mao will be the overall Field Commander. We have mapped the Constituency to the effect that the DP District Leaderships are to be deployed in respective sub-counties. This therefore puts a straight forward warning to all those with ill intensions of pandering in malpractices. The Kifeesi teams, crime preventers and police should therefore limit themselves only to the constitutional provisions pursuant to Electoral laws. We wish to participate in a free and fair process and we shall not be liable for any repercussions pursuant to contradicting the process.
Constitution Amendment Bill 2016
We are also concerned about the proposal, which is part of several amendments proposed in the Constitution Amendment Bill 2016 and is spearheaded by the Nakifuma County MP to provide for an open term of office for Commissioners under the Electoral Commission. The Bill seeking to extend the term of office of the Commissioners from the current ten-year non-renewable term to an open in a guise to allow for the Commission to retain more experienced individuals to run it is a blunder. This move by all means serves interests of Government and the President in particular. The appointment and permanent retention in such a move is ploy of recycled inefficiency and reward for stealing a vote at a period when no one has trust in the Commission as the President’s employees. This is evidenced in rewarding Eng. Badru Kiggundu in his new appointment as in-charge of Karuma and Isimba Power Dams Construction for the job well done in the EC. We are aware that this is a pilot plot to pave way for Life Presidency and we ask the President and his team to put their hands off the destiny of Uganda.
Police Public Relations Office Reshuffle
The country received the news of the reshuffle of the former Police PRO Fred Enanga. It is never astonishing that the Police Spokesperson is reshuffled because we have seen many come and go. What is startling is how a one Fred Enanga is replaced by the cantankerous Andrew Felix Kaweesi. The move saves Fred Enanga from living a life with his foot perpetually in his mouth. The Party is convinced that this reshuffle at such a time is uncalled for, diversionary and a political move from the IGP to cover up his recent mess in the Police but worse still; the organized mob he aided to attack the Courts of Judicature. We wish to stand clearly and state that the appointment of Kaweesi as the Police image, whether in interim or utilitarian capacity is not welcome at all. The personality of the Spokesperson brings out the entire image of the institution and that cannot be Kaweesi. We have a track-record of him from the days when he was in charge of the Police training school in Masindi. All Police officers who were passed out during his time have messed up the institution and haven’t acted any different from Aron Baguma, Arinaitwe Bwana among others. These are the fruits of Kaweesi!
When he was appointed Kampala Metropolitan Zonal Police Commander, his rough, inhuman and deadly actions as an individual are still fresh in the minds of the people of Kampala and the Metropolitan. This was a bit covered up when he was transferred to head the Human Resource Department and AIGP Director of operations. We have for long known that this is the true image of the Police, but the appointment of a person of such calibre will leave all Ugandans weeping whenever he appears in the media to justify police positions. Whereas the entire institution is rotten, we are convinced there is a better rot than Kaweesi! As a Party, we task Kaweesi in his new capacity to parade IGP Kale Kayihura instead of parading lower officers such as the truck driver. The IGP is at large and he disobeyed Court Criminal Summons.

Today is a weird news day, the news from Uganda are scattered and shows the ability of nobility from Ugandan Government isn’t there. The impunity from Uganda Police Force continues as the loyal men to IGP Kayihura doesn’t cares about the law. While President Museveni drops a few coins, while his MPs ask for millions shillings worth of cars themselves; and there over 400 MPs so the amount of money used on the cars are huge. At the same time the news of Danish Tax Payers have built most of the Courts, the NRM steady progress is in the hands of foreigners and not in the hands of the allocations done by Ugandan Parliament. If so, then they would have contributed some cash for the cement that constructed these buildings. And so it goes on!
Just as Dr. Kizza Besigye goes to Court to be allowed to leave for United Kingdom for his meetings with Ugandan Diaspora, FDC P10 and others who support his cause abroad. The former District Police Commander Aaron Buguma showed his disgrace for Law and Order with not joining his own court trial as his own boss Inspectorate General of Police (IGP) Edward Kale Kayihura the other day. So the law is different it seems depending on who it is served upon, especially the ones who supposed to guard it can run away from their brutal behavior against citizens.

While the riches of President Yoweri Kaguta Museveni, the walking budget, showed his mercy at the Bwebajja Fruit Sellers SACCO got Ush.100m and also giving away tools. This came today as Court Justice Bart Katureebe said this in Parliament: “Danida built almost all the courts in Uganda, but why isn’t gov’t not taking interest in this. You have courts sharing offices with bars”. That means the Danish Tax Payers monies built the Courts of Uganda, not used the extended revenue made Uganda Revenue Authority (URA) or the generate tax that President Museveni so proudly speaks of. EU spokesman Kristian Schmidt: “Praise for Denmark by Chief Justice: “Danida built almost all the courts in Uganda”.
Members of Parliament procurement of cars:
“Each of the 427 MPs will receive UGX150m by October to buy new car to travel to their constituencies, according to Speaker Rebecca Kadaga. Parliament will have to process a supplementary budget amounting to at least UGX64bn to finance the MPs car grant. This comes after Parliamentary Commission rejected proposal by finance ministry to finance MPs car grant in shifts with priority given to newly elected MPs” (WBS TV Uganda, 17.08.2016).

If the greed of the Members of Parliament wasn’t big enough their road safety fears are extended as the men and woman have discussed building a fly-over to make sure they are well. While the Uganda National Roads Authority (UNRA) need to do this instead of securing better roads so there is less accidents and incidents to secure road safety. The road projects are most likely to be fulfill are the ones where foreign donors dolce out money or grants through bilateral and multinational organizations as International Monetary Funds or World Bank instead of through the ordinary budget of the allocated funds in the fiscal year. So that the MPs have the balls to order fresh from the factory SUVs and ask for fly-over to secure their working place is disgusting.
Another issue today: “Appearing before the parliamentary committee on ICT, minister of ICT and National Guidance Frank Tumwebaze admitted that the NRM government has finally given up trying to control the internet especially social media usage in Uganda. Tumwebaze said “every time government tried to block social media, within a few minutes, Ugandans were already back on after invoking VPNs “(virtual private networks)” (The Observer, 18.08.2016). So the VPN shows the sanctions for national security doesn’t work… so the reality is that the Ugandan Government are beaten by technology and their own public will to do what they do. The only danger this is to the Ugandan Government is that the NRM cannot be only source of information and where the intelligence they are gaining. Therefore the Opposition will have a place to share information without fear online and on social media even if the Ruling Regime bans it or tries to shut it down.
I should have commented on the closure of Greenhill Academy for being World Bank and Mark Zukerberg (Facebook Founder) donated school for having books with explicit content; while the reports that most UPE schools lacks books or equipment. So the ironic side of the closure is amazing and foolery from the state. But wanting to take control of private institution is not strange in the context of micro-management style of the present day NRM.
There are always more, this my little update on today’s Movement news and the Parliament of Uganda. This has been hazardous… this has been special and would not be the last. Because this government cannot help themselves and we who follows now it! Peace.

The Police Brutality case that we’re recently at Makindye Magistrate Courts, where the Police Commanders and Police Officers we’re no show. Also the main Police Commander, Inspectorate General of Police (IGP) Edward Kale Kayihura wasn’t there either. As the Police Commander we’re summoned by the courts. The spokespersons for the Uganda Police Force tried to defend the matter, but this proves their intent of not questioning the Police for their actions of violence without mandate against the random citizens.
The reports now that Director of Public Prosecution Mike Chibita has issued control of the case. Now we just waiting for Chief Justice Bart Katureebe to do the judgement in the case and dissolve the matter. As the National Resistance Movement does whatever it can to stall their associates from any kind of behaviour at this point. With the same mind stall the judgements for the opposition as the blasting cases against Forum for Democratic Change bigwigs are lingering in courts after the fraudulent election of 2016.
But before I blaze the glory of the grand election; let’s be clear the change of guards and the change of prosecution is to totally control and leave it out of the hands of the Makindye Magistrate Court. They want to centralize the evidence or destroy the affidavits, get the witness to silence and the men who beaten to whiskered away. Though the footage and video-clips of the clear violence without any aggression are clear indication of the system of oppressive behaviour from the Police Force; as they famous remedy of Political uprising and meetings is live bullets, tear-gas and Mambas with a dozen Police Officers ready to battle innocent citizens attending opposition party meetings, campaign event or consultant meeting.
This here is just the epitome of the problem as the IGP Kayihura is the one who are on top and orders. Fix the opposition and get them in line with the Movement. If the population don’t then they are protesters who need to be silenced by any means. That means beating innocent citizens on the sidewalk. So the people are by definition by the Police Commanders guilty before proven innocent. That is injustice into a system. A system created by the cowards of the Movement.

It’s hard to call the militarized political organization National Resistance Movement (“the Movement”) cowards, but in this instance they are. They so cowardly that they cannot handle to defend their violent behaviour or even listen to the witnesses they are bribing to silence. The actions of the weakness of character is so evident that the IGP Kayihura uses time with Algerian Police on visit and now Rwandan Police on visit; instead of defending the brutality of his officers on his command.
The Movement under their policing is proven now to be branch of the Political arm, instead of a State Security Organization that secures the safety of all citizens. The violence and brutality for waving the hands to Besigye is a crime; while the IGP Kayihura own demonstrators at Makindye Magistrate Court sealed of the Courts and wanted to lynch the defence of petition against him. This happen while his Police Officers we’re looking or just barely making sure they could leave the gates of Courts. Even of the Lawyer Abdalla Kiwanuka car was destroyed outside the Court.
When even today the Minister of Internal Affairs Jeje Odongo says “Kayihura is not a person but an institution and an institution cannot appear in Court”; a Hon. Jeje Odongo is a coward defending cowards without any sense of justice. The Internal Affairs are a barking dog together with the DPP Chibita who tries to subdue the citizens. The Citizens who deserves be innocent proven guilty. Right now that only applies to the IGP Kayihura and his organization, even some of the Movement cronies who defend the petition at hand.
The change of hands proves the administrative behavior to silence the Courts and control the cases that depend on the ethical backbone of the Movement. Which is to keep the loyal men around the Executive at any cost; IGP Kayihura is a loyal man to the Movement therefore he can do as he sees fit as long as this keeps the Ruling party at bay. The cowards use any methods and by any-means the courts, the legislative and the Police Force to silence the Republic. This case and the choice after the trial process are now in the hands of the DPP, instead of the judges residing at Makindye Magistrate Court. What a pleasant and coincidence that the man just took over the case and the evidence before really trying it through the courts. The validation for doing so is questionable, as the IGP and his subordinates we’re not there either.
Time for the cowards to get a reality check and question their behavior against their citizens as they acts as expected rulers instead of men and woman who are there on behalf of the citizens; if they acted so they wouldn’t accept to beat up and brutality attack the citizens. Because if they we’re a legitimate government they would acts as men and woman who cared about the citizens and not use them as pawns when they are needed; but when they are not needed they need to be silenced like they are doing now. Peace.

“Former Forum for Democratic President retired Col Dr. Kizza Besigye casts doubt on government hopes to raise 26 trillion shillings to finance the 2016/2017 national budget. Besigye says the majority Ugandans can’t afford to spend on commodities that result in revenues for government, arguing that some have already cut their expenditure” (NBS TV Uganda, 2016)
https://www.youtube.com/watch?v=-OwlnkLhiek
“Forum for Democratic Change Party President General Mugisha Muntu has rubbished reports that divisions in strategy to oust president Museveni are splitting Uganda’s leading opposition party. General Muntu explains that he is not opposed to Dr. Besigye’s street activism approach, insisting that the FDC can still claim power with strong and vibrant grassroot structures. Remmy Bahati talked to FDC’s party boss” (NBS TV Uganda, 2016)

As the National Resistance Movement regime continues their oppression against the FDC leader Dr. Kizza Besigye; the treason charges against the Opposition leaders after his swearing-in of himself on the 11th May 2016. We are now in mid-August and still the case is not set in stone. If there we’re anything on the charge of Treason they would have time to collect the evidence and affidavits of the witnesses who we’re connected to the conspiracy.
The Nakawa Magistrate Court had yet another session for the case that continues indefinitely as all the cases against piles up so he cannot live an ordinary life or be a proper politician.
What was up today:
“Former Forum for Democratic Change presidential Candidate, Dr. Kizza Besigye is this morning (9am) expected to appear before the Nakawa Magistrates Court for mention of treason charges preferred against him. Besigye will appear before court chief magistrate James Eremye Mawanda” (Radiocity 97FM, 12.08.2016)
Defence in court today:
“…my Lord there is no law that says investigations should take 6 months. All the issues they are raising to charge me are all obvious and true. They say I demanded an audit and it’s true, they say I won elections and yes it’s true. So what are they investigating? Your worship I ask the court to put an end to this “.
“”They said I had asked for an independent Audit, yes I did. They said that I said I had won an election yes I did. The said that I had put in place a cabinet Yes I did”
“So what is making them to take this long to charge me? They can reinstate the case whenever they are ready. I pray that this case is stopped today.”
What is the end of today in Nakawa:
“Nakawa court has adjourned the hearing of Dr Kizza Besigye treason case to September 12th over pending state investigations” (NBS TV Uganda, 12.08.2016).

So the continuation of the Court dates for Dr. Kizza Besigye and trials proves how much the Government works to silence the Opposition that are questioning the legitimacy of the NRM Regime. Therefore they are continuing to pound on the man. Because they doesn’t have the evidence or the witnesses to the case yet, even if they have continue this prolonged investigation and trial dates.
The NRM and the Ruling Regime is really conning when it comes to this war-games with fellow opposition as this is not the first time Besigye has a Treason charge. By the time now it doesn’t seem to end. The Cases even from Walk to Work protest in Kabale Magistrate Court is prolonged and this 2016. It proof of fiction from the ruling regime and no other probable causes… if so the evidences would already be collected and taken to court.
The reality is that President Museveni and his cronies think they are so wise and genuine, but they are not. They are just playing shadow games with their own destiny and their little reputation as they use the oppositions as Pawns. That is why they all of sudden have the Uganda Federal Alliance in Cabinet of the 10th Parliament, together with the Uganda People’s Congress and one from the Democratic Party. This proves the level of extent for validation the NRM government needs, but doesn’t get from Dr. Kizza Besigye.
With this in mind… with the reality of the fiction that they claim to be reality they pursue their own demise and their own tales of trials against fellow citizens to continue to hold power. Something that proves: how little rule of law and elections matters as they are only hold to continue the prolonged escapism of Musevenism. Peace.
