“Ambassador Olara Otunnu, the embattled UPC president’s time at the helm of one of Uganda’s oldest political parties is up. The man eagerly waiting to hand over power says his attempts have since been failed from 12th of June 2015,when he scheduled to officially hand over power only to be sabotaged by what he calls the Akena faction coup – d’état” (NBS TV Uganda, 2016).

Forum for Democratic Change is Officially Illegal as the Headquarters are Sealed of as Crime Scene and everything from the offices are Confiscated; An act that (in it self) suspends the Multi-Party Democracy in Uganda!

FDC HQ 10.05.2016 Crime Scene

Today the Ugandan Police Force have taken it further and taken away the material they have found. The Police have now sealed off the FDC Headquarters in Najjankumbi in Kampala as the levels of intimidation and the aggressive behaviour of the Police Force towards the Opposition party as the Swearing-in on the 12th May.

What the Police confiscated:

“Police have raided FDC headquarters & confiscated documents party intended to use during Dr Kizza Besigye’s ‘swearing in ceremony’ Confiscated documents also included flyers and posters FDC was planning to use on Thursday at Nakivubo Stadium during Kizza Besigye’s ‘inauguration’ Flyers partly read “We won, we weren’t declared, we were denied to go to court, our audit demand not listened to, swearing in is here”. Police also discovered a printing machine in one of the rooms at FDC headquarters in Najjanankumbi” (NBS TV Uganda, 10.05.2016).

The Pictures show the brass harassment of them and how the Political Party been addressed by the lawmen and the men who supposed to secure the citizens, not secure the National Resistance Movement and their President. That is what that is happening right now with this movement. The same with the FDC activists in Rukungiri, Kabale and all over who are detained over the 48 hour line together with the House-Arrest of the FDC Leadership. So the proof of the violence against them and the crackdown on the Multi-Party Democracy; With this attack on the FDC the Multi-Party Democracy in Uganda is suspended!

NRM have suspended the media’s with the ban and with the Interim Order with their actions of the Police Force initially made the Nation a One-Party State, as the other Political Parties are silent and little who doesn’t cause fear for the President even if they all we’re collected together. The FDC Offices are the living Proof of the Suspension of Multi-Party Democracy in the country. Peace.

Discussion: Should the French get jurisdiction for trials of Rwandan Genocide? Since they now are breaching international boundaries and judging acts not happening on French soil, but in Rwanda.

Mittrand Rwanda President

It is not that I am for the Rwandan genocide or partial in any sense of the actions done in Paris today. I will just spill the beans and ask for questionable trial and courtship in Paris as that is France, not Kigali that is Rwanda. If it still we’re tribunal in Arusha, Tanzania then this would be understandable for court outside as it was an agreement between United Nation and the Rwandan Government for this Tribunal as Peaceful change after the civil war and the genocide in 1993-1994 in the country. There I will question the action of the French Authorities today.

In Paris today:

“On Tuesday, Octavien Ngenzi, 58, and Tito Barahira, 64, will go on trial for allegedly playing a direct role in the massacre of hundreds of Tutsi refugees in a church in the eastern town of Kabarondo on April 13, 1994” (News Wires, 2016).

Milwaukee-Journal-April-7-1994

Because it is an important question and with the implication of history between Rwanda and the France; France have been the colonial master on the African Continent and still have control over the Central African Franc (CAF) and with that has an economic stake in many African nations. Still, this should not be implicated into why they can take Citizens of another Nation and also order their trial, even if it is breaching with Human Rights and Roman Statute. Most Countries have ratified the Roman Statute and also parts of UN Charter for Human Rights and even the Geneva Convention on justice in War. Still, this does opens the door from who has the right to sanction and the right to create justice.

Some people might say the Rwandan Government is a totalitarian and a Police State under strict control from a central government under the Rwandan Patriotic Front (RPF) under President Paul Kagame who does not have the will to take certain Génocidaires to court as they might implicate certain close allies of the government. Still, that does not open the question that I will talk about. Because even if the courts and judges are premature and built for the Government in Rwanda, does not take away their jurisdiction and their own rights of rule of law in their own country. Even when it is the violations are a crime against humanity as Genocide.

KagameCartoon

Not that I want the men and woman behind an action of this size to get away is not my intention to discuss it. It is more the example of colonial law and the post-colonial acts that are not just or justified. We as people have to set standards and use our minds. I will not let the French or British control the Central Arguments, as much as I don’t want the Americans or Chinese doing it. What is important is this. We have Nations, which is a set territory, a territory where they keep citizens safe and have the monopoly for violence is for the state; in that sense that the nation have an Army to keep foreign forces away and the town a secure to raise families and work. Second part of that security is the internal security to make peace inside the country with a Police that takes criminals and courts of laws that with justification condemns and detain fellow citizens that have breached the national laws. All of this should be universal and understood, as ordinary understanding of what a state should do. And it with this matter I will take a step further.

Because this is important even when the States and Governments who controls their nations and does the wrong acts against fellow peers. Their citizens should then as long as the nation and state have ratified international laws and statutes get their crimes against humanity in the International Criminal Court of Hauge. Even if the ICC and it’s attack on African Leaders, it still have the authority as given by the United Nation and the other bodies together with the ratified laws that the States and Government have signed at one point in time.

rwandan-editorial-cartoon

The problem I have and the reason for it is simple and it’s basic for any Republic/Kingdom/State/Nation their sovereign rights and their sovereign rule as a Sovereign Power in their own Territory as it is with the Army and the Police inside that nation. That is the main issue I have. Even when it comes to Crime Against Humanity.

Let’s say that the unlawful and unjust war from the United States of America under President George W. Bush who even address the world on 20th March 2003, which started a war on false premise and lies to American public and the United Nations, without the international states accept for United Kingdom accepting the attack on the Sovereign Nation of Iraq under President Saddam Hussain. I am not saying President Hussain we’re a saint, as his acts with certain gas and weapons against Iran was not justified, still the matter at hand can question the jurisdiction of the ones implicated and breaches of justice from the American Government at the time and the United Kingdom Government who went in Iraq. They all certainly we’re behind acts against Humanity on some levels as they went to war and even did torture in certain chambers in Iraq. Can the Rwandan Government and their courts if they collect evidence and collect for instance affidavit of victims and of low-level civil servants of the time, could they take President Bush for trial at the High Court of Kigali?

Time Saddam

I am just asking the question, because the case today is an act upon the same sovereign question as the former Mayors of two towns or villages are taken to court in Paris. They are in foreign land as they are not in the Jurisdiction and the Territory of where the crimes happen and in the State where the claimed Génocidaires are citizens.

If citizenship and if sovereign nations still means something, then we have to ask the question and ask the matter. Even when it grimes crimes and crimes against humanity as the laws should be the same for Western Nations as for the African Nations. This should open up the questions for French interaction with the Génocidaires of the official government at the time under President Habyarimana with the military training and equipment before Operation Turquoise turned into the UNAMIR mandate under Dallaire. In that sense, the black-box sage that never really been answered as the training and interference of the French, should give the Government under Rwandan Patriotic Front to be allowed to Court the French Men who served the Génocidaires, right? Since the French now is doing the same in Paris, just because they are French and European should not make them able to clean their hands of the blood, just as much as the RPA, now RPF should not be white-washed over time. The law should apply alike to either side. Something that should not be needed to explain or take on; as any crime on humanity and support of the attacks with weapons and structures should be taken to court as violation of these men and woman.

The case is not that the Génocidaires should be dealt with from authorities and the men behind killings should not be punished by the Government or any other piece international legal-body that has the jurisdiction on it. If so then the men and woman should go to international court or a national one that could offer a fair judgement on the causes behind the violations and assess the criminal activity.

Rwanda Paris Court

But what bugs me is the easy way the French and Government of France overturn the Rwandan Government as a sovereign nation to turn their citizens and their eye-witnesses to Paris for the trial to concede the judgement of these two mayors. Not that I am defending the Mayors for their activity, it’s the actions of French I am still questioning.

That is why, why couldn’t the Rwandese if they could collect information on the French involvement and support of the late-President Habyarimana in the turns up-to the genocide. Since the French can now take Rwandese to court in Paris and collect the witnesses from Rwanda to serve these men and woman in the capital of France. There questions about it and if it is justified as the precedence this kind of cases set. As if the French Authorities still can grant them authority to get these people to be eye-witnesses in a court case of actions against humanity in Rwanda and not on the French shores or near Caen. Therefore since this court is not directly based on the Roman Statute or the other ratified laws where the crimes against humanity are involved and control the verdicts of the judgements. So the matter is that if it was so, since this a case that is about crimes done abroad in alien jurisdiction, it might should have been posted in the ICC and not the High Court or whatever name the Court have in Paris.

Rwanda France

It is not that I want the two Mayors to free-men without a court judgement or get the Génocidaires of the Rwandan tragedy to not be tested in Court and get fair trials, so that the men and woman who has actually done their crimes get their punishment. But the way it is done and how it is conducted as long as it talks about Sovereign States and Territory; when coming to court and to be able to conduct justice to its citizens and the condemn the crimes, condone it and make sure that criminals get fair trials before serving time as felons. That shouldn’t be too much to ask. The question is if we twisted the Courts to Kigali instead of Paris, if the French we’re sent to be on trial in Kigali instead of Paris. That should be allowed to ask, as the Rwandan Government and the French Government are both Sovereign States. As Sovereign they have rights, over territory and their citizens and nations are bound to respect these in any sense and be responsible for justice, also over boundaries and borders. And also respecting the international conventions, laws and other ratified accords that set the standards for justice in the State as the Citizens need safety and security; something the state should provide and make sure they have, by the peaceful means and rule of law. Peace.

Press Release: Ugandan minister warns media not to cover opposition protests (10.05.2016)

Jim Muhwezi Press Conference 05052016

NEW YORK, United States of America, May 10, 2016 –  Ugandan authorities should cease attempting to intimidate journalists in an effort to keep them from covering protests, the Committee to Protect Journalists said today.
Ugandan Minister for Information and National Guidance Jim Muhwezi on May 5 warned journalists that any news outlet that reports on opposition protests over the conduct of February’s presidential elections could face closure, according to press reports. Uganda’s political opposition has called for nationwide protests to mark the inauguration ceremony for President Yoweri Museveni’s fifth term, scheduled to take place in Kampala on May 12.
“All live broadcast of defiance activities should stop. Any media house that continues to cover them risks having their license revoked,” Muhwezi, a retired military officer, told reporters, according to Kampala’s daily Monitor. Those who cover the protests on social media could also be punished, the head of Uganda’s Communications Commission said, according to the BBC.
“The Ugandan government must stop trying to bully the media into silence,” CPJ Deputy Executive Director Robert Mahoney said. “Political protests are news and the press has a duty to the public to report on them.”
Uganda’s opposition Forum for Democratic Change, citing local and international observers, alleges that the elections were marked by irregularities and should be held again, according to press reports. Ugandan authorities say the poll was fair, and in late April obtained a court order declaring the protests illegal.
CPJ research has found that attacks against reporters covering the election have produced a climate of fear among Ugandan journalists.

My Letter to President Museveni: “On the Opposition which is silenced days before the Swearing-In on 12th May 2016; and you have become the same as the ones you Rebelled against in the Past!”

Museveni UN 25092015 P1

Oslo, 9th May 2016.

Dear His Excellency Yoweri Kaguta Museveni!

I write to you again as the Uganda Police Force is busy with rounding up and detaining all of these men and woman who are either parts of the leadership in the Forum for Democratic Change (FDC) or members of this Opposition Party. I am sure you heard words on the men and women who are detained on your word, after a loyal judge Stephen Kavuma written-up an interim order of the ban of Defiance in the land.

I know you are preoccupied with making the best and controlled Swearing-In ceremony as possible, while your henchmen and made-men are making their effort to silence all other opposition that can make you look foolish through international press. There are rumours of shutting down social media and banning Facebook and Twitter totally on 12th May 2016. Just as you did in on the Election Day in February in 2016; so you can have the control and send the message that you want the world and your citizens to hear, not some words like mine.

I know I have written hard about you and your regime, and it is been justified. The Justification is now clear as the Opposition are being detained in their homes and even charged with terrorism and getting objectionable charges to spread fear and control the rest of the population; as nobody want to be taken away without their family members knowledge or being detained without warrants or reasons for their custody in the hands of the men of the law.

There are reasons for those actions, you are worried Mzee, you are worried for how these opposition members and leaders can spread the news and views on how society should be. I am talking about this, Mee, a Ugandan society where you doesn’t detail control or usher in the leadership as you do now. Just as you did with the Swearing-In of High Court judges on the Entebbe State House steps earlier today and later in the day had meeting with Kampala NRM Councillors who we’re asking for guidance and their roles under you.

Mbabazi M7 Besigye

As you are the president, the people are yours and they are supposed to follow you blindly. You are the men with vision and they don’t have the vision as you. At that point your right Mzee, they don’t have the vision as you anymore. You have deflected and neglected them and forgotten what the State does and what a Statesmen are supposed to do. A leader is supposed to groom succession and people who are taking over and have the ability to make better result than him. That is succession you have forgotten as the power have totally eaten your soul up and your family up.

The legacy you leaves is not that you ushered Uganda out of dictatorship, you will be remembered for trying to liberate the Ugandans and ending up being the same as before, only difference you got 30 years of rule, while they got one or lucky two terms in power. Dr. Milton Obote and you is much of the same. Idi Amin Dada and you are much of the same as you use Spies and Safe-houses to keep the opposition silent. You use the army to hold the people intimidated and you have rigged the elections. You’re much of the same of the men you took down. Now you are the same as the man you got rid of together with President Nyerere and Obote to Coup D’état the Amin regime. You are now the same as him and Obote, you may not have the absolute killings of Amin, but you have and left many men in shadow and gotten rid of your enemies. Mzee you have done silently and over time, as they had shorter time and fewer morals. Because you started doing it in bush as guerrilla and being a liberation movement gives you an edge; a momentum to give you space to do as you like.

Andrew Kayira P2

There are many dead who is not accounted for and many who has never been on trial for, not only men and woman of the guerrillas that have been created to bring you down, but the men and woman who has become your enemies and suddenly fallen of poison or other special “accidents”, even hit-men hired by not-known persons in due time for the murders of these persons. They are not forgotten Mzee, as all men and woman are equal under God, though you feel extra special and with a magnificent vision, Mr. President.

There are one thing though, you might are able to charge, house-arrest, preventative-arrest and detain opposition. Silence them for a hot-minute, but the legacy and the name you have will not be a name remember for liberation. As you are alike the masters before you or worse, because you knew better and you condemn the actions you are doing now. The man with knowledge, but did not act upon it. You are the leader who knew the contemplated scenario, but never decided not to do anything about it. So certainly the pain and horror of the men and woman who have their life’s in the mercy of police and army, as your orders to silence them, you know exactly how it feels to be a powerless citizen under this type of regime. Still, you do the same without mercy and without questioning.

Cars to RDCs Nambole 05.02.2016

Your Army leaders and your Inspector General of Police follows you decrees and orders to word and execute them with brutal perfection as the Courts are diving into the lawful behaviour you have built up. As the economic malpractices you accept as you can skim the top and make giant funds for the generations of Museveni’s to come. Instead of these funds used to build government institutions as you we’re supposed to do. A forgotten practise and forgotten procedure from your chambers as the embezzlement and the cleaning the coffers so that the men and woman working closest to you can get “free Toyata LandCruiser Prado” to they want to follow your orders. That is why the Regional District Commanders gotten new cars days before the Election and the same with other men who you wanted to silence.

But the money for the Cars and other gifts to get loyalty have to come somewhere… they happen to come from the government funds that was supposed to keep the upkeep of schools and hospitals, but they doesn’t give you loyalty as much as the Police Commanders and Army Leaders who sufficiently keeps the civilians and citizens under tight control. Therefore they have to be paid first and the other can scatter. Mzee, the gig is up and your mind should have been preoccupied by baby-sitting grand-children and not detaining Forum for Democratic Change leadership and activist around the country for phony charges. You should be busy serving matooki to fellow family members not finding new ways of thieving money from the budget of 2016/2017 fiscal year.

Mzee, there is time to step back and give way to new leadership. I know it is not easy as you are making ready to swear yourself in to 7th Term, to run the country in the 30 years to the 35 years in Power and Control the State, the Republic and the Kingdoms of Uganda. You have had your hour.

Hon Ssemogerere in Northern Uganda campaigning

You have had the ability to sell the vision of liberation, but now you’re following the steps of leaders you left behind and beaten with either force or tricks. And you know this as Dr. Paul Ssemongerere could have told the effects of your leadership and what it did to his opportunities to topple you in a peaceful manner… But that train has gone as so many former leaders and men fallen in your time, therefore the President that was new breed with you are either gone or become totalitarian as you. You know Mzee and feel the sting as you are not as respected and honoured as you we’re. That is your own making Mzee and the actions of latest years proves the control and the state of affairs you delivered. Not the ones promised, but the ones you found feasible as it gives you Power and let you keep that.

You can imagine the tales and stories you could have told if you had already left office to somebody else and left in peace. Instead you’re clinging onto Power without question and without impunity. Leaving scourged earth and detained citizens for their political affiliation and not for killings or thieving as the normal prison population have. Mzee the tales are told and your name is now synonymous with dictatorship, dictator, totalitarian, Police State and Oppression of Opposition. Your name does not cling anymore more with liberation, freedom, liberty, freedom of speech, democratic values, progress or industrialization. That must be downer, I know your YES-MEN and LOYAL Cronies would say this to you, but I will, because I don’t fear being thrown into jail or being beaten by your Police Force while trying to get a pass from the Police Officer to be allowed to walk to work. That is something I don’t need as I live in a free society.

12.04.2016 Kampala P3

Mzee, His Excellency Yoweri Kaguta Museveni, I know you would never read this, but hope some of your Citizens does and that it makes them think a second. As the FDC Leader/Activists/Members are detained because of the word “Defiance” and their campaign as a viable Political Party in the country, Mzee, that was not expected of you and your regime.

That your battle against Defiance comes from the man who have proclaimed Resistance, is just mind boggling and feels like mockery of a dictionary. And you know that Mr. President as you are former student at a Tanzanian University in the 1970s. That is why you went from Patriotic Movement to Resistance Movement over time. You did it with a reason back-in-day. You Mr. President have might forget this and the value of the state of affairs you’re in charge of. So the end-game is now that you are in charge of a state apparatus that have a ‘Modus Operandi’ to detain fellow citizens with impunity and take them from their homes in the name of “Defiance” and shut down a Political Party as the Swearing-In day is coming up the 12th May 2016. I never though a man would sink this low to stay in Power… but you have and scores of detained are over 200 men and woman, and that is the few I can calculate, and not the current I haven’t heard of yet. The liability and the feasibility of these actions cannot be strengthening the Nation or your Rule. You are the Commander-In-Chief and the Executive, Mr President and you are without questions arresting fellow citizens for their political place and not on direct crimes.

Uganda 1980 Election UPM UPC

You have forgotten why you came into power, or the power ate your soul and took your heart, your mind and the ethics you spoke of in the bush. You wanted to be the kingmaker, the Nyerere of your time, you wanted to be the man people remembered with nostalgia and honour like Mandela, instead you and President Mugabe will not be remembered for the liberation of the countries from tyranny, but will be remembered for the liberators who turned into the worse Tyrants then ones before them. Why? Because you knew the pain and the suffering under the men and woman before you; an you knew the heart-breaking defeat and discouraging election rigging, still your machinery does now the same to fellow citizens of the country. So President Yoweri Kaguta Museveni, the tale and the mercy of the land, the oppression and the dictations of orders from you to uphold the rule and control of the land have in the eaten all of the things that could have made you great. Instead you’re the cancer and the one that kills the institution and opportunity to rebuild and create a better future for the Ugandan nation. You embezzle and oppress people, get state to silence the media and stops the truth from being free, as the truth is hidden the lies that comes from the State House and is the official communique the State gives out. Peace.

Best Regards

The Writer of MinBane.

Kasangati Statehouse: Besigye is still on house-arrest as visitors are detained while trying to see the man; while also showing the reason for why Harold Kajja was detained at FDC HQ earlier in the day!

Kasangati 09.05.2016

There is now reported that around the Forum for Democratic Change (FDC) leader Dr. Kizza Besigye have now a total shut-down of visitors again. The Police Force has decided to stop anybody from entering his home and the ones trying is detained by the Police. All journalists are dispersed from the area…

Dr. Kizza Besigye said this yesterday:

“All my visitors are being turned away by the new “owners” of our home since morning. We shall defy this impunity to the end!!!” (Besigye, 08.05.2016).

The amount of people that have been taken into custody is in the staggering amount of 50 people and the Police detain them all. So the ones who try to get to Besigye at this point is now detained. That should be warning at the signs of control that the Police wants to have. DPC Kasangati James Kawalya must have enough to do and busy days of late. Hope he get his paycheck on time, as civil servants usually get it late…

On other news, the reason for why FDC Secretary Harold Kajja was arrested at FDC Headquarter at Najjankumbi earlier today!

FDC HQ 09.05.2016

“This is what the Kampala South Regional Police Commander, Andrew Kagwa said of the arrest.

“[There’s a person we picked from there [FDC], the rest the law will take its course. As a police officer I have powers If I suspect that you are about to commit an offense, I arrest you. We have made an arrest but I really don’t know specifically, even if you ask me his name, I don’t know who is but we shall know the person who was arrested later” (Observer.co.ug, 09.05.2016).

This happens while also documents, computers and all the other material at the FDC Headquarters are been confiscated by the authorities as they are no proving what I been saying for a while. They are now officially a unlawful organizations, who are by decree an illegal entity that is not a political organization as the Interim Order abolish this party and their organization. So the Party is now totally illegal with full effect and no mercy. As the NRM only let the silent and little meager political hold-on until they speaks out against their regime or trying to go against them.

Mugisha Muntu Invitation Swearing in 2016

So the level of arrest and reason is in the wind as the charges and the Police arrests the Forum for Democratic Change, because they are affiliated with the party and want to silence the opposition in the days into the Swearing-in at Kololo. The Post-Election climate shows the level of impunity and access of liberty in the country for the citizens and the men who is not loyal NRM cronies or part of the NRM elite. The ones who work for change and for democratic values might end-up in the chambers of prisons cells, while the National Resistance Movement continues to embezzle state-funds and inviting fellow totalitarian leaders to their shores to make the best out of the coming event.

Tororo FDC 19.01.2016 School P2 Paya

Let it be known that the event that NRM throws to themselves are greedy guts who can’t even supply the people steady progress in Health Care or Universal Primary Education as the medicine, equipment, salaries or even buildings are standing as the pledges of the three decade long rule have not beard fruits. So the tree that was supposed to be good and be ready to be ripe, is dying because the government have stolen the water and the shaded the sun. I know this is a picture, but the image I am portraying is the way the government have embezzled and taken government funds for themselves, not to procurement for needed investment in institutions the government is in charge of.

That is enough for now. Peace.
