I know it is supposed to be celebration of 30 years of NRM rule in Uganda. I have discussed the economic situation and democratic deficit now and then. Today I write about something I have thought about for a long time and think is necessary to be told. Never enough as long as President Museveni is a leader and also President Kagame and the son-of Laurent, Joseph Kabila in Democratic Republic of Congo. There is a dark history in the way President Museveni took power in Uganda and right after. Here will not directly tell about the atrocities between the UNLA and NRA. There we’re massive breaches in the middle of the civil-war. This here will be snippets of histories from both former loyal men and documents that have been released recently that we’re not public before. They tell how Museveni ushered Kabila, used force to earn wealth for himself and Uganda, how he gave way to Kagame after he helped Museveni gain power in Uganda, And lastly a little story about the recent adventure of Museveni in South Sudan as loyalty to President Kiir. Some tricks doesn’t die easy, as long as he gain something with the use of arms and guns, President Museveni will take it. Take a look!

Gen David ‘Tinye’ Sejusa revealed this murders as ordered by Museveni:
“That after accusing Gen Kazini of sending money to elements of the SPLA, Museveni “ordered his execution by procuring the services of a 6ft 6in man to murder Kazini”. He went on to say: “Forget that trash of [Lydia] Draru. In case of Kazini, again some forex bureau, originally said to belong to Gen Kazini, but [which] actually belonged to a known relative of Museveni, was later to be used to pass the money for the payment of the executioners of Kazini, to the accounts of the assassins.” (…)”He said: “For those in the know, again Andrew Kayiira was said to possess money before he was gunned down by Museveni’s goons.” (Gombya 2013).

Human Rights Violations right after the Bush-War:
NRA embarked on revenge against people from Acholi, Lango and Teso; and second, the collapse of discipline within the NRA coincided with insurgencies in the North and East. Both the NRA and thevarious armed groups in the areas continued to attack and kill civilians. As a matter of fact, the same strategies of gross violations of human rights the UNLA had used in the Luwero Triangle and West Nile are being used by the NRA in these areas. Hospitals, schools, churches, granaries and houses have been destroyed by the the NRA. The insurgents have likewise looted, raped and murdered people from their own home areas. (Otunnu, 1992).

Killings in 1993:
“There is no evidence that the Government sanctioned political killings in 1993. There were, however, reports of extrajudicial killings. For example, on June 21, police and internal security officials arrested four intelligence officers accused of murdering two prisoners in Iganga district on June 7. The case received considerable media attention. Two of the four accused officers were released without charge; the other two were being held in Makindye military prison without charge at year’s end” (U.S. Department of State, 1994).

Museveni support of Kagame:
“Despite Museveni consistence denials, Uganda has given the RPF military support since it began the civil war in 1990. Kagame, a Tutsi who headed Ugandan military intelligence before taking over the RPF, served closely with Museveni in Ugandan civil war” (EXDIS, 1994). Mr. Claver Kanyaryshoki reminiscing: “In September 1990, precociously on 11th September , a three party summer was organized between MOBUTU, HABAYARIMA and MUSEVENI to control the borders of his country and to avoid the invasion of other countries. On that occasion, they issued a declaration signed by the three heads of state that was meant to prevent the destabilization of a neighboring country from Uganda. As the threat became clearer despite all these efforts, president HABAYARIMA sent his foreign affairs minster to MUSEVENI on the 24th September to tell him that the attack was imminent. MUSVENI reiterated that these were rumors. He let HABAYARIMA know that: “he did not to lose single second of sleep thinking about an attack from Uganda, as this would never be the case as long as (MUSEVENI] would hold power”. Later on, MUSEVENI claimed later on the same day he met Fred RWEGEMA, after receiving the Rwandan Minister Casimir BIZIMUNGU. He said he calmed down the Rwandese. However, in fact his meeting with RWEGEMA was intended to put the finishing touches on the details of the invasion. MUSVENI was to attend A UN Summit on the rights of the child in New York. He knew he would not be around and wanted that he operations be carried out in his absence. By doing so, he would then pretend to be innocent or not aware of them. This is an old habit in Uganda. Even in October 1982 with Rwandese nationals were deported, President Milton OBOTE was by any chance away in Italy” (Unofficial OTP Translation, 2006).

Museveni fallout with Laurent Kabila because of business:
“At first, in 1997, Uganda seemed ready to tolerate many of Kabila’s shortcomings if the new president of the DRC would address bigger economic issues, such as US$2 billion road linking Uganda and Kisangani and the need to train police and anti-smuggling units. Both Rwanda and Uganda had hoped that by helping Kabila take power, they would ensure security on their borders and also benefit economically from North Kivu’s natural resources including minerals, gold and diamonds. By May 1997, Ugandan businessmen had jumped into the fray, selling everything from frozen chicken to plastic mugs to Congo. But Kabila had other plans. The Kisangani project also never materialized. This lack of interest on Kabila’s side to open up Congo to Uganda’s business interests was a critical blow to the relationship between Museveni and Kabila” (International Crisis Group, 1999). “Kabila was assassinated on 17 January 2001, the date set for commemorating the 40th anniversary of the death of Lumumba, whose successor he claimed to be. No light has ever been shed on this crime either” (Garreton, 2008).

The plundering under Museveni in 90s in the DRC:
“At the request of the panel, the Ugandan authorities provided extensive data, including production and export values for agricultural products such as coffee, cotton, tea and tobacco. In terms of minerals, the data also cover gold and coltan production and export figures” (…)”The gap between production and export could originate from the exploitation of the natural resources of the Democratic Republic of Congo” (…)”Ugandan gold export does not reflect this country’s production, levels but rather that some exports might be “leaking over the boarders” from the Democratic Republic of Congo. The central bank reported that, by September 1997, Uganda had exported gold valued $105 Million, compared with $60 million in 1996 and $23 Million in 1995” (…)”Second, the data from the Ugandan authorities are silent with regard to diamond production and export” (…)”These diamond exports are suspicious for many reasons: (a) Uganda have no known diamond production; (b) Diamond exports from Uganda are observed only in the last few years, coinciding surprisingly with the occupation of the eastern Democratic Republic of Congo” (…)” (c)” (…)”external observers on the need to control the rich diamond zone near Kisangani and Banalia” (UN, P: 19, 2001).

Museveni’s adventure in South Sudan:
“Observers question how deployment of Uganda’s army, the Ugandan People’s Defence Force (UPDF), in South Sudan is paid for and who profits from it. At the beginning of the war, when Juba’s fall to the insurgents was a possibility, some of South Sudan’s national reserves as well as senior politicians’ assets were sent to Uganda” (…)”8 A return to intense combat or a protracted war in Uganda’s areas of operation would raise the financial and operational costs of the deployment. Afterthought:
I don’t think I just discuss this deep subject to much. The stories and history tells enough and also the sadness of what the Ugandan Army has done after NRA/NRM took power in Uganda. This here is tales and stories of the darkness and shadow of President Museveni. Not only economic destruction in Uganda to personal gain, or democratic deficit to keep himself in power, this here is how he lived by the guns to keep loyal leaders in the neighborhood and also gain riches while looting the DRC. The first president after independence from Belgium in Democratic Republic of Congo was assainated on this day in 1961. That is why I have this post on him today as  rememberence of him. Because we should not forget his contribution to equality and freedom in DRC.  That is why I will add on his last letter written on 4th January 1961 from Thysville prison, the letter was sent to Special Representive A.M. Dayal, here it is:

Mr. Special Representative,
On December 27 last, I had the pleasure of receiving a visit from the Red Cross, which occupied itself with my plight and with the plight of the other parliamentarians imprisoned together with me. I told them of the inhuman conditions we are living in.

Briefly, the situation is as follows. I am here with seven other parliamentarians. In addition there are with us Mr. Okito, President of the Senate, a Senate employee and a driver. Altogether there are ten of us. We have been locked up in damp cells since December 2, 1960 and at no time have we been permitted to leave them. The meals that we are brought twice a day are very bad. For three or four days 1 ate nothing but a banana. I told this to the Red Cross medical officer sent to me. I spoke to him in the presence of a colonel from Thysville. I demanded that fruit be bought on my own money because the food that I am given here is atrocious. Although the medical officer gave his permission, the military authorities guarding me turned down my request, stating that they were following orders from Kasavubu and Colonel Mobutu. The medical officer from Thysville prescribed a short walk every evening so that I could leave my cell for at least a little while. But the colonel and the district commissioner denied me this. The clothes that I wear have not been washed for thirty-five days. I am forbidden to wear shoes.

In a word, the conditions we are living in are absolutely intolerable and run counter to all rules. Moreover, I receive no news of my wife and I do not even know where she is. Normally I should have had regular visits from her as is provided for by the prison regulations in force in the Congo. On the other hand, the prison regulations clearly state that not later than a day after his arrest a prisoner must be brought before the investigator handling his case. Five days after this a prisoner must again be arraigned before a judge, who must decide whether to remand him in custody or not. In any case, a prisoner must have a lawyer.

The criminal code provides that a prisoner is released from prison if five days after he is taken into custody the judge takes no decision on remanding him. The same happens in cases when the first decision (which is taken five days after a person is arrested) is not reaffirmed within fifteen days. Since our arrest on December 1 and to this day we have not been arraigned before a judge or visited by a judge. No arrest warrant has been shown to us. We are kept simply in a military camp and have been here for thirty-four days. We are kept in military detention cells. The criminal code is ignored as are the prison rules. Ours is purely a case of arbitrary imprisonment. I must add that we possess parliamentary immunity.

Such is the situation and I ask you to inform the United Nations Secretary-General of it. I remain calm and hope the United Nations will help us out of this situation. I stand for reconciliation between all the children of this country.
I am writing this letter secretly on bad paper. I have the honour to be, etc.

It’s hard for me to write this in all seriousness. Since I writing about an African President whom himself said this in 1986: “The problem of Africa in general and Uganda in particular is not the people but leaders who want to overstay in power” (Ross, 2011).  The President in particular is His Exellency Yoweri Kaguta Museveni, the President of Uganda for 29 years and counting!

Mzee said this in 1980 while running as a presidential candidate:

“Using a government position to a mass wealth is high treason. If the UPM is not going to be supported because it denounces such methods of getting rich, let it be”.

This he said while campaigning in Bushenyi and Mbarara districts(Weekly Topic, August 27. 1980).

So Mzee have  had a few points back in the day and knew this was an issues. Now he deflects  them to the extreme, to a point where it nearly get’s boring. Still here is his recents comments on the matter of riches and staying in power.

This was what Mzee said in November 2015:

““I have my own job at home of keeping cattle. Why would I stay when I have been defeated in the elections? I am not power hungry but I have missions to accomplish. I can’t leave without finishing with them” (Kazibwe, 2015).

Well, he has promised to step-down before, doubt he means this for long or even if this utter words was sincere other than for a show. This was for show from Mzee because of the coming Papal visit in Uganda (all seriousness the visit happen around 2 weeks after this interview). Well, let me continue on what he has said over the new-years and his ordinary modus operandi. When the pope has left the country and he could do what he normally do!

Mzee saisd this on 5th January 2016:

“I have been hearing people accusing me of sticking around; that I don’t want to leave government. Why would I want to stay in government?” (…)”First of all I am a very rich man. I have a lot of wealth and therefore it cannot be riches that I am seeking in government” (Waswa, 2016).

Well, you have in been in power since 1986. That is sticking around for a while in government and as executive power for nearly three decades. We know you are rich you have a giant farm in Ankole, you and your families own a dozen businesses, some hotels and even some transport businesses as well. You started earning big bucks on transport under the DRC war in the 90s, but that is a nearly forgotten chapter for you and your brother Salim Selah, right? Still you’re in government because you fear what will happen if you leave it. Especially when there is oil-money soon coming into the accounts of Uganda and you want that slice to. The minerals and wood from Kisangani will be small-fry a bogoya. Well, we know about that and as your businesses and family businesses can be lost if you leave government. Therefore you want to secure those, it is a valid argument to stick around in government for wealth as man men make their wealth that way, one of the reason why you went to the bush to eradicate corruption and embezzlement. Well, that chapter is also forgotten and loyal cronies is more and more important therefore we have NRM-Independent and NRM Flag-Bearers in the coming elections, this is new and the NRM-Independents are breach of inner-party law. We know it is okay as long as Mzee,says it’s okay; he even pays the fees for the NRM-Independents to the Electoral Commission. This is to gain their loyalty as well as the ones the members picked in the district and sub-county. That is beautiful right? So, that is the reason why people wonder why you stick around and what can you do now that you haven’t already done? Still, let’s continue to the 10th January 2016.

Mzee said this on 10th January 2016:

Now he is proclaiming that he has made a country into a banana-plantation, where it is finally bearing fruits. That means sweat bananas with good yields. That must be from the mustards seed he planted in 1986. Wait, this isn’t a mustard farm, but still the metaphor can be extended to the Banana farm. Yes, he has made the country into a Banana farm or should I say a banana republic. Now that all of that was daft, but the point is clear.

The economic state is getting dire in Uganda, the loans rate on the government budget is going up while the aid and donor funds goes down. While the oil-price lowers before the oil-monies are getting in. The sale of coffee is growing but it has not the yielded price on it neither is the sale of the tea. Like they are not producing enough sugar for consumption and have to import from Kenya.

IMF in July 2015 wrote in their report this: “Short-term benefits of the oil price decline have been less pronounced in Uganda than in other countries in the region. In the past nine months, petrol average pump prices have declined by 10 percent in domestic currency”.

He surely isn’t done by seeing all the campaign teams struggling with the villages roads his been building since 1986. Since FDC Campaign Convoy have been stuck in Rwenzori and in certain northern districts, while Mzee himself needed a military vehicle to be able to get to campaign rallies in Abletong. Well, the Banana-plantations don’t need a good road as long as the banana gets to market?

Or is it the growing amounts of districts, sub-counties and municipalities? Is that your proud work to make sure that that every corner of the country have a local council to control 1000 people and have loyal payment from you?  That seems like the final goal while going through your banana-plantation. In 1967 there was only 18 districts, by 1989 where already 34 districts and 150 counties. By my reckoning in late 2015 there are 111 districts and 167 counties. So the numbers has grown staggering amount of districts and steady rise of counties. Was this the big plan in 1986 make sure that there 3 times over district then when you came to power?

You might feel that you’re in the forest and not really in the mellow place of the banana-plantation since the situation economically, infrastructure, youth-employment, industrial-development, police-violence and so on. There are much darkness in the forest and not any sweat yields of the banana-plantation. The development that you have left is surely questionable; secondly the legacy you’re leaving behind is not the ones you wish you had. You could have been a man who led to real progress and stand for something new.  Instead you’re the same old tribe of African leaders who overstays in power and does let other people rule.

The economic state, together with the lower prices on coffee and oil should be worrying. Together with edged prices on imports as Uganda imports are higher than their exports. The weaker currency and higher inflation makes the trading barrier even higher. There are so many signs that the general election together with the laws that parliament passes gives more and more power to the Executive and his regime. Ever since Public Order Management Act there been more and more laws who gives the government more stronghold over the public instead of giving them freedoms and opportunity to evolve and think on their own. The laws that gives the government carte blanche to borrow money through the new Public Finance Management Act; one section of this law says this: “Amendment of Section 36: (5a) In addition to subsection (5), a loan raised by the Government as a temporary advance by the Bank of Uganda, which does not extend beyond a financial year shall not require to be approved by the Parliament” (P5, 2015, PFMA). That says how the government can initially use the Bank of Uganda as an ATM, was that the problem you had in the forest or the fruits your having yield on the banana-plantation?

I know that you have no plan of stopping being in power, I am just wondering when you actual thought of leaving since you have been there as long as have lived. Something not many Presidents have done except your friend in Zimbabwe, and maybe aquatints like Paul Biya in Cameroon, and Teodoro Obiang Nguema Mbasogo of Equatoral Guinea. But hey, they are from francafrique countries so I only expect you smile at them when you arrive at African Union meetings in Addis Ababa. Since they know and you know that all the fellows who meet with decades ago are no longer there.

We know that what you said before new years are utter rubbish since you have promised before to step down and haven’t. That has happened before 2001 and before 2006. Even before you got the multi-party system back into place; Gen. Benon Biraaro said this early part of his campaign in 2015: “When we captured power in 1986, Mr Museveni promised to rule for only five years and after he will go and look after his cows, I never knew his cows would be Ugandans”.

Surely, if his still is in the forest or in the banana-plantation or even with his cows in Ankole, it is for certain he is still the executive power and will do what he can to keep that in 18th February 2016 or make sure the counting is fixed to measure the right way. Mzee will make sure that the counting of the ballots from the Electoral Commission declares him the President, AGAIN! If not he has prepared the police with a bucket full billions of shillings for post-election violence. So he must have looked in the darkness of the forest and worried for the outcome. In the sense that he smells the people are not his anymore. They do not follow him blindly and let him guide them freely. The banana-plantation is not as peaceful as it once was; This means that Mzee is not directly entitled anymore, to get the fruits of the plantation without any questions, from the people who are working on it. Peace.

U.S. Gov. condems Rwandan President Kagame; Proves the double-standard; It’s okay for the U.S. ally President Museveni and wrong for President Kagame

We live in interesting times. The U.S. Government has condemned the Rwandan Government for giving the opportunity to have a third term for their President Kagame. President Museveni did the same in 2004 and the U.S. Government at that time couldn’t care or give two cents since him where their loyal ally. We didn’t hear anything last year when President Nkurunziza added to his two terms and only we’re late to the party when the news of the election-violence and assassinations came to broad light than the tune changed.

The same nation and government that supported the now deceased Mobutu Sese Seko in Democratic Republic of Congo then called Zaire. He we’re in charge of the country from about 1965 to 1997; when Laurent-Desire Kabila together with President Kagame’s and President Museveni’s armies; brought down the American sponsored and supported dictator. Who they needed through the cold-war to have a presence in the area, and not give that away to Soviet. We’ll they didn’t give him an army worth anything; when his neighbor countries invaded and took him down. That is just a sidebar.

Since the U.S. have supported dictators when they have needed them. The irony now for attacking Paul Kagame for doing his thing to get a third term seems a bit farfetched. We can see that U.S. trying to do something worth a damn in the area, since they have recently visited Kenya and Ethiopia. Well, recently U.S. reacted to Burundi President Pierre Nkurunziza violence against opposition after an election for a third term and also going against the 2000 Arusha Peace Agreement, that we’re accepted by the courts as the first term; we’re accepted as adnominal since he was voted to power by parliament and not directly by the people! Even so, the public demonstrated and still is in turmoil and violence ever since March 2015 and we are in January 2016. The only thing U.S. did we’re to cut them from AGOA and that is zappy and looking meaningless in the big picture. They did not even have the ammunition to say it was wrong from the get-go for President Nkurunziza, surely because he is from a zip-code even the U.S. can’t care about.

U.S. Reaction on the 19th December 2015:

“The United States is disappointed that a referendum was called on short notice to amend the Rwandan constitution and introduce exceptions to term limits. While we commend the people of Rwanda for peacefully exercising their civic rights, we regret that the arrangements for the referendum failed to provide sufficient time and opportunity for political debate on the merits of the proposed provisions” (…)”The United States continues to be concerned by long-standing restrictions on peaceful assembly, association, and free expression in Rwanda. We urge the Government of Rwanda to enable the full and unfettered exercise of these fundamental freedoms as the country moves toward local elections in 2016, presidential elections in 2017, and parliamentary elections in 2018″.

This must have touched some nerves… So here is what he said back to them after the new-years.

So, the track record of recent is not beautiful. That President Kagame answers on twitter back we’re he was answering the U.S. Reaction on the 4th January 2016:

“So,…’diappointing?’ as a people and a leader/choices?? Uhm …it hurts!!! I promise we don’t intend to disappoint…esp ourselves!!”.

The issue is really, why the international bandwagon is reacting to him and not to all the other ones who keeps steady and sitting in power until death. Like the brother in Cameroon, Equatorial Guinea, Zimbabwe and Sudan. The world is not reacting to the change of laws to make it happen in Democratic Republic of Congo where the son of Laurent-Desire Kabila, Joseph Kabila who does what he can to have a third-term as a president in the DRC. He seems he can move in silence and as he please not even the foreign affairs brother from Belgium reacting as he have done so much when it comes to Burundian President Nkurunziza. President Kablia seems like somebody who is not worth stressing about even when the news came out last year and the public reacted with #Telema demonstrations.

While the nuisances’ towards Rwanda and President Kagame seems like a doubled game, because you haven’t given a rats ass before and now you cry foul. I wonder if they will say anything if President Salva Kiir Mayardit stays in power after his second term of 6 years that will stretch to 2017. Since he have been in power of the nation since 2005 and when he continues from 2017 it will already be 12 years and with one more term will get 18 years; and that is a long time!

President Kagame has been in power for a long time and people should be allowed to question his actions. Rwandan government and country is sovereign. As the same use of sovereign state Burundi have used against having an AU Peacekeepers in the country because that will take their freedom and justice as a nation because they can handle the turmoil internally. President Nkurunziza says so and the international community doesn’t speak up against that.

U.S. Government might have forgotten that Franklin Delano Roosevelt had three terms he was in power from 1932 to 1945. He would have if he didn’t die of health problems actually could have served a fourth term. Unprecedented in American history, still it proves they can do it to!

And when they need somebody they can support them even when they are undemocratic, but the U.S. doesn’t need President Kagame. They do not fear the turmoil of Burundi even though the Inter-Burundian dialogue that happens in Uganda, issued and led by the President Museveni. Who have no plan to step-down even though he have run the country since 1986. He follows suit of former fellows. President Museveni would if he could; Help out the son of Jomo Kenyatta and get a bigger suit in East Africa. President Musveni might even give him lessons on how to keep power in Kenya to President Uhuru Kenyatta; who is currently working on his campaign and party structure of the new Jubilee Party in the country. Preparing for a second term and campaign to secure that! Nothing is meantioned about the issues of the growing tension, the embezzlement and the corruption in Kenya; That is not an issue for the U.S. Since they need Kenya to fight Al-Shabab as well! Therefore they let all the other issue to the side.

President Museveni is allowed to do as he need and can. The U.S. would never say anything crazy unless he bans the gay community and put fire unto the “Anti-Gay-Bill” again! President Kagame can be taken and punished since he doesn’t have a role to play that U.S. need. President Kabila in DRC trades rare-earth minerals and other commodities cheaply so if he wants to stay; hell; he can stay! President Nkurunziza is only an issue when starts to harass and assassinate people in his own country, if he we’re silent about it, the U.S. government would not care. But President Kagame is the issue. Hope there anybody else who see something wrong with that picture?

We have all heard rubbish before from Mzee. Yoweri Kaguta Museveni has been speaking with power before. This is nothing new. This is actually normalcy. If he didn’t address the matter like Abim Hospital visit, he wouldn’t be his normal self. He can’t help himself.

We know that all three is veterans. They all served under the army or battalions of either rebels or governmental forces. Even if we go back to the now governmental forces; that are now the former rebel forces, that is going back to 1980s.

We know that Yoweri Kaguta Museveni have been in army since 1970s, even Dr. Kizza Besigye have become a colonel, Mughisa Muntu who became a General in the same army. Yoweri himself became only a lieutenant. And he claims to be more than them. That is kind of ridiculous. That is not what the matter is about!

The matter remains on one single fact. Veterans are supposed to be supported after fighting for the causes of their nation, armies and their expected time spent serving their nation. It is a way of securing moral authority and validity of the nation by paying back to the citizens who pick up arms.

A national leader and head of state will know the value of their armies. Even the great dictator Robert Mugabe or Bob of Zimbabawe do. Recently the only paid civil servants are the army personnel, not teachers, bureaucrats or other state officials. That is because they have army training and can point guns. They can make a coup d’état or overthrow a regime. That is why certain individual leaders decide to be gentlemen with their armies and keep them happy first, to secure their power.

That is not always the way. Yoweri Kaguta Museveni is different recent reports tells a story of his army in the AMISOM mission in Somalia have not been paid for 9 months. Their wife can have a baby in the time they are out in the field and still not wage for their duty. That should lead to mutiny in the field. Though that news would not come out, unless there we’re reports from eye-witness through social media, because the press sending news from Somalia is payed and secured by the agents of the states who have armies as a part of the AMISOM. The matter why I say this? Is simple! When the leader of the day doesn’t really sufficiently pays the armies who fight for him now? Why would he pay the ones who are done serving him?

Mzee can say that he is more of fighter then the two FDC leaders, still doesn’t make it right. Secondly he can say that he isn’t paid for his duties as them. That doesn’t make his argument right. As the head-of-state for 29 years, he had time to fix the issues and secure funding and funds to foot-the-bills and make a difference on the matter if it really did matter to him. Instead he has secured business for him and his family. Made sure his farm has gotten more cows and gotten bigger private planes and car-park. Not securing funding for veterans or payment for salaries of the armies of today. That is beautiful like a masterpiece of thieving, not being a statesman. Something Mzee should be by now. He have had the time to leave the legacy. Instead he have been thieving and taking money through special programs. NSSF and other have been embezzled for ages. That is how he has afforded to this business.

That is why Mzee haven’t been too busy building out hospitals or medical systems. Since he can now afford to travel abroad with him and his family to be healthy. That is the life of the president. Who can himself travel to Saudi Arabia, United Kingdom or anywhere else to secure health care, why build your own countries health care when you can pay abroad for the care with the tax-payers money.

Mzee have surely kissed his own ass and served himself well. That the statehouse in Entebbe is the state of the art, house in Nakasero hill is a fortress and his farm have more equipment then a American Southern farm of the same size. He surely doesn’t need veterans pay. As so many of the other men who fought the same wars as him or the ones who fought for him after in DRC or recently in South Sudan for that matter. Well, they are just common folk, you only need their vote and that they vote for you know and then. Well, they don’t need a secure lively hood, they are just common folk, and they can fix that on small plots with the hoes they are not getting from you! Because you can’t allocate funds for that either!

And that is none! Be proud of you none pay of veterans salary; While you have embezzled more funds than letters in the bible. To be honest it is kind of impressive and sad at the time! So with your magnificent lifestyle you can’t compete with the common man who fought for you and deserve creditials and compensation for served time. They are the ones that need so, not you, you Mzee have already taken enough and eaten enough. And you should stop taking your armies for granted. The European Commission has today released €5 million in new humanitarian assistance to help the increasing number of Burundians affected by the ongoing instability in the country.

The European Commission has today released €5 million in new humanitarian assistance to help the increasing number of Burundians affected by the ongoing instability in the country. The additional support brings total Commission humanitarian aid to help the Burundian people to €14 million in 2015.

More than 220 000 people, over half of whom are children, are estimated to have left the country since April this year to neighbouring countries such as Tanzania, Rwanda, the Democratic Republic of Congo (DRC) and Uganda.

“The humanitarian situation affecting Burundians is worsening. The refugee numbers are rising, with almost a quarter of a million people having now fled their homes. This is extremely worrying – both for Burundi, and for the neighbouring countries whose hosting capabilities have been stretched to the limit. Hosting government’s efforts in welcoming those who fled the violence are commendable. This additional EU funding will help address the refugees’ most pressing needs, notably in Tanzania. It will also contribute to humanitarian protection activities inside Burundi.” said EU Commissioner for Humanitarian Aid and Crisis Management Christos Stylianides.

The most urgent humanitarian needs to address remain shelter, water and sanitation, as well as health assistance to stop the possible surge of diseases and epidemics, notably cholera.

Background:

Following the announcement on 25 April 2015 that President Pierre Nkurunziza would seek a third mandate, provoking serious political division, Burundi has undergone a sustained political and security crisis  – this crisis brought with it a surge in the number of refugees.

Tanzania has received the highest number of Burundian refugees so far (nearly 117 000) mostly to the Nyarugusu refugee camp, which was already hosting some 60 000 Congolese refugees. Nyarugusu has consequently become one of the largest and most overcrowded refugee camps in the world. While two news camps are under construction to decongest Nyarugusu, living conditions there continue to be dire. Hundreds of people still live in overcrowded mass shelters months after their arrival, while wet floors and cramped conditions increase risks of respiratory infections and waterborne diseases.

Two weeks of disrupting the campaign trail of the Go-Forward/TDA candidate Amama Mbabazi

In the last ten days there been various reports on how the NRM is staging and making it harder for the Go-Forward/TDA Presidential Candidate Amama Mbabazi. We should by now the history that Amama Mbabazi has in the NRM and he is now contesting against his former ally Yoweri Kaguta Museveni, the President since 1986. Feels writing that is just a boring repeat, but doing it incased you have missed it.

We are now in the middle of the campaign trails for all the presidential candidates. Some are more in the shades and other are in the spot light. Amama Mbabazi is one out of three who the main ones are; the others are Yoweri Kaguta Museveni and Dr. Kizza Besigye. We all know that these three has history between them. But that is not what this piece about.

This piece is a timeline of actions and reports that has surfaced from the Campaign trail. There is visible bad blood between NRM and Go-Forward. It’s like the NRM and their regime fears the knowledge of Amama Mbabazi. Therefor it starts with clashes between NRM supporters and Go-Forward agents clearing the venue for a rally. There been other questionable actions that have been agents of NRM paying and ordering police to close of areas where the Go-Forward camp was supposed to hold their rallies.

At the 5th December events during the campaign trail of Amama Mbabazi who is the TDA and Go-Forward Joint Candidate his security agents who were going to venue was maliciously attacked by NRM supporters, if that wasn’t enough election violence the police of the area stepped in support of the NRM supporters. So there were serious clashes.

At the same venue in Iganga to prove their loyalty to Amama Mbabazi there was NAADS secretariat that has deflected from NRM to Go-Forward. There initial movement indeed.

On the 6th December NRM members deflects to Go-Forward:

“Amama Mbabazi has today received a number of NRM membership cards from supporters in Buzaya, Kamuli who say have defected from the ruling party to back his ‘Go Forward’ campaign” (NBS TV, 06.12.2015).

7th December:

“Some of Gen. Henry Tumukunde’s operations to sabotage Mbabazi’s campaigns could be scaled back in December, especially as hints increase that he and others using strong-arm tactics could be listed for prosecution by the International Criminal Court or at least subjected to travel bans by certain western countries sympathetic to Mbabazi” (Kampala Express, 07.12.2015).

8th November – Museveni lashes out:

“President Museveni has lashed out former premier Amama Mbabazi, saying that he no longer has power over the ruling party” (WBS TV, 08.12.2015).

10th December reports from Amama Mbabazi camp was this:

“The Go Forward campaign team of independent presidential candidate Amama Mbabazi has asked the Electoral Commission (EC) to exercise its mandate and stop individuals and groups who disrupt his campaigns” (Daily Monitor, 10.12.2015).

10th December there was reports coming in that the local RDC in Kabale was paid to pay people not go to the Go-Forward Campaign in the area. The local police was going into the villages and doors to door paying the locals not to go. This money came from the NRM campaign fund and initially paid through the NRM chief Henry Tumukunde who was in charge of this smear campaign.

10th December:

“Hope Mwesigye, the Coordinator of the Go Forward campaign team in Kabale says the posters were pulled down on the orders of the Resident District Commissioner, Darius Nandinda” (88,2 Sanyu FM, 10.12.2015).

11th December this happened around the trail of Amama Mbabazi:

“Police deploy heavily at Kabale Hospital following reports that presidential candidate Amama Mbabazi is planning to visit it today. Area police insist Mbabazi has no permission to visit the health facility. The hospital gate is closed but patients are being allowed to access premises” (NBS TV, 11.12.2015).

Some more reports on the 11th:

“Shortly after Mbabazi’s arrival, the Police Officers on duty ordered for the closure of the Hospital gate and drove off leaving behind unarmed men. Mbabazi walked to the gate but couldn’t get through since it was locked” (Elgon FM 101,4, 11.12.2015).

“At The Hospital.NBS TV Reporter Bahati Remmy Was Locked Up By Police In One Of The Hospital Rooms For Some Good Time But Later Released (Greenfield Radio, 11.12.2015).

Fourth Report on the 11th:

“Mbabazi started his campaigns in Kabale district yesterday and addressed several rallies in the counties of Rukiga Ndorwa and Kabale municipality where he also threatened to deal with the Kabale deputy resident district commissioner Denis Nzeirwe for blocking his supporters from attending his rallies” (93,3 KFM, 11.12.2015).

NRM response to Amama campaign:

Justine Kasule Lumumba said this: “independent presidential candidate Amama Mbabazi cannot perform because he will have no members of parliament in his government.

Addressing NRM Mukono district flag bearers at Mukono Boarding Primary School, Lumumba has scoffed at some of the presidential candidates who say they will sell off government assets like a presidential jet and cut the state house budget to reduce government expenditure, saying this can only be done through parliament’s approval. She has also threatened to expel historicals like General Kahinda Otafire who have chosen to go independent if they do not abide by the party regulations. At the same meeting Lumumba denied media reports that she received 800 billion from the party for the campaign programs. She says “that is not true because many of her staff have not been paid and many party district offices have had issues with rent since August” (93,3 KFM, 11.12.2015).

Afterthought:

This here just proves that NRM can’t handle proper campaigning of opposition. They don’t things to Joseph Mabirizi or Gen. Benon Biraaro because they are so far off as real contenders this coming 2016. There is different with Amama Mbabazi and Dr. Kizza Besigye.

Amama Mbabazi seems to be the villain for Mzee. Therefore he has to do everything in his power to destroy his campaign trail and make it harder to “set up shop”. NRM really fear Amama Mbabazi and it shows. That is why the Mzee and his party try at every turn to discredit or maneuver in a way that supposed to make it worse for the Go-Forward camp. Instead the aftermath of it makes them look like silly! NRM and President Museveni is not showing their democratic behavior if they have any when they pay locals to not attend and threaten them with police going door to door to keep them away from the venues. That is just wrong. The reports is not the usual that NRM pays for people attending their shows or paying boda-boda drivers to drive people to their venues of where Museveni campaigns, that is the norm after all these years. The thing that is bugging is that their paying people not to attend other candidates rallies and also does what they can to stop it, by forcing Regional District Commanders to shut down or walk door to door to stop people from going. That is not a good sign and also a breach of trust and work that the Police is supposed to do. But we all know by now how the UPF is an arm of the NRM. If you don’t then do some research!

The reports on how they act towards the Amama Mbabazi campaign trail and his Go-Forward is foul. Nothing more and nothing less.

Press Release: African Countries Launch AFR100 to Restore 100 Million Hectares of Land (05.12.2015)

Commitments from 10 countries announced at the Global Landscapes Forum

PARIS (December 6, 2015)—African countries launched AFR100 (African Forest Landscape Restoration Initiative), a pan-African, country-led effort to restore 100 million hectares (386 thousand square miles) of degraded and deforested landscapes by 2030. The AFR100 target of 100 million hectares has been endorsed by the African Union. So far 10 African countries have agreed to join AFR100 and committed at least 31.7 million hectares of land for forest landscape restoration. AFR100 partners are earmarking more than USD $1 billion in development finance and more than $540 million in private sector impact investment to support restoration activities.

The announcement was made during the Global Landscapes Forum at the Conference of Parties (COP21) in Paris, where forest landscape restoration is a key ingredient of the global movement to adapt to and mitigate climate change. Commitments made through AFR100 build on significant climate pledges made by many African countries to support a binding global climate agreement.

“Restoring our landscapes brings prosperity, security and opportunity,” said Dr. Vincent Biruta, Minister of Natural Resources in Rwanda. “With forest landscape restoration we’ve seen agricultural yields rise and farmers in our rural communities diversify their livelihoods and improve their well-being. Forest landscape restoration is not just an environmental strategy, it is an economic and social development strategy as well.”

For the first time, AFR100 brings together political leadership with an ambitious package of financial and technical resources to support a large-scale forest landscape restoration effort across Africa. Nine financial partners and 10 technical assistance providers have pledged support, led by the New Partnership for Africa’s Development (NEPAD Agency), Germany’s Federal Ministry for Economic Cooperation and Development (BMZ), and World Resources Institute (WRI).

“The scale of these new restoration commitments is unprecedented,” said Wanjira Mathai, Chair of the Green Belt Movement and daughter of Nobel Peace Prize Laureate Wangari Maathai. “I have seen restoration in communities both large and small across Africa, but the promise of a continent-wide movement is truly inspiring. Restoring landscapes will empower and enrich rural communities while providing downstream benefits to those in cities. Everybody wins. ”

Countries that have agreed to join the AFR100 initiative include:

• Democratic Republic of Congo | 8 million hectares
• Ethiopia | 15 million hectares
• Kenya | Committed, but finalizing hectare target
• Liberia | 1 million hectares
• Madagascar | Committed, but finalizing hectare target
• Malawi | Committed, but finalizing hectare target
• Niger | 3.2 million hectares
• Rwanda | 2 million hectares
• Togo | Committed, but finalizing hectare target
• Uganda | 2.5 million hectares

AFR100 builds on the climate commitments made by African countries. So far, 13 of the INDCs (Intended Nationally Determined Contributions) submitted by African countries include restoration, conservation of standing forests, or “climate-smart” agriculture. According to WRI analysis, following through on the commitments would cumulatively reduce emissions by 1.2 Gt CO2eq over the next 10 years, or 36 percent of Africa’s annual emissions and 0.25 percent of global emissions.

“Restoration is really Africa’s gift to the world,” said Dr. Andrew Steer, president and CEO, World Resources Institute. “As the world forges a climate agreement in Paris, African countries— which bear the least historic responsibility for climate change– are showing leadership with ambitious pledges to restore land. These countries are well on their way to meet the goal of restoring 100 million hectares of land, which will help sequester carbon and bring economic benefits to low-income, rural communities. These African leaders are turning their words into action and making a real contribution to respond to the global threat of climate change.”

AFR100 recognizes the benefits that forests and trees can provide in African landscapes: improved soil fertility and food security, greater availability and quality of water resources, reduced desertification, increased biodiversity, green jobs, economic growth, and increased capacity for climate change resilience and mitigation. Forest landscape restoration has the potential to improve livelihoods, especially for women. For example, 20 years ago, women in southern Niger spent an average of 2.5 hours daily collecting firewood, which was scarce in the degraded landscape. Now they prune on-farm trees saving two hours a day, time that can be spent on other income generating activities.

Commitments announced through AFR100 also support the Bonn Challenge, a global target to bring 150 million hectares of land into restoration by 2020 adopted in Germany in 2011, the New York Declaration on Forests that extends that challenge to 350 million hectares by 2030, and the African Resilient Landscapes Initiative (ARLI), an initiative to promote integrated landscape management with the goal of adapting to and mitigating climate change. With these new partners, the Bonn Challenge process has surpassed the 100 m hectare mark, on track to meet its goal well ahead of the 2020 target date.

AFR100 builds on a strong tradition of successful forest landscape restoration in Africa. In Ethiopia’s Tigray region, local communities have already restored over 1 million hectares, making the land more drought-resistant. In Niger, farmers have increased the number of on-farm trees across 5 million hectares of agricultural landscapes, improving food security for 2.5 million people. AFR100 will provide a forum for countries and communities to share knowledge and resources to achieve restoration at a greater scale.

“We know that restoration works for Africa. We’ve seen it work in countries as diverse as Malawi, Ethiopia, and Mali,” said Dr. Ibrahim Assane Mayaki, CEO of NEPAD and former Prime Minister of Niger. “But we need to scale up restoration across the whole continent- more than 700 million hectares of land in Africa have potential for restoration. AFR100 provides a platform to work together more effectively to accelerate the achievement of restoration successes to benefit tens of millions of people who are currently searching for ways to adapt to climate change and improve their well-being.”

AFR100 will help to translate ambitious commitments into action with support from private sector investors, foundations, development banks, and bilateral and multilateral funders. AFR100 will leverage a variety of financing, including grants, equity investments, loans, risk management guarantees and funds for specific interventions.

So far, AFR100 partners have set forth over USD $1 billion of development financing:

  • World Bank: USD $1 billion in investment in 14 African countries by 2030, as part of the Africa Climate Business Plan to support Africa’s climate resilient and low carbon development
  • Germany’s Federal Ministry for Economic Cooperation and Development (BMZ) is providing support for the development of the AFR100 initiative

Impact investors have already earmarked USD $546.5 million for restoration under AFR100:

  • Ecoplanet Bamboo: USD $175 million by 2020
  • Sustainable Forest Investments – Netherlands: USD $150m by 2030
  • Terra Global Capital: USD $100 million by 2030
  • Green World Ventures: USD $65 million by 2020
  • Moringa Partnership: USD $56.5 million by 2030
  • NatureVest (impact investment arm of the Nature Conservancy)
  • Permian Global

Through AFR100, we expect to trigger one of the largest investments in forest landscape restoration the world has ever seen,” said H.E. Dr. Gerd Müller, Federal Minister for Economic Cooperation and Development, Germany. “This investment is vital for empowering local communities to scale up the inspiring restoration successes we’ve seen in Africa over the last decade.”

In addition to new financing, a coalition of organizations will provide technical assistance on a wide range of activities, including the mapping of restoration opportunities, securing further financing, and implementing restoration efforts on the ground. Partners include World Resources Institute (WRI), Clinton Foundation, Food and Agriculture Organization of the United Nations (FAO), International Union for Conservation of Nature (IUCN), Jane Goodall Institute (JGI), Kijani, New Partnership for Africa’s Development (NEPAD Agency), The Landscapes for People, Food and Nature Initiative (LPFN), and The Nature Conservancy (TNC) and The Greenbelt Movement.
