RDC: Alliance Fleuve Congo (AFC) – Communique Officiel (06.02.2025)

“Why this silence? Doesn’t the international community see the consequences? I am telling you, if this continues, war risks spreading across the entire region because the people will not stand by idly. If Rwanda continues to seize the territory of another country, I know it will eventually reach Burundi as well. They are training young refugees, arming them, and now hardening them through the war in the DRC. One day, they will come for Burundi. We will not allow it. War will spread” – President Evariste Ndayishimiye (31.01.2025)
The ones that doesn’t see a flashing light and the danger of what is unfolding in the Great Lakes region. They aren’t following it. The rise of the Movement of March 23 (M23) and the allies who are able and capable of being a security threat to the whole Eastern Democratic Republic of Congo. Therefore, as someone who is involved in the conflict and as an ally of Kinshasa. The words of Burundi President Evarist Ndayishimiye matters.
The Burundian President isn’t always the brightest or the most insightful man. Neither is he able to be deceitful or even covert his missions. He is a straight forward sort of fella and that shows in his cautionary tale of yesterday. We also got to have in mind that there are conflict and unresolved tensions between Gitega and Kigali. There is issues between Ndayishimiye and Kagame. These two aren’t on speaking terms and neither are trusting each other. Therefore, there is underlying tensions here too. Which will also be reflected in how the Burundian President thinks.
He further states: “From a security standpoint, we are facing a major threat in eastern DRC. If things continue to deteriorate, the consequences will be dire, and every country will have to fend for itself. I proposed a plan for the region. I know that if it had been implemented, we would have peace by now. Because tell me, if Rwanda justifies its presence in the DRC by citing the FDLR [a Rwandan armed rebel group], isn’t that an issue that can be resolved peacefully? Sacrificing the Congolese people? Killing millions under the pretext of a security threat? Couldn’t this be addressed without shedding innocent blood?” (Ndayishimiye, 31.01.2025).
Here he is speaking facts, as we know Kigali uses the FDLR as an excuse to partake and support insurgency across the borders. Though the warfare and such is done for other profitable reasons. There is so much more to gain by issuing war and inflicting harm, as they monopolize and get illicit mineral trade, which is enriching Rwanda. That’s why they are there… and the FDLR is an excuse to justify the means to a profitable end.
One cautionary tale that was told is every insightful about the M23: “I sent my officers to inspect the designated site—Sabyinyo. They found it unlivable. So, I suggested to the Congolese government that another location be chosen. The government agreed, and we identified Rumangabo as a suitable area. Military officials inspected it, confirmed that conditions were acceptable, and M23 agreed to the relocation. Everything was prepared. But just as the transfer was about to begin, they resumed fighting. Why? When they were with me, they had asked: ‘If we go, what happens next?’ I told them: ‘Next, you enter the peace process—join the Nairobi negotiations—and pursue your demands peacefully.’ They had accepted, and I had even convinced the Congolese government. Remember, the government had said, ‘If they agree to be demobilized, it means they are committed to peace. We will include them in the Nairobi process.’ The Congolese government agreed. But as M23 resumed fighting, how can you negotiate with someone who does not want peace?” (Ndayishimiye, 31.01.2025).
This here says it all. Just as the Kigali excuse of the FDLR. There has been proof of talks and negotiations directly with the M23. To give them grounds and ability told hold cease-fire. However, that haven’t been in the interest of M23 or their backers. That’s why they continue the warfare and the conflict. It is much deeper and they have intended to do this. As the M23 see their strength and strategic placement to succeed. That’s why they didn’t want or care about an honest negotiations. This all makes sense. Especially, as the insurgency and rebellion is a winning formula right now.
Kagame and his allies will mock this one, but here is Ndayishimiye actually proving vital points. He isn’t as clever with words or articulate as Kagame, but his heart is here. Even with the tormentors actions of his government. Still, he can see a bigger picture too. That’s why it is interesting to read the speech of Ndayishimiye just days after how Kagame deflected and acted holier than thou.
Well, this is far from over. Time will tell, but these sorts of stories lives in infamy until they are written into detail. Peace.

The takeover of the Mouvement of March 23 (M23) and Alliance Fleuve Congo (AFC) of the city of Goma is telling. The manner of which the regime of Kigali is playing this one out. As they are trying to be a victim in all of it. Meanwhile, the M23 is continuing its operation and trying to forge the narrative as the saviour of the region. That’s what the Kigali and the ones running this proxy militia is doing.
The M23/AFC aren’t there to save the South Kivu or North Kivu Province. The ones believing this haven’t seen them before. It isn’t the first time M23 has taken over Goma or the last time a Rwandan supported militia has annexed territories in Eastern Democratic Republic of Congo. They are just operational with a military wing and a political wing. Which is showing they are well prepared and knows the weaknesses of the FARDC and the Wazalendo allies.
The ones in Kigali has support from the likes of General James Kararebe. We shouldn’t be shocked if the ones in Kampala isn’t busy scheming as well. Since we are seeing Andrew Mwenda becoming a spokesperson and a “pan-african” journalist all of sudden. His speaking in tongue and speaking of the blessings of this conflict. Alas, that is disingenuous and we know his The Independent Magazine has been bailed out by Kigali in the past too.
So with that all in mind. There is a bigger play here. That’s why Kigali speaks of dissolving the Forces democratiques de liberation du Rwanda (FDLR), but M23 are playing another game now. They are targeting and consolidating power. Even like in the past, the CNDP even stated the will of invading and conquering Kinshasa. Now M23 are on the same lingo and mojo.
This is a game of getting in control and power. This is a proxy-militia taunting and haunting the government. It is used as a tool ensure the routes of cobalt and other minerals to enter into the Republic of Rwanda. They need those and this is easiest way of access. As the porous borders and lack of morals and operational army are able to destroy the FARDC. That’s what the M23 and their backers are seeing. This is why it has momentum and continuing their warpath.
If the M23 was there to end FDLR. They would have done it in a different way and the leaders of Kigali wouldn’t have played it this way. It isn’t believable that the Kigali are there to save the Kivu provinces. Not like they have come as saviours before and only gone their to pillage and loot in the past.
We should hear sooner or later that the M23 are knocking on the door of Bukavu and days later at Beni. This is where they are going in both directions. That’s to take over and be the leaders of the provinces. That would be a huge victory of the M23 and their insurgency. Just like they were able to take over Goma. It is just to prove to Kinshasa that its powerless in this side of the Republic.
The FARDC and Wazalendo are in trouble and been for some time. Neither are their allies helping them out either. They aren’t capable of containing and stopping the advances of the M23. That’s why we should see M23 within rage of Bukavu. Later we will see Beni…
This is just telling and we should be worried. Everyone is calling for Kinshasa to talk of dialogue, but Kigali and Kampala has to play their part too. They are also involved and kept ex-militants on their territories until they allowed them to cross the borders. That was done when they thought of a positive window for re-engagement and that is showing now. Peace.
