Project abolish Article 102(b) is to extend the life-long Presidency of Museveni!

The National Resistance Movement and their henchmen are working hard to get this done in time. So their master and chief can continue to rule. The same they did when they abolished term limits in 2005. Before the 2006 General Election. The NRM and President Yoweri Kaguta Museveni have made this into a sport of how to make the Constitution of 1995, a useless work of art. They can soon be used as a toilet paper, since the legal value get lost when it is amended to fit one mans paradigm, instead of fitting the whole Republic of Uganda. Previous Constitutions has been abolished and changed with the one made in 1995, because the 1962 and 1967 for instance had serious flaws, they also either gave limited presidential powers in the 1962 and abolished kingdoms in the 1967, while making the President an Executive as well in 1967. Now they are planing to amend it just for one man, which is insane. And it just talk of one article in the whole law. It is this one!

Article 102: 102. Qualifications of the President.

A person is not qualified for election as President unless that person is—

a citizen of Uganda by birth;

not less than thirty-five years and not more than seventy-five years of age; and

a person qualified to be a member of Parliament” (Uganda Constitution of 1995),

It is the Article 102(b) “not less that thirty-five years and not more than seventy-five years of age”. This is the sentence and law that are planned to change. Since it doesn’t fit the aging body of President Museveni. The NRM are preoccupied with getting enough votes and finding the right code to change the one that is giving way to Museveni. The change isn’t the make the Republic better or governance better. It would be only because it fits the paradigm of Museveni. His life and his aging body.

This is not for betterment or making steady progress, this is so the NRM MPs and NRM Caucus, the review of the Constitution is only for the purpose of making the longevity of Museveni legal. So he doesn’t breach his own Constitution. Even it makes the Presidential parts and articles pointless. Make the law and the codes into perfect for him. Not making it wonderful for Ugandans, because this is making it so he can rule for life. This isn’t in solidarity or wishing to make a difference. Only because the President is soon 75 years old and he wishes to rule in old age like President Mugabe and others. That is the motivation. Nothing else, the rest is hogwash, bullshit and propaganda.

This will only benefit Museveni and the cronies who are loyal to him. No-one else… the only one benefiting is Museveni and his yellow party NRM. The abolishing of Presidential Age Limit isn’t for the greater good, it will not stop famine, higher inflation and battle unemployment. It will not create better development of agriculture or anything else. More or less making sure the State House and all the other powers will be Museveni to own. That is why he speaks of Ugandans and Ugandan values like he understands it all. Also, that he has to look into every single problem and sanctions provisions for the changes and who gets the needed help. No-one else matters since it has get the needed decision from the President.

President Museveni has a plan and that is to stay in power beyond his constitution for the second time. Changing it when needed be, there will clearly be happening because the Article 102 will be made for him. This has been talked about ages and now it will happen. If not before he turns 75 years old. The Gazetted Constitutional Amendment will give Life Presidency to Museveni!

That the Minister of Justice Kahinda Otafiire and Constitutional Affairs has The Uganda Gazette on the 8th June 2017, so the Constitutional Review Commission will look into needed changes in the 1995 Constitution, that was last amended in 2005, so that President Yoweri Kaguta Museveni could continue to run the Republic and make sure the National Resistance Movement (NRM). Still had the full-control of the state. This is how it has been today, since the two presidential terms got abolished in 2005, but now the age limit of the President is planned to scrapped to fit the age of President Museveni. So he can be the President until death.

President Museveni wasn’t a democratic demigod, instead he is the true President for Life, who doesn’t care about his own legacy and the state of affairs. This because the Republic are totally connected with him. Nothing else matter. This is the proof of the new Amendment, which most likely are made to be fitted his future. The future of a life presidency of Museveni. Nothing else, it is that simple. That a former revolutionary and liberator keeps now his republic captive.

He has captured the state and now keeps it hostage, he uses and spends the state reserves on his own, the crony capitalism, as the envelopes runs wild. There been reports earlier in June that the Members of Parliament to vote for a Constitutional Amendment would mean that they would cash-out Shs. 300 million. That means 426 MPs was elected and sworn-in after the General Election of 2016. That would mean in vast sum of Shs. 127bn. Which is more than the Presidential Donation budget in the Financial Year of 2017/18. And in the budget made for the Financial Year of 2017/18 he was given Shs. 70Bn, which means if the MPs are getting paid from the proposed Presidential Donations it would miss 56bn.

But, hey by then they already have new suits and shiny shoes fitting their brand-new SUVs granted on their Swearing-in as MP. Surely, the easy money as much all the other benefits for being representatives must be swell. The enrichment of becoming politician and representative in the 10th Parliament, if this means that the State House controls it and makes all the political organs as a vassal state. Because they just have to follow orders and comply. The Motion and the Bill might be written by Minister Otafiire, but he is only being a loyal subject of the President.

Since it isn’t the first time they tried to get the amendment of the 1995 Constitution and the changed one again in 2005. Therefore, the try in 2015 wasn’t successful, but now after recent election the MPs thinks it isn’t that striking the plan of the old-man. He just want to rule and without any consideration of the state, which is his vassal. They are just subordinate to his rule and all his subjects. Nothing else. It is so simple, the mere fact of the whole situation. Now if this law is enacted and becomes law, if they found a formula to make the Presidency owned by one man and continues to extend his powers. There aren’t any real state functions that matters, unless it gets his blessing and his provisions. They are all mere subjects, with titles and salaries, but not real ones, because they all just follows his whispers and his commands.

With the Life Presidency, the Vassal State under President Museveni will be official, not only mafia state, a despotic state, but a Vassal State, that is totally separated by the State House where all the powers reside and the decisions are made. Peace.

Tired of President Museveni’s “1986”!

I know I am born in 1985, but I am tired of the year of 1986 and the year National Resistance Army (NRA). The now National Resistance Movement (NRM) and President Yoweri Kaguta Museveni. The liberation movement that has run the republic since 1986. This war lasted from 1981 to 1986, the NRA went out of the Milton Obote II government after the illegitimate election of 1980s. Which from then on has been used as the scapegoat and the ones to put to blame for ever since.

The 1986 is the magical year that Museveni entered into supremacy. The Supreme kingpin and mastermind of all it. Sowing the mustard seed and creating a newer safer Republic. The one time the peasants was supposed to have their say in government and make the republic a democracy. The Republic of Uganda was going from strong-men and big-men to run the Republic. Instead, it has been now three decades with manufactured democracy in-line with the vision of Museveni.

President Museveni have used all techniques to fix election results, paying villagers and making new government forms to fit his paradigm. Instead of releasing his promises he has built elite around him that is loyal to his brown envelopes or public fearing his security organizations. This is a special coming from the man promises all the possible governance and government structures needed, if he got into power. Instead, he has done the opposite.

It was supposed to get into a middle-Income Country instead of the Less Developed Country, which is the state is in now. The LDC that Uganda now is because of the state of government that President Museveni has created around him. That can be seen with amounts of debt, the massive overspending on the State House and the pledges around the President. Government of Uganda, GoU have been built around Museveni, instead of institutions and procedures. Therefore, the state are following the orders of the President and his Presidential Handshakes.

That is why, every-time in a speech at any sort of occasion the President will mention 1986 and how the state used to be. As of today 1 out of 5 in the Republic or 21% are between 15 to 24 year old. And by 2016 there we’re only 2% who are older than 65 years old. Which means that the President are part of a minority age bracket. President Museveni 30 years old rule are older than many of the youths in the Republic. They should also wonder what is so special about the years they never we’re living and about governments they never lived under. There are big proportions of the population who cannot remember or has been apart of the first years of the NRA or the civil-war during the 1980s.

They would be like me, they would feel the same fatigue of the NRA and Museveni rule, the extension of the liberation from Obote and Amin. The ones that Museveni mention whenever he needs someone or somebody to blame. Certainly mention 1986. The 1986 that are the most important year since independence, therefore, the NRM Day, the 26th January 1986, liberation day. Instead of the Independence Day 9th October 1962. That one is not so often mentioned by the President, since he didn’t get them out of the British Empire and not be a British Protectorate anymore.

Still, the 9th October 1962 doesn’t seem to be important for Museveni, the 26th January 1986 is the most vital one. The one that sets the standard, the day that changed everything and gave him total access. Therefore, the celebration of 1986 is so key and be levied at any occasion, and at any speech. President Museveni praises his overthrow of Amin, Obote, Okello and Biniasa.

They all just had to be overthrown, he had to make coup d’etat and make folklore out of it. So his name can ring out and be praised. Let it be clear, the President sings 1986… 1986… 1986… like a jingle never stopping. Peace.

#UGBudget17: Half borrowed and a third paid back in Interests!

Today the Ugandan government, the National Resistance Movement finally read the Shs. 29 Trillion budget for the 10th Parliament. However, it is not necessary the size of funds and all, which is allocated, but the way it is funded. Like “Government hopes to raise sh14.6 trillion in revenues to fund the 2017/2018 budget” (Uganda Debt Network, 08.06.2017). Of the 29 Trillion, they expect to get close to half of that, but the monies has get from somewhere and also be of use. What is left are relieved like this: “The balance sh14.3 trillion (49.5%) of the National Budget will be raised through internal and external borrowing” (Uganda Debt Network, 08.06.2017). With this in mind, half of the budget is adding more debt. So if a nation already having lots of debt and debt repayment, it still adds another half budget. This is a bad cycle of events.

There lets us put things in perspective: “Our concern is sh9.9trillion, which is 35% of the total budget, will be spent on debt repayment” (…) “Amount of money spent on debt repayment has escalated in the recent past now at 9.9 trillion for fy2017/18” (Uganda Debt Network, 08.06.2017).

Therefore, the state and the NRM are clearly getting funds through loans to pay-off their interests. AS the 35% of spending is on interest in the coming fiscal year. This should worry, even if the corruption, misspending of obnoxious amount of funds through the paradise of Okello house. Still, that 1/3 of the coming budget is paid interest on old loans, which are been made by this government and by this President. What it show is the lack of concern of the future and how sound fiscal policies. At this state, the government of Uganda are clearly footing the bill. They are filling in the blanks for where they in the past had happy donors filling the envelopes.

The NRM and President Museveni is overspending and misusing state reserves, as the revenue and the state coffers do not sustain this massive overspending. Certainly, it is visible, also the worry of the running interest rates and growing debt as close to half of this year alone are by loans. Neither if it is local, by foreign or multi-national financial institution does save the fact, that the state has a problem.

That of the coming fiscal year, the state is borrowing half, and repaying that with 35% says a lot. IT says the fiscal policies needs change and it is dire. The state are clearly walking the wrong path. And remember this, there will be supplementary budgets during the fiscal year, that will expose the overuse of funds and needs for more loans. Therefore, they are surely going to exploit the faith in future, without having the funds for it today. Peace.

My honest letter to the newfound peacemaker President Museveni!

Dear Sir, His Excellency (H.E.) President Yoweri Kaguta Museveni!

Though I am surely not so dear to you, I am sure if you we’re ever to read one of my pieces. I would end up in Luzira or even Nalufenya, in a dungeon not seeing daylight before my mind was weaken and my thirst for liberty and justice was all over. That is what would be my ending, if you got your will. As many others who has questioned your rule and your power. They have lost their days and their lives, they have been detained and been tortured. This is something you know and done your orders. That is well-known.

So the last week has boggled me, how you at the time taking the Chairmanship of the East African Community, which goes between the Member States. Therefore, your place there after the Tanzanian President Joseph Pombe Magufuli isn’t shocking. What is more important, is the stages of your concern of the nations around you. How you suddenly want to invest your time and urges to change and give hope the republic’s around you.

That you travel on credit to London to talk on AMISOM and possible peace in Somalia, than later you travel to Tanzania and discuss the sanctions and say the EAC should be able to solve what is in-house, and today you are in South Sudan, giving advice on National Dialogue there. You are certainly occupied with other nations troubles.

In London, United Kingdom on the 12th May you said: “However, our strongly held view is that it is not enough to check Al-Shabaab. Somalia must heal completely and stand on its own feet. In our view, there are a number of bottlenecks that stop the complete healing of Somalia” (Museveni, 12.05.2017). In Dar Es Salaam, Tanzania on the 20th May you said: “Burundi is our member and no action should be taken against it without our input. Our house is our house” (Museveni, 20.05.2017). Today in Juba, South Sudan you said: “Within the party, speak frankly to each other. Reach decisions by voting or consensus. Raise issues by having regular meetings in the party. Insist on having meetings in party organs. Never use force. Violence should be a means of last resort” (Museveni, 22.05.2017).

That you suddenly are the grand peacemaker is weird, the man who done his thing civil-war and coup d’etat in Uganda, you have been involved in two wars inside the Democratic Republic of Congo, you ushered the rebellion and ruling party of Rwanda Patriotic Front/Army in Rwanda. You have sent your army without mandate into South Sudan. The other mandated forces has been operations against Lord Resistance Army in Central African Republic and the African Union Peacekeeping Mission in Somalia (AMISOM). Also, being hired security agents without consent of parliament in the Equatorial Guinea. I am sure you have used them differently, like lately the UPDF helping mission for the SPLA in Bieh State in South Sudan in April 2017. So the use of army for your own gain and the foreign exchange is also well-known.

Therefore, that you suddenly speaks of peace, negotiations and of consensus, it must be a lingo you dislike. As you yourself want to get rid of opposition in Uganda and want only the one who agree with you. Therefore, that you advice President Salva Kiir Mayardit to talk consensus, while in Buyengo Sub-County on the 9th May you said: “I am tired of wars. I want you to vote for pro-NRM members of parliament like our party flag-bearer, Mr Moses Walyomu.” (…) “I don’t want to go back to the bush to fight again. Don’t send me people who will disagree with me in parliament. I fought in 1986 and I am tired.”(Kirunda, Nakato & Katabulawo, 2017). So it is not like you believe the words you said in Juba today, aye? It seems more like a ploy and pigment of imagination, since you need to say this to look wise for the world. But we know that this isn’t the real you, you don’t believe in consensus, you believe in your vision and doesn’t trust anyone else, but yourself.

That you speak of violence as last resort, what about all the tear-gas as the opposition? What about all the harassment of them? What about all the ones detained for their political affiliation? Than, I also have to ask, why did all of the innocent had to die in violence in November 2016 in Kasese? There are so many questions, you should also answer for detaining all the kids of suspects in the killing of AIGP Andrew Kaweesi? If you doesn’t want to resolve with violence, why is the Flying Squad and the UPDF so quick to spread fear every-time there is ballots and elections. Why did you send the fighter airplanes to fly over Kampala on the days after the Presidential Election in 2016? I ask these questions since you tell people not to use violence, but speaking frankly; which I am doing to you now.

So with your history of violence, your love of guns and militarized government. I have little or to be honest. No faith in your mediation. Mr. President you have no character of trying to make peace. You have only made war and stifled your opposition. Therefore, very few of your adversaries are still alive. Most of them is gone, as well as the UNLA mates are gone and others who has stood in you way.

President Museveni, a leader and Commander-in-Chief since 1986, what sort of history and guidance can you bring from you experience and reasoning inside the Ugandan Republic, to build bridges in Burundi and South Sudan? Other than, bring the Special Forces Command and blow the possible enemies to pieces, Mr. President is that avoiding violence? Or throw tear-gas at consultation meetings of Opposition parties, is that mediation and consensus, Mr. President?

I am just asking because this is your advice… your own advice to the fellow brother in South Sudan, Somalia and in Burundi. Kinda hard to follow where you reside and run the nation, aye?

Opinion: President Museveni said “I am tired” and want to indirectly reinstate the Movement System!

It is just one of these days when the President Yoweri Kaguta Museveni reveals that he wasn’t in favor of the Multi-Party Democracy, even if he claims to be elected and have credible elections abroad. It is always his vision and his perspective that matters, the others should just follow and listen to the high and mighty Musveni. No-one else has a vision like him and his party, which bow their knees, gets Presidential Handshakes and also kisses ring when they have too. That is something the Opposition MP’s doesn’t do, except for the “Good DPs” and the level-headed UPC MP’s. Still, he has something obvious to say today!

President Museveni addressing Bulago Primary School in Buyengo Sub-County in Jinja District:

I am tired of wars. I want you to vote for pro-NRM members of parliament like our party flag-bearer, Mr Moses Walyomu.” (…) “I don’t want to go back to the bush to fight again. Don’t send me people who will disagree with me in parliament. I fought in 1986 and I am tired.” (…) “He said people who are not of his party fear to discuss with him matters that are pertinent to the development of the country. And for that to be avoided, he will need Members of Parliament who share his ideals and vision for the country” (…) “He threatened that should Kagoma voters vote for an opposition candidate, their wish for good roads and other crucial utilities such as power will be no more”(Kirunda, Nakato & Katabulawo, 2017)

He is clear, if you disagree, that means war, not negotiations or discussions to find a level middle-ground. Since it is only one-man with a vision in Uganda, and that is the President. The Wonderful Dictator who is on his 7th Term, not 5th, even if he is rigged in 5 times in row. There was still a decade that gets shaved off in the calculation. I will write that until my ending. Since he deserves to count all years from 1986 and not only from 1995. While we are on that. Under President Museveni, there wasn’t always Multi-Party Democracy.

Three years after the Coup d’etat:

As already noted, the 1989 elections were held under strict anti-party rules since the NRM government had suspended all political party activities. Indeed, the Resistance Councils and Committees Elections Regulations, 1989, forbade all use of party symbols, sectarian appeals, and threats of force, the offer of food or drinks and the display of candidates’ posters. The absence of open campaigning made it impossible to discuss policies” (Bwana, 2009).

So as President Museveni forbade other parties and their political parties after taking power. He created together with the NRM/A a Movement System to control the local party politics and have structures that he could have oversight of from the State House. This was not a Multi-Party System. A special system that are now overturned into the Local Government system, still it is inherited by the RC system, that the party unleashed in the end of 1980s and tried for a long while. Explained by this Scottish student in 1993!

Importance of Movement System:

Two statutes, the Resistance Councils and Committees Statutes 9 (1987) and the Resistance Committees’ Judicial Power Statute 1 (1988), codified and expanded the system of local Resistance Committees that had sustained the NRA in its war against the second Obote regime. The genesis of the Resistance Committee system can be traced to the Mayumba Kumi (or ‘Ten Houses’) experiment of the UNLF in the early 1980s, which in turn was linked with the Tanzanian Ujamaa philosophy (Oloka-Onyango, 1989; Baringo, n.d.).” (…) “The RC statutes divided each of Uganda’s 34 (now 38) districts into 5 administrative zones; village (or ward in towns and cities), parish, sub-county, county and districts” (…) “The extent to which the RC system offers the levels of popular participation claimed by the NRM/A also requires consideration. The RC Electoral system operated in 1987, 1989 and 1992 of direct elections only at RC1 level means that the population is excluded at every stage from choosing candidates for higher office. This limitation on direct popular participation in the RC system recurs at a higher level where the links between RC4/RC5 and the NRC and government ministries become rather uncertain. By 1992, there existed no power of recall for members of the NRC beyond elections day itself” (Smith, 1993).

With all this in mind, the tiredness of having opposition. It seems that the President is ready to control the Parliament, the Local Government and have only local cadres that are his. The ones that he knows he can bribe and have under his structure. That means he wants to back to late 1980s and early 1990s when the Movement System and Resistance Councils were the thing. Where the Ministry of Local Government could fire a Resistance Councilor or others, if they didn’t follow the direct orders of the President and his State House. This seems real now.

This seems like the thing, as he wants to take away development and public service if they doesn’t follow his orders in the By-Election in the Jinja District. That proves the lack of democratic values and wish to honor the ballot. But hey, he has for 30 years rigged himself in and made sure his cadres has gotten positions, why else would Gen. Kahinda Otafiire still be a Minister? Not because of his brilliant intellect, but for his loyal assets and following orders of the President.

That President Museveni wants to have men and woman who listens to him and doesn’t challenge him. Therefore, he is telling in Jinja District, that he didn’t go to war in 1986 to have people questioning his rule. His legacy now will not be that he re-released the Multi-Party System, neither that he Constitution delivered a fresh start, as his lingering time in power. Proves that he has gone backwards and become alike the men he overthrew. There isn’t anything different between Dr. Milton Obote distrust in Institutions and Political Affiliations, the only difference is the names and the times. The misuse of army and police to harass the opposition is not different either. The use of government resource in elections are also facilitated for the Movement to counter the opposition. Therefore, the wonderful dictator is alike predecessors, only difference is his ability to overstay!

President Museveni is tired, because he cannot understand that people still question him. That people still doesn’t believe in his vision. That is because he forgot to deliver, he didn’t care to deliver and wanted all along to control it all from the Okello House. There wasn’t with prompt and glory that the Multi-Party Democracy became law, it was two elections and amendment of the constitution that the President didn’t want to deliver. President Museveni wanted it all inside the Movement and the Resistance Councils, which he could assess and control. So now he had to allow other people create their own parties, where they have their own guidelines and programs, not his! They doesn’t have his vision. That is so tiring for him. Therefore, he now want to return back in time, to the Movement System and the Resistance Councils.

He wants total control and he says it, because he is tired of men and woman who doesn’t accept his vision. The vision of looting, dismantling and disorienting the citizens for the wealth of the Museveni family. The rest is history, as the value of currency, the added state debt, the lacking of transparency and patronage is extensive. Therefore, he doesn’t want it question of his state and his system. It is all what he created and made over the decades as the supreme executive. Certainly, the glory days and the days of hope is gone. Just like the days stalwart Besigye would help the old-man creating the Resistance Councils as well. Peace.

Norbert Mao’s play is clearly out of Mzee’s playbook: as he ordered Nambooze to leave together with her supporters!

I Hate to say it, I have to admit it, at one point I admired his political savvy and wisdom; But with time I knew I was fooled. Norbert Mao seemed like a person for the future and who had it in him. The feeling now is that he has given up and accepted to be a fringe leader; Who leads his own branch, but not really having power. The Democratic Party is losing key leaders and people that at one point in time gained positive attention. The sort of acts of late is showing his weakness. The DP has become a NRM-lite, he might hate that inside, but the fringe leadership of his caliber, I am sure that is enough for him!

The President of the Democratic Party General Norbert Mao has ordered Betty Nambooze and her followers to quit the party saying their actives are threatening its stability. Mao says he is aware that Nambooze , who is on suspension following her rebuke of orders from the party leadership, is plotting to form the second Suubi pressure group and initiate it into party” (NBS Television, 25.04.2017).

Mao warned Betty Nambooze (Mukono Municipality MP) and Vice President for Buganda Region to desist from dividing the party along tribal lines. “I will not allow Nambooze and her factions to divide DP. It is not true that only one tribe has led DP to where it is today. All other tribes have played a role. Those who feel they cannot stick along the party rules, guidelines and constitution should quit and go where they belong,” said Mao” (Jaramogi, 2017).

What is interesting is that the Democratic Party leader are saying that Hon. Betty Bakireke Nambooze, Hon. Mathias Mpuuga, Hon. Medard Ssegona and Lord Mayor Erias Lukwago. These are the people and the members that Mao is warning today and wanting to scatter. That Mao does this and than claims the ones asking for them to leave. What is more unique is the Suubi claim, as Namboozi is the Vice-President Buganda Caucus and she just represent her constituency, as much as the others who are around her.

It is more like Mao is afraid of what this fraction stand-for compared to the central leadership of the DP. Therefore, he is claiming the Suubi and suddenly that came into the questions about the DP. Like a leaf in the wind, the DP from Gulu, who claims himself not play tribal games. They are ordered to leave the party, get new homes, as well as been called secessionist and federor or federalists. The Baganda Caucus haven’t had this as a plan, more like they wanted to revamp the party and vitalize the interest around the “Bad DP”.

So now we know that the sensitizing and tribal misuse inside the party, are now tricks that Mao have learned from Museveni, instead of using natural leadership. Certainly, Mao has lost it… He is so weak and cannot let the other DP leaders act without his blessing… I never thought the ones once going against Museveni and claiming all sort of mismanagement in the NRM party and the state. That is nearly never happening anymore. The silence is killing the DP party and also why Nambooze now is ordered away together with her supporters. Peace.

What do Mobutu and Museveni have in common after thirty years in power? Massive looting of their state reserves!

Museveni: My critics always forget to mention that I was democratically elected, the others were not. Everyone in Uganda can challenge me, everyone can vote, the elections are free. Not many countries have achieved what we did. One third of the seats in parliament are reserved for women, five seats for youth, five for workers, five for the disabled and 10 for the army. How many democracies with such a record do you know?” (Koelbl & Puhl, 2016).

Just as the knowledge of the all the state businesses and properties of President Museveni that he has amassed over the 31 years in power in Uganda. It reminds more and more of the state of affairs under President Mobutu. Mobutu Sese Seko was a dictator that President Museveni was proud to ouster and reinstate President Laurent Kabila in the Democratic Republic of Congo (DRC). So that President Yoweri Kaguta Museveni knows about Mobutu’s fatal fall, is certainly known.

President Museveni has gotten rid of other dictators before the fall of Mobutu, he even knew or had knowledge of the death of the plane of Juvenal Habyarimana, the plane who got shot down in April 1994, as his fellow comrade General Paul Kagame of Rwandan Patriotic Front was on the way to overthrow the current regime there. Also that the President Museveni together with President Milton Obote overthrew President Idi Amin in the late 1970s. So the current President Museveni has been involved in lots of armed change of power, he is even rumored and not verified if he had knowledge of the death of John Garang of SPLA and the South Sudan.

Still, the man who has used force and taken weapons to change history and his own fate, again and again, also to get puppets in states around. Have certainly thought of the demise of the men he got rid off. So when the stories of the last year of Mobutu sounds like this:

Mobutu’s Wealth:

For 32 years President Mobutu has treated Zaire like a toy and used its rich mineral reserves like his own private bank account. He plundered its mines, insisting their entire annual profits be transferred to personal accounts overseas” (…) ““We had to be close to the regime to do business,” admitted Mohammed Abdul, a Lebanese businessman yesterday as he fortified his shop for an expected pre-Kabila pillage by Zaire’s ruthless and brutal army. The Lebanese are hated by Zaireans who believe they colluded with President Mobutu to plunder the country’s diamonds” (Kinshasa, 1997).

Swiss assets:

The decision by the Swiss Federal Council came a day after judicial and police authorities seized his luxurious villa at Savigny near the lakeside resort of Lausanne. The 30-room mansion is estimated to have a market value of more than $5 million” (…) “After three decades of plundering the mineral wealth of his country, Mobutu is believed to have accumulated an enormous fortune. There have been persistent reports that he has stashed as much as $4 billion in Switzerland, but a government review of the country’s 400 banks last week said that none reported having accounts in his name” (Drozdiak, 1997).

Just as you think the dictator of Democratic Republic of Congo would be different than the current one in Uganda, your terribly wrong and President Museveni tries to keep it hidden, the way he is using the state reserves on himself and build his wealth. Just like President Mobutu was trying to move the money to the Swiss accounts, President Museveni has his own way.

A look into Museveni:

The way the Museveni family is paid royalties, or rent, by escrow accounts for their ownership of the title deeds of the Stanbic Bank business name in Uganda (what was once the Uganda Commercial Bank, Uganda’s largest banking group) is the way it is paid for their ownership of other apparently South African or foreign-owned businesses in Uganda” (…) “These sources say that it is Stanbic Bank that is used to finance businesses like Roofings Ltd, Speke Resort Munyonyo, the J&M Hotel along the Kampala-Entebbe highway, businessman Hassan Basajjabalaba’s hotel and Kampala International University, all of which actually belong to the Museveni family” (The London Evening Post, 2012).

This is just the business side of it, it could be worse by now and they could own more pieces of all the businesses that are bailed out or even getting tax breaks by the government, because who knows the true deeds or royalties going to accounts owned by the royal Ugandan Museveni family. So the next says more about the value of the Museveni family and their estates.

Museveni’s wealth includes ranches in Rwakitura and Kisozi Uganda which accommodates over 2,000 healthy cows which produce thousands of liters of milk daily. The Uganda president makes at least Ush 100 million per month from his farm” (…) “Apart from livestock farming, Museveni has interests in real estate, hotel industry as well as transport industry. He has also invested heavily in the banking industry” (…) “The longest serving president of Uganda is estimated to be worth $ 700 million” (Venasnews, 2016).

So when you see how the Museveni family has become as wealth and rich as President Mobutu did. Mobutu had after his 30 years of dictatorship stashed away US$ 4 Billion into Swiss Bank Accounts, what is more uncertain is the total value of the 30 years President Museveni rule in Uganda. What is right now and known is the businesses that the President is involved in or having ownership in. Secondly is the knowledge of estates, as well as ranches in Uganda with livestock that the President owns. Therefore, the extended wealth of secret bank accounts and not revealed businesses could show the true value of the Museveni family.

With the knowledge of this and the sudden departure that President Museveni together with President Kagame, as they forced the dictator away in the Democratic Republic of Congo (DRC). I don’t think there will be an intervention on President Museveni from one of the neighbors. Still, the world can see the dictator protocol is kept by Museveni as he himself have crafted ways of emptying the state coffers. Therefore, that the riches, the estates and the value of Museveni have risen over the three decades in power isn’t strange. What is more worrying is how he has been able to keep is wealth and ownership.

That President Museveni wishes to look like a hardworking rancher and that he works for his fortune. The yields are coming from hard-work and dedication. At the same time the ownership in banking industry and in other parts of the economy shows how much control the family and the President does have. The private industries and companies are run or ordered directly from the State House.

So that President Museveni said this in 1997 as he overthrew Mobutu is now insane:

Mr. Museveni’s ideology is simple. For too long, he says, African politicians have hoodwinked the common people, manipulating tribal sentiments to stay in power and steal millions of dollars in foreign aid and taxes. A former Marxist, he sees the true struggle on the continent as one between corrupt leaders and the dirt-poor people they exploit” (McKinley Jr., 1997).

So he said for to long African Politician played the commoners, using the sentiments of tribe on their populations and using this tools to stay in power, while doing so taking an emptying the state reserves and donor funding to themselves. Therefore, 20 years since he stood for this and said these words, he has now done the same.

President Museveni of today would assassinate himself or overthrow himself… since he is now the Mobutu of Uganda, he has the character of the men he overthrew in past. He should be worried, because the ghosts of the past and the reckless leadership will follow him and that is why he trust the guns more than people. Since his own insincere political game might catch up with him.

On some levels now, there aren’t much difference between President Mobutu and President Museveni. Peace.
