Leaked U.S. Concept Note describes the wished changes in the UN Peacekeeping Operation Missions!

The United States delegation to the United Nations have leaked a document on planned discussion for the United Nations Security Council that are to be commenced in next month (April 2017). These notes are clearly setting the course and wish for the goals and ambition of the discussion in the UNSC. This concept note is supposed to be a Peacekeeping Operation Review. That would lead to certain decisions by the Member States and the Council Members.

The reason why the United States delegation to the UNSC about the Peacekeeping operation:

As of January 31, 2017, there were 99,034 uniformed personnel – including 85,408 troops and 12,786 police – serving in the 16 peacekeeping operations overseen by the UN Department of Peacekeeping Operations, with an approved budget of $7.87 billion. UN peacekeeping is a vital aspect of the organization. However, a significant number of PKOs have mandates conceived years – in some cases decades – ago that are no longer supported by a political environment conducive to achieving the Council’s aims. It is crucial that missions contribute to increased safety and security, but they can also create a subsidized and unsteady peace that can quickly become a dependency that discourages long-term solutions. The UN becomes trapped in these frozen conflicts and peacekeeping missions that were initially conceived to provide temporary security to allow space for political solutions to take hold instead deploy for years without clear mandates or exit plans”.

Because of the cost, the longevity of the peacekeeping operations as they are creating a vacuum between the government hosts, the peacekeeping mission and the hostile forces. This is a consuming and makes it hard to generate any sort of sustainable peace, as the peacekeepers keeps a buffer and stops the need for a strong foundation of central government and their own security forces. They can always trust on the Blue Helmets to appear when needed and serve the citizens.

The United States has certainly ideas as this is their core idea for the discussion in the UNSC: “We encourage Council Members to consider whether current peacekeeping operations continue to be the best suited mechanisms for meeting the needs of those on the ground and achieving the Council’s political objectives, or if changes are needed”. So the US Mission to the UN wants the Peacekeeping Operations to achieve the political objectives and not be a stalemate operation that keeps the upkeep of unstability and uncertainty in the host nation. That is certainly a noble quest, but with that the UN Peacekeepers need to revise their missions, their mandate and their will of force, as their peacekeeping missions has been done in such diplomatic ways.

The United States delegates outcome of the review:

While no product is envisioned, we encourage the Council to apply the lessons and methods discussed in this meeting to our regular mandate review process to ensure that conditions still justify the missions and that political processes conceivably lead towards realistic, achievable solutions”.

That this is a quest and wishful thinking for the US mission, the United Nation needs votes and make sure the Members would strike agreement on the possible idea of changing the Peacekeeping Operations. The Blue Helmets are clearly on the loosing end of the stick, as their missions are not seen as fruitful, more like a costly operations not creating the effect and stage the peaceful transition in the host nations.

The UNSC and the Members should be hopeful to change the political climate and use the force to create the peace they are to make. If they weren’t peacekeepers than they wouldn’t be an issue, as if they we’re regular army on a territory, they should keep their citizens safe and the borders. The Peacekeepers has a mandate and mission, still they haven’t always been able to comply with that. Also, they have obligations not only to the United Nations, but to the host nations regime. Therefore, if the UNSC wants a bigger mission or extend their mandate, they still have to negotiate with the host nations.

The US Mission and the UNSC have to work on it and it is about time, as the AMISOM, MUNISCO, UNAMID, UNMISS and MINUSMA, who all should need a change of mandate and level of force if they should be properly creating the peace and make way for the central government. Peace.

Mystery piece: SPLM-IO secret of the General’s death!

Today’s resignation of Col. Nyarji Jermlili Roman, there is revelation of a weakness that can only benefit the rest of the rebels and the government troops itself. As a key sentence from Col. Nyarji Jermlili Roman that said:

“Finally, it is worth mentioning that, over three years, you intentionally failed to supply our forces in Equatoria with arms and the necessary logistical support, an act that endangered many of our men’s lives because their capacity to defend themselves was greatly affected, hence the death of Gen. Elias Lino Jada, and Gen. Martin Kenyi, among others” (Col. Nyarji Jermlili Roman, 11.03.2017).

Even reports in the mid-year last year showed that he was a powerful rebel and an important ally of the SPLM-IO rebellion towards the SPLM/A. This with the Dr. Lam Akol Ajawin with his own outfit National Democratic Movement (NDM) and the newly created by Lt. Gen. Thomas Cirilo Swaka with his National Salvation Front (NSF), who is now co-operating with Gen. Khalid Butros Bora of the South Sudanese Democratic Movement (SSDM).

So the SPLM/A has enough rebel outfits with military experience on their hands as the Japanese peacekeepers are leaving, but the greed of foreign workers paying $10,000 United States Dollars (USD) for visa in the South Sudan. That must be to get enough revenue to pay for the military operations and to battle the rebellions.

Certainly the SPLM-IO earns on the many more rebellions as the government forces has troubles to contain them alone, still the defeats of respected rebels like General Matin Kenyi, the General Staff of Training and seen as the leader of the Equatorians. Even in 2016 he was the ones who raided in Yumbe district in Uganda. So, the rebel was known also outside of South Sudan.

So this leader and rebel were important to the struggle of Dr. Riek Machar and SPLM-IO. The only proof of his death before was a little tweet by The Bell South Sudan, who wrote on the 14th August 2016 that he died in a battle in Lobonok and he died together with 14 more persons. Therefore, this today is the second message of his death, but since it is the Deputy Spokesperson of SPLM-IO.

The proof that SPLM-IO wanted it buried and not told is evident. As if died in August 2016 and it is now revealed, the SPLM-IO we’re afraid if more people wanted to leave and if the Equatorial states. Certainly the SPLA and the government can be proud of this moment, as the important generals and training officers is dying. Therefore, there is weakness in the SPLM-IO when they keeps silent of the death of central command.

The accountability by the rebels is not a good sign if they we’re to rule, they would just be other former warlords to rule the republic. As they cannot excel with information of the losses and then you cannot trust if they are really winning. Since their reports will be biased and less sincere as the withheld information is vital to their leadership, like the fall of the leader of Kenyi.

We can only wonder what sort of brigades that has been lost or vital positions, as the SPLM-IO want to seem stronger and wiser than they actually seem to be. SPLM/A are the winner in this one, even as the amount of rebels are rising on all fronts, and the wish for another less greedy and less corrupt Central Government. President Salva Kiir Mayardiit seen like a lost soul with the resignations and deflections, but with this he seems a bit stronger; since the SPLM-IO and Dr. Riek Machar cannot tell of their losses. It gets released with more people deserting from him as well, as SPLM/A has people creating their own outfits. The whole picture becomes more scattered as the famine and more issues approach.

Certainly, SPLM-IO has lost a vital and important General in Martin Kenyi, another reason for not telling about it and spelling out to the world about his fall. As his important position both locally and for training of soldiers must been seen as giant beating from SPLA. Therefore, President Kiir knows that his army has done something big in the late 2016 to weaken the rebels. Peace.

South Sudan: Gok State Minister John Marik Makur resigns from government as his efforts are thwarted!

The Transitional Government of National Unity (TGoNU) has yet again lost a state minister, as John Marik Makur has left his office in the Gok State. The reasons are underneath and the turmoil and uncertainty must be a reason for why State Ministers are leaving their offices in South Sudan. Here is his statement.

Gok State minsiter of Education, Gender and Social Welfare have resign. John Marik Makur said: “After having reviewed and evaluated over the past ten months as a minister; numerous aspects of our morale and constitutional responsibilities towards service delivery and development to our communities, which apparently not realized and mainly attributed to manners and ways of your leadership. Therefore, I concluded that my contributions and many vital projects developed by the institution (ministry of physical infrastructure) I led; were consistently not awarded or deliberately ignored and quite often were passed over or misdirected. Therefore, I felt to have sufficient grounds to honorably submit this resignation for no other reasons than personal convictions. It is also a great opportunity for your leadership to move on with new and energetic team so as to give our state a new light of hope for development and progress” (Manyang Mayom, 06.02.2017).

If he is the first of many, the ones already left the building, which is well-known where Dr. Lam Akol, he created his own rebellion and party under National Democratic Movement (NDM), as he has now turned from both Dr. Riek Machar and President Salva Kiir. Certainly, John Marik Makur must have other reasons for leaving the cabinet. There must be some internal inaccuracies and malfunctions from a man of his stature to leave.

So when a man like him feels like his efforts and work doesn’t matter, that should be a worry for the young nation as the loyalist to President Salva Kiir is the ones that staying behind, while the able ones are leaving their offices. This is a sign and should not be misunderstood; it should be interpreted in the ways of maladministration and mismanagement of funds. There is viable evidence and issues within, as the Enough Project report this year even suggest corrupt malpractice within the government. If so than the State Ministries who didn’t comply with the methods in the report would not get needed funds or even clear allocations. That is mere speculation, still we have to suggest that are reasons for why a State Minister resigns and give clear statement of feeling that his efforts didn’t matter. Peace.
