



Uganda: Adm72/01 – Final Preparations for Parliamentary and Local Government Councils Elections in Newly-Created Districts (25.08.2016)









Kampala August 23, 2016– The Elections for the Omoro District Woman MP will be held next week Monday 29th August 2016. We wish to retaliate that our Candidate Pamella Grace Lanyero is still a front runner in the race. We have finalized all efforts to protect the vote and this week we shall round up the campaigns with three Main Rallies. We shall with effect from tomorrow send our teams led by Members of Parliament; DP Whip Hon Ssewungu Joseph Gonzaga and the Women President Florence Namayanja. The Party President Norbert Mao will be the overall Field Commander. We have mapped the Constituency to the effect that the DP District Leaderships are to be deployed in respective sub-counties. This therefore puts a straight forward warning to all those with ill intensions of pandering in malpractices. The Kifeesi teams, crime preventers and police should therefore limit themselves only to the constitutional provisions pursuant to Electoral laws. We wish to participate in a free and fair process and we shall not be liable for any repercussions pursuant to contradicting the process.
Constitution Amendment Bill 2016
We are also concerned about the proposal, which is part of several amendments proposed in the Constitution Amendment Bill 2016 and is spearheaded by the Nakifuma County MP to provide for an open term of office for Commissioners under the Electoral Commission. The Bill seeking to extend the term of office of the Commissioners from the current ten-year non-renewable term to an open in a guise to allow for the Commission to retain more experienced individuals to run it is a blunder. This move by all means serves interests of Government and the President in particular. The appointment and permanent retention in such a move is ploy of recycled inefficiency and reward for stealing a vote at a period when no one has trust in the Commission as the President’s employees. This is evidenced in rewarding Eng. Badru Kiggundu in his new appointment as in-charge of Karuma and Isimba Power Dams Construction for the job well done in the EC. We are aware that this is a pilot plot to pave way for Life Presidency and we ask the President and his team to put their hands off the destiny of Uganda.
Police Public Relations Office Reshuffle
The country received the news of the reshuffle of the former Police PRO Fred Enanga. It is never astonishing that the Police Spokesperson is reshuffled because we have seen many come and go. What is startling is how a one Fred Enanga is replaced by the cantankerous Andrew Felix Kaweesi. The move saves Fred Enanga from living a life with his foot perpetually in his mouth. The Party is convinced that this reshuffle at such a time is uncalled for, diversionary and a political move from the IGP to cover up his recent mess in the Police but worse still; the organized mob he aided to attack the Courts of Judicature. We wish to stand clearly and state that the appointment of Kaweesi as the Police image, whether in interim or utilitarian capacity is not welcome at all. The personality of the Spokesperson brings out the entire image of the institution and that cannot be Kaweesi. We have a track-record of him from the days when he was in charge of the Police training school in Masindi. All Police officers who were passed out during his time have messed up the institution and haven’t acted any different from Aron Baguma, Arinaitwe Bwana among others. These are the fruits of Kaweesi!
When he was appointed Kampala Metropolitan Zonal Police Commander, his rough, inhuman and deadly actions as an individual are still fresh in the minds of the people of Kampala and the Metropolitan. This was a bit covered up when he was transferred to head the Human Resource Department and AIGP Director of operations. We have for long known that this is the true image of the Police, but the appointment of a person of such calibre will leave all Ugandans weeping whenever he appears in the media to justify police positions. Whereas the entire institution is rotten, we are convinced there is a better rot than Kaweesi! As a Party, we task Kaweesi in his new capacity to parade IGP Kale Kayihura instead of parading lower officers such as the truck driver. The IGP is at large and he disobeyed Court Criminal Summons.

“Mayors of the five divisions in Kampala are crying out, saying they have become lame ducks, with no powers and funds to implement programmes in their areas. KCCA councillors and technocrats have been accused of failing the division mayors by delaying to pass the relevant regulations to empower them to exercise their devolved powers. This has crippled effective planning and service delivery. The concerns were raised during a KCCA council meeting which accepted to address the demands of the division mayors in consultation with the minister for Kampala” (NTV Uganda, 2016)

As the NBS Frontline tonight shows is the bitter fight of political power in Kampala. Something that President Museveni wants to see. He wants the city to be in a limbo and less results of progress as the Opposition. The citizens of Kampala votes for opposition leaders and he doesn’t have loyalty amongst them. He even tried to bring a populist in Ragga Dee aka Daniel Kyeyune Kazibwe. This backfired!
Well, today wasn’t a new show as the one of called amends with Kampala politics didn’t get that. The other ghost in the room where the Presidential Advisor for Kampala Singh Katongole; whatever he does he does inform the President and might advise him on the potholes in Nakawa or so. But if it is a job just giving to loyalist of Museveni and live the good life like “Minister without Portfolio” than the people of Kampala and the whole Republic is being fooled to pay taxes to pay for job; which initially isn’t a job. Why hire Mr. Sing Katongole into a job if there aren’t any work, aye?
All of this is happening after, the aftermath of General Election of 2016, where the Kampala and Wakiso voter was discarded and disfranchised during the Presidential and MPs vote; as the Electoral Commission wasn’t delivering voting material on time and wasn’t interested in giving the locals any time to vote after the “sudden” screw-up from the Dr. Badru Kiggundu Commission this instance.

With this in mind you already have a hostile environment between the Executive Director of Kampala Capital City Authority (KCCA) Dr. Jennifer Musisi who has always liked to be selected and handpicked by Museveni to an honourable position. Well, because she doesn’t have the heart to be elected by a constituency. Uganda Federal Alliance President and MP Betti Kamya who talked briefly and went in on the Lord Mayor Erias Lukwago like he was his pupil; since she just continued where the other. Before he had the ability to address her over a stream; this happens because NBS TV wouldn’t like to have the two politicians in heavy discussion. Since NBS had already the natural moderator in Norbert Mao there in the studio.
Hon. Betti Kamya want to lead the ship since she has a cabinet position, that she was given when she wanted to give up her faith in real politics and lose her credibility to suck-up to President. Many might say it in nicer words, but she came from the desert and into a feast. Therefore she acts fierce and force likes the NRM mouthpiece Ofwono Opondo who had to give in his sentiments. An when a so-called opposition sounds like a “semi-automatic Opondo” it is time to give in the UFA party and call it “NRM-Light”.
Also Betti Kamya wants to continue the depressive train of dissolution of the Cabinet Minster running Kampala; because of the way Hon. Frank Tumbewaze impeached the Lord Mayor and went full front political battle where he with the mercy of his Executive used the NRM machinery and court trials to demote the opposition Lord Mayor of Kampala.
There already an issue of who does what on the top of the hierarchy of the Capital City in Uganda, as the Executive Director of KCCA Musisi feels she has reasons to run and appointed to work for the city. The same is with the Cabinet Minister of Kamya now who feels she has special place as she is a Minister and Parliamentarian who are appointed to oversee the City. Whatever the Presidential Advisor of Kampala does or don’t is not really the question as he hasn’t made a word in public since the appointment Mr. Katongole. Lastly it is the elected and not appointed by Presidential decree, Lord Mayor Lukwago. He also should have a place and also authority, not only these who are selected and handpicked by the Central Government to run and oversee the city.

There are many hands, there are even more constituencies and Local Councillors who has agendas down to the grassroots where the citizens live day to day. All the leaders on top will have egos, but also certain degree of righteous reason to work and hopefully live-up to the potential of their positions.
There we’re talk of making amendments to the KCCA act last year that we’re shuffled, the newly elected Cabinet Minister Kamya want to review it and put into Parliament again. KCCA Act of 2010 says this about the Mayor: “The functions of the Lord Mayor are to (A) be the political head of the Capital City” (KCCA ACT 2010 Part III Section 9). So whatever role the other positions says the current law is clear on this point as the KCCA shall be judiciary and policy maker. Then about the Executive Director the law says: “(2)The executive director shall be appointed by the President on the advice of the Public Service Commission” (…) “(3) A person shall qualify to be appointed executive director if he or she is of high moral character and proven integrity, and is qualified to be appointed a Permanent Secretary in Government Ministry” (KCCA ACT 2010 Part III Section 17). The importance of the Executive is that the President appoints and that the person is qualified to an extent. The role of Executive Director does this: “to be the head of the public service in the Authority and to head the administration of the Authority, including divisions and wards” (…) “to be responsible for the management of all public funds of the Authority and accountable to Parliament” (…) “be responsible for coordination and implementation of national and council policies, laws, regulations, byelaws, programmes and projects” (…) “advise the mayor and Authority on Government policy” (KCCA ACT 2010 Part III Section 19). With this law text proves that the Head, the Lord Mayor are the Political Head, but the Executive Director are the one that implement and advise the mayor. That means that this law has by some definition done what can be seen as a coup d’état of any elected Mayor of Kampala.
The Coup d’état is that the Lord Mayor Lukwago can be advised by Executive Director Musisi after the KCCA ACT of 2010 can act as proprietor of the City without a doubt. The Political Head isn’t directed by this to do anything in particular other than run the KCCA meeting as funny laughing secretary of KCCA, being the ceremonial leader of the city and monitor, but the implementing factor is Musisi. This is the coup of Parliament in 2010. We can now see that this law hurts the ones that are not loyal to Museveni and his NRM; who could before get somebody who we’re a gullible leader as Lord Mayor who could just creep around and grabbing brown envelopes instead of working!
The reason for the trouble is the many hands and the evident program to silence the Lord Mayor who seemingly getting elected somebody who is opposition. Something Museveni doesn’t accept therefore they did this to control the area and make sure the NRM got their way. So the Musisi, Kamya and Lukwago fighting will continue and if he get impeached or tried to get him to vacate the office during the 10th Parliament term. Please, don’t be surprised as one of the longest parts of the KCCA ACT 2010 is actually Part III Section 12 that should show what was important for the legislators at the time. It is 2 pages long! Show’s the valid grounds for usage of this part of law compared to the rest of the law.
So the conundrum for Kampala continues and will be like this as long as Museveni and his Regime keeps the capital run like this. He wants in-fighting to weaken the leadership so he can control it with strawmen instead of elected men or woman. They can be corrupted something that is harder for a elected man who feels responsible for his constituency and the citizens as the rigged leaders and corrupt leaders are loyal to head whom pays them. Peace.

The NRM and President Museveni cannot help himself to centralize the power around his loyal men and woman who he knows he can corrupt. This can be done by money and they’re not getting trouble as Mzee hides the issues of this corruption. Therefore the Kyankwanzi words of Museveni that he would fight corruption are three-decades in and useless uttering of hot-air. As seen by the recent actions, only today alone. Take a look!

First NRM Case- Secretary Justine Kasule Lumumba order:
“One of the resolutions read thus: “The Ministry of Finance, Planning and Economic Development, and relevant Ministries, shall submit loan requests one month in advance to the Prime Minister and the Secretary General for inter-sectoral scrutiny before loans are contracted, to confirm that the said loans are aligned to the NRM Manifesto, and the Strategic Guidelines and Directives.” (…) “The NRM leadership and the Secretariat shall be involved in all aspects of policy formulation and implementation, and in the national budgeting process,” agreed the ministers and permanent secretaries” (…) “Further, the Kyankwanzi meeting also agreed that “The National Development Planning processes, policy formulation and implementation, budgeting, among others shall faithfully reflect and embody the NRM Manifesto 2016 – 2021, and the Strategic Guidelines and Directives issued by the President to Cabinet” (TheInsider.co.ug, 2016).
The Secretary General that took over for Amama Mbabazi wants to flex more after the General Election and Campaign period where she promised to kill the ones going against the NRM Organization and Party. As the NRM we’re destined to run the country. This is again proving that the NRM EC and NRM NEC doesn’t have it in them to fulfil the forms after the General Election where they we’re questioning her leadership abilities. Now months after this grievances are left behind. She is suddenly a controlling mastermind that is loyal to Museveni and therefore deserves the nudge of checking the transactions of the Ministries and Parliament budget; as the small loans in the Public Finance Management Act Amendment of 2015, could let the Ministries when needed short term loans take them from Bank of Uganda without the permission of the Parliament. Now the shortcut of the laws is taken one step back, but will be transparent through the leadership and Secretary General of NRM Lumumba. This proves the impunity and disregard for the Parliamentary procedure of procurement. The Ministries when needed loans have to go to Lumumba for their debts and the need for new fiscal funds to finance their work; that is just so accountable as she can accept monies for her friends and NRM loyalist, but from others she can discard. As the request are deemed in her hands, not in any other. NRM will control the requests for loans for the ministries before the PFMA 2015; that is just showing how democratic the NRM have become over the years.

Second NRM Case- Fred Ruhindi to take EC Commissioner’s seat:
“According to credible sources, Ruhindi, a former Attorney General and Minister for Constitutional Affairs will replace Eng. Badru Kiggundu whose tenure reportedly ends at the end of this month” (…) “The soft-spoken Ruhindi lost the Nakawa seat to Forum for Democratic Change (FDC) Michael Kabaziguruka, and has since then withdrawn to private life” (Kawalya, 2016).
The Hon. Michael Kabaziguruka who are still detained for treason as he was plotting to get rid of President Museveni; the man who brought the Attorney General position in Parliament to an end. Therefore the resurrection of the Museveni loyalist wouldn’t be surprising as the resurface of Gen. Kahinda Otafiire in the cabinet as the other loyal cadre lost both the NRM Primary and the General Election this year. President Museveni has a way of paying back to loyal man. If he would give this role to Fred Ruhindi it would be fitting to have a blind “yes man” as the Electoral Commission leader, as the EC have failed and lost so many NRM MPs after the election as the EC didn’t vet and check the credentials of the candidates properly before running the ballot. Also the frauds of the election have also been very evident therefore many reasons for the President to change leaders of the EC before next election to not lose face again. With the fraudulent recent election has backfired and somebody has to fall on their sword; luckily for the Ugandans not the head-honcho, but the puppet filling in the forms for the Mzee. Peace.

There are troubles ahead for the Presidency, the Executive as the hardball acts and the premise for today is after the General Election, the truth of the situation have now showed up. As in April 2016 the State House need 70bn shillings as the campaigning had taken the toll on the expenses and also they need fiscal support to comply with running expenses.
This in mind with the Uganda National Roads Authority that last year (2015) we’re suspended by a dozen of road projects from funding from the World Bank. There we’re talks in May 2016 to resume talks to hash out problems of funding, as the roads scandals and the transparency of the industry have been questioned, as of all the sackings in the Government Organization of late. In April the Organizations all of a sudden offered 1000 jobs, as they needed staff to future be able to find tenders and organize infrastructure projects. Proves there are more than just moist soil that are trouble for the tarmac, but also the heritage of alleged corrupt behaviour of both politicians, contractors and servicemen accepting the bribes before the cars can ride on the roads. As the UNRA Executive Director Allen Kagina said: “But while the government road development programme has been growing, medium term expenditure framework ceiling for Unra has been the same,” she said, adding that “this has resulted in the ongoing and planned programme having a deficit of Shs1.7 trillion.”(Musisi, 2016).

As the Executive have promised for long is to have a Crude Oil Refinery in Uganda, with that in mind even the Kenyans before they we’re toiled away they promised funds into the development project as a part of Crude Oil line towards Lamu Port and LAPSSET, a plan that Mzee scattered. Instead he picked the Tanga Port of Tanzania, for reasons he knows, but we knows it is not terrorism and fears of Kenyan borders. It is the money and deal that have been made between Ugandan Government and Tanzanian. As the Crude Oil pipeline is important for the Uganda oil industry, so is also the Refinery; that has new reports about today. Before there we’re expected that Uganda, for support military and economically would go for the Russian builder and Company under the Rosneft, Gazprom Neft and Transneft, who are run by the RT Global resources, this as a supported deal with businessman interconnected with Vladimir Putin, as we know Mzee we’re in Russia right before buying Russian Fighter Jets in 2011. “The decision to award the contract to the Russian company cements growing ties between Moscow and the east African country, which increasingly characterises the west as a neocolonial aggressor” (Manson, 2015). Today the deal wasn’t in stone, as the deal with planes was okay, but the refinery wasn’t cleared yet: “The Energy ministry Permanent Secretary Kabagambe Kaliisa confirmed the development to this newspaper in a telephone interview but defended “it was not a walk away as such.” (…)”They had demonstrated all it takes, and in fact we had finished negotiations with them and closed all the envelopes” (…)”But they kept going back and forth over the concessions we had given them, negotiated and finished. We gave them all the time” (…) “as a procedure they were supposed to get the necessary clearance back home and it was what we were waiting for. However we received communication they were withdrawing the bond”. Rostec’s East Africa regional representative Andrey Kozenyashev told this newspaper from Moscow that “there is nothing to comment about” (Musisi, 2016). It is only in so many words, that the agreement went sour because the chickens didn’t come to roast, the hidden cost and the transactions between the Russians and Ugandans counterparts was not as expected, therefore the deal stranded; as the Ministry under the orders of the Executive expected to be better paid and secured more funds out of the industrial project. Something the Russians most likely didn’t accept. That’s why the powerful energy, military and resource company has nothing to comment.
As the Oil development issues and the infrastructure in general, as the fallen MPs that are demoted after the fraudulent election losing seats in the 10th Parliament as the NRM MPs are up to 10 or even more who has lost their seats and cannot be in Parliament this term. As Dr. Tanga Odoi claims the paperwork and academic procedure is not at fault in the inner-party, but from the Academic institutions and their verifications, while also threating to insubordinate Tamale Mirundi and take him to court for attacks on his character and acts as the NRM EC. The Irony is that NRM MPs who are demoted got also through the cracks of the Electoral Commission of Eng. Dr. Badru Kiggundu, the engineer who built the machinery and technical procedures for the rigged events and made the options without using his organizations to scrutinize the internal checks and balances at the ruling party and ruling organization NRM-O and NRM CEC who let the NRM EC, together with the EC let the candidates run in the Primary and General Election, before the Courts annulled their works. This shows that it is a grand slam of disapproval and proof of ‘orders from above’ to handpicked members that will only follow and not act on their own. Why all the blame on Odoi, there the NRM CEC and the EC who let it all go?

Even today the Mzee continued with damage control in Parliament as the vetting process earlier dismissed two of the 81 ministers of his cabinet. These we’re: “Harriet Ntabazi, the designate minister of State for Industry and designate minister of State for Works Ismael Orot”, Chris Obore have said that Mzee have written to Speaker Kadaga to re-vet them, so they can be ready for their position in Parliament and Cabinet, because Mzee want the Parliament to reconsider their rejections (Crane Times, 01.07.2016).
The continued madness of the 10th Parliament is continuing, as the 9th Parliament ended with a wish for Tax-Free salaries from the Parliament duties, the campaign and money issues remains, as the MPs have after elections asked for newer SUVs and more expensive cars, now they claim not be paid over the recent year and need refunded funds, to fix their salaries; this happens and some said this to the press today:
“MPs vented their anger more recently at their orientation workshop at parliament. Bugabula South MP Henry Maurice Kibalya asked Patrick Kunobwa, the chief finance officer of parliament, why MPs haven’t got their new cars yet” (…)”Our voters keep asking us why we are not driving the vehicles which parliament gave us. They know that we have been given money to buy new vehicles but they see us driving the same old vehicles and they are asking us why. We don’t have any explanation to give since we haven’t got any communication concerning that; what should we tell them?” (…) ”When I was RDC [resident district commissioner] for Serere, I was given some money as a settling-in-job allowance. Unfortunately, it does not work like that in parliament. I thought we would be given something like an allowance in order for us to settle into our jobs. We expected that parliament…would enable us to find decent places [houses] to stay, vehicles but all we have had to go through is waiting for the first salary,” Kitagwenda MP Abbas Agaba said” (…) “Sylvia Rwabwogo, the Kabarole Woman MP, said: “People thought we got Shs 50m, which is not true. We got only Shs 5m from the president at the time of swearing in [in May] and it was not enough for one to be with his/her family and voters. And remember we have not been working for one-and-a-half years because of campaigns; so, how do you handle such a situation?” (Namuloki, 2016).

So there isn’t enough issues for Mzee, as the giant money funding Oil Development are stalled, as the Russians have not complied, the UNRA are having a deficit and only can build when foreign donors pay for the projects, this in the land of Mzee who doesn’t want international community to be involved as they don’t understand Uganda. While the MPs who understand Uganda, are either in trouble with academic papers and losing their seats, if not their economic situation is dire, just like the State House where right after Election. So instead of being Entebbe and Nakasero State House, it is that the representative of the Ugandan people doesn’t have new Toyota Land Cruiser Prado. Like on the 5th February 2016, the Prime Minister Dr. Ruhakana Ruganda just happen to drop off 111 Toyota Land Cruiser Prado and give them to the District Chairpersons with a lavish handover ceremony at Mandela National Stadium.
Just as Mzee have been hardline on the media during the campaign he has himself done in his capacity to secure big-men into his administration to control the media. Therefore Hon. Jim Muhwezi lost his ministerial position and elevated Hon. Frank Tumwebaze to the Ministry of Public Information and Communication Technology, as he will corporate the Uganda Media Centre, State House propaganda and the general covering of the Government. Since he was hard on the KCCA during his recent term and has faith in his direct control of the Departments. In this space the New Presidential Press Spokesman, the one replacing Tamale Mirundi became the former Editor of Daily Monitor Don Wanyama. Just as the PPS Wanyama is a former Monitor editor. Today there we’re reports of another man from the Paper that we’re connected in getting a position under the government umbrella. This is been reported: “The former Deputy News Editor of Monitor Publications Limited, Paul Amoru is set to be elected the National Resistance Movement Caucus Spokesman” (…) “According to sources from the office of the Government Chief Whip and the NRM Secretariat, Amoru has already been briefed to prepare himself for the task” (Okello, 2016). So the former loyalist amongst the opposition writers in the Monitor, proves how the media have been and becoming more state infused as the WBS have been taken control over. There media houses who are under threat and others who will struggle as the Uganda Revenue Authority will use their legal terms to shutdown, close or suspend, as the Uganda Communication Commission will also revoke license towards the ones who question the power to often, as there been reports on.
Just as Hon. Tumbewaze started his term, he ordered fellow Members of Parliament to be assign them to join social media as a way to address their concern and give their voice into the social media and give ways for them address the public directly, not only on NTV, NBS, UBC, Daily Monitor and New Vision. So one who followed that guideline quickly we’re for instance the Hon. Philemon Mateke who is the State Minster of Foreign Affairs and Regional Development; He joined on Twitter on the 28th of June 2016. When old guys like him start to spread and so-called sensitizing

The Government and Mzee still want to make sure he has right men in the Security Organizations therefore he has order IGP Kale Kayihura to hurry and promote over a 100 Police officers around the Election, that got done in February 2016, just days before the Presidential ballots was cast, as the months before the General Election, the agreements of collective intelligence office between the Army and other Security Agents to secure a peaceful election. While the Police Officers have also in the months before been moved around the country and certain men have gotten bigger positions in the Police Force, as they have gotten better place for their loyalty to oppress the Opposition.
The Army have also without precedence had a clean-up in the ranks, as barracks after barracks have both soldiers and leaders been taken away, some in the homes other directly while they we’re doing for the state, therefore their been violence and this made a conspiracy to connect this actions together with the FDC party to be able to detain and jail Hon. Michael Kabaziguruka of Nakawa, and the Presidential Candidate Dr. Kizza Besigye, both have been charged with ‘Treason’, also that the army connects had a plan to topple Mzee; this is charges that been alleged before on the Besigye family and members as Mzee likes to recreate history. He just doesn’t know it himself, apparently.
So I will stop with that, as when you set the news and headlines together, with the reports behind the scenes, as the questions on the basic initial reports, as the European Union still want to be cordial relationship even when they have condemn the elections in the recent report of the Election Observers Mission claimed the fraudulent affairs, still they wanted to respect him, until Mzee attacked the ICC with President Bashir by his side. These we’re the days of late when the roads from Entebbe to Kampala we’re closed. So the traffic of Kampala and between central areas of Kampala we’re a total havoc, as with all of the foreign dignitaries who visited like South Korea and Turkey, where the roads we’re closed off and ordinary people had to hike on old dust-roads or walk. As cars couldn’t pass, for safety reasons, even if the dignitaries we’re on the Luxury Hotels and enjoying high life on the expense of fellow Ugandans. Just like Mzee is accustomed to over the three decades in power.

“The NRM Electoral Commission has distanced itself from the ridicule surrounding nine NRM members who were thrown out of parliament by the courts of law over academic documents. The ruling party argues that all verification of academic papers was done by UNEB and National Council for Higher Education.. “A number of NRM MPs have questioned how the party’s Central Executive Committee appoints representatives on bodies like the Parliamentary Commission and the Pan African Parliament. The NRM CEC last week voted and forwarded the names of six MPs appointed to the two bodies” (NTV Uganda, 2016).
“It has emerged that chairman of the National Resistance Movement party President Yoweri Museveni is not happy with the way his party members are losing election petitions. So far 11 NRM MPS have lost election petitions in court, though they have won 27 out the 38 cases that the courts have already dealt with. This development has resulted in the party secretariat returning to the drawing board to determine if and where the party erred in managing its candidates” (NTV Uganda, 2016).
“As the new legislators of the 10th Parliament settle in, the Parliamentary Commission is ensuring that they have all the tools of trade to effectively do their work. During the ongoing second round of orientation for the legislators, the role of caucuses took centre stage. Experts addressing the MPs warned that caucusing could erode the independence of the Legislature. But as Maurice Ochol reports, Speaker of Parliament Rebecca Kadaga gave assurance that the 10th Parliament will not compromise on the sepration of powers in the three arms of government – the Executive, the Legislature and the Judiciary” (NTV Uganda, 2016).
