30th NRA/NRM Liberation Day with the “First National Address” – On the Parliamentary Steps on the 26. January 1986 (Transcript of the Speech)

Today is the Liberation day after the Bush-War in 1986. That led to the fall of Milton Obote, Yusuf Lule and Tito Okello. After years in the bush and using the guns and being armed to their teeth and after that actually run Uganda; that happens after losing the election in 1980 as a independent with the Uganda Patriotic Movement. He lost to Sam Kutesa his now Foreign Affairs Minister and loyal ally. Because he claimed the 1980s elections where UPC and Milton Obote won, he went to the bush because the system could not be fixed in peaceful ways. Today is the 26th January in remembrance of this and show respect to the start of 30 year reign of power. Here is a transcript of the speech he had that day. If that is to long I have the cut video clip first that can show the glimpse of what he was trying to say. Take a look and read if you will!

Here is the speech he held on the NRA/M liberation and after the bush-war in front of the Parliament on the 26th January 1986:
NO ONE should think that what is happening today is a mere change of guard: it is a fundamental change in the politics of our country. In Africa, we have seen so many changes that change, as such, is nothing short of mere turmoil. We have had one group getting rid of another one, only for it to turn out to be worse than the group it displaced. Please do not count us in that group of people: the National Resistance Movement is a clear-headed movement with clear objectives and a good membership.

Of course, we may have some bad elements amongst us – this is because we are part and parcel to Ugandan society as it is, and we may, therefore, not be able completely to guard against infiltration by wrong elements.

It is, however, our deliberate policy to ensure that we uplift the quality of politics in our country. We are quite different from the previous people in power who encouraged evil instead of trying to fight it.

You may not be familiar with our program, since you did not have access to it while we were in the bush so I shall outline a few of its salient points;

The first point in our program is the restoration of democracy. The people of Africa-the people of Uganda-are entitled to democratic government. It is not a favour from any government: it is the right of the people of Africa to have democratic government. The sovereign power in the land must be the population, not the government. The government should not be the master, but the servant of the people.

In our liberated zones, the first thing we started with was the election of village Resistance Committees. My mother, for instance, cannot go to parliament; but she can, surely, become a member of a committee so that she, too, can make her views heard. We have, therefore, set up village, muluka, gombolola and district committees.

Later we shall set up a national parliament directly elected by the people. This way we shall have both committee and parliamentary democracy. We don’t want to elect people who will change sides once they are in parliament. If you want to change sides, you must go back and seek the mandate of the people who elected you.

Democracy
Some of these points are for the future, but right now I want to emphasis that the first point in our political program is democracy for the people of Uganda. It is a birthright to which all the people of Uganda are entitled.
The committees we have set up in these zones have a lot of power. You cannot, for instance, join the army or the police without being cleared by the village committee.

You must get a recommendation from the people in your village to say that you are not a rogue. Hence, the soldiers who are joining us from other armies will have to be referred back to their villages for recommendation. The same applies to the police.

Suppose, for instance, that we want to recruit some 500 soldiers from the District of Rakai and say 10,000 youths in the area apply to join. If 5,000 of those are cleared by their area committees as people of good character, the selecting military team will choose the most physically fit from among those, and we shall end up with an army that is both of good character and in good physical condition. This is an example of some of the work to be done by the village committees.

Another important aspect of the committees is that they should serve as a citizens’ intelligence system. If I go to address a rally in Semuto, Rape-ka or Nakaseke, I shall first meet the muluka and gombolola committees in the area. They will tell me whether the muluka chiefs are thieves, or the hospital personnel are selling drugs, or whether there are soldiers in the area who are misbehaving. They are thus able to act as watchdogs for the population and guard against the misuse of power.

The second point in our program is the security of person and property. Every person in Uganda must be absolutely secure to live wherever he or she wishes. Any individual or any group of persons who threatens the security of our people must be smashed without mercy.

Security
The people of Uganda should only die from natural causes that are beyond our control, but not at the hands of fellow citizens who continue to walk the length and breadth of our land freely. When we were in Nairobi during the peace talks, it was a very painful experience sitting in a room with criminals across the table. 1 was advised that being a leader, you have to be diplomatic.

This prompted me to ask: “But does diplomacy apply to criminals as well?” to which the answer was, “Yes”. I saw then that the whole process was a farce. We tried peacefully to push the case that the Amin elements, and people like Bazilio Okello, who had killed people in broad daylight, must be excluded from government.

Our voice, however, was a lonely one because there were so many pressures from the International community which is interested only in trade. They do not care how many skeletons we have in Uganda: all they care about is for the road to be opened so that their goods can have free passage. We, therefore, made our position very clear: we were not going to take part in any government which included and Involved criminals. Unfortunately these people believed they had tricked us. Tito Okello, for instance, came back saying that my signing the agreement showed that they had removed the teeth from the salambwa (poisonous snake).

Our position, however, has always been very clear. If you play tricks with us, we shall play tricks with you; if you are honest with us, we shall be honest with you; if you are violent against us, we shall be violent against you. We are people who pay others in their own currency and we never use cowardly tactics. When I was in the bush, I had a lot of pressure from people who said that we should assassinate people like Obote, Muwanga and Bazilio.

Against assassination
I disagreed because I argued that when you assassinate people like that, you turn them into martyrs and heroes. What you need is to develop enough strength to enable you to sweep that kind of garbage to where it belongs: on the dung-heap of history. Why should anybody bother to kill small people like Bazilio? You may kill Bazilio Okello but you will be left with many other Bazilios.

Therefore, the security of the people of Uganda is their right and not a favour bestowed by any regime. No regime has a right to kill any citizen of this country, or to beat any citizen at a road block. We make it clear to our soldiers that if they abuse any citizen, the punishment they will receive will teach them a lesson. As for killing people – if you kill a citizen, you yourself will be killed.

During our struggle, we executed five soldiers of the National Resistance Army for killing people in Bulemezi, Ngoma and Fort Portal. One of these soldiers had killed a doctor in order to steal his money.

What, on the other hand, has been happening in Kampala? Recently, people were massacred in Luwero and a high-powered delegation was sent there: you know these so-called high-powered delegations led by Excellency’s and honorables, etc. Personally, I do not like being called ‘Excellency’.

People in Bulemezi call me Yoweri or Mzee wa Kazi. Now, these Excellency’s, and honorable ministers and high-ranking military personnel, and what-have-you went to Luwero. Can you imagine what they did? We were told that they had transferred the person who had killed the people in Luwero to another station! Can you imagine? Someone kills 100, 50 or even two people and you say you have transferred him to another area? It was suggested that the solution to some of our problems would be for Kampala to be completely demilitarized.

So I asked: “Where are you going to take these criminal soldiers? Even if you take them to a national park they will kill the animals there!” The solution, therefore, is to put criminal soldiers where they belong: in prison.

The third point in our program is the question of the unity of our country. Past regimes have used sectarianism to divide people along religious and tribal lines. But why should religion be considered a political matter? Religious matters are between you and your god. Politics is about the provision of roads, water, drugs, in hospitals and schools for children.

Case for unity
Take the road from here, Parliament Buildings, to Republic House. This road is so bad that if a pregnant woman travels on it, I am sure she will have a miscarriage! Now, does that road harm only Catholics and spare Protestants? Is it a bad road only for Moslems and not for Christians, or for Acholis and not for Baganda? That road is bad and it is bad for everyone.

All the users of that road should have one common aspiration: to have it repaired. How do you become divided on the basis of religion or tribe if your interests, problems and aspirations are similar? Don’t you see that people who divide you are only using you for their own interests not connected with that road? They are simply opportunists who have no program and all they do is work on cheap platforms of division because they have nothing constructive to offer the people.

Our Movement is strong because it has solved the problem of division: we do not tolerate religious and tribal divisions in our Movement, or divisions along party lines such as UPC, DP, UPM and the like. Everyone is welcome on an equal basis. That is why you find that when our army goes to Buganda, the people there call it:” amagye gaffe, abaana baffe”. When it goes to the West, it is: “amahe gaitu, abaana baitu”: which means that wherever the NRA goes, it is called ‘our army, our children’. Recently, Buloba was captured by our army, and the commander in charge of the group was an officer called Okecho. He comes from Pakwach in West Nile.

Therefore, the so-called division between the north and south is only in people’s heads. Those who are still hoping to use it are going to be disappointed. They ought to dig a large grave for such aspirations and bury them. Ma-sindi was captured by our soldiers led by Peter Kerim: he, too, is from West Nile. Dr. Ronald Batta here, who is from Madi, has been our Director of Medical Services for all these years in the bush.

Angry’ Obote
Obote tried to propagate the idea that there was a division between the Bantus and the Nilotics and that if the Bantus took over, the Nilotics would be wiped out. We have, however exposed him. Whenever, we captured soldiers from Ac noli, Lango and elsewhere, we would treat them well and then release them.

Obote would be surprised and he would ask: “Were you really captured? Did you see Museveni? Were you really not beaten?” Once we captured the police commander of Masindi, a man called Gala.

I talked to him and another man called Epigo, also from Masindi. When we released them and Epigo got back to Obote, Obote did not like what Epigo had to say: that the National Resistance Army was not a tribal army as the Obote government had been trying to make out. So Obote locked Epigo up in Luzira Maximum Security Prison because he did not want to hear the truth about our Movement and Army.

There is, in philosophy, something called obscurantism, a phenomenon where ideas are deliberately obscured so that what is false appears to be true and vice versa. We in the NRM are not interested in the politics of obscurantism: we want to get to the heart of the matter and find out what the problem is. Being a leader is like being a medical doctor. A medical doctor must diagnose his patient’s disease before he can prescribe treatment.

Similarly, a political leader must diagnose correctly the ills of society. A doctor who does not diagnose his patient’s disease adequately is nothing but a quack.

In politics we have also got quacks – and Uganda has had a lot of political quacks over the past two decades or so. I also want to talk about co-operation with other countries, especially in our region. One of our weaknesses in Africa is a small market because we don’t have enough people to consume what we produce.

Regional cooperation
Originally we had an East African market but it was messed up by the Excellency’s and Honorable ministers. It will be a cardinal point in our program to ensure that we encourage co-operation in economic matters, especially in transport and communication within the East African region.

This will enable us to develop this area. We want our people to be able to afford shoes. The Honorable Excellency who is going to the United Nations in executive jets, but has a population at home of 90 per cent walking barefoot, is nothing but a pathetic spectacle. Yet this Excellency may be busy trying to compete with Reagan and Gorbachev to show them that he, too, is an Excellency. These are some of the points in our political program. As time goes on, we shall expand more on them.

Last appeal
To conclude, I am appealing to those people who are trying to resist us to come and join us because they will be integrated. They should not waste their time trying to fight us because they cannot defeat us.

If they could not defeat us when there were just 27 of us with 27 guns, how can they defeat this army which you saw here? They cannot defeat us, first of all, because we have a correct line in politics which attracts everyone. Secondly, we have a correct line of organization. Thirdly, our tactics are correct.

We have never made a mistake either in strategy or tactical calculation. I am, therefore, appealing to these people not to spill more blood, especially of the young men who are being misled by older people who should know better.

Afterthought: 

I think this is enough. And it is celebration of 30 years. I will not be smooth, but rather silent. Because it seems like President Museveni forget his cause, if it ever was his cause and to make a democratic change. Even if he used a long time to give a multi-party system. Still his rigging turns as bad or worse then Obote II. That means that after 30 years they are doing the same thing they fought against. Which must be an ironic way of celebrating 30 years of power, with the same leader that held this speech. A speech that was powerful and if truthful and the power ate the man. Then he forgot why he came to power. There are many theories, but the man who took power talked a way of democratic behaviour, but now is more totalitarian and police-state then the state he wished to build in 1986. Peace.

This here has been address by others, but this is my view on the report released by NGOs recently. So here is my view on how the parties have spent on the two months, and the issue is that is very important to discuss. Since this is use of money to gain power or to shape the political landscape. The use of moneys and what you use it on show the values and to what extend you will pay to either continue or get power. The pages are after the counting system of Acrobat document, the official document will have different numbers because Acrobat count the empty pages in the beginning also. Therefore the numbers are higher then what it is in the report and don’t get that confused. I just do it to make it easy.

“The minimum amount of money observed to have been spent by parties and their flag bearers in the observed districts was UGX 49.6 billion in November and 88.1 billion in December representing an increase of 77% over the two months. This increase is largely attributed to the commencement of member or parliament campaigns having been nominated on the 3rd and 4th of December 2015” (…)”ACFIM observers reported use of motorcades, bodabodas cyclists, entertainers; and provided transport refund, food and drinks for supporters that accompanied them to nomination and attended the nomination rallies” (P: 8, 2016).

“Assessment of Minimum Expenses by Party:

According to ACFIM observers, the National Resistance Movement (NRM) party candidates are leading by far terms of campaign spending. The party accounts for 87% of the total minimum observed expenditures reported by ACFIM Research Assistants/Observers in the months of November and December. NRM is trailed by Independent Candidates who have spent 7.9%, FDC (2.1%), Go Forward political group (1.1%), DP (0.5%), UPC (0.3%) and other parties (0.3%)” (P: 10, 2016).

NRM Minimum costs:

There has been observed how the NRM have been using funds on their candidates and campaigning from June 2015 to December 2015. This here proves yet again to what extent the ruling parties secure loyalty and MPs. Every NRM Village has spent minimum UGX 15m. The delegates conference for the constitutional amendment they spent UGX 19M. The Second delegate’s conference to elect Flag-Bearer UGX 20M; then it’s the monies spent to MPs to secure the vote for sole-candidacy that was UGX 6M. They also spent money for Posh Cars for party officials UGX 10M. Last was paying for the NRM Primaries which cost about UGX 30M. That means the minimum cost for NRM we’re UGX 100M (P: 12, 2016). That is before you really start to campaign!

Expenses of Presidential Candidates in November and December:

“The candidate Yoweri Museveni accounts for majority of the total minimum expenditure with 91.6% of the total minimum expenses recorded. Candidate Museveni is followed by Amama Mbabazi whose expenditure accounts for 4.6% and Kizza Besigye (3.3%). The rest of the candidates spent less than 1.0% combined” (P: 16, 2016).

“The Money Man”; He is retired Leut. Gen. Henry Tumukunde. He was handing over UGX 20million to an association of vendors in Entebbe Market in December. He has been leading the advance party of candidate Yoweri Museveni. Observers in Arua reported that he handed out UGX 50,000 to 400 voters who claimed to have converted from FDC – they met him at White Castle Hotel in Arua” (P: 19, 2016).

Expenses on Journalists by Presidential Candidate (Nov & Dec):

“Yoweri Museveni outstrips his competitors in terms of expenditure on facilitation of Journalists on campaign trail. Observers report that candidate Yoweri Museveni has a team on 20 local journalists (electronic and print) that are covering his campaign trail, each of these journalists receives daily upkeep (per diem and incidentals) of UGX 150,000 from the candidate’s campaign coordination team. In addition when the candidate conducts regional press conferences, the facilitation for journalists attending the press conference rises to UGX 500,000 and about 50 journalists can be in attendance (i.e. the 20 on campaign trail are joined by 20-30 others from the region). Journalists on candidate Amama Mbabazi campaign trail get up a reported minimum of UGX 40,000 while journalists covering candidate Kizza Besigye and others get much less or nothing” (P: 31, 2016).

Voter Tourism:

“Voter tourism as the practice by candidates where voters are provided with buses, trucks, minibuses or cars and driven from their homes to campaign rallies or around the constituency as an inducement to voters in return for their support come polling day. Clearly a poor voter who has not sat in an automobile for a year or more will be more than excited to enjoy the ride provided by the political candidate free of charge. Voter tourism has been prevalent in November and December with candidates of the NRM party most commonly observed engaging in this campaign tactic. Voter hospitality on the other hand is a situation where political candidate host voters to a banquet or party or meal or retreat where are treated to a good meal, animals slaughtered and cooked or roasted, lots of drinks including booze, music/disco, live entertainment and sometimes lodging in a comfortable hotel, motel or lodge. Voter tourism and voter hospitality were prevalent in November and December with majority of candidates across political parties complicity to this” (P: 41, 2016). To continue why the candidates use this tactic; “Political candidates that have been observed to engage in campaign tactics like voter tourism and voter hospitality in November and December, do not do so because they are generous, but because they expect recipients to return the favour. The timing of these offers in the middle of an election campaign and the nature of intended beneficiaries for this generosity is clear manifestation that the aim is to induce voters in return for their support on February 18th, 2016. This clearly is voter bribery” (P: 43, 2016)

Misuse of Government Resources:

“On the 9th of November 2015 a number of government vehicles were used on candidate Museveni’s rally held at Kasana Play Ground. Some of the vehicle registration plates observed in action at the rally include: UG2183C, UG 0178H, UG1427W, UG 0187D, UG 2688D, UG 2183C, UG 2043C, UG 2405C. UG 1832S, UG1768C. Observers in Katikamu report that on the same day government vehicle number UG 2708R was used to transport supporters to Kasana playground” (P: 44, 2016). “Similarly on December 3rd 2015 dependent candidate for Katikamu South Member of Parliament Patricia Magara was observed using a bus with government number plates to ferry campaign attendees from different sub counties to her nomination rally in Bulakasa” (P: 45, 2016).

The minimum NRM expenses of only November 2015 are 125,219,922,000! (P: 50, 2016) That is a lot’s of money. I will point out some special expenses that the NRM party has used this giant UGX 125bn on campaign for November 2015! That is lots of lots money! For Voter Tourism they have used UGX 140m in November alone. Allowances for 500 Special Force Command men as Campaign Security total pay cost UGX 300m in November alone. On Yellow T-shirts the NRM party used UGX 15,806bn that is a lot on type of item, it surely is to sprite up those campaign rallies and Yellow crowds! After quick calculations they used close to UGX 1,4bn on media advertisements on TV, Radio and Newspapers. On campaign posters the hefty sum of UGX 1,7bn (P: 49-50, 2016).

Though FDC used a UGX 1bn as the biggest opposition party, it still proves the total use of funds from NRM. I am not surprised with all the knowledge of voter tourism and also giving away foods and items at their campaign venues. The tally has to get big for the ruling party with all the hiring of buses and such proves how much their viable to use to get the perfect crowds and pictures to the press. Like yesterday there we’re reports of a village that was the size of 500 people, the NRM had a campaign rally of 20,000. Surely they had some buses and shipped them to that venue as they have done before and hired bus-companies to travel and pay to get crowds. Something FDC and the other parties does not do.

The NRM proves to be the big-spender and would be surprised if the result from a NGO would be different, maybe if Ofwono Opondo would describe it differently.  He said this recently: “It is true that NRM is outspending other parties. It is true that we spent over UGX32b during NRM primaries” (…)”We are spending the money locally. We are buying t-shirts, water, paying musicians, hire cars from Ugandans” (…)”There’s no evidence that money being spent by political parties is causing inflation pressure” (TheInsider, 2016).

Mr Opondo is not a giant economic sense of a guy, the extended monies into use without monetary policy can lead into higher inflations, that is why the two recent elections periods in Uganda in 2006 and 2001 that the inflations rate we’re escalating and also led to higher prices on the household commodities. But Mr. Opondo has a way of forgetting such while his party is big spending. As they have their own “Money Man” during the campaign and continue to support the level of Voter Tourism. I am surely they have an own warehouse just for Yellow T-Shirts near a Headquarter of the NRM. They should they have used such a fortune on it and the ones they haven’t given away should be stored well.

The war-chest of NRM must be huge. As the reports before November was expected that NRM would use UGX 500bn, and by seeing the results of November alone in this report proves that those estimations was spot-on. If you can calculate the same amount for December and January; then you get up to the estimated usage of NRM party. Mzee surely like to make blast and bang while using spin-doctors to portray him as the national father of the country. While the other parties can nearly scrap enough funding for their own campaigns! And the other parties can’t use government equipment like the NRM does once in a while. As this report has pointed out and none of us who follows the NRM should be shocked and awe, it’s more the same old story. Well, that was enough for today. Peace!

Mzee doesn’t feel the Calvary can protect the election anymore; therefore he changes guards and get the Army to flex for him

There been news that Mzee have ordered the Uganda People’s Defence Force to be in-charge of the security during the rest of the election-time, because in the previous elections the people or citizens of Uganda have been sleeping. They we’re sleeping so well and misunderstood by Mzee. He must have forget the reactions to the recent General Election in 2011 that ended in public display and post-election violence; at the strange past, where the now Presidential Candidate Dr. Kizza Besigye and other politicians started the demonstrations with the group of Activist4change and “Walk to Work”.

Mzee have a little amnesia and even have forgotten that have got so much money to spend on post-election violence. But why postpone the violence when you can intimidate the public in 40 days before the Election Day and polls. That sounds so much sweeter, right? Why wait to be hit and the international media on your agenda when you can do it more in silence now.

Mzee have the plan since he is seeing the Go-Forwand/TDA and FDC Presidential Candidate during better than expected. While Mzee and his party is like ferrying more people than the ordinary safari company in the country and especially countryside where he have lost support. So the easy way is to rent buses and get people from other districts to look like you still have the power and suction in the country.

Mzee have issues, strong issues with opposition; that’s why when he looks back in time. He remember with joy the times between 1986 to 2005; when there wasn’t anything else than his own built Movement Political System. That went away with the 2005 referendum. That has opened the gates for other people then Mzee to actually rule! While Mzee did apparently around the same time he did take away the Presidential Term Limits, that why still Mzee have executive powers and campaigning for yet another term.

Mzee have seen the rise of people lately and that people aren’t eating of his hand and enjoying his speeches as they once did. While the Uganda Police Force and IGP Gen Kale Kayihura doesn’t make the people fear Mzee and his folks enough. Not even Mzee’s Wife’s grin and speeches can’t beat the lions into shape, the people are to touchy with the Leopard’s anus. So he has to switch up.

Mzee has already switched up in the UPDF and gotten his loyal friend Chief of Defence Forces Gen Katumba Wamala. Since IGP Kayihura haven’t played this well enough and his spokesman CP Fred Enanga looks foolish. That makes Mzee looks like dumb-dumb and he can’t have that. To look dumb isn’t respected and Mzee need all respect and honor to man.

Mzee can’t have this and the way Hon. Amama Mbabazi of the Go-Forward his new arch-nemesis and former arch-nemesis Dr. Kizza Besigye of the FDC is making is life and election campaigning so hard. The Police can’t even beat them enough or the block their campaign rallies. They are not creating enough havoc so that the people lose hope in them. The police aren’t even jailed enough FDC people or Go-Forward to secure Ugandans from them. Because Ugandans are NRM; Mzee is that right or have I misunderstood you? No wait, Ugandans are the ones that will work for you and under your executive power.

Later today he released this through State House of Uganda:

“President Museveni has assured Ugandans that no one can disrupt Uganda’s hard earned peace and security. President Museveni said: “The Army and other security agencies are strong enough to handle anybody who attempts to interrupt the peace that is prevailing in the country.”

The Security Agencies went into collaboration before the election as they made 40 Units consistence of Uganda Prisons, Internal Security Organization, External Security Organization, Uganda Police Force (UPF) and Uganda People’s Defense Force (UPDF). This was in the middle of 11th November 2015. So this measure seems now in beginning of January 2016 to not be enough, together with the Electoral Commission’s not use of UPF as much as they have done to now during this stressful time.

Now that the letter between President Yoweri Kaguta Museveni the executive power of Uganda have ordered the Chief of Defence Forces Gen Katumba Wamala to deploy troops around the country to secure the election. So that he will take over for IGP Gen Kale Kayihura is following the Presidential Candidates and other ones trying to get voted in for the general elections in February this year. Just 40 days before the Presidential polls happens. It must be a tactic of fear. The power of anti-riot police following Go-Forward Presidential Candidate Convoy isn’t enough. The stressful movements of the police towards the Forum for Democratic Change Presidential Candidate Convoy that have done what it could even violence when it has to. For Mzee that is not enough and safe enough; Bukwo District against the FDC and Northern districts policing of Go-Forward. That has not been cutting it. The defiance and struggle of the opposition is not enough.

Mzee need bigger guns to control these vile political parties that he didn’t really wanted. That is why he had elections for it twice. Not only in 28th July 2005 where the “Yes” for Multi-party system against the Movement System where 92, 44% versus 7, 56%. They had a previous try out before the election in 2001. That was in 29th June 2000 when 90, 71% voted for the Movement System versus the Multi-Party System who got 9, 2%. So Mzee got one less election with more parties then NRM, I am sure he wished the result in 2005 could be reversed since there is so much work with elections after releasing UPC, DP, PPP, PDP, TIC, TDA, FDC etc etc. To keep the NRM people secure because the true Ugandans are NRM.

Mzee and have enjoyed in silence the words of his chairman. The man he employed in the Electoral Commission who said that he would call on the military if needed to keep the elections peaceful. You have ensured that he doesn’t have to do that. Mzee have done it today!

Mzee, this is ironic, it’s your people who are violent, most likely the Police and Crime Preventers are the ones who usually are behind the issues. The NRM Primaries we’re the King-Kong Cadres who came with security agents and took the paperwork and results to clear it before delivered to the NRM Electoral Commission for review. The same is happening here, the NRM is initiating together with the Police or the Police alone after orders from the Electoral Commission. So the opposition convoys are in the field not knowing what kind of police are there or what kind of crime preventers who enters the area of campaigning. That is why the violence has not erupted at Mzee’s Campaign Rallies; instead it is just poster perfect and wonderful yellow flowery smiles. Up to a point where it looks unrealistic and the perfection is just like Insta-DAMN. Well, that is not enough for Mzee, he doesn’t like that. Because FDC and Go-Forward campaigning is big and without ferrying voters from districts that is from other ones than where Mzee actually campaign giving them a bus-ride and paying for support. That must hurt after 29 years and nobody giving you love!

Mzee, you must be desperate to see the people going to FDC instead of you, even to Mbabazi then you! Therefore you have to use the trick of old since you haven’t learned any new. UPM is reacted. Uganda Patriot Movement; is resurrected through National Resistance Movement. They need to go to the bush, this time they are the UPC and have the UNLA in new name and state govern facilitated through the now UPDF! The generations have moved on and there new people in the army, still some old leaders from Luweero, though very few are still there. Mzee has kept a few of his men close and other have scattered like the ones who are his main opposition. So they know the Movement system and the way Mzee thinks. Still they try!

Mzee needs the army and bush-war tactics again, because he doesn’t trust anything else. Since he can’t produce any moral fiber or make anything worthwhile. Mzee lives and strides on the fear and not on the actual political platform or agenda since that is rewind from former elections; Mzee is not committed to deliver to the Ugandan people anymore, therefore he needs the army to secure that the Electoral Commission and Uganda Police Force is necessary tools for Mzee to get his will. That is so he can continue being the Executive Power and His Excellency President of Uganda. Mzee can’t trust the Uganda Police to deliver anymore and since it getting closer to the General Election in February 2016. That is why he trust now more in the advanced weapons then the Police to secure that he get the prize again, even if the opposition looks like it’s winning over the people this time around. While the Forum for Democratic Change (FDC) Campaign convoy went to Nakaseke district for continuation of the campaign rallies towards the General Election in 18th February 2016. Dr. Kizza Besigye have been scheduled for travelling the district and campaigning. That is expected by now, since he has tirelessly since November like any Presidential Candidate has done.

What that happen today we’re not really news. The Police we’re following the campaign trail of FDC convoy in the district. The thing that is bothering and sad is to see the operational factor of having police ferrying the so called crime-preventers from village to village, and town to town to get people to shun the campaign rallies of the FDC. They did what they could to intimidate the public from showing up at the rallies there.

Also a deflector from Go-Forward Hon. Amama Mbabazi had the support earlier last year from Nakaseke Democratic Party MP Candidate William Kasibante. He stood on stage and publicly now deflected to support Dr. Kizza Besigye.

While the Police we’re driving with Crime Preventers to stop the public from going. This shows the orders from up-high since the districts police is interfering in yet another opposition rally. The DPC Justus Asiimwe can’t be happy with his men’s work since it was not working well. Since the people and public did show up to the rallies even with the mobilization of Police and Crime Preventers did not stop the crowds or local citizens to show up. That means the security forces did not secure the public, instead making the issues being interfering directly into politics and party affiliation as the matter of not doing the same when NRM and Mzee came to the district. This shows loyalty towards him and partiality in a way that should not be happening at this time of Electoral Commission and their Election Road Map of 2016.

Since Mzee have had total control since the bush-war! Which is a statement in itself; here yesterday he claims superstitious power and Devine right to rule. That is inspiring and terrifying. “A president is next to God. You don’t tell lies when you are a president or aspiring to be one. You cannot have a president or somebody aspiring to be a president telling lies. That is a disaster for the country. You would rather say I don’t want to comment, but to tell lies when you want to be a president?” (…)”I want people who are engaged in the elections to stop bad politics, telling lies, trying to use violence because we are not going to tolerate those mistakes, in particular the use of violence and bad politics will be resisted and defeated. This should be clear to all and sundry” (Kiggundu, 2016).

He can argue that other candidates isn’t fit, that is what politicians do and point out flaws in plans in the way they want to run their station. This isn’t that, this is calling out and saying no-body except him can. The thing that bothers me is how he talks about lies and truth as “the President is next to God” means that there is a Devine order setting the standard on his behest. Mzee the man who caught the power with the gun, claims that God have given him the right.

The lying is just wrong in many ways, he has been telling stories for thirty years, promised to retire more than twice and changed his mind about the constitution more than any kind of totalitarian leaders world-wide. So that he talks about leaders lying is like throwing stones in a glass-house, aye?

That he is messed up with the engagement into politics is meaning that it’s okay if it is on his terms. Something that is common now this days or facilitated to Mzee wishes. Like it is amazing “I don’t want to comment”. Than displaying his thoughts anyway: “but to tell lies when you want to be a president?” Well, he should know the answer to this, because he has forgotten the history of losing the rigged 18th September 1980 Parliamentary Election as the leader of the newly founded Uganda Patriotic Movement (UPM) and got only one seat and a meager display. As disaffection with the Electoral Commission of the time he went into the bush and started the National Resistance Army (NRA). Because he couldn’t stand the Obote II government he had ushered in together with help of Tanzanian forces that we’re God-sent to end the Idi Amin Dada dictatorship. Something many people are grateful for!

So let me point out the lie in the matter of hand as he says the Opposition lies. They claim the same as he did in the 1980s of fraudulent and rigged elections. There have been proofs of that ever since the Electoral Commission has run multi-party elections since 2001. Because the numbers towards the changed NRA into the political party National Resistiance Movement (NRM) shows startling numbers that only can be beaten by the Rwandan Patriotic Army (RPA) and now political party Rwanda Patriotic Front (RPF) who have run the country with nearly no obvious opposition. There been proof of stronger opposition in Uganda, so there is definite a lie. A lie that the world knows and the election observers since 2001 could tell or read through reports on these elections tells of malfunctions and frauds done by the ruling-party. Just like the lies of the political freedom and genuine candidates for the general election February 2016 from the NRM.

The man who made himself a hero because a lost election and have ever since rigged elections. First by not opening for multi-party systems meaning he neglected the oldest parties of the land Uganda People’s Congress and Democratic Party. The Buganda Kingdom party Kabaka Yekka (KY) we’re long gone since Obote, Mzee former running mate who he needed to get closer to power disfranchised the kingdoms and banished them. That is while you we’re in the bush we’re doing secret deals with Kabaka and his men. Because your needed their support to regain strength for the future dealings and strong leadership. That is another lie Mzee now deflects and tries to avoid since he try at any cost to add more kingdoms and fiefdoms to regain more loyal cronies that will not be political henchmen, but loyal subjects to his will since they will get a cultural position in their respected region.

Mzee, your claiming that opposition is making bad politics. That is way for you’re to lie, since you’re the guy who has set the standard for the politics done in the land in the recent decades. So if somebodies does bad politics in the land it’s because for the simple matter the executive have made it happen that way and rubberstamped it. The opposition which is still marginal in seats and places of power and with a shadow government doesn’t have the force to make that change, they can at least stifle business, but the NRM and their loyal paid cronies can decided the basic business.

Mzee I could go on and on. There is enough footprints in the sand been made since you started your political walk since you left University of Dar Es Salam in 1970s and started his political journey from there. Where he also went into wars and made civil war for his own gain and kept it ever since. That is not Devine powers next to God, that is the power invested in guns and alliance with necessary people to gain it, and then never leave.

Mzee, have enough lies on his own and to claim things on the opposition is just foul play, but at this rate it’s business as usual. Peace.

We are coming to the years end. In a little week we will kiss the new-year and touch 2016. What a day that will be! We have seen and felt in 2015 what politics do and does to society in Uganda. This would have sounded differently a few months ago. This is a quick current pre-view and I hope you don’t mind!

The General Election is set for mid-February that means we have over 50 days still of campaigning. The Campaign rallies will feel a déjà vu at this point and would not be different unless the NRM, FDC or Go-Forward does any major stunt. The minor candidates are dwindling in the wind and are gone as quick as they set of at their nomination day.

The Chairman of the Electoral Commission got a heavy pay rise and earns now 35 Million shillings a month. That must be to settle the score for the government and secure the rigging system. We can’t not believe earning all of sudden 29 million more shillings a month comes for free and not with a price. He surely will pay Mzee back.

Ntungamo 13.12.15 Yellow

The IGP Kale Kayihura went into the Ntungamo after the clashes in the town. The reports we’re blaming NRM big-men and Police to taking charge against the Go-Forward Supporters at the venue. Gen. Kayihura has said after “he only went on orders”. We can also see a week or so after there have been arrested many of the leaders and campaign officials for Amama Mbabazi, but none of the NRM men. Later Mzee has promised to pay a sustainable fee to the NRM-Supporters who was hurt, but not the others and it was 1, 5 million shillings each to mend their wounds.

We can also see how the Police get more and more violent on the campaign trail. There been attacks by NRM men towards the FDC convoy when they trailed the north. Deputy Speaker Oulanyah was in charge of the men standing off towards the FDC and their convoy. Nothing has happen ever since that happened. The FDC has had stand-off near Fort Portal and in Gulu with no feedback from Authorities on the matters. The Go-Forward have also had issues in Northern Uganda. The police interfere and also shut down venues as they feel. They are interfering into politics more than the UPDF Members of Parliament do!

On the 29th December a traditional day of rallying the FDC convoy got violent meeting with police while going to Rhino Camp Health Care facility in Madi. The Go-Forward aspirant Bright Muhumuza we’re supposable jailed in Ntungamo for his involvement in the Ntungamo clashes. While this was happen around the NRM who we’re sending men door to door in Kalangala and offering the people 500 meager shillings to shun the rallies of Go-Forward Amama Mbabazi. This is just another day in the democratic nation of Uganda.

An Independent Candidate Elton Joseph Mabirizi was early on the campaign trail taken and kidnaped. He we’re returned after that but his campaign has been silent and not made fuzz since.

We have seen the NRM Primary Elections which have been fraudulent and tragic events, not only for the losers, but for the party in general. Hard to take serious with the magnificent missteps and arrogance not only from Dr. Tanga Odoi and the other men running it. Okay that Secretary General Justine Kasule Lumumba can be mad and or whatever potion she is on to save face, still the NRM looks weak and foolish. The Unnecessary violence, rigging and bribing makes it looks a picked race from the get-go not a fully-democratic-exercise where the NRM members decided who is their favorite, instead sole candidacy and a few fallen Minsters are the outcome and NRM looks weaker than before, instead of a strong force behind their almighty Mzee.

The Uganda People Congress has had their wrangles before the up-coming general elections. First with the issues within the opposition alliance TDA or The Democratic Alliance! This shows that the TDA-wrangle proved to have split leadership something have been brewing for a while. Ever since Jimmy Akena became the President in the Party in November 2014 there has been issues. This been visible with the former-president Olara A. Otunnu who has led the party for a decade before, the wrangle led to the UPC going out of the TDA alliance as they picked their common presidential candidate and FDC went out of the TDA a little later as well. The UPC went further with their trail in this elections, the new leadership has lost in court and have to give back to Otunnu, even though Akena will reaffirm the party with a new National Council and get his position as president again. This is not the only thing Akena has been doing. They have no Presidential Candidate and pulled out of TDA. Therefore he has gone and done something that would be unheard and should be unheard of since looking at the history of the party, the UPC has gone into alliance and will collaborate with the NRM in the General Election, there been reports of decent pay-off to Akena, and that would surprise me or anybody else for that matter, but the legacy of his father is really vomiting on.

The DP and Norbert Mao have also gone into a strange state. The UPC is two of many parties this time that doesn’t have a presidential candidate. Norbert Mao have been a vital part of the TDA and is as a rare breed, a President of a Party and not officially running for MP in his constituency even if he have been running there since the 90s. There must be somebody grinning in Gulu knowing that UPC and NRM can take the spot. The DP have weaken themselves with the alliance. They need a good result from Go-Forward Presidential Candidate to eat well and see the fruition of the alliance. Neither or they looks stupid with their loss of their main candidate. They have also missed their prime candidate in Kampala Erias Lukwago who have gone independent and is supporting Dr. Kizza Besigye for presidency instead of Mbabazi. Therefore the DP is struggling and will not be seen as a vital part or piece in the election. They will be more a tool in the tool-box for the TDA instead of strong force anywhere.

If we go a bit back in time again, there been steady spread of fear and fear-mongering from Mzee. Something that I have seen all 2015! We can see that with the condition, that he is the only one who can control the UPDF; that is the definition of spreading fear.

There will be more empty promises from the NRM-Regime, be more police interference in the coming elections and after since they have promised much more money since they gotten post-election violence money.

There is too much who is wrong. There might be European Monitoring team of the election period in Uganda, but doesn’t seem to stop the violations from the central government. The only one who let it be peaceful in November was the expected and two-days of papal visit in Kampala and to the martyrs resting place. After that the Police and NRM have gone back to normal. The only one with some peace and only some attention from the Police is the FDC presidential Candidate.

Lukwago-Eria

The mayoral candidates of Kampala Erias Lukwago have also met strong opposition from the local community and police in the city. That might happen again. I would not be surprised. It is natural that they support the NRM candidate.  I am sure that the EC and KCCA have a plan to upset and cut the grip on the public that Lord Mayor Lukwago have on Kampala.

We will see more foolishness during election time and until February! The NRM-Regime and their forces can’t help themselves! They have a natural talent to throw BS towards the leaders of opposition. Still waiting to see one of the Presidential Candidate in prison or get preventative-arrest. The interesting thing is how little use there been of Public Order Management Act that been used more than toilet-paper by the Ugandan Police in recent times. We will see how it goes and how they will behave. We will also see how the NRM-Regime will continue to accept the FDC progress and the public acceptance of the Go-Forward campaign. We can’t expect it since it’s against the normalcy of the arrogance of Mzee and his loyal paid-off cronies. Peace!

Press Release: Clarification on Hon. Norbert Mao’s failed bid for Nomination as a Parliamentary Candidate (03.12.2015)

On 2nd December 2015, Hon. Norbert Mao presented himself for nomination for Member of Parliament, Gulu Municipality, Gulu District. However, the Returning Officer could not nominate him because his name was not found on the National Voters Register, which is a requirement for nomination under Section 4 (1) (b) of the Parliamentary Elections Act of 2005 (as amended).

The Electoral Commission has noted the false commentaries that have arisen out of this failed bid for nomination of Hon. Norbert Mao, and would like to clarify on the matter as follows:

1. The Electoral Commission compiled a National Voters’ Register for purposes of the 2015-2016 General Elections, and for this purpose, extracted the data containing the particulars of registered and verified Ugandan citizens from the National Identification Register;

2. The extracted data of the successfully verified Ugandan citizens was displayed for public scrutiny at the respective update centers in each Parish/Ward during the update period from 7th April to 11th May 2015. The exercise had been scheduled to end on 30th April 2015 but was extended twice, from 30th April to 4th May, and again, to 11th May 2015;

3. During the above period, the Commission conducted an update of the National Voters’ Register, which involved fresh registration of Ugandan citizens of 18 years and above, who had missed out on the registration conducted for purpose of issuance of a National Identity Card.

The Commission extensively publicized the exercise to ensure that Ugandan citizens register to participate in the 2016 General Elections;

4. During the update exercise, the Commission clarified that all persons who registered for purposes of elections prior to the 2010/2011 General Elections and consequent update exercises conducted for purposes of by-elections, but had not registered during the Enrolment exercise for purposes of issuance with a National Identification Card, were required to register (afresh) for purposes of voting during the 2016 General Elections;

5. In a Press Statement dated 1st April 2015, the Commission announced that effective 31st March 2015, the 2011 National Voters’ Register (as updated) had been retired and degazetted, and accordingly, it would not be used for purposes of elections and/or referenda in 2016 and beyond;

6. The information available to the Electoral Commission is that Hon. Mao Norbert did not register during the above exercises, which he, too acknowledges in his letter to the Chairperson, Electoral Commission, dated 16th October 2015, requesting for consideration and inclusion on the National Voters’ Register;

7. The Commission, in response, advised that his request was time barred, since it was raised after conclusion of the General Update whose cut-off date was 11th May 2015; and,

8. Please note that only persons whose particulars appear on the National Voters Register are eligible to participate in the ongoing electoral processes, including nomination to an elective position.

The above facts clarify the failure of Hon. Mao to be nominated as a candidate, since he never registered as a voter for purposes of the 2016 General Elections.

Finally, the Commission calls on all stakeholders in the ongoing electoral process to refrain from making statements that are likely to misguide the general public. I would like to thank those Ugandans who seek to understand the electoral process, and give informed opinion on the processes. The Commission is available to guide on any matter related to the electoral process.

We have seen deflections during the election period. That is not news. Something that is expected! Everybody changes fields for better fortune or ideology, even losing hope in the place they have been in. Get a better state of mind or have more faith in another leader. This here is about two woman who has been loyal and hard-core FDC, Pro-FDC if you want to say so. Even if Beatrice Atim Anywar have been rumored to have a close relationship with Mzee. That is kind of confirmed while NRM Presidential Flag-Bearer Yoweri Kaguta Museveni had his campaign in town. The other one which is more silent, but still showing lacking moral and party loyalty is Nabillah Nagayi Sempala. They both proved that they we’re interested in Go-Forward. They both have some kind of suction at times with NRM. If they are all true then it’s really deserves a spiteful chant. But that is for another day. I will not go into their CV’s. More just from summertime this year till today’s movement; this should be interesting enough.

2nd September Statement:

“In a perfect world politicians wouldn’t lie. But when the voters elect politicians who lie over those who tell the truth then the voters shouldn’t be surprised when they get caught being less that truthful. But in order for politicians to tell the truth, the voters are going to have to stop punishing honesty. The voters are going to have to be ready to face the truth and the hard decisions that the politicians have to face in passing fair laws that are good for the people. Some issues are tough issues and require tough choices and require a solution that is more complicated than a slogan. So when someone running for office tells you that global population is a real issue and it’s not going away on it’s own, listen!”.

The real reason why she pulled out was so she could show support for TDA/Go-Forward candidate Amama Mbabazi as she did on 2nd November when she went away from FDC to do so (Fakebeast, 2015).

On the Nomination day of Dr. Kizza Besigye, Nabilah Sempala turned back, just a week after saying she would be behind Amama Mbabazi. She was sitting at Namboole where the Electoral Commission issued the verification on the candidature of the FDC flagbearer. Which are strange moves from the woman (Observer, 2015).

On the 3rd December she became an FDC MP candidate in Kampala today. She has really done some actions that have been questionable, but still been able to get back to the fold.

She said: “What is wrong with welcoming Amama Mbabazi? I even foresee beyond that. If we came into government, Museveni [safety] should be secured. The NRMs who have done bad things in this country – there should be a reconciliation [ for them], they should be forgiveness, otherwise we are going to continue being in war. That is why am giving a challenge and a burden of challenge to Dr Besigye as a founding member of this party [FDC]. If TDA has decided on another [candidate], don’t bring other issues that ‘he was in government, he did this and that’” (Observer, 2015).

On 3rd November her statement:

“I am a fighter. I fought the Mabira war and won it. I am a staunch FDC member, but I belong to an FDC that goes forward”.  She also said this: “I’m tired of being in one place stagnating. I want to move forward. All those FDC supporters who want to go forward, Amama is the man”.

“As proposed by Beatrice Anywar and Seconder Rosette Nsonga, Amama Mbabazi will run with the people’s flag, the go forward flag. See you at Nakivubo then, mid-day. Come one, Come all!”

“The FDC spokesperson Ibrahim Ssemujju Nganda has said the Kitgum woman member of parliament Beatrice Anywar by act of abandoning the party presidential flag bearer Rtd. Col. Dr. Kiiza Besigye to support the Go Forward candidate Hon. Amama Mbabazi has left the party” (Crooze FM 91.2)

On the 27th November:

“FDC electoral commission chairman, Dan Mugarura says Anywar was denied the party flag because of her hostility to the party and its presidential candidate, Dr. Kizza Besigye. She continues to canvass for votes for former Prime Minister Amama Mbabazi despite the collapse of the Democratic Alliance (TDA)” (Radiocity 97FM).

On the 30th November:

“Hon. Beatrice Anywar aka Mama Mabira bounces back to FDC in support of Kizza Besigye-Kifefe after she had publically decided to nominate Amama Mbabazi”.

On the 1st of December: “FDC  maintained that Mr Denis Okalit was the party flag bearer for the Kitgum municipality MP seat even as Ms Beatrice Anywar made last minute attempts to persuade the party to reconsider the decision” .

“Beatrice Anywar, the embattled Kitgum Woman Member of Parliament has been nominated to run for Kitgum Municipality parliamentary seat as an independent” (…)”Anywar, who formerly belonged to the Forum for Democratic Change (FDC) party, promises to cooperate with the party in parliament, despite their frosty relationship at the moment” (3.12.15, Radio Buddu 98.8 and 95.5)

Afterthought:

We have should wonder about how long and at what reasons they sudden return to FDC and for much is their trade. I am glad that they didn’t take back Beatrice Anywar even if they gave her space at the campaign rally in Kitgum, her area. The Kampala Woman MP Nabillah Nagayi Sempala will still rally under the FDC banner and organization. Even if she has been trifling and wonder how she gets the forgiveness from the party… What is her suction for the Kampala position since Gen. Mugisha Muntu could easily done the same and given another person the post and nomination. She can’t be the only woman in Kampala who could stand for the FDC. That I doubt, though not as experienced. So that this election period turns interesting, that is for sure and the losing grip of Amama Mbabazi is showing. While FDC stay strong and relevant, at the same time NRM continue to pay for patronage like giving alcoholic’s free beer at the bar. Go-Forward lost already in few days 100 people and now two high-profile candidates. Even if Beatrice Anywar haven’t been let into the fold in FDC, she has proven she is not loyal to Amama Mbabazi either. That is something you… can think about. Peace.
