Opinion: These two ideas shouldn’t be thing in 2017: Goats for tuition fees and Jerrycan-Irrigation!

In the Republic of Uganda and Zimbabwe there are two issues that should not occur or need to happen, as the societies under Zimbabwean African National Union Patriotic Front (ZANU-PF) and National Resistance Movement (NRM), that President Robert Mugabe and President Yoweri Museveni has been the Executives for decades.

These two republics has both their issues concerning these gentleman, though not the same. Still, the republics has some dire needs. You know so, when President Museveni has to spread this message in the year of 2017:

I continue to encourage farmers to use drip irrigation. Even as we wait for government to roll out mass irrigation, farmers can irrigate their crops with basic tools like bottles. No one should let seedlings go to waste on claims of drought yet we are surrounded by water” (Yoweri Museveni, 16.04.2017).

The Jerrycan and bottle irrigation mantra in the land of steady progress, you can wonder and pound about the agriculture reforms that was about to happen when the NRM came into power. Where the wealth creation and the cash crops we’re supposed to change the economic landscape. Still, since the Movement ceased power in 1986, the same President as back-then has to spread the message of a drip-drop irrigation system based on bottles and jerrycans. Instead of modern agriculture, because of how he misused the state reserves and the donated aid. Therefore, the lacking facilitation of agriculture. So it is sad to know that the President Museveni has to propagandize the jerrycan irrigation system, like it is a fantastic invention and something that would really be a paradigm shift.

Than you have in Zimbabwe, the county of the Lancaster House Agreement, the ZANU-PF elite and the Bond-Notes, with a massive movement behind the voices of opposition, as well as the financial troubles under President Mugabe. Who has turned the Southern African breadbasket unto a food-import heaven as his land-reforms has destroyed the agricultural production as well as the economic climate. Therefore this news shouldn’t be a thing of 2017!

Parents who cannot raise tuition fees for children can offer livestock in lieu of payment or do chores for learning institutions, a Cabinet minister has said. The Sunday Mail understands that several State-run primary schools in Glen View, Harare have already adopted the arrangement. Primary and Secondary Education Minister Dr Lazarus Dokora told this paper last week, “Our schools have to be flexible and ensure those who do not have money to pay fees can work. For example, if there is a builder in the community, he/she must be given that opportunity to work as a form of payment of tuition fees” (…) “On the issue of livestock, the community has to arrange a market where everyone participates; from the school authorities, local leadership and parents themselves to avoid parents being duped” (Gwete, 2017).

So in the proud republic of Zimbabwe the Cabinet Minister Dr. Lazarus Dokora, says parents who doesn’t have enough cash to pay tuition fees can now pay in livestock or goats. We know by now that the faith in the Bond-Notes is abysmal, still that the Republic has such little cash flow; that can take animals as payments. Shows the neglect of the state, the little money circulation and the financial vows right now. If the financial market and the currency we’re in a better condition, than such massive amount of parents wouldn’t have to trade their goats and livestock so their kids can go to school.

That under President Mugabe, the citizens have to use their livestock and goats as trading tools, or even as currency because of the lack of stable financial policies. This shows the draconian state and what sort of government that is in charge. When they are more concerned about their Mercedes Benz’s than the population!

That the Zimbabwean people and citizens of the Republic run by Zanu-PF should feel betrayed by the lack of governance and care of the taxpayers funds. The Zimbabwean people should be in sorrow as even as their state is insufficient, it now has a plan not to only eat their monies, but also take their animals. So that the future of Zimbabwe can learn how to read and write, even type and some hopefully understanding better what it means to be a Statesmen. A Statesmen that cares about its constituent and their struggles, not just eat of it and leave them to rot. That is what the Zanu-PF elite does right now.

What we have have seen with these two stories is clear lack of policies and wish to intervene in the struggles of the citizens. We can see two governments, that is Zanu-PF and NRM, who clearly are both out-of-time and out-of-pocket as they scrap their best ideas to salvage some hope. The hope is that some can be duped by the idea and support the so-called progress. That it is progressive to take goats as currency to pay for tuition and the other revolutionary idea of using bottles and jerrycans to irrigate the dirt. That President Museveni and President Mugabe is over-due is proof with this. The milk is thick and nasty. The milk is not drinkable and if so you will vomit. The reality is that these men doesn’t see or doesn’t want to see.

They are eating of the plate and sells their propaganda, the own mindset of lies and deception, and it has been said so many times that the old-men believes. Even if it isn’t so. The manufactured reality and the destruction of the society, is the reasons for these tales, many factors involved, but the Presidents has been there through the stages. They have seen it all and created policies that has changed to this level of underdevelopment. If they really did care, than the countries would have looked different. If they would have created parliaments for serving cadres for the people and not their own bellies like right now. That is why many of them think these sort of policies are acceptable and even profess to them. Therefore, the republic’s are living in a state they doesn’t deserve and the citizens are used as pawns. Opinion: Suddenly President Kagame doesn’t want Rwanda to be dependent on the West!

For Africa as we wait to see what unfolds and adjust, we should be learning the lesson that we should not be entirely dependent. We will wake up to the reality there are things we should be doing for ourselves. You have made it appear that your situations are perfect and you want others to emulate you. Then you are surprised by what unfolds. It is what you have been hitting us with that is coming back to bite you. I did not change the constitution. If you want to know the truth you will find it is the people who did, not me. My satisfaction lies in the truth that we have not been involved in harming our people. What we are doing is to develop our country. If we don’t take care of ourselves, no one else will. As long as Rwandans are happy, we will keep doing what needs to be done. We will be listening to what others say but we will not be distracted from what needs to be done.”

President Paul Kagame of Rwanda, the long lingering Executive of Rwanda has compelled his words against dependency of the West. Surely, he has had this in mind for while in his own haven, as the Rwandan government has been a donor friendly. Therefore, that he claims now to take a stand against them shows the sudden change of attitude. However, it is sudden donors and programs that have stopped coming Kagame’s way, therefore the Rwandan government have started to run a giant tab of external debt instead of donor aid grants. Like look at some quotes from companies that establish the economic output and the financial flow of nations, like Deloitte and KPMG!

Rising debt:

“According to BMI, total external debt levels in the country have been rising steadily in recent years, from 16.1% of GDP in 2010 to an estimated 30.5% of GDP in 2015. Debt levels for 2016 and total external debt are forecast to amount to 35.2% of GDP and will be composed mostly of government debt” (Deloitte, P: 4, 2016).

Failing Foreign Aid, therefore rising debt:

“The primary headwind to the Rwandan economy in the 2016-2025 period will be the impact on debt as a result of falling foreign aid. Despite prudent fiscal policies to date, increases in debt levels will follow from the fall in foreign aid, since Rwanda is now deemed fit to transition from grant-based financing to loan-based financing by the IMF” (Deloitte, P: 5,2016).  “The government has been compelled to adopt a more prudent fiscal policy stance in an attempt to reduce the country’s dependence on donor support and increase fiscal autonomy. Recent external headwinds have encouraged the government to ease demand for imports by reassessing its infrastructure investment programme. This will undoubtedly have a negative impact on economic growth. That being said, the benefits of lower donor dependence and improved macroeconomic stability should outweigh the costs related to lower growth over the short term. Turning to external balances, Rwanda’s wide merchandise trade deficit is expected to maintain a shortfall in the overall current account going forward” (KPMG, P: 4, 2016).

“Aid harmonization has been improved and progress continues to be registered in the implementation of the Paris and Busan commitments especially the use of national budget and procurement systems. The Bank was the 6th largest Official Development Assistance (ODA) provider to Rwanda in 2013/14, accounting for 9.4% of total ODA26. The World Bank and EU invest in agriculture and energy whereas the leading bilateral DPs focus, among other things, on human development and social protection (Annex 8a). Annex 8b summarizes the progress made in implementing selected indicators as captured by the Donor Performance Assessment Framework. Use of the sector budget support (SBS) instrument has increased the share of Bank support disbursed using country systems. Under the DPCG, the Bank actively participates in activities to enhance the implementation of EDPRS II such as the 2014/15 assessment of SWGs” (AfDB, P: 9, 2016).

So if you look at the financial policies of the republic of Rwanda, some of it is not really chosen as the donors funds that has been suspended or stopped might be for several of reasons. That might be that if they accept the funds they have to follow a spectre of policies and interferes with the power that Kagame wish to achieve. The RPF and Kagame has total control of Rwanda, the export and the import, also owns dozens of the businesses. So the Rwandan government had to switch their economy with more loans, instead of donor aid. The loans are coming in through external debt as the external donor funds and grants have dwindled.

Therefore, the excuse of suddenly wanting to be independent is more a need, than a wish. If it was a wish earlier, than the AGOA or USAID to the RPF would have stopped decades ago. That should be common knowledge of the relationship between Paul Kagame and Bill Clinton. It is not that it is positive that the Rwandan Government want’s less aid is a healthy stance. Still, the excuse isn’t eaten by me.

The reality is that the increased debt instead of donor grants will hurt the economy, as the levied interest rates and other cost will hurt the economy. It isn’t healthy to be dependent of the aid either, but the reasons now seem more to reactionary than real intent. I am sure Paul Kagame would love funds from Belgium and France to build hospitals and clinics in rural regions of Rwanda. So, suddenly the West isn’t good enough, especially when they are questioning his reasons for staying in power and not having any successors while his regime is keeping a close lid on the opposition. Therefore, the economy and independent from the world becomes more important because then he needs to less show of transparency and accountability. Peace.

A look into the proposed International Contribution to the National Budget of Uganda for the Financial Year 2017/2018

There are many budget posts in a National Budget, but as there are talk of lacking international support of the budget in the Republic of Uganda. The certainty is that even as the donors are fleeing the National Resistance Movement (NRM) and the President Museveni own way of saying he doesn’t need them. Still, I want to show the world collectively what the NRM government have donor sponsored projects through the National Budget, these are projects and development of infrastructure that the NRM needs to show something after over 30 years reign.

Like take Japan the donor funding to the Northern Uganda Farmer Livelihood Improvement Project in the next Financial Year gives to the project Ush. 31.33bn. also donate funds to is the Nakawa TVET Lead Project got Ush. 4.69bn. Japan also donates to Kampala Flyover Construction and Road Upgrading Project with Ush. 155.44bn.

World Bank itself is donating funds in different ways to two other projects, which is African Centeres of Excellence that got Ush. 13.36bn. and Albertine Region Sustainable Development got Ush. 9.35bn. On the other hand the Kingdom of Saudi Arabia donated to the Construction of 5 Regional Technical Institutes with funds of Ush. 6.98bn.

Belgium has also offered their donor funds into the Ugandan state through various projects, like the Program/Project Support to Improve the Quality of Teaching and Learning with Ush. 11.97bn. also the Rehabilitation of the National Teacher Training Centre Kaliro allocated Ush. 15.16bn, they also gave to Rehabilitation of the National Teacher Training Centre Muni funds of Ush. 15.16bn. another project that Belgium was behind is the Support to the Implementation of Skilling Uganda with Ush. 15.96bn.

The Democratic People’s Republic of China has donated to new development projects in Uganda, like they are donating to Industrial Substations Ush. 91.74bn. they also donated to Isimba Hydro Power Plant Ush. 407bn. and also  Karuma Hydro Power Plant where they have pledged Ush. 1,305.07bn. or Ush. 1.3 trillion to that alone! The Chinese is also involved in Entebbe Airport Rehabilitation where they have funded Ush. 148.13bn. the pledged funds for Standard Gauge Railway will first come next Financial Year 2018/2019 and not this financial year.

African Union (AU) funds to the UPDF Peace Keeping Mission in Somalia with total Ush. 256.66bn. United Kingdom pledged funds to the Road Infrastructure for Delivery of First Oil with Ush. 252.63bn.

The pledged funds for Kampala-Jinja Highway are first for FY 2018/2019, but no official donor or loaner of funds. Therefore the estimated funds come from thin air. What is also relevant is to see that the Funds from Austria and Denmark has been suspended for different development projects. Still, which I haven’t mentioned is the funds from African Development Bank, also GAVI and Global Funds still gives to health care development, even with the knowledge of the rampant corrupt behaviour in the Ministry of Health.

Therefore if the NRM are contemplating that they are themselves giving these sorts of projects to the people, I hope the donors are putting up boards or signs in the entrance or hallways, even start of the roads where it says what sort of amount of funds they spent on it. So that President Museveni or any other crony can take all the credit, because the credit and the footing the bill to somebody else! Peace.

Opinion: Mzee must have angered his donors when seeing the dwindling budget support for FY 2017/2018!

I haven’t been much focused on the budget for 2017/2018 because the more I know, the sadder I be for the citizens of Uganda. Since the revelations of the use of funds and allocations are usually not in sync. The allocations and maladministration is so rampant that the allocated funds are most likely spent on other projects than we’re they was anticipated to be. Either saves a Bank with owners tied to Museveni or to pay for gasoline for his Presidential Jet. Who knows right?

Well, we know that over the past few months and year President Yoweri Kaguta Museveni has attacked the hypocrisy and the West for interfering in his democracy. Mr. I-Am-Not-A-Civil-Servant, but I am your President. Since there are some questionable things in Uganda National Budget Framework Paper of December 2016. That are putting numbers for how they see fit for the government use of funds.

This numbers says a lot of the usual donor-friendly regime of Museveni, which has been since he was the new-breed of African leaders that was even praised by Bill Clinton during the 1990s. Therefore the revelation that over a year period the donor-funding to direct budget support is scrapped says something. That of 30 Trillion budget of 2017/2018 is only getting meagre sum of 33 billion. That is just a few Presidential Handshakes to loyal cronies an then they are spent!

President Museveni must really angered and made them tired of throwing monies at his regime since they are not as friendly with their taxpayers monies as before. I am sure they have another cause and another country that they are doling their budget aid funds to. Now they are not directed at the NRM or the Mzee who certainly eats more alone. Peace.

31st Celebration of NRM Regime with a Yellow Jerrycan’s into the future!

The National Resistance Movement had their Celebration Party and unleashed their new ruling-party national newspaper. I thought that was the New Vision? Apparently, I am other we’re wrong on the Bukedde and New Vision ass-kissing mission during the three decades of President Yoweri Kaguta Museveni. Well, there is so much to celebrate for the NRM!

They have yet another election that rigged and had a new number of sole candidates without any competitions. This is a real victory like stealing candy from a little kid. The NRM can be so celebratory as they are having a too small Parliament, having to few cars for their MPs, added more debt every year into the state coffers with added interest rates on these loans. Together with the waiting of petroleum monies that seems more and more likely to happen closer to 2020 than ever.

NRM can celebrate that they have had a bunch of Vice Presidents, but none has outlasted the long-serving rebel on the throne, that has installed the Jerrycan irrigations as the State cannot afford proper relief or modern irrigation to the their farmers. The cash crops are also struggling as well as staple-food, even the cattle is dying in the cattle-corridor. The NRM has certainly built a perfect nation.

The Uganda Airways, Uganda Telecom, Uganda Broadcasting Company and others  are either gone, near depleted or living on their last legs. UTL the phone company is dead-broke and on life-support. UBC is the only State financed Television Company that couldn’t afford to get licence to send the African Cup of Nations from Gabon this AFCOM2017. NRM has so much to celebrate.

Certainly the lucky guests who got a Presidential Handshake can be all smiles and grin, as the illegitimate government are postponing and struggling with infrastructure projects, as they are all embezzlement projects for the UNRA to trick monies out of the state. The expenses or building roads have sky-rocketed, the Mukono – Katosi Road Project and Kampala – Entebbe Expressway is examples of the open-air bazar of looting under the NRM.

We can question the ambition of the NRM, as they have included all sorts of missions and promises. Most of them shelved out every election cycle, but then forgotten when the NRM MPs and President has entered the Parliament Avenue. The certainty of Steady Progress isn’t there, except for puppy talk of the loyal Musevenists.

This can be said as National Medicak Stores (NMS) are often empty of needed medicines or issuing issues with the sale of copy medicines that we’re not supposed to be on the market. The Hospitals lacking medicines, enough trained personnel, lacking payment structures and salaries as the nurses and teachers even have cash-crops or other jobs to survive. The lacking structure and care for the Health Care is evident as the Nobel men and honourable are travelling abroad for their curing of sickness, as even some of the Generals are suddenly dying as they are travelling to their Asian allies.

We can question if the NRM should celebrate that Nakasero Hospital is now seen as the National Referral Hospital instead of the historic hospital, the Kings Hospital Mulago, the Mulago Referral Hospital Complex that is even missing a well-working cancer machine. The only one that was last bought in 1990s and early in the reign of the NRM! The NRM forgot their mission and let it dwindle like so many other institutions; there are many hospitals without working X-Ray machines and other needed equipment to help the sick patience. This is happening on the daily. The responsibility of this fate is their maladministration and it’s all in the hands of the NRM.

Certainly they can take their Jerry-Cans into the future, with the yellow t-shirts and yellow flags. Still forgetting their mission and their purpose, they have forgotten why they exists! Since they are now only bowing their knees for the Mzee instead of workingfor the citizens. Right now the liberation was only liberating Museveni, but letting everybody else being under his mercy. That isn’t freedom, liberty or justice. That is a dictatorship and Museveni is dictating everything and behind all acts. Just like the biggest scam of 2017, the Presidential Handshake. That proves how little NRM Regime has to really celebrate. Peace.

DP Press Statement: ” If Ugandans expected something different from business as usual they were badly disappointed” (07.06.2016)

The long awaited cabinet list is finally out. If Ugandans expected something different from business as usual they were badly disappointed. True to its dominant nature of putting partisan loyalty above the public spirit and competence, the cabinet is another dose of more of the same. Apart from the laudable gesture of retiring those who were long overdue for retirement like Henry Kajura, Tarsis Kabwegyere and Dr. Nyiira, the cabinet doesn’t represent any change in political path. The tendency to entrench family rule and hegemony in our polity is still visible no matter the efforts to disguise it.

To the politically gullible, the inclusion of some members of opposition parties in the cabinet may appear to represent a spirit of inclusion. However to the adept and keen observers, the inclusion of people like Betty Amongi (UPC), Florence Nakiwala Kiyingi (DP) and Beti Kamya (UFA) in the cabinet is nothing but despicable tokenism and falls far short of any expectation Ugandans may have had that following a disputed election marred with unprecedented rigging and post election brutality and continued repression, an inclusive government based on a consensus reached through a national dialogue process. In a dialogue process, the direction of the country would be negotiated. We reject tokenism because it simply means trading a few crumbs for a fair share of the loaf of political power. As the Igbo of Nigeria say “No one gets a mouthful of food by picking between another person’s teeth”.

Uganda is a country that is deeply divided and hurting. The nation is badly in need of healing. Museveni’s one man rule ensures that no alternative voice will be heard in cabinet, parliament, the judiciary or even the streets. In terms of democracy, Uganda in the next five years will be nothing more than a political graveyard.

We therefore denounce the new cabinet as yet another lever in Museveni’s power arsenal. Museveni and his cabal are presiding over a malevolent and capricious state capture which is clearly seen in the tyranny of the majority in parliament, the elevation of so called cadre judges in the judiciary and the suppression of civil dissent. This cabinet therefore doesn’t represent a new direction. You cannot make an omelette by shuffling around rotten eggs.

On the State of the Nation Address delivered on 31 May, 2016, we await the National Budget. That is when we will give a comprehensive response. But we have something to say in the meantime. As expected the address skirted around the issue of governance without acknowledging the political logjam we have in Uganda today with an illegitimate government in place led by a person whose victory will continue to be questioned for ages. With characteristic arrogance Mr. Museveni declared, “Having followed closely world and historical events over the last 50 years, I am not aware of any society anywhere in the world that is more democratic than Uganda as far as the forms and structures of democracy are concerned….Democracy is one area where we do not need aid”. We note that this is a qualified statement. It is an admission that Uganda Is democratic only in form. In essence and substance Uganda is a totalitarian state.

The heart of the address was the economy. Mr. Museveni assured Ugandans that by 2020, that is in four years time, Uganda will be a middle income country. This may be an impressive jargon but let’s unpack it. That term is based on the so called Atlas Method that the World Bank uses to rank the economy of countries. Low Income countries where Uganda falls have a Gross National Income per capita of US$1,045 or less. Middle income countries have a Gross National Income (GNI) per capita of between US$1,045 and US$12,736. (Of course middle income countries are further subdivided into lower middle income and upper middle income countries. Lower middle income countries have a GNI per capita of between US$1,046 – US$4,125. Upper middle income countries have a GNI per capita of US$4,126 – 12,735). High income countries have a Gross National Income per capita above US$12,735.

Even without waiting for the National Budget we can say for certain that the absurd proclamation that Uganda will be a middle income country by 2020 is a political hoax smacking of deception and gimmickry. With a balance of trade of minus US$164.6 million, global business confidence of only 54 percent, military expenditure of US$340 million, inflation of over 6 percent and growth at only less than 4 percent, Uganda’s ambition of attaining middle income status under the current NRM economic framework is a pathetic pipe dream that no one can take seriously. This is coupled with an unsustainably high external debt of over 14 Trillion Uganda shillings which costs Uganda a lot of money to service. Then there is the lack of fiscal discipline, high military expenditure, unattractive wages that fuel brain drain, high unemployment of over 60 percent and the run away corruption. This is what constitutes the hemorrhage that Museveni dwelt on during his dull and unimaginative address to a demoralized nation. It is this hemorrhage that is responsible for the heavy tax burden under which Ugandans agonize. What the Uganda Revenue Authority is attempting to do is thus akin to a person collecting water using a basket. Unless the leakages are plugged the whole thing is an exercise in futility. The strategy of fighting corruption using the methods he used to fight indiscipline in the army will not work against corruption. It will be like treating a cancer using Vaseline. While indiscipline in the army is not profitable, corruption has grown into an institutionalized and highly profitable activity. Museveni will not win the war against corruption unless he becomes born again and offer leadership by example. You cannot exhort your flock to drink water while you gorge yourself on wine! Sooner or later the flock will follow your bad example. Therefore the fight against corruption requires a level of moral authority that Museveni lacks. He cannot point out the splinter in the eyes of his followers because he has a log in his eyes. As I have stated before, fish rots from the head. Today, I wish to advise Museveni that when you are sweeping a staircase you start from the top. Let him start from himself and those closest to him then move downwards. Fighting corruption is the one thing in which the bottom up approach cannot work because the bottlenecks in the war against corruption are in the top of the table.

Fortunately, for Ugandans there is a political party called the DP which shuns corruption, violence, dictatorship and militarism. We shall continue to illuminate our political space with viable alternative policies that shall be cogently presented in all platforms. Our impact shall not depend on our numbers but rather by the superior quality of our ideas and the firm foundation on which we stand.

We call upon Ugandans not to lose hope. We shall work hand in hand with other democracy seeking forces in our motherland to see that the NRM, like all totalitarian regimes that have persecuted and oppressed people throughout the ages, ends up in the dustbin of history. We will continue to speak out without fear or favor against all ills that afflict our country and continue to keep hope alive that we shall overcome. The darkest part of the night is just before dawn. Let that hope for a better future keep us focused on the tasks of the present.

EU Delegations are headless chickens; sorry let me be correct: They are White Zombies with no Character as they are reaffirming their relationship with Uganda!

Sometimes I wish I was naïve, blond-dumb and totally stupid. Sometimes I wish I did grasp the movements in politics and was not allergic to bullshit; not that it is shocking that the European Union walking away from Museveni because of ICC statement from Museveni. While they are still wishing to have a cordial cooperation between the Europeans and Ugandan Government, as that what they said today in the Chimps Reports. That was a sad read… and silence hit the room!

The white zombies said this to Ugandan Press:

““In response to press reports, the EU Delegation wishes to put on record that the EU Head of Delegation attended the 12 May inauguration of H.E. President Yoweri Kaguta Museveni, and was honoured to witness the full swearing-in ceremony with other invited guests” (…)”The EU Head of Delegation left the ceremony after the official swearing-in, due to the observed non-cooperation with the International Criminal Court, and for that reason only” (…)”The EU Delegation takes this opportunity to reaffirm its close partnership with the Government and people of the Republic of Uganda” (Mugume, 2016).

Well, the short term memory of these European diplomates who either works directly for Total E&P who is steady waiting for the suspended case at the International Centre for Settlement and Investment Disputes under the World Bank, as it was suspended recently; latest was that the case was suspended and will be considered again when all parties are savvy and that happens on the 18th August 2016; if not when Hon. What’s His Face is selected by President Museveni to run the Ministry of Energy and Mineral Development. But that is then, and must be the priority of having a cordial relationship with Uganda.

As they have all forgotten what the European Union Election Observers Mission found out and should have shunned the Swearing-In ceremony if any of the words in the report was worth typing:

“Vital electoral reforms did not take place prior to the 2016 elections. Proposed amendments to the electoral legislation, compiled under the ‘Uganda Citizens Compact’, aimed at enabling the conduct of democratic elections, including to increase transparency in the appointment of the EC’s members, to restore presidential term limits and to improve parties’ financial accountability, were disregarded by the executive. Consequently, the legal framework contains gaps and ambiguities and therefore, in several instances, falls short of international principles for holding genuine democratic election” (…)”While legislation contains provisions on reporting and disclosure of political finance, these are neither followed by parties and candidates, nor enforced by the EC. This lack of transparency weakens the credibility of the elections” (…) “Consequently, the legal framework contains gaps and ambiguities and therefore, in several instances, falls short of international principles for holding genuine democratic elections” (EU EOM, 2016).

So, the works of Eduardo Kukan seems to be in vain or only done so he could get a Splash and write a report, while the European Diplomates could go back to busy as normal, only with scrutiny of the ICC comment and trying to leave the election behind. As they now are wanting to this and forgetting their own credible and just had an election that falls short of international principles for holding genuine democratic elections; but that is not important for the European diplomates, because February 2016, is so far away from May 2016. It’s like a life-time in European time and in diplomatic pressure time, as it is such a fuzz to ask for justice and credible elections when you are a donor country and giving aid to the Government of Uganda. It is like President Museveni is right, foreign diplomates and Western diplomates doesn’t have heart to really do scrutiny, unless it is LGBTQ or they we’re detaining white journalists.

These White Zombies who are in it to win it, even if faking it to make it or something like that. What the European Union gains at the moment except for being hypocrites and short-term memory and not having any character, other than weak as sass. Soulless bastards from Europe with no swag and honor of fellow brethren and just throwing the works of even other EU personnel who made time and effort to scrutinize the whole affair of an election and you show up, to the man who held not a genuine election and lack of transparency to reaffirm you partnership with that guy. Are you serious, where do you European Union diplomates stand? Either you are dancing on sea-waves smoking some pot in a shisha or your totally dead-inside, henceforth a Zombie diplomat with no character as you are only there for business of the European nations and not to really stand for anything politically. As the walking away is not really doing anything then looking like kids who didn’t get to play with the cool-kids at the birthday-party; so congrats European Diplomates, you have yet again done a splendid job in Uganda.

President Museveni of his Seventh Term looks through you, I a pundit shoots you down and others are calling it theatrics and a stunt with no real value; which I hate to say is true as weak tea need a load of sugar to be tolerable to drink. Time for the European Union to either step-on or step-off as they can’t one day say that the Government of Uganda is cheating their elections, then weeks after wanting to reaffirm relationship with that cheating government; that is not real and shows that the EU Diplomates are only empty suits, zombies with no values and could easily be changed with some Boris Johnson assholes or another numbskull from Amsterdam instead of the ones that are parts of the EU Delegation to Uganda. As these men does not care about European Union Election Observers Mission and cares more about certain known values, as they are funding AMISOM and other missions that Ugandan Government carries out, so that EU doesn’t need to send armies to certain areas on the African continent. Why can’t these Zombies just say that, instead of acting so porous and wage, like cracker on the end of the table instead of hard as rock; they could act as men, but that is not diplomatic in the eyes of the European Union, I guess? Peace.
