Opinion: The Tories wants to weaponize foreign aid now?

“The government department responsible for overseas aid is to be merged with the Foreign Office (FCO), the BBC understands. The move to combine the Department for International Development (DFID) and the FCO follows a review into UK aid spending by crossbench peer Lord Bew. Boris Johnson is expected to confirm the move, long mooted in Conservative circles, in the Commons later” (BBC.com – ‘International development and Foreign Office to merge’ 16.06.2020).

If your thinking the Little Britain is getting better on the world stage with the Tories in power. This sort of move is directly weaponizing foreign aid grants. Instead of having a separate department working on own terms to actually develop and make a difference. That is, if the ideal is to bring a change and making a difference.

This from the party that still clings on top the dreams and ideals of the greatness of the British Empire. An empire that is long gone and the powers of the United Kingdom has already dwindled. They will be even more weaken and lack soft powers internationally when they are finally left the European Union (EU).

The move is to replicate the Secretary of State in the United States. They are copying the mismanaged militarized state supported development schemes of the United States. That is not a good look. Especially, if the UK want to be serious actor on the world stage and look sincere in their motives. However this paradigm will be more of the political motivations at home and bring brownie points to the current leadership. Then actually make a change.

I don’t see any positive out of this, than they will make political moves instead of actually do what its supposed to do. We already knows there are strings to it and reasons for the development projects and aid. No money is free money, if you believe that. Then your lying to yourself and accepting money from someone. There will be something you need to do. If that is being accountable, prove the recites and that it actually was spent on intended projects. Hitting a set of goals and reach a set amount of people so the foreign donors can tell their tax-payers that it was worth giving this money away.

This is something we all know. If not … we are lying to ourselves and thinking the monies are giving away with naive intentions and can be used on ghosts without any fuzz. If it was so, then the donors would quit quickly and be hostile to continue the practice. There is a reason for certain measures and conditions for taking the aid and grants.

The DFID incorporated into the Foreign Office will only turn every move more political and the ambition of it will change. It will depend on whose in office and who is running the Foreign Office. That means the objectives will turn and will be what is benefiting foreign policy agenda. It will be more business oriented and towards the goals of the current leadership. Instead of being a supposed a long-term development tool in the world. It is not perfect, but at least have had some results and some positive use of its currency.

Now we can expect more political ambition behind the grants and the aid. It will be fitting with the additional pressure of the foreign office, instead of the concern of development or actually making a difference. Expect they will invest in a lot white elephants and waste as it fits the political agenda more than what is actually needed in the nation they are spending funds on.

That is my estimation of it. As well as they scrap a lot of projects, a lot of programs and participation as its not positive politically back-home. Even if it does something positive where these things are actually running day-to-day. Peace.

Dambisa Moyo on democracy, China’s economic model and foreign aid (03.08.2018)

On reforming democracy, the international economist argued that citizens should have to take a test in order to vote.

DOHA, QATAR, August 3, 2018 – The bestselling author goes Head to Head with Mehdi Hasan at the Oxford Union:

• Argues that it is “mad, it’s crazy” not to see major problems in Western democracy today, asserting that today’s rise in populism; “has its roots in economics.”
• Says short-sighted policies coming from the West have created “more impoverished people” around the world and “fed into issues of political instability.”
• Asked if Goldman Sachs had a role for the 2008 financial crisis, asserts that her former employer had “no special responsibility” for what took place.
• On reforming democracy, proposes that all citizens should take a test to ensure a “good knowledge of what exactly they are voting on.”
• Whilst discussing aid in Africa, Moyo asserts that aid is a “corrosive force” to African democracy because countries cannot hold their governments accountable “if actually Oxfam is going to solve the healthcare problem,” or “somebody else is going to solve education.”

In a far-reaching interview with Al Jazeera (AlJazeera.com) English’s Head to Head, Dambisa Moyo argued that there are major problems with Western democracy today.

“The notion that democracy is not a problem is mad, it’s crazy,” Moyo said.

Discussing why she believed liberal democracy was “under siege,” Moyo asserted that today’s populism “has its roots in economics”, describing how “real wages have come down…over the past 30 years, social mobility has declined” and “income inequality has widened.”

She blamed short-termist Western policies, such as farm subsidies in the US and Europe’s Common Agricultural Policy, for locking “out the goods that are produced in places like Africa and South America” which has led to “more impoverished people” and “fed into issues of political instability.”

A former Goldman Sachs banker, Moyo was asked whether the company had a particular role for the 2008 financial crisis, she said that it had “no special responsibility” for what took place and that “we all have to take responsibility”.

Goldman Sachs agreed to pay $5.1bn in fines in January 2016, following an investigation by the US Department of Justice for its role in the crisis.

On reforming democracy, the international economist argued that citizens should have to take a test in order to vote and that people must have a “good knowledge of what exactly we’re voting on” before being allowed to vote.

When she remarked how voter participation was at all-time low, presenter Mehdi Hasan responded by asking “so the idea is then you make it harder for them to vote by putting a test in front of them?”

In her new book; Edge of Chaos, Why Democracy is Failing to Deliver Economic Growth – and how to fix it, Dr Moyo proposes a system of weighted voting where some individuals have more voting power than others.

When defending her proposal, which presenter Mehdi Hasan suggested was elitist and would actually “help populism”, Moyo asserted that her idea was “based on participation, not on education” and that a degree of weighted voting already existed around the world.

Speaking about China and its economic model, Moyo commented how “over 300 million people have been moved out of poverty in 30 years” and that the West should be careful not to “point fingers” when commenting on the country’s democratic record which was on its own particular “path”.

Addressing a question on the benefits of China’s economic model, Moyo noted how Chinese politicians “don’t need to seduce today’s voter in order to remain in political office” in comparison to the US, where there is a “mismatch between long-term economic challenges and short-termism in the political system.”

Economist Dambisa Moyo first made waves with her book Dead Aid, which argued that rather than alleviating poverty in Africa, aid was actually preserving it. Asked whether she believed aid had had any beneficial effects, the economist described its “corrosive nature” on “democracy on the African continent.”

“We do want to be able to hold our governments accountable but we can’t do that if actually Oxfam is going to solve the health care problem, somebody else is going to solve education, how are we able to hold our governments accountable from a public policy stance if they are not the ones who are delivering these outcomes?”

The best-selling author argued that whilst she accepted that there have been “significant wins” across Africa, “the notion that those are because of aid…is wrong.”

Moyo pointed out that China has played a hugely significant role on the continent: “We’ve had China come in, there’s been significant investment…we’re able to trade with the Chinese, for better or for worse.”

Mehdi Hasan was joined in the discussion by a panel of experts: Ann Pettifor, economist and Author of The Production of Money; Jason Hickel, anthropologist at the University of London and author of The Divide: A brief Guide to global inequality and its solutions; and Jamie Whyte, research director at the Institute of Economic Affairs (IEA).

Opinion: Mzee don’t want to bother foreign investors with taxes, just give him a Presidential Handshakes!

Well, I am biased, as the President are visiting Dubai for 4th Global Business Forum on Africa on the 2^nd November 2017. President Yoweri Kaguta Museveni is trying to cater to foreign investors. People who he usually cater to at the State House, so he can get favors and Presidential Handshakes. That is why he isn’t bothered with taxes, because the tax-holidays and possible offerings will be huge for the investors who comes in. That is what the National Resistance Movement (NRM) are doing, especially if it is for instance a nations offering the state loan, than the same state can come with state-companies to build infrastructure like Chinese companies coming in after offering loans to the same NRM government. Therefore, just look at what he was saying yesterday, which is weird, but fit a pattern.

“Since you are business people, we must be talking about profits. When you talk of Uganda and Africa, you are talking about peace as an enabling environment; which we have. We have raw materials, and have a population of 40 million people that’s’ a market. And if we talk of integration we have a four tear market” (…) “In Africa, the demand is there and growing because we have been under-consuming while the rest of the world the demand is falling because they have been over consuming” (…) “There are plenty of raw materials, minerals, tourism and so on so when you invest there you have access to all these” (…) “I don’t have to bother investors with taxes, what I want is for them to invest, use our raw materials, create jobs, add value and promote exports” (State House Uganda, 2017).

Well, so the President trying to say to foreign investors, you don’t need to pay taxes for your output, just cater to me. The state you don’t have to bother about, just bother about catering to the State House and me. We will add value and promote exports, we will agreements and make sure you get the value on our resources and low-payed workers.

We know who is the biggest taxpayers in the republic, because of Uganda Revenue Authority own statement in the media on the 31^st October 2017, which stated names like Mr. Alnasir Virani Gulam Hussein Habib, Dr. Sudhir Ruparelia, Mohammed Hussain, Nakayima Janat, Karia Minex, Karia Kunnal, Alykhan Hudani and Dayalijil Karan. Who are sounding like foreign investors and they are on the top 25 biggest taxpayers in Uganda. So the state has already connected families from abroad to invest there in various businesses. This shows there are already people who is not worried about taxes, but about the output of their companies.

Some of these investors has made big names, while others have worked more in silence. Still, this shows that the top earners even promoted by URA and Doris Akol. Proves how they are working, as there wasn’t that many own citizens on the list. That shows that the foreign investors must get a special advantage and special agreements at the state house for their dealings. Especially, considering how it has been done, just for tearing down markets in Kampala for own investors and financial agreements. This has been done and arranged from the State House without consultation with locals, neither KCCA or the renters of these markets. That is how the NRM and Museveni do deals in favor of him and if he get ill-gained funds, he will support the “development”. It is in similar fashion he exposes his intent in Dubai.

That the State doesn’t need taxes or need structures to facilitate for foreign investors, they just needs agreements with State House and then it is all fair-game. It is insane, but fits the Modus Operandi of the Musevenism and NRM regime. Give him a Presidential Handshake and you can operate as you want in the Republic. Peace.

Opinion: It’s ironic that President Museveni is talking about disciplining the government!

“The three arms of government and their sub-branches must have discipline. For example I have been involved in disciplining the army. We should do the same for other sub-branches of government. If the Judiciary is also disciplined in fighting corruption, citizens will lead a good life.” – Yoweri Kaguta Museveni on the 1^st October 2017, State House Entebbe.

Its just one of these days that hearing the news and seeing the tweets of the President, makes me laugh and wonder if he listen to himself. He knows his system and has made his garden. The way the government steers and govern is because of his policies, his regulations and his support. It is not like there been other ruling for last 30 years in Uganda. The Republic has been under the control of Museveni and his National Resistance Movement (NRM).

The NRM has suffocated all other free-will and control. Therefore, Ministers, Members of Parliament and others seek guidance and funds directly at the State House in Entebbe. Even foreign investors meet there to make agreements. Everything is nearly sanctioned out there. The Discipline now is more on the narrow-minded government that is run from there. The institutions and the procedures are not so important. Since most things happening is with the words from “above”, meaning the President and his close advisers.

It is not rocket science to know where the benefactor or the reason for lacking structures. That is because government waits for their go sign by the State House, they are waiting for funding of the projects and institutions from the State House. The projects and the works of the State House and under the Prime Ministers Offices are the key organizations within this government. They might say all of the massive cabinet has part to play, but that is the facade.

Therefore, it is ironic for a man so controlling and so disorganized that it gives sometimes way to the unthinkable. Just like the Presidential Handshake, that was sanctioned by the State House, but taken form the wrong account. That was the problem for the President, not that the corrupt behavior was occurring on his watch. Its like he talks against himself. Because he has no problem speaking anti-corruption, but if corruption benefit his cronies – its fine and dandy!

I am not surprised by him at this point of time, its fit his narrative. He says what he expects and wants out of others, but the next day he finds a way to benefit or use the loyalty of his cronies. Not like he would have excepted the UCC not to listen and stop the suspended MPs to hit the airways and be broadcast on TV. He rather being himself on radio and in the spotlight, but will accept anyone else sharing the same space.

President Museveni is the proof of someone saying something noble, but doing opposite. He might say something insane, but act rational. Therefore, you never know where you have him. I will never believe him actually disciplining the government, if doing so. It means they are all blindfolded and following his guidelines. It does not mean building proper governance and protocol, neither is institutionalize the departments and ministries, it is all about his will and his stature.

When it comes to Museveni, discipline is about following him. Not building transparent and proper government institutions. Peace.

Inspiring words from Tom Mboya at the ‘Symposium on Industrial Development in Africa’ (27. January 1966)

I know that Thomas Joseph Odhiambo (Tom) Mboya was a vital politician in the first part of the independent Kenya. He was a charismatic person, who even got himself on the front-page of the Time Magazine in 1960. His assassination in 1969 are still unanswered, like so many other extra-judicial killings. But that should not overshadow the impact and the wisdom of the man, who helped to form Kenya after Independence. He was part of the Kenya African National Union (KANU) and worked together with Jomo Kenyatta.

His words in this speech, should not be a fading memory, but something that the leaders of the continent should have worked upon. Since some of it has already been proven to be right. I myself wished it was different, since the trade-imbalanced with the former colonial states and the other developed countries. Therefore, the knowledge he had should be enforced now. As there are to many generations who has been lost and hasn’t gotten what they deserved. Here is the pieces of the speech that should be taken to heart.

“Meanwhile, we in the poorer. countries are faced with a rapid growth in population and’ with the standards of life demanded by the. Masses. It has been calculated that a 1% increase in the per capita income of an industrialised country increases the demand for. food and raw materials by only 0.6%, but that the same increase in per capita income in a country importing manufactured articles will lead to an increase of 1.8% in the demand for imports. Super imposed on this has been a tendency for the terms of trade to move against the less developed countries. Unless we in Africa build up quickly our domestic services of supply for enough of the industrial products which are required for the modernization of our countries, we will either become increasingly” indebted’ to and “hence” politically dependent on foreign countries, or have our. progress undermined by balance of payments difficulties” (Tom Mboya, 1966).

“Whatever industry we attempt to build the same sort of problems, arise an accurate knowledge, of natural resources is required. Although there is much more to be learned we already know that we have in Africa the natural resources to feed a vast range of industries. Cheap energy has to be obtained. While Africa is rich in energy resource only a fraction of them have been harnessed. Industry cannot grow without efficient transport, but we can get ourselves out of’ the vicious circle since new transport links can themselves be justified in strictly commercial terms by the specific development possibilities now opened up, These three subjects natural resources, energy and transport are Vitally important, but they are not on the agenda, of this Conference” (Tom Mboya, 1966).

These words from Mboya, should be cherished and remembered, as the powerful statement it was. That the will of development on own terms was key and that they could not continue with a trade deficit with the developed countries. This has happen since because the loans, the grants and direct aid from the developed countries to the African continent. That has been a paradigm to control and assess the situation in terms of donors, not on the governments who got the funds. Therefore, the circle of aid and donor aid prospered instead of industrial development and other shifts of supply.

There been many other factors as the leadership and the cronyism has eaten budgets and donor aid. We could have hoped the past had listened to Mboya, that the states and republic’s could have followed this. To build nations on dependent on donors, that in the end will work for their own benefit and not for the African development. They will use the aid and donor aid for their own gain and personal benefit for their constituents, not for the African republic. In an ideal world it would be different, but looking through history and you can say otherwise. Since the development aid and the slums are still there, where Tom Mboya left them. The poverty Mboya saw and discussed are there, the names of the streets and nations might be different, but the troubles are the same.

Tom Mboya spoke wisdom and that should be recollected and not forgotten, not only his vital role in Kenya, but beyond. Mboya’s words here should be discussed and used to change political and trade imbalances to benefit own republic’s, federations and kingdoms of Africa. The states deserves to stop the deficit and also develop themselves on their own terms. That is something they have deserved all along, but the International organizations, Multi-National Financial Organizations and Development Banks has stifled this with their creeds, their protocols and their agreements with the state. To get needed funds they have to open economy and stop government subsidizes to support local production in agriculture and industry. So, the history of the neo-colonial Africa, had deserved to follow the paradigm shift Mboya spoke of in 1966. Peace.

NRM Letter to President Museveni: “Re: Memorandum of Important Issues Affecting Our Party and The Running of Government under the National Resistance Movement” (03.03.2017)

#UGBudget17: Half borrowed and a third paid back in Interests!

Today the Ugandan government, the National Resistance Movement finally read the Shs. 29 Trillion budget for the 10^th Parliament. However, it is not necessary the size of funds and all, which is allocated, but the way it is funded. Like “Government hopes to raise sh14.6 trillion in revenues to fund the 2017/2018 budget” (Uganda Debt Network, 08.06.2017). Of the 29 Trillion, they expect to get close to half of that, but the monies has get from somewhere and also be of use. What is left are relieved like this: “The balance sh14.3 trillion (49.5%) of the National Budget will be raised through internal and external borrowing” (Uganda Debt Network, 08.06.2017). With this in mind, half of the budget is adding more debt. So if a nation already having lots of debt and debt repayment, it still adds another half budget. This is a bad cycle of events.

There lets us put things in perspective: “Our concern is sh9.9trillion, which is 35% of the total budget, will be spent on debt repayment” (…) “Amount of money spent on debt repayment has escalated in the recent past now at 9.9 trillion for fy2017/18” (Uganda Debt Network, 08.06.2017).

Therefore, the state and the NRM are clearly getting funds through loans to pay-off their interests. AS the 35% of spending is on interest in the coming fiscal year. This should worry, even if the corruption, misspending of obnoxious amount of funds through the paradise of Okello house. Still, that 1/3 of the coming budget is paid interest on old loans, which are been made by this government and by this President. What it show is the lack of concern of the future and how sound fiscal policies. At this state, the government of Uganda are clearly footing the bill. They are filling in the blanks for where they in the past had happy donors filling the envelopes.

The NRM and President Museveni is overspending and misusing state reserves, as the revenue and the state coffers do not sustain this massive overspending. Certainly, it is visible, also the worry of the running interest rates and growing debt as close to half of this year alone are by loans. Neither if it is local, by foreign or multi-national financial institution does save the fact, that the state has a problem.

That of the coming fiscal year, the state is borrowing half, and repaying that with 35% says a lot. IT says the fiscal policies needs change and it is dire. The state are clearly walking the wrong path. And remember this, there will be supplementary budgets during the fiscal year, that will expose the overuse of funds and needs for more loans. Therefore, they are surely going to exploit the faith in future, without having the funds for it today. Peace.

Opinion: Tired of NRM apologists defending the record of President Museveni!

It is depressing, it is sad and it tormenting to listen and read the defenses of National Resistance Movement. The defense of the 31 years of rule, the rule of the for life President Yoweri Kaguta Museveni and his cronies. The cronies and their 10^th Parliament, the By-Elections that are rigged in favor of the NRM Regime. The government of Uganda is totally controlled by the one in-charge, the President and kingpin.

The Parliament are following orders and making amends to seem to be different. Therefore, the results of elections are more to just show overpower, but not to have real elections. As the NRM sends buses and pays of villages with small-fees and commodities. There aren’t anything fruitful or sincere by the regime. The ones who put dissidents in the Nalufenya prison. Where they will be beaten, tortured and get ill. As well, as in the overcrowded prison in Luzira. The organized silence of opposition, as their rallies are filled with tear-gas and police brutality. If not the ones who are feared by the NRM are put on treason charges and called terrorists.

President Museveni with his patronage, his bloated State House, the massive cabinet and the Presidential Advisors. There certainly enough ghosts, fake bills and misuse of state reserves to write books ten times thicker than the bible. We can know by the lost trillions of the Petroleum monies, as the “Presidential Handshake” is a drop in the ocean. As the UNRA and other agencies has misused the taxpayers monies. This happens with such ease and lacking finesse, but the agencies looking into graft and corruption is compromised, because the ones leading it are loyal Musevenist.

That the government and budgets are bloated. That the financial and economic state is in deep distress, as the state is suffering from lacking provisions and revenue. As well, as they are struggling with the stop of donor friendly relationships. People’s and Foreigners trust in the leadership of Museveni has been dwindling. President Museveni are also already prospecting the revenue of the oil and petroleum, even before it has surfaced. Therefore, the future will also be compromised by the deals done today.

The defenders of the NRM now, does not believe in real democracy, as they defending the rigging and militant Movement. A President who has no trouble with killing and destroying to stay in power. The ones defending him has no trouble to stand by a man who empties the treasury and state reserves with no hesitation. As well, as the men and woman who stays by the regime, are easily taking land and resources, they are eating of the plate and selling it back to the Ugandans. This with impunity and without any consideration of the ones who loses their chances.

It is a nation who has a government, not based on merit, but on loyalty. The loyalty to Museveni and his agenda. The agenda to work for him and his ideas. Not work to develop the nation, but develop the estate of Museveni. The idea of real Movement is ploy from the master himself. He just needs shadows to work for him and for envelopes. Not a real party who deliver policy or working for the future Republic. No the Movement is now a shell used pounce out the empty ideas of greed, nurture of the estates of Museveni and of the staging the power of the old-man with the hat!

President Museveni and his apologists knows all of this, they live by this and has faith that this is ideal and the dream. That someone comes with empty promises and lives by the fake party celebrating the 1986 coup. The coup that overruled the government and the old constitution, that President Museveni couldn’t pigeonhole. That has he done to his own and plans to do it again for his 8^th Term.

The apologists can say he created safety, but he also created warfare and civil-war to get to power. Some called it a revolution, other calls it a takeover. But with time it wasn’t for the idea of a people’s government, but more a government and state built around the revolutionary, who didn’t really believe in the words he spoke.

The ones defending him, is defending a lie and that for the sake of eating. Not for the benefit of the Republic or the public. The struggling public is pawns, they are just needed props now and then for the Movement. As they praise their master, as they know if they get to close or too ambitious they are surely losing their place. Therefore, all of them are loyal cadres, elite and patrons who surely basks in the pasture of the President. But really, they should know it is on borrowed time. No-one knows how long the patronage and military can be serviced, how long they can all live on the charade and the misuse of power.

Certainly, the President knows this too, therefore, he uses all ways to make sure and get people on board. Even if that lets people starve, let them cheat on food reliefs and even use refugees as bailing-out card on the struggling economy. That is solely made of the patronage and grand-corruption orchestrated from the seat of the President at the Okello House. He can created all sorts of schemes and manufacture new ways of promoting better agriculture or better yields, but it is all ploys of generating more funds for his own. Not for the public to earn or get better output of the seeds and seedlings. If so, than the agricultural should be booming after 30 years in power.

However, the defense of this will be in the patronage and by the spokespersons appointed by the President. These ones will make a fuzz and say the Opposition never was a viable option and never had the leadership to overturn the Movement. The Movement has always been the only option, they say and use new ways of saying so. But that doesn’t make it true, as the rigging and the intimidation is used to forge this facade. The flawless untouched ballots doesn’t exists, there has been all sorts of play to get the will of the President.

President Museveni, even detain opposition, he uses safe-houses and some like Sam Mugumya are detained in the Democratic Republic of Congo, with no plan of getting him home. Him and others are lingering abroad as the political prisoner lingers in uncertainty. This is the legacy of the revolutionary, who became the draconian and the militarized government who uses all means to stay. He uses all methods on earth, Machiavellian and Orwellian blended in a Yellow Color with no fear of repression… no fear that the Movement can be touched, but when the moment appear. Than the Ugandans shouldn’t lose it, because they have already lost so much in the name of Museveni. Museveni has stolen the past and the present. His men has rewritten the history and tried to become the grand hero, and the generations from the rebellion is dwindling away. The young generation only knows the folklore and should beware, it is not all what it seems. The ghosts are not only in the budgets, but they are haunting the President from the past.
