Moyo District planned cutbacks for FY 2017/18 to an already tired Local Government Structure!

The Local Government Budget Framework Paper for the Financial Year of 2017/2018 for the Moyo District of the Republic of Uganda is daming. It is tragic, the ways the budget is inadequate and is proving the lack of will of governance. The way the district is being underfunded and not spending needed tax-payers monies. But this is just one district in the Republic, still if this is a proof of the problems in Uganda. This is one out of dozens districts, but the little drops of issues has also been showed in the MPS of the KCCA for the coming financial year. Therefore, the quotes from the Moyo District, proves the lack of care of the local district institutions and their staff. As the lacking structure is evident by the Framework paper. Take a look!

Hampering implementation:

Poor road conditions and inadequate infrastructure limiting community access to productive land, increasing cost of production and access to markets and social services, inadequate and limited supply of electricity that hinders promotion of value addition and food processing, inadequate skilled manpower and under staffing where the current staffing level is at 52%, negative community attitude and cultural practices that impact negatively on health seeking behaviour and access to education, high population” (Vote: 539, 2017).

Cutbacks to Local Government budget:

Total planned revenue for FY 2017/2018 is Uganda Shillings 22,463,673,000 compared to FY 2016-2017 of Uganda Shillings 25,617,772,000 indicating a decline of 12% in revenue budget. The FY 2017//2018 total revenue has reduced by Uganda Shillings 3,154,099,000,000 .The major decline in revenue budget has been witnessed in Donor funding by Uganda Shillings 2,396,897,000 mainly UNICEF, UNFPA and . Secondly Locally Raised Revenue and Conditional Grants have been reduced” Vote: 539, P: 3, 2017).

Out of total Local Revenue of Uganda Shillings:

699,937,000, Uganda Shillings 148,794,000 is Taxes and Uganda Shillings 551,142,000 is Non taxes.. The major sources of the taxes include; Land fees of Uganda Shillings 9,060,000, Application fees of Uganda Shillings 8,200,000, Business licenses of Uganda Shillings 33,000,000, and other licenses of Uganda Shillings 24,721,000 Animal and crop related levies of Uganda Shillings 30,521,000, Registration of Businesses of Uganda Shillings 13,222,000,

The Total Central Government Transfers:

Is Uganda Shillings 18,059,155,000. The Conditional Grants amount to Uganda Shillings 13,813,,307,000 (76.5%), Dicretionary Grants amount to Uganda Shillings 3,698,541,000 (20.5%), Other Transfers of Uganda Shillings 547,307,000 (3%) Major source of the Central Government Transfers are; Sector Conditional Grants ( Health, Education, Production and Maketing, Water, and Administration), District Discretionary Development Grants and District Discretionary

The total Donor funds:

To the district is only UGX 3,704,581,000. The low allocation of was because some of the development partners like BAYLOR Uganda and SuSTAIN are no longer receving funds from their Donors outside Uganda” (Vote: 539, P: 6, 2017).

Low Primary and Secondary School completion rates

The Primary School completion rate stands at 26.1% which is far below the national average. Drop out rates at Secondary schools is also high at 35%. The challenge is caused by low parental/ community participation and involvement in schools.

Inadequancy of teachers houses in Schools and poor school sanitation

Only 29.2% of the teachers in Primary Schools are accomodated at school. This causes tardiness and late coming among teachers. Besides effective transfer of staff is a big challenge. The Pupil Stance ratios in schools are still appalling.

Inadequancy of Science and Mathematics teachers in secondary schools:

It is extremely hard to attract and retain science and Mathematics teachers in the secondary schools. The few available once retired or died and never replaced by the Ministry of Education and Sports” (Vote: 539, P: 15, 2017).

The three biggest challenges faced by the department in improving local government service:

Lack of Transport: Planning Unit has no running vehicle nor motor cycle hence affects programme implementation.

Weak internet connection: The internet installed for Birth registration is weak hence affects data entry and demotivates the Data entrants since payment is according to records entered.

Erratic power supply: The line connecting the Unit has been constanly inturrupted during printing hence leading to loss of records” (Vote: 539, P: 23, 2017).

It isn’t only on the Framework Paper that the troubles of Moyo District comes to surface, as the issues of the District is evident. The Moyo district needs certainly more funds and more direction, as the district is understaffed. This is with the mind of not only having enough people in the needed positions, but also have the equipment and buildings for the state to deliver needed services for the citizens.

Moyo district councilors have protested what they call deliberate refusal to pay their sitting allowances by the office of the Chief Administrative Officer. During a council meeting to pass the 2017/18 budget, the councilors almost paralysed the sitting after putting to task the Chief Administrative Officer to explain why they were not being paid their arrears” (…) “Chaiga Warned the CAO to be serious in handling the matters of the councilors because such delays can embarrass in the eyes of their electorates. “We should not make such things to occur again in the lives of the councilors”, he said” (…) “Grandfield Omonda, the Chief administrative officer however blamed the delay in paying the councilors to low local revenue generation. Omonda said the district performed poorly in terms of local revenue collection leading to delay in clearing the arrears. “We have performed low in collecting the local revenues and money to pay the council sittings comes direct from the collection and the money is generated from lower local government at sub county levels”, Mr Omonda said” (Iceta, 2017).

So the Local Government are blamed by the appointed men of the Central Government, as the Budget Framework Paper is showing how it is lacking. Even the CAO and the Councilors are trading shots of the lack of funds and their salaries, as the representatives in the district isn’t even getting their supposed allowances. But they are not the only who has misgivings, the are on the top and still isn’t getting what they are supposed to. The whole districts lacks the needed manpower and revenue to run. That is a systematic maladministration that is totally normal under the National Resistance Movement. This is their system and their works over decades rule. Therefore, the NRM haven’t had the priority to fix or make sure the districts are running sufficiently. That is why the basics isn’t there and the CAO of Moyo Oryono Grandfield Omonda, who reported this all to the Parliament for the voting. Peace.

OAG Muwanga reports that the Local Government misuse of public funds, while Court Awards are going unpaid!

Parts of this has been reported before, but that was as reports of the coverage from Parliament as the Auditor General John Muwanga we’re attending preliminary sessions and delivering OAG Report of 31st December 2016, which is the end of year report from the OAG. That one has stories to tell. Parts of this are known, but they are proving that words in Parliament had other numbers than the report that is released later on online. Still, the vast waste of funds and the unallocated or unaccounted funds proves questionable use of public coffers in the Local Government, the districts, parish and municipalities. These funds are important that is well spent and accounted for, because the funds are supposed to go to local government salaries and investments for the citizens. Therefore the mismanagement of this is thieving or maladministration from the civil servants or the locally elected officials. Take a look!

Outstanding Court Awards:

“Government had outstanding amounts in court awards, compensations and other liabilities totaling to UGX.684Bn as at 30th June 2016. The outstanding amount in Court awards and compensations has been accumulating over the last five financial years raising from 54Bn to now 684Bn. I observed that as a result of government’s failure to pay these court awards on time, the awards have accumulated interest and in some instances the interest has exceeded the principal award. As at the close of the year outstanding interest had accumulated to UGX.175.3Bn” (OAG, P: 12, 2016).

Local Government issues:

“The amount is comprised of UGX .1.310Bn which lacked procurement files, UGX.21.225Bn where there was breach of procurement procedures, UGX .4.695Bn involving inadequate contract management and UGX.0.315Bn of unauthorized contract variations. Conse­quently, it becomes difficult to ascertain whether value for money was achieved” (…) “Expenditure amounting to UGX.3.896Bn was identified as funds unaccounted for. Consequently, I could not confirm that the funds were utilized for the intended purposes. The delayed submission of accountability may also lead to falsification of documents resulting into loss of funds. This was caused by failure of Accounting Officers to enforce accountability controls and lack of an advances ledger to monitor advances” (…) “Regulation 32 of the Local Governments Financial and Accounting Regulations, 2007 requires Councils to ensure collection of all budgeted revenue in an approved manner. Review of revenue performance revealed significant under collection of Local revenue in 161 Councils amounting to UGX.17.165Bn” (OAG, P: 31, 2016). “Out of 307 Local Governments, 148 entities representing 48% of the Local governments lacked land titles for the land where council properties are located. There is a risk that council land is exposed to encroachment and disputes which later leads to litigation in courts of law arising from land disputes between the Councils and the Communities” (OAG, P: 33, 2016).

Here you can see the numbers and it is dozens of Presidential Handshakes, the handshakes of the President could go unaccounted for a dozens of times. That the Government have learned from the Parliament and Central Government is clear, since this is rampant and seems to indicated in many local governments. It cannot be okay that the lacking of documentation and of how the monies where spent. Of how and where the documentations went before the allocation of the funds. That shows malpractice and maladministration in the Local Government. Something that is also evident in the Courts, the Courts hasn’t paid out their awards on time and adds extra interests, which the government have to pay as well. Peace.

AG Muwanga address mismanagement of public funds in the Local Government; staggering amount of funds that disappears!

I hope this does not boggle your mind. Bear in mind that the Uganda Revenue Authority (URA) lots of scrutiny for paying bonuses on a Tax-Case against Tullow Oil Corporations. This has led to giant pay-out’s to fellow loyalists in the regime and in the civil service, and other who helped the arranged case that they won in favour of the URA and the NRM; so that AG Muwanga tells about bad practices in the districts and counties is not surprising. When I went through the local portfolios during the campaigning, there was usually funds not spend or even unaccounted in a dozens districts. That was last budget year, not the one mentioned from the AG this time around.

Therefore, here is his revelation in Parliament yesterday:

“Auditor General, John Muwanga, who presented the report to the Speaker of Parliament, Rebecca Kadaga at Parliament on January 4, 2017, said the accounting officers attributed the irregularities to challenges encountered during decentralization of salary payments on the Integrated Financial Management System and Integrated Personnel and Payment System. “Many of the accounting officers explained that they had initiated the process of recovering the overpaid amounts and training of staff to build capacity and address the challenges. I wait for evidence to that effect,” Muwanga stated in the report. At least 33 local governments are quoted to have procured items worth Shs 27.5 billion without following public procurement regulations and guidelines. Out of this, Shs 1.3 billion lacked procurement files; Shs 21.2 billion where there was breach of procurement procedures; Shs 4.6 billion involving inadequate contract management and Shs 315 million from unauthorized contract variations. About Shs 3.8 billion was identified as funds unaccounted for by the local governments. “I could not confirm that the funds were utilized for the intended purposes. The delayed submission of accountability may also lead to falsification of documents resulting into loss of funds”. On under collection of local revenue, 161 councils registered a shortfall in collection of revenue amounting to Shs 17.1 billion, majorly attributed to failure to carry out revenue enumeration and assessments, non-enforcement of contracts with private revenue collectors, understaffing and incomplete revenue records” (Parliament Watch Uganda, 04.01.2016).

If you wonder where it went, than the only ones knowing is the ones that was in charge of transactions and the ones actually taking the monies. The Public Coffers gotten looted without proper procedure for random trades. We can only imagine where the money went. Who used it and for what purpose is not easy to know, if it was buying a great car or house, even if it was paying a side-chick of a local mayor, we do not know. What we do know is that the money left the system without acknowledgement and without needed guidelines of the usage of the funds. That is worrying how easily billions can fly out of the coffers. Brown envelopes of funds easy spent on joy and needed supplies for the elected and public servants without any recites or valid reason for the use.

That this is clear indication of the practices and lacking moral of both central government and local government is certain. Certainly if the Central Government cared and the Local Government was worried of repercussions for their misbehaviour they would have acted otherwise and might even tried to payback the funds to the state. Instead, they used it without warning and might be wasted monies on luxury items during the election.

When the Local Government even with lacking of protocol extend their goodwill to forge documents to prove the valid use, you know the system is made wrong and need a recharge, there are certainly to many loose ends when they go to that extend to clean their wrong doings. Peace.

Misuse of funds:
“Iganga district officials have been ordered to report to parliament by Minister Adolf Tumwesigye after they misused district funds” (NBS TV, 19.12.2013).

“Residents of Iganga town received shs 5,000 from MP Peter Mugema as an appreciation for supporting the NRM resolution that fronted President Museveni as the sole party candidate for the 2016 elections” (91.2 Crooze FM, 22.04.2014).

“Law enforcement personnel in Iganga have impounded merchandise belonging to 150 street vendors. The town clerk Iganga municipal council, Assy Tumwesigire says the street vendors had three months earlier been given a notice to vacate the streets of Iganga municipal council in vain. Tumwesigire says the vendors had earlier been instructed to take up gazetted areas like markets but have since become hesitant to comply. Hospital conditions:
“Residents of Iganga Municipality have expressed concern about the growing stench of dead bodies from Iganga Hospital. Dead bodies are dumped in a makeshift structure without a door leaving dogs and flies to feast on them. The structure also lacks a roof” (NBS TV, 11.03.2015).

Local Coffee program:
“The MP Kigulu South Milton Muwuma Kalulu has said that on Wednesday 15th April 2015 he will be distributing coffee seedlings to his constituents. Speaking from Iganga district headquarters, Muwuma said that this is a government program which is meant to be implemented by prepared farmers in the area. He said “that the government brought 50000 coffee seedlings plus eucalyptus trees, therefore farmers with prepared gardens are to benefit from this project” (Source: Ibrahim Ndogha, 14.04.2015).

“Court in Iganga has granted bail to the 4 suspects who were arrested yesterday in connection with abduction of NRM district registrar Kirunda Yazid. Toto Abdur Akimu Ali 40, Sserumbe Henry 25, Matende Beast 24, have been granted bail by the Chief Magistrate Iganga Court Komakech William after paying 250,000 cash each” (RFM Iganga Fans, 27.11.2015).
