Opinion: Hon. Muhammad Nsereko bangs for bucks!

The Kampala Member of Parliament Muhammad Nsereko is independent in the sense, that he shows loyalty to whom that pays him. The rest is just tools for his livelihood. That was proven after him contesting for becoming Deputy Speaker in the 10th Parliament, also his sudden attack on the Jobless Brotherhood. He is just a fierce man that bangs with he doesn’t get his coin, but bucks down when there is no money for him.

Hon. Nsereko will never give money back; he will take it and eat it. He spoke at Kati Kati restaurant and had a consultation. Where he promised the monies to go to various foundations, but who will check that the 29 million shillings goes anywhere? That is something Nsereko knows and will live with. He can just pocket the money and grin, like he has always done.

He has just rebelled with it has fitted him and his populist stances, but for him that isn’t about ethics, law or even morals, just about that it gains him. That he can later use that to get more money and salvage more funds.

Therefore, if you believe his motivation is for the common good or for the purpose of better society. Then he is tricking you as if Prophet Mbonye is tricking his crowds with his prophecies about actions in the future. It is similar nonsense coming from Nsereko. Right now he is using the sentiment of Age Limit to extend his range and his popularity. Not because he cares, because he don’t, he want to look independent, while he often votes and acts still like an NRM MP. That is why Museveni has accepted his antics.

Because Museveni and Nsereko has a sort of understanding, that he can be a little out there, but will always march in accord when payday arrives. Therefore, he can do a little PR, move beyond the Yellow Party, and then come back when needed. Like it looked real, but was fake.

So I didn’t expect to return the 29 millions shillings, I expect him to eat and spend it. Act wealthy and continue to thrive, the gullible people will believe his macho voodoo politics, but someone with some sense. Will just back-up and hold a minute. Did he really? Did he really say that?

Oh yes he did. So do not expect anything else, he will pocket all funds coming to him, Nsereko is a corrupt independent mind. Who will always find reasons to keep the corrupted money and use his position to benefit himself! Nothing else matters! Peace.

Besigye dropped off late night yesterday at Kasangati after a week in detention!

Since the long spectacle that has lasted since last Thursday, where the Opposition leaders have been detained in Naggalama Police Station since then and suddenly taken to Rukungiri Magistrate Court to be charged. They we’re yesterday after a 5 hour stand-off on the courtyard of Rukungiri Magistrate, before re-arrested. We we’re assuming the individuals in question would be taken some other police facility as they were traveling across Western Uganda and towards Kampala, even passing Wandegeya, before in midst of late finally dropping off Dr. Kizza Besigye at his home.

I don’t know if they did the same to the other fellow inmates and if they were just dropped off in the middle of the night. This was people taken out of their own cars and taken in a Police Convoy, which was driving in lightning speed. Certainly, the fellow Forum for Democratic Change (FDC) has seen their torture and their pain for the days in detention. As they we’re awaiting trial way over the 48 hours rules of the constitution. Also, the aftermath of the near assassination, as the bullet in the back-window was really well put on the Thursday 19th October. However, they have been detained since Friday, when they we’re taken and blocked from traveling to Kabale.

“Police sieged Rukungiri Courts all day after we got bail. We remained inside car parked at Court’s door till it was broken &pepper-sprayed!” (Dr. Kizza Besigye, 26.10.2017).

We are not surprised as the Police has done similar things to him in the past and to his comrades. The FDC leader has had his troubles and his car has been wrecked by the police several times. This is just in a long line of oppression and assaults on his freedom, as he is the sign of opposition and peaceful defiance against the violent and oppressive state. Therefore, they will continue to this, as long as he tries to address the public. They will not leave him be, because they how powerful he is.

Dr. Kizza Besigye deserve better, all of the activist that is lingering or taken because they stand against the NRM or the lifting of the Age Limit. All of them deserves better. However, the state will continue to follow, monitor and detain the people who stand in their way. Expect soon to see Besigye in a Police Van or behind bars. All he have to do, is to take part in some sort of rally or public display in regards to the Age Limit. Then, they will send him packing and come with full steam, nothing left to chance. That is just what they do and what they have done.

Besigye, is public enemy number one, not the ones killing ladies in Wakiso or Entebbe, no that place is left for Besigye. If not, why he is that easily arrested and detained without impunity, while the killings and murders are left to continue. We get the point and the gist of it.

Therefore, for now, he has limited freedom, but that is for now. What happens tomorrow or the day after is not easily to guess, but do not expect him to not be legal trouble. Since the state has branded him and made sure, he has that title. Peace.

Rukungiri 5 hour Stand-Off has ended in re-arrest of Besigye, Turinawe, Amuriat Oboi and rest of FDC Leaders there!

Today, this morning the ones that has been detained since Thursday and other local Rukungiri, therefore the suspected charges of murder on Dr. Kizza Besigye and anticipating the what the others would get. This was also Ingrid Turinawe, Patrick Amuriat Oboi, Innocent Tashobya, Joseph Akankwasa, Moses Byamukama and Fred Asiimwe. All of these came to the Rukungiri Magistrate Court. They we’re charged with offenses like Incitement of violence, malicious damage of property and disobedience of statutory duty. So they had changed their mind and the reason for arresting Besigye and his fellow opposition leaders from 19th October on the way to Kabale from Rukungiri.

So all of them was charged with this count because of the FDC Presidential Rally in Rukungiri on the 18th October 2017. After they we’re released on non-cash bond. Still, that is not the end of the story that has continued since Thursday. The Police was on the outside of the Rukungiri Magistrate Court. There was a stand-off between the FDC leaders and the Police Officers standing ready to take them. After many hours since the charging and leaving them on the Court-side.

Moses Byamugisha has reported this through the day:

Youths activists begin to gather ad they sing war songs, they are running out of patience. They insist police won’t take Besigye and team. Each team is doing a reconnaissance, assessing what should happen when it gets dark. The public begins to charge as it clocks 5:00pm demanding that Dr Besigye and colleagues be left to move freely. Our leaders are in the vehicle parked inside the courts compound.A proclamation of dispersal has been made by police outside the Rukungiri court premises. Let’s see what happens next. Dr Besigye has been driven off in a police van. Madam Ingrid’s vehicle is being towed by a police truck after it was abandoned in the court compound. After arrests, Dr Besigye was put in a separate van, he moved alone. Ingrid and Muhinda in another van; Brian Unstoppable and POA in another. Comrade Brian Atuheire(unstoppable) was brutally arrested and tortured by the Kifesi police in the notorious van. Dr Besigye’s aide Comrade Ronald Muhinda and Brian(unstoppable) arrested and badly beaten. The People’s president phone has been confiscated. He will need medical attention as soon he regains his freedom. We are yet to determine the destination. A five police pick up track convoy has just passed Kebisoni trading centre Rukungiri heading in the direction of Kampala. The convoy passed Ntungamo a while ago, they are heading back to Kampala. Convoy taking the People’s president is now on high street Mbarara, moving very fast” (Moses Byamugyisha, 25.10.2017).

This story is not over, but this shows the impunity. The freed men and woman, was free for hours in the courtyard, but after the stand-off taking 5 hours in Rukungiri. We are now seeing that the charges and the others are used to keep the occupied and detained. We will not know where they are ending, since the state at least understood that they couldn’t charge Besigye with murder charges. Still, their acts of impunity and acts of draconian laws, courts and ruled to oppress. Nothing about justice and rule of law is compelling in cases like this. They have already been detained without charges for 48 hours and now taken to unknown location.

This has to followed and not accepted, this proves the troubles of opposition and of limited freedom. That is the situation in the Republic. Limited freedom, everyone isn’t free and everyone hasn’t the right to basic liberties. They can be taken and kidnapped, be detained without proper trials and forged charges. This is what the state does to this people. Peace.

Age Limit: Katakwi District Members of Parliament Consultation on Constitutional Amendment Bill of Article 201(B) (24.10.2017)

The Constitutional Court rules a Temporary Injunction order on the Raphael Magyezi bill!

In Constitutional Court of Uganda, as the case between AHUPED (Advocates for Human Rights, Peace & Development) versus Raphael Magyezi and Attorney General William Byaruhanga. They ordered for some reason a temporary injunction on the matter, which is questioning the Constitutional Amendment whose power is lift or remove the age limit, the famous article 102(b). Who soon everyone in Uganda knows by heart and better than John 3.16.

A temporary injunction is a court order prohibiting an action by a party to a lawsuit until there has been a trial or other court action. The purpose of a temporary injunction is to maintain the status quo and prevent irreparable damage or preserve the subject matter of the litigation until the trial is over. After the trial the court may issue a permanent injunction or dissolve the temporary injunction” (USLegal – ‘Temporary Injunction Law and Legal Definition’ link: https://definitions.uslegal.com/t/temporary-injunction/).

Therefore, with ruling, they have suspended all acts against the Constitutional Amendment and the character, the MP who has his own legacy on it. Raphael Magyezi is now free to do as he pleases in the concerns of the amendment and the cause to give life to the Life Presidency of President Yoweri Kaguta Museveni. The Constitutional Court has offered him support today and order a Temporary Injunction, which gives him power to continue as usual.

Therefore, before the hearing the Court order just keeping the status quo and letting things be as they is. It is magical and weird. That the courts come with this decision, nothing was issued on the Attorney General and the cost was too be paid by respondents. Therefore, the application sent do not cost AHUPED anything at this point.

Therefore, the Court is saying their will an in-action until the Constitutional Amendment is taken to the Parliament and the final determination of the bill. It is a wonderful ruling for the President and a weird one for Magyezi. However, until the finished trial of the case, there will be no effect to the matter.

This here is mute, but has to be said, because this a rare case and ruling. So they are preventing damage to Magyezi bill and awaiting trial to seek further cost and findings before it is billed in Parliament. What sort of journey in the Courts is that, only one that this NRM friendly could come up with, would have made more sense to dismiss it on lacking grounds and asked for a possible appeal by the AHUPED. That is just me though. Peace.

Rukungiri Update: Charge Sheet for Besigye, Oboi Amuriat, Turinawe, Tashobya, Akanwasa, Byamukama and Assimwe (25.10.2017)

Age Limit: NRM CEC is officially all behind the Magyezi Bill (24.10.2017)

Opinion: The Draconian State will blame Besigye for the deaths at Rukungiri! [Taken from Naggalama Police Station to Rukungiri Magistrate Court and rumored detained at Luzira]

Police have refused to take court summons for a petition filed by Dr Kizza Besigye over his continued detention. Kampala Lord Mayor Erias Lukwago says that the DPC and OC CID refused to sign documents…” (Daily Monitor, 24.10.2017).

Police investigating Besigye’s role in Rukungiri man’s death. The force is also holding, Dr Kizza Besigye, Ingrid Turinawe, Patrick Amuriat and a district councillor Innocent Tashobya on various charges including murder” (NTV Uganda, 24.10.2017).

As we speak there are uncertainty, but some knowledge that the Opposition leader and former Presidential Candidate Dr. Kizza Besigye is taken from Mukono and Naggalama Police Station. Where he has been detained since Thursday evening, together with Patrick Amuriat Oboi and Ingrid Turinawe. They have all been there on various charges and not allowed bonds or bail. They have all been put in vans earlier today and reported to be taken back to Rukungiri Magistrate Court. Who are prepared to file charges and send them directly to Luzira after the trial. The same is most likely happening in Luzira , where the magistrate court is prepared for a short trial, before putting them in Maximum Prison facility there. Somewhere Besigye was last year awaiting his treason charge, a case that is yet to processed and finished by the courts.

So Besigye are continued prosecuted and his freedoms are taken away. This together with his fellow opposition leader, the FDC Presidential Candidate POA and activist Ingrid Turinawe. They are all taken as high risk criminals and murderers. While they we’re only part of a peaceful rally and planning to continue the internal election of Presidential Election inside the FDC.

You know something is wrong when someone who was shot at while driving without weapons we’re able to kill and secondly, that someone who came in peace for a rally. Would kill with his car, when it was bullet wounds that killed the citizen. The one crime they are putting on Besigye. We all knows that the State feels the pain of their decision, since the state wouldn’t pay damages of 10 million shillings to the family of the deceased if they we’re innocent. That would just be foolish, they we’re trying to patch up their hurt. And would the IGP Kale Kayihura sack his DPC of Rukungiri, if he was innocent in his actions and his officers? Seemingly, their message and their arrest of Besigye doesn’t make common sense and the evidence against him must be fake or fraud, if they have any.

While I am saying this, the van has stopped and there are reports that Besigye is airlifted to Rukungiri. If you feel similar as he was last year, when he was airlifted from Moroto to Luzira. Most likely similar activity will happen from the state. Since they are acting with swift force and will make sure he can be locked-up in a Maximum Prison Facility that the Luzira has. This is to make sure he cannot spread his idea or his position towards stopping of the age limit. The NRM and Police wouldn’t act like this if they didn’t fear him and his popularity. They would have let him be and given him space. Instead, he is now taken and charged on forged charges.

This is the draconian state, he has been kept of 48 hours, the same with fellow opposition members. Who deserves as much justice as Besigye, but Besigye is the key suspect and key target of the state. They will make this ill accusation to make way to silence his efforts and take away his liberties and freedom. Even if they cannot even make a case in the wildest dreams. Still, this is a nightmare that continues, as the man of defiance will be behind bars. Just the length of it and how much it will cost this time. Is something we can question. As the state continue to torment him and torture him without any proper charges.

There are reports that some have planned to assassinate Besigye, I hope that will not happen. They already aimed very well in Rukungiri, as the back-window of his white van. The placing of the bullet is showing how much the police officer aimed last week. Therefore, the idea isn’t far fetched, but that Besigye is airlifted should be safe, even if there are reports in the past that President Museveni has used excuses and not released other news for sudden fall of airplanes and helicopters of his enemies. Like there are rumors of others Museveni has made fall this way. Therefore, if that would happen, we would know that ones in the past would his orders too.

We better hope that the people’s president is flying safe to Rukungiri and that the he will return safely as first reported. That they will forge a murder charge and stifle him in Luzira, as the Age Limit motion is soon flying high in Parliament. So that the NRM can kill the Constitution and make in the flesh of Museveni, instead of being document made for all citizens and not just for the President.

We just have to hope, it is enough hurt to again arrest and detain him without proper procedure and without caring about rule of law. There are new reports that the Judge at the Rukungiri Magistrate Court, does not want to rule in favor of the state. So he has run away from charging Besigye. This is happening right now.

We just have to wait and see. What will happen is certainly not anything positive because the state wishes Besigye and his comrades ill. We just have to wait. Peace.

Age Limit: What if I told the Life Presidency Consultations cost only about the same as one Aston Martin!

We know now the value of the trade-off between having limits to age of the President and lifting Presidential Age Limits. The ones who wants to lift it and consult their constituencies will be wired 29 millions, that to members who already get between 30 million to 40 million a month. So that is close to a monthly bonus pay. That for trading their souls and republic to one man, they are able to sign of 29 million each and the total cost is 13 billion shillings.

Members of Parliament will each receive Shs 29 million each to be used as facilitation for consultations on the ‘age limit’ amendment bill. In total, Shs 13 billion will be diverted from the MPs’ emoluments (allowances) to facilitate the age limit consultations according to Parliament’s director of Communications and Public Affairs, Chris Obore” (… )”Obore says if Finance doesn’t reimburse the money by December, the MPs may have to go another month without their allowances. “The clerk to parliament has provided Shs 13 billion from the members’ emoluments. Emoluments are allowances they pay, fuel, transport – all those things. So we have picked Shs 13 billion to pay them to go out, because this thing has a time frame. Each MP is going to receive Shs 29 million to go to their constituency to consult”, he said” (Kaaya, 2017).

To put the 29 million in perspective is about $ 8000 United States Dollars or £ 6000 Great British Pounds. So it is not a big fortune, but still is money in country of unemployed youth. That they are already well earning in the republic as they earn the same each month. Proves the difference between MPs and ordinary Ugandans. The whole cost of the bill in $ 3,553.660 or or about 3,5 million United States Dollar. That is the cost of the MPs and the payment they are totally getting for making it possible for President Yoweri Kaguta Museveni to rule for life.

Life Presidency at this point is either worth 13 billion Uganda Shillings or about 3,5 million US Dollars. That is big amount of money, but also show the little value of the shilling at this state. Still, that the President and the state can afford this, while medicines is lacking in hospitals and other facilities. That even civil servants are lacking salaries and pay increases. There are lack of good governance, when the state can afford this, but not the other.

National Resistance Movement are really showing what is their key priority and what is vital for their existence, for the moment, that is Museveni and nothing else. That is why they are doing this and are working to so hard to seal the deal and secure his life project. So that the President can die in the chair and leave a legacy of looting, inflation and oppression. President Museveni are now becoming everything he fought against or said he fought against. There is not left of his old self, than relics and quotes in books. He is a damaged self-controlled dictator, who wants to stay like that for life. Nothing left to chance. That is what the republic has sunk too, because of him.

So the cost of the life presidency is now set and it’s cheap. It is costly, but to be able to drain the state reserves for life and be able to loot the resources for life. It should cost more and should been more expensive if it would make sense. Is President Museveni that cheap or worth so little after 30 years in power? He should be worth more and not cost so little.

Life Presidency cost about the same as an Aston Martin DB10 or a Luxury Estate in Miami. So its not like it is expensive enough. He should at least cost more than Gareth Bale to Real Madrid or Neymar Junior to PSG. I know this isn’t international football trading, but a life President who has all powers of a republic for life should cost more than them. It is meager and cheap if he only costs 3,5 million USD. President Museveni should be more costly if he trades the rest of his life in the supposed service for the state, it shouldn’t be this cheap.

He cost the same as a luxurious Aston Martin, nothing more really… Its disappointing, by all means it is bad that the MPs are getting this cash and it is wrong. But if they are doing this for the wrong reasons, then they deserve more. Are their ideals, their legacy and their destruction of the constitution have the same value as an Aston Martin! Is that all it takes to kill a constitution and build laws for only person? The value of destruction is the same value as the life presidency….

Just think about that for moment. And then react and you should because your constitutional amendment is should for cheap. Peace.

Age Limit: The Key Protocol from the NRM is now “Limited Freedom”!

“They who can give up essential liberty to obtain a little temporary safety deserve neither liberty nor safety.”Benjamin Franklin

It is not hard to imagine this as Dr. Kizza Besigye lingers in prison together with fellow FDC leadership at Naggalama Police Station. This after a horrific week and weekend. Where the Police has silenced more consultation meetings and stopped more radio stations in the country. Ironic isn’t it, that the President Yoweri Kaguta Museveni is currently on a radio campaign tour around the republic spreading message of good governance towards land reform. While in the same country, the rights to assemble and to have meetings are squashed with force.

Well, the limited freedom, taking away the freedom for those who questions the Age Limit and the lifting of it. That is what is happening, it happen earlier this month, when broadcasters was obliged and ordered not to have any of the 25 suspended Members of Parliament on any of their broadcasts. This with the banning of concerts hold by Robert Kyagulyani MP aka Bobi Wine. Certainly, the state do what it can to limit the freedoms and free speech in favor of keeping the age limit in the Constitution.

When Kanugu Radio and Pearl FM is suspended and certainly more will follow, as they have had the guts to question the need and have had guest who is not Age Limit removal friendly. This is the beginning of severe oppression. For not only Besigye and his fellow brethren, but also a bigger picture will elope. These Radio Channels and Broadcasters are just proof of the limit freedom that persist right now.

The stories and the tales will be there, but if they are to hard-hitting and straight-forward they might even close Daily Monitor, the Observer and Red Pepper. Not too long ago someone broke into the Observer and stole a lot equipment. Nobody has been arrested or charged on that matter.

We know the state has already embarked on the trip of assaulting and questioning the Civil-Society Organizations and the Non-Governmental Organization, the CSOs and NGOs are under attack and siege, three has already had their offices turned into crime scenes. The Police has already besieged JEEMA, Democratic Party and Forum for Democratic Change (FDC) during the last few weeks. Overall, this is limiting the freedom and intimidating society as whole.

The police is a partisan in oppressing the society and the people, they are target selected few and at random on the consultant meetings, detaining leaders, MPs and activists, but next time it might be you. They are not sparing anything in their duty of assaulting the basic freedoms and expression of dissent. They even charged an over 70 year old in Bushenyi for collecting signatures. Just breathe and think about that, collecting signatures makes you a criminal.

In addition, you should know something is wrong, when just to get the Raphael Magyezi bill passed to Legal and Constitutional Committee for review; it had to be at gunpoint and with Special Forces Command breaching the chambers and clear the court. This should not be accepted and be the way it is done, but apparently it is okay in the state of affairs. Certainly, with the knowledge of the praising session in the aftermath of speaker Rebecca Kadaga. You know there limit freedom is the mantra and the way the NRM operates. Limit the freedom of the ones that dissent from the view that fits the President.

So the towns, the consultations will be filled with harassment, the courts will be a mockery and the activists will linger in jail. The innocent might die at rallies and the police will call the organizers criminals, while they was the aggressor pulling the trigger. This is the state of mind, the mad reality of the age limit. The rush, the hurry and the oppression. The quest of deliberately giving the republic a President for Life!

If you think, this will be beautiful and story of hope, than things has to change. However, for now the government will the police and soldiers to intimidate, and make sure they bill be passed in Parliament. Nothing will stop them, unless the activists and opposition garn all the support and create a real uprising as never seen before.

So if you accept limited freedom, which is the program of the state. That is what you is served and that is the order of the state. That is why joint-MP Consultation meetings are banned and so many other public gatherings is dismissed.

Certainly, this age limit thing is not dying. It keeps breathing and shuffling hard fists at the public. I just wonder how much beating and harassment will the public accept, how little freedom and how limited their representatives will accept. We can question it now as it is going on. Certainly, you know that this will not stop, as it goes now it benefits the President. Moreover, get the ones standing in his way silenced. They will do this until they stop and gives up. That is the will of the state and at all cost.

Therefore, the question now be. When has the NRM crossed a bridge that is too far?

Peace.
