Kamplootholo: The ICJ orders the Government of Uganda to pay US$325m to the DRC!

The International Court of Justice has today awarded the Democratic Republic of Congo damages for the warfare, looting and destruction of which the Uganda People’s Defence Force did between 1998 and 2003. This was done on behest of the State House and the high ranking officials of the National Resistance Movement (NRM). Many who is living lavish in Kampala and earned fortunes of the war. They are now footing the bill on the state and the taxpayers who has pay for their looting of the DRC.

The ICJ have really hit a major blow the Government of Uganda and the armed conspirators of Kampala. As they are now held accountable for the conflict and has to pay cost or damages to the DRC. As there is evidence and proof of the looting of in the Ituri province in this period. It also shows how it was killing and adding other sufferings to the region as well.

Therefore, the NRM and UPDF have far from a clean slate. The judgement is proving that the sins of the past is starting to haunt the current regime. As their record is delivered. Now, it isn’t going after the henchmen, but now targeting the whole state. This means everyone involved and the whole government have to answer for this. Which shows the ramification of the army commanders, the NRA elites and everyone else should answer for this. Since it is now targeted on every single soul of the Republic. This should be on the heads, the generals and everyone who used the warfare for personal gains, which we know is people associated with President and even some relatives. Therefore, Museveni and allies should pay-up and cough up the funds. Though we know the bill will eventually be paid by others, as it is deemed the state tab and not the persons in question who did the deeds.

Just take a look:

The total amount of compensation awarded to the DRC is US$325,000,000. This global sum includes US$225,000,000 for damage to persons, US$40,000,000 for damage to property, and US$60,000,000 for damage related to natural resources. The Court states that the total sum is to be paid in annual instalments of US$65,000,000, due on 1 September of each year, from 2022 to 2026. The Court decides that, should payment be delayed, post-judgment interest at an annual rate of 6 per cent on each instalment will accrue on any overdue amount from the day which follows the day on which the instalment was due. The Court declares itself satisfied that the total sum awarded, and the terms of payment, remain within the capacity of Uganda to pay. Therefore, the Court finds that it need not consider the question whether, in determining the amount of compensation, account should be taken of the financial burden imposed on the responsible State, given its economic condition (see above). The Court notes that the reparation awarded to the DRC for damage to persons and to property reflects the harm suffered by individuals and communities as a result of Uganda’s breach of its international obligations. In this regard, the Court takes full cognizance of, and welcomes, the undertaking given by the Agent of the DRC during the oral proceedings regarding the fund that has been established by the Government of the DRC, according to which the compensation to be paid by Uganda will be fairly and effectively distributed to victims of the harm, under the supervision of organs whose members include representatives of victims and civil society and whose operation is supported by international experts. In distributing the sums awarded, the fund is encouraged to consider also the possibility of adopting measures for the benefit of the affected communities as a whole” (International Court of Justice – ‘Armed Activities on the Territory of the Congo (Democratic Republic of the Congo v. Uganda)’ 09.02.2022).

This here is a signal and it sends a message. Yes, this isn’t directly punishing or charging the ones culpable or involved in the conflict. No, this is charging the whole republic and adding a huge blow to the finances of the Government of Uganda. The elites of Kampala who earned fortunes on the war should feel the blow and the wind in their direction. As this is stating the illegal war and what it did was wrong, which was a reason for this damage or costs. The 325 million US Dollars in damages cannot be taken under the rug.

Yes, we know the GoU is building some roads inside the DRC, but that will clearly not clear the slate or the tab of the state. Secondly, the Ugandan government is now in debt to Kinshasa and it has to be responsible. If the state doesn’t follow the court orders and such. The DRC and ICJ will challenge it yet again. This is really telling and the victims of the DRC is now vindicated. As it is proof and proper evidence of the war-crimes committed by Ugandan counterparts. Peace.

Opinion: The UDPS where Fatshi is king and everyone else can fall-out like Kabund

The fall of Jean-Marc Kabund is resounding, it is absolute and devastating. It is a long time since I have seen such mockery and disgraceful fall someone within it’s own party. As everyone and anybody with a role or place has dismissed and praise the President. While at the same time calling Kabund all names and ridiculed him.

If that can happen to a man of stature and prominence within the ruling party, Union pour la démocratie et le progrès social (UDPS) and the alliance of Union Sacrée. What can happen to anyone else who falls out of favour?

However, it shouldn’t be shocking either. We saw Fatshi and the state served fellow ally and CACH party leader Vital Kamerhe (Union for the Congolese Nation – UNC) who helped the President and the UDPS into power with their power-broking and deal making with Kabila’s (Front Commune pour le Congo – FCC).

Therefore, with the knowledge of how Fatshi is playing these political games. He shows that he has no mercy or plans of redeeming anyone in his midst. No, Fatshi will bury anyone and use the office as his saving grace. UDPS will use all tools and everyone will show loyalty to the President. That is the message, which is spread across the Republic and in the diaspora. As anyone or everyone with a pulse within the party have pledged their loyalty to Fatshi by all means.

Kabund has fallen to the self-belief that his role in the party and his achievements would matter. As long as his in the shadow of Fatshi and his merry men. What he has done or even contributed will not matter. If that would have mattered, the UDPS and the state wouldn’t have targeted Kamerhe like it did. Since well, Kamerhe was one of the reason Fatshi was able to become the Head of State.

Fatshi might never say that or give the honours, but he knows perfectly well that he needed the alliance and the conning dealer of Kamerhe to get ahead. Fatshi isn’t that smart or brilliant that he does it on its own.

I cannot believe that Fatshi is that smart. When he buries someone alive like he has done to Kabund and got Kamerhe sentenced to 20 years in jail. This is his allies and his supposed political affiliates. This is not his enemies or the ones who wishes him death. No, these are the comrades and partners in crime. Therefore, when he does this to his friend and allies. What will Fatshi do to anyone who is a real enemy?

That should worry anyone, as Fatshi is preparing for a second term. This shows his way of moving and getting ahead. The way Fatshi is politicking isn’t for the weak-hearted, as the man can easily destroy you and all your future dreams as well.

It is clear the UDPS is only Fatshi domain now and anyone differing from him is out of bound. There is only one line and nothing else. Fatshi is the king and anyone else is supposed to bow their knees to his majesty. That is the clear indication of what happened to Kabund. The warning should have been how Kamerhe was treated and taken out of office.

Now that everyone should realize that anyone can be left behind and dismissed from the party. When titans and vocal voices like Kabund can be so quickly thrown into the mud. There is enough proof of how toxic and quickly you can go from hero to zero. In the UDPS it is either Fatshi’s way or nothing. Peace.

Opinion: Okello Oryem is mocking the wrong partners with MONUSCO

In an Interview with NTV this morning, the minister for foreign affairs in charge of international relations Okello Oryem said Uganda “does not need the help of the UN” which he says they consider as a “useless group” that has allegedly preserved terrorism in Congolese soil. “We have no good words for them, they have been there for long but what have they done? As far as we are concerned, we do not want their military assistance, even if they offer us a cup of tea, we do not need it,” said Mr Oryem” (Ritah Kemigisa – ‘Uganda doesn’t need UN’s help for DRC mission- Oryem’ 02.12.2021, KFM.co.ug).

The hubris and the arrogance is clear as the Minister Henry Okello Oryem who is is now downplaying the role of United Nations Organization Stabilization Mission in the DR Congo (MONUSCO), which is starting their gradual exit strategy from the Democratic Republic of Congo (DRC). MONUSCO is based in the provinces of Ituri, North Kivu and South Kivu, which the UN based mission is to stop the militias with disarmament and demobilization of them. In such a way, that the MONUSCO is there to be the civilians’ protection.

It is really striking that the Ugandan Minister is mocking and not wanting to work with MONUSCO now. This mission was first established in 1999 as MONUC and got a new mandate in 2010. While in 2020 the mandate changed and they are starting already to back-out. Therefore, the UN Mission is dwindling down. As well, as there are new militias and foreign interference in the region of which the Ugandan army entered yet again.

MONUSCO is partly created by the interference of Ugandan troops within the DRC. Not that the Ugandan armies was alone in these wars or always been welcomed to enter the DRC. The UPDF and Rwandan Defence Force (RDF) have both entered it. As well, as both nations have been involved in supporting militias, rebels and armed groups within the DRC. That is well-known and they re-appear at certain stages. Just like the UPDF have been inside the DRC before on specialized operations towards certain targets.

Okello Oryem is just showing how the Ugandans elites and the ones within the regime is thinking about it. It is their rights to attack and be part of military operations within the DRC. Since, they don’t want anything with the UN or MONUSCO. I wonder, if Okello Oryem would accept similar feelings in Somalia between the Somali National Army (SNA) and African Union Mission in Somalia (AMISOM), which the latter UPDF is a pat of. I wonder, if Okello Oryem and all of the Ugandan hierarchy would like to be painted in similar fashion. Because, there is two sides to any coin and this is a foolish take.

Yes, MONUSCO isn’t perfect and neither is it’s mission. There has been continued insurgency and lack of territorial integrity, which the Ugandan and Rwandan counter-parts has supported and participated with. That is well-known and is a reason for the illegal export of resources from the provinces as well. Therefore, Okello Oryem should be a bit more humble, but I know that’s too much to ask for in 2021.

Okello Oryem could suddenly wake up and bite the dust. Since, his just showing a lot of flair. Nevertheless, we know the trouble will return and be a real issue. There isn’t only the ADF in Ituri, North and South Kivu provinces. There is several of other militias and guerrillas in the provinces and they are causing massive concern and is a silent war that never ends. They are invested in, given arms and training. This is deliberate and the joint operation will not stop this… sadly…

MONUSCO will not end this and they being gone will not stop the existence either. As long as the head of state and foreign interference for profits continues. The insecurity and usage of militias will continue.

It is like we are supposed to be naive and forget how this all started. The UPDF and RDF is responsible for a lot of the pain. The two nations have used the provinces and the DRC as a treasury chest for them. While using the same means to re-enter again and for some reason the Kinshasa government allows that to happen. This is even happening, as the State of Emergency in this regions are occurring. That is really tragic…

Okello Oryem should think about what he says. Since this could be easily said about the UPDF within the AMISOM. Which the SNA and Federal Government of Somalia (FGS) only creates more problems within Somalia. Alas, he as a diplomat should be more careful, but I don’t expect it to ever happen. Peace.

Sam Mugumya have been behind bars for over 7 years in Ndolo Military Prision without any trial…

This story is a tragic one and it’s never ending. One man is behind bars without charges, indictment or court trial. This being Sam Mugumya, Dr. Kizza Besigye aide and opposition activist who was travelling to Rukungiri on the 16th October 2014 to take care of his family affairs, as his brother had died and he needed to take care of his frail mother. He was also planning to get connected with the Forum for Democratic Change (FDC) party members in the district.

We don’t know what happened since then, but we do know he resurfaced suddenly in the Democratic Republic of Congo and been arrested there with other civilians too.

The Ministry of Foreign Affairs wishes to inform the general public that the Uganda Ambassador to the DRC met the Administrator General of the National Intelligence Agency of the DRC who confirmed that 5 individuals of Ugandan origin were arrested in Eastern DRC on October 21st 2014. The arrested individuals have since then been transferred to Ndolo Military Prison in the outskirts of Kinshasa. On 4th December 2014 Amb. Kinobe was allowed to visit the Prisoners and confirmed the following individuals:

1. Sam Mugumya, aged 35 years, son of Tukahirwa stanley, who called himself “Mukiga William” at the time of arrest.

2. Mugisha Steven 35 years, son of Tibanyeba John of Buyanja, Rukungiri

3. KamukamaAggrey, 30 years, son of Kagurusi Eliab of Buyanja, Rukungiri

4. Kamugisha Joseph 28 years, son of Mugisha Justus of Buyanja, Rukungiri and

5. Bright Nathan 20 years, son of Kwesiga John of Buyanja, Rukungiri” (Ministry of Foreign Affairs – Press Release, 10.12.2014).

Besigye in the beginning of it all, believed the state would use these kidnapping and arrests in the DRC as a shield and means to claim the opposition was starting ‘rebel’ activity. In a manner of which could be used to hurt Besigye’s future political campaign ahead of the General Elections in 2016. Besigye have had such charges against him and his brother too. So, it wasn’t without any reasoning that Besigye spoke about this in November 2014. A month after the arrest.

The party his been affiliated with has with time paid for and serviced a Congolese Lawyer for the case of Mugumya without any luck. That was done in 2016. We know that the Government of Uganda will not repatriate or secure his home-coming either. While his stuck in prison all these years.

Oryem-Okello said this back in 2016: “Government says Mugumya was engaged in subversive activities and was arrested with dollars and sensitive documents State Minister for Foreign Affairs Henry Oryem Okello told parliament this afternoon that due to lack of an extradition treaty between Uganda and DR Congo, the Congo government has declined to send him back” (Uganda Radio Network – ‘Sam Mugumya Will Not Be Extradited- Govt’ 01.12.2016).

In May 2021 he was able release a poem called ‘We refuse to be victims’ which goes like this:

To bear defeat’s humiliating standard.

Pitiable, helpless, crushed and confused.

That is victimhood’s pathetic face

It soots our effulgent souls

Comrades, pity not us prisoners.

Treat us not as victims

We are proud resolute recusants.

Soldiering on with a smile.

Never pious before the devil.

Pity and contemn the despot.

Our chains condemn his conscience.

Injustice jails the jailer’s humanity.

Drench him in your tears.

Hearken marley’s revolutionary voice bellowing.

Of the despot he said

Pity those with thinning chances.

They have nowhere to hide

The despot is the victim .

The slave of his power.

Branded by debauchery’s hot iron.

Before we become his victims ,

Freedom’s matyrs we shall be.

Shed not sorrowful tears comrades.

Please shed tears of joy.

On victory’s tide we sail .

To a future of freedom.

I just got to say. This man deserves justice. His been served injustice for years and punished by association. Because, he dared to associate and be part of Besigye’s campaigns. He was one of the trusted individuals within the FDC. That’s why he have been serving time and somehow the Ugandan government made an agreement with the Congolese government to keep him in prison.

They have not let him out and neither has Ugandan authorities accepted him back. They will not extradite him back and that is very clear. MPs tried to do this in 2020 and 2021. However, there is no extradite agreement between the DRC and Uganda. Therefore, there is now will to engage or secure this. That is just common knowledge.

It have not mattered that Mugumya have suffered with COVID-19 and other issues as a prisoner. This political prosecution is never ending it seems. The proofs of the allegations haven’t happened and his kept as a civilian in a military prisoner indefinitely it seems.

We know with certainty that the government doesn’t care or concerned. Because Oryem-Okello stated the same facts in 2020 and wouldn’t have him on trial or had a chance of extraditing him. With the same response as before, no agreement so nothing to offer. The diplomats of the Republic in Kinshasa isn’t bothered about it either it seems. Since, his there to this day and they haven’t lifted a finger. This is why his still a jail-bird and no proof of the alleged incriminating behaviour of which he was arrested in 2014.

We are now in November 2021 and his still in Ndolo Military Prison. Mugumya is still behind bars and nothing is done about it.

We need to shed a light on it, because if not… everything goes dark and men like this doesn’t get justice. They don’t get liberty or the freedom they should have. This is injustice and his a political prisoner. His a prisoner of conscience. That is it and it’s pathetic of the Republic to not do anything about it. Try to ensure and secure his passage. Make arrangements with the Congolese and even let him have a fair trial or courtship with his case. Because at this point, his not even proven guilty. His just a commoner behind bars for no apparent reason. A man who went missing in Uganda and suddenly was in custody in another republic. Peace.

Opinion: M23 – when the origins come home to roost

The origin of the “Mouvement du 23 Mars – The M23 Movement” or M23 for short isn’t a long one and neither is it a tale of bravery. No, it was joint venture from two parties who was willing to fight a war and cause insurgency in the Democratic Republic of Congo (DRC). The M23 was an able body and a well-funded militia from both Kigali and Kampala. They both supported, trained and gave weapons to the fighters battling inside the DRC.

So, that the M23 returns and causes havoc. Then the eyes return to those capitals. Especially, Kampala, as the Ugandan counterpart has had several of soldiers, leaders and contained them for years now. While the M23 claims they never left. However, leaders have been in “exile” in both Uganda and Rwanda since the Nairobi Accords was signed.

Now, that there is meeting between the FARDC and RDF you know they are monitoring and looking over the situation. While the Ugandan counterparts dismisses everything and claims its propaganda. However, both Kampala and Kigali have created M23, and they must take responsibility for it. No matter what happens and when there are reports of helping hands to support the resurgence. There will be even more speculation into who did what and where.

The talks between Kigali and Kinshasa are a smart move of the Rwandese government. Though they can never downplay the origin or the grand support it gave before. The M23 wouldn’t be what it was without them and neither the support from the Ugandan government either. Them both have helped both the leaders and the militia fighters in time of need. They have given military and strategic support, which cannot be questioned now.

The M23 militia and armed insurgency will forever linger back to Kigali and Kampala. Even if the UPDF/CMI has sponsored the for the moment and given way to transport combatants this time around. Therefore, the bloodstains and the general support will forever be part of history of this group.

The M23 can say they were always there and never ceased to exist. That might be true, but they weren’t strong and suddenly an issue before someone gave them more power and ammunition. That is just a mere reality, as well, as suddenly seeing commanders and combatants coming in groups across the borders. The ones who were contained and in a camp within another state’s territory. Therefore, it had to be planned, organized, and funded to do so now. Years after the previous attempts and insurgencies.

M23 will be a wrecking-ball and be an issue for a long time. As long as it has backers and has sponsors for their machine. They cannot just linger on and not have someone supporting it. That is just a mere fact… for the FARDC and government of North-Kivu it is the same who supports and funds the operations. If they cause pain and suffering, uses military might and force. It will be the same results and damage done. That will not change and only the calendar year is changing. Peace.

Opinion: Is Kampala behind the M23 resurgency?

 

If you ever wonder, there has always been a close connection with the Uganda People’s Defence Forces and other security organizations like the Chieftain of Military Intelligence (CMI) in concern with the armed militia called “Mouvement du 23 Mars – The M23 Movement” or M23.

This militia have now attacked several of villages within the Democratic Republic of Congo and in the North Kivu province. They are supposed to move towards Goma and challenge the government, as the M23 claims it has disobeyed the “Peace Agreement of Nairobi”. Alas, who knows about that or has any clue. It seems like a fixed solution and a way to resolve the matter quickly.

We know from the past that Uganda People’s Defence Force (UPDF) and armed allies in Uganda border region have facilitated and ensured weapons for the M23. Heck, the Government of Uganda let the M23 return to Uganda after the cease-fire and previous deal. Also, back in the day, the Rwandan Defence Forces (RDF) was also supporting the outfit. So, it’s not like wasn’t a sole mission of Kampala, but Kigali had their stakes in it too.

Now, today as the villages are attacked in Kivu again by the M23 and they resurged from the border region of Uganda. Which is where the government allowed them to be and the let the rebels stay. The government let them in and housed them. Just like the Rwandese has done with rebels as well in the past. So, it is not like this is a one-sided arrangement in concern to insurgency in the DRC.

However, the main stay and the leaders of M23 went in peace to Uganda. Back in 2015 there was reports of a total of 1500 combatants who had fled the DRC to Rwanda and Uganda, while only a small fraction returned to the DRC. Therefore, the return today is really a spectacle, but also a tactical manoeuvre.

When we know that the Ugandan government has in the past supported with weaponry, training and a safe haven. It doesn’t take much brainpower to suspect them is behind it again. That the Ugandan government have an excuse and a reason to return to the DRC. Just so they can get rid of insurgency and insurgents. While the MONUSCO and FARDC struggles to contain it.

The Ugandan Press is claiming the Rwandese is behind it and the Rwandan Press is claiming the Ugandans are behind it. What we do know is that in the past both has had their hands in the cookie jar and eaten out of it. However, the implications now and speculations are easier to target Kampala, as the leadership and the ones fighting comes from Uganda. It is not like they could just run loose and not have some sort of military backing. They need weapons, training and ammo. That doesn’t come cheap and someone sponsored this.

M23 doesn’t just show up out of nowhere and sudden ambush inside the DRC. Someone facilitated this and made this happen. If the CMI and UPDF did this. Then they are cunning and vicious. As they plan for more bloodshed to have the ability to further extradite and export valuable resources from the region. That wouldn’t be shocking but would a decent business strategy. While using insurgency as a “mask” for the operatives taking mineral resources and other valuable commodities from the region.

The Government of Uganda (GoU) needs new revenue and bring some profits home to Kampala. So, this here seems plausible. As the state is struggling to finance itself and it needs war to gain substantial amounts of funds. The warfare in the DRC could be a valuable enterprise and the costs would be significant less, compared to the amounts invested in the militia. That’s’ why the M23 could be arranged at this time. Just to ensure supplementary budgets and other needed fixtures of the state.

It is just a way of securing more shillings and running of business. While earning money on the blood other people sacrifice elsewhere. Since, the President and his handlers in Entebbe knows what sort of profits they can gain by doing this. It is an asset and a viable operation to begin with. That’s why they hope it succeed and gives them a decent pay-off. Peace.

Opinion: Dott Services is a scandal in the making in the DRC

It is now official that Dott Services will have a majority of the roads that’s getting upgraded in the Democratic Republic of Congo (DRC). The Dott Services was awarded 60% funding to it. While the Ugandan state will have another 20% and the Democratic Republic of Congo has another 20%. So, a private company has 60% and the governments has 40%. That says a lot.

Yesterday, the Presidents officiate the road development project and the joint cooperation of the nations. Where the Ugandan government is spending billions of shillings on this. To a company awarded the building of it without any tenders out or open bidding. This was a operation and deal written behind closed doors.

Dott Services will be in-charge and honour this agreement to upgrade three roads. These are Kasindi-Beni (85 Km); Beni-Butembo (54 km) and Bunagana-Rutsuru-Goma (89 km).

We know these constructions and such will be shoddy. They will be a cash-grab. There will be no accountability and the funds will go missing. The Dott Services have gotten off the hook and lack of due diligence.

The government funds put into this will be lost. At one point or another. The quality of the works will be shoddy. The roads will have issues before the gravel is actually put. Don’t expect magic, but a disregard of accountability, as well as calling it a “smear campaign” and such.

Dott Services is shielded by the Gods. They are allowed to operate without any real scrutiny. Not expect the roads to be built. If it is… it will take years and years. The roads will take forever and the company will need additional funds. The equipment will be lacking and there will be mismanagement.

So, don’t expect this project to be great. When you are giving it to a company like Dott Services. Expect it to end in a tragedy. The UNRA couldn’t even keep their head above water with this company. How do you think the DRC authorities will struggle with this? Why does President Tshisekedi accept this and not a respectable company? Or is it because the Ugandans are paying for the party and he gets it for free?

We can wonder, but this shouldn’t be celebrated. It is a scandal in the making. This is public wastage of funds and nothing good will come out of this. That’s because the states has allowed Dott Services to be the main company working with this. Peace.

Opinion: Kagame better carry his weight for his proxy wars in the DRC

Let’s be perfectly clear and blunt. Rwandese President Paul Kagame is a warlord and should be known for that. His career like his former ally President Yoweri Kaguta Musevei have both been made out of bloodshed, death and destruction. Both ways to rise to power and get into office came through the barrel of the gun. It is not like these gentlemen won in a free and fair election. No, they took power and never left.

These gentlemen rose to power by the use of force, arms and heavy-weaponry. These folks used guerrilla tactics and was partners in crime. The two president was allies and part of a hierarchy for so long. Until they had a fallout. They participated in several wars, twice liberating themselves and conducting proxy wars inside the Democratic Republic of Congo (DRC). Therefore, Kagame is fully aware and knows the game his been playing.

Kagame has supported several of outfits, Rwandan inspired and ensured militias have capacity to run regions to export minerals like gold and other valuable assets from the Eastern part of the DRC. He can act a fool, but we know the former Intelligence Officer knows better. ‘Pilato’ isn’t that you?

Just to prove my point of his and his countries misgivings in the DRC. There been books on this and explaining in detail, but here is just mere details to give some short insight to matter at hand.

Paul Kagame, the U.S.-backed warlord and dictator of Rwanda, last week accused France and Belgium of complicity in the mass killings in his country 20 years ago. It is true that France and Belgium, along with Britain, Spain, Portugal, Italy, The Netherlands, Denmark and Germany, are collectively responsible for the extermination of hundreds of millions – of whole peoples – all across the globe. However, in the case of the Rwanda genocide of 1994, the main criminals are Paul Kagame, himself, and his allies in neighboring Uganda and in the United States. But Kagame’s facade is certainly in jeopardy with the expected distribution of a 508-page report detailing 600 violent events that took place in the DRC between March 1993 and June 2003. The leaked report, compiled from more than 1,000 primary documents and 1,000 eyewitness accounts, maintains that Rwandan forces, under the leadership of Kagame, aggressively pursued the genocidaires. I am sure plenty of generals, lieutenants and other military commanders since 1993 could explain the actions made in the DRC on the behalf of Kagame. Kagame knew perfectly well what was happening and what his nation contributed of atrocities, massacres and genocide too. He knows about the looting, the destruction and the devastation of several of provinces in the DRC. That is knowledge that Kagame has and he has profited from.

General Kagame have earned fortunes on the sinister actions done in the DRC. He has sent his proxy soldiers into the DRC and extracted valuable minerals and other commodities, which has enriched himself and others in Kigali. That is just a mere fact and it has been profitable. It has ensured a grand living and prosperous times for him.

That is why it’s really something else reading that he claims no crimes was committed in the DRC. Who is he kidding here? He is lucky that he has gotten away with it to this day. While smaller militia leaders and other involved have been on trial and charged at the International Criminal Court (ICC). However, he has been off the hook and never been properly served.

Kagame should answer for the crimes committed. The lives taken, the ones hurt and severely damaged for life. So many have been scorn and torn apart because of greed and barbarism. The Rwandese General can act like it doesn’t matter, but that further proves his discontent with the victims and the ones who lost their loved ones in this. Because Paul Kagame knows what happened and what went down. He knows about the proxy armies, the militias and other outfits, which he has supported with logistics, arms and other needed equipment.

The Rwandese President know about the warfare, the conflict and the illicit trade, which he has been a benefactor from. He knows all of this and his been eating of the DRC plate, as long as I can remember. He doesn’t value the DRC as a friendly neighbour, but as business-operation for him to benefit from. While the costs are burdened on the local population and the Kinshasa government. That is what is occurs on the regular and he thinks he can get away with it. Which is sickening and borderline offensive.

Kagame and his allies should answer for their crimes in the DRC. All of the years with pain, heartache and destruction should have a price. He shouldn’t be free, but instead be busy addressing atrocities happening on his watch. Peace.
