Opinion: Parasites and lies, a walk against himself…

Today, was the official walk against Corruption in Kampala, as the President, the Anti-Corruption Unit at the State House and all other governing parties involved muster up a decent crowd of paid participants, staff and whatnot, security guards and whoever they could find. To walk a distance in the midst of Kampala.

At one point, the guards and security told pieces of the march to slow down, because it couldn’t walk faster than the President. Even as he went to Kololo, he still went at a rate, that was to slow too many. This walk will not change anything. It is a PR Stunt, which will not gain anything fruitful. It is more public wastage in order of looking sincere, which it is not and will never, be.

With this in mind, the President is truthfully telling the world that his rich. His vastly rich, Ritchie Rich, rich actually. However, the President doesn’t tell how he got there. It was not like he had wealth and assets going into the role of the Presidency. Not like he had estates, businesses and ranches going in. No, he was an impoverished former Minister, who had gotten grants by mercy of Nyerere and who was hired by Obote II. That is who he was until 1986. Therefore, his wealth has come with power and with incentives given to him over time, also boosting his accounts and also his cronies.

Secondly, if it is a moral problem, then its engraved into this administration. If corrupt people are insects and parasites, there is surely a lot of them in his cabinet, in his offices and around his closest associates. Himself is a parasite then. Because, he haven’t gained wealth on innovation, marketing or basic business models, but by being in-office and getting bargain by kickbacks and inside deals.

Last, but not last. We can say you Mr. President has been successful, gaining more and more power, more and more money and depleting the state, little by little. To a point, where nothing isn’t up for grabs, where secret deals inside the State House decides, if they are staying or going. The Presidential Handshakes and whatnot is the ones crediting to you. That is why walking today is obnoxious and outrageous. Only naïve and dumbfounded people believes this PR Stunt.

The man cannot fight himself. He will not tarnish his own creation and destroy what he keeps him there. Therefore, this is charade, packed as a rally and a march against something. But in the end, it will only further show the rot, the plight and the suffering the actions made by this cause. Peace.

Follow the Code: A secret walk against corruption

On 4th December, 2019, H.E the President of the Republic of Uganda will lead the walk code named Anti- corruption walk. The walk is aimed at intensifying the fight against corruption. The walk will start from Constitutional Square to Kololo and a number of people are expected to participate in this walk” (Uganda Police Force – ‘TRAFFIC MANAGEMENT PLAN FOR ANTI-CORRUPTION WALK ON 4/12/2019’ 03.12.2019).

Merriam Webster states that a code name means: “a designation having a coded and usually secret meaning” (“Code name.” The Merriam-Webster.com Dictionary, Merriam-Webster Inc., https://www.merriam-webster.com/dictionary/code%20name). With this in mind, I never believed that His Excellency or the President is serious about this.

This is the President whose have had issues with demonstrations, protests and rebellion. Therefore, his not the man whose walking against anything. He was a rebel at one point, but that was for his own cause. That is why his stayed in power since 1986 and never left.

With that in mind, the man whose known for having someone close to his office or cabinet connected in some corruption every single year. It is seemingly happening, there are like those proverbs in the papers saying: “Missing Funds”, “Unaccounted Donor Grants”, “Fake Corporations/Products”, “Ghost Employees” and so-on. Even knowledge of kickbacks, secret agreements between the President and Foreign Investors. That is just happens on the regular.

That’s why the President has created dozens of agencies supposed to have the ability to monitor the state organizations, businesses and tenders. This being the Inspector General of Government (IGG), Office of the Auditor General (OAG), Public Procurement and Disposal of Public Assets Authority(PPDA), Anti-Corruption Unit – State House or even the Financial Intelligence Agency (FIA). All of these are supposed to combat the ill called corruption. Still, these are not able to do so, neither are the Judiciary nor the Law Enforcement they are working in tandem with.

That is why the walk is even more ridiculous, as if it’s not the man whose the V.I.P or the Fountain of Honour, whose often involved or accepts the corruption. That being some road-scandal, illegal tender nor the Presidential Handshake. Neither some procurement for some government agency played around with to ensure someone got greased.

So, this walk against corruption. The man whose behind the grand-corruption and his party is usually connected directly in these operations. That is why tomorrows walk is walking against itself. This is like the man who makes everyone sick, suddenly will drop the cure. The man who drops bombs over a nation, suddenly calls and walks for peace. It doesn’t work. That isn’t real!

Unless, the old man with the hat starts to shadow boxing himself, knock himself out and suddenly understand that his the problem. Not that it will happen. This is a PR stunt and nothing else. The NRM MPs, the ones who wants to show loyalty will show up. But everyone knows the state who does this on the regular. Will not stop doing it. That is why Total had secret talks in the State House with the President just this week.

We cannot expect anyone than the small-fry gets charged and taken into custody. The ones who are the big-fish will not touched, unless they have fallen out with Jajja. Peace.

Bosco’s fight against Corruption gets old real quick!

There is something about a man who has run the Republic since 1986. The Republic which is now made in image and with his institutions, with his appointed men and woman. Where his cronies, businesses, lobbyist and friendly voices are living close connected. It is in a Republic with various of bodies working on Corruption and ensuring a legal remedy against it. However, none of them is able, none of them has capacity to follow the Ministries, the Cabinet, the Members of Parliament, the Government Organizations or the Bank of Uganda for that matter. They are all falling short, as the corruption scandals are in all corners of the state and still, the President says he has new remedies to ancient problem of eating on people’s dime without a recite.

President Yoweri Kaguta Museveni has had the opportunity since 1986 to fix this. That is if he really cared about it . Mzee would have done with already, but he doesn’t. Because, he knows the eating of his cronies and himself is rampant. That is why he even sanctioned, the Presidential Handshake and other deals behind the scenes at the State House. That is the way to do business, that is why the Attorney General, Inspector General of Governor, PPDA or the Police Force for that matter. Cannot touch the corrupt souls, because they can walk. Abraham Byandala walking free after ripping away money from UNRA like M&Ms wutg the Mukono-Katosi Road Scam. While the Courts couldn’t find significant evidence and had let him go. Therefore, believing that the President cares about fighting corruption isfar fetch. If he cares he has to capture himself first and we know that is a fish he doesn’t want to fry.

On Monday December 10th, I will announce new measures and the direction we shall take in our renewed fight against corruption. That said, there is corruption in Uganda. It stems from the colonial times. However, when we undertook the liberation struggle of this country, there were more pressing problems than corruption” (…) “However, corruption will now be defeated. The corrupt civil servants have exposed themselves. The population is angry with them. Also, we now have more educated young people. The pool from which to pick their replacements has grown. The problem now is the law manipulated by corrupt civil servants. We now need quicker methods of accountability to deal with the corrupt. I have the political will but I do not want to deal with them outside the law. There must also be a reflection on the morals of our young people. When setting up the Uganda Revenue Authority, we carefully identified young people to work there. But now, URA has kawunkumi (weevils). We need to deal with it” (Yoweri Kaguta Museveni, 04.12.2018).

To believe the President now is naive, as the deals and arrangement that matters are done behind closed doors. The same is done with the Oil Refinery, Petroleum Pipeline, the licensing for oil exploitation and so on. These are major deals and been postponed. It is already a tax case concerning the oil industry that unleashed the Presidential Handshake. There are already other major donor scandals, not only the recent UNHCR and OPM, who has messed up the allocated aid money, there been the GAVI-FUNDS and CHOGM Funds. There are so many corruption scandals, that the National Resistance Movement, has always found a short-cut to eat of the public plate.

Not only when building road, building buildings, but everywhere. Ghosts of all kinds, expenditure that cannot be found or plans that are only made in the thin air, but would never ever exist. That is the manner of how the NRM and the President are eating on people’s dime. They are not accountable, neither really transparent. That is why there are leaks and documents surfacing proving the ills of society and the misuse of money. Which again and again show the Top Officials and ordered from High Above, who steer the money in their way. They are securing their cut and then the businesses can set-up shop or get the land for a factory, hunting ground or some sort of project. While the people are becoming landless and Internally displaced People in some NGOs Camp. That is how the government have fixed the matters and it happens, again and again.

That is why I have little or no faith in the President and his battle against corruption. If he was serious, he would hurt himself, even go after the likes of Amama Mbabazi, Jim Muhwezi, Salim Selah or Sam Kuteesa, but they are untouchables. Just like the Master himself. Peace.

Opinion: Museveni, how many agencies do you need to battle corruption?

I wonder how many types of government institutions does President Yoweri Kaguta Museveni needs to investigate, report and check-upon one the White Collar Crime called Corruption. I am boggled if this has even passed his mind. Because you have the Uganda Police Force, Public Procurement And Disposal of Public Assets Authority (PPDA), Office of Attorney General (OAG) and Inspectorate of Government (IGG). All of these institutions should be capable of battling this issue.

Therefore, I know the National Resistance Movement (NRM) are out of touch and not in order. When he is extending and mushrooming the state even more. The President has clearly lost his touch. How many agencies does the President needs to combat corruption?

President Museveni made the announcement during his 2018 State of the Nation address to parliament in Kampala today. The unit will be led by Mr. James Tweheyo, Ms. Martha Asiimwe and Sister Akiror. President Museveni said the members of the unit have been directed to provide their phone numbers to the public. The public will be encouraged to report any corruption cases that come to their attention to the unit. While making the announcement, President Museveni turned on the office of the IGG and accused it of incompetence” (Agaba, 2018)

That this new Unit, the Corruption Committee will be another one. Even as the PPDA has mandate concerning procurement of the state and review it. The IGG are reporting and looking into the state resources and use of funds. The Attorney General are also overlooking and another branch who is fixated on usage of state resources and funds. The Police Force against indict, prosecute and make sure the prosecution of the people caught up in corruption. Therefore, to extend into a Corruption Committee is obnoxious. This is in the same regard as last years proposal of Presidential Handshake Committee, this is just make provisions to legalize it and clean-the-slate as you may.

That this Unit is cronies and other people close to the President. This is handpicked personnel and not hardliners. They will follow the lead of the President. I doubt they will dig any deeper, than any of the organizations that is there. If you already have the UPF, PPDA, IGG and OAG, what is the need for a separate committee? Except for adding a few more paychecks to some lovable cronies. It is amazing and foolish.

If the President thinks he is fooling anyone. That is just mere ignorant people who are already far up his leopards anus. Because we all know, this is just fooling the public. If you already have all the other government bodies, why are you extending yet another hand? Are you trying to make the state like Octopuses and have dozens of legs on a giant head. The head being the President and the rest being his loyal minions, which is the legs. That is how it is perceived.

I do not buy it that the Republic needs another body to fight corruption. If the will for fighting it was there. Then the state would have used one of the several bodies it already has. Now it is just extending another branch and another leg on the octopus. Thinking no one will mind.

Here ye, here ye, yo you fool, you are just a tool and this is not cool. I thought Mr. President that you learned this school. Peace.

Opinion: Mr. Sunday should remember that he spoke ill of the Clergy, not blame the media for reporting it!

President Yoweri Museveni has warned religious leaders against meddling in national politics. He said everybody had a specific role to play in the development of the nation and asked the clergy to stick to the saving of people’s souls. I thought that the role of the clergy was to preach and deliver the souls of people to heaven but not politicking, Museveni said” (Allan Turyaguma – ‘Leave Politics, Museveni Advises Church Leaders’ 26.08.2002, New Vision).

It’s isn’t new that President Yoweri Kaguta Museveni has issues with people speaking up against him. That is because in his narrow mind, he is the only one with a vision. The visionary has never tolerated that people has spoken up against him or challenge him. That is treason and that is the reason why Besigye is court-side now and then. Museveni cannot stomach critics, especially not Clergy or Christian leaders, they should all bow down to him. So again, he is addressing the Clergy, but now blaming the media. Because he hasn’t himself blamed them before for addressing political matter.

President Yoweri Museveni has warned newspapers against publishing false information aimed at causing confusion. “I want really to warn some of these newspapers that we are here to build our country. As Christians, we work for peace not for discord. They should not make it a business to spread discord,” said the President. President Museveni made the remarks this afternoon at Hotel Africana in Kampala, where he was a guest of honour at a conference organised by the Wekembe Group” (PPU – ‘PRESIDENT MUSEVENI WARNS MEDIA AGAINST FOMENTING CONFUSION’ 17.04.2018).

That is why he is separating them, the Newspapers are now the issues. During campaigns before 2016 elections, he said the Newspapers was trash then too. So this follows a pattern. If someone writes something intelligent or inside information from the NRM. You can expect to be in Court, detained in Nalufenya and closed papers for days, even months. The same as happen to Red Pepper recently and with the Sejusa Letters to Daily Monitor. What is weird is that the Observer hasn’t been touched in that regard.

The President would like anyone to be as submissive as the Seventh Day Adventist President Ted Wilson, who said while being with His Excellency: “work is to preach to the people and show them the right way to heaven and not involve ourselves in politics” (Samuel Kamugisha – ‘SDA President Ted Wilson: Church Should Stay Away From Politics’ 18.02.2018, The Pearl Times). It is a reason why the SDA Church Leader got to bask in the glory of Museveni. He spoke his message and his words. It was going back to 2002 Museveni. That must have made the holy ghost flee the building. Because, this was praising the works of the oppressive dictator who controls everything.

Part of me still believes that Museveni are still in the bush and believes what people said about him then: “Privately Ugandans will only refer to ”Sunday” or ”two-plus-five,” code for Mu-seven-i. Some peasants believe he cannot be hurt by bullets” (William Pike – ‘Uganda can’t seem to crush guerrilla leader Museveni’ 20.09.1984, CS Monitor). Since he still thinks he cannot be hurt by bullets or wisdom for that matter.

He continues to blame everyone else. He is saying the media is spreading false news about him. The thing is, that he has steadily attacked the clergy when they have addressed his shortcomings. Something he cannot stomach. Just like he cannot manage to have opposition that cannot be bought. Those are the worst in his opinion. They should go back to village and work, not speak up and ask for things. That is not patriotic. That is how simple minded the President is.

He thinks he is wise, he think he can be untouchable, maybe because of the 1980s mythical figure he created around himself. If not how he built an army and built a fraud of an affair where he pay off his cronies. Later get rid of them, when he has no use of them. That why he is bothered by the media and the clergy. You cannot pay them all off, many you can, but not everyone.

The problem with Museveni. Is that for someone who has been in charge since 1986, he clearly doesn’t remember what he has said in the past. How he has reacted and how easy it is to find countering statements from his own lacking-visionary mouth.

The first thing the President could do, was to look into himself. Ask himself, what have I said in the past, what could be found in the archives and what would not fit my own words. Before opening up with a grand speech, acting holier than God and thinking you have the answer to life, the universe and everything. Certainly, that is 42, even though in the in the mind of Museveni it is 86. Everything returns to 86.

He can secondly blame the media or thirdly the clergy, but the problem is always him. Because he is the one saying these words and others are reporting it. If he don’t want these reports. Maybe he should be inside the State House or on one of his farms. Not speaking to people or handle meetings, not having speeches and not being interviewed. Maybe then, the reporting would be different. However, he cannot keep himself away from the spotlight.

Maybe Mr. Sunday could wake-up on Monday, smell the coffee and know that he created the issue himself yesterday. I doubt he will, but it would have been healthy. Peace.

The Uganda Budget Framework Paper FY2018/19 for Energy and Mineral Development is saying that the External Financing is the key for this Sector – Period!

The Budget Framework Paper for Financial Year of 2018/2019 for the Ministry of Energy and Mineral Development is really revealing how the financing of the sector is and how the state is involved with the manner. Also, how low-key the main factors are and lacking transparency is hitting the Energy Sector of Uganda. Not that is surprising, since the agreements, the licenses and the tenders are usually kept behind closed doors.

However, the main part of the Framework Paper is evident of the issues at hand:

The indicative budget ceilings for the Ministry of Energy and Mineral Development have been rationalised in line with the sector priorities and national priorities as communicated in the Budget Call Circular and in the Presidential Directives. The ceilings for Vote 017 for the FY 2018/19 are as follows: Wage Recurrent is UGX 4.23Bn; Non-Wage Recurrent is UGX 74,04Bn; GoU Development is UGX 307,84Bn and the Development Partner contribution is UGX 1,608.41Bn. Under Vote 123 ceiling is UGX 81.98Bn is for the GoU Domestic Development and UGX594.00Bn is from external financing” (Energy and Mineral Development, Budget Framework Paper FY 2018/19, 2018).

The building of vital infrastructure, the refinery, the pipelines and energy production facilities are all dependent on funding from abroad. If it is grants, loans or paid-in-full agreements done in secrecy. Because, there are more than the shadows of this budget framework paper. It is saying a lot and the votes for the future is showing the future too. That the Ugandan economy is prospering, as the budget are needing all funding from afar to be able to build needed infrastructure. Also, needs the grants for the Rural Electrification, the ones who the state has even borrowed to do.

Therefore, this Budget Framework Paper is showing the troubles ahead. This isn’t voting for better economy, know this is dependency and also proving how much the donors and partners are involved in making sure the economy gets addicted to it.

When it comes to the refinery, the details are clearly still in the wind: “The process of selecting of the Lead Investor is still progressing and the negotiations are ongoing between Government and the selected investor. The process is expected to be completed in FY 2017/2018. There after FEED and ESIA for refinery development will be undertaken with the Lead Investor on board” (Energy and Mineral Development, Budget Framework Paper FY 2018/19, 2018). So the selecting of it is not finalized, well, for some thought Russians had secured agreement and the reason for Museveni to visit Moscow. Clearly, that ship has sailed, we can wonder if Total or any other company would do this. As Total has the biggest chairs of licenses in the Lake Albertine Basin. Time will tell, but another proof of lack of transparency, when the Ministry has to write this.

Procurement Bottlenecks including lengthy bidding processes that require no-objections from the external financiers at each stage of execution. There is need for PPDA to revise guidelines for procurements relating to flagship projects. In addition, the following measures need to be considered: financing agreements are signed, project is almost ready to kick off. PPDA should reduce the administrative review timelines that sometimes stall progress” (Energy and Mineral Development, Budget Framework Paper FY 2018/19, 2018).

This here is initially following the guidelines of the First Amendment of the 1995 Constitution of 2017, the Land Amendment that the National Resistance Movement put forward before the Age Limit. That would fit the narrative of the Ministry and their wishes. It is like reading the same idea, to give more power to the state and able to land issues quickly.

What we can learn, also and which is important, these developments, these infrastructures projects couldn’t have been built if it wasn’t for external loans, externals grants or direct aid, if not on the license fees and the parts that is taxed. However, the grand amount and the majority of the projects needs the external funding.

This is not surprising, it is to be expected because Museveni doesn’t want to use his money. He want to spend other people’s money and also the money of the future. To benefit him today, that is why the deals are done in the secrecy…. We don’t know the reasons and the value of the licenses, the ones who is to build the refinery, even the grand agreement between the Corporations who will build the Pipeline. We know that certain companies has failed to build the dams and used bad material, but that is because of the Chinese Contractors has saved money, while being paid-in-full.

President Museveni blessed that deal and got scraps back. Time will tell, but this isn’t a good look. Not because I want it to be bad, but because the money says so. Peace.

Opinion: Todwong is right on the money!

There been many voices saying the same thing as Deputy Secretary of National Resistance Movement Richard Todwong. Not that they have been listen to or neither acted upon. Because the state sanction the nepotism, the family affairs of Museveni and his elite. That Todwong is still a part of, as he is a crony within the system. It is splendid that he says these things, but that the NRM and Museveni is most unlikely, the rampant corruption and ghosts, are evident even with the refugees and the other beneficiary structures surrounding this administration. Therefore, it is nice to hear in the ears, but has a hard time believe that the NRM will change, when Museveni is still the Kingpin on top!

“However, Todwong shocked the house when he turned guns on his own party, lamenting that they are responsible for a litany of issues that have gone wrong. “We also need to manage greed, during the debate of a transition, those in leadership position may want to collect as much as possible because they don’t see themselves coming back to power. That kind of greed, insensitivity to national issues makes people disgusted to those in government,” Todwong commenced his speech. “Corruption, greed nepotism are things that are making Ugandans more disgusted in the leadership of our party in government. I have to be honest because my church told me to, I have told this to the president,” he added” (…) “The former member of parliament lashed out at government officials for what he termed as “theft with impunity” and misuse of public resources, saying they are the reason the NRM will soon be pushed out to the streets. “If we can’t restrain or control our greed in how we use public resource, how we steal with impunity, then Ugandans will push us out of power. The hills of Kampala are expanding with buildings but schools and hospitals are shrinking, so where do people get this money from?” Toswong posed. “And the owners of these structures are commissioners, permanent secretaries, ministers and directors, people are disgusted,” he added” (Nelson Bwire Kapo – ‘We are stealing the country’s resources with impunity, people are disgusted- NRM’s Todwong’ 06.04.2018, NilePost.Co.Ug).

It is refreshing to hear it, but the state has made their ways, but they are not significant. Whatever regulations the Ministry of Finance, Planning and Economic Development (MoFPED), Bank of Uganda (BoU), Attorney General (AG), Inspectorate General of Government (IGG) and The Public Procurement and Disposal of Public Assets Authority (PPDA) is clearly not sufficient. They are still able to get away with murder and see the paychecks go into thin air. Therefore, when you have all of these and nothing happens. You can wonder why they are going to work everyday and if they are really doing anything.

There are so many busy bodies and such, that the rampant corruption should be impossible, as well as the Uganda Police Force and the Courts, should sanction investigations and have cases that logs the corruption cases in the state. However, that seems like a far-fetched scenario where the beneficiary are the ones on top. While all the institutions and the government bodies are fleeing their responsibilities, because if they act upon their mandate. They will naturally hurt allies and friendly cronies of the Kingpin. Because a state with that many different bodies involved, should have capacity to stop. Unless they are all there to collect salaries, smile and move-on.

The Presidential Handshake and the tokens of gifts for the vote to abolish the Age Limit, shows how open the corruption is and how little it matters. Since the big-men are eating and the President wants it this way. Therefore, a nice gathering of thoughts of Todwong, but will the NRM act upon it? Nah, they have already dozens of institutions and mandates to hunt them down. Nevertheless, they don’t, because that might implicate the Kingpin and they don’t want to do that! Peace.

The Judiciary of Uganda: Fake Facebook Account of Chief Justice (03.04.2018)

Opinion: The UPM’s Aims and Objectives are grand, but did Museveni deliver them?

During the last few days, don’t remember when, but Moses Byamugisha on Social Media showed two pictures, which is a part of the Uganda Patriotic Movement (UPM) Membership Card from 1980. This is the first party of now President Yoweri Kaguta Museveni. It might seem as forgotten past, a past that we should just forgot, but I can’t, it is certain proof of important words and ideas, that still should be worked for. UPM and the agenda that Museveni worked for back-then. Is still worth doing today, even if President Museveni is just working for himself and his cronies. Not working for the betterment of society, that part of him is already gone.

I will first list of the ‘Aims and Objectives’ of the UPM Membership Card. Its 16 points, which seems like points, the Republic still needs and should work for.

1. Unity

2. Democracy

3. National Independence

4. Social Progress

5. Clean Leadership

6. Peace, Security and tranquility

7. Rehabilitation and reconstruction of the nation

8. National Common Language

9. Workers and Peasants participation in the decisions making process of the Party and State machinery

10. Building of a proper defence and security systems

11. Encourage and sustain collective leadership

12. Create condition that will make every citizens have a right to education and medical care

13. Follow and adhere to a policy of a viable mixed autonomy for Uganda

14. Follow a policy of non alignment on a basis of mutual benefits and subscribe to OAU and UN Charters

15. Subscribe to the Basic Human Rights as enshrined in the UN Charter

16. Give moral and material support to the orphans and widows and other victims of the Fascist rule and liberation war

All of this was subtle and good ideas, needed ones that hasn’t lost their power or need. The Republic needs first aim Unity, not only hire and develop the Western parts of Uganda. Just like the troubles of just hiring people from the northern of Uganda under Obote and Amin. Therefore, this is still needed, as the Ankoli and areas around has gotten more and become more important, than the rest of the republic. Bunyoro is getting vital because of coming oil industry. Not because Museveni cares about it deeply.

Second aim, Democracy still needs to be worked upon. By all means because of the Life Presidency, enacted by the National Resistance Movement (NRM). The Second Party of the President, all follows his whip and is non-democratic from the choices of Members of Parliament and their votes. If they don’t follow orders, like voting for life presidency, then they will not only be labeled rebels, but also punished through the party organization. The NRM isn’t democratic, neither is the state. There are lacking democratic decision making and the elections are rigged. Its not the will of the people, but the will of Museveni.

The third aim, don’t need comments, but fourth and fifth needs it. The ‘Social Progress’ and ‘Clean Leadership’. Needs to be address, it is better then back in the day, but having three decades to advance. The NRM should have come much longer, than it has. The Social progress has not evolved, its only for a minority group. Biggest part of society is stagnated and falling behind with unemployment and lack of development. Clean leadership is long gone with Presidential Handshake, pay-off of Members of Parliament, misusing opposition parties and trading position because of loyalty and not merit. Therefore, the NRM have failed with perfection here.

Aim six and seven are questionable at best. ‘Peace, Security and Tranquility’. Peace they do have, but the security and tranquility, not so much. The Security Organizations are more criminal than thieves, they are killers and hired goons themselves. Police are investigated by CMI and UPDF. There are lacking lines and trust to the Courts. The Northern Uganda is done with civil war, but the army has still created uncertainty in Kasese and Rwenzori as they are battling their own. Killings are happening and unsolved by the authorities. Even assassinations of big men within the Security Organization themselves.

The aim eight, ‘National Common Language’ have been effective and worked, as English and Luganda is well-known and most can understand either one or both. The NRM has worked smoothly with this. One of the few things, the NRM actually has achieved. The Uglish is fantastic.

Aim nine, peasants and workers are not really a part of making decisions and taking part of the party. The decisions are made in the State House. It is made by the President and not by Party. The Party is a front and its only there so the President can pay-off his loyal allies. Its seemingly so, when the NRM-O and NRM CEC are made for his best interest. Not to create a better republic.

The tenth aim which is ‘build a proper defence and security systems’. The Military is at its strongest and used as hired mercenaries in Equatorial Guinea and doing United Nations missions in both Somalia and Central African Republic. Its also the main reason for still the current president. He uses the military, because he doesn’t have the popularity. The Security Systems are fragmented and used against each other. Using military intelligence against the police. There is nothing that is certain and you are boggled at how and when something strike. When a crime will be solved and by who.

The eleventh aim to ‘encourage and sustain collective leadership’ is at best questionable at this day and age. The NRM have clearly forgotten this one. They have maybe never worked for this after 1986. That he has talked against sectarian and tribal leadership is well-known, but his achievement is questionable. Since he hasn’t promoted collective leadership, he has promoted his own leadership and the ones loyalty to him without ambition. It is reason why Vice-President Ssekandi are still there and Prime Minister Rugunda are there. They don’t want to get at the king, but if they get ambition to succeed him. Then they get demoted. Check history and you’ll see this.

The twelfth aim for ‘universal education and public health care’. There many more schools under the NRM. Though they are not well-kept or the up-keep is worth mentioning. The literacy rate has been rising in the three decades of rule, but the school system is far from perfect. Since teachers in the districts has side jobs because of lacking salaries, girls skip schools over lacking pads. That was even promised in the General Election of 2016. Still, the NRM haven’t delivered. They promised UPE, but never totally delivered on that promise.

Health care is a place where people are left to die. That is why MPs are getting treatment abroad, the daughters of the President giving birth in Europe. The Health Care is abysmal, lacking medicine, copy medics, X-Rays not working and awaiting between 2013 to 2018 before buying and putting up a new Cancer-Treatment machine. Only one for the millions of citizens of the Republic. There been a blood-drive, because of lacking blood for treatments in the hospitals. The air-machines has gone empty like in Jinja. The NMS hasn’t been able to buy in needed equipment. The Health Care is something the NRM really haven’t delivered anything to be proud of. They have build some buildings called hospitals, but they cannot treat people’s illness there.

The thirteen aim is about autonomy, but that is delivered from the State House. There has been growing amount of districts 118 if my calculation is right. So there has been changes, but it hasn’t given service delivery. Neither or anything visible changes. It is more district centre and more cronies paid-off making the civil service bloated, but not delivering services to the public. So the NRM has delivered dozens of new district and local government entities, but not that they matter. They only matters to the ones who get a paycheck and who is “running” them. But not for the public.

The fourteenth aim is about taking part of African Union and United Nations, the fifteenth aim was also about following their international standards and laws. In the beginning of the NRM rule, as long as he was a part of the new breed of leadership. It was seemingly important to respect international laws and enact those standards. With time this has withered, as he wants to rule on own accord and not let anyone question his reasoning. Therefore, he has become hostile to foreign interference, the ICC and all other who can question his acts and his use of military in foreign countries. Because of the fear of the repression from foreign entities, the former love-affair has become hatred and that has been shown over time.

The sixteenth aim has been done in some instances, that someone has gotten land and gotten measly awards. The State haven’t made functional programs, but more public givings and sudden awards as part of public display together with honors at liberation celebrations. Not really trying to give funds and such. NRM Historicals of all kinds, NRA soldiers and familes, haven’t been compensated, neither has the losers. They have gotten retaliation. So there are many families in disarray and lost of promises.

The whole republic has seen all the empty promises and the prospects of the Museveni era. He has had 32 years to create a state in his vision. The UPM isn’t that far from the 10 Point Program, that I have also dismantled, actually twice.

This here is another proof of how he promise big, but doesn’t deliver. Don’t be surprised, he is all talking big game, but never showing it on the touchline. He might be in the box, but never score. Peace.
