Opinion: Museveni’s recent address don’t reassure anyone

I’m not your usual president. I speak with action and let me remind you that I’m not going to show any mercy to anyone who is Found guilty of killing my people. We are not here to joke, Uganda is able to protect itself from people who think that they’re better than us. We have already Gunned down several ISIS leaders and now they know that I’m not a man who you should play with. The sheikh who ordered his men to kill my people should run because I’m also ordering my men to go after them, it’s fire for fire don’t confuse power and authority” – President Yoweri Kaguta Museveni (20.11.2021).

Everything that General Museveni touches has to be violent. There is no peace and no sort of resolve. That’s how General solves things and not in a manner of which is with protocol. Yesterday he defended extra judicial-killings. He has no issues with it and seems to order it. This is not a warning, but a stern realization that the President believes he has the right of people’s life and death.

This national address on COVID-19 and National Security isn’t anything new. Very little was said that was striking or game changing. We have heard these things before and the state just shows intelligence in speeches, but without further proof. The President just speaks of intent and violent force. Because, that is how you strike fear and not how you generate peace. However, this is all that Museveni have after over 30 years in power. He cannot have love or care, neither concern or ability to read the room. No, he just have to blaze the guns and thinking that this is the manner of which terrorists will fear him.

If ADF had remained quiet and not attacked Gen Katumba we wouldn’t have known them.They are overestimating themselves. They wanted to kill Gen Katumba because he is a big government person to show they are there. Although Jamilu Mukulu was arrested, they wanted to show they are still there (in existence). They also thought that Katumba being the Minister of Works and was to work on road in DRC which is their territory, how dear he” (Museveni, 20.11.2021).

I have heard some arguments about Kirevu and how he was a good person. The attempt to kill Gen Katumba landed them in trap. All these incidents are linked. Our security was lax but when you provoke them, they wake up. We were able to use technology to identify some of them. It is a matter of time we got them” (Museveni, 20.11.2021).

It is strange how these things goes and how these things are connected. As the state claims it is ADF behind it all. While, there is no court trial or any evidence gathered for a court case. No, it is just empty statements in speeches. The Minister and General Katumba should be insulted of being used this way after surviving an assassination attempt and his daughter lost her life there together with his driver. They have not gotten justice or peace. Just like all the people in Kampala who lost their lives in the bombs.

The President is just showing his fierceness, but it is just a flex. This isn’t strength or ability to show control or have systems to ensure people’s safety. Instead it is boosting his own ego and his troops. They are just trigger-happy soldiers and officers who kills. Just like the terrorists does and without proof of alleged crimes or terrorist activity.

We should with certainty… but we cannot be happy with this. The President isn’t showing any sort of character or ability to govern here. Only that he can order people deaths and destroy lives. It is not like can secure or ensure anyone. That is missing here.. and he cannot regain that trust. Since he believes his guns and army can fix everything. That is evident here and parts of it is true. Because, we know he is only ruling because of it. If it wasn’t for the army and the soldiers, he wouldn’t have an office to go to. The President needs the UPDF and Intelligence Agencies to secure his political life. While, that will not give peace to the general public or secure their lives. As the President cannot find ways to make things peaceful and justifiable. If he did, he wouldn’t be speaking like this and be such an inactive person at the same time. Peace.

Opinion: Extra Judicial-Killings will not solve crimes or stop terror

Yesterday it was revealed from the Uganda Police Force that they killed Sheik Muhammed Kirevu. A man who was in their custody and handcuffed. The authorities had him in their midst and still they decided to shoot-and-kill him. That is extra judicial killing. They killed him right in-front of his family and his kids as witnesses.

The authorities are not only the ones who apprehend alleged criminals, but they are the court and the hangman. They are all in-one and they do this on their duty. This isn’t the first time or the last of which the Police Force or any of the state Security Organizations are inclined to use lethal force to stop an alleged criminal or suspect. They are not tried or charged, they are just taken out.

This isn’t the manner of which shows a difference between the state and a terrorist organizations. Since, the ones dropping the bombs is issuing terror and the state is issuing terror with their guns. There is no very to no difference between the parties. They are both sanctioning death upon both innocent and suspects. The state can after the fact claim links and evidence for the suspect. However, that was never proven in the courts or their supposed illegal activity was never tested. Therefore, it is flawed and what if the person was just another citizens catching a stray-bullet? Will the Police or Authorities take this to account and be responsible for the unfortunate death?

I doubt that… and Sheik Kirevu might have been connected to the ADF and might not have. All we know now is that he was in their custody and he ended up dead. Instead of doing due diligence and doing the process. Proving the alleged criminal conspiracy and his involvement in the terrorist organization. He was taken out and we can never know now. The Police Force is coming with hearsay and allegations, which will never be proven. They can say he was monster and a vicious individual, but the man can never defend his innocence either. Since the man is no longer breathing.

This is why the whole ordeal is wrong. The state isn’t doing this right. They are ambushing and hostile. They are not trying to show why they are righteous and have the laws to uphold. Since, there is no indication of difference between them or the bombers. Both are just killing senselessly and doing it for their respective end-game. That is the tragic things here and in the manner of the Sheik. Its his kids that is scarred for life. While the victims and the families of Kampala will forever be touched by the bombs earlier this week. In this way, nobody is getting peace and resolving the hurt. The state isn’t fixing things the right way, but only causing more harm.

The Uganda Police Force and all the other agencies shouldn’t be proud for doing this. There is little to no difference between them and a average murderer. They both kills, but one has a license like James Bond and the other is a nameless killer. The officers and state agents should be better, than random stranger with a gun. However, in 2021 in the Republic that’s too much to ask. We can beg to differ, but the reality is that this is how they operate.

This is how they deal with criminals, by being their own gang of operatives ready to shoot and kill. The Courts are useless and laws are too. When lives can be taken so easily and without mercy. The idea of an extra judicial killing should be a rare occasion, but in concern to the UPF. It is just to common and so ordinary. That is why this is a cultural way of acting and modus operandi. This is the tragic thing and lives which can never return is taken in the quest for “justice”. However, justice was denied and never served. The ones they are trying to rectify or act for isn’t getting the truth. They are just hearing about more families scorn by the authorities who acts like outlaws themselves. Peace.

Opinion: Where are the Ministers of Security? [Muhwezi, Otafiire and Muhoozi]

We cannot say that there is a lapse in security. Security has managed to keep this country secure for many years, and Uganda has been one of the safest places to stay”Jim Muhwezi (on NBS Television, 27.10.2021).

Today as the twin-bombs hit Kampala. There are many questions remaining. The Uganda Police Force held their Press Conference and released their Press Release. The authorities sealed of the areas and dispersed the general public from the Central Business District. That was all natural after the incident.

What is striking is the deafening silence of the ministers who are in-charge. These are Minister of Security Maj. Gen. Jim Muhwezi, Minister of Internal Affairs Maj. Gen. Kahinda Otafiire and State Minister for Internal Affairs Gen. David Muhoozi. The mandate of Internal Affairs is: “To ensure and maintain internal security,peace and stability”. Clearly that mission was breached today.

These are the leaders who are in-charge except for the Commander-in-Chief and His Excellency Museveni. Therefore, you have natural expectation that these are in coordination and works to ensure these things to not happen. There are so many security organizations and intelligence gathering units. That the Ministry of Internal Affairs and Ministry of Security should both have a decent overview of the possible threats and who could do these kinds of things.

The United Kingdom warned in the mid-October 2021 of terrorism threats. This warning has clearly not been adhered too or been listened too. They have avoided to act and we have no four possible terrorism acts within a few weeks apart. In the end of October 2021 there was two incidents and today another two, which is well reported on.

We should wonder, if Muhwezi, Otafiire or Muhoozi will do anything about this? Do they have a plan? Will there be a open report and a re-group to foil possible domestic terror in the Republic? Since the authorities seems preoccupied with apprehending opposition activists and leaders. They are not busy finding culprits or gathering intelligence.

These three ministers has a lot to answer for. There is a lot to be desired and the way the security apparatus is organized. In the manner of which, all of the organizations can run and operate. As well, as the various of conflicts of interests in combination with the pressure from the outside. You just know there is to many chefs in kitchen. It will be a mess and a non-edible treat for your eyes to see, which only the unlucky bastards has to eat.

The three gentlemen should go out together and make not only joint statements. These three should make joint investigation and reports, as they can prove their worth. Unless, all three is just paper-tigers and someone else is really running the show from behind them. Because, these folks should have some pride and dignity to prove their mandates and roles. Alas, maybe that’s to much to ask in the Republic.

I am awaiting their returns to the NBS Television and NTV Uganda. However, I am also waiting for a statement to the Plenary Sessions in Parliament. Nevertheless, that isn’t an proper inquiry or such. There is a need or a joint exercise and where there is look at the whole structure. It is a need to see, who does what and where. This will ruffle some feathers … and some will be butt-hurt.

However, when these things are happening and innocent lives are taken. There needs to be consequences for the heads. The heads of government and ministers need to address it. Not only come with flattery and empty words of nothingness. That we have seen so much of. So, where are you? What do you do? The Red Cross can’t always save your asses. There is real implications to this. Peace.

Project Muhoozi Chapter II: Lt. Gen. Muhoozi Kainerubaga promoted to Commander of Land Forces

The son and the rising star of the Republic, Lt. Gen. Muhoozi Kainerubaga have been promoted again. His epic rise is continuing and it was rumoured that he would become the CDF, but he still get a prominent role of the Uganda People’s Defence Force (UPDF). He becomes the third in the commando structure.

Lt. Gen. Kainerubaga has gone through the ranks like no one before him. The Senior Presidential Advisor on Security and the former commander of the Special Forces Command (SFC). The son of the President will now be in-charge of several of parts of the UPDF. He will have a bigger ability and order more soldiers than ever before.

As the Commander of the Land Forces. The Lt. Gen. Kainerubaga will control the Artillery Division, 2nd Infantry Division, 3rd Infantry Division, 4th Infantry Division, 5th Infantry Division, Armoured Brigade and Motorised Infantry. All of these will be directly under him. This is much more powerful than just commanding the SFC.

This is a step up in his rise. His becoming a powerful figure and have more say. That is a part of “Project Muhoozi”. The President and his allies are boosting him. Not making him a more feasible character or a political person. However, just like Museveni himself came through the ranks of the military. Used his role, had personal armies and also overthrow previous regimes by the guns. He is now teaching his son the art of war.

Because, Museveni knows the power of the gun can control the Republic and silence the critics. That’s why the President is appointing him here and wants him to have the legitimacy this way. Since he has faith in the arms and not in the people. If the President believed in the people and would have ensured a smooth transition.

He wouldn’t have made his son into a high ranking official in the army and the future CDF himself and even the Minister of Defence. That’s what’s coming now. It is only a few more steps now. Before Lt. Gen. Muhoozi is becoming a Minister of Defence like Museveni was at one point too. That’s how things are going and how it seems.

Today, he didn’t become the CDF, but become the THIRD in the command structure of the UPDF. That says it all. Peace.

Project Muhoozi Chapter II: Appointed as the CDF [today’s biggest rumour]

As the days go by and the rumours are spiralling out that Lt. Gen. Muhoozi Kainerubaga, the commander of the Special Forces Command (SFC) and the Senior Presidential Advisor have been elevated again and appointed to become the Commander of Defence Forces (CDF). This is after former CDF David Muhoozi has gotten a Ministerial Post in the current cabinet.

The pendulum is slowing turning in the direction of the son of the President. His getting a bigger and bigger role. It is like his aspiring and turning more vital in the National Resistance Movement and in government in general. His been on sidelines, gotten training and had his strides. He has ordered the guns on the streets and was also involved in the massacre in Kasese. Therefore, he knows how to order death and assault citizens for political gains. That’s what he does.

The son will be as brutal as the father and he doesn’t care. His entitled to everything. If he becomes the CDF in this term. That is to further his cause. That is initiating the succession and showing the truth behind the “Project Muhoozi”. That Muhoozi is the second coming of Christ and the only saviour of the Nation.

While I doubt people will accept this act of monarchy in a Republic. It isn’t automatic of a son to takeover for a father. There will be answers to this and he doesn’t have the standing of his father either. The tyrant got a solid grip and kept that over the years. The son has a feel social media handlers and paid bloggers. However, they will not shell out love, unless they are getting paid and securing their future.

The son has already rose up high in ranks because his the son. Not because his a great general or a good army commander. He has gotten a bigger role and upgraded unit or army port-folio because of the President. His been respected because his part of the first family. Still, it is not like his anyone or anybody with flair, policies or anything to offer.

His just a name and a title. An entitled brat who has gotten life with a silver-spoon and learned how to polish gun-barrels and shoot with rifles. If he becomes the CDF. That’s just a further proof of the slow roll-out of Project Muhoozi and the succession after Yoweri. The state can deny that and the ones in-charge of the propaganda. However, the actions and his meteorical rise in the past. Just shows how real this is and what efforts is being made in his favour.

Nobody else with such a record and past would be considered to run the CDF. It is only because his the son and it shows that family matters more then credibility or ability to govern itself. They have just hand-picked him because of his family ties and prepare him to become President. Museveni was the Minister of Defence before he rebelled. So, it seems like a plan and strategically put him there.

To be able to quell anyone who dares to oppose this regime and have a loyal commander on top. That will do the dirty laundry, because he will profit of it and earn massively when his time comes.

Project Muhoozi never dies, but continues to be alive. Peace.

The new cabinet isn’t that sharp [Museveni’s most intriguing Minister’s for 2021-26] Part III

This is the third and final instalment in the series after the announcement of the 80 members big cabinet. Where President Yoweri Tibuhurwa Kaguta Museveni appoints the new ministers. Where he retains a dozens, but also shuffles a few. That is visible too, but I am only looking at the ones who is appointed and their past.

The first is General David Muhoozi. The Commander of the Defence Force (CDF) of the Uganda People’s Defence Force (UPDF) aka the army. The highest command of the army is appointed as the Minister of State for Internal Affairs. Another General into the Cabinet and shows how militarized the politics are. Not enough with 10 UPDF MPs in Parliament and the other army commanders and retired generals in appointments. This fella needs to be there too. That is really a bad precedent without even looking into his history or what he has done as a commander. That says a lot.

Another who has retained his office is Peter Lokeris. Who has been a State Minister for Energy and Mineral Development with focus on Minerals. A man who is not open for transparency and being open with the agreements of extraction of the mineral resources in the Republic. This must be a gem for Museveni to retain. Have him to wheel and deal, while not leaking or being open about the agreements made with the various of companies and licence agreements.

A man who gets a new ministry, but has been there for years is Obiga Kania, the State Minister for Urban Developments. Former Internal Affairs and he has really a bad record. A man who serves the President well, but not the general public. As long as Museveni are in office. It seems like this man will have a safe haven.

We have the former opposition and turned yellow, Beatrice Anywar. She went from Mama Mbira to become another autocrats best friend. She lost in both the Primaries and the General Election in 2021. This is her second office and ministerial office, State Minister of Water and Environment in-charge of Environment. Clearly her newfound loyalty is paying off. Though she is like Evelyn Anite only living on mercy from the President. Since both of them couldn’t get re-elected into Parliament this time around.

Another one who is well known in the cabinet is Musa Ecweru. Who before politics was an accountant and worked for years as a Residential District Commissioner which he did between 1998 to 2006. Where he was working in the districts of Nebbi, Gulu, Kasese and Soroti. Before joining politics. He has been in Parliament since 1996. Before his appointment now as a deputy to Gen. Wamala. Ecweru was a State Minister for Relief and Disaster Preparedness. Still, the mudslides and landslides haven’t stopped and the state haven’t had anything prepared in the hour of need. This man is an inept minister. Who is lucky to have the good graces of Museveni. If he didn’t have that. He wouldn’t be near any ministerial post.

So, with this third edition I have now described and taken 25 of 80 appointments. That is more than enough. This is all people who will serve diligently. The President will direct and object to their actions. The NRM Caucus with everything will direct their moves. There are so many players. So, they are not chefs alone. They shouldn’t expect much freedom or liberty. However, they are granted a huge pay-check and allowances. They are the high ranking officials of the state. Peace.

11th Parliament UPDF MPs elected: This is why they are still there…

UPDATE: The army has elected 10 new MPs for the 11th parliament: they include Gen. David Muhoozi, Gen Katumba Wamala, Lt. Gen Wilson Mbadhi, Lt. Gen James Mugyira, Lt. Gen Peter Elweru, Maj. Gen. Henry Masiko and Lt. Gen. Sam Kavuma” (NTV Uganda, 29.01.2021).

I find it weird that the 11th Parliament, this is the term between 2021 to 2026. Maybe after the bush-war it was reasonable to have army representatives. Now it is 35 years since the bush-war. The National Resistance Army (NRA) surely issued this idea of army in the Parliament to give the President automatic votes there.

Now, they seems like a special interest group intended to have loyalists of the President. This is because the commander-in-chief have a partisan army and General Museveni intends to keep it that way. While the Parliament haven’t amended this, but if they did. We surely know that the President will not approve of this. Since the 10 MPs from the UPDF will serve the “High Above” and do his bidding.

The UPDF representatives acknowledge that theirs is indeed a fine line to walk as far as loyalty to the State and the exercise of their role swithing the Parliament. The then Coordinator of Intelligence and Army Representative, General Tinyefuza (now Sejusa) while contributing to Parliamentary debate in 2010 on this issue stated: “Our representation is a special kind of constituency; our representation in Parliament is not intended to cause disharmony and conflict within the armed forces. It is supposed to serve the strategic value of safeguarding the state and at the same time safeguarding the healthy situation within the armed forces. Therefore, while a Member of Parliament can come here and talk contrary to what your constituents sent you to say and nothing happens, for us that would constitute a service offence. We are a special category; we cannot defend this Parliament, defend the territorial integrity of the state, defend your property and person while we do not keep the rules of the institution intact. We have seen how Gen. Elly Tumwiine have been serving in the Parliament and also others too. The UPDF MPs have tended to be partisan for the NRM. It would be shocking if they went against the President or his party. That would have been a shocking move. This is why it’s only how Gen. Tinyefuza went into exile and get released from being an MP.

The NRM and Gen. Museveni have the UPDF MPs to have an advantage and secure a bigger majority. The NRM have secured the bag with this one. Now, they have 10 loyal cadres in Parliament. People who listens and follows all direct orders of the Commander-in-Chief. These ones won’t dare to question the President and his orders.

What should cause an outcry is the Lt. Gen. Elwelu is elected in Parliament. A man who got promoted for the massacre in Kasese. Now, he got another promotion. This here is outrageous. However, in the end he will get all the blessings from the President and that’s why his there in the first place.

Don’t expect the UPDF MPs to do any good. They are their to serve the President and nothing else. Peace.

Opinion: The NUP have overcome one hurdle

The National Unity Platform (NUP) and Robert Kyagulanyi aka Bobi Wine have overcome one hurdle or obstacle along his road to Presidency. Not that the General Election in 2021 will be his to win. The stones are already carved and the signs of the stars is aligned with the incumbent. Who owns and runs the system.

The Court case against the takeover of NUP with former President of the Party Moses Nkonge Kibalama own admission destroying the case itself against Bobi Wine. Therefore, the prolonged time to get the verdict. Only got the ones in fear of the future and of their nominations to candidacy across the Republic. Have lost their way or become independent out of fear of losing the option to run in 2021 elections.

The NUP have not only the raid of the headquarters. There are MP candidates arrested, posters torn down across the republic and all their political work blocked. Radios not allowed and warned by Uganda Communication Commission (UCC) from letting NUP Candidates appearing. While the Police Force (UPF) and Uganda People’s Defence Force (UPDF) will do their bidding to make it hard for NUP to operate.

Therefore, the celebration of victory today is short-sighted. Yes, in legality the party is overcoming a hurdle. It has cemented its foundation and cannot be questioned by mere technicalities. That has now been settled in Court. However, everything else is up for grabs. The NUP activists and leaders cannot rest. They will still go through earth, wind and fire to get to the finish line.

There is a monopoly of power. There is only one subject who has it all in his grasp and his not willing to back down. The President and his men will not give away that. No matter how popular or wise Bobi Wine is. Just like Besigye never gotten the taste or sit on the throne. Don’t expect Bobi Wine to enter it without havoc and hardships.

Bobi Wine will get all sorts of technical problems. There will be suddenly deficiencies. All of a sudden a long forgotten tale will resurface. Someone he ditched and didn’t do right while being a musician will come back to hurt him. A former lover or a business-partner, which will be part of a scorched earth policy made by the regime against him.

The NUP now had their first major hit job against them and was able to come victorious out of it. Even when the likes of Tom TVO Okwalinga said days before that they would make the party “null and void” and also “block the party”. Which didn’t happen, so something is up with his intelligence gathering. Not as spot on as in the past.

The NUP is now overcomer’s. Still, it is far from over. The campaigns are only beginning and nothing will be given to them. Everything will be taken and met with hostility from the authorities. The NUP and Bobi Wine needs not only resilience, but also courage and be level headed in the midst of adversity. There will be no easy walk, but only hardships ahead. To think otherwise is naive.

The NRM and the President have already proven this, as they are unforgiving to its enemies. They are reluctant to make it easy, but will show no remorse to hurt them. Peace.
