Opinion: The Kampala Conundrum with Musisi, Kamya, Lukwago and even Katongole!

As the NBS Frontline tonight shows is the bitter fight of political power in Kampala. Something that President Museveni wants to see. He wants the city to be in a limbo and less results of progress as the Opposition. The citizens of Kampala votes for opposition leaders and he doesn’t have loyalty amongst them. He even tried to bring a populist in Ragga Dee aka Daniel Kyeyune Kazibwe. This backfired!

Well, today wasn’t a new show as the one of called amends with Kampala politics didn’t get that. The other ghost in the room where the Presidential Advisor for Kampala Singh Katongole; whatever he does he does inform the President and might advise him on the potholes in Nakawa or so. But if it is a job just giving to loyalist of Museveni and live the good life like “Minister without Portfolio” than the people of Kampala and the whole Republic is being fooled to pay taxes to pay for job; which initially isn’t a job. Why hire Mr. Sing Katongole into a job if there aren’t any work, aye?

All of this is happening after, the aftermath of General Election of 2016, where the Kampala and Wakiso voter was discarded and disfranchised during the Presidential and MPs vote; as the Electoral Commission wasn’t delivering voting material on time and wasn’t interested in giving the locals any time to vote after the “sudden” screw-up from the Dr. Badru Kiggundu Commission this instance.

With this in mind you already have a hostile environment between the Executive Director of Kampala Capital City Authority (KCCA) Dr. Jennifer Musisi who has always liked to be selected and handpicked by Museveni to an honourable position. Well, because she doesn’t have the heart to be elected by a constituency. Uganda Federal Alliance President and MP Betti Kamya who talked briefly and went in on the Lord Mayor Erias Lukwago like he was his pupil; since she just continued where the other. Before he had the ability to address her over a stream; this happens because NBS TV wouldn’t like to have the two politicians in heavy discussion. Since NBS had already the natural moderator in Norbert Mao there in the studio.

Hon. Betti Kamya want to lead the ship since she has a cabinet position, that she was given when she wanted to give up her faith in real politics and lose her credibility to suck-up to President. Many might say it in nicer words, but she came from the desert and into a feast. Therefore she acts fierce and force likes the NRM mouthpiece Ofwono Opondo who had to give in his sentiments. An when a so-called opposition sounds like a “semi-automatic Opondo” it is time to give in the UFA party and call it “NRM-Light”.

Also Betti Kamya wants to continue the depressive train of dissolution of the Cabinet Minster running Kampala; because of the way Hon. Frank Tumbewaze impeached the Lord Mayor and went full front political battle where he with the mercy of his Executive used the NRM machinery and court trials to demote the opposition Lord Mayor of Kampala.

There already an issue of who does what on the top of the hierarchy of the Capital City in Uganda, as the Executive Director of KCCA Musisi feels she has reasons to run and appointed to work for the city. The same is with the Cabinet Minister of Kamya now who feels she has special place as she is a Minister and Parliamentarian who are appointed to oversee the City. Whatever the Presidential Advisor of Kampala does or don’t is not really the question as he hasn’t made a word in public since the appointment Mr. Katongole. Lastly it is the elected and not appointed by Presidential decree, Lord Mayor Lukwago. He also should have a place and also authority, not only these who are selected and handpicked by the Central Government to run and oversee the city.

There are many hands, there are even more constituencies and Local Councillors who has agendas down to the grassroots where the citizens live day to day. All the leaders on top will have egos, but also certain degree of righteous reason to work and hopefully live-up to the potential of their positions.

There we’re talk of making amendments to the KCCA act last year that we’re shuffled, the newly elected Cabinet Minister Kamya want to review it and put into Parliament again. KCCA Act of 2010 says this about the Mayor: “The functions of the Lord Mayor are to (A) be the political head of the Capital City” (KCCA ACT 2010 Part III Section 9). So whatever role the other positions says the current law is clear on this point as the KCCA shall be judiciary and policy maker. Then about the Executive Director the law says: “(2)The executive director shall be appointed by the President on the advice of the Public Service Commission” (…) “(3) A person shall qualify to be appointed executive director if he or she is of high moral character and proven integrity, and is qualified to be appointed a Permanent Secretary in Government Ministry” (KCCA ACT 2010 Part III Section 17). The importance of the Executive is that the President appoints and that the person is qualified to an extent. The role of Executive Director does this: “to be the head of the public service in the Authority and to head the administration of the Authority, including divisions and wards” (…) “to be responsible for the management of all public funds of the Authority and accountable to Parliament” (…) “be responsible for coordination and implementation of national and council policies, laws, regulations, byelaws, programmes and projects” (…) “advise the mayor and Authority on Government policy” (KCCA ACT 2010 Part III Section 19). With this law text proves that the Head, the Lord Mayor are the Political Head, but the Executive Director are the one that implement and advise the mayor. That means that this law has by some definition done what can be seen as a coup d’état of any elected Mayor of Kampala.

The Coup d’état is that the Lord Mayor Lukwago can be advised by Executive Director Musisi after the KCCA ACT of 2010 can act as proprietor of the City without a doubt. The Political Head isn’t directed by this to do anything in particular other than run the KCCA meeting as funny laughing secretary of KCCA, being the ceremonial leader of the city and monitor, but the implementing factor is Musisi. This is the coup of Parliament in 2010. We can now see that this law hurts the ones that are not loyal to Museveni and his NRM; who could before get somebody who we’re a gullible leader as Lord Mayor who could just creep around and grabbing brown envelopes instead of working!

The reason for the trouble is the many hands and the evident program to silence the Lord Mayor who seemingly getting elected somebody who is opposition. Something Museveni doesn’t accept therefore they did this to control the area and make sure the NRM got their way. So the Musisi, Kamya and Lukwago fighting will continue and if he get impeached or tried to get him to vacate the office during the 10th Parliament term. Please, don’t be surprised as one of the longest parts of the KCCA ACT 2010 is actually Part III Section 12 that should show what was important for the legislators at the time. It is 2 pages long! Show’s the valid grounds for usage of this part of law compared to the rest of the law.

So the conundrum for Kampala continues and will be like this as long as Museveni and his Regime keeps the capital run like this. He wants in-fighting to weaken the leadership so he can control it with strawmen instead of elected men or woman. They can be corrupted something that is harder for a elected man who feels responsible for his constituency and the citizens as the rigged leaders and corrupt leaders are loyal to head whom pays them. Peace.

As the 10th Parliament of Uganda is starting and the vetting of Members of Parliament are touring the National Army Leadership Institute (NALI) at Kyankwanzi as they have the retreat to make sure the National Resistance Movement MPs and Cabinet are acting right. Especially the policies that is right for the Executive and his Elite. But other than that he had the Key speech today and said some questionable things again.

“Even to negotiate credible and durable trade deals with the USA, the EU, China, India, Japan, Russia, Brazil, etc., we need Pan-Africanism. It is only through the EAC (160 million people) and the whole of Africa (1.25 billion people) that the other foreign countries or trading blocs can listen to our voice in the long run. It is, however, not correct for the regulators not to take action against the Chinese and Indian retailers who unfairly compete against our retailers. Those foreigners should not operate at that terminal level. They should be re-directed to manufacturing in particular and other areas like construction. Retailing should be preserved for the Ugandans or, possibly, the other African immigrants as well” (Museveni, 2016).

Well, it got me thinking about another Ugandan president back in the day; that apparently President Museveni we’re proud to bring down together with the Tanzanian Army and Milton Obote, but that is forgotten saga in his head. As President Idi Amin said this:

“For instance, between 1962 and 1968, the government of Uganda sponsored as many as 417 Asians for training as engineers. Today, however, only 20 of the 417 Asians work for the government. Within the same period, the government sponsored 217 Asians to train as doctors, but to date not more than 15 doctors of these are working for the govt. Finally, within the same period, the government sponsored 96 Asians to undertake law courses, but of these only 18 are now serving in the government” (…) “I am further informed that some of these Asians who were sponsored to take courses abroad refused to return to Uganda after thy qualified, which means that thy have contributed absolutely nothing in return for the training benefits which they received from this government” (…) “it is painful in that about 70 years have elapsed since the first Asians came to Uganda, but despite that length of time the Asian community has continued to live in a world of its own” (Semuwemba, 2016).

Not only the former friendly Ugandan dictator had his say on the matter in the past, even the former Kenyan President Daniel Arap-Moi said this in 1982:

“Instead of Indians using their advanced knowledge in business to help Africans improve their profit margins” (…) “Asians in this country are ruining the country’s economy by smuggling currency out of this country and even hoarding essential goods and selling them through the backdoors” (…) “I am not discriminating against anybody, but I am against people who are out to enrich themselves through false means. From now on, anybody found hoarding or smuggling will be punished severely. If he is an Asian, he will be deported immediately regardless of whether he is a citizen or not, and if he is an African, he will have his licence canceled” (New York Times, 1982).

So now the Mzee is sounding in the same regard as Daniel Arap-Moi and Idi Amin Dada; with his new cabinet with Democratic Party MP, Uganda People’s Congress MP and Uganda Federal Alliance MP; the similarities to Democratic Republic of Congo former dictatorial President Mobutu Sese Seko comes to mind. He is really stealing from all the totalitarian leaders of East Africa. It is magnificent how he kept it up. While speaking progress and democratic values while contemplating that the Asian’s are the problem for doing their retail instead of Ugandan citizens, even if the Asian’s happen to be Ugandan; just another heritage than the Pan-African he speaks of.

Ironic that he said this a bit also today:

“We in the NRM, therefore, have never accepted the shallow social science of the Western countries that fetishized capitalism and elevated that useful social system, but one with limitations and weaknesses nevertheless, to the high pedestal of a deity (God-like). The position that capitalism was the only useful social system in the modern era, was wrong. The dramatic rise of the Chinese economy, in terms of GDP size, to the second biggest economy in the world today is proof of the correctness of our position. By mixing both the capitalist and socialist stimuli to the Chinese economy, the Chinese Communist Party has lifted hundreds of millions of Chinese out of poverty and registered gigantic steps for the growth and transformation of the economy” (Museveni, 2016).

Well, here is lie from the Executive as didn’t follow whole heartedly the Marxist or Communist paradigm or socio-economical structure as after the regime change by the rebellion of Museveni; he easily traded his ideal of the communist paradigm.

“Six years after Yoweri Museveni and his National Resistance Movement took power, Uganda has made remarkable strides in overcoming as grim a legacy as any African government has known. Improved security has been an important factor in allowing the country to rebuild. Economic policy has helped, too. The past six years has seen economic growth averaging more than 5 percent per year, as idled land and vacant factories were brought back into use. The economy has also achieved lower price inflation. Now, in 1992, Uganda is at a crossroads. Economic growth is slowing, and inflation is beginning to rise. Uganda is highly indebted to foreign lenders. Further increases in capacity utilization will be a costly means to grow and cannot represent a strategy for sustained economic growth. Infrastructure remains inadequate in transport and communications. The preferred road is clear: public and private investments are needed to continue the reconstruction” (Warnock & Conway, 1999).

Claimed impacts on liberating the Economy through IMF’s SAP:

“Two principal reforms mandated by the IMF arrangements were trade liberalization and the progressive reduction of export taxation. But as the external review points out, “Liberalization of cash crops had only limited beneficiaries.” This was the case because only a small number of rural households grow coffee. Liberalization had little impact on rural incomes over the period of adjustment- rural per capita private incomes increased just 4% over the period from 1988/89 to 1994/95” (…) “The IMF also mandated the privatization of state-owned industries, a process that has met particular criticism in Uganda. The Structural Adjustment Participatory Review International Network (SAPRIN), which was launched jointly with the World Bank, national governments, and Northern and Southern NGOs in 1997, has reported that the privatization process in Uganda has gone too fast and has been flawed from the start. A report by Ugandan NGOs who participated in SAPRIN found that “The privatization process in Uganda has benefitted the government and corporate interests more than the Ugandan people. . . The privatization process was rushed, and as a result, workers suffered. Some 350,000 people were retrenched and, with the private sector not expanding fast enough, unemployment sharply increased. Those laid off were not prepared for life in the private sector, with no training being provided.”(Naiman & Watkins, 1999).

So not only being anxious today about Asian retailers; today the Executive Museveni claimed there rewards of liberating the economy, which is not so very communist and even more capitalistic of NRM! Together with the liberation escalated the unemployed, which has happen to this day. And isn’t inspiring to read contemplating the recent numbers of unemployed and how this man still tries to ‘inspire’ MPs and Kyankwanzi. There is just something wrong with that picture.

The thing that should be inspiring today, not only sound-bite of Amin and Moi, but the lie:

So if you see this little detail, you see the deceit of Museveni to his own Elite and MPs. As he claims the mixed economy, but the IMF with their Structural Adjustment Program that Museveni accepted and agreed on. This was far from God-like more State-liberated economy through neo-liberal ideas that the IMF and World Bank wanted so that the Ugandan Government could get their donor-funded loans that the NRM needed.

So hope you learned something of the nature of Museveni today and his actions of the past or his nature of deception. There are certainly some who is not surprised, but as I have said before. President Museveni rewrites the history to his liking and today he did it again, just with a twist. Peace.

Opinion: Why not try Tony Blair at the ICC for the Iraqi War?

There are big questions out there, many quests and many actions never answered for, many bullets and missiles shot without a concern or without doubt of the after effect. With this reach for power, allegiance to and who you represent; the validity of these actions that are after questions should also be put into the context for the reason for why a man or leader, a government executive who decided to invade another country.

After the vile and massive claims for terrorist threats, the aggressive attitude as the levels of fear from the American Government under the vicious control of George W. Bush and his regime. The Washington agenda and the clear retaliate after the 9/11 attacks. In this mind-set and this state of mind, the Americans went out the world in vengeance. Even when they had questionable evidence of conspiracy and planned to reshape the Middle Eastern countries and the places where ‘terrorist’ reside and the ones behind the terrorist attack on the American Soil; the then Government went together and tried to make a coalition for the second invasion of Iraq. This also through reports of WMD and other malicious ideas of Iraqi conspiracies… that would show the true colour of the Iraqi military and their capacity, even if it was constructed to fix the reasons for the military operation in the United States and United Kingdom.

In this state of mind, the recent releases of Chilcot report on the Iraqi Report and the indication of the aggression from the Western hemisphere towards the sovereign state of Iraq. That can be the invasion can be questioned, especially with the little evidence and the maladministration, which even made wise men like Colin Powell and Condoleezza Rice look like humble school-kids instead of statesmen and understudies of Dick Cheney.

The arguments that we’re put forward was certainly not truthful as the colluded ideas of grand estates with chemical, biological and harmful arms to hurt fellow population, that even Generals from the Iraqi army claimed we’re destroyed in the last war. Secondly the embargoes of the time together with the strained economy would not have given the Iraqi’s the wealth to recreate the weapons that the American and British claimed they had.

As the little sample of words and evidence questioning the reasoning for the invasion of Iraq under PM Blair and President Bush!

Manning’s Message to Blair in 2002:

“Bush will want to pick your brains. He will also want to hear whether he can expect coalition support. I told Condi that we realiised that the Administration could go it alone if it chose. But if it wanted company, it would have to take account of the concerns of its potential coalition partners. In particular:

– the Un [sic] dimension. The issue of the weapons inspectors must be handled in a way that would persuade European and wider opinion that the US was conscious of the international framework, and the insistence of many countries on the need for a legal base. Renwed refused [sic] by Saddam to accept unfettered inspections would be a powerful argument’

– the paramount importance of tackling Israel/Palestine. Unless we did, we could find ourselves bombing Iraq and losing the Gulf” (Manning, 2002).

Second Message for argument for the Iraqi invasion for Blair:

“First, the THREAT.  The truth  is that what has changed is not the pace of Saddam Hussein’s WMD programmes, but our tolerance of them post-11 September. This is not something we need to be defensive about, but attempts to claim otherwise publicly will increase scepticism about our case.  I am relieved that you decided to postpone publication of the unclassified document.  My meeting yesterday showed that there is more work to do to ensuer that the figures are accurate and consistent with those of the US.  But even the best survey of Iraq’s WMD programmes will not show much advance in recent years ont he nuclear, missile or CW/BW fronts:  the programmes are extremely worrying but have not, as far as we know”, been stepped up” (…) “The second problem is the END STATE.  Military operations need clear and compelling military objectives.  For Kosovo” it was:  Serba out, Kosovars back” peace-keepers in.  For Afghanistan, destroying the Taleban and Al Qaida military capability.  For Iraq, “regime change: does not stack up.   It sounds like a grudge between Bush and Saddam.  Much better, as you have suggested, to make the objective ending the threat to the international community from Iraqi WMD before Saddam uses it or gives it to the terrorists.  This is at once easier to justify in terms of international law” but also more demanding.  Regime change which produced another Sunni General still in charge of an active Iraqi WMD programmme  would be a bad outcome (not least because it would be almost impossible to maintain UN sanctions on a new leader who came in promising a fresh start).  As with the fight against UBL, Bush would do well to de”personalise the objective” focus on elimination of WMD, and show that he is serious about UN Inspectors as the first choice means of achieving that (it is win/win for him: either Saddam against all the odds allows Inspectors to operate freelyk” in which case we can further hobble his WMD programmes, or he blocks/hinders, and we are on stronger ground for switching to other methods) – (Ricketts, 2002).

John Pilger:

“Of all the pro-war propaganda of Blair and Bush, and their current threats giving Saddam Hussein yet another deadline to disarm, what may be their biggest lie is exposed by this revelation” (…) “In 1995, General Kamel was debriefed by senior officials of the United Nations inspections team, then known as UNSCOM, and by the International Atomic Energy Agency. The complete transcript, now disclosed for the first time, contradicts almost everything Bush and Blair have said about the threat of Iraqi weapons” (…) ” When America and Britain crush Iraq, a new phase of their black propaganda will emerge – for which the British public ought to be prepared. This new range of deceptions will be designed to justify attacking a sovereign state and killing innocent people: a crime under international law, with or without a second UN resolution” (Pilger, 2003).

One Secret Memo said this:

“Blair continues to stand by you and the U.S. as we move forward on the war on terrorism and on Iraq. He will present to you the strategic, tactical and public affairs lines that he believes will strengthen global support for our common cause” (…) “On Iraq. Blair will be with us should military operations be necessary. He is convinced on two points; the threat is real; and success against Saddam will yield more regional success”   (Colin Powell, 2002)

Tony Blair’s key forward:

“Its work, like the material it analyses, is largely secret. It is unprecedented for the Government to publish this kind of document. But in light of the debate about Iraq and Weapons of Mass Destruction (WMD), I wanted to share with the British public the reasons why I believe this issue to be a current and serious threat to the UK national interest” (British Government, 2003).

The Claimed plan for deception of WMD in Iraqi Government:

“Iraq has admitted to UNSCOM to having a large, effective, system for hiding proscribed material including documentation, components, production equipment and possibly biological and chemical agents and weapons from the UN. Shortly after the adoption of UNSCR 687 in April 1991, an Administrative Security Committee (ASC) was formed with responsibility for advising Saddam on the information which could be released to UNSCOM and the IAEA. The Committee consisted of senior Military Industrial Commission (MIC) scientists from all of Iraq’s weapons of mass destruction programmes. The Higher Security Committee (HSC) of the Presidential Office was in overall command of deception operations. The system was directed from the very highest political levels within the Presidential Office and involved, if not Saddam himself, his youngest son, Qusai. The system for hiding proscribed material relies on high mobility and good command and control. It uses lorries to move items at short notice and most hide sites appear to be located close to good road links and telecommunications. The Baghdad area was particularly favoured. In addition to active measures to hide material from the UN, Iraq has attempted to monitor, delay and collect intelligence on UN operations to aid its overall deception plan” ( British Government, 2003).

An unknown wish from a British Citizen:

“I note the content on your letter and request that the Prime Minister be arrested. The matters you raise in your letter will not be investigated within the Wilshire Constabulary nor will your request that the Prime Minister be arrested be actioned” (Wilshire Constabulary, 2003).

Blair Answering accusations in 2003:

“Blair called the accusations “completely and totally false.” He added: “I simply ask the people, just have a little patience” while troops continue the search for weapons” (…) “Today, Blair dismissed her accusation. “The idea, as apparently Clare Short is saying, that I made some secret agreement with George Bush last September that we would invade Iraq in any event, at a particular time, is also completely and totally untrue,” he said” (…) “Even if our forces were now to unearth evidence of a major chemical or biological weapons programme in Iraq, many people in this country — let alone in the Arab world — would assume it had been planted. Such are the wages of spin.” (Richburg, 2003).

I have never accepted the reason for the attack on the Iraqi war, the ones that known me since I was teenager, know that I never liked Bush for his rhetoric or stance, as it was unjustified towards fellow human beings. If it was like that, then all men under the sun is guilty until the government catch you. Not literally, but not far-fetched as the terrorist we’re supposed to be smoked out from caves and huts by RPG, helicopters and tanks. That was the way the grand president Bush. He got a loyal ally who needed a prosperous foreign policy as he was struggling with the economic and progression on the social policies in the constituencies where he we’re elected. With that in mind, the terrorist threat came as cotton-candy and as a necessity for the Blair-Government and New-Labour doctrine.

This gift for Blair we’re used to make him statesman like and make him a giant, trying to leave a legacy of progressive behaviour and act of good governance. Instead it is tainted by the fact of being part a coalition that went into the Iraqi state, without legitimate reasons, except for their reach of power and so-called long-term plans for ‘Democratic Freedom’. While the cause for going we’re the Weapons of Mass Destruction and even connected to the men who attacked the Americans on 9/11. That is well known, but also the aftermath proves the validity of questioning the facts that we’re put forward, especially in the months after and the years followed. Even good journalist like John Pilger called in Propaganda in favour of the British American alliance like British American Tobacco Company who sells worldwide Phillip Morris cigarettes.

While other warmongering persons who went into wars for either gold or silver, for profits and for power. They are ending up behind bars in the International Criminal Courts, as they have done vindictive acts against the Humanity and created wars of destructions of society. The masses of dissolving the Iraqi state and the uncertainty and power vacuum created after the fall of Saddam Hussain, his family fall and the whole party that he lead. That proves the ICC can take favour in saving graces over the rich Westerners, but easily take other warlords.

There we’re act of Warlords, when we speak about the Iraqi war of Bush and Blair, the way the corporations we’re coming in fencing in the petroleum and the other resources while bombing the Iraqi state to bits and fragmenting the population more, while not delivering any system worth keeping and fragile government that followed. This through with so-called training of own army and police after the invasion was over and the Americans planned to leave the occupied country.

When we see all this with the manufactured evidence and argument together with the fear of terrorist, we can question why doesn’t Blair get discredited and even tried by the ICC? Why are the ballocks of the arrogance from the ICC?

Tony Blair and George W. Bush we’re Warlords, hands down, it is not fiction, not a fairy-tale it is not misguided to say so. You can see it on the math, the X+Y = War. The vast amount of deception, the use of United Nation Security Council, rewriting the evidence to fit as the UN Agents for WMD checks couldn’t find what the UK and USA needed. Therefore they made up words and vague arguments to seem like there we’re more implicated arms than it actually was. As the UK and US governments needed public perception behind them before attacking a foreign government.

The Attack and invasion also killed civilians with bombings, the torture of terrorist and taking prisoners without pleading in courts, Guantanamo prisoners and the vicious force against a demoted army that back in the past we’re trained to counter the Iranian problem of the Americans. So the Americans went at the army they trained to go against Iran, as the Iran after the American supported puppet ‘Shah’ fell after the Iranian revolution. This in mind, the Iraqi we’re plotted by the extended modernized force of UK and USA. This was in midst of fear by two Western Warmongers.

So while Liberian Warlord and President Charles Taylor we’re taken to the ICC and even got sentenced. That Jean-Pierre Bemba, the Vice-President of the Democratic Republic of Congo from 2003 to 2006. He is now sentenced by the ICC for acts against humanity. The list goes on men and woman from Africa, South America and Asia. There been a few from Europe and none who seems to be American, as the United States does not have men who acts against the humanity, even when they have broken record when it comes to invading and even sending para-troopers to get a puppet regime installed. Just ask the Chilean people on how the American installed Pinochet instead of the democratically elected Socialist Allende. This have none of the Americans behind the mission or aggression on peaceful Chilean ever gone to court for, that is since it is Americans, than its okay.

The reason why I say this, is that I have issues with the seriousness of ICC handpicking the African leaders and Warlords, not that they should not be judged or getting sentenced for their crimes against humanity, that is accepted and fine. But the initial prospects of justice for all and be a worldwide institutions bubble busts when they can put a warrant on the Sudanese President Omar Al-Bashir for his atrocities over the years in Darfur and South Kordofan. That is accepted and understandable, as that is the accord of the ICC and he has been in charge of acts against humanity in these states in his own country using the guerrilla or militia Janjaweed against the civilians.

As this is known and the atrocities, the reports and reasons for the Iraqi war and amongst the destruction of the state of Iraq on flawed grounds, as the invasion and shambles of democratic values used to rhetorical saviour of the maladministration from US and UK using the WMD to gain access and grounds for shooting bullets and missiles to Basra and Baghdad. This got done fake evidence and fake publications, and with use of public perception triggered with the fear of more terrorist attack against their own soil. This staged and factored in a space of time where the UN we’re at a stalemate and the UN had checked for WMD in Iraq without first finding and then suspended as the Iraqis didn’t see the need for friendliness for the other world, when they we’re embargoing and sanctioning the Saddam Hussain regime. The one they in the end toppled with use of lies and deceit. With this in mind, the Blair and Bush governments didn’t do a ‘White War’ a justified conflict and conflict with people in mind, more with their Power in mind and earning political currency on fighting battles 1000 of miles away from their constituencies so the voters would not feel the terror or hardships created by the decisions made in the Oval office and Downing Street Number 10.

So the unjust war and unjustified aggression seems like an attack on humanity, as the machine-guns, RPGs, tanks and carpet-bombing of certain areas that was supposed to be filled with Weapons Mass of Destruction while the American companies secured with mercenaries from Black-Water and other companies of hired soldiers kept the Petroleum installations and Oil Wells in the hands American Companies and the ones that are put together at ‘Donor Conferences for re-building Iraq’ instead being a meeting place for the ones that want to earn money on the invasion and that being the main coalition connected with army contracts, apparently. That’s having proof of happening after the revealed information during and aftermath of the war.

If this we’re an African Warlord who traded diamonds, cobalt or Rare Earth Minerals, together with other valuable resources from the rocks and ground, the media and the ICC would put a warrant on the head of the leader, as they have done again and again. Which is justified as the raping of villages and stealing of resources from both state and the locals are not just; that is mutually accepted as the criminal and vicious killings by these warlords should be going to a fair court and get justice for the victims. But when American and British send armies into Iraq, fix the British and American corporations to earn money on war and export petroleum, than they are selling tainted oil to the world. They we’re acting as Warlords and acting upon their own gain while killing and destroying a nation, a sovereign nation, the nation might have an oppressive government, and they are not acting in the interest of Iraqis. Still, that did not justify the attack and invasion as the British and American Government, in the executive orders of Blair and Bush. They are responsible for the killings, murders and civilians who we’re deceased under their command.

The Reality today is no matter what argument, or legal domain that will question Blair or Bush, it will not happen, as the big-men of the West will not be taken to court, as they will not lose face or because of the standing in UN Security Council and other bigger International Forums as the G8 and other who set the agenda and assess the international community. This impunity and this disregard for the principal of equal justice for all men and woman under God; instead its unequal and for the ones that are not in the hands of the superpowers.

Tony Blair and other men should be tried for their lies and deceit, but that is not the worst; the worst is the lives that we’re effected, the reason for their demise, the deceased for the political gain of a Elite in America and British that we’re friends of the Executive, the Executives who earned on the Elites and gain trust with them, the basic knowledge of each other and trading on intelligence and making reasons for the invasion. The basic sense of the balance of power together with the misuse of the Executive position, that we’re used in both nations to manufacture an enemy and use the tides of fear to aggressively attack a foreign sovereign and its people.

There is time to question the allegiance of the ICC and their choices of the men and woman who are charged with crimes against humanity, the ones that have created havoc and violence against civilians without justified reason or even done it in good faith. This creates and gives space for more African leaders to say they are targeted and hunted down by a Post-Colonial Institution, instead of showing the face of equal laws for all mankind and the nations that have ratified the statutes and laws that binds the ICC to the Governments, the only one who hasn’t which been discussed is the United States, and that should also be scrutinized as they put moral authority on the whole world, but doesn’t give a token or fig in their own regard.

Why the ICC can’t put a warrant on Tony Blair as the former Prime Minister of United Kingdom, when the ICC has put charges on Deputy President William Ruto and others in the Kenyan Government? They even tried with witnesses and gathering evidence, why can’t do so about Blair and Bush, are they demi-gods that cannot be questioned, impeached or even brought to justice because of their passports, their smiles or their connection to the justices of the ICC. You can just wonder, what reasons they are not even complying with the gathered evidence and more secret memo’s and the internal documents of conspiracy coming out, proves the valid reason for unjust war against Iraqis. The opportunities and the silver coined framed opposition figures in the Forum for Democratic Change are joining forces in the Shadow Cabinet to gain some estimated figures from the coffers of Parliament and play the parliamentary pawns that Mzee needs this term.

While the Uganda People’s Congress are busy trading their soul with NRM, as they are getting two slots in the 81 size cabinet of 2016-2021. The rest of UPC under Olara Otunnu are distancing and in general might even create another branch, and party that becomes a new profile, since they don’t want to be part of the NRM and Obote’s son selling of inheritance to Mzee.

Uganda Federal Alliance have also sold their fortunes for a Cabinet position and is therefore silenced by the Mzee, as she the leader of the party want to serve him and also be a part of his established court.

The hardliners of FDC are either lingering in jail, detained, house-arrested or kidnapped by security forces as the rest of the party are playing hide-and-seek close to Yusuf Lule Road in Kampala. So the party of FDC is even into the half who wants to continue the defiance of Dr. Kizza Besigye, and the ones that are settling for the silver-coins with the lingering blood on it.

All of the Opposition parties are toothless right now, the Human Rights Organizations of Kampala are raided and nothing happens. People and activist are kidnapped, soldiers are being shot and killed in made up conspiracies, while colonels and sergeants are detained as well. The paranoia of the state combined with the militarized politics and police force are taken freedoms and taken all parts of the state. The Opposition is on life support… Who is out there to save it, as the big man Dr. Kizza Besigye is away and nobody else have the legitimacy or the charisma to fight the powers with peaceful means while Mzee uses every tactic in the book to destroy and conquer them. Something he has been successful with ever since election and the reaping results are happening now, as he 10th Parliament are soon in function and the government are soon departing into brown envelopes, as business is back to normal after a hectic year. Just as mid-November 2015, there was speculation of a convenient marriage between National Resistance Movement and the Uganda People’s Congress, during the Campaign before the General Election of 2016 and as a preparation before the 10th Parliament. The Parties have stalled before as the founder and first Prime Minister Milton Obote, didn’t have many kind words for now President Museveni, as his son James Akena, the now President of UPC have traded for brown envelopes of shillings and longevity. He was tired of running in the wilderness, while the NRM continue to have the finger in every pocket and he wanted to be able to get something extra. So as Mid-June 2016 and the new Cabinet, even UPC MPs was elected into the 81 large Cabinet as a token of the Memorandum of Understanding between Akena and Museveni. Something Obote back in the day would have slapped.

This is what Dr. Olara Otunnu has said about the marriage recently:

“They are his weapons of choice to destabilise UPC” (…) ”This is not an alliance between UPC and President Museveni but an alliance between masqueraders Jimmy Akena, Betty Amongi and Museveni” (…) “It is inconceivable that UPC would go to bed with President Museveni. It hasn’t happened and it will not happen. Never” (Atukunda, 2016).

Planned cooperation since 2011, apparently:
“President Yoweri Museveni on Wednesday this week held a meeting with NRM leaders from Lango sub region who were aggrieved with the appointment of 2 UPC members in the new cabinet, leaving out party members who sacrifice a lot for the ruling party. The President told the group: “I know you honourable are wondering why I picked some people out of the family (NRM) to the cabinet. I am only sorry that I did not tell you people earlier, but I have been in clandestine relationship with them (UPC) since 2011,” Museveni told the NRM members according to sources who attended the meeting” (Sewakilyanga, 2016).

So with this in mind, that Dr. Olara Otunnu has talked long time about Museveni moles in the UPC Party and with the knowledge of the UPC-NRM alliance. There are certainly that the UPC are no on the short side of the stick, as they are not the ruling party as they once we’re when father of James Akena was running the country under the UPC-Banner after independence and traded for loyal support Baganda together with the UPC-KY marriage. This was in the 1960s, but the way the party folded and lost relevance, as the resurrected Conservative Party, have never been able to take the place in the political spectrum as the Kabaka Yekka once had, as Dr. Milton Obote abolished the kingdom and also lost his place Prime Minister, before the Coup d’état against him as well, that ushers in the Dictator Idi Amin. That also opens for the surge and military operations together with Tanzanian troops to invade and set in place for a second term for President Obote. That also gives now President Museveni, a place in his cabinet, before he goes to the bush to bring down Obote. So with all the blood and tears, it is weird that the man that had the ability to bring down the father. The man who got rid of the father and run the country, are now collaborating with peaceful with his son James “Jimmy” Akena who runs his father’s party and from his father’s foundation, Milton Obote Foundation and headquarter in Uganda House.

With this quick recap of history and neglect, it is just weird that UPC who swallowed KY with ease and tried to silence the Central Kingdom of Uganda, Baganda and Mengo circuit of Kampala, still they are now forging a similar trade, as a minor agreement with NRM for their own goodwill, to be a loyal partner with NRM instead of working on their own.

So with all of this in mind, let us take a look at the 1960s struggle between convenient marriage then between Kabaka Yekka and the Uganda People’s Congress, then between the King Mutesa II and Dr. Milton Obote as they we’re going together in the first election to gain traction in the newly made Parliament and also force way for the first PM Obote, whom later would force the Baganda and king in Exile, as he wanted to centralize all power in the Executive and not have to tangle with royals or kingdoms, as he abolished it. But before that and while in the beginning, he had a cordial agreement who both parties earned on and gain majority in Parliament, as they could get a grander place then the Democratic Party of the day. First Report on the KY-UPC Alliance:

“According to the terms of the KY-UPC alliance, UPC leader Milton Obote became Uganda’s first post-independence Prime Minister in a coalition government with KY, while the Kabaka of Buganda, Mutesa II, was named Uganda’s ceremonial president by constitutional amendment in 1963.25 From independence in October 1962 to June 1966, however, the UPC-KY alliance disintegrated as the UPC expanded and aggressively centralized the powers of the federal government, showing little sympathy for Baganda nationalism or the rights of Uganda’s kingdom governments. Indeed, the UPC repeatedly attacked KY as a “tribal” party that was unable to meet the nation-building challenges that Uganda faced after independence” (Scott, 2006).

“Buganda and its king, the Kabaka, have been especially reluctant to cooperate with the rest of the country in its evolution towards a more centralized form of government. On the last day of 1960 it went so far as to declare its independence from the rest of Uganda” (…)”The UPC on the other hand is determined  to get into power, and many of their political maneuvers have a reckless flavour to them. Obote is unkindly reported to be willing to sell his soul to become the first Prime Minister of Independent Uganda. Some observers feel that his compromise with the Kabaka was just that. Buganda has quite a history of broken agreements, and the big question today is how far they will honour their word to support the UPC. The Kabaka, affectionately known around here as King Freddie, is the dominant figure in Buganda. A shrewd politician, he has a remarkable ability, no doubt inherited from his illustrious forbears, of playing one side off against each other (and often winning)” (…)”The Buganda-UPC coalition had fielded a new but all but unbeatable party calling itself Kabaka Yekka (Kabaka Only). There were high spirits in the UPC Camp, while the DP was exhibiting a stiff upper lip. Both sides claimed to be able to form for a national government even if they got less than half of the seats in the Lukiko” (Wright, 1962)

“In forty-eight hours the outcome was clear. As one newspaper summarized it:

The Result as always in Buganda when the Kingdom’s status and identity seems to be threatened, was a solid closing of the ranks and yet another demonstration that, as far as the vast mass of Buganda are concerned, nationalism ends at the kingdom boundaries” (…) “soon after we talked to Basil Bataringaya, the DP’s able Secretary-General who was in charge of the campaign” (…) “He was by no means pessimistic, however, about the DP’s future. He felt it had picked up much ground outside of Buganda at the expense of the UPC since last election. He was also sure that UPC’s marriage of convenience with Kabaka Yekka would work to its disadvantage outside Buganda where most tribesmen are intensely suspicious of the Baganda” (Wright, 1962).

This is what Mrs. Winklmaier wrote on the 6th May of 1962:

“The Election results turned out as we expected. 21 seats of the National Assembly go to Buganda. They are elected indirectly through the Lukiko (Buganda Government) That means “Kabaka Yekka” (Nur der Kabaka) The other 61 seats are elected through the people outside of Buganda in a secret election. 37 seats went to UPC (Uganda Peoples Congress) and 24 seats to DP (Democratic Party). The Democratic Party is made up of the last Government. Then there are still 9 more seats, which are elected by the new Government. UPC is more or less a communist party. I cannot understand that UPC and Kabaka Yekka went together in a coalition. I don’t think that the Bugandas are aware of the consequences yet. [ The names of these two parties alone made it clear to me, that they cannot work together.] We are acquainted with both, our new Prime Minister, Mr. Milton Obote, as well as the former DP Prime Minister, Mr. Benedicto Kiwanuka. We are also acquainted with other Ministers of the New Government. One certainly cannot say that these are incompetent people – quite to the contrary. Moskau has a very good hand and in fact understands to fish for the best” (Winklmaier, 2008).

I think that says enough and gives you’re ideas on my perspective on the matter and also see the similarties, between KY and UPC of back then and today, today it is UPC who is ones that is trading it all for the little coins in NRM cabinet, while KY traded their legitimacy together with the ambitious Obote to control the new Parliament and Cabinet, as the independent country and new government loomed the nation. Today the UPC is one of the old parties, still their weakness is so obvious as the internal conflict between Otunnu-UPC and Akena-UPC continues, while the UPC now is really embedded, as proven with the ministerial position to two party cadets, the wife of Akena and also another family member of the Obote clan in the Cabinet.

Just the proof the issues with the alliance, not only Otunnu who has issues with it, there are more men who disagree with Hon. Akena trade off. Peter Walubiri says this: “Museveni gave Akena money and soldiers and they hijacked the electoral process. He wants to take over our party but he will not succeed,” (…) “We [UPC] have not got any ministers, people can leave the party anytime they want and those too have left. We are going to expel them” (…) “Everyone supporting Akena is no longer UPC, but Movement. Those that want to eat are the ones going to Museveni” (…) “Justice Musota decided that Otunnu is still president until fresh elections are held, Akena has never been UPC president. They hijacked the electoral process” (Mayemba, 2016).

So the convenient marriage between the parties might end up with fractioned party, even more fractioned and create more fracas between Otunnu, Akena and the ones that despise the agreement made between NRM-UPC. As there was surely some who disagreed back in the day with UPC-KY agreement, though with the time, their voices have been silent or haven’t surfaced. the UPC are surely only helping Museveni and not their own cause, one can wonder how much the trade for the agreement and what cost it has for Museveni, as he get his former nemesis son James Akena on his side, with ding-ling little coins and a ministerial position, but not any real power. While the UPC continues to wrangle and in-fighting that even the agreement creates more fire, and the hut is on fire, and the whole village sees it. Akena can claim there are no fire in the hut, but the villagers see it and feels the smoke in their lungs. With this in mind, the Akena-UPC are no marginalize the UPC even more, even if he thinks he is getting a good deal, he is not. The only one earning on it is Museveni, as he get UPC embedded and under his control, while he gives away to measly cabinet position. That is for him, nothing and also scrap-metal as they are meagre seats and not pivotal in government as it is not Education, Defence or Foreign Affairs, but Fisheries and other smaller ministries that doesn’t have power or reach to create havoc. They can wonder why the government continues to claim conspiracy against the up-high and coup d’état against the sitting president, as they once back in the day took to the gun and overthrew an ‘illegitimate regime’ of the day.

The National Resistance Movement are right now in a ghost hunt, claiming DP connected man in Gulu, Makindye barracks was shut-up by one soldier who wouldn’t accept to be detained, Lira barracks have solders and colonels been detained by the government forces. Even CDF Gen. Katumba Wamala reported detained at Makindye and Col. Dan Opit Odwee been detained after Gulu Barracks attack. Together with so many other soldiers and such who has been picked up in their own home and not made report of since departed with security forces from their homes or work.

This together with the pick-up of Forum for Democratic Change men like Hon. Michael Kabaziguka who have been tortured and detained at SIU Kireka, also other men have been taken for question and been asked for in the conspiracy. While innocent police men and others have been killed in the attacks of Lira, Gulu and Makindye, like flies with no names. Like they don’t matter in the grand scheme of things, as they are useful pawns on the chess set, to set the center stage for the grand conspiracy that are made up by the state for ‘attacking’ and planned ‘coup d’état’ against the Presidency.

It’s all like a wind, it is there, but no visible, you believe it exist, and can feel it now and then, but it is not something that is static and visible to the naked eye. The wind just touches the ones that are literally within the wind-fall, but for the ones who is not there it is just hearsay. So with this in mind, the UPDF and UPF are creating a ghost, a conspiracy that doesn’t exist and at the time, use feasible means to oppress the ones that are not loyal to the “above high”.

The ability of the army and security forces continues to spin the stories and tales, as the validity of the norm. This is happening as they trying to combine the wished rebellion in the army connected with the handpicked victim of Hon. Kabaziguka and the ‘treason charged’ former FDC Presidential Candidate Dr. Kizza Besigye, while he lingers waiting trials for all kind of charges all over Uganda.

The ones that swallows all of this as sudden wildfires and approaches of misdeeds, does not see the ripple effect of both clearing the army of men that are not loyal to cadre-line of the President and the wished escalating career of his son. Former Brig. Muhoozi, whom in the end also swallowed the loyalty of former Gen. David Sejusa. This is all connected as the Police Force and the Army is all fitted together with central leadership of the President and his cabinet, therefore they still need representatives in Parliament from the UPDF. Because militarism is far from dead, as the guns are close to the heart of the president.

That the NRM Regime are right after the General Election going after the ones that supposed not loyal to the Party line and not offering their vote of confidence to the regime, are the ones that are supposed to be detained and taking down the men who doesn’t follow blindly the leadership of the day. This is like the shooter of Makindye Barracks Sergeant Isaac Obua who killed people at the barracks. The ones of Gulu barracks came more in systematic operations and have not really been displayed or called out in public as the men behind it, as they are surely offered some token to create a conspiracy and connect a DP Colonel Odwee to a plot to overthrow the regime. We have no certainty why the Government all of a sudden detained Col. Kibet in Lira and the backdrop behind doing so. And this happens in sort of two weeks all over; therefore there are questionable reasons for doing so. Just like a summer clean-up behind the ranks to fit the ‘Muhoozi project’ or fix more loyal men towards Mzee, as the election and activity from the UPDF didn’t live up to expectations for the President. He wanted a harder force and oppressive behavior and had to both pick ex-M23 men and also hire SPLA from South Sudan to have enough men in the streets around the General Election 2016.

This is just happening while FDC Youth Activist and others who have campaigned with the party have been taken from their homes (Kidnapped) without charges and detained, as the clear fictive oppressive behavior continues with the same speed, as the government tries to silence the opposition and really “crash the opposition” as Mzee stated during the campaign trail during 2015/2016. Just as the FDC General Secretary of Lubaga Division Prince Kahemba Babi who have been detained and kidnapped since before 12th June of 2016 and still not surfaced or any token from the authorities, this happens as the oppression and detain also soldiers and leaders of the army.

So the authorities are cracking down on FDC, like they have done with steady speed since February. Now they are also going after the Army, like they are clearing the shop for the son of Mzee. That is not a surprise, it’s more like a necessity from him as this is the time to do so, as he is already weaken, his legitimacy is not there, as he wasn’t really invited or met by local dignitaries in Germany, proven the signal between Western Countries towards the former new-breed leadership sponsored through Bill Clinton in the 1990s. Therefore the established approached now is to make ready for Muhoozi to control more of the army and not only ‘the Flying-Squad’ or Special Force Command.

So there are many questions and even wonders behind the recent attacks on the Makindye, Gulu and Lira Barracks around the country, while there been violence in other areas like the Kasese and Rwenzori Sub-Region. These been where the UPF have used any kind of reasoning for the killings and taking down Royal Guards of the Rwenzururu Kingdom. But that is not looked really into, as the government sent army men and blasted down as many as possible, both in villages and also around the Palace. Though IGP Kayihura want another story as he want to clean his hands from the blood, as he doesn’t want and see that ‘the Flying Squad’ also went in to renegade against the people and their cultural leader.

So there to many questions and unsolved stories, while the conspiracies and the state affairs are still by all means oppressive and adherent not creating security, but clashing against their own citizens instead of securing their neighborhood. The Police, Army and Security Forces are targeting the opposition and the men of the army who might not be connected directly to Mzee, while the ‘Muhoozi project’ fumes on as he was recently promoted Major General. These kinds of actions cannot happen and not be interconnected, only the blind, cannot see the connection between the promotion, the cleaning in the barracks and the conspiracy that is made-up between the FDC leadership and the UPDF men that are detained in army and the Opposition party.
