Opinion: Parasites and lies, a walk against himself…

Today, was the official walk against Corruption in Kampala, as the President, the Anti-Corruption Unit at the State House and all other governing parties involved muster up a decent crowd of paid participants, staff and whatnot, security guards and whoever they could find. To walk a distance in the midst of Kampala.

At one point, the guards and security told pieces of the march to slow down, because it couldn’t walk faster than the President. Even as he went to Kololo, he still went at a rate, that was to slow too many. This walk will not change anything. It is a PR Stunt, which will not gain anything fruitful. It is more public wastage in order of looking sincere, which it is not and will never, be.

Corrupt people are parasites because they get wealth which they did not earn, because they think that God does not see the bad things they do. In the last 60 years, I have been watching and I have not seen these corrupt people being successful sustainably” – Yoweri Kaguta Museveni at the Walk Against Corruption on the 4th December 2019

With this in mind, the President is truthfully telling the world that his rich. His vastly rich, Ritchie Rich, rich actually. However, the President doesn’t tell how he got there. It was not like he had wealth and assets going into the role of the Presidency. Not like he had estates, businesses and ranches going in. No, he was an impoverished former Minister, who had gotten grants by mercy of Nyerere and who was hired by Obote II. That is who he was until 1986. Therefore, his wealth has come with power and with incentives given to him over time, also boosting his accounts and also his cronies.

Secondly, if it is a moral problem, then its engraved into this administration. If corrupt people are insects and parasites, there is surely a lot of them in his cabinet, in his offices and around his closest associates. Himself is a parasite then. Because, he haven’t gained wealth on innovation, marketing or basic business models, but by being in-office and getting bargain by kickbacks and inside deals.

Last, but not last. We can say you Mr. President has been successful, gaining more and more power, more and more money and depleting the state, little by little. To a point, where nothing isn’t up for grabs, where secret deals inside the State House decides, if they are staying or going. The Presidential Handshakes and whatnot is the ones crediting to you. That is why walking today is obnoxious and outrageous. Only naïve and dumbfounded people believes this PR Stunt.

The man cannot fight himself. He will not tarnish his own creation and destroy what he keeps him there. Therefore, this is charade, packed as a rally and a march against something. But in the end, it will only further show the rot, the plight and the suffering the actions made by this cause. Peace.

Follow the Code: A secret walk against corruption

“On 4th December, 2019, H.E the President of the Republic of Uganda will lead the walk code named Anti- corruption walk. The walk is aimed at intensifying the fight against corruption. The walk will start from Constitutional Square to Kololo and a number of people are expected to participate in this walk” (Uganda Police Force – ‘TRAFFIC MANAGEMENT PLAN FOR ANTI-CORRUPTION WALK ON 4/12/2019’ 03.12.2019).

Merriam Webster states that a code name means: “a designation having a coded and usually secret meaning” (“Code name.” The Merriam-Webster.com Dictionary, Merriam-Webster Inc., https://www.merriam-webster.com/dictionary/code%20name). With this in mind, I never believed that His Excellency or the President is serious about this.

This is the President whose have had issues with demonstrations, protests and rebellion. Therefore, his not the man whose walking against anything. He was a rebel at one point, but that was for his own cause. That is why his stayed in power since 1986 and never left.

With that in mind, the man whose known for having someone close to his office or cabinet connected in some corruption every single year. It is seemingly happening, there are like those proverbs in the papers saying: “Missing Funds”, “Unaccounted Donor Grants”, “Fake Corporations/Products”, “Ghost Employees” and so-on. Even knowledge of kickbacks, secret agreements between the President and Foreign Investors. That is just happens on the regular.

That’s why the President has created dozens of agencies supposed to have the ability to monitor the state organizations, businesses and tenders. This being the Inspector General of Government (IGG), Office of the Auditor General (OAG), Public Procurement and Disposal of Public Assets Authority(PPDA), Anti-Corruption Unit – State House or even the Financial Intelligence Agency (FIA). All of these are supposed to combat the ill called corruption. Still, these are not able to do so, neither are the Judiciary nor the Law Enforcement they are working in tandem with.

That is why the walk is even more ridiculous, as if it’s not the man whose the V.I.P or the Fountain of Honour, whose often involved or accepts the corruption. That being some road-scandal, illegal tender nor the Presidential Handshake. Neither some procurement for some government agency played around with to ensure someone got greased.

So, this walk against corruption. The man whose behind the grand-corruption and his party is usually connected directly in these operations. That is why tomorrows walk is walking against itself. This is like the man who makes everyone sick, suddenly will drop the cure. The man who drops bombs over a nation, suddenly calls and walks for peace. It doesn’t work. That isn’t real!

Unless, the old man with the hat starts to shadow boxing himself, knock himself out and suddenly understand that his the problem. Not that it will happen. This is a PR stunt and nothing else. The NRM MPs, the ones who wants to show loyalty will show up. But everyone knows the state who does this on the regular. Will not stop doing it. That is why Total had secret talks in the State House with the President just this week.

We cannot expect anyone than the small-fry gets charged and taken into custody. The ones who are the big-fish will not touched, unless they have fallen out with Jajja. Peace.

AG Byaruhanga tries to make a bribe into a donation: Per President Order!

“Do not act as if you had ten thousand years to throw away. Death stands at your elbow. Be good for something while you live and it is in your power.” – Marcus Aurelius

Today, Attorney General William Byaruhanga delivered his Interim Report on the indictment and the criminal charges of Patrick Ho in connection with Minister of Foreign Affairs Sam Kuteesa and President Yoweri Kaguta Museveni. This has been known now and if these was just mere charges, than the Chinese National wouldn’t get charged and sentenced in a United States Court.

This is because the Chinese National offered a bribe of 500,000 USD each for a possible Oil Deal for a Chinese Company in Uganda. Therefore, the Chinese National made it possible for the high-ranking officials in the Ugandan government to solicit half-a-million United States Dollars for it. That is why we are here today. This was signed off as a Campaign contribution, but by that time, the President had already been re-elected in 2016. We know this, but has to say all this before I quote the Interim Report. What is special about the case too, is that the government will claim the Foundation owned by Kuteesa, but has anyone seen it outside of a paper and a registered entity outside of Uganda Registration Services Bureau (URSB), which it was in 2015. That is why today is special, because a ghost entity got good money for a possible business transaction… that would favorable for the repentance, which happens to the Minister and President.

What is also important to state, which is already white-washed in the interim report, is the delivery of the bribe. That went through customs, which was mailed between the Chinese National and the Minister. Who both combined their efforts to send the money and deliver it in cash, in secrecy, as it was intended to a favorable transaction. Not something that was supposed to end up in Court Documents in the United States and incriminate one, while implicating the high-ranking officials in Uganda.

With that in mind.

The quote:

“The Foundation received a sum of US$ 499,993 on 9’h May 2016 from a Hong Kong-based NGO known as China Energy Fund Committee. The money was a donation to the Food Security and Energy Sustainability Foundation which Hon. Kutes a and his wife started as a vehicle for enabling Hon. Kutesa to continue to champion some of the causes he had spearheaded during his tenure as the President of the General Assembly of the United Nations with respect to the 17 Sustainable Development Goals”.

While that quote is special and says a lot, it does trying to clear the implicated Minister in the Corruption Scandal that has rocked the man. That the Auditor General did this on direct order from the President. This was to ensure the President and his ally Kuteesa got off the hook. That is why the Foundation and the “donation” we’re the Chinese National had reasons to give there. Like we are naive.

The Foundation is just based on paper. There are no proof of their work or whatever their supposed to do. Certainly, they are servicing some special and unique unicorns, sorry, ghosts. Because, this money came by plane from the United States to Entebbe International Airport, as it entered the Customs as warned to the parties involved.

So, I have a hard time believing the AG in this matter, as he is trying to figure out a way to clear he Minister of his implication, per order as a loyal subject of the President. Who also got money in the transaction done by the Chinese National. They all know this.

Time for the AG get his act together, unless he is a blind soldier for the President. Peace.

Opinion: If this isn’t your war Bosco, maybe you should just retire?

“Why arrest people for being Idle and disorderly, those are colonial tendencies, how do you arrest someone in his country that he is idle and disorderly?” – Yoweri Kaguta Museveni (10.12.2018).

Today, was the day of yet another into the bunch of Anti Corruption and Financial Monitoring Authorities within the Republic. This time its a fixed Unit at the State House. That is why it is ironic, that Mr. President doesn’t say it is his fight. That his fight was in the 1980s and not now. That his done with fighting, but are just watching it all. That is not true, as he is usually implicated in it all. If you look thought the scandals, he is either involved or allowing the culprits to get away. That is just the way it is.

That is why I have no faith in a new Unit in a Republic with the IGG, OAG, PPDA, FIA, UPF, The Judiciary and new State House Anti Corruption Unit with a telephone number to call. All of these bodies are supposed to stop it and expose the graft, expose the corruption, however, that is not the wish of the President. Because in the end, that would show his sins. Sins the President is not supposed to have, but does have. We know this and not just mere hearsay. Since there been plenty of scandals since he started his reign in 1986. But hey, will not go into that, because that is doctorate or a book in itself. As the National Resistance Movement (NRM) have been implicated and created it time and time again. There is just new Government Organizations and new names, but the similar scheme, different company tender or another government facility where the culprits close to the President or even himself was eating.

With all of this, Museveni, knows perfectly well. That is why he says stuff like this. Acts the way he does. He is cleaning his hands, while he knows the dirt of his sins will not go off. As he never plans to confess or come clean. That means he will humble himself and show the world his con. The President has lived on the Long-Con.

Therefore, Museveni saying this isn’t his war. Is saying it is not for him to clean up his mess. Which is pretty insulting to all intelligence. As he is the Executive, he is the President and the Government itself. The President could have shown character and been bold, instead he is cleaning his hands or trying to.

The President is trying to fool the public, but ends up fooling himself. As he looks like a schmuck. That is evident with his words combined with years of action. He can blindfold the Movement people and the ones imprinted with his propaganda, but the reality is different.

Bosco can speak hard, but if he cared, he wouldn’t have let all of these activities happening around him or the cronies. All of which is known, but he is thinking the rouse works. However, it doesn’t because people knows it all so perfectly well. That is why people are mocking and playing around with the new Unit. No one believes it.

The President can play around and toy around like King. However, he is still a fool, saying this isn’t his war. Not so strange, when he is the General ordering everyone around and doesn’t want jump on the sword. The President doesn’t want to be credited or charged for the own crimes, but wants fool the rest of world. Even when he has so many authorities to do the job. They cannot do it, because you order them around. We know it, but you will not say it. I have to say it: “You don’t have the heart”.

Secondly, if this isn’t your war, you should retire. As they have to clean up from your mess. Your issues and the chaotic mess you have created. Peace.

Robert Kyagulanyi aka Bobi Wine Statement on the new State House – Anti Corruption Unit (10.12.2018)

So today President Museveni has asked Ugandans to listen to him as he announces new measures against corruption. What a joke! After 32 years of empty promises, he is promising yet again!

How can we depend on the man who created the mess to clean it up?

How can a man who has created and presided over one of the worst corrupt systems talk about fighting corruption? How can a man, who goes around bribing citizens with sacks of public funds purport to fight corruption? How can a man, who was only last week linked to receiving a bribe of $500,000 in a United States federal court, say anything about fighting corruption? What can a man who has established, nurtured and supported political and economic corruption talk about combating corruption? A man who bribes MPs to pass decadent laws? A man who only two weeks ago admitted while in Kenya, that he bribes Ugandans, so as not to lose votes? A man who treats our nation’s treasury as if it’s his own purse? A man who treats Uganda’s natural resources as his own?

It is because of that corrupt system that hospitals have no drugs. That schools are rotting. That the levels of unemployment are sickening. That we have no public transport. That our infrastructural projects are inflated, costing many more times than they do in other countries, and yet we end up with shoddy works. That our nation suffers and bleeds.

If corruption in Uganda is a baby, President Museveni is its midwife. If it is a football game, he is a striker. If it is a song, he is the producer. If it is a building, he is the chief architect. And yes, if it is a plant, he is that fertile soil that has enabled it grow, blossom and flourish! He has appointed, reappointed, and elevated the corrupt and most compromised people in public office, and protected them.

Mr. President, you have no moral authority to say anything about fighting corruption. You are not just part of the problem- you are the biggest stumbling block in any effort to rid this country of corruption, patronage and abuse of public funds.

Opinion: How many authorities does Bosco need to fight himself and corruption?

Today is the day, that the State House is launching the Anti Corruption Unit, which will be based at the State House. This is a State House project and meaning that it is officiated and controlled directly by the President and the Office of the President. That means that President Yoweri Kaguta Museveni are pulling the strings.

What is strange about it all, is that there are already plenty of government organizations working against corruption, first and foremost the Law Enforcement of the Police Force. Second, it is the Judiciary. Third, its the Office of the Attorney General (OAG). Fourth, the Inspector General of Government (IGG), fifth the Financial Intelligence Authority (FIA) and sixth the Public Procurement and Disposal of Public Assets Authority (PPDA). A sideshow that could accomplish and also recognized as organization who could inform the other authorities is the Uganda Investment Authority (UIA), that is if they cared about illicit funds.

Well, when we know, the Republic has already, the UPF, Judiciary, OAG, IGG, FIA and the PPDA. They should all have the capacity to fight the corruption if the President and the state cared. There shouldn’t be a need for an another State House – Anti Corruption Unit, which we can ask about mandate and does it go into the ones that is already there?

Because, what will be the different between what the IGG or OAG are reporting to the Judiciary/Police Force? Will there be a different between what the FIA and PPDA are reporting about?

There are already so many chefs, but so little mandate or lack of institutionalizing, as the President haven’t given any of these the space or the ability to do their work. If they had, then the State House wouldn’t stop the OAG or IGG reports, as they have to be leaked or insiders has done it to destroy other big-men’s career.

I have little faith in the Anti Corruption Unit, from the same man that solicit deals from foreign investors and get the cash through customs without any questions at Entebbe Airport. Not like that man, will not continue to get Kickbacks or Presidential Handshakes for that matter.

He will clearly silence the arrangement done to facilitate deals at the State House. That is why the Unit will be an in-house thing. Who knows what it will do, other than take down smaller cases, but they will not go after the Untouchables. As the plenty of organizations isn’t doing today. They are even leaving the big-men behind and letting them go. You can steal a road from UNRA, but if your part of the cronies, they will let you go.

Therefore, this is a PR Ploy, another scheme and another way of getting more people involved. But not deliver anything significant, because then they have to take family members of the President, even the President answering for grand-corruption, that he himself has done. Peace.

Kuteesa and Museveni implicated in a U.S. Bribery Case!

It is such a convenience that President Yoweri Kaguta Museveni are planning an Anti-Corruption Drive and new measures on the 10^th December 2018. As he was pledging that on the 4^th December 2018. This case has been in the works, as it was revealed last year, that Foreign Minister Sam Kuteesa and Museveni was bribed for $1m by a Chinese Associate Patrick C.P. Ho. This news is vital, as it proves how untouchable both of these leaders are. As the Foreign Minister and President can do whatever and get whatever deals behind closed doors.

That Museveni and Kuteesa are doing this is not surprising, but the value and what was at stake. Shows how illicit and unknown the deals with the petroleum industry are in the Republic. They are clearly signing off deals and paying off the State House in Entebbe. As this deal shows how Kuteesa and Museveni operates. This is one of plenty, but one that is uncovered by the U.S. Department of Justice.

“In or about February 2016 – after Kutesa had returned to Uganda and resumed his role as Foreign Minister, and Yoweri Museveni (Kutesa’s relative) had been reelected as the President of Uganda – Kutesa solicited a payment from Ho, purportedly for a charitable foundation that Kutesa wished to launch. Ho agreed to provide the requested payment, but simultaneously requested, on behalf of CEFC China, an invitation to Museveni’s inauguration, business meetings with President Museveni and other high-level Ugandan officials, and a list of specific business projects in Uganda that CEFC China could participate in. In May 2016, Ho and CEFC China executives traveled to Uganda. Prior to departing, Ho caused the CEFC NGO to wire $500,000 to the account provided by Kutesa in the name of the so-called “foundation,” which wire was transmitted through banks in New York, New York. Ho also advised his boss, the Chairman of CEFC China, to provide $500,000 in cash to President Museveni, ostensibly as a campaign donation, even though Museveni had already been reelected. The Ugandans should be horrified how little the President and Foreign Minister cost, as they were selling off the petroleum licenses for the Lake Albertine Graben and Region. Where there are already dozens of Companies in. Even CNOOC! That is why this would be the second company who got a Petroleum Licenses in the Republic.

The Ugandans should also be terrified that the President only cost $500k and $500k for the Foreign Minister. They only cost A Milli, which is close to nothing. Especially considering what was at stake. These gentlemen are supposed to be there for the public and serve them. But showing only self-interest.

Now, the Chinese National Ho is found guilty in New York yesterday. Therefore, the evidence and the case was solid enough. That proves the reality of how he solicited bribes with the Foreign Minister and President. Clearly succeeded until the US Authorities caught a wind of it. Also, shows how the State House and the President is corrupted. Peace.

Bosco’s fight against Corruption gets old real quick!

“The educated ones leave, the ones with the potential to right the wrongs. They leave the weak behind. The tyrants continue to reign because the weak cannot resist. Do you not see that it is a cycle? Who will break that cycle?” – Chimamanda Ngozi Adichie

There is something about a man who has run the Republic since 1986. The Republic which is now made in image and with his institutions, with his appointed men and woman. Where his cronies, businesses, lobbyist and friendly voices are living close connected. It is in a Republic with various of bodies working on Corruption and ensuring a legal remedy against it. However, none of them is able, none of them has capacity to follow the Ministries, the Cabinet, the Members of Parliament, the Government Organizations or the Bank of Uganda for that matter. They are all falling short, as the corruption scandals are in all corners of the state and still, the President says he has new remedies to ancient problem of eating on people’s dime without a recite.

President Yoweri Kaguta Museveni has had the opportunity since 1986 to fix this. That is if he really cared about it . Mzee would have done with already, but he doesn’t. Because, he knows the eating of his cronies and himself is rampant. That is why he even sanctioned, the Presidential Handshake and other deals behind the scenes at the State House. That is the way to do business, that is why the Attorney General, Inspector General of Governor, PPDA or the Police Force for that matter. Cannot touch the corrupt souls, because they can walk. Abraham Byandala walking free after ripping away money from UNRA like M&Ms wutg the Mukono-Katosi Road Scam. While the Courts couldn’t find significant evidence and had let him go. Therefore, believing that the President cares about fighting corruption isfar fetch. If he cares he has to capture himself first and we know that is a fish he doesn’t want to fry.

“On Monday December 10th, I will announce new measures and the direction we shall take in our renewed fight against corruption. That said, there is corruption in Uganda. It stems from the colonial times. However, when we undertook the liberation struggle of this country, there were more pressing problems than corruption” (…) “However, corruption will now be defeated. The corrupt civil servants have exposed themselves. The population is angry with them. Also, we now have more educated young people. The pool from which to pick their replacements has grown. The problem now is the law manipulated by corrupt civil servants. We now need quicker methods of accountability to deal with the corrupt. I have the political will but I do not want to deal with them outside the law. There must also be a reflection on the morals of our young people. When setting up the Uganda Revenue Authority, we carefully identified young people to work there. But now, URA has kawunkumi (weevils). We need to deal with it” (Yoweri Kaguta Museveni, 04.12.2018).

To believe the President now is naive, as the deals and arrangement that matters are done behind closed doors. The same is done with the Oil Refinery, Petroleum Pipeline, the licensing for oil exploitation and so on. These are major deals and been postponed. It is already a tax case concerning the oil industry that unleashed the Presidential Handshake. There are already other major donor scandals, not only the recent UNHCR and OPM, who has messed up the allocated aid money, there been the GAVI-FUNDS and CHOGM Funds. There are so many corruption scandals, that the National Resistance Movement, has always found a short-cut to eat of the public plate.

Not only when building road, building buildings, but everywhere. Ghosts of all kinds, expenditure that cannot be found or plans that are only made in the thin air, but would never ever exist. That is the manner of how the NRM and the President are eating on people’s dime. They are not accountable, neither really transparent. That is why there are leaks and documents surfacing proving the ills of society and the misuse of money. Which again and again show the Top Officials and ordered from High Above, who steer the money in their way. They are securing their cut and then the businesses can set-up shop or get the land for a factory, hunting ground or some sort of project. While the people are becoming landless and Internally displaced People in some NGOs Camp. That is how the government have fixed the matters and it happens, again and again.

That is why I have little or no faith in the President and his battle against corruption. If he was serious, he would hurt himself, even go after the likes of Amama Mbabazi, Jim Muhwezi, Salim Selah or Sam Kuteesa, but they are untouchables. Just like the Master himself. Peace.

The Presidential Handshake lives on!

You would think certain scandals and certain ways of thieving the public funds would be died down. The stories would end and the beneficiary of these scandals want it to go away, as it taints their legacy and remaining words about their time as Public Officials, as Clerics and Civil Servants within the State. However, in the matter of the Presidential Handshake, this whole thing just getting more legs and doesn’t die. It is like the President is proud of his bribing ways and proving a point today.

As the NBS TV reports:

“The High Court in Kampala has issued an interim order stopping the Inspector General of Government (IGG) from investigating and forcing beneficiaries of the 6 billion shillings presidential handshake to refund the money” (…) “The public officials had received the money as a token for their role in the 400-million-dollar Heritage Oil arbitration case which Uganda won” (NBS Television, 13.07.2018).

It is like the whole charade was mocked by the legendary report calling it an ‘error’ but not a crime. To give away public funds to civil servants and public officials, as a handshake after winning a court case. It is like the state doesn’t care about their lack of transparency, as long as the cronies are funded.

My favourite quotes from the report published in May 2017 says:

“This “handshake” expenditure was not budgeted URA activity and therefore, a diversion of the UGX 6 Billion without lawful authority was contrary to the PFMA” (…) “H.E. The President’s approval of this “handshake” was bonafide. However, it was an error of judgement” (…) “That all funds paid out of URA account to the beneficiaries of the “handshake” should be refunded” (…) “The Executive should come up with a Bill within 90 days to regulate and streamline the Presidential Donations Budget” (COSASE, P: 45, 2017).

After my calculation were all well beyong 90 days and nothing fruitful has happen, except now the High Court are saying the non-budgeted and the error of judgement by the President is “okay”. They don’t even have to refund, while there is no bill to regulate or streamline any Presidential Donations Budget, because who would dare to cross the authority of the State House and President at this point of time. No one with a clear mind, who will not end up in prison or lose his or her livelihood.

This is a proof of how little power the Parliament have in the current state, as they cannot even look into or question the Presidential Handshake. They cannot even check into the sudden gifts and donations made by the President. Which is a substantial part of the State House yearly budget.

This isn’t funny, this is a mockery of all the ones paying added taxes and paying for state services, as they are being hold in contempt, where a certain amount of big-men and cronies within the state can eat directly of it, without any consequence. Who knows what else the President misuse funds on, right now? Peace.
